Greening the Capital City’s Rooftops

Green roofs are increasing in popularity across the US, especially in cities, where
there’s not a lot of space for gardens. Sabri Ben Achour explores the trend in
Washington, DC, where the city government is promoting the practice for it’s
environmental benefits:

In Washington, you can see flowers and vegetables growing on top of homes,
businesses, even government buildings throughout the city. DC officials say
Washington has nearly 70,000 square feet of rooftop greenery. Only Chicago has
more.

One big fan of these so called green roofs is a popular small hotel, Tabard Inn, just a
few blocks from the White House.

“There’s about 10 varieties of sedum on this roof.”

Sarah Murphy is giving a tour. She’s a horticulturalist.

“This is a very pungent oregano here on the corner, it looks heavily used.”

The city of Washington pays building owners about one-fourth of the cost of
incorporating greenery on rooftops. One big reason? Rainwater runoff.

Sarah Loveland works for an environmental consulting non-profit called DC
Greenworks.

She says Washington has what’s called a combined sewer system. The sewer
system doesn’t just take in what’s flushed down the drain, but also all the rain
running off roofs and streets.

“If you imagine that our sewage treatment plant has a dam, and the sewage system
combines with the storm water system before the treatment plant.”

So, when there’s a heavy rain, that dam at the sewage treatment plant overflows.

“You have both raw sewage and runoff from the streets going directly into the river
untreated.”

Three billion gallons of it a year, at one point.

The EPA sued the District of Columbia.

The city had to spend $150 million to address the problem. Part of that money goes
to green roof grants.

The green roofs slow down rain water – give it some place to soak instead of just
running off straight down the gutter. The city says roofs in the city prevent a million
gallons of storm water runoff from entering the Potomac River.

The roofs also insulate buildings – especially during the summer. Some studies
show they reduce energy costs by 20-30%. And they reduce the heat island effect in
the city, since they don’t get blisteringly hot like traditional roofs.

Green Roofs even offer some habitat for creatures, like bees.

Sarah Loveland with Greenworks, the consultant agency, says rooftop gardens are
also increasingly popular for growing food.

“Veggies are really popular, herbs are really popular – this is a trend that’s taking off
in the restaurant industry. There’s a lot of buzz around it.”

Blueberries and herbs abound in the rooftop gardens of the Tabard Inn, where Paul
Pell is executive chef.

“Yeah, we go up and get whatever we want, so it’s fresh. We just climb out the
window when we need it. Chocolate basil goes with ice cream, nasturtiums go with
soups and salads.”

Washington has an advantage over some larger cities in its promotion of rooftop
gardens because federal law prohibits skyscrapers in the nation’s capital, so most
buildings don’t cast shadows over their neighbors.

As a result, most rooftops are sunny – all they need is greenery to soak up the rays.

Stimulus Money to Save Water?

One group wants part of the economic stimulus package to plug up some leaks. It says old toilets and leaky water pipes below city streets are wasting water. Chuck Quirmbach reports:

The group is called the Alliance for Water Efficiency. It’s made up of plumbing manufacturers, contractors, city water systems, and enviromental groups.

They want about ten billion dollars of the economic stimulus package to go to shovel-ready projects that conserve water.

Alliance board member Susan Stratton says the work could include everything from century-old city water pipes to replacing many older, water-wasting toilets in private homes.

“This requires the skills of a plumber and it requires retailers and wholesalers to deliver products. These are things we know how to do. There are people in the work environment who have these skills and can ramp up pretty quickly.”

Stratton says cutting water use would also save energy by reducing power use at water utilities.

Ten Threats: Bacteria Hits the Beaches

If you swim or play on the beaches around the Great Lakes, you’ve
probably heard about ‘beach closings.’ At best, the situation is an inconvenience.
At worst, it’s a serious health risk for some people. That’s because the
beaches are closed due to dangerous levels of bacteria in the water.
Beach closures are not all that new, but Shawn Allee reports… the
science behind them could change dramatically in the next few years:

We’re continuing our series, Ten Threats to the Great Lakes. Our field guide through the series is Lester Graham. He says anyone who visits Great Lakes beach is familiar with one of the Ten Threats.


If you swim or play on the beaches around the Great Lakes, you’ve
probably heard about ‘beach closings.’ At best, the situation is an inconvenience.
At worst, it’s a serious health risk for some people. That’s because the
beaches are closed due to dangerous levels of bacteria in the water.
Beach closures are not all that new, but Shawn Allee reports… the
science behind them could change dramatically in the next few years:

During the summer, dogs and their owners usually play together in the
water along this Lake Michigan beach, but today, several dog owners
scowl from the sand while their dogs splash around.


“It’s e coli day … it’s a hardship.”


This beachgoer’s upset, and like she said, e coli’s to blame.


Park officials tested the water the previous day and found high levels of
the bacterium. Missing a little fun on the beach doesn’t sound like a big
deal, but there’s more at stake than recreation.


Cameron Davis is with the Alliance for the Great Lakes, a regional
advocacy group.


“Beaches are most peoples biggest, tightest connection to the Great
Lakes, so when beaches close, they really impact our quality of life in the
region.”


And ultimately, health is at stake too. For a long time, scientists tested
beach water for e coli because it’s associated with human feces. That is,
if e coli’s in the water, there’s a good chance sewage is there too, and
sewage can carry dangerous organisms – stuff that can cause hepatitis,
gastric diseases, and rashes.


Sewage can get into the Great Lakes after heavy rains. That’s because
some sewers and drains can’t keep up with the flow, and waste heads to
the lakes.


For a long time, scientists thought human feces was the only source of e
coli in Great Lakes water, but a puzzling phenomenon has them looking
for other causes, too. Experts say cities have been dumping less sewage
into the Great Lakes in recent years, but we’re seeing more e coli and
more beach closings.


Paul Bertram is a scientist with the U.S. Environmental Protection
Agency. He says, we’re closing more beaches because we’re testing
them more often.


“But I don’t think it’s because the Great Lakes are getting more polluted,
and more filled with pathogens, I think we’re just looking for it more.”


If we’re finding more e coli because we’re testing more often, we still
have a problem. We still need to know where the e coli’s coming from.
Bertram says there might be another culprit besides sewage.


“There is some evidence that it may in fact be coming from birds, flocks
of seagulls, things like that.”


But some researchers doubt sewage and bird droppings can account for
high e coli levels.

A few researchers are sorting vials of water in a lab at the Lake Michigan
Ecological Research Station in Indiana.


Richard Whitman leads this research team. He says, in the past,
scientists could predict beach closings by looking out for certain events.
For example, they would take note of sewer overflows after heavy rains.
Whitman says researchers can’t rely on those triggers anymore.


“A large number, maybe even a majority of closures remain unexplained.
Today, we have closures and there’s no rainfall, may not even be
gulls, and we don’t know why the bacteria levels are high.”


Whitman has a hunch that e coli can grow in the wild, and doesn’t
always need human feces to thrive.


“This is my theory. E coli was here before we were. It has an ecology of
its own that we need understand and recognize.”


The idea’s pretty controversial. It runs against the prevailing theory that
e coli only grows in waste from warm-blooded animals, such as human
beings and gulls, but the idea’s also a kind of political bombshell.


If he’s right, it would mean our tests for e coli aren’t very accurate – they
don’t tell us whether there’s sewage around. After all, if e coli is nearly
everywhere, how can we assume it’s a sign of sewage?


“As a pollution indicator, you don’t want it to multiply. If it’s got an
ecology of its own, multiplying on its own, doing its own thing, then it’s
not a very good indicator.”


Whitman wants us to try other kinds of tests to find sewage. One idea is
to look for caffeine in the water. Caffeine’s definitely in sewage but it’s
not found naturally in the Great Lakes, but until we change our water
tests, Whitman will continue his work. He says we still need to know
how much e coli’s in nature and how much is there because of us.


Environmentalists want the government to keep a close watch on the new
science. They say we can’t let questions about the relationship between
e coli and sewage stop our effort to keep sewage and other waste out of
the Great Lakes.

Consortium’s series ‘Ten Threats to the Great Lakes.’ Lester Graham is

Biologists have been concerned about a number of native species that
have been disappearing. One of them is the largest fish in the Great
Lakes. Over-fishing and gravel mining in riverbeds have wiped out 99-
percent of the population of lake sturgeon. Sturgeon used to be common
throughout the Great Lakes, but they’re a rare sight these days. Celeste
Headlee reports… biologists are trying to save some of the sturgeon’s
spawning grounds:

Sturgeon are the largest fish in the Great Lakes. The grayish brown
creatures can grow up to seven feet long, and weigh more than 200
pounds. Sturgeon have been on Earth for 100 million years, and they’ve
remained essentially unchanged in all that time. Instead of scales, the
fish have an almost leathery skin with five rows of bony plates running
along their torpedo-shaped bodies.


Fish biologist Bruce Manny says sturgeon were once abundant in the
Great Lakes. Back in 1880, in one month’s time, fishermen pulled four
thousand of them from the Detroit River.


“They tore holes in their nets when they were fishing for other fish that
they cared about. So, when they found a sturgeon in their nets, they
would kill them, bring them to the shore, pile them up on shore, dry them
out and use them for fuel in the steamships. Burn them up.”


Most of the time, the creatures were caught and killed while fisherman
angled for more valuable fish. Scientists think over fishing has caused
sturgeon populations in all of the Great Lakes to dwindle to less than one
percent of their former number.


The state of Michigan closed the Detroit River to sturgeon-fishing years
ago. Bruce Manny says he decided to check on the sturgeon and see if
the fish population had started to recover.


Manny assembled a team of biologists from the U.S. Geological Survey.
He says he was surprised when his team caught only 86 fish over the
course of four years. Manny says he realized the sturgeon were in
serious trouble.


USGS scientists followed the tagged fish for two years, and their
patience was eventually rewarded. Manny found the first known
spawning site ever documented in Detroit River in modern times.


“We were excited all right. Eureka moment. I mean this is like a very,
very great coincidence that we were able to find these spawning ready
males, and they were able to find a female. When there are only 86 fish
caught in four years out here, there aren’t that many around. So, to find
someone to spawn with is a real challenge, I would say.”


The area where the sturgeon mated lies close to a sewer discharge pipe.
There are limp, brown grasses bordering grey, mucky water. Manny sent
divers down and discovered the fish had actually produced fertilized
eggs. Manny says this was a major step forward for his project.


Sturgeon are pretty picky about their nesting sites. They need a fast
moving current and several layers of rock where eggs rest safely. The
problem is a lot of the gravel has been mined out of the Detroit River for
use in construction.


Another problem is the sturgeons’ long life. Fish biologist Ron Bruch is
in Wisconsin. He oversees sturgeon populations in Wisconsin’s
Winnebago river system. He says female sturgeons live more than 100
years and they don’t spawn until they are at least 20 years old.


“Their life history works well for a long-lived species, but it doesn’t
work well for a species that’s exploited heavily. So, sturgeon can only
tolerate very low exploitation rates, and when that exploitation is high
the populations collapse.”


Wisconsin was the first state in the U.S. to create a sturgeon management
program more than 100 years ago, and the fish are more abundant there.


Biologists in Michigan monitored the nesting sites in the Detroit River
this spring. Eight species of fish used the beds, including popular sport
fish like yellow perch and walleye. Only two sturgeon came by the sites,
but they weren’t ready to spawn.


Ron Bruch says biologists will have to create a lot more spawning sites
like the ones in the Detroit River before the sturgeon population is firmly
reestablished in the Great Lakes.


“In and of itself, it’s not going to restore all of Lake Erie or all the Great
Lakes, but it’s a shining example of what can be done in many areas
around the Great Lakes to help produce Lake Sturgeon spawning habitat
and rehabilitate the Lake Sturgeon population.”


USGS biologists will go back to the nesting sites next spring. They say it may
take years for sturgeon to notice the small beds in the 32-mile river.


One important development, though, is a change of policy from the
Ontario Ministry of Natural Resources. Canadians used to allow
fisherman to take one sturgeon a day out of the river. Now, it’s illegal to
possess one of the endangered fish on both sides of the channel.

Some sanitary sewers are tied in with storm sewers. So when there’s a big rainstorm, or when there’s a fast snowmelt, all that water can inundate some sewage treatment plants. To tackle this problem, some treatment plants have adopted a practice known as “blending.” The excess sewage is re-routed around the slower parts of the treatment plant. The dirty water is then mixed with the water that’s been cleaned. It’s sometimes given a shot of chlorine, and then released into creeks, rivers, and lakes.


Kurt Heise oversees the operation of a sewage treatment plant on the Detroit River. He says the practice of blending is necessary in order to keep the plant from being overwhelmed.


“When you have a wet weather event, an extreme wet weather event, if we were to allow all of that combined water in through the normal process the treatment process would be ruined.”


Sewage blending has been around for a long time. To plant operators, it’s a necessary step in handling large amounts of dirty water. But to some people, blending is not seen as a good option. They want the practice to stop.


Instead, they say, cities should invest in their systems to make sure they can fully treat all the water that comes to the plant. Kurt Heise says, if his plant were required to do this, it wouldn’t make sense economically.


“It would almost result in doubling the size of our plant and spending just untold amounts of dollars for an event only happens a few times a year.”


Sewage treatment plant operators say you have to weigh the costs and the benefits before spending hundreds of millions of dollars on expanding the treatment plants. The decision of whether or not to allow blending has been left up to state and local regulators. But recently, the U.S. Environmental Protection Agency has weighed in on the subject. And ever since they suggested new guidelines for allowing blending, environmentalists have been critical of their plan. Mike Shriberg is the Great Lakes advocate for the Public Interest Research Group. It’s an environmental consumer activist organization.


Shriberg says the draft blending policy, the way it’s written now, is too broad. And will allow the practice of blending to become routine.


“Our fear is that when you’ve got a treatment plant that uses blending, they’re never going to upgrade to full treatment sewage. And so if a treatment plant is allowed to blend they’re not going to go up to full treatment capacity they have no incentive to do that anymore. It’s sort of the cheap way out.”


Sewage treatment operators say blending is better than seeing the raw sewage overflow into waterways. And they say it’s better than spending large sums of money to fix a problem that only occurs a few times a year. But critics say the EPA doesn’t have a good handle on how often blending is used, and what kind of health risks are associated with the practice.


Some initial studies have been done on blended sewage and how it might affect public health. Joan Rose is a water microbiologist at Michigan State University. She’s written a report on the health risks associated with blended sewage.


“So what I found was that if people were actually swimming in the water and there was a discharge of a blended sewage upstream, that their risk of getting sick, actually getting sick with a virus or a parasite was about a hundred times greater – when there was a blended discharge as opposed to if the water was fully treated.”


Rose says some of these viruses, such as Hepatitis-A, are highly contagious. At this point, there are no good estimates on how many people get sick from blended sewage each year. It’s never been studied, so the impact of blending on public health is unclear. Ben Grumbles is the Assistant Administrator for water at the EPA. He says the EPA is considering the billions of dollars at stake in expanding the nation’s sewer treatment plants versus the risk to public health.


“What we’re trying to do is to clarify what’s legal and what isn’t legal and to recognize the economic realities that sewage teatment plants face across the country in terms of their infrastructure needs, but foremost and above all what leaves the facility has to meet Clean Water Act permit limits.”


But the Clean Water Act permit limits don’t measure all the viruses, bacteria, and parasites found in blended sewage. And so some environmentalists and scientists say meeting the limits doesn’t necessarily mean protecting public health. Grumbles says officials are still reviewing the tens of thousands of comments they received after releasing the draft blending policy.


He says he doesn’t know what the final rule will look like, or if they’ll issue a rule at all. One thing is likely, if the policy is finalized the way it’s written now, it’s expected that environmental groups will take the EPA to court.

Rats Scurrying to the Suburbs

for rats pouring out of the sewers in droves all over the country, and the nasty vermin are relocating to some of the most pristine
neighborhoods. The Great Lakes Radio Consortium’s Joyce
Kryszak explains what caused the rat invasion and
what’s being done to evict them:

in droves all over the country. And the nasty vermin are relocating to some of the most
pristine neighborhoods. The Great Lakes Radio Consortium’s Joyce Kryszak explains what
caused the rat invasion and what’s being done to evict them:


Piercing blue autumn skies and billowing white clouds drift across the chimneys of this modest,
but perfectly manicured suburb. There aren’t even many leaves crunching under foot. Town workers
have already come and vacuumed them all away. But there’s a nasty little secret scurrying under
the porches and behind the garden sheds in this Western New York town. County Sanitation Chief
Peter Tripi takes us for a peek.


“Can you see the teeth marks here? That’s actually rat gnaw marks. And there’s the garbage bag.
And that’s what we found when we went to this property.”


Now, you might be thinking that we trudged through derelict grass and scattered debris to find
these rat clues. Nope. This is a gorgeous, manicured yard – with not a blade of grass out of
place. But Tripi says rats aren’t choosy.


“You would never think by looking side to side that there would be a rat problem in this yard.
Doesn’t matter what neighborhood you live in, or how much money you’ve got. There’s no difference.
They just like your food.”


And you’d be surprised where rats can find food. A garbage can left even briefly uncovered, a
neglected bird feeder, uhhh… dog feces… and even a compost pile.


“Absolutely. This is a rat condo. It’s a grass-clipping compost pile that basically housed rats
to go a hundred yard radius all the way around to the different houses.”


Tripi says rats had to get creative with their housing. A summer of extremely heavy rains drove
the out of the sewers and into some previously rat-free neighborhoods. And with the West Nile
virus killing off millions of birds, the rats have less competition for the food they’re finding
above ground. The consequence is a virtual rat infestation all the way from New York and Illinois
to Virginia, Michigan and L.A. In Kenmore, there have been four thousand rat complaints – nearly
double last year.

Of course, none of this is news to the garbage collectors. They see the problem up close and
personal. Twenty-year veteran Louie Tadaro says this past summer is the worst he’s ever seen.


“Across the street there’s an alleyway and there had to be like ten of them in there, And we
started chasing them with garbage cans trying to kill them, but we couldn’t. By the time we
got there they just split.”


The problem is, they don’t split for long. Vector Control Chief Tripi says now that the rats
have relocated from the sewers to upscale accommodations, they kind of like it.


“And what that means is that they want to live with us. They want to be near our garbage and
our bird feeders. The problem with that is that rats carry diseases.”


We all know about stuff like typhus and the bubonic plague. But there are emerging diseases,
such as a pet-killer called Leptospiroris. It’s killing dogs all across the country. Tripi
says they need to get rid of the rats before the disease starts spreading to humans. So, his
team is taking the rats on, one yard at a time.


Tripi and his Vector control team set rat traps, they fill bait boxes with poison, and – when
they have to – they issue citations to residents who don’t heed the town’s new “rat control rules.” Covered garbage cans only. Clear away all brush. Clean up scattered bird seed and dog feces. Slowly, the rules seem to be working.

Still Tripi says it’s mostly educational warfare. And he says now – heading into winter – is the
best time to nip the problem. If the rats get cozy, not only will they stay, they will multiply.
Fully nourished, one adult rat can breed up to sixty baby rats a year.


“The adult rat can live on a little bit of food, but he can’t procreate unless he has a lot of
food source. And they can’t live through the winter unless they’re warm and fattened up.”


So now is the time to – quite literally – put a lid on it. Keep those garbage cans covered, unless
you want some uninvited furry guests this winter, and many, many more come spring.

High prices being paid for scrap metal have some thieves taking the recycling ethic too far. The
Great Lakes Radio Consortium’s Chuck Quirmbach reports:


There’s a bidding war between U.S. and Chinese firms for scrap metal. But it’s not just honest
people who are getting up to 300-hundred dollars per ton for material like scrap steel. Some
communities report that thieves are stealing sewer covers and sewer grates and getting cash from
metal recyclers who look the other way. In Milwaukee, more than 160 grates have been stolen
just this year.


Marty Forman runs a Milwaukee scrap recycling company. He deplores the
thefts, but says it’s impossible to trace altered metal.


“Metal has no memory. Once you melt metal, it doesn’t remember who it used to be. It’s just
copper, it’s just steel, it’s just brass.”


Forman predicts scrap metal prices will drop by the end of the summer. But in the meantime, he
urges scrap recyclers to work with police and give thieves a cold shoulder when they bring in hot
and heavy metal.

At one site in the Midwest, the military is planning to dispose of Nerve Agent VX. To destroy the stockpiles, the Army must first “water-down” the nerve agent. Then it has to be shipped to a company that disposes of industrial wastes. But while the Army says it’s making neighborhoods safer near where the chemical weapons are stored … some people fear having the watered-down nerve agent trucked into their neighborhoods. The Great Lakes Radio Consortium’s Natalie Walston reports:

Nerve Agent VX is a clear, odorless liquid with the consistency of motor oil. It was
accidentally created during the Korean War, when British chemists were experimenting
with various concoctions meant to kill lice on North Korean POW’s and refugees. Nerve
Agent VX kills within minutes after contact with the skin. It has never been used in
combat by the United States. Instead, most of the country’s supply sits in a highly-
guarded tank at the Newport Chemical Depot in west-central Indiana. In 1985, Congress
ordered the chemical weapons destroyed because many seemed obsolete. In 1997, the
United States joined the Chemical Weapons Convention, which prohibits countries from
developing, producing, stockpiling or using chemical weapons.


Then, as U.S. Army spokesperson Terry Arthur explains, terrorists slammed planes into
the World Trade Center towers:


“After September 11th, 2001, because the public suddenly became aware of the possibility
for terrorism here in the United States, folks living near the stockpiles became acutely
aware of that. And the army began to look at ways to accelerate destruction of the
stockpiles.”


The Army is planning to burn some of its chemical weapons in incinerators. The Nerve
Agent VX that’s stored in Newport, Indiana will be destroyed through a neutralization
process. That’s a process that makes the nerve agent no more harmful than a household
drain cleaner.

The watered-down version of the nerve agent is called hydrolysate. It will be shipped by
tanker truck to Perma-Fix Environmental Services, a company in Dayton, Ohio. It’s a
company that usually handles industrial wastes and used oils.


“If you get your oil changed anywhere at a service station near the Dayton, Ohio area,
chances are, the used oil from your vehicle ends up here.”


That’s company Vice President Tom Trebonik. He says the hydrolysate will, simply put,
be broken down by a natural process. It will be eaten by microscopic bugs. And then it
breaks down even more into a form that will be pumped into the sewer system.


But, once word of a “nerve agent” coming to town spread around the small, poor
neighborhood near the plant, environmentalists began working with residents to voice
opposition to its disposal. They tacked up signs in the local supermarket and carry-out
that read “Deadly VX Nerve Agent” is coming to the neighborhood.

Martha Chatterton is a young mother of one with another child on the way. She lives in a
small house in a decaying area. Her husband fixes cars in the garage out back. They’re
glued to the news on CNN about heightened terror alerts. They know terrorist attacks are
a possibility. But they don’t want a problem from Indiana shipped to their backyard.


Chatterton is worried about the health effects of living near a plant that deals with such
industrial wastes. She says some days the air is orange and smells of a chemical stew.


“Well, last year we did the whole yard with roses and different flowers, and about a week
after we planted them, all of them died. So there’s got… there’s something wrong with
the ground here, because when I dug the hole for the rose tree, it smelled like gas fumes.”


Chatterton fears Perma-Fix won’t be able to properly handle the hydrolysate. The
company was cited in 2001 for odor violation but has since installed equipment to solve
the problem. Beyond that, the U.S. EPA and the Army see no reason why the treated
nerve agent can’t be trucked into town. Again, Army spokesperson Terry Arthur:


“We understand the concern of the public because it’s derived from a chemical agent.
What we want them to understand is that we have truckers who will be dedicated and
trained specifically for hauling this product and getting it across the state line to the Ohio
facility, where experts have been working with this kind of material for years.”


With the threat of terrorism, there’s little that’s likely to slow the pace of the destruction
of the nerve agent. The risks of leaving it intact seem greater than the risks associated
with destroying it.

Cooling the City With Green Rooftops

That’s where all the blacktop roofs and asphalt parking lots soak up the heat and increase the temperature on a hot summer day. One major U.S. city is trying to do something to reduce that effect. To set an example, the mayor decided to start with City Hall. The Great Lakes Radio Consortium’s Lester Graham reports:

talks about the heat island effect. That’s where all the blacktop roofs
and asphalt parking lots soak up the heat and increase the temperature
on a hot summer day. One major U.S. city is trying to do something to
reduce that effect. To set an example, the mayor decided to start with
City Hall. The Great Lakes Radio Consortium’s Lester Graham reports:


Standing on the roof, eleven stories up, isn’t really far enough to escape
the noise of the city below. But this rooftop is an escape. It’s a garden, a
big one. There are even trees. Not in pots, but actually planted on… or…
in the roof.


Marcia Jiminez is the Commissioner of the City of Chicago’s Department of Environment. She says Chicago wants building owners to
do what they can to cool the city down… and planting gardens on the
roof is one way to do it. So that’s what the city did on top of City Hall.


“Well, the garden on the rooftop is addressing what we call an urban heat
island problem. By putting the garden with light colored pavers and the
green plants on top of the roof, we’re actually helping to use less energy
inside the building and it actually helps to keep the building cooler.”


Cooling down the building is just the beginning of this garden. Despite
being eleven stories up in the middle of downtown, the roof is alive with
bugs and butterflies.


“Actually birds and all of the insects, many of them, have found their
way up here. We’ve actually put up birdhouses to study what kind of
birds are coming to the rooftop garden. This is a place of
respite as well as a place to feed.”


The whole rooftop has become something of a lab. Scientists research
what animals have made a home here… and they’re monitoring how the
plants are spreading.


Kimberly Worthington worked on the City Hall project to see it go from
the drawing board to rooftop. She says they chose plants for color, form
and for survivability.


“The design that we went with was low maintenance, was what we were
looking for in our plant selection. And the landscape architects that were part of the design team focused on plants that would require less water. And they also wanted to keep as many native plants as possible. So, there are a lot of prairie plants up here.”


The Chicago City Hall rooftop project also reduces rain water runoff. 75-percent of a one-inch rain will be soaked up right here in the garden. That’s good because too much rain overflows sewers into Lake Michigan. If enough buildings in the city had rooftop gardens, stormwater runoff problems would be curtailed a bit.


While the city is touting the environmental benefits of its rooftop garden, in another part of the city a planned rooftop garden is all about people.


Brenda Koverman is with the Schwab Rehabilitation Hospital in Chicago. We’re up on the roof where she’s showing me landscape renderings of how the surrounding area will look once the planting begins. Stone paths, fountains, flower gardens and shrubs.
It’ll look beautiful. And it’ll probably cool things down up here. But Koverman
says this is for the patients who are learning to be mobile after disabling injuries. The hospital hopes that patients in rehabilitation will find the rooftop garden more pleasant and helpful than institutional tile floors and plastic obstacles as they learn to
manuever…


“You know, so, are patients more able to maneuver their wheelchairs in the community? Are patients able to use their hands better so they can cook better at home? Are patients able to stay out of the nursing home and go to their home? So, if we can get any kind of
those outcomes, then it’s a huge success.”


It might be more interested in the patients, but the hospital will still be helping Chicago reduce its heat island effect.


There aren’t very many of these projects in the city, so it’s hard to say whether the rooftop gardens could cool things down all that much. But Environment Commissioner Marcia Jiminez says all you have to do is go up on the roof on a hot day. City Hall sits right next to the County Building. In fact they look like the same building. But not from the roof. Only one side is garden.


“In last summer in 2001 on the hottest day, while it was about a hundred degrees on the city hall side, it was 165 on the opposite end of the building where’s there’s a blacktop roof.”


Even if you’re not interested in planting a garden on your roof, the city still requires some effort to cool things down. City ordinance calls for light colored material when a roof is replaced. And parking lots have to plant some trees before they can get a permit to resurface. Rooftop gardens aren’t mandated… but city officials say they’re learning first
hand that it’s a much better use of space in the city.

Doctors Urge Kyoto Sign-On

Some physicians are concerned about the United States not attending the final talks on the Kyoto Protocol on global warming held in early November. The physicians say global warming is already a problem and is adding to a number of public health threats. The Great Lakes Radio Consortium’s Lester Graham reports:

Some physicians are concerned about the United States not attending the final talks on the Kyoto Protocol on global warming held in early November. The physicians say global warming is already a problem and is adding to a number of public health threats. The Great Lakes Radio Consortium’s Lester Graham reports.


Some physicians believe the increase in infectious disease outbreaks such as West Nile virus, Lyme disease, and Hantavirus are connected to global warming. They say the warming already seen contributes to the spread of the viruses. The warming also could be causing more volatile weather –such as sudden storms in some parts of the Great Lakes region. That can cause flooding of sewer systems that lead to illnesses. Bob Musil is the Executive Director of Physicians for Social Responsibility. He says the group is encouraging politicians to upgrade sewer systems to cope with the changes.


“There are sudden storm surges, sudden precipitation leads to flooding in combined sewage and storm drains. In the state of Michigan in our report we discussed this problem. And we actually, as physicians, go and talk to the responsible officials.”


But the physician’s group says adapting to the changes only treats the symptoms. Musil says the long-term problem can only be dealt with by reducing air pollutants that cause global warming, something the group says the U-S is refusing to do right now.
