Americans love shrimp. And shrimp love sea grass beds. But as Tanya Ott reports sea grass beds are dying at an alarming rate.

Each American eats on average four pounds of shrimp a year. But a new aerial survey of the Gulf of Mexico finds the place where shrimp, crab and a lot of different fish find their food is disappearing. Scientists say agricultural runoff and sediment from development are killing off sea grass beds. Dauphin Island Sea Lab scientist Ken Heck says part of the problem is PR. Sea grass beds just are’t as sexy as some other ecosystems.

“Many people know about coral reefs and they know about tropical rain forests. But sea grass habitats are a bit under-loved and under-appreciated.”

Sea grass decline isn’t just a problem in the Gulf of Mexico. Heck is part of team doing a global sea grass census. He says worldwide a third of sea grass beds have disappeared.

Debating Holiday Consumerism

family and friends expect to get gifts from loved
ones. Julie Grant spent time with one family where gift-giving is a real struggle:

Julie Grant spent time with one family where gift-
giving is a real struggle:


Susan Testa is stuck in the middle between her sister and her husband. They see the
Christmas holidays very differently. Susan and her husband Matt try to teach their two
little girls to live in balance with the natural environment. That means at Christmastime,
Susan says her husband wants to put the brakes on buying gifts:


“I think if it was up to Matt, we would have nothing because it’s just too much
consumerism, too much waste, too much this, too much that. I want to balance that
with, well, let’s not go overboard. Let’s bring some green concepts, which we’re both
very interested in, into the tradition. However, let’s not be scrooges about the whole
thing either.”


But on Christmas Eve, Matt doesn’t have visions of sugar plums dancing in his head.
He’s got visions of wastefulness. He can’t stand to watch the wrapping paper pile up as
the relatives rip open gifts:


Matt: “It doesn’t sit well with me, this frenzy of ripping things open, where no one can
even be appreciated or it’s hard to link the gift to the giver because of the frenzy going
on.”

Susan: “Well, what do you want to do, say okay, everyone stop. Let’s take a moment to
realize the true meaning of Christmas. And just put your gifts down and open them slowly… what do you think needs to be done?”


Matt: “Less about the things, more about the act of getting together, of sharing and all that.”


Matt says at the very least, instead of mindless toys and gadgets, the family ought to
give smart gifts: educational gifts, savings bonds – or giving the holiday gift money to
charity:


“Oh, he’s such a killjoy. You know, he’s missing the whole point of it.”


That’s Susan’s sister, Pam Nervo.


On Christmas Eve, Susan and Matt take their family over to Pam’s upper middle class
suburban home for a gift-giving session. Unlike Uncle Matt, the nieces love watching all
the wrapping paper pile up on Christmas Eve, and they don’t want educational gifts, and
Aunt Pam doesn’t plan on buying them for Sue and Matt’s girls either:


“I’m not gonna be the aunt that gives the educational toys. Not gonna happen Matt, not
going to happen.”


Pam and Sue are sisters, but their families have different philosophies. While Susan is
concerned about celebrating the love of the season and the earth we live on, Pam thinks
Susan and Matt should worry less about the consumerism of Christmas and spend more
time celebrating the birth of Jesus:


“I think when you don’t have the religious aspect to it, you are stuck with the
commercialism of it. That’s what happens. When you don’t have religion as part of your
life, that’s all this is, it’s a show.”


Julie: “Unless what you see as sort of, I mean, I’m just playing devil’s advocate for Matt a
little bit… unless what you see as your moral center is kind of…”


Pam: “Are you saying, I don’t know. Do you really want
your moral center to be based on the ecology system here. Is that what we’re saying?
That this is your moral center? That’s kind of crazy. I can’t imagine that being your
belief system.”


As we said, Susan is stuck between very different philosophies between her husband
Matt and her sister Pam.


But the holiday with the extended family is just that one day. The important thing for
Matt and Sue is that they teach their children the holiday season is more than just the
holiday shopping season. They turn to their 5-year-old daughter Geanna, smiling, Matt
asks her about her favorite part of Christmas:


Matt: “What’s your favorite part of Christmas?”


Geanna: “Um, getting presents.”


Matt: “Really?”


Geanna: “It’s just fun opening up presents.”


Well, nice try Matt. So, for this year Susan says she’ll be buying gifts she thinks the kids
in her life will enjoy. Environmental or educational qualities are secondary.

Rivers have been the life-blood of commerce in the United States since the
nation’s beginning. In 200 years, the machines of trade have evolved from flat-
bottomed wooden boats to today’s steel-hulled river barges. The rivers link
America’s natural resources with the industrial cities that propel its economy.
Decades of damming and dredging have turned the big rivers into shipping
channels. But in recent years, competing interests have argued in defense of
other uses of the rivers. In the first of three reports, Kevin Lavery looks at how
those groups seek to balance the economy and ecology:

channels. But in recent years, competing interests have argued in defense of
other uses of the rivers. In the first of three reports, Kevin Lavery looks at how
those groups seek to balance the economy and ecology:


Long before interstates and over the road trucking, America moved its goods on
the water. River barges carry just about any kind of commodity. They emit less
pollution than trucks and trains… and the river route is cheaper than both the road
and the rail.


The nation’s farms, coal mines and quarries depend on rivers like the Mississippi,
Ohio and Missouri to keep their products moving. Business is healthy on the
Mississippi and the Ohio. But on the Missouri, barges carry just a third of the
cargo they did 30 years ago. Many shippers say drought and overregulated dam
releases make the water levels too unreliable to plan the big hauls that bring in
the most profit.


Paul Davis runs Interstate Marine Terminals, 200 miles upstream from where the
Missouri River meets the Mississippi, near St. Louis. He ships and stores
fertilizer from his dock. But Davis says when the river runs low, barges are not
his best option:


“The real adjustment that I’ve made is going from river to rail.”


Logistically, the adjustment is easy. The Union Pacific railroad line runs just a
few feet from Davis’ dock. But it costs him about 15 dollars more per ton to move
goods by rail. Davis says river barges might be profitable again if old feuds over
water management would end:


“There’s business out there. It could come back if people quit fighting and start agreeing
and confidence would return to shipping on the Missouri River. But I can’t afford to wait
and see… I’ve got to make adjustments.”


The fighting puts business against the environment. Shippers want enough
water to move freight. But environmentalists want the river to rise and recede
like it did before the Army Corps of Engineers started changing it.


The conflict goes back to the 1930’s. Congress ordered the Corps to make the
river safe for barges. That meant clearing snags and sandbars from a 735-mile
stretch from Sioux City, Iowa to St. Louis, Missouri. The Corps also confined the
river with earthen levees. Opponents say it turned the Missouri into a
characterless ditch.


The Corps spends 7 million dollars a year to maintain the channel. Spokesman
Paul Johnston says despite the dwindling volume of river traffic, the Corps is
mandated to keep the river open:


“The Corps of Engineers, like any federal agency, does not have the option to pick and
choose which laws it’s going to obey and not obey.”


But critics say wildlife has paid for the Corps’ mandate. Over the years, dams
and channels eliminated a half a million acres of wetland habitat. Birds lost their
sandbar nesting grounds, and fish no longer found shallow backwaters to lay their
eggs.


Among the hardest hit animals is the pallid sturgeon. It’s a long, flat-nosed fish
that dates back to the T-Rex. It’s been around 70 million years, and for the last
17, it’s been on the endangered species list.


Chad Smith directs the Nebraska field office of the environmental group
American Rivers. He says the pallid sturgeon’s fate shows the whole river is in
jeopardy:


“When it starts to decline, you know, that kind of creature that’s so in tune with the
Missouri as it was, is an indicator that maybe something’s not right, and it’s going to be
the first thing to fall.”


So Congress told the Corps to take on a recovery mission. The agency spends
more than 50 million dollars a year to rebuild shallow water habitat for fish and
birds. The Corps hopes a water resources bill pending in Congress will increase
its habitat restoration budget to 80 million dollars.


In 2006, the Corps launched its most controversial restoration program to date. It
released extra water from a South Dakota reservoir to mimic the natural flood
pulse that occurs on the Missouri River every spring. That triggers the sturgeon
to spawn.


Conservationists herald last year’s man-made spring rise as a long overdue sign
of progress. But barge companies on the lower Missouri are upset. They say
the spring rise brings a drop in the river’s depth in the summer… which means
less cargo they’re carrying and less money they’re making.

Simonson reports that the federal government is now paying for a study to find ways to
remove the barrels:


The Red Cliff band of Lake Superior Chippewa will study ways
to remove the barrels of munitions. Documents show that between 1959
and 1962, the Department of Defense had 1,437 drums dumped into Lake
Superior. It amounts to about 400 tons of munitions containing toxic chemicals such as
PCBs, mercury, lead, chromium, benzene and even uranium.


Patricia DePerry is the Red Cliff Tribal Chairwoman. She says the barrels must be
removed:


“Not only the time is of essence, it’s the not knowing what the contaminants have been
doing at the bottom of the lake.”


DePerry says not only is the ecology of the lake at risk, but the barrels of munitions lie
within a quarter mile of Duluth, Minnesota’s drinking water intake.

Growing Dead Zone Cause for Concern

Scientists say the size of this year’s dead zone in the Gulf of Mexico is bigger than
average. It’s grown to more than 6,500 square miles in size. The Great Lakes Radio
Consortium’s Mark Brush explains:


Each spring, scientists measure the amount of nitrogen and phosphorus pollution coming
down the Mississippi river. The excess nutrients mostly come from farm fields and
sewage treatment plants in the Mississippi river basin. The nutrients cause algae blooms
in the Gulf of Mexico which eventually rob the water of its oxygen.


Dave Whittall is with the National Oceanic and Atmospheric Administration. He says
the dead zone has a big impact on the region’s ecology and economy:


“That whole area where we don’t have oxygen, nothing can live there, so this is an area
the size of the states of Connecticut and Rhode Island put together where you have no
aquatic life essentially.”


Government officials are working toward a goal of cutting the size of the dead zone by
half in the next nine years. And they’re looking to farmers and cities to help them with
that goal.

The Army Corps of Engineers is tackling a dam removal project that could affect how the Corps approaches future dam removals. In the next decade, communities will be deciding whether to keep operating tens of thousands of hydroelectric dams on rivers across the country. This project is significant because it involves several dams being taken out of production along the same stretch of river. The GLRC’s Bob Allen reports:

The Army Corps of Engineers is tackling a dam removal project that
could affect how the Corps approaches future dam removals. In the next
decade, communities will be deciding whether to keep operating tens of
thousands of hydroelectric dams on rivers across the country. This
project is significant because it involves several dams being taken out of
production along the same stretch of river. The GLRC’s Bob Allen
reports:

The Boardman River is beautiful. It winds and turns and tumbles
through forested hillsides and passes along northern cedar swamps.
Sections of the upper river qualify as a blue ribbon trout stream, but a
series of dams along the lower half of the river changed some of the best
river water.


Steve Largent has worked on repairing damaged banks along the
Boardman for the last fifteen years. He says removing the dams will
restore faster flowing sections of the river, and clearing out the sand and
silt built up behind the dams will be good for trout and other critters.


“The sediment that is building up in the back of Brown Bridge pond
continues to move upstream as it fills in the upper end of the pond it’s
aggregrating upstream. It’s moving upstream further and further destroying
habitat further upstream.”


So a free running river will help wash away that sediment, but these days
it’s not just anglers who are interested in the Boardman River. Recently
river engineers have been drawn to the Boardman like trout to a fly
fisherman’s lure. They’re interested in landing the job of studying the
Boardman River and its dams. The million dollar study will look at
whether to keep or tear down three hydroelectric dams along a 17 mile stretch of river in northern Michigan just before it flows into Lake
Michigan.


Craig Fischenich is a research engineer with the Army Corps of
Engineers. He says the potential to remove three dams along the same
stretch of river is not something you’re going to find anywhere else.


“Whereas in many parts of the country they’re removing individual dams, they’re on systems that have other dams on them, and so this is an
opportunity here to actually try to restore an entire watershed.”


Fischenich says taking out the dams would mean improvements for
native fish. But there are risks too. If the dams go, invasive species
such as the parasitic sea lamprey could get upriver, and introduced
species such as steelhead and salmon could swim into the river and
compete with the native fish.


That prospect doesn’t exactly thrill John Wyrus, who lives on the
Boardman. He’d rather see some kind of obstacle down near the mouth
of the river to prevent introduced species from entering.


“So that these steelhead and salmon can’t get up the river. I would just
like to see it a brown trout and brook trout fishery.”


That’s the kind of scenario the study of the Boardman River would
consider.

Recently a lot of the engineers vying to do the study gathered at a
conference put together by the Corps of Engineers.


Gordon Ferguson works for ENSER Corporation. His company
is one of a dozen that submitted bids to land the study.


“This is a particularly interesting project because it involves a lot of
complex issues both from an engineering standpoint and also local
community issues. Property rights issues of homeowners along the
watershed.”


What they learn from the Boardman could be important to communities
near rivers across the nation.


Many of the tens of thousands of dams across the country are aging, and
in coming years, just like on the Boardman River, those with hydroelectric generating stations will need to be upgraded to keep their operating license.


The local utility says the dams on the Boardman don’t generate
enough power to make it worth fixing them. So they’re giving up the
licenses to generate electricity. Ownership of the dams reverts to the
local governments, and local officials are asking the Army Corps of
Engineers to pay for the study of the Boardman. The federal agency is
eager to be involved in this project.


The Boardman River study offers a chance for researchers to figure out
how to count less tangible values. Like how removing dams will affect
other wildlife such as eagles and osprey along the river.


Jock Coyngham is an ecologist for the Army Corps of Engineers.
Typically, he says, wildlife and recreation get discounted in this kind of
study because it’s easier to quantify things like hydropower, but it’s
important to figure out what value they have.


“If you make all your resource decisions as a state and as a country over
a long period of time pretty soon there won’t be any substantial fish
populations, any wild reproduction. Just because traditional cost-benefit
analysis tends to underestimate those ecosystem services and values, let
alone aesthetics.”


The Army Corps is waiting final approval for funding. Once given the
OK, the study of the Boardman River and its dams… could very well lay
the groundwork for other dam removals around the country.

Exxon Valdez Oil Spill Lingers

It’s been more than 17 years since the Exxon Valdez split open on a reef off the coast of Alaska. More than 16,000 tons of crude oil washed up onto the rocky shores. Now scientists have found that the oil is still impacting the region’s ecology. The GLRC’s Mark Brush reports:

onto the rocky shores. Now scientists have found that the oil is still
impacting the region’s ecology. The GLRC’s Mark Brush reports:


Scientists studied a series of islands that were the first to be hit by the
Exxon Valdez oil spill. It’s estimated that 100 tons of crude oil are still
impacting the region’s shorelines. The researchers found that about half
of the remaining oil is in the more biologically rich areas of the Prince
William Sound.


Jeffery Short is a research chemist with the National Marine Fisheries
Service. He says animals such as sea otters forage for food in these
areas:


“And if they were to encounter oil in their search for clams, it would get
on their fur, and since they rely on their fur to stay warm, they would
have to lick it off during preening and then they would ingest it.”


Short says this could be why the numbers of animals in this area still
have not rebounded since the oil spill. An Exxon spokesman told the
Associated Press that they believe the Prince William Sound has
recovered.

Ten Threats: Bacteria Hits the Beaches

If you swim or play on the beaches around the Great Lakes, you’ve
probably heard about ‘beach closings.’ At best, the situation is an inconvenience.
At worst, it’s a serious health risk for some people. That’s because the
beaches are closed due to dangerous levels of bacteria in the water.
Beach closures are not all that new, but Shawn Allee reports… the
science behind them could change dramatically in the next few years:

We’re continuing our series, Ten Threats to the Great Lakes. Our field guide through the series is Lester Graham. He says anyone who visits Great Lakes beach is familiar with one of the Ten Threats.


If you swim or play on the beaches around the Great Lakes, you’ve
probably heard about ‘beach closings.’ At best, the situation is an inconvenience.
At worst, it’s a serious health risk for some people. That’s because the
beaches are closed due to dangerous levels of bacteria in the water.
Beach closures are not all that new, but Shawn Allee reports… the
science behind them could change dramatically in the next few years:

During the summer, dogs and their owners usually play together in the
water along this Lake Michigan beach, but today, several dog owners
scowl from the sand while their dogs splash around.


“It’s e coli day … it’s a hardship.”


This beachgoer’s upset, and like she said, e coli’s to blame.


Park officials tested the water the previous day and found high levels of
the bacterium. Missing a little fun on the beach doesn’t sound like a big
deal, but there’s more at stake than recreation.


Cameron Davis is with the Alliance for the Great Lakes, a regional
advocacy group.


“Beaches are most peoples biggest, tightest connection to the Great
Lakes, so when beaches close, they really impact our quality of life in the
region.”


And ultimately, health is at stake too. For a long time, scientists tested
beach water for e coli because it’s associated with human feces. That is,
if e coli’s in the water, there’s a good chance sewage is there too, and
sewage can carry dangerous organisms – stuff that can cause hepatitis,
gastric diseases, and rashes.


Sewage can get into the Great Lakes after heavy rains. That’s because
some sewers and drains can’t keep up with the flow, and waste heads to
the lakes.


For a long time, scientists thought human feces was the only source of e
coli in Great Lakes water, but a puzzling phenomenon has them looking
for other causes, too. Experts say cities have been dumping less sewage
into the Great Lakes in recent years, but we’re seeing more e coli and
more beach closings.


Paul Bertram is a scientist with the U.S. Environmental Protection
Agency. He says, we’re closing more beaches because we’re testing
them more often.


“But I don’t think it’s because the Great Lakes are getting more polluted,
and more filled with pathogens, I think we’re just looking for it more.”


If we’re finding more e coli because we’re testing more often, we still
have a problem. We still need to know where the e coli’s coming from.
Bertram says there might be another culprit besides sewage.


“There is some evidence that it may in fact be coming from birds, flocks
of seagulls, things like that.”


But some researchers doubt sewage and bird droppings can account for
high e coli levels.

A few researchers are sorting vials of water in a lab at the Lake Michigan
Ecological Research Station in Indiana.


Richard Whitman leads this research team. He says, in the past,
scientists could predict beach closings by looking out for certain events.
For example, they would take note of sewer overflows after heavy rains.
Whitman says researchers can’t rely on those triggers anymore.


“A large number, maybe even a majority of closures remain unexplained.
Today, we have closures and there’s no rainfall, may not even be
gulls, and we don’t know why the bacteria levels are high.”


Whitman has a hunch that e coli can grow in the wild, and doesn’t
always need human feces to thrive.


“This is my theory. E coli was here before we were. It has an ecology of
its own that we need understand and recognize.”


The idea’s pretty controversial. It runs against the prevailing theory that
e coli only grows in waste from warm-blooded animals, such as human
beings and gulls, but the idea’s also a kind of political bombshell.


If he’s right, it would mean our tests for e coli aren’t very accurate – they
don’t tell us whether there’s sewage around. After all, if e coli is nearly
everywhere, how can we assume it’s a sign of sewage?


“As a pollution indicator, you don’t want it to multiply. If it’s got an
ecology of its own, multiplying on its own, doing its own thing, then it’s
not a very good indicator.”


Whitman wants us to try other kinds of tests to find sewage. One idea is
to look for caffeine in the water. Caffeine’s definitely in sewage but it’s
not found naturally in the Great Lakes, but until we change our water
tests, Whitman will continue his work. He says we still need to know
how much e coli’s in nature and how much is there because of us.


Environmentalists want the government to keep a close watch on the new
science. They say we can’t let questions about the relationship between
e coli and sewage stop our effort to keep sewage and other waste out of
the Great Lakes.

One of the more subtle but relentless threats to the Great Lakes is
coastal development. Condos, ever larger and nicer beach homes
and buildings and parking lots in the watershed all have an
impact on the Lakes. As the population grows and the suburban
lifestyle keeps spreading, the health of the lakes is compromised
in countless tiny ways. Reporter Peter Payette finds those tiny
ways all add up:

Lester Graham is our guide through the series. He says the
experts who were surveyed to determine the threats say rapid
development is among the problems affecting the lakes:


One of the more subtle but relentless threats to the Great Lakes is
coastal development. Condos, ever larger and nicer beach homes
and buildings and parking lots in the watershed all have an
impact on the Lakes. As the population grows and the suburban
lifestyle keeps spreading, the health of the lakes is compromised
in countless tiny ways. Reporter Peter Payette finds those tiny
ways all add up:


Greg Reisig is standing at the edge of a 20-acre construction site
just down the street from the shore Lake Michigan.


Below him is a man-made pond a few hundred feet long. It was a
dry summer around here, but the pond is full.


In fact, Reisig says the water level is always the same.


“And that indicates there’s a lot of ground water flowing
here…there’s a lot of water in this pond and you can see what
was a whole big wetland complex…there’s a lot of cedar and red
osier dogwood…all the wetland plants.”


There are no wetlands here now.


The site in northern Michigan was excavated for homes a few
years ago.


But now the Army Corps of Engineers says the wetlands that
were here need to be restored. A few acres likely will be
restored. But Reisig says almost the whole site was wetlands
once. He expects it will soon be a subdivision with not much
more than a drainage ditch connecting it to Lake Michigan.


“What will that do to the amount of flow of water going into the
bay? Because of hard road surfaces, hard driveways, roofs,
buildings and supposedly fertilized lawns. What will happen to
the water and how will that increase the flow to the bay?”


The developer’s attorney says this is nonsense. Matt Vermetten
says this land was heavily farmed and mined for clay.


“There are pockets of quote unquote wetland and those are there
because of excavation for clay. So is this a wetland complex of
the nature we speak of when we typically speak of such a thing? I
think not.”


Disputes like this are becoming more common around the Great
Lakes. John Nelson is the baykeeper with the Grand Traverse
Bay Watershed Center. The bay off Lake Michigan and attracts a
lot of people. But Nelson says development doesn’t have to be a
problem.


He says the problem is people don’t think about the ecology of
the lakes. For example, east of Traverse City, Michigan, resorts
dominate the coastline. Along the beach, thick stands of sedges
and rushes extend out a few hundred feet. But the sections of
dark green marsh alternate with stretches of clean sand and white
lawn chairs.

Nelson grew up here and says this part of the lake was never a
sugar sand beach.


“They’ve located in a coastal marsh. Instead of celebrating and
dealing with that they’ve chosen to see it as they would like to
have it and then change it.”


The impacts of the changes are cumulative. Fish and wildlife
habitat is fragmented. The natural filtering properties of the
wetlands are gone.


So every time the city gets a rain shower all the dust and grime
and pollution are washed right into the lake.


Census data show people are leaving many of the Great Lakes
coastal cities and spreading out along the coastline. But it’s not
clear how local governments should plan for the growth.


Mike Klepinger studies land use planning for the Michigan Sea
Grant program. He says it’s hard to make direct connections
between a healthy lake and particular land uses.


“We are getting more planning along the shoreline than we had
thirty years ago in the state. The number of counties and number
of townships that have a plan has gone up, for example. But we
don’t know whether those plans are really doing any good.”


And it’s hard to implement good planning on a broad basis. In
any area, dozens of different local governments might have
independent control over development.


Multiply that by the number cities, townships and counties along
the coasts of the Great Lakes… and it’s hard to see how it all can
be managed so that enough coastline habitat is preserved.

For decades, international shippers have wanted bigger locks and channels in the St. Lawrence Seaway. Earlier this month, the Seaway’s chief in Canada said expansion is off the table, at least for a generation. The Great Lakes Radio Consortium’s David Sommerstein reports:


Only a third of the world’s shipping fleet can fit in the Seaway. Industry has long said digging deeper drafts would bring much needed commerce to Great Lakes ports.


But Dick Corfe told shippers at a conference in Toronto there’d be no changes for fifteen to twenty years. Corfe is CEO of the St. Lawrence Seaway Management Corporation, which runs Canada’s half of the waterway.


“We have to work with what we have. We have the physical constraints of the locks. The ships can’t be any bigger than the locks, and we have an obligation to try and maximize the use of the system around the current infrastructure.”


Corfe said the way to do that is to move goods between East Coast and Great Lakes ports by ship instead of truck or train.


Corfe’s remarks come after the Army Corps of Engineers backed off a study last year that recommended expansion. Environmentalists said dredging and blasting a bigger channel would devastate Great Lakes ecology.
