Time Running Out on Energy Credits

One thing is clear… energy prices are just going to keep going up. If you’ve been thinking about making your house more energy efficient, now’s the time. That’s because a federal tax credit will be running out in a few months. Rebecca Williams has more:

Pete Sickman-Garner didn’t have any trouble finding the leaks in his house. It was built in the 1940’s… with pretty much zero insulation.

“It was cold! There were nights my daughter woke up because she was had rolled over and touched the wall and it was so cold it woke her up.”

And there were those huge gas and electric bills in the dead of winter. He says he and his wife knew they really needed to seal up the house. So they hired a guy to blow insulation into the walls. And they put up new storm windows.

“It was roughly a $4000 home improvement so not insignificant. But so far we’ve gotten back $900 on our gas bill… it should pay for itself easily within 5 years.”

And on top of that they got a tax credit.

There was a pretty huge tax incentive last year for making your home more energy efficient… and it’s happening again this year. But it’s winding down. You only have eight months left.

Here’s how it works: the government will essentially pay you to make your home more efficient. Little purchases like weather stripping count. Bigger things like insulation and storm windows do too. And so do the really big things like a new furnace or central air conditioner. You can get a tax credit for 30 percent of the cost of these things… up to 15-hundred dollars total for all of your purchases. That’s money sliced right off your tax bill.

But like most things with the word “tax” in them… these home energy tax credits can get complicated.

Insulation and air conditioners and windows have to meet certain codes. You can’t go by the Energy Star label alone. On top of that… you can include the cost of installing heating and cooling equipment in your tax credit. But you can’t include those installation costs for anything else. So here’s where it’s good to call in a tax credit pro to help you wade through the details.

Ronnie Kweller is with the Alliance to Save Energy.

“When you go shopping, definitely ask the retailer: do these items qualify for the federal tax credits?”

Kweller says the best place to start is to make sure you have enough insulation for your climate. And then, seal up the little leaks in your house. You could pay three to five hundred dollars for an energy audit. Or… you can try this trick: close all the windows and doors… turn on your kitchen and bathroom exhaust fans. And then:

“Light, say, a stick of incense and just walk around the perimeter of your house on the inside, holding incense around the edges of windows and doors and if you see smoke blowing in towards you whether or not you can feel air coming in, you’ll know there is some air leak.”

She says sealing up those leaks can save you as much as 20 percent on your energy bills.

And a lot of the little – and big – things you do can count toward your 15-hundred dollar credit.

The thing is, most people tend to think about their taxes at the end of the year. Unfortunately for some businesses… that means they’re slammed when the weather’s the worst.

Donna Napolitano runs Mechanical Energy Systems. They sell all kinds of high efficiency heating and cooling equipment. She says people were squeaking in their big purchases right up until December last year.

“It was crazy here! We were installing every day and we had to combat against the weather, I mean hello, summer’s here it’s a great time to put systems in now!”

Unless this tax credit gets extended… you only have a few more months. Everything has to be paid for and installed by December 31st. So if you’re a procrastinator… you might want to start thinking about your projects sometime soon.

Csaba Csere is the Editor of Car and Driver magazine. He says those forcing the
Detroit automakers to build greener cars is not the solution. He says customers will
demand gas guzzlers – as long as gas is cheap.

Csere suggests if the government really wants to change the kinds of cars Detroit
builds, it’ll have to give car buyers a reason to buy more fuel efficient cars.

“If we really wanted to have an energy policy in this country, the solution is not to
force the carmakers to build more efficient vehicles, it’s to force the consumers to
buy them. And a gas tax is a way to achieve that.”

He’s not advocating that policy. And a whole lot of people don’t like the idea – at all.
Members of Congress would rather pressure the troubled automobile manufacturers,
than to tell the voters at home, ‘hey we’re voting to raise taxes on gasoline because
it’s good for the environment.’

It’s the fall thing to do, right? Well, not
for everyone. Lulu Miller reports:

“Ooh that’s perfect! Perfect fall day. Little Chill in the air.”

That’s orchard owner Nick Cowles and we’re here with him at his orchard.

“Beautiful apple!”

Shelburne Orchards. Near Burlington Vermont.

“Looks out over Lake Champlain.”

And to hear him to tell it, an afternoon spent apple picking is pretty much as
good as it gets.

“Yeah. There’s something about gathering food with your family that’s primal
almost. I see people show up in their cars. The dad, the face is a little pinched. He
had to get the kids in the car. They didn’t really wanna come. His whole life is
stress. And then by the time, the difference in the face when he’s leavin’, it’s just
a whole different face.”

Everyone’s dream weekend, right?

Well. Not exactly. There is one group of people who just aren’t all that thrilled
about fall leaves and apple picking.

“Well yeah. The demographics of Vermont are a little scary right now. We have
the least number of folks in there 20s in the country.”

That’s Bruce Hyde, Commissioner of Tourism for the state of Vermont. He says
the 20-somethings are missing.

“I can understand after going to one of the great colleges we have in a rural state,
that a lot of folks wanna go and experience the big cities and sow their oats.”

And so, as the guy in charge of tourism, Bruce has a mission.

“We’re really trying to attract more young people to the state of Vermont.”

And here’s what he’s up against.

Lulu Miller: “Just wondering if you guys have any plans to go apple picking this
season?”

Student: “Not really. I’m not really into apples.”

Miller: “No?”

Student: “My age? It’s kind of about the debauchery. Sleeping in on Saturdays.
Not going apple picking with the folks. You know?”

I’m talking to college students in a park near New York University.

Student: “It’s not something that I would hear my friends being like, ‘can’t hang
out on Saturday! Going apple picking!’ I just can’t imagine that coming out of
their mouths.”

So what’s a commissioner of tourism to do?

“We were trying to figure out, what’s a way to get more young people into the
orchards? So we came up with an idea. A cute little idea.”

If apples just weren’t enticing enough to lure people to Vermont, Comissioner
Hyde thought, maybe there’s something else they’d prefer to find in the trees.
Like…

“An iPod!”

That’s right in the apple trees of Vermont.

“Macintosh. Courtlans. Red delicious.”

You can find iPods.

“Nano’s. A couple of touch’s. And the just the classic iPod.”

Now they’re not actually dangling from the trees.

“What we did is we made up wooden apples. They have the state seal on them.”

And if you find that, you can turn it and get an ipod.

“Yeah. And it really has brought a lot of people into the orchards. We haven’t
done any kinda survey. But the response I’ve heard from orchards is they’ve
never seen so few apples left on the trees.”

Orchard owner Nick Cowles agrees.

“Lotta people know about it, have heard about it. ‘Come on mom, lets go look
for the iPod!’ It’s a great program. It does what it set out to do. It really helps the
orchards. They’ve been very smart to do this.”

So what do the college students think?

Student: (laughs) “They’res gonna be iPods with apples!? No way!”

Miller: “Would that make you go? Would it up the ante at all?”

Student: “It absolutely does. I would definitely go apple picking if there was a
chance I could stumble across an iPod.”

But not all of them feel that way, in fact many of them pointed out that luring
people with iPods sounds so wrong. Kinda grinds against the notion of getting
people out into nature.

“Does that feel wrong? No.”

Orchard owner Nick Cowles.

“In my estimation, anything that brings families together, outside, doing
something like that – it doesn’t get any better than that. They’re out in the
orchard, runnin’ around, picking apples – that’s healthy. They’re doin’ it as a
family.”

Apples. iPods. Whatever it takes.

Insurance Rates Driving Sprawl?

We’re taking a little drive and Brandi Stoneman is showing me where she used to live.
It’s just two-and-a-half miles from where she works. But… she met a guy… they
dated… they fell in love… and after a while decided to move in together.
His house was bigger. So, Brandi moved from her home near downtown
and out to his house 15 miles out into the suburbs.


When she told her insurance agent… she got a surprise. Her auto
insurance rates dropped… a lot.


“It almost was in half when they—when I told them I’d moved and
changed and it almost dropped in half. Of course I was excited, but it
was amazing. It was a huge difference.”


“Did you ask them why?”


“I did ask them why and they said, of course, that it was the area that I
lived in. It went by the zip code and it didn’t have really have much to do
with the fact that I was farther away from work.”


So, instead of five miles to work and back… she drives 30 miles… to the
same downtown location, but that wasn’t the only surprise. She kept her
old home in town… so, like her boyfriend, she still needed to buy
homeowners insurance.


“And when we both were looking and shopping for insurance rates, I
spent about three-to-four hundred dollars on my premium on a house that
was almost half the price of his, and that was, again, because of where I
lived and the zip code and the area that I live in.”


If you live in the city… this might sound familiar. You probably know a
colleague or friend in the suburbs who’s paying a lot lower insurance
rates. Stoneman lives in Michigan. That state’s Office of Financial and
Insurance Services spokesman, Ken Ross, says it’s typical of insurance
rates across the country.


“Our urban population centers have experienced higher rates for both
home and auto insurance. That is a function of insurance companies
pairing the higher costs associated with living in an urban environment, higher
concentration of people with higher losses and those losses are paired
with rates being filed and ultimately premiums being charged to
consumers who live in those areas.”


And the regulators say that’s a pretty fair way of doing things. The
insurance industry also thinks it’s fair.


Peter Kuhnmuench is with the Insurance Institute of Michigan.


“Largely because of the density of the population, the incidents of
collision, the incidents of theft are much higher in an urban area than
they are out in the outlying suburban areas.”


Kuhnmuench says if people choose to live in the city, they should expect
to pay higher insurance rates. He agrees that the lower rates in the
suburbs might be an incentive to move there.


“Well, I would certainly believe that cost factors for insurance would be
a contributing factor to your decision to move from the city to the
suburbs. Obviously, higher insurance rates reflected in the city could be
one of those contributing factors, I guess, Lester, but overall those rates
pretty much reflect the underlying costs to provide the coverage in those
areas.”


Different state legislatures have considered laws that would make
insurance rates less dependent on where you live, but those kinds of bills
usually don’t even make it to a vote because legislators don’t want to
anger suburban voters by making them subsidize urban insurance costs.


So instead, more people move to the suburbs and ironically, everybody else
subsidizes the cost of new suburban streets, more lanes of highways, and
other infrastructure costs associated with the sprawling suburbs and
accommodating the people who commute to the city.


And while the lower insurance rates encourage a move to the suburbs,
big city mayors say the higher rates in urban areas discourage
redevelopment in the city. Those mayors, urban legislators, and
advocacy groups lobby state legislatures to find an insurance rate
structure that doesn’t penalize those people who choose to live in the city
and reward those who spread out to the suburbs.

Living Entirely Off the Grid

Ted Carns is busy hanging art in the foyer of his house. While he holds a picture in place against the wall, he plugs in an electric drill.

Ted and Kathy Carns’ entire two-bedroom house uses electricity powered by the sun or wind. Their rustic stone and plank home sits on top of a steep wooded hill, miles from the nearest neighbor.


“There’s no water, there’s no soil, there’s no public utilities up here. So everything that we designed, you have to keep in mind, was done in this harsh condition.”


It’s taken the Carns twenty years to design and expand their alternative energy system. Ted, a self-described scrounger and handyman, has found many components through flea markets and friends. In fact, Kathy says their off-grid system began with a gift of shoebox-sized batteries.


Kathy: “Somebody gave us a bunch of batteries-nickel cadmium batteries. And then we started thinking about how to recharge the batteries. Thinking wind. The windmill came first.”


Ted: “It took me eight climbs to install the new windmill, I had a different one up there. The bottom of the tower I built.”


Murray: “How tall is that?”


Ted: “Seventy-six feet.”

The metal tower now looms over the house, outbuildings and organic garden. As the wind whips the chimes at its base, the turbine blades whirl and drive an alternator to generate electricity. The electricity is stored in a bank of batteries.


Murray: “Is the wind consistent here?”


Carns: “Winter good. Summer not. Then in summer the solar panels kick in. So it just sort of balances out.”


The Carns’ rooftop solar panels accept sunlight into silicon chips and convert the light into electricity. Because it’s sunny today, Kathy can run their specially manufactured clothes washer with solar energy. First, she pushes a button on the living room wall and a red light starts to blink. The light indicates that stored electricity is being converted from a DC to AC current.


“That means the house is on 110 power. Turn the water on and then just… It’s on.”


The Carns also vacuum when the sun shines or the wind blows. They run their TV, stereo and lights off 12-volt DC batteries, much like a car. They heat their water with solar energy in the summer and wood in the winter. And warm their house with a wood stove. They also capture air from underground and use it to refrigerate food and cool their house. All told, Ted and Kathy have spent about 3,000 dollars to upgrade their alternative energy system. Ted says, except for burning wood, the system is nonpolluting. He believes it’s also pretty much hassle free.


Carns: “There’s no inconvenience that we’ve seen… There’s maybe two or three days that we don’t have ample hot water. The nice thing about that is that it – you never stop appreciating the conveniences because periodically for a very short time sometimes you have to do without.”


Perez: “More and more people are discovering that they can power their homes and small businesses using solar and wind.”


Richard Perez is the founder and publisher of Home Power Magazine. Perez says states are doing far more than the federal government to encourage the residential use of renewable energy.


“There are tax credits, there are rebates, there are buy-downs. Every state has a slightly different scheme but most states have some sort of financial incentive for installing small-scale renewables in your home.”


Perez says homeowners don’t have to wait wait for government support to set up a system. Ted and Kathy Carns agree.

As the couple gets ready for dinner, Kathy says they want to inspire the many people who come to see how they live off-grid.


“We have a friend who has a solar lawnmower now. We have friends in Philadelphia that took some solar panels; it’s not their total system, but it’s a little part of their system. If we get enough company and enough people have been here, it sort of branches out, and goes off.”


An estimated 180 thousand households in the United States generate some or all of their own electricity. But alternative energy systems aren’t for everybody. For people who are downright afraid of technology or inconvenience, life off the power grid isn’t a real option just yet.

Sewage Blending Stirs Up Debate

Some sanitary sewers are tied in with storm sewers. So when there’s a big rainstorm, or when there’s a fast snowmelt, all that water can inundate some sewage treatment plants. To tackle this problem, some treatment plants have adopted a practice known as “blending.” The excess sewage is re-routed around the slower parts of the treatment plant. The dirty water is then mixed with the water that’s been cleaned. It’s sometimes given a shot of chlorine, and then released into creeks, rivers, and lakes.


Kurt Heise oversees the operation of a sewage treatment plant on the Detroit River. He says the practice of blending is necessary in order to keep the plant from being overwhelmed.


“When you have a wet weather event, an extreme wet weather event, if we were to allow all of that combined water in through the normal process the treatment process would be ruined.”


Sewage blending has been around for a long time. To plant operators, it’s a necessary step in handling large amounts of dirty water. But to some people, blending is not seen as a good option. They want the practice to stop.


Instead, they say, cities should invest in their systems to make sure they can fully treat all the water that comes to the plant. Kurt Heise says, if his plant were required to do this, it wouldn’t make sense economically.


“It would almost result in doubling the size of our plant and spending just untold amounts of dollars for an event only happens a few times a year.”


Sewage treatment plant operators say you have to weigh the costs and the benefits before spending hundreds of millions of dollars on expanding the treatment plants. The decision of whether or not to allow blending has been left up to state and local regulators. But recently, the U.S. Environmental Protection Agency has weighed in on the subject. And ever since they suggested new guidelines for allowing blending, environmentalists have been critical of their plan. Mike Shriberg is the Great Lakes advocate for the Public Interest Research Group. It’s an environmental consumer activist organization.


Shriberg says the draft blending policy, the way it’s written now, is too broad. And will allow the practice of blending to become routine.


“Our fear is that when you’ve got a treatment plant that uses blending, they’re never going to upgrade to full treatment sewage. And so if a treatment plant is allowed to blend they’re not going to go up to full treatment capacity they have no incentive to do that anymore. It’s sort of the cheap way out.”


Sewage treatment operators say blending is better than seeing the raw sewage overflow into waterways. And they say it’s better than spending large sums of money to fix a problem that only occurs a few times a year. But critics say the EPA doesn’t have a good handle on how often blending is used, and what kind of health risks are associated with the practice.


Some initial studies have been done on blended sewage and how it might affect public health. Joan Rose is a water microbiologist at Michigan State University. She’s written a report on the health risks associated with blended sewage.


“So what I found was that if people were actually swimming in the water and there was a discharge of a blended sewage upstream, that their risk of getting sick, actually getting sick with a virus or a parasite was about a hundred times greater – when there was a blended discharge as opposed to if the water was fully treated.”


Rose says some of these viruses, such as Hepatitis-A, are highly contagious. At this point, there are no good estimates on how many people get sick from blended sewage each year. It’s never been studied, so the impact of blending on public health is unclear. Ben Grumbles is the Assistant Administrator for water at the EPA. He says the EPA is considering the billions of dollars at stake in expanding the nation’s sewer treatment plants versus the risk to public health.


“What we’re trying to do is to clarify what’s legal and what isn’t legal and to recognize the economic realities that sewage teatment plants face across the country in terms of their infrastructure needs, but foremost and above all what leaves the facility has to meet Clean Water Act permit limits.”


But the Clean Water Act permit limits don’t measure all the viruses, bacteria, and parasites found in blended sewage. And so some environmentalists and scientists say meeting the limits doesn’t necessarily mean protecting public health. Grumbles says officials are still reviewing the tens of thousands of comments they received after releasing the draft blending policy.


He says he doesn’t know what the final rule will look like, or if they’ll issue a rule at all. One thing is likely, if the policy is finalized the way it’s written now, it’s expected that environmental groups will take the EPA to court.

work out the next steps in dealing with climate change. Seven years
ago, many nations agreed to reduce fossil fuel emissions and
greenhouse gases. The U.S. didn’t agree to reduce its emissions.
Now a report from the National Environmental Trust says that
decision is hurting American businesses. The Great Lakes Radio
Consortium’s Stephanie Hemphill reports:


Mike LeBeau installs wind generators and photovoltaic solar
collectors. His business, Conservation Technologies, is in Duluth,
Minnesota. In the U.S., there are not a lot of contractors doing this
kind of work.


“This is a two and a half kilowatt photovoltaic system.”


Two panels about the size of a dining room table stand on the top
floor of a downtown garage. The only other equipment is an inverter
– a metal box the size of a shoebox – that transforms the direct
current from the solar panels to the alternating current we use in our
homes.


“The electricity is produced here by the sun, fed into the wiring in the
building here, and any excess is distributed out onto the utility grid.”


The solar panels were made in Japan. And the inverter is from
Germany.


LeBeau has been installing systems like this for ten years. Demand
was slow until a year ago, when Minnesota started a rebate program.
LeBeau has put in more generators this year than in the last ten
years combined.


With another rebate offered by the local utility, LeBeau says the cost
of installing a typical system can be cut nearly in half.


And he says the increased activity has persuaded some of the
naysayers to help rather than hinder renewable energy projects.


“Now the electrical inspectors don’t have any choice – it’s being
supported by the utilities, and by the state of Minnesota, so it’s really
changed the atmosphere and the climate that we work in.”


But LeBeau says the state rebate program is a drop in the bucket
compared to what’s being done in other countries.


Christopher Reed agrees. He’s an engineer who advises individuals
and businesses on renewable energy projects. He says U.S. policy
has been piecemeal and erratic. For instance, there’s a federal tax
credit for renewable energy production. But it’s only in place for a
year or two at a time.


“When the incentive is out there, everybody ramps up as fast as they
can, and we slam projects in to meet the deadline before the credit
expires, and then everybody sits until the credit gets reintroduced
again. This has happened three times now.”


Reed says that discourages long-term investment.


Reed’s business is one of several American firms studied for the
report from the National Environmental Trust. The report says Japan
and most countries in Europe are providing major and consistent
incentives to encourage production of renewable energy. The report
says this approach is saving money, creating jobs, and putting
businesses in a position to export their new technologies and
expertise.


Reed says he’s frustrated to see European and Japanese companies
thrive, using American inventions such as photovoltaic, or PV,
technology, while American manufacturers fail.


“It’s almost embarrassing. The PV technology, that came out of Bell
Labs in the U.S. We should be the world leaders.”


But some observers say the worry is overblown. Darren McKinney is
a spokesman for the National Association of Manufacturers. He says
the U.S. has nothing to fear from German or Japanese businesses.
He says fossil fuels are doing a good job of stoking the American
economy.


“The fact of the matter is that wind and solar and biomass and
geothermal simply aren’t ready for prime time. If someone wants to
make an argument ‘well, they could be ready for prime time if they
received x-amount of tax cuts,’ I won’t necessarily argue against that
because I don’t know enough about the technologies. What I do
know is it would be cutting off our nose to spite our energy face if we
turn our backs on fossil fuels.”


Right now, oil and natural gas get the lion’s share of federal subsidies
in the U.S. Subsidies for renewable energy sources are very small in
comparison. As other countries shift to new technologies, American
companies could be left behind.

The Environmental Protection Agency under President Bush is punishing fewer
polluters than under previous administrations. That’s according to analysis
done by the Knight Ridder news service. More from the Great Lakes Radio

Investigators looked at environmental enforcement records dating back to
1989. They found that under the current Bush administration – enforcement
has dropped significantly when compared to the Clinton and the first Bush
administration. The EPA averaged close to 200 citations a month under Bush
Senior. And now, that average has dropped to 77 citations a month under
George W. Bush.


Joel Mintz is the author of a book on the history of EPA enforcement. He
says enforcement is crucial to the agency.


“I think it’s critical really. It’s at the heart of what any regulatory
agency does. Without enforcement, environmental laws would have no teeth.
They just would not be taken seriously.”


EPA Administrator Mike Leavitt says the numbers are lower because they’re
practicing what he calls “smart enforcement.” He says they’re working with
businesses – developing incentives for companies not to pollute – instead of
focusing on punishment.
