On Board ‘The Waterpod’

local, maybe you go to the farmers’
market, maybe you even walk to work.
But you’ve probably got nothing on
the crew aboard the Waterpod – a
converted barge anchored in New York
City. Samara Freemark
went to the Pod to see just how
sustainably people can live:

sustainably people can live:

When I caught up with the Waterpod barge, it was docked at a marina right next to
Laguardia Airport.

That’s the sound of people and products moving all around the world.

But on board the Waterpod, four artists have spent the summer living locally – about as
locally as a group of people can possibly live. They’ve been surviving almost entirely on
what they can make, grow, or gather on a 3000 square foot barge.

Which is where I found artist and Waterpod creator Mary Mattingly.

“Hi.”

Last spring, Mattingly and some friends rented the barge and spent a month converting it.
They built a kitchen, 4 bedrooms, gardens, and a whole lot of alternative energy and
water systems. They wanted to see whether they could create a floating self-contained
ecosystem – one that could adapt to a future where resources were scarce and rising sea
levels had swamped coastal regions.

“We’re probably going to need to find new ways to make land that’s usable. So can you
just recreate it on a platform like this? So what’s the answer? I think so.”

Waterpod launched in June. It’s been traveling to docks in the New York City area since
then. The barge is towed around by tugboats – not exactly a sustainable energy source,
true, but the crew does pretty well producing just about everything else.”

We have 33 vegetables and 2 fruits. In this garden we’re growing kale, potatoes,
tomatoes.”

There’s also a coop for 4 chickens, which each produce an egg a day.

“Their names are Gilly, Rizzo, Marble and Bonzai.”

Between the chickens and the gardens, Mattingly says Waterpod is almost self-sufficient
for food. The barge gets its water from collected and purified rain.

“We get enough water barely. We are very close to not having enough water. We only
use a 55 gallon jug of water a day. So split between four people that’s about maybe 10
gallons a day at the most. So we’re taking really short showers.”

Solar panels and a power-generating stationary bike provide energy – enough to power
the lights and the fridge and an impressive collection of laptop computers. The crew uses
those to collect and analyze data on how their various survival systems are functioning.

Crew member Ian Daniels says the data could eventually be used not just by people
embarking on radical living experiments – but also by regular folks who just want to
make their homes a little more sustainable.

“We have 3000 square feet here. So what would happen if you cut that in half? Or a
third? What can I use that space for? Maybe you’re growing food on your roof or in your
window. Maybe you just take this example and take it down a notch, just do what’s
plausible in your own world.”

The Waterpod experiment is ending. So, I asked the crew for the biggest lesson they
learned this summer about living sustainably. Was it about energy conservation? Or, a
new method for collecting rainwater? Actually, Mattingly told me, it was mostly about
getting along with other people.

“I guess I didn’t really consider what it would be like to live in such a small space for
such a long time with other people and the psychology of that became a really interesting
part of the day to day life, and how we managed to make that work and how we would
have to have that dinner every night to reconnect and get back together.”

Which, she says, is a lesson that translates pretty well back on land.

The Pew Research Center for the People and the Press surveyed 1500 people, asking what they thought about global warming.

Carroll Dougherty is the Center’s Associate Director. He says there’s growing public skepticism about climate change.

“What we found was a sharp decline in the percentage of Americans who say there was solid evidence that the earth was warming. 71% said that in April of ’08 and it’s down to 57% in the survey we released a few days ago.”

Fewer Republicans and Democrats says they see evidence of climate change, but the biggest decline was among independent voters.

Despite the skepticism, half of all those polled by Pew are still in favor of setting limits on carbon dioxide emissions and making companies pay for their emissions even if that might mean higher energy prices.

Milk and Manure in the Dairy State

The dairy industry often uses images

look these days. Instead of green
pastures, thousands of cows are penned
up in huge metal pole barns. The
mechanization of dairies makes for
cheaper milk at the grocery store.
But, in many places around the country,
it’s also meant a lot of pollution.
Mark Brush visited a place where they
say big dairies are doing it right:

Tom Crave and his brothers run this dairy in central Wisconsin. Crave says, when they first started out, he and his brothers were single, they had 80 cows and a used car.

Now, they have around a 1,000 cows and families to look after. He says they had to get big to survive.

“It takes a lot of money to live. That’s what’s… that’s what’s driven this here. It’s just basic economics.”

It’s a theme farmers all over the country have been hearing for decades. Get big or get out. You can’t make money unless you grow.

The Crave Brothers milk their 1,000 cows three times a day. They use automated milking machines. And they turn that milk into cheese that they make across the street in their cheese factory.

But milk is not the only thing cows produce. These farms deal with millions of gallons of liquid manure.

Most farms store the manure in lagoons – basically huge pits of waste contained by earthen berms. Then, when these lagoons fill up, they spray or inject the liquid manure onto the ground as fertilizer for crops. It’s also the main way they have to get rid of all that waste.

Sometimes these big dairy farms have problems. Liquid manure runs off the crop land, contaminating rivers and lakes. And, in some cases, the earthen berms holding back the manure has leaked or given way, releasing a wave of manure, causing huge fish kills or polluting well water.

But regulators here say the Crave Brothers have been doing a good job taking care of their manure. As have most of the other big dairy farms in Wisconsin. That’s in part because these farms actively regulated in the state.

Gordon Stevenson is the Chief Runoff Manager for the Wisconsin Department of Natural Resources.

“It is not coming from these largest farms for the most part. The manure management on our 30,000 other smaller farms can be a good bit worse, and those people are not regulated.”

Dairy farms that have fewer than 700 milking cows usually are not regulated under the Clean Water Act until there’s a major problem. And some farms stay under 700 cows to avoid regulations.

“When we encounter environmental problems associated with one of these smaller farms, they can be offered cost share assistance. They’re largely voluntary programs.”

If Stevenson finds a smaller farm that’s polluting, he can offer them some state money to fix the problem. But, beyond that, he says there’s not much his office can do. As a result, some smaller farms pollute.

Jamie Saul is with Midwest Environmental Advocates. His group has represented people who were sickened from well water contaminated by manure. Saul says, there have been some problems with bigger farms in the state, but he admits the bigger challenge is how to control pollution coming from smaller, unregulated farms.

He says just offering them money to clean up is not good enough.

“We are the habit now of paying, and I think it’s pretty unique to the agricultural industry, that we pay them to reduce their pollution. Most other industries we don’t do that. We expect whatever industry it is to come into compliance with whatever standards are needed to protect the environment and public health.”

Saul says all states needs better policies to keep small farms from polluting. He says the regulations have to have that magic mix of stopping water pollution without putting too much burden on small farmers.


While Wisconsin regulators seem to be keeping an eye on their bigger farms, environmental activists say that’s not the case in other states. They say Clean Water Act rules are often not enforced against livestock farms – big or small – and that puts the environment and people’s health at risk.

The fuel industry’s supposed to create 100 million gallons of cellulosic-ethanol next
year. But industry leaders say they might create just 12 million gallons.

Wes Bolsen is with Coskata. His company can create ethanol from wood chips and even
household trash. Bolsen says companies like his found some investment money – but the
financial crisis created delays.

“We’re building refineries – 300, 400 million dollar assets and that’s a lot of money
to come together. We’re two years delayed, the whole industry. We can’t open them
in 2010. Facilities will start opening in 2012.”

The federal government might have to shift mandates for cellulosic ethanol into the
future.

That could mean the country uses less efficient ethanol from corn, or keeps using more
gasoline.

Some of the schools near where I live in Ohio have absentee
rates of 20%. Kids are reporting flu-like symptoms. Some
schools are even closing down to keep more people from
getting sick.

At the same time, a study by the Harvard School of Public
Health finds that only 51% of parents nationwide plan to get
their kids vaccinated against the new swine flu.

The vaccine has a serious public relations problem.

One reason people are worried: thimerosal.

Thimerosal is a preservative used in vaccines. It prevents
bacteria and fungus from contaminating vaccine bottles.
Thimerosal is almost half mercury, by weight. And that
makes a lot of people nervous.

As a precaution, it was taken out of most American vaccines
about twenty years ago. But it’s still used a lot in flu shots.

Lynn Gregor has two little children. She’s been leaning
toward getting them vaccinated for swine flu.
But she just heard about thimerosal, and she’s concerned.

“Because even if it’s a teeny, tiny bit of mercury, which is
what that product is connected with. Because a teeny tiny
bit of mercury can have a big impact.”

The Centers for Disease Control says the type of mercury in
thimerosal is different than the kind that’s in thermometers.
Lots of people think thimerosal is linked with increased
autism rates. But public health officials say science does not
bear that out.

“There has been no credible evidence of a harm that’s linked
to thimerosal.”

That’s Donn Moyer. He’s spokesman for the Washington
state Department of Health. It’s one of six states that have
passed laws making it illegal to give young children and
pregnant women flu shots that contain thimerosal.

Moyer says the health department didn’t ask for the law. It
says thimerosal is safe. But, politicians wanted to appease
people concerned about thimerosal.

The state of Washington’s concern is not about the actual
safety of thimerosal, it’s about the public’s perception of
thimerosal.

“The goal was to maintain public confidence in vaccine
programs and to encourage parents to have their kids
vaccinated.”

But now that the new swine flu is here, Washington is
suspending its law. The swine flu seems to be hitting young
children especially hard, and Moyer says infants and
pregnant women should get immunized – even if the only
shots available contain thimerosal.

“We don’t see any credible risk of health effect from the
thimerosal and it could protect against a very, very serious
influenza infection.”

That seems like a mixed message to parents. And it’s part
of the confusion between the science and politics of this
issue.

Anchor: “We are tracking H1N1 and health officials here in
the US…”

On this Fox news report Dr. Kent Holtorf is labeled an
“infectious disease expert”, and he warns people against the
vaccine.

Holtorf: “And it’s been shown to cause autism in children
with mitochondrial dysfunction. It’s controversial, though
highly implicated.”

Anchor: “Would you give it to your kids?”

Holtorf: “I definitely would not.”

Some Right-leaning commentators are sharing their
suspicions about the vaccine from the government. And, on
the Left, one natural health newsletter put out a special
edition warning against vaccination.

This all leaves federal health officials with a big job to do:
use the preponderance of science to convince people that
swine flu is potentially more dangerous than the vaccine and
thimerosal.

The mother we talked to – Lynn Gregor – wants to protect
her kids from swine flu, and she’s thinking about getting
them vaccinated.

“If they don’t get it, I’m going to be really worried all winter.
I’m going to be really concerned.”

But when Gregor hears so many people are opting out of the
vaccine – and that some states actually ban thimerosal most
of the time – she’s not sure what to do.

It was the Senate’s the first hearing on the bill, but most of the Senators have already made up their minds.

For Republican Senator James Inhofe, the climate bill is a jobs killer and costs too much.

“We’re talking about somewhere between three and four-hundred billion dollars a year. That’s something the American people can’t tolerate and I don’t believe they will.”

That 300 to 400 billion is revenue from a cap-and-trade plan that would invest in renewable energy such as wind and solar and go to taxpayers to help with higher costs of fossil fuel.

One of the authors of the Senate climate bill, Democrat John Kerry, took issue with Senator Inhofe’s characterization of the bill.

“We need to move forward to deal with climate change and in doing so, Senator Inhofe, we will actually improve every sector of our energy economy.”

And Senator Kerry says that will mean energy independence and millions of new jobs.

The Senate climate bill makes a lot of compromises to win votes. But, it’s not clear they’ll actually sway any of the senators.

some local jobs. City governments across

Shawn Allee looks at why this
urban solar project’s falling into place,
and whether it might get repeated across
the country:

Carrie Austin is a Chicago alderman, and, as she says, she’s constantly dealing with problems unique to Chicago. But she’s convinced she’s got one problem a lot other cities face, too: what to do with vacant industrial land. She’s got 200 acres of it in her neighborhood.

“The environmental issues left from the company, left us with such devastation without any regards to human life. That has been our fight all these years. ”

Austin says, even with some clean-up in recent years, it’s been tough getting someone to come in with some work – and jobs.

“We’ve talked to FedEx, Kinkos and many other corporate offices. Even to Wal-Mart, bringing some of their distrubution to such a large piece of land. But to no avail.”

Austin says there’s a portion of this land she’s not so worried about now. The energy company, Exelon, is putting up solar panels on about 40 acres. And for the first time in a long time, there’s the sound of new construction there.

“This site’s been vacant for thirty years.”

That’s Tom O’Neill – he develops new businesses for Exelon. We’re walking along a padded-down field of soil where there used to be factory walls, machines, and concrete floors.

“What’s changed is you don’t see the brush and the shrubbery and there was a building that used to be here. The whole site is now graded and you can see signs of the construction where the foundations are going to come out. If you look further west, you can actually see the foundations going in for the solar panels, so it’s changed quite a bit.”

This is a transformation a lot of cities would envy, but I’m curious why Exelon’s doing this in Chicago and whether it’ll repeat it in other cities. On the first question, O’Neill says Exelon’s putting up the panels because it’s got a plan to cut its own carbon emissions.

“This project here will displace 30 million pounds of greenhouse gases per year. So it is a part of our low-carbon initiative.”

This Chicago solar project qualifies for federal loan guarantees and tax credits, but even with that, it’s not clear Exelon will make a profit. So, the question is: will Exelon repeat this? O’Neill says he’s hopeful.

“It is a demonstration project to show what can be done and with its success will come other successes.”

To get an industry-wide view of whether other cities might get urban solar farms, I talk with Nathaniel Bullard. He analyses solar power markets for New Energy Finance, a consulting firm. Bullard says cities are eager to re-use land that can be an eye-sore, or even cost a city money to maintain. For example, some southwestern cities have old landfills – and they’re planning to put solar farms on top.

“We’ve actually see those go much larger than what’s on the books right now for Exelon.”

Bullard says companies are taking a closer look at solar power because states are mandating utilities buy at least some. And the US Congress changed some tax laws recently. Exelon is taking advantage of that.

“First thing to note in the Exelon project is that it is Exelon itself which is going to own its project. If this was a year ago, they would be purchasing the electricity on contract. Now, with a change in policy, investor-owned utilities is allowed to own the asset itself and take advantage of tax benefit.”

Bullard says we’re likely to see more urban solar projects like Chicago’s – if the technology gets cheaper and government incentives stay in place.

Bullard has this joke about solar power that he swears is true. He says, in the solar industry, the strongest light does not come from sunshine – it comes from government policy.

It’s hard to miss the ads for new models.

But in September, fuel-efficient cars didn’t sell that well.

Mark Gillies is the Executive Editor for Car and Driver magazine. He says vehicles that get good gas mileage probably won’t start selling until gasoline prices go up – just like last year.


“That’s when you saw a big move to buying more fuel efficient vehicles. And I think the obvious thing about oil prices is that long term the trend is that they’re going to go up and they’re going to stay that way.”

Fuel-efficient models did sell in August because of Cash-for Clunkers, but Gillies says people bought low-end models this time because they were cheap – not necessarily because they were fuel-efficient.

The documentaries in “The 1930s” series look at the stockmarket crash, the Dust Bowl, and the government’s response – such as President Franklin Roosevelt’s New Deal.

Robert Stone directed one of the five documentaries. He looked at the Civilian Conservation Corps – the CCC. Stone says it was the first of Roosevelt’s work programs, but it also tackled the biggest environmental disasters.

“We’d spent hundreds of years just chopping down all of the forests in this country and over-using all of the farmland. The topsoil was all running into our rivers and off into the ocean. And it reached a sort of crisis point in the 1920s and early ‘30s.”

FDR had watched the forests disappear and soil erode near his home in Hyde Park, New York. Putting men to work correcting those problems made sense to him.

“FDR was very aware of that. He started a sort of mini-Civilian Conservation Corps in New York state when he was Governor and then when he went to the White House he came up with the Civilian Conservation Corps.”

FDR: “We are planning within a few days to ask the Congress for legislation to enable the government to take on public works, thus stimulating directly and indirectly the employment of many others in well-considered projects.”

But this was new for government. At that time, helping the poor was something for charity, not government.

Harley Jolley is one of four CCC veterans who tell their stories in the documentary.

He says hiring unemployed young men to work in the Civilian Conservation Corps was new to politicians. But they saw it for the practical politics it was.

“And because all those politicians were well aware that they had young men in their hometown, in their home state that could vote for them next time around, ‘Yeah, yeah, we’ll go with you.’ And very quickly it came to pass.”

FDR’s Civilian Conservation Corps was the first, but several work programs followed.

The CCC worked on soil conservation projects, built three-thousand state parks and replanted forests. The men in the CCC planted three-billion trees – that’s estimated to be half of the trees ever planted by humans in the U.S.

This revolutionary idea got off the ground quickly. Camps were set up in every state. Men worked under military officers. The Civilian Conservation Corps members were required to send most of their pay back home.

Sometimes nearby towns welcomed the young men. CCC veteran Vincente Ximenes says, other times, people were wary of Roosevelt’s army of workers.

“And there were some farmers who didn’t like FDR and what he did. He was called a Communist, a Socialist, any name you could find. So, therefore, the CCC-ers also, of course, were no good as far as they were concerned.”

And it wasn’t just farmers.

The documentary’s director, Robert Stone says, in the beginning, President Roosevelt faced a lot of opposition to his government ‘green jobs’ program.

“Well, there were concerns very similar to what you have today with concerns about deficit spending.”

“The national debt today is 30-billion as compared to 19-billions under Hoover. And God knows Hoover was bad enough.”

“So that was on the right. And on the left there were concerns about paying these people a dollar-a-day. The unions were upset about it. But the success of it was such that it really quelled most any opposition.”

The Civilian Conservation Corps documentary, like the other documentaries in the 1930s American Experience series, looks at the connections between environmental damage and economic collapse in a way that still resonates today.

Pests have already wiped out native trees such as chestnuts, elms and now ash.

James Kielbaso is a forester with Michigan State University. He says native trees are great but, one of his students has found some cities are too reliant on them.

“An urban tree population should not consist of any more than ten or fifteen percent of any one species. He’s finding the trees that are most over-used tend to be our native trees.”

In some cases, maples make up 30% of a city’s trees. That means if a disease or a pest hits maples, a city could lose a third of its urban forest.

Kielbaso says people should plant tree species not already in the neighborhood and a few hardy foreign species could help diversify a city forest.
