The Pride of an Industrial Town

Those are hazards, of course, but for towns that pride themselves on their industrial might … a crumbling bridge is a concrete and steel embarrassment.
Shawn Allee found one town that needs to remove a bridge but thinks maybe that’s for the best:

Shawn Allee found one town that needs to remove a bridge but thinks maybe that’s for the best:

East Chicago, Indiana, has been a steel- and chemical-manufacturing powerhouse, and still is, but mills and refineries need fewer workers these days.
That industrial decline is a sore spot that got poked pretty hard last fall.
Some inspectors found structural problems in the Cline Avenue bridge.
It’s an enormous bridge that let drivers soar over canals, trains, and industrial truck routes.
But the local government and the State of Indiana didn’t have the money for a fix, and they closed Cline Avenue bridge for good.

That bothers Monica Serrano.
She wonders, if the town’s losing a bridge, what does that say about the town?

“Why would I stay in this area? If I know the roads are deteriorating, and people are just gonna leave, why would I stay? I want to be in an area that would flourish. I really feel that don’t have the best judgement when it comes to the people here.”

Well, there’re people who think removing the bridge is an opportunity to remake East Chicago for the better.
One person who makes that argument is Kristi DeLaurentiis.
She’s with the Metropolitan Planning Council, a regional land-use think tank.
To make her case, she drives me past East Chicago’s steel mills and refineries.
From your car window … they loom large and dominate the landscape.

“There’s only small pockets of open space that are not privately or corporate-owned.”

DeLaurentiis says back in the day, big industry scooped up enormous stretches of real – estate, including the shoreline along Lake Michigan.

“Maybe but you can kind of see the lake front from here …
It goes on for what seems like it goes on for miles. Nothing but beachfront that’s cut off by fences or very large industrial buildings, smokestacks and the like.
You know, they really have not taken advantage of the shoreline they have.”

DeLaurentiis says the mills use fewer workers these days, and they need less land, too.
So, East Chicago is hoping to reclaim industrial space for an economic boost.
Maybe developers would build new neighborhoods closer to the lake and pay a premium for it.
Or, at the very least, residents could get more parks.

“Here, it seems a real shame not to have people picnicking and using the open space and really not to have personal enjoyment within their own community.”

Well, back to the issue of the Cline Avenue bridge …
DeLaurentiis says it makes things worse – it blocks off the lake from the rest of the town.
It’s so tall, you can’t see past it and you gotta drive a ways to get around it.
If you want to reclaim industrial space for parklands or beachfront neighborhoods, no one will do that if the bridge is in the way.

That’s the practical argument … but what about the idea that big infrastructure is part of East Chicago’s identity?
Surprisingly, big industry won’t miss the bridge much.
Mark Maassel (MAH-zull) heads the Northwest Indiana Forum, a group that represents business in the area, including the steel mills.

“So while I recognize those comments, if we rebuilt that bridge, the one thing we can say for certain is that you’ve spent an enormous amount of dollars and cents resources that would have been potentially used in some other way, and you’ve done it to recreate a barrier between one part of the community and the next.”

Maassel says the whole town of East Chicago, including the remaining steel mills, will benefit from a better local economy.
If that means letting an old symbol like a bridge die, then so be it.

Coal Power Plants Go Up in Smoke

Many of the plans to build new coal-burning power plants have gone up in smoke. In early 2007, the Department of Energy noted there were 151 coal-fired electric generators on the drawing board. Lester Graham reports since then… nearly a hundred of them have been canceled—or shelved.

There are several reasons. The recession has tightened credit for building coal-fired power plants. Electricity demand has flattened- partly due to the economy—partly to better efficiency in businesses and homes. Lawsuits blocked some of the coal-burning plants. And some states are requiring power companies to compare the costs of burning fossil fuels to using alternatives such as wind because of concerns about climate change.

Ted Nace is with the environmental advocacy group CoalSwarm. He says he thinks this slow down in building coal-burning power plants is permanent…

“It’s a pretty profound shift in the American economy. And a lot of it’s being driven by economics, but also a lot of it’s still being driven by climate concerns.”

Some new coal-burning power plants did go online last year… but in real terms there was just as much new wind power installed.

Fixing the Organic Label

They cost more, but sales of organic foods are rising. Even in this down economy, organic food sales are going up 3-times faster than other foods. Julie Grant reports… that’s happening as the government is working to make sure everything that’s labeled organic actually is organic:

Near where I live in Ohio, it costs more to buy a half-gallon of organic milk than it does to buy a whole gallon of regular milk. So, that circular green and white seal that says “USDA Organic” better mean something.

Mark Kastel is director of the Cornucopia Institute. It’s an organic industry watchdog group. He says over the past decade, more and more people are buying organic – and the market share has grown. So, big business has moved in to get a piece of the action.

Kastel says some so-called organic cows were being raised on factory farms instead of on pastures.

“You really can’t milk 2-thousand or 5-thousand or 7-thousand cows and move them back and forth every day to pasture to graze them every day as the organic law requires.”

Kastel says part of the problem with milk production was that the rules didn’t specifically state how long cows had to be out on pasture. So, some weren’t getting any time eating grass – and were still being certified organic.

Kastel was among those who complained to the folks at the USDA’s national organic program about this.

“Corporate investments in large factory farms that are gaming the system and creating the illusion of practicing organics.”

That’s one reason why the Cornucopia Institute requested an audit of the National Organic Program.

“We need the force of law to come down and make sure that the organic label still means something.”

The USDA has responded. It started an audit of the organic program last year. At the same time, the program got more money… and hired a new director.

Miles McAvoy has inspected hundreds of organic farms and is now in charge of the national organic program. His first order of business was to help with that audit of the program. It found a lot of problems. But McAvoy is glad it was done.

“Basically, the report to me is a roadmap. It really outlines a lot of the fundamental problems that the national organic program has had and so it enables us to focus on those areas that really need to be addressed right away.”

The audit found that the organic program wasn’t cracking down on producers that labeled their foods organic, even if they violated organic rules. It found that the program wasn’t processing complaints in a timely way, and it wasn’t doing a good job inspecting farms in foreign countries. That meant that products imported from China and elsewhere might have the organic label, but not have been inspected properly.

McAvoy says the program just didn’t have enough money before to do everything it was supposed to do.

“Given the resources that the program had at the time, they did the best job that they could…”

Until recently, the national organic program had only eight people on staff.

McAvoy plans to hire more than 20 this year. And his office has already addressed most of the issues from the audit.

Organic watchdog Mark Kastel is pleased with the direction of the program. He says even the issue of cow pasture has been resolved. Milk labeled organic must now come from cows that are allowed to graze at least 120 days each year.

Kastel says the problems have come from a few bad actors. He says people are willing to pay more for organics because they want to support certain types of farms:

“I think we’re in a position with the current administration in Washington where we’ll be able to make sure those promises are kept.”

So the USDA Certified Organic label does mean something when you’re handing over more money to make sure animals and the land are treated better.

You might call Lake Huron the forgotten Great Lake. There are no major cities on its shores. It doesn’t get the media attention the other four Great Lakes do. But its problems are just as bad or worse. Rebecca Williams reports a new documentary tells the story of Lake Huron’s struggle with dozens of alien invaders… and the biologists and fishermen who are trying to reclaim their lake:

The documentary Lake Invaders is a cautionary tale about opening the door to strangers. It tells how Lake Huron was opened up to alien invasive species. The film paints fish biologists as the heroes rushing in.

“Seems like it always has to wait until it’s at a disaster level before you know, we can start fixing it… we’re constantly putting out these biological fires, running from fire to fire, to try to keep them under control. We have to find another way to approach this.”

More than 180 non-native species have gotten into the Lakes… and some of them have turned everything upside down. Long, slithering, blood-sucking parasites called sea lamprey were the first to get in. They slipped through a canal that connects the Atlantic Ocean and the Great Lakes. Lamprey killed off most of the big predator fish in the Lakes.

Then… came the alewife. Since the lamprey had taken out the top predators… there was nothing to eat the invading alewives. In the film… biologist Jeff Schaeffer explains how the small fish took over the lakes.

“At that time over 90% of the fish biomass of Lake Michigan and Lake Huron was probably dominated by the exotic alewife. One of my colleagues refers to the Great Lakes at that time as alewife soup.”

Suddenly… there was a major stinking mess. Each spring, hundreds of millions of dead alewives washed up on shore and rotted. Not the best thing for tourism.

Filmmaker John Schmit says he was surprised to learn what happened to the lakes next.

“The funny thing about the Great Lakes is there’s Pacific salmon in them.”

Schmit says biologists brought in millions of salmon from the Northwest to control the alewives. The crazy thing is… it worked. In the film we see how a 4 billion dollar sport fishing industry was born. And the native fish of Lake Huron were pretty much forgotten about.

The salmon fishery boomed for decades. Until the alewives crashed in 2003.

Fisher Doug Niergarth says then… the salmon started starving.

“Two years ago we saw some monster salmon heads that were sitting on little dwarfed bodies. And it was the ugliest thing and rather nasty. Just skinny and withered away. It was the nastiest thing you ever done seen.”

The fishing industry started slipping away. Marinas just scraped by. Tackle shops and motels closed. People finally realized there was something wrong with the lakes.

John Schmit says he wanted to make this film to show how even the smallest invader could mess up everything… both the delicate balance of life in the lake and the people who fish it and depend on money from tourism.

“Lake Huron has been the most impacted by the newest invaders. My personal concern, my investment in the Great Lakes and making this documentary is for people to be aware of the kind of damage invasive species can do to these huge lake systems.”

He says his film Lake Invaders is an example of what invasive creatures can do… not just to Lake Huron… but any ecosystem.

For the first time since Gallup started asking the question nine years ago, the pollsters found Americans put a higher priority on energy production than environmental protection. Frank Newport is the Editor in Chief for Gallup. He says 50-percent of those polled put energy production as a higher priority while 43-percent put environmental protection as a higher priority.

“In other words, I think some Americans are saying we don’t have the luxury at the moment of worrying about the environment in the bad economic times.”

Attitudes seem to be affected by the down economy, more than anything else. Even when gasoline was four-dollars a gallon, most of the people put the environment ahead of energy production.

In ten years, automakers will have to reach an average 35 and a half
miles per gallon for their combined car and truck fleet. To get
there, most will get into the electric and hybrid vehicle business, if
they’re not there already. But that technology is expensive. So
they’ll also make regular internal combustion engines more efficient.

Even that isn’t cheap. So who will end up paying for it all? You
guessed it. You and me.

Michael Omotoso is an industry analyst with J.D. Power and Associates.

“If we say we want a cleaner environment, and reduce our
dependence on foreign oil, one way or the other, it’s going to cost us.
Everyone has an opinion about how much more we’ll pay for vehicles
because of the rules.”

The Obama administration and environmentalists say about a grand. Analysts like Omotoso say it could be more like five grand.

President Barack Obama is pushing for a new federal program that would create a Cash-for-Clunkers like rebate for people who make energy-saving home repairs. The Environment Report’s Orlando Montoya covered the President’s announcement:

President Barack Obama is pushing for a new federal program that would create a Cash-for-Clunkers like rebate for people who make energy-saving home repairs. Orlando Montoya covered the President’s announcement.

The program would be called HomeStar. In it, homeowners would be eligible for up to $3,000 in rebates if they hire someone to seal up their attic, install new windows or make other repairs to cut down on home energy use.

The President made his announcement at a community college in Savannah, Georgia. In the audience were contractors that he said could do some of the energy-efficient work.

“These are companies ready to take on new customers. They’re workers eager to do new installations and renovations, factories ready to produce new building supplies. All we got to do is create the incentives to make it happen.”

Administration officials say, the program could cost six-billion-dollars. Mr. Obama wants the HomeStar program included in a bill jobs bill being drafted by Congress.

Home Weatherization Gets Snagged

The Recovery Act called for a multi-billion dollar home weatherization program. It was thought that putting insulation in older homes was the ultimate “shovel ready” project to help jump start the economy. But as Mark Brush reports, so far, it just hasn’t worked out:

The Department of Energy’s Inspector General found the data alarming.

Of the ten states receiving the most money for home weatherization – eight of them weren’t even at two percent of their goal.

One reason for the hold-up is bureaucracy. There’s a law that says if you get federal money – you have to pay workers a “prevailing wage” or a fair wage. And there was confusion over how much to pay people.

Don Skaggs is with Ohio’s Office of Community Services. He says most states waited until the issue was resolved – but Ohio didn’t wait:

“So we decided to go ahead and do production. And then once we understood what the requirements were, we would go back and retroactively adjust those wages for those staff, which is what we did.”

So Ohio’s on track – but most states are not. The Department of Energy said it’s working on these problems – and expects things to ramp up soon.

New Houses Get a Little Smaller

The American dream of home ownership has become a trend of bigger and bigger houses. The square footage of new, detached houses crept upwards for decades even though families shrank. Recent economic troubles have stopped the big house trend. Shawn Allee reports:

Housing stats kinda say it all.

Just after World War II, brand new single-family detached homes were about 1100 square feet.
By 2007, they were twice as big.
One builder, Andrew Konovodoff, says 2007 was the peak.

Konovodoff: My analogy is, you go to McDonalds, you can up-charge or supersize your meal and get a couple hundred extra french fries.

Alee: People did that with homes?

Konovodoff: Yeah. Money was available. People bought more home than they needed. Now, I think people have trended back the other way.

Konovodoff’s right.
The U-S Census bureau says brand-new homes shrank for two years straight, and home builders say they’re going to build smaller for at least another year.

That hasn’t happened in decades, and builders like Konovodoff are adjusting

In the smaller square footages you won’t see a formal dining room … you’ll have an eat-in kitchen. We’ve pushed out the formal dining room.

Konovodoff says he’s considering even smaller designs.
He says it’ll be trickier to make a good living, so he’s not exactly happy with the trend.
But there are people who are glad houses are getting smaller.

One of them’s Alex Wilson.
He edits a magazine called Environmental Building News.

Wilson: In building a house, we need lumber, new windows and a whole range of building materials. It’s just common sense that a smaller house will use less materials. Even with any material, a so-called green material made from recycled content, there’re still impacts from manufacturing that product and shipping it to the job site. So, when we use less, we reduce environmental impact.

Wilson says the size of new homes has dropped just a bit … maybe the equivalent of a big closet or a tiny, tiny dining room.

He’d like homes to see homes get even smaller, but that won’t happen until our heating and cooling bills jump higher.

Wilson: I think if we were paying five dollars a gallon for gasoline and equivalent prices for natural gas and heating oil, then we would see a much more dramatic drop in house size.

Wilson says most of us won’t demand or build small houses until we truly fear a life-time of high utility bills.

Last year, at age 20, Megan McNally bought a house.

”This is the front room. Um, this is gonna be the bathroom. Doesn’t look like much now. It’ll get there.”


Not just any house. She wanted to find a project in this neighborhood to tie to the environmental science she studied during the year.


While home from college for a summer, McNally had been working with a nonprofit, Buffalo Reuse. It works in a neighborhood of East Buffalo with rows of abandoned homes. She paid $3800 dollars at the city’s foreclosure auction for a small, wood-frame house that had been vacant for three years.

“I really wanted to help some effort in Buffalo and so I was trying to brainstorm and I sat down with Michael and we sort of came up with this idea of buying a house.”

Michael is–Michael Grainer, who runs Buffalo Reuse. We make a coffee run and he tells me this neighborhood is part of a city whose population has shrunk by half.

“What we’re trying to do is to build a base of projects that are undergoing some kind of transformation and also lots that are undergoing a transformation.”

McNally’s house looks like it’s in good shape, but it had also taken a lot of abuse.

“On the outside, it looks really great. You could move in tomorrow. But as I came in here the first weekend it was leaks that people didn’t take care of. There was…this floor we had to cut out because it was all rotted from black mold.”

McNally had no prior knowledge of home repair. Transforming this house soon escalated as she found she would be replacing the plumbing and heating. But in some way, she’s also found her lack of experience to be an asset in recruiting help.

Ken Hicks is helping to measure out a part for a radiator in the front room. He turned up near dusk one day last winter. McNally was under the house checking the foundation, and Hicks, a construction worker was helping out the owner next door. He saw her feet sticking out from underneath. When she crawled out they started talking.

“It was a big joke, you know. We went back and forth and I said, you know, it was just so weird to see you in that situation and that situation and that predicament. And we just started from there,”

Slow work during a down economy means Hicks spends more time on volunteer jobs. He’s become one of the main people McNally turns to with questions about plumbing and carpentry.

“Being really young, you can ask a lot of stupid questions, and people go, ‘Oh man, this girl,’ but then go on and like, answer it in a way where maybe they wouldn’t be so open with somebody else.”

“Anything you can possibly do wrong has been done has been done in this house. But all those things that I’m talking about are now corrected, and there’s so much more knowledge here.”

There’s still months of work left, but McNally knows she will be living here soon. She has learned both a lot of construction skills and a lot about teaching, herself. She holds workshops to help the neighbors who are left take on their own properties. Her house, still unfinished, is a good training ground for beginners. McNally also realized people are less afraid to approach her with their questions than the experts she first had teaching.

“It’s hard putting things together. And, I don’t know, there’s been times where you just want to sit down and you get so frustrated that you don’t know how to do something that I think it’s really important to have people there who say, whatever, it’s ok and it’s ok that you don’t know everything, because you know, once you figure it out or ask questions, or just do it (laughs) and hope that things work out for the best, they usually do.”
