After years of dominating the market for big trucks and SUVs, Detroit automakers are getting into the small car business. Tracy Samilton reports they don’t just aim to compete with Toyota and Honda – they aim to beat them.

After years of dominating the market for big trucks and SUVs, Detroit automakers are getting into the small car business. Tracy Samilton reports they don’t just aim to compete with Toyota and Honda – they aim to beat them.

The new Ford Fiesta will get 40 miles per gallon on the highway. That’s several miles per gallon better than the Honda Fit and the Toyota Yaris. Chevy’s Cruze Eco could also hit that magic 40. Erich Merkle is President of Autoconomy dot com – an auto consulting firm. He says Detroit’s new small cars will also be loaded with high-tech features. That could grab the attention of Gen Y, a group of 67 million young Americans.

“And it’s gonna have to be affordable, low-cost of ownership and yeah, if you wanna get them into your vehicle, it’s gotta be cool and have some sex appeal.”

Asian car companies won’t give up their former territory without a fight. Honda may postpone the new Civic in order to boost its fuel efficiency.

The Obama administration has set new rules requiring cars
and trucks to get better gas mileage. Tracy Samilton reports that
will make vehicles both greener and more expensive.

In ten years, automakers will have to reach an average 35 and a half
miles per gallon for their combined car and truck fleet. To get
there, most will get into the electric and hybrid vehicle business, if
they’re not there already. But that technology is expensive. So
they’ll also make regular internal combustion engines more efficient.

Even that isn’t cheap. So who will end up paying for it all? You
guessed it. You and me.

Michael Omotoso is an industry analyst with J.D. Power and Associates.

“If we say we want a cleaner environment, and reduce our
dependence on foreign oil, one way or the other, it’s going to cost us.
Everyone has an opinion about how much more we’ll pay for vehicles
because of the rules.”

The Obama administration and environmentalists say about a grand. Analysts like Omotoso say it could be more like five grand.

A lot of electric power plants in the U.S. sit idle between 9 p.m. and noon
each day.

Ed Kjear is head of Electric Transportation for Southern
California Edison. He says, as long as people plug in their electric cars
during those off-peak hours.

“160, 170 million cars could connect
to the grid tomorrow
and we wouldn’t have to build new power plants to meet that load.”

At first, just a few thousand people will own plug-in electric cars at
first. Utilities will work with these customers to hook up to new “smart
grid” technology that can program when each car starts recharging.

“The customer will say, ‘look I need
the car fueled by
6 or 7 tomorrow morning. You know, have at it.'”

Kjear says the technology will be easy to install and use by the time most
of us shift from gasoline to electricity to fuel our cars.

The U.S. Environmental Protection Agency issued new vehicle fuel economy standards for cars and trucks. As Tracy Samilton reports, it’s the first change since 1985:

Right now, cars get an average 27 and a half miles per gallon. By
2011, they’ll have to get 30.2. Light trucks, including SUVs, will
have to get 24.1 miles per gallon, up a mile per gallon.

Eli Hopson
is with the Union of Concerned Scientists. He says the change is not
dramatic but it’s still an important milestone.

“The car standards haven’t
changed. They’ve been at 27.5 for over twenty years. It is a big deal. It’s
been a long time in coming.”

Carmakers are prepared for the new standard and say they’ll meet it.
Future standards will be tougher.

Auto companies usually complain
when mileage standards are raised. But times have changed, especially
for Chrysler and GM. They might not be as vocal since accepting
billions in federal loans.

Big Ships Required to Flush

Lakes. Both Canada and the U.S. are now requiring ships to flush out their
ballast water tanks before entering the lakes. Tracy Samilton reports:

Ships need to take on ballast water to keep them stable. When they pump in
water from freshwater foreign ports, they also suck up pests.

Since 2006,
Canada has required ships to flush their tanks with salty ocean water
before entering the Great Lakes. The U.S. adopted the requirement at the
start of this year.

Collister Johnson is with the U.S. side of the St.
Lawrence Seaway, which connects the Atlantic Ocean to the Great
Lakes. He says the rule will eliminate almost 99% of freshwater
pests in ballast tanks.

“If they’re exposed to salt water, especially full strength sea water, they
are effectively killed.”

Samilton: “Why didn’t we do this before?”

Johnson: (laughs) “I don’t know.”

It won’t completely eliminate the problem because some aquatic pests can
still survive in the sediment in the bottom of ballast tanks.

Environmentalists say they don’t like a new

path of a developer’s bulldozer. But federal agencies
say the rule clarifies what developers must do to keep
damage to wetlands at a minimum. Tracy Samilton reports:

Developers must try to build around wetlands, but if they can’t,
they can build new wetlands somewhere else.

Federal agencies say the new rule helps clarify what developers must do to
make sure the nation doesn’t lose more of its wetlands.

Jim Murphy is with
the National Wildlife Federation. He doesn’t like the rule.

“If you’re losing a high quality marsh or fen and getting a
golf pond even if you’re counting up acreage, and you’re getting more acreage,
you’re getting a much less valuable resource in return.”

Murphy says some studies show that up to 80% of these man-made
wetlands eventually fail. The new rule also allows developers to create a
new stream if they have to destroy one.

Murphy says there’s very little
evidence that a stream can ever be replaced.

the air each year. Tracy Samilton reports:

manufacturers could prevent the release of about five tons of mercury into
the air each year. Tracy Samilton reports:


Mercury switches are no longer made, but 35 million remain in older vehicles. Rick Otis with the U.S. EPA
says those vehicles will all be crushed and recycled by steel furnaces in about ten years, and that creates a
sense of urgency:


“Otherwise that mercury is going to be disseminated into the environment.”


Steelmakers agreed last year to voluntarily contract only with dismantlers who remove the switches. The
new rule makes it mandatory. But it could be tough to achieve the goal of an 80% recovery rate. Many auto
dismantlers operate on a shoe-string, with little money to train workers to remove the switches. Auto and
steelmakers have kicked in some money to pay dismantlers for each switch recovered. But environmental
groups say it’s not nearly enough.

As cities cover more and more surface with pavement and buildings,
it’s taking a toll on the environment. Heavy rains flood off the
impervious surfaces and overload drains and creeks. Some cities are
trying new methods to control the problem. As Tracy Samilton
reports, Ann Arbor, Michigan is asking its residents to play a role by
catching their home’s rainwater in rain barrels:

reports, Ann Arbor, Michigan is asking its residents to play a role by
catching their home’s rainwater in rain barrels:



Miller’s Creek in Ann Arbor is not a pretty creek. Part of it runs
alongside a congested four-lane road in one of the most developed
areas of the city. Since there’s almost no place left for rain to seep
slowly in the ground, it pours off the road and parking lots and
rooftops right into the creek:


“What you can see is all the roots that are exposed and very high
banks…”


Laura Rubin is head of the Huron River Watershed Council. Miller’s
Creek is part of the watershed. She says rain storms carry pollutants
and sediment into the creek, and sweep away animal and plant
species that might otherwise live here:


“This is not a healthy creek we call this impaired when they get flows
they’re so strong that they’re tearing away the banks.”


Rubin would like Miller’s Creek to be vibrant with life again one day.
But a lot of changes will have to happen first. She says nearby
businesses will have to build wetlands to retain their storm water.
The city will have to repave the roads to allow more drainage. And in
such a heavily populated area, residents will have to do something
too. Rubin says the first step is teaching people that a single point
source of pollution like a big factory is no longer the biggest threat to
water in their neighborhood:


“Now the main source of pollution is non-point pollution and that’s
us.”


Rubin says rain barrels could play a significant role in healing Miller’s
Creek. Rain barrels are just like they sound: big barrels that collect
water from a home’s rain gutters, to be dispersed later onto lawns or
gardens. One rain barrel can retain up to thirty percent of storm
water falling on a house. Under a dark grey sky that bodes rain,
Dave Aikins shows off his:


“It’s a big, uh, green trash can-like object…aesthetically, uh, I’m not
prepared to defend it.”


Aikins owns a medium-size house in downtown Ann Arbor. Now, with
a rain barrel installed on one side, he’ll catch half the rain that falls on
the house. He uses it to water his garden, but says someday he
might rig it so he can use the water for his laundry machine. A
neighbor kiddy-corner from him has installed one too, and they’ve
had neighborly arguments about proper installation and usage. He
likes how the rain barrel makes him feel.


“Living in an urban area, there’s no direct impact on you whether it
rains or not and this puts you back connected to natural environment,
so you start to care about whether you get your rain today.”

Aikins and other city residents have more than environmental
reasons to install rain barrels. The city water department is using a
carrot and stick approach to encourage their adoption. Installing a
rain barrel gets you a modest discount on the City of Ann Arbor’s new
storm water rates. Tom McMurtry is head of the new program:


“Under the old system, we charged one flat rate for every single
household whether you were an 800-square foot home in the city or a
5,000 square-foot mega-mansion.”


Now, the city will charge four different rates depending on the amount
of impervious pavement and size of the roof on the house. The
highest rate is three times more than the former flat rate, to better
reflect a big home’s impact on the city’s drains and creeks.
McMurtrie says about (blank) people have installed a rain barrel and
applied for the credit. He’d like to see at least 3,000 rain barrels
installed throughout the city. He doesn’t know how long it will take
to accomplish that:


“But every little bit helps.”


It’s an experiment in progress to see if having lots of rain barrels
around Miller’s Creek will help restore it. According to Laura Rubin
of the Huron River Watershed Council, it took about fifty years to
damage the creek this badly. It could take another fifty to bring it
back to health.

The number of people who fished in 2006 was down 12 percent from 5 years ago.
Hunting numbers were also down a little, about 4 percent:


Jerry Leonard is an economist with US Fish & Wildlife Service. He says since 1996,
fewer people have been passing down the tradition of hunting and fishing to their
children. He says that isn’t great news from an economic standpoint:


“The money that is spent on wildlife-related recreation is huge. In fact, over 120 billion
dollars. That’s approximately equivalent to 1 percent of the gross domestic product in the
United States.


Still, even though fewer people are involved in wildlife recreation, spending on the
activities is slightly up from 2001, mostly due to inflation and higher license fees being
charged by states.

Friends of the Earth says big ships are among the largest mobile
sources of air pollution in the world. And large ships don’t have to
meet US environmental regulations.


Attorney Sarah Burt says emissions from cruise ships, cargo ships and
ocean tankers cause asthma and thousands of premature deaths:


“These tanker ships burn a fuel called bunker fuel, which is the lowest
grade of fuel available it’s completely unrefined.”


She says the US EPA already agreed to regulate large ship emissions,
but missed its April deadline. The EPA says the US is currently
negotiating tougher ship emissions standards with the International
Maritime Organization.
