Ten Threats: Botulism Kills Beach Birds

Researchers are beginning to understand what’s killing thousands of
Great Lakes shorebirds. It might be part of a larger problem indirectly

We’ve been bringing you reports from the series, ‘Ten Threats to the Great Lakes’ which is now looking at the threat to beaches. Our guide through the series is Lester Graham. He reports that scientists are beginning to understand what’s killing thousands of Great Lakes shorebirds. It might be part of a larger problem indirectly caused by humans.


Researchers are beginning to understand what’s killing thousands of
Great Lakes shorebirds. It might be part of a larger problem indirectly
caused by humans. The Great Lakes Radio Consortium’s Lester Graham
reports:


Along parts of Lake Erie, Lake Ontario, and Lake Huron, large numbers
of dead birds and fish are washing up on shore. If they’re left there, the
disease that killed them can be passed on to other wildlife. That’s why
park officials such as Mike Mumau at Presque Isle State Park at Erie,
Pennsylvania ask their staff to watch out for the dead carcasses.


“Our interns do a great job. They’re the eyes of the staff that are out. So,
there’s probably three to four days a week that they’re out on the
beaches, checking to see if they have anything.”


Since 1998, untold numbers of fish and sometimes hundreds of dead
birds a year have washed up on just these eight miles of Lake Erie beach.


Eventually, researchers figured out the problem: type “E” botulism. It
slowly paralyzes the birds until the respiratory system shuts down. Most
of them don’t make it that long. They get so weak they can’t hold their
heads up out of the water and they drown.

Leslie Jones and her fellow interns are headed out to an area to pick up
some dead seagulls on the beach.


“When we’re out here doing migratory bird studies, we might see some
and then we pick them up as soon as possible. A lot of times, we get
radioed from different people like lifeguards and they have us come out
and pick them up so that the disease doesn’t spread throughout the rest of
the ecosystem.”


They find five dead birds rotting on the beach. They bury the maggots
because they could carry the botulism toxin and other birds might eat the
maggots. They shovel the bird carcass into a black plastic garbage bag.


“If they’re very fresh, this one, obviously not very fresh, but, if we get a
fresh one, we actually freeze them and they’re sent off to be tested
botulism, but, something like this we’ll just bag up until we can get them
incinerated to get rid of all the disease.”


The fresh carcasses are shipped to the National Wildlife Health Center in
Madison, Wisconsin.


There, Grace McLaughlin is among the researchers who are beginning to
put the puzzle together.

Here’s what they think is happening. The invasive species zebra mussels
and quagga mussels create huge mussel beds that begin a complicated
biological phenomenon. Organic matter collects there, and then decays. It
lowers the oxygen level in the immediate area of the mussel beds. Type
“E” botulism spores occur naturally, but when the oxygen level goes
down, they begin reproducing like crazy. The waste they produce is the
toxin.


“That toxin will accumulate in the organic matter as well as in the water
in the immediate vicinity of the mussel beds. As the mussels do their
filter feeding, they will accumulate the toxin in their tissue. They are not
susceptible to the toxin. However, when the fish start coming down
there and eating the mussels, they become intoxicated, lose their ability
to swim properly and become easy prey for the birds that come in.”


The fish that feeds on the mussels the most is another invasive species,
the round goby. Researchers made the connection when they noticed the
botulism started being a problem shortly after round gobies arrived in big
numbers.


The type “E” botulism toxin has killed tens-of-thousands of birds such as
cormorants, terns, loons, ducks, and seagulls.


Back at Presque Isle State Park, Mike Mumau says it’s terrible to see so
many birds die.


“We just do our best on our end to stop the botulism cycle. When we
can, provide samples, and also, keep it a positive recreational experience
for all our visitors. They don’t want to see birds decomposing and
rotting out on the beaches, so we’re pretty diligent with that.”


Researchers say that’s about the best that can be done. Since ocean-
going vessels brought zebra mussels, quagga mussels, and round gobies
to the Great Lakes, all three of the invasive species have flourished. It
will likely be a long time before we’ll ever begin to understand the full
extent of the damage to the native wildlife of the lakes.

If you swim or play on the beaches around the Great Lakes, you’ve
probably heard about ‘beach closings.’ At best, the situation is an inconvenience.
At worst, it’s a serious health risk for some people. That’s because the
beaches are closed due to dangerous levels of bacteria in the water.
Beach closures are not all that new, but Shawn Allee reports… the
science behind them could change dramatically in the next few years:

During the summer, dogs and their owners usually play together in the
water along this Lake Michigan beach, but today, several dog owners
scowl from the sand while their dogs splash around.


“It’s e coli day … it’s a hardship.”


This beachgoer’s upset, and like she said, e coli’s to blame.


Park officials tested the water the previous day and found high levels of
the bacterium. Missing a little fun on the beach doesn’t sound like a big
deal, but there’s more at stake than recreation.


Cameron Davis is with the Alliance for the Great Lakes, a regional
advocacy group.


“Beaches are most peoples biggest, tightest connection to the Great
Lakes, so when beaches close, they really impact our quality of life in the
region.”


And ultimately, health is at stake too. For a long time, scientists tested
beach water for e coli because it’s associated with human feces. That is,
if e coli’s in the water, there’s a good chance sewage is there too, and
sewage can carry dangerous organisms – stuff that can cause hepatitis,
gastric diseases, and rashes.


Sewage can get into the Great Lakes after heavy rains. That’s because
some sewers and drains can’t keep up with the flow, and waste heads to
the lakes.


For a long time, scientists thought human feces was the only source of e
coli in Great Lakes water, but a puzzling phenomenon has them looking
for other causes, too. Experts say cities have been dumping less sewage
into the Great Lakes in recent years, but we’re seeing more e coli and
more beach closings.


Paul Bertram is a scientist with the U.S. Environmental Protection
Agency. He says, we’re closing more beaches because we’re testing
them more often.


“But I don’t think it’s because the Great Lakes are getting more polluted,
and more filled with pathogens, I think we’re just looking for it more.”


If we’re finding more e coli because we’re testing more often, we still
have a problem. We still need to know where the e coli’s coming from.
Bertram says there might be another culprit besides sewage.


“There is some evidence that it may in fact be coming from birds, flocks
of seagulls, things like that.”


But some researchers doubt sewage and bird droppings can account for
high e coli levels.

A few researchers are sorting vials of water in a lab at the Lake Michigan
Ecological Research Station in Indiana.


Richard Whitman leads this research team. He says, in the past,
scientists could predict beach closings by looking out for certain events.
For example, they would take note of sewer overflows after heavy rains.
Whitman says researchers can’t rely on those triggers anymore.


“A large number, maybe even a majority of closures remain unexplained.
Today, we have closures and there’s no rainfall, may not even be
gulls, and we don’t know why the bacteria levels are high.”


Whitman has a hunch that e coli can grow in the wild, and doesn’t
always need human feces to thrive.


“This is my theory. E coli was here before we were. It has an ecology of
its own that we need understand and recognize.”


The idea’s pretty controversial. It runs against the prevailing theory that
e coli only grows in waste from warm-blooded animals, such as human
beings and gulls, but the idea’s also a kind of political bombshell.


If he’s right, it would mean our tests for e coli aren’t very accurate – they
don’t tell us whether there’s sewage around. After all, if e coli is nearly
everywhere, how can we assume it’s a sign of sewage?


“As a pollution indicator, you don’t want it to multiply. If it’s got an
ecology of its own, multiplying on its own, doing its own thing, then it’s
not a very good indicator.”


Whitman wants us to try other kinds of tests to find sewage. One idea is
to look for caffeine in the water. Caffeine’s definitely in sewage but it’s
not found naturally in the Great Lakes, but until we change our water
tests, Whitman will continue his work. He says we still need to know
how much e coli’s in nature and how much is there because of us.


Environmentalists want the government to keep a close watch on the new
science. They say we can’t let questions about the relationship between
e coli and sewage stop our effort to keep sewage and other waste out of
the Great Lakes.

The report by the Natural Resources Defense Council says the number of
closing or health advisory days last year was higher than ever in the
group’s fifteen years of record-keeping.


Throughout the region, there were about three thousand closing or health advisory days in 2004. They say that’s due in part to states monitoring more beaches more often, but also due to
increased sewage and stormwater runoff. Mike Shriberg heads the Michigan environmental group PIRGIM.


“Under the Clean Water Act, we should not be discharging raw or
partialy-treated sewage or, in fact, any polluted water into the U.S. What’s
happening now is we’re having a third-world solution to our sewage problems,
by allowing much raw or partially-treated sewage to flow freely into our
waters.”


The NRDC is calling for tougher enforcement of state and federal clean
water standards, and full federal funding of proposals to modernize sewage
systems along the Great Lakes and other waterways.

Some sanitary sewers are tied in with storm sewers. So when there’s a big rainstorm, or when there’s a fast snowmelt, all that water can inundate some sewage treatment plants. To tackle this problem, some treatment plants have adopted a practice known as “blending.” The excess sewage is re-routed around the slower parts of the treatment plant. The dirty water is then mixed with the water that’s been cleaned. It’s sometimes given a shot of chlorine, and then released into creeks, rivers, and lakes.


Kurt Heise oversees the operation of a sewage treatment plant on the Detroit River. He says the practice of blending is necessary in order to keep the plant from being overwhelmed.


“When you have a wet weather event, an extreme wet weather event, if we were to allow all of that combined water in through the normal process the treatment process would be ruined.”


Sewage blending has been around for a long time. To plant operators, it’s a necessary step in handling large amounts of dirty water. But to some people, blending is not seen as a good option. They want the practice to stop.


Instead, they say, cities should invest in their systems to make sure they can fully treat all the water that comes to the plant. Kurt Heise says, if his plant were required to do this, it wouldn’t make sense economically.


“It would almost result in doubling the size of our plant and spending just untold amounts of dollars for an event only happens a few times a year.”


Sewage treatment plant operators say you have to weigh the costs and the benefits before spending hundreds of millions of dollars on expanding the treatment plants. The decision of whether or not to allow blending has been left up to state and local regulators. But recently, the U.S. Environmental Protection Agency has weighed in on the subject. And ever since they suggested new guidelines for allowing blending, environmentalists have been critical of their plan. Mike Shriberg is the Great Lakes advocate for the Public Interest Research Group. It’s an environmental consumer activist organization.


Shriberg says the draft blending policy, the way it’s written now, is too broad. And will allow the practice of blending to become routine.


“Our fear is that when you’ve got a treatment plant that uses blending, they’re never going to upgrade to full treatment sewage. And so if a treatment plant is allowed to blend they’re not going to go up to full treatment capacity they have no incentive to do that anymore. It’s sort of the cheap way out.”


Sewage treatment operators say blending is better than seeing the raw sewage overflow into waterways. And they say it’s better than spending large sums of money to fix a problem that only occurs a few times a year. But critics say the EPA doesn’t have a good handle on how often blending is used, and what kind of health risks are associated with the practice.


Some initial studies have been done on blended sewage and how it might affect public health. Joan Rose is a water microbiologist at Michigan State University. She’s written a report on the health risks associated with blended sewage.


“So what I found was that if people were actually swimming in the water and there was a discharge of a blended sewage upstream, that their risk of getting sick, actually getting sick with a virus or a parasite was about a hundred times greater – when there was a blended discharge as opposed to if the water was fully treated.”


Rose says some of these viruses, such as Hepatitis-A, are highly contagious. At this point, there are no good estimates on how many people get sick from blended sewage each year. It’s never been studied, so the impact of blending on public health is unclear. Ben Grumbles is the Assistant Administrator for water at the EPA. He says the EPA is considering the billions of dollars at stake in expanding the nation’s sewer treatment plants versus the risk to public health.


“What we’re trying to do is to clarify what’s legal and what isn’t legal and to recognize the economic realities that sewage teatment plants face across the country in terms of their infrastructure needs, but foremost and above all what leaves the facility has to meet Clean Water Act permit limits.”


But the Clean Water Act permit limits don’t measure all the viruses, bacteria, and parasites found in blended sewage. And so some environmentalists and scientists say meeting the limits doesn’t necessarily mean protecting public health. Grumbles says officials are still reviewing the tens of thousands of comments they received after releasing the draft blending policy.


He says he doesn’t know what the final rule will look like, or if they’ll issue a rule at all. One thing is likely, if the policy is finalized the way it’s written now, it’s expected that environmental groups will take the EPA to court.

A typical summer day by the lake: SUVs pull boats on trailers. People saunter from an
ice cream shop to the city beach. Jet skis and water skiiers slice through the waves.
Carpenters raise trusses on homes being built into the remaining lakefront lots.


Just a few years ago it seemed towns like this were just for loggers and locals. But now
people are flocking to the lakes around the Midwest and staying there. And that’s putting
a strain on local sewer plants.

For 40 years, the treated waste water from the Boyne City, Michigan sewer plant has
been released into the big lake it was built on…Lake Charlevoix.


“It’s located right adjacent to a public swimming beach, park, marina and some valuable
waterfront property. We are only a block off the downtown district.”


Plant manager Dan Meads wants to stop mixing the end product with the water where
tourists and the locals swim and play. He tests daily for E. coli bacteria. He
doesn’t want anyone getting sick. But it’s still a concern, and there are other concerns.


In recent years, the United States Geological Survey has reported on new kinds of
contaminants that they’ve found in ground and surface water. The USGS says treated
wastewater from sewer plants can contain hormones from birth control pills, antibiotics,
detergents, fire retardants, and pesticides.


USGS microbiologist Sheridan Haack says the effects of all these compounds are still
unknown. Most are found in tiny quantities, but combined they could cause any number
of chemical reactions.


“There are many different chemical structures and it would be very difficult to state for
all of them what we would actually expect the environmental fate to be and how they
would actually be transported through the environment.”


Haack says the medicines people take don’t disappear. They eventually leave the body
and are flushed down the toilet. Those drugs have been tested for safe human
consumption, but the question is: what happens when those chemicals are mixed in with
industrial waste, accidental spills and nature’s own chemical processes? Haack says they
just might come back around to hurt humans, fish and wildlife.


The Boyne City solution is to build a new wastewater treatment plant two miles from the
beaches up the Boyne River. Officials say contaminants will be diluted by the time they
flow back down into Lake Charlevoix.

Larry Maltby volunteers for a group called “Friends of the Boyne River.” The group
doesn’t like the city’s plan to discharge treated wastewater directly into the river. It wants
them to consider some non-traditional methods. They say the new sewer plant could run
a pipe under a golf course or spray the treated water on farm fields… or let it drain into
wetlands to let nature filter it out.


“It will seep into the soils which are very sandy and gravelly underneath the golf course
and then the filtration through the ground will have a great deal of effect of continuing to
purify that water. Much more so than it would be with a direct deposit, straight into the
surface waters of Michigan.”


Lawyers for the Friends of the Boyne River have appealed to the state dept of
environmental quality and filed a lawsuit.


But wastewater treatment plant manager Dan Meads says the city doesn’t want to please
just one group and end up angering another…


“There isn’t any guarantee that you can satisfy everybody. We think we have the best
option available.”


As municipalities are short on funds and personnel, they don’t want to wait for decades
for the perfect solution. Still, nobody wants any amount of pollution to affect their home
or their recreational area.


Sheridan Haack with the USGS won’t take either side in this dispute. She says not only
are the dangers from contaminants unknown, the best way to deal with them is unknown.


“I am not aware of any consensus in the scientific community on the nature or types of
treatment for this broad range of chemicals.”


In the meantime… communities such as Boyne City have the unenviable task of trying to
dispose of their residents sewage without polluting the beaches, the fishing, and the
environment that brought folks there in the first place.

High levels of bacteria in the water can make swimmers sick. Cameron Davis is with the
watchdog group, the Lake Michigan Federation. He says more can be done to stop the
contamination if sewer plants are improved and if beach visitors were more aware that
leaving food waste and feeding gulls and geese adds to the problem. That’s because the
birds defecate more, causing higher levels of bacteria along the shore.


“So, we’ve got the sewage treatment agencies saying ‘Oh, no. It’s the geese and the
gulls,’ and we’ve got the people feeding the birds saying ‘Oh, no. It’s sewage treatment
plants.’ So, you can see, it’s a combination of sources and there are things — I don’t care
what anybody says — there are things we can do to help solve the problem with all those
different sources.”


Davis says local governments need to start identifying and eliminating those sources of
beach contamination, starting with improving sewer plants and getting people to clean up
after their visits and to stop feeding wildlife at the beaches.

It’s a breezy, sunny day. People at this beach on Lake Michigan are trying
to slip in one more day of sun and swimming before it gets too cold. As they
hurry to the water’s edge, many of the visitors don’t seem to notice the
two bulletin boards they pass. They explain that bacteria levels on this beach
are sometimes too high for safe swimming.


About six times a year the Indiana Dunes State Beach here near Michigan
City, Indiana is closed because of high counts of e-coli bacteria. The
bacteria sometimes make swimmers sick. Symptoms include nausea, vomiting,
and fevers. The bacteria can cause rashes and infections. The beaches are
closed as a precaution when the e-coli levels are found to be high. But… in
reality closing the beaches might do no good at all.


That’s because it takes 24-hours to incubate test samples taken from the
water. So, that means the beach could be closed today because of
yesterday’s samples. Even though today the problem is past.


Doug Wickersham is the property manager of Indiana Dunes State Park. He’s
not happy with the 24 hour delay in testing for e-coli.

“No, it’s not a perfect system, but it’s the best we got at this
point, 24 hours. And it is frustrating ’cause you know when you are closed
the water may actually be clean and fine at that time. What you’re actually
testing is the day before and it may have been bad and you may have been
open.”

Where Great Lakes beaches are tested… they’re tested using this method.
One scientist who’s researching e-coli on Great Lakes beaches says the 24-
hour test is just about useless.

“That’s absolutely correct. We don’t have an adequate— in my
opinion, do not have an adequate way of warning visitors.”

That’s Richard Whitman. He’s station chief at the US Geological Survey’s
Lake Michigan Ecological Research Station. He says not only is there no
quick way to test for e-coli bacteria. But he says it’s probably the wrong
thing to use to try to gauge water quality.


“We are closing beaches using the wrong tool to close beaches.
E-coli is probably very poorly suited as a good indicator of water quality.
The more we learn about it, the less confidence I personally have in its
ability to predict the quality of the water that we’re swimming in.”

The problem is one of cost. For years, water officials have tested for
e-coli, not so much because it might make people sick, but because the test
was cheap, and it was an indicator of potentially much bigger problems. It
was thought that e-coli was found primarily in human waste. So, if e-coli
were present, officials felt confident that sewage would be nearby as
well. Sewage can contain pathogens potentially much more harmful than
e-coli.


But.. after many years of testing, the researchers are finding that e-coli
is present in much more than just human waste. In fact, e-coli are a natural
phenomenon. Researchers have found feces from mice, rats, and other
animals
also contain the bacteria. So, when the rain washes over the land, it picks
up those bacteria and carries them to the lake.

“The sand harbors e-coli naturally and then there’s a lot of bird
feces, sea gulls and sometimes geese, depending on where you’re talking
about, that can get re-suspended and cause beach closures.”

That means even when the great lakes were pristine, there were
probably background levels of e-coli bacteria in the water.


Whitman says it might be better to test for other bacteria, or chemicals,
or pathogens that scientist know are unique to sewage, but those tests are
much more expensive than testing for e-coli and often take just as long.


So for now, the beaches still have to close when the e-coli count exceeds
the EPA standards. To do that job better, researchers such as Whitman
are trying to put together predictability models. In other words, they’re
trying to forecast when e-coli will be high so the beaches are closed when
there’s actually a risk, not the day after.


Meanwhile, most swimmers here at Indiana Dunes State Beach seem to be
unaware of the problem.


Matt Swartz has brought his family to the beach. His two boys are
splashing in the water and playing in the sand. Swartz says he didn’t read
the bulletin boards outlining the e-coli risks. He was surprised to hear
about them, but not alarmed.

“I don’t know; I just think sometimes you take thinks for granted and
you just think everything’s safe. You know, it looks so nice and you just go
