in landfills. Emma Jacobs
takes us to one hard-hit
neighborhood, where one house

Last year, at age 20, Megan McNally bought a house.

”This is the front room. Um, this is gonna be the bathroom. Doesn’t look like much now. It’ll get there.”


Not just any house. She wanted to find a project in this neighborhood to tie to the environmental science she studied during the year.


While home from college for a summer, McNally had been working with a nonprofit, Buffalo Reuse. It works in a neighborhood of East Buffalo with rows of abandoned homes. She paid $3800 dollars at the city’s foreclosure auction for a small, wood-frame house that had been vacant for three years.

“I really wanted to help some effort in Buffalo and so I was trying to brainstorm and I sat down with Michael and we sort of came up with this idea of buying a house.”

Michael is–Michael Grainer, who runs Buffalo Reuse. We make a coffee run and he tells me this neighborhood is part of a city whose population has shrunk by half.

“What we’re trying to do is to build a base of projects that are undergoing some kind of transformation and also lots that are undergoing a transformation.”

McNally’s house looks like it’s in good shape, but it had also taken a lot of abuse.

“On the outside, it looks really great. You could move in tomorrow. But as I came in here the first weekend it was leaks that people didn’t take care of. There was…this floor we had to cut out because it was all rotted from black mold.”

McNally had no prior knowledge of home repair. Transforming this house soon escalated as she found she would be replacing the plumbing and heating. But in some way, she’s also found her lack of experience to be an asset in recruiting help.

Ken Hicks is helping to measure out a part for a radiator in the front room. He turned up near dusk one day last winter. McNally was under the house checking the foundation, and Hicks, a construction worker was helping out the owner next door. He saw her feet sticking out from underneath. When she crawled out they started talking.

“It was a big joke, you know. We went back and forth and I said, you know, it was just so weird to see you in that situation and that situation and that predicament. And we just started from there,”

Slow work during a down economy means Hicks spends more time on volunteer jobs. He’s become one of the main people McNally turns to with questions about plumbing and carpentry.

“Being really young, you can ask a lot of stupid questions, and people go, ‘Oh man, this girl,’ but then go on and like, answer it in a way where maybe they wouldn’t be so open with somebody else.”

“Anything you can possibly do wrong has been done has been done in this house. But all those things that I’m talking about are now corrected, and there’s so much more knowledge here.”

There’s still months of work left, but McNally knows she will be living here soon. She has learned both a lot of construction skills and a lot about teaching, herself. She holds workshops to help the neighbors who are left take on their own properties. Her house, still unfinished, is a good training ground for beginners. McNally also realized people are less afraid to approach her with their questions than the experts she first had teaching.

“It’s hard putting things together. And, I don’t know, there’s been times where you just want to sit down and you get so frustrated that you don’t know how to do something that I think it’s really important to have people there who say, whatever, it’s ok and it’s ok that you don’t know everything, because you know, once you figure it out or ask questions, or just do it (laughs) and hope that things work out for the best, they usually do.”

Co-Ops Get Bikes Road Ready

Partly because of the economy, bicycles are becoming more popular now with adults. Dana Goldman reports a growing number of bike cooperatives is giving hands-on lessons about how to make old bikes road-ready with the help of some used but still-usable parts:

Partly because of the economy, bicycles are becoming more popular now with adults. Dana Goldman reports a growing number of bike cooperatives is giving hands-on lessons about how to make old bikes road-ready with the help of some used but still-usable parts:

Matari Yumoja isn’t the typical bicyclist – yet.

He’s young, African American, and lives in the suburbs.

But on a recent weeknight, he was in the city hauling around his un-ridable hand-me-down bike. And trying to figure out how to get it working.

“Ever since I got it, its been looking that weird. The metal part of the wheel is really bent. It’s got a lot of issues right now. I definitely need new tires.”

In fact, Matari’s bike tires kinda looked like they’d been run over – more than once. Matari didn’t know how to fix them, and didn’t have money to spend at a bike shop. But on this clear spring night, none of that mattered.

“We are working on – what’s your name? Matari’s bike. And I’m Big John.”

“Big John” Brazwell is a regular at the Sopo Bike Cooperative in East Atlanta.

Sopo is one of more than a hundred bike co-ops that have opened around the country over the last few years. They’re do-it-yourself community centers with tools and used, donated, and salvaged parts.

People like Matari can learn to take old wheels, or handlebars, or seats and put them on other bikes. They end up with a functional bike that’s cheaper – and more unique than what they’d find in a store.

“The frankenbike is an industry term to refer to a bicycle that’s put together out of parts.”

Rachel Speewack is the founder of Sopo.

“Usually parts salvaged from bikes that aren’t functional any more. So it’s a term of endearment for one bike put together out of many.”

Speewack likes her Frankenbikes, and the bike coop model because they help people who want to start biking but don’t know where to start – like Matari Yumoja. And bicyclists like Big John are more than happy to teach what they know.

“Dude, we have to go in and find you a rim, because that one’s bent.”

“That’s what my biggest fear was.”

When Sopo opened 3 and a half years ago, Rachel Speewack couldn’t have known gas prices get so crazy – or that the economy would tank. But in car-centric, sprawling Atlanta, she and a few friends wanted to show that bikes could be a cheap, environmental, and practical.

We’re a community of people who already had our eyes on what gas prices were doing and the actual cost of being car dependent. To us the gasoline crisis was already here. And we wanted to do something proactive about it.”

When gas prices went up last year to more than $4 a gallon, Speewack watched as the number of visitors to its donations-only shop grew and grew. Just about everyone was looking for an option besides driving.

Now with more people out of work and pinching pennies, Sopo’s seeing even more people coming in with their bikes, looking for help.

During January and February, 275 people came to Sopo – even though the shop’s only open a few hours a day. Some came in a few times every week. But the bike coop’s popularity doesn’t really surprise anyone, including Speewack.

“We figure: how many people have a bike? Most everyone. How many have ridden them recently? Not many. Why is that? Flat tire, the brakes are kind of out. Minor repair issues. There’s an infinite supply of discarded bike parts and an infinite need for transportation and a lack of money. That’s where we come in.”

And there’s so much demand and interest it’s not just Sopo that’s coming in. New bike coops are still opening around the country – even in cities that haven’t always been seen as friendly to human-powered transportation in the past.

But these days all the co-ops – whether new or slightly less new – are happy to watch people who came in carrying their bikes leave riding them. After all, those same people often come back and help someone else looking for a new start on an old bike.

Business Booming at Repair Shops

Not too many people are buying new cars these days. But that’s not all bad news for auto dealers. Julie Grant reports that more car owners are starting to spend money on repair and maintenance:

Now there’s a sound you don’t hear every day anymore. Especially at a car dealership. It’s construction.

This Toyota Dealer in Kent, Ohio is in the midst of a 12-million dollar expansion.

Sales manager Joe Marken says they’re renovating the repair and maintenance garage. That’s where he’s starting to see the most growth.

“People are looking at, ‘do I want to encumber myself with a 60 month payment of some sort, or do I want to spend X and know that I can get a year or two more years out of whatever I’m doing?'”

Marken says lots of people don’t know if they’ll have a job in the next year or two.

The National Automobile Dealers Association expects more people to spend money on parts and service nationwide this year.

They say there’s an upside – maintenance improves gas mileage and resale value of the vehicle.

Stimulus Money to Save Water?

The group is called the Alliance for Water Efficiency. It’s made up of plumbing manufacturers, contractors, city water systems, and enviromental groups.

They want about ten billion dollars of the economic stimulus package to go to shovel-ready projects that conserve water.

Alliance board member Susan Stratton says the work could include everything from century-old city water pipes to replacing many older, water-wasting toilets in private homes.

“This requires the skills of a plumber and it requires retailers and wholesalers to deliver products. These are things we know how to do. There are people in the work environment who have these skills and can ramp up pretty quickly.”

Stratton says cutting water use would also save energy by reducing power use at water utilities.

Their twists and turns have been
turned into straight channels.
Their banks have been washed away.
And pollution is still flowing off
farm fields and city streets. Fixing
these rivers is a big challenge. A lot
of the land that rivers run through is
privately owned. So that means – to
fix a river, you often have to work with
landowners. Rebecca Williams has the story
of one group that thinks they’ve found
the secret to winning people’s trust:

of the land that rivers run through is
privately owned. So that means – to
fix a river, you often have to work with
landowners. Rebecca Williams has the story
of one group that thinks they’ve found
the secret to winning people’s trust:

Di Rau is the fourth generation of her family to farm this land in Northern
Michigan. Her grandpa homesteaded the land and set up a sawmill.

“It was the primary industry – I mean there was logging camps just
everywheres you turned.”

Back then the rivers were the only way to get those logs downstream. But
years of rolling logs down the bank into the river were causing serious
erosion. Huge trees were crashing into the water.

Rau says she didn’t know any of her family’s legacy until one day, when a
local group gave her a call. The more she learned about the problems, the
more she felt, well…

“Guilt! (laughs) Because of my ancestors. It’s like practicing medicine. It’s
always evolving and you don’t really know lots of times what you’re doing
wrong until another generation comes along and tells you this is what
you’ve created. Then it’s like okay let’s do something about it.”

So Rau let construction workers on her land. And now, ten years later, she
says it’s beautiful.

“Go down and just listen to creatures. You have deer come splashing
through, we have a bear around here, he likes to visit, couple bobcat.
There’s a lot of wildlife – it’s pretty cool.”

The woman who won Di Rau over is Kim Balke. She’s a biologist with the
group Conservation Resource Alliance. She says working with Di Rau was
pretty easy. But not everyone opens their doors so quickly.

There was the divorced couple who still owned land together, the fighting
brothers, the neighbors who nobody liked.

“Other people have said you know don’t go to their house they’ll greet you
with a shotgun!”

So far, no shotguns. Balke says she’s learned not to listen to what neighbors
say about each other. She approaches each person one by one, and talks to
them about what’s at stake. Her sales pitch? We’re just here to help – and
hey, we’ll pay most of the bill.

“You know a lot of our projects are erosion control, when banks are
completely falling into the stream – landowners, it’s not hard for them to
realize they’re losing property.”

But Balke says, still, you can’t just rush in and tell people what to do. She
says it can take months or even years to warm homeowners up to the
project.

That’s because fixing rivers is serious work. If a riverbank is eroding or an
old bridge is falling into the water, we’re talking about heavy construction
equipment. You have to be willing to have bulldozers and port-a-johns on
your lawn for a long time. And you might have to lose a tree.

“Things can look a little rough when you’re doing construction and some
people are a little worried about change.”

Balke says she just takes her time. She sends letters, sits down for coffee,
lets people think it over.

And it’s not just homeowners who Balke’s group needs to win over. There
are road commissions, tribes, sportfishers, and environmentalists. People
who sometimes just don’t trust each other.

Amy Beyer directs Conservation Resource Alliance. She says her group has
gotten all those people together.

“Yes they have been historically mortal enemies and that doesn’t mean all of
the baggage falls away but I can tell you it feels awfully good to go around
the circle when we complete a project and hear all the different voices and
how they’re celebrating that success.”

Beyer says this is not a quick and easy process – it can take years to get
people to actually find some little thing to agree on. But she says you can
fix a river without ever going to court.

The Great Lakes Radio Consortium’s David Sommerstein climbed eight stories down to the bottom of one lock on the St. Lawrence River to see how it’s going:

Lakes and the Atlantic Ocean. While the Seaway is closed in winter,
workers empty the locks of their water for annual maintenance. The
Great Lakes Radio Consortium’s David Sommerstein climbed eight stories
down to the bottom of one lock on the St. Lawrence River to see how
it’s going:


If you’ve never seen a lock before, it’s basically a long, concrete channel filled with water. A freighter goes in one end. Gates close in front and behind it, so the water level can be raised or lowered to move the ship up or down, and out the other end.


Here, that channel’s empty and dry and you can see how huge this lock really is. I get a queasy feeling as I ease onto the steep metal stairs. I can see the lock floor 80 feet below me. Maintenance director Jesse Hinojosa radios down to the bottom. He says workers lose track of how often they climb the stairs.


“We should get a good count of that. They go up and down all day long on it.”

I take it step by step. There’s a temporary roof overhead. The only light comes from floodlamps.
The lock gates are open so they can be worked on, so at one end of the lock are stoplogs – stacked steel that temporarily keeps the river out. Still, some water rushes through and has to be pumped out.

Paul Giometta tops off the fuel tank of one of 10 furnaces that heat the area. He wears a fleece hat and big yellow boots. During the shipping season, he helps guide freighters’ in and out of the lock. But in the winter, he shifts to a totally different line of work.


Giometta: “Chipping concrete, stuff like that, painting, whatever has to be done.”


Sommerstein: “It’s an old lock, there’s a lot of chipping concrete.”


Giometta: “Oh, yeah, there’s no end to that. What you fix today, years later you start all over again.”


Winter maintenance has been an annual job on this lock since the Seaway system opened in 1959. The scale of the work is almost impossible to wrap your mind around. To raise or lower a freighter, the lock flushes 22 million gallons of water in just 7 minutes. It uses gears, valves, tunnels, and huge gates to accomplish the task. Most of that equipment is original, now almost 50 years old. Every winter, it all has to be checked out and tested. Some parts are replaced.


Tom Levine directs the Seaway’s engineering department. He points to the lock’s crumbling concrete walls. He says that’s one of the biggest problems.


“The bad stuff, where the bad concrete is, you take a hammer, it sounds like a hollow wall, and these walls where you’re looking at are like 60 feet into the backfill. I mean, solid concrete, I mean, you wouldn’t believe it.”


Albert Jacquez holds his hardhat and looks up at the walls. He’s the St. Lawrence Seaway’s U.S. Administrator, based in Washington. His demeanor is like that of a homeowner wincing at his rickety porch or rotting roof.


“Well, what I see is a system that has worked well for half a century, but that in the near future needs a major overhaul.”


There are 22 other locks in the Great Lakes-St. Lawrence Seaway system. Most are owned by Canada. A binational study is underway to answer a critical question: how much will it cost to keep repairing all these locks and other infrastructure so they work for another 50 years? Jacquez says the answers the study finds could determine whether the Seaway gets a facelift or is left as is until it fails.


“Whatever those decisions are will be what they are, whether it’s ‘we’re gonna invest or we’re not gonna invest’, but they at least need the baseline numbers so that they know what they have ahead of them.”


But the study has been delayed. Lawmakers will have to wait at least a year longer than they expected because the project is so big. And President Bush has cut funding for the study in his budget plan by more than a half, which could delay it even further.


Meanwhile, keeping the Seaway open becomes more of a challenge every year. Jacquez says it’s like an old car.


“As it ages, we have to spend more and more time on it because we have more work to do.”


And workers face a hard deadline. Before spring shipping begins, where we’re standing will be flooded under 30 feet of water, so the lock can be ready to welcome the first freighter of the season.

Major Dock Corrosion Stumps Officials

Corrosion is eating away at the steel walls that hold one of the Great Lakes’ busiest harbors together. The corrosion is unlike anything known to be happening in any other Great Lakes port. But other port officials are being encouraged to take a closer look at their own underwater steel. The Great Lakes Radio Consortium’s Bob Kelleher reports:

Corrosion is eating away at the steel walls that hold
one of the Great Lakes’ busy harbors together. The
corrosion is unlike anything known to be happening in
any other Great Lakes port. But other port officials
are being encouraged to take a closer look at their own
underwater steel. The Great Lakes Radio Consortium’s
Bob Kelleher reports:


Some kind of corrosion is eating away at the Duluth
Seaway port’s docks. The docks are those long
earth-filled metal rectangles where ships from around
the world tie up to load and unload. Those docks are
lined with sheets of steel, and the steel is rusting
away. Jim Sharrow is the Duluth
Seaway Port Authorities Facilities Manager.


“It’s corroding quickly – much faster than people expect
in fresh water. And our main concern is that we’ll lose
the integrity and the strength of the dock long before
expected, and have to do steel replacement at $1,500 or
more per lineal foot, much earlier than ever would have
been expected.”


Corrosion should be a slow process in Duluth’s cold
fresh water. But, Sharrow says, there’s evidence it’s
been happening remarkably quickly for about thirty years.


“What we seem to see here is corrosion that started in
the mid 1970s. We have steel that’s 100 years olds
that’s about as similarly corroded to steel that is 25
to 30 years old.”


It’s a big problem. There’s about thirteen miles of
steel walls lining docks in the harbor that serves
Duluth, Minnesota and Superior, Wisconsin. There’s half
again as many feet of wooden docks, held together with
steel pins. There’s corrosion on the legs of highway
bridges and the giant
steel ore docks that ship millions of tons of taconite
– a type of iron shipped to steel mills in Gary,
Indiana and Cleveland, Ohio.


“We characterize this as a 100-million dollar problem in
the harbor. It’s a huge problem, and what is so odd
about this is that we only see it happening in the
navigational area of the Duluth-Superior Harbor.”


The harbor links the St Louis River with Lake Superior.
Go a few miles up the river and there’s little corrosion
. So it doesn’t seem like the problem’s there. But, back
in the harbor, at the current rate of corrosion, Sharrow
says, the steel will fail quickly.


“I figure that in about 10 years at the current rate,
we will have to start replacing steel.”


“Particularly marginal operators could decide rather
than repair their docks it would be better for them to
go out of business, and we’re hoping that that isn’t
the case here.”


While the cause is a mystery, there’s no shortage of
theories. It could have something to do with stray
electrical voltage; water acidity; or the kinds of
steel manufactured in recent years. Chad Scott
discovered the corrosion in the late 1990’s. He’s an
engineer and a diver. Scott suspects
a micro-biological connection. He says there might be
something growing in small round pits that form on the
steel.


“We cleaned up the water. That’s the main thing –
that’s one of the main changes that’s happened since
the 70s, is we’ve cleaned up our water. We’ve cleaned
up our harbor, which is a good thing. But, when we
cleaned things up we also induced more dissolved oxygen
and more sunlight can penetrate the water, which tends
to usually promote more growth – more marine
microbiology growth.”


A team of experts met in Duluth in September to share
ideas. They came from the U.S. Navy, The Army Corp of
Engineers, and Ohio State University. And they agreed
there’s something odd going on – possibly related to
microbes or water chemistry. They also recommend that
other Great Lakes ports take a closer look at their
underwater steel. Scott says they at least helped
narrow the focus.


“We have a large laundry list right now. We want to
narrow that down and try to decide what is the real
cause of this corrosion. And these experts, hopefully,
will be able to get us going on the right direction,
so we can start doing testing that will identify the
problem.”


With the experts recommendations in hand, port
officials are now planning a formal study. If they
do figure out the cause, then they’ve got to figure
out how to prevent it. They’re in a race with
something, and right now they don’t even know with
what.

When you go to get new tires, or to have them rebalanced, the mechanic often
attaches lead weights to the wheel rims. The weights help ensure a smooth
ride and make sure tires wear evenly.


But two recent studies found some of these wheel weights fall off. The
researchers say that adds up to 275 tons of lead dropped onto roads in the
region every year. One of the studies found the soft metal gets ground up
and deposited near curbs.


Jeff Gearhart is with the Ecology Center. His group is concerned the lead
dust could be tracked into homes and washed into water supplies. So the
group is working with tire retailers to switch to non-lead wheel weights.


“Lead, in commerce, being used in a way where there’s exposure, is something
we should move away from. The European Union has banned the use of these
weights and we think that that is going to be needed in the U.S. as well.


Gearhart says the Ecology Center will help retailers cover the cost of
switching to non-lead weights.
