Women who consider themselves feminists might be shocked to hear what some are calling the new wave of feminism: women heading back to the kitchen – and the garden. Julie Grant reports:

Women who consider themselves feminists might be shocked to hear what some are calling the new wave of feminism: women heading back to the kitchen – and the garden. Julie Grant reports:

When Shannon Hayes was finishing her PhD, she made a list of all the female professors she’d ever had. There wasn’t one who had tenure who was also married with children. Hayes wanted a husband and family, and realized that if she wanted a big university job…

“I was not going to have these things. And they were as important to me as having a career. In fact, in truth they were more important to me.”

So, much to the dismay of her PhD committee members, she headed back to the northern foothills of the Appalachian mountains near the family farm where she grew up. She bought a teeny house with her husband. People whispered. What had gone wrong?

Once there, Hayes couldn’t even get a job interview. To make things worse, her husband lost his job two weeks after buying the house. So, they fell back on their domestic skills.

“Well, if something broke, we fixed it. If something ripped, we mended it. I was very good at canning, so any food we didn’t grow on the farm or didn’t grow in our gardens I wold go to the local farmers when it was in peak season and I would can it, freeze it, lacto-ferment it.”

Hayes says her idea of success changed. Spending time with her parents and children, cooking family meals – those are her successes.

And she’s found that more people are realizing the power of homemaking.

Hayes has now written a book called Radical Homemakers – which profiles twenty families that are saying “no” to regular jobs, and are instead raising chickens and growing veggies.

Hayes says homemaking is a new route for women who consider themselves feminists.

“I think that a lot of feminists are realizing that the family home life is extremely important. I do think that this is part of the next wave of feminism.”

One feminist blogger asked with disgust:
Are you telling women to get back in the kitchen?

Traditional feminists don’t like the sound of this one bit.

Brittany Shoot is another feminist blogger. She’s concerned with calling homemaking feminism. Shoot writes about eco-feminist issues for Bitch Media and The Women’s International Perspective. She says just because some women are doing it, does NOT make it feminism. She says Hayes’ message could be considered a step backward for women.

“I can’t imagine saying to my grandmother, ‘I’m going to stay home and just hang out.'”

Shoot says her grandmother struggled to attend university, and didn’t have nearly the choices Brittany has for a career. She would want Brittany to make the most of her opportunities.

“We’ve come so far. Why would you make this decision when you have the ability to have a career that may not only be lucrative, but fulfilling.”

But Shannon Hayes says we’ve been conditioned to want the money and status of a big job and that’s proving to be as empty for many women as it is for many men.

Hayes says being a housewife in the ‘50s and 60s was limiting. Back then, when Betty Friedan wrote The Feminine Mystique, women were depressed by their role as homemakers. Women were losing their own identities to serve their husbands and children. But Hayes says women today are losing their identities to the workplace. She also says corporations have largely taken over in the home.
She says when women left the kitchen to join the workforce, that’s when everyone started eating processed, unhealthy foods.

“I think everybody should get back in the kitchen, not just women. But that’s because I don’t think you should be buying processed foods, and I don’t think you should be supporting industrial agriculture, and don’t think that you should be supporting food traveling thousands of miles.”

Hayes says becoming a homemaker isn’t abandoning feminism, it’s redefining it on her own terms. She’s sharing homemaking with her husband… and both are finding more balance between home life and work.

You might call Lake Huron the forgotten Great Lake. There are no major cities on its shores. It doesn’t get the media attention the other four Great Lakes do. But its problems are just as bad or worse. Rebecca Williams reports a new documentary tells the story of Lake Huron’s struggle with dozens of alien invaders… and the biologists and fishermen who are trying to reclaim their lake:

The documentary Lake Invaders is a cautionary tale about opening the door to strangers. It tells how Lake Huron was opened up to alien invasive species. The film paints fish biologists as the heroes rushing in.

“Seems like it always has to wait until it’s at a disaster level before you know, we can start fixing it… we’re constantly putting out these biological fires, running from fire to fire, to try to keep them under control. We have to find another way to approach this.”

More than 180 non-native species have gotten into the Lakes… and some of them have turned everything upside down. Long, slithering, blood-sucking parasites called sea lamprey were the first to get in. They slipped through a canal that connects the Atlantic Ocean and the Great Lakes. Lamprey killed off most of the big predator fish in the Lakes.

Then… came the alewife. Since the lamprey had taken out the top predators… there was nothing to eat the invading alewives. In the film… biologist Jeff Schaeffer explains how the small fish took over the lakes.

“At that time over 90% of the fish biomass of Lake Michigan and Lake Huron was probably dominated by the exotic alewife. One of my colleagues refers to the Great Lakes at that time as alewife soup.”

Suddenly… there was a major stinking mess. Each spring, hundreds of millions of dead alewives washed up on shore and rotted. Not the best thing for tourism.

Filmmaker John Schmit says he was surprised to learn what happened to the lakes next.

“The funny thing about the Great Lakes is there’s Pacific salmon in them.”

Schmit says biologists brought in millions of salmon from the Northwest to control the alewives. The crazy thing is… it worked. In the film we see how a 4 billion dollar sport fishing industry was born. And the native fish of Lake Huron were pretty much forgotten about.

The salmon fishery boomed for decades. Until the alewives crashed in 2003.

Fisher Doug Niergarth says then… the salmon started starving.

“Two years ago we saw some monster salmon heads that were sitting on little dwarfed bodies. And it was the ugliest thing and rather nasty. Just skinny and withered away. It was the nastiest thing you ever done seen.”

The fishing industry started slipping away. Marinas just scraped by. Tackle shops and motels closed. People finally realized there was something wrong with the lakes.

John Schmit says he wanted to make this film to show how even the smallest invader could mess up everything… both the delicate balance of life in the lake and the people who fish it and depend on money from tourism.

“Lake Huron has been the most impacted by the newest invaders. My personal concern, my investment in the Great Lakes and making this documentary is for people to be aware of the kind of damage invasive species can do to these huge lake systems.”

He says his film Lake Invaders is an example of what invasive creatures can do… not just to Lake Huron… but any ecosystem.

Food Safety on the Farm

More than year ago peanut butter made in the southern U.S. sickened hundreds of people and killed as many as nine.
The outbreak set off a scramble to make food safer and the impacts are starting to be felt on the farm.
But it’s not clear how much the push for “food safety” will change anything.
Peter Payette reports.

The government is not requiring farms comply with its safety rules yet, but some grocery chains and food distributors are.

Chris Alpers runs two farms in northern Michigan that grow both cherries and apples.
He figures he’ll spend $7,000 getting them certified.
When asked if that will make his fruit any safer he pauses.

“That’s a hard one to answer. I don’t think we’ve had any issues in the past, nor would we if we continue the way we are currently doing things. But I guess the possibility is there that something could happen so certain things they are requiring us to do might make the fruit a little safer I suppose.”

In fact, nobody has ever heard of this region’s main crop making anyone sick.
It’s hard to imagine tart cherries being a little safer.
They grow well off the ground. They’re not picked by hand and are soaked in water on the way to be processed.
Nevertheless, growers along the coast of Lake Michigan will line up this summer to pay inspectors ninety-two dollars an hour to make sure they’re following a list of rules.

These include things like making sure workers only water drink in the orchard and that they wash their hands properly.
Nobody complains the rules are unreasonable.
But Dave Edmondson says they’re impractical.

“They want me to sign a piece of paper that this is going to happen every single day. I can’t guarantee that!”

Edmondson says he’s happy to run his farm according to the new rules but there are limits.

“It’s like the Indy 500 come harvest time. You have to focus on the movement of the fruit and taking care of it.”

There’s also concern in this region about what new rules might do to the growing number of small farms.
There’s a trend here of farmers growing food to sell locally rather than for processing or to ship cross-country.
There’s even a distributor that supplies area restaurants, schools and grocers with local food.
That company, Cherry Capital Foods, is not requiring its farms be certified.

The manager Evan Smith says he doesn’t want to see the local food movement killed with new costs and paperwork.
Smith says they visit farms they work with and he thinks small farms selling to neighbors are not the problem.

“That’s not to say it can’t be better but I’m not sure we’re going to see a significant change in the amount of food-borne illnesses or a decrease in those because quite frankly we’re not seeing that occur right now.”

Still the dangers of a tomato or spinach leaf making someone sick are real.

That’s why Don Coe says it will be better if everyone tries show their farms are clean and safe.
Coe owns a winery and is a Michigan agriculture commissioner.
He says one illness caused by a small farm selling locally would smear the movement.

“That’s my concern, is that we have to have an acceptable level of compliance with good food handling systems. We have to back it up with some kind of inspection service. It doesn’t have to be as rigid as foods going into the major food channels.”

The U.S. Congress might soon decide who needs to pass what sort of safety tests.
Under legislation now pending a farmer selling a few bags of spinach at a farmers market could be subject to the same standards as huge processing plant.

Fights Over Parkland

which highlights a problem facing
many cities:

Eliza Howell Park is an oasis from the blight, traffic, and hard-knocks neighborhoods that surround it. At almost 140 acres, it’s one of Detroit’s biggest parks. It has woods, and trails, and a pair of rivers that come together at the south end.

But it’s also got some problems.

“Those little red posts, that’s actually a picnic table. It’s all gone, people have stolen, broken everything. All the sewer grates in the park have been stolen. They maintain nothing.”

That’s Ken Cheyne. It’s his grandfather who deeded this park to the city more than 70 years ago, with the requirement that it be used “for park and recreation purposes.” Now, he says, the city has virtually abandoned it.

“There’s been burned out cars in here. On the south end there was a boat for over two years. Just this old, awful, derelict, broken boat.”

The city has also barricaded the park’s entrances at times. Cheyne says that also signals abandonment. But it’s open to traffic today. As Cheyne drives around the park, he’s got to steer around huge potholes in washed-out parts of the road. People have dumped trash in the park. And the grass is waist-high.

Cheyne says all this adds up to neglect. So he’s asking a judge to give the land back to the family. And Cheyne, who’s a developer, says, if that happens, he wants to build new retail stores on the land. He also says he’ll keep part of it a park that the public can use. But he says he’ll pay to have it maintained so it’s much more attractive than it is now.

“It’s a land grab.”

That’s Larry Quarles. He’s the head of a group formed to help fight Cheyne’s effort.

“It’s pure and simple. If the land goes back to him, he’s going to develop it and this park is gone forever. Kids from now on will never have a chance to play in this park. It’s the wrong thing to do just because this city has fallen on hard times.”

And Detroit is not the only city struggling to keep up its obligations when it comes to maintaining parks and vacant land.

“It’s happening all over.”

Robin Boyle is a professor of urban planning at Wayne State University.

“Many of these cities are facing similar problems. Nothing quite to the scale of Detroit. The story of what’s happening in places like Flint in Michigan, or Youngstown in Ohio – and these are just the poster children for this challenge.”

Last summer, the mayor of Toledo, Ohio asked residents to bring their lawnmowers to city parks, and spent several Saturdays cutting park lawns himself.

A recent audit of Milwaukee County’s park system suggests selling some parkland to help deal with a maintenance backlog.

And just two years ago, Detroit’s former mayor pitched a failed plan to sell 92 city parks to help close a budget deficit.

Detroit’s attorneys are trying to hold onto Eliza Howell Park. They say even if a park is barricaded to vehicles, or the grass isn’t mowed, it’s still a park.

George Bezenar agrees. He comes to the park with his dogs several times a week.

“Just because the lawn isn’t mowed all the time, that doesn’t matter to me because, to me, it represents more like a natural preserve, where you see birds, you see deer, you see fox. You see everything here.”

Including things you’d rather not see in nature, like bags of garbage, and rusted playground equipment.

Neighbors like Bezenar say they hope Detroit will someday have the money to properly maintain this park.

A judge is expected to decide this spring whether the city gets to keep the parkland.

visited them again this year. Now,
they’re opening a new creamery, despite
lots of economic obstacles:

owners of a goat cheese farm. She
visited them again this year. Now,
they’re opening a new creamery, despite
lots of economic obstacles:

Abbe Turner just quit her day job. She’s had a good-paying
university job – with benefits – for many years. But today
she’s waiting for the delivery of a $5,000 dollar pasteurizer.

“There we go. There’s my pasteurizer.” (cheering)

The truck arrives with a six foot round stainless steel tank.

“I never thought I’d be so excited by a 3,000 pound hunk of
metal in my entire life. But…” (laughter)

Abbe and her husband, Anderson Turner, started dreaming
of goat cheeses three years ago. This big hunk of steel will
help them finally to get their creamery off the ground.

“The pasteurizer will allow us to make cheese in small
batches, artisan cheeses. We’ll do some cheves in the
pasteurizer, some tommes and probably a goat gouda.”

The Turner’s dream started after they bought a few goats for
their hobby farm. They made a little cheese for the family.
And they liked it. So they kept getting more and more goats.

Now they have more than 160 Nubians, La Manchas, and
Alpines. Abbe and Anderson had been getting up before
dawn every morning to milk them. By hand. Then they
would get their 3 kids ready for school and head off to their
full-time day jobs.

The Turners wanted to automate milking, to make things
easier and faster. They even had a group of 23 investors
chipping in to renovate their barn into a milking parlor. But
that was last fall.

“Unfortunately, with the stock market crash, the calls kept
coming in. ‘Hi. We really believe in what you’re doing.
Unfortunately, I’m watching my investments tank and a goat
cheese operation is not something I can write a check for
right now.’”

Some people thought it would be smart to forget about
starting a new creamery in the midst of a recession. Matt
Ord used to sell the Turners feed for their goats. But he had
to shut down his family business when the economy
crashed. Now he’s working with Abbe to build her goat farm
and creamery – even though he’s not convinced it’s the right
time for this kind of venture.

“She’s nuts. But I hope everything goes good for her, I really
do. She’s got a lot of patience and a lot of nerve starting this
business right now. It’s a very scary time. And I know
things are very tough for everybody.”

Abbe likes to think of her family as bold, rather than nuts.
And most of her investors have come back on board since
last year.

Her husband Anderson Turner is glad she’s starting full-time
to get the creamery off the ground instead of waiting for the
economy to turn around.

“I can’t think negatively about opportunity. My time is now.
My opportunities are now, my life is now. So, this is the
cards I’m dealt with. I’ve got to deal. So, let’s go.”

The Turners believe that the local food trend is just getting
off the ground, and that support for local foods will more than
compensate for the tanked economy. They say restaurants
have already put in orders to buy their cheeses.

Now all they have to do is start making it.

Three students are getting ready to climb a TV tower on Moose
Mountain on the north shore of Lake Superior. They’ll put up three
anemometers – little cups that spin in the wind and measure how fast
it’s blowing.

As they deploy their climbing equipment, their professor, Mike
Mageau, keeps asking if they have enough safety gear. He seems a
little anxious.

“Two of them are mountain climbers. So they seem to think this will
be no big deal.” (laughs)

Mageau teaches at the University of Minnesota Duluth. He’s been
measuring the wind on the high ridge that runs along the Lake
Superior shoreline.

“If you look at the statewide wind maps, they don’t give us credit for
having any wind along the North Shore of Lake Superior. But Grand
Portage was interested in wind, and they did some monitoring and we
helped them. This was years ago.”

That’s the Grand Portage Band of Ojibway Indians. Mageau got a
grant to install monitoring equipment up and down Lake Superior
shoreline.

“And we found 15 to 20 mile-an-hour average wind speeds at the
sites.”

That’s about the same as the best wind sites in Iowa, where huge
wind farms spread across the landscape.

Mageau doesn’t advocate a big wind farm here. Instead, the idea is
to put up one windmill for each community along the shore. One big
turbine could supply roughly half the electricity each town uses.

He knows some people are nervous about this. The North Shore of
Lake Superior is beautiful, and no one wants to ruin the scenery. It’s
also an important route for migrating birds. There’s concern that
birds could fly into the spinning blades. A separate group of
researchers is studying the migration routes.

“Are they flying close to the lake, along the peaks, just inland or
lakeside of the peak, where are they flying? So hopefully when we
pick a wind site we’ll stay away from the birds.”

If a wind tower is ever built here, the power would go to the town of
Grand Marais Minnesota, 20 miles north. And it would fit in with other
projects local folks are working on, to become more energy self-
sufficient.

Buck Benson owns the local hardware store. He says he and his
friends, George and Lonnie, hatched the idea while they were fishing.

“We were grumbling about all this stuff, ‘what can we really do.’ And,
when we came back home, George kept prodding us, ‘you know what
we talked about,’ so we formed a little group. And I think we’ve done
good work since we started this organization.”

The group has been researching various ideas about how to produce
energy locally. One team is pursuing that windmill idea we heard
about. Another project is a little closer to being built: they want to
burn the wood chips from a local sawmill in a central heating system
for the town.

The chips would come from Hedstrom Lumber mill. Howard
Hedstrom says the mill sells bark chipped off the trees. But he has to
haul it miles away to sell it.

“By the time you pay the freight, there’s not much left. And if it could
be used locally, why not use it locally and save all that transportation
cost.”

The city of Grand Marais has applied for a federal grant to pay for half
the cost of the boiler.

Communities across the country are looking to use what they’ve got
around them, instead of importing energy from a big coal or nuclear
plant miles away.

It helps keep money close to home, and it could be better for the
earth.

Some big corporations and some small businesses are taking a serious look at their impact on the environment. Some are using a science-based framework called the Natural Step to try to operate more sustainably. Stephanie Hemphill visited one, and has this report:

Some big corporations and some small businesses are taking a serious look at their impact on the environment. Some are using a science-based framework called the Natural Step to try to operate more sustainably. Stephanie Hemphill visited one, and has this report:

The Duluth Grill is a family restaurant. Tom Hanson is the owner here. He says things started changing for the restaurant when he decided he should be offering healthier foods. He says too many of us are gaining too much weight. So he changed the menu, and now he says people can still go out and have a good time without it all going to their waist.

“Whether it’s French fries or fruit or healthy home-made soups, people can be socially engaged eating out but you’re not necessarily sacrificing your eating habits or eating styles.”

His menu offers healthy ethnic meals, gluten-free foods, and teas that claim health benefits.

Once Hanson started thinking about the health and well-being of his customers, he started thinking about the other impacts of his business. He joined a group of about a dozen businesses recruited by a local non-profit to try out the Natural Step approach to sustainability. The Natural Step was developed in Sweden, but it’s being used all over the world.

Restaurant staffers attended training sessions on how ecosystems work, and on what it means to be sustainable.

Manager Jeff Petcoff shows off the new LED lights in the restaurant.


“They produce 12 watts of energy versus 320 watts from the regular light bulbs that we were using prior to this. It’s a little more intimate with dining at night, but we’ve had a positive reaction to that as well.”

The Natural Step program encourages reducing the use of fossil fuels and other resources that have to be mined from the earth. And it calls for not throwing as much garbage into the earth.


In the kitchen, workers separate the trash. There’s a bin for recyclables, one for trash, and one for food scraps. Petcoff says the food waste goes for compost.

“We’ve just made it very easy for our staff to be able to compost and recycle with the bins all over the restaurant.”

The Duluth Grill has reduced its weekly trash pickup, and saved a bunch of money in the process. Owner Tom Hanson says saving money is nice, but part of the Natural Step program calls for not degrading the earth, like by building landfills.

“We don’t live next door to landfill but somebody does, and once you become aware of it, I think, it becomes more compelling to do it.”

And the restaurant encourages its customers to get involved in helping each other. Next to the front door there’s a bin where people can dump their old magazines. A local youth center is recycling them to raise money.

And there’s a bookshelf where people can leave children’s books; it’s part of a community-wide literacy campaign.

One Natural Step principle is about people: a sustainable business operator makes sure the people who work there, and even the suppliers and customers, anyone who has contact with the business, can meet their needs without a big struggle.

Tom Hanson dreams of offering health coverage to all his staff — and maybe someday even child care.

“You could easily consider day care for your staff as being an expense that no small operator could afford. But when you make change little by little, that step could very well enter into our values, and once it becomes one of our values it becomes affordable.”

Many businesses are making these kinds of changes and you might not even be aware of it. But Tom Hanson would say if you’re not sure, ask. You might prompt someone else to do better.

Last October Michael Pollan published a letter to the President in the New York Times.
Pollan is a sort of agricultural policy gadfly. His open letter to the President was full of big, policy-wonkish ideas about how to encourage local food production. But Pollan also wrote one small suggestion. NPR’s Terry Gross picked up on it.

GROSS: “You would like the next president to instead of having a White House lawn to basically have a White House garden. The president would set an example for the rest of us by having this garden of locally-grown foods?” (laughs)

POLLAN: “Now why is that preposterous, Terry? I mean, that’s actually one of the more practical things I proposed.”

Pollan went into how the President could even share some of his veggies with food banks.

POLLAN:” So you have this powerful image of the White House feeding Americans. What could be better than that?”

Some people heard this interview or read Pollon’s article and thought, “right on” – there should be a White House farmer. One family from central Illinois was especially intrigued. Terra Brockman talked about it with her father and sister.

BROCKMAN: “Well, it’s a great idea, but why don’t we bring it down to earth and make it real?”

ALLEE: “So, basically you translated it into reality by creating a contest on a Web site. White House Farmer dot com, as I understand it.”

BROCKMAN: “Yeah, we figured it was a way that we could get it out nationally without much time or money and ask people all across the country, ‘who do you think would be a good White House farmer?’ and have people nominate their farmers.”

Now, Brockman built her contest Web site even though President Obama never even talked about the idea of a White House farmer. But she’s hopeful because the White House actually has an agricultural past. At one time sheep grazed on the White House lawn, and during World War II Eleanor Roosevelt grew a Victory Garden there.

BROCKMAN: “It’s not like this is so, so way out there. And really, whatever the President does is pretty symbolic and people do pay attention.”

People paid attention to White Houser Farmer dot com, anyway.
The site gathered around 57 thousand online votes in just a few days.
And exactly who is the unofficial new White House Farmer?
That would be Claire Strader, from Madison, Wisconsin.
Strader invited me to see the land she works.

STRADER: “We’re at Troy Gardens. It’s in a parcel of land in the city of Madison, on the North Side. I haven’t actually seen the farm for a few months because the snow’s been so deep.”

ALLEE: “Can we get closer to the farm area?”

STRADER: “Yeah.”

Strader is the head farmer at Troy Gardens. She trains city people to grow food here. She also makes the soil fertile through organic growing techniques.

STRADER: “You can just start to see now, the green flush over the whole field. That’s our cover crop of rye. It looks really good. I’m happy to see it.”
ALLEE: “Could you tear yourself away to go to DC and leave all this behind?”
STRADER: “It would be difficult to pick up and leave it behind, but it would be a tremendous honor and a lot of potential to spread the good word of organic agriculture and the positive impacts that would have on our country in the future. It would be hard to accept and hard to reject.”

Even with a White House Farmer chosen for him, President Obama still hasn’t said anything about the idea.
But Strader says she and some top contest vote-getters are trying to sway him – even if he’d pick someone else to run his garden.
Strader says she loves the idea of cucumbers and zucchinis growing at the White House… even if she’s not there to pick them.

for years to come. Shawn Allee wondered what might happen to
businesses when parking gets pricier:

businesses when parking gets pricier:

I’m in a neighborhood miles from Chicago’s glitzy downtown, but there’re still
plenty of shops, restaurants and furniture stores to attract shoppers up here.

One problem the neighborhood has is parking.

Until recently, it only cost 25 cents per hour to park here. As you can guess, the very
cheap price for parking has meant very few parking spots available for people who
are driving through.

Now, the neighborhood’s going through a change. It’s bumping up to 75 cents per
hour, and in a few years it will cost 2 dollars per hour.

So, I’m here to see what businesses think will happen to their bottom line once this
price increase for parking comes through.

I’m gonna start at this grocery store.

It’s called Pars Grocery – the sign here says it serves up Mediterranean food, teas,
and gifts.

The owner’s Cyrus Haghighi.

Haghighi: “So of course nobody would come and it would be too expensive for them
to spend too much money for the parking, and I don’t know why they’re doing this
– it makes everybody worried.

Well, that’s one owner who thinks the parking price increase is going to scare
shoppers away.

But I went around the neighborhood to get some other opinions, and I’m now at
another store – the Andersonville Galleria.

I have a clerk here.

His name is Rafe Pipin

Rafe what do you think of the parking price increase?

Pipin: “With the parking meter rates being a quarter an hour now, what happens a
lot of times is that store employees or managers take up the parking on the street
and stay there all day, whereas this may might provoke them to look for parking
further away. So they wouldn’t have to feed higher meter rates all day and open up
space for people visiting the neighborhood to do some shopping.”

Okay. We have two opinions.

One, higher prices will scare people away.

And, another that higher prices might free up space for more paying customers.

Who’s got it right?

Well, I put this to a kind of parking guru.

His name’s Donald Shoup, and he teaches at UCLA.

I’ve told Dr. Shoup about how tight parking is in this neighborhood and where prices are
headed.

“The higher prices that drive away some people will attract other people who are
willing to pay for the curb parking if they can easily find a space. Well, who do you
think will spend more in a store or leave a bigger tip in a restaurant? Somebody
who will come only park free or someone who’s willing to pay the market price for
parking if they can easily find a vacant space?”

Dr. Shoup says cities often make parking too cheap.

He says this discourages public transit.

Plus, it wastes gas because meters fill up fast, and shoppers keep driving around to find
the few empty ones.

Shoup says politicians just don’t want to increase fees.

In Chicago’s case, the city privatized parking meters, so the city made one tough decision
that will last 75 years.

Shoup says there’s a better way – set aside some of the parking money and spend it in
neighborhoods that generate it. Donald Shoup says some people still won’t like parking price increases.

But he says there’s plenty of fuss at first, but then people eventually chuck over the
additional money and forget the increase ever happened.

To Dam or Not to Dam

America has been a country that builds
dams. There are more than 75,000 major
dams in the US. But now, a lot of those dams
are getting old and they’re breaking down.
That means people who live near those dams have
some choices to make. Rebecca Williams has
the story of neighbors who are debating what
to do with their river:

We’ve built dams for good reasons – they can produce electricity and help
control floods. But a lot of the dams in the US are 50 or even a hundred years
old. In dam years, that’s really old.

“Right now we’re sittin’ on an earthen dam, which is Union Street dam.”

Sandra Sroonian lives in Traverse City, Michigan. It’s a touristy town on a
bright blue bay of Lake Michigan. The Boardman River flows into the Great
Lake and it cuts right through town. There are four old dams on the
Boardman.

The utility company that licensed those dams decided they weren’t profitable
anymore. So they gave up the licenses, and now the city and county are trying
to decide what the heck they’re gonna do with the dams.

Sroonian is an engineer who’s turned into a mediator of sorts. She’s helping
people here sort through all the options. Some of the dams could be made to
generate power again, or some of the dams could be taken out to restore the
river to a more natural state. The water would be faster and colder.

“So depending if you’re a fisherman or fisherperson you may feel it’s a benefit
to remove the dams to improve the fishing along the river.”

She says other people want a whitewater park to kayak on.

But the Boardman is a blue ribbon trout stream, it’s one of the best. Biologists
say it’d be even better without the dams.

And then, there are the people who say they have the most to lose if the dams
are taken out.

Jim and Joane McIntyre live on Boardman Pond.

“When we bought this house 14 years ago it never entered our minds that we
wouldn’t always be on this wonderful little piece of paradise.”

McIntyre says if the dams are taken out, their pond will be drained. They’ve
actually gotten a taste of that already. Because of safety concerns at one of the
dams the water level in the pond was lowered. The McIntyre’s dock is 25 feet
above the water. They can’t even get their boat out on the water.

“We would be having this interview floating around on our electric deck boat
with an adult beverage (laughs). But we’re not able to do that. So from that
standpoint we’ve lost some of the attractiveness of living on water – it’s
beautiful but we want to use it.”

The McIntyres say they want what’s best for the river. But they also want to
keep their waterfront property. And they say it’d make more sense to produce
electricity from the river.

And that’s what this debate is boiling down to: energy versus property rights
versus the environment versus the economy.

Mike Estes is the Mayor of Traverse City. He says boosting the local economy
matters most.

“We’re trying to increase tourism here. Traverse City is already a destination
spot for people to visit – they visit because of our golden sand beaches and the
bay. Adding the river to it is simply going to add to that mix.”

This dam debate has lasted more than three years – there’ve been lots of studies
and dozens of public meetings. Some people here joke they won’t be alive by
the time the whole thing gets resolved.

But a decision on this Michigan river is expected by the end of the year. Most
people think it’ll be a compromise – maybe keep some of the old dams, take
some out.

A lot of towns close to rivers all across the nation will be having these same
debates.

And you can bet that not everyone’s going to be happy.
