Sources of renewable energy like wind, solar, and hydroelectric are still just tiny players in a world powered by fossil fuels. Most of the power for your light switch comes from burning coal and natural gas. Mark Brush reports the government is trying to change that. There are state and federal programs that will pay you to put solar panels on your house:

John Wakeman was laid off from his factory job eight years ago. So, for him it was, “well… Now what?” He’d always been interested in solar panels and wind turbines. So he decided to go into business helping homeowners put these things up. It’s been eight years, business was slow at first, but he says these days, business for solar panels is picking up.

“There are a lot of people that have always just dreamed of it. You know, they thought it was really cool, they looked into it in the ‘70s. In the 70’s it cost, you know, ten times as much for the same energy. The costs have really come down.”

But it’s still really expensive for a lot of people. Wakeman says a typical solar job costs around sixteen thousand dollars these days.

But now – you can get help from the government.

There’s a federal tax credit that will pay for 30% of the cost of new solar panels on your house. So you spend sixteen grand – you get $4,800 off your next tax bill. And on top of that, there are a bunch of state and utility operated programs that will help pay for the up-front costs.

In fact, more than half the states in the country are forcing utilities to make more renewable power.

So more utilities are paying people to install things like solar panels, wind turbines, and geothermal heat pumps.

In many places, it costs less to install these things than it ever has.

Wakeman says these incentives have been good for his business.

“I can actually build a business somewhat on that. I can hire some people and get them trained. You know we can go out and sell some systems.”

But some say these subsidies are not a good idea:

“The sunlight may be free, but solar energy is extremely expensive.”

Robert Bryce analyzes the energy business for the Manhattan Institute. It’s a conservative think tank. Bryce says solar power is enjoying big subsidies from the government right now, but it’s not translating into a lot of power going onto the grid:

“Solar energy received 97 times as much in subsidies per megawatt hour produced as natural gas fired electricity; even though the gas-fired electric sector produced 900 times as much electricity as solar. So how much subsidy are we going to have to give them to make them competitive. And I think the answer is going to be… It’s going to have to be a whole, whole lot.”

Bryce agrees – there are some big environmental costs to traditional fossil fuel sources. Costs that are not always paid for. But in the end – he says renewable energy sources like solar just can’t compete with traditional fossil fuels.

But others say the subsidies for renewable power are boosting an industry that is trying to get a start.

Rhone Resch is the president of the Solar Energy Industries Association. He says the subsidies renewables are getting today just make the game fair:

“We’re starting to get the same kinds of support from the federal government that the fossil industry has enjoyed for the last 75 to 100 years. And when you do that, the cost of wind comes down, the cost of solar comes down, the cost of geothermal becomes more cost competitive.”

If you look at the numbers, traditional power sources have always gotten more money from the government. In 2007, the federal government gave out 6.7 billion dollars in subsidies to support electricity production. Most of it went to coal, natural gas, and nuclear.

Today, renewable energy sources, like solar, are getting a little more help. And supporters hope that help doesn’t disappear – like it has in the past – when the political winds change.

For a long time, corn growers and the corn ethanol industry have claimed their fuel is low carbon. That is, it’s lower in the greenhouse gas emissions that contribute to global warming. Lester Graham reports… a second study is out which disputes that claim.

This study published in the journal BioScience also found corn is being used for ethanol instead of exported to other countries. Those other countries are plowing up grasslands and rainforests to plant corn for food. Less rainforest means less CO2 is being taken up by plants.

Thomas Hertel is a researcher at Purdue and lead author of the new study.

He finds ethanol from corn is not a low-carbon fuel when you include that indirect effect.

“It results in a figure which [is] not significantly lower than emissions associated with gasoline.”

But, political interests in Washington are working to extend corn ethanol subsidies which are set to expire at the end of this year.

Pushing Power Companies for More Renewables

The groups say they want the federal government to tell power companies that more power has to come from renewable energy. Most power companies in the country are basically regulated monopolies.

Denise Bode is the president of the American Wind Energy Association. She used to work as a public utility regulator. Bode says it’s up to the government to ask one question when they regulate these monopolies.

“What’s in the public interest? And, you know, often times as a state public utility commissioner I would make the determination as to what kind of power generation that we would authorize our utilities to do and what was in the public interest.”

Bode says it is in the public interest to get more power from cleaner, renewable sources.

Some big utilities oppose having one federal standard – and there are a lot reasons why they oppose it – but one of them is that states are already handling it. There are 30 states that have some kind of renewable targets in place.

We’re in Eastern Germany where crews work on what looks like brew vats.

These monster tanks remind me of vats for brewing beer, except these vats will brew energy from fermenting rye, manure and bacteria.

“Basically, we’re standing here in front of the biogas and bio fertilizer production area. The big fermenter is for the biogas production.”

Oliver Lutke is our tour guide. He’s really a chemical engineer for Verbio. The company is one of Germany’s largest commercial producers of biofuels. Lutke’s been involved in turning this ethanol facility into a plant that makes ethanol and biogas. That’s methane.

“We convert everything into energy by using biological processes. This combination biogas and bioethanol production plant isn’t existing in the world.”

That’s what Verbio claims anyway. The company buys grain from some four-thousand farmers in the region. The grain gets turned into biogas and ethanol. Verbio then turns the minerals from making these biofuels into fertilizer.
That goes back to the farmers for their crops.

“We’re closing the loop to the farmer converting all the carbon to energy and the minerals going back to the farmers as fertilizer which is growing the plants used to extract the energy.”

Lutke says the company has the technology to make this industrial sized plant profitable. That baffles skeptics because it costs a lot to make green energy. You have to buy the grain. And the actual process of turning that grain into fuel can be really inefficient. By the time you’ve made one gallon of biofuel, that gallon of oil is cheaper.

Jan Liebetrau isn’t convinced Verbio has the answer. He researches bioenergy and its potential in Germany.

“If you put lots of energy into the system and you get bioethanol you’re putting more energy in than you get out.”

So making bio ethanol costs energy, which defeats the whole purpose of producing it in the first place. Lutke doesn’t see it that way. He says Verbio has the technology to make biofuels without losing energy. And because the company’s process is more efficient, Lutke says they’ve cut down on greenhouse gas emissions.

“We emit 200,000 tons and the plants we are using will eat off 180,000 tons and that’s a closed cycle.”

It’s not perfect, but there’s less greenhouse gas being released than, say, from an oil refinery. Lutke is convinced bio energy will play a big role in cutting greenhouse gas emissions.

Germany, and Europe for that matter, have become leaders on this. Germany wants to be the first industrialized nation to be powered entirely by renewable energy – a goal Germany could reach by 2050, well ahead of the U.S.

The White House says this new energy plan is all about green jobs. There’s more money for so-called clean coal, and for biofuels, like ethanol.

The government had limited using corn for ethanol. The thinking was using food to make fuel was probably not such a great idea.

But the industry has not been able to move away from corn ethanol as quickly as hoped. So now the Administration is saying, corn ethanol can be okay – if the refineries are more efficient.

Lisa Jackson is the Administrator of the Environmental Protection Agency.

“So this really unlocks the door for advanced biofuel producers, including advanced corn ethanol producers, to make investments and create jobs.”

Allowing more corn to be used for ethanol and investing in new technologies to clean up coal could win the White House some support if and when a climate change bill comes up for a vote.

President Obama mentioned the future of nuclear power in his State of the Union Address.

“But to create more of these clean energy jobs, we need more production, more efficiency, more incentives. That means building a new generation of safe, clean nuclear power plants in this country.“

At the same time, Obama’s dealing with an old nuclear problem: what to do with the hazardous radioactive waste building up at reactors in thirty one states. Obama gave up on an old plan to bury spent fuel inside Nevada’s Yucca Mountain. That project dragged on for decades and cost nine billion dollars.

Recently, the President set up a panel that recommend what to do with all this waste. That panel’s supposed to report to the President in less than two years.

Meanwhile, spent nuclear fuel is stored at nuclear power plants.

Geothermal Is Growing

The report was put out by the Geothermal Energy Association. They found the number of geothermal power plant projects being developed jumped by 46% compared to 2008.

They say the jump was driven by federal stimulus money. And some state laws that mandate that utilities provide a certain percentage of renewable power.

Karl Gawell is with the Geothermal Energy Association. He says, right now, there are specific places where these power plants work best.

“Well, the best reservoirs right now tend to be in the western United States. And in areas where the heat of the Earth actually comes closer to the surface of the Earth. But, you know, the potential is nationwide.”

Gawell says we don’t have good technology to find new heat reserves under the Earth. And, until we invest in better exploration technology, we won’t know where to find these hot spots.

Research Institute. Lester Graham
talked with him and asked how the
tests are going:

Hank Courtright: We think it has great progress, it’s really the second step of a multi-step process that we’re doing. We had just concluded a project up in Wisconsin on a smaller scale, the same type of technology, and it was very successful. It capture 90-plus percent of the CO2 that passed through it and saw some great promises as far as reducing the cost of doing it. The idea here is that we’re scaling it up ten times larger at the mountaineer plant and so far the early results seem very good and we’ll continue to test that over a year plus to see how it does produce.

Lester Graham: I understand it takes a lot more energy to run this extra CO2 capture equipment, as much as 30% more coal has to be burned to generate the same amount of electricity, what’s being called a parasitic load. What’s this going to mean for our power bills?

Hank: Well, what we’re trying to Lester is that the parasitic load gets down into the, let’s say, the 10 to 15% range. If you get to that level, it means that the electricity out of a coal plant might be about 25% higher than it is. But right now coal is basically the cheapest form of producing electricity, so it still ends as being an economical option even if you might be increasing the cost of that coal plant by about 25%.

Lester: If they can accomplish that with this experiment, how long will it take to get this technology built into the bulk of coal burning power plants?

Hank: Well, you’re going to be working over this for several decades, really. If this plant at Mountaineer works well, our thinking is around 2020 you’re going to be able to have most new coal power plants use the carbon capture and storage. And you might be able to retrofit about 20%, 25% of the existing plants in the United States with this type of technology.

Lester: If all of these methods fizzle, we can’t capture carbon economically, or at the other end, we can’t find a way to sequester this carbon underground, or whatever type of method they can come up with, what’s next?

Hank: Well, that causes some difficulties because right here in the United States coal is used to produce about half our electricity. And if it doesn’t work on coal, it’s also the issue that it won’t work on any other fossil fuels such as natural gas, which produces about 20% of our electricity. So you’re into a difficult situation that if you’d wanted to significantly reduce the CO2 emissions to improve the climate change issue, then you’d have to be looking at a combination of probably nuclear power and a very large roll out of renewable energy. Both of those would have to take the lion share of electricity production. But our hope is that we can get this working because it is not only here in the US that you need it on fossil fuels of coal and gas, but also in places like China, Russia, India, Australia, country’s that very large reserves of coal and hope to use those natural resources.

Companies normally have to borrow money from banks or investors to build big wind projects. And money was tight last year.

But the government stepped in with Recovery Act spending. It led to enough new wind turbines to power about two and a half million homes.

Even with government spending, experts say there’s still a lot of uncertainty in the wind business. The wind industry says the federal government should set mandatory goals for renewable energy. That way utilities will know what to expect over the long term.

Denise Bode is the CEO of the American Wind Energy Association.

“That kind of assurance sends a signal to a utility that they need to diversify their portfolio. That it’s in the public interest. And that gives them the support they need to go and make 20 and 30 year decisions. Right now, most utilities are making very short term decisions.”

A lot of the growth that happened last year happened in states that required a certain percentage of their power come from renewable energy.

The study was released by the National Renewable Energy Laboratory. That’s a federal lab that develops green technologies.

Researchers wanted to see what it would take to increase wind energy enough that it could provide 20% of power for the eastern United States. What they found was, we need a lot more transmission infrastructure.

David Corbus worked on the study. He says transmission lines would connect turbines offshore and in the Midwest to cities on the east coast.

“You have to get all that wind energy to where people can use it. So you have to build a lot of transmission. Which can be difficult to build.”

Difficult, and expensive. Corbus says those investments could cost more than fifteen billion dollars. But he points out that that’s actually a relatively small amount compared to the total that the nation spends on energy.

The lab will release a similar study on the western states in a few months.
