Hurricane season starts soon. Experts predict an active season with four “major” hurricanes. What happens if a storm hits while there’s still an oil spill in the Gulf of Mexico? Tanya Ott reports.

If a tropical storm hits while there’s still oil in the water, it could disastrous for the coastline and several miles inland. Mark Wysocki is a Cornell University climatologist.

“All that oil would get into the marshlands and some of the homeowners’ properties and so forth and that would make it very difficult then to remove that oil from those types of locations.”

When Katrina hit Louisiana it destroyed some of the oil distributor piping, and they’re still cleaning up in some of the wetland areas.

Wysocki says the one upside is that oil makes it harder for water to evaporate. Tropical storms need evaporation to build strength. So an oil spill might actually keep storms smaller.

Lester Graham: Doctor Hansen, in the book you say we should scrap the cap and trade system to reduce greenhouse gases, and instead go with a fee on fossil fuels and then give that money to the people directly to help them adapt to higher energy costs. How would that work?

Dr. James Hansen: The fee would be charged at the mine or the oil head or the port of entry for imported fossil fuels. It’d be collected from the fossil fuel companies and then they money should be distributed to the public on a uniform basis. You’d introduce this gradually so that people can change their habits, the technology that they use, the vehicles that they use, for example. So, you introduce it gradually, but by the time it’s reached a dollar of gallon on gasoline, at the rate of fossil fuel use last year, that would be generating $3,000 per legal resident of the country with to half a share to each child, up to two children per family. So a family with two or more children would be getting $9,000 a year in this dividend, which should be sent to them monthly just automatically, electronically, to their bank account or their debit card if they don’t have a bank account.

Lester: We’re talking about getting that through Washington D.C, where special interests drive the agenda often. I don’t want to accuse you of being naïve, but I believe many in Washington would.

Dr. Hansen: Yes, they do, however, there is a growing realization, environmental groups, like Friends of the Earth, which now recognize this is exactly what’s needed and they’re beginning to promote that. I think that’s why it’s a good thing that we’re kinda taking, probably taking, a year off dropping this cap and trade and give us a chance to discuss this because it’s what’s in the interest of the public as opposed to the lobbyists.

Lester: Since you first made congress aware of climate change as a pressing issue, the Clinton-Gore administration did nothing. President George W. Bush indicated he would deal with the emissions causing climate change, and then evidently Dick Cheney worked to kill that effort and Bush reversed his position. Now President Barak Obama has indicated we must do something, but legislation in Congress is stalled right now. What do you this is stopping this effort if this is such a serious threat?

Dr. Hansen: It is the role of money in Washington and other capitals around the world. Special interests have more influence on these policies than the public’s interest and that’s why, you know, we had hoped with the election of the new president things were really going to change, but I think he hasn’t really looked at this issue closely enough to really understand what’s in the people’s interest. And I hope that over the next year we can convince them that we need to move in a direction that is in the people’s interest rather than in the big businesses interest.

Dr. James Hansen: Well, the public is unaware of the situation, and that’s partly because of the way nature works. You know, weather is highly variable – 10 or 20 or 30 degree variations are common – while the global warming, so far, is about 1 degree Celsius, which is about 2 degrees Fahrenheit. So, people have a hard time seeing it. But the consequences are already becoming apparent, as we see with the melting sea ice in the arctic. The Northwest Passage is now actually open. Mountain glaciers melting around the world, sub-tropics expanding – which is affecting the Southwest United States and the Mediterranean region and Australia. And the problem is that those things are going to grow, and we’re going to pass tipping points, which will have disastrous consequences if we pass them. We don’t have to pass them though. And that’s why it’s appropriate for us to try to communicate the situation to the public, because the kinds of things that we need to do with our energy systems make sense anyway for different reasons.

Lester Graham: The evidence for climate change is growing – almost every week more studies are released, often indicating the future will be worse than first thought. What do you think we need to do to minimize the effects of climate change?

Dr. Hansen: Well, it’s very clear what we need to do. The carbon dioxide is increasing because of the burning of fossil fuels. If you look at how much carbon there is in oil, gas, and coal, you see that coal is, by far, the biggest reservoir. And then there’s the unconventional fossil fuels, like tar shale and tar sands. What we need to do is phase out the coal use and prohibit the use of these unconventional, dirty fossil fuels – and we could solve the problem. But to get there, there’s a very practical requirement, and that is that we begin to put a price on carbon emissions. The reason that people use fossil fuels as their main source of energy is that it’s the cheapest energy. And, as long as that’s the case, we’re going to keep using more and more. But the reason that they’re the cheapest is that we subsidize them – our government subsidizes them – and they don’t make them pay for the costs that they cause for society. The human health problems due to air pollution and water pollution, the mercury and the arsenic that comes from coal, and the costs of future climate change for our children and grandchildren – all of these are free for the fossil fuel companies. They don’t have to worry about those at all. The way we would solve that is to put a gradually rising price on carbon emissions. And there’s actually some good news in the newspaper, and that is that Senators Kerry, a Democrat, and Lindsey Graham, a Republican, announced that they’re not going to push cap-and-trade – which had been the big banks’ proposed solution to put a ‘cap’ on carbon emissions, and then they, you would (chuckles) – it was a complicated system where you could trade the rights to pollute. But the big winners would be the traders and the losers would be the public.

some cases it can dramatically
suffocate marine life. It
can also cause flooding. One
small town in Maryland is on
the receiving end of its region’s
runoff. As Sabri Ben-Achour reports,
it’s trying to set a national
example with its approach to
solving the problem:

Anytime it rains, the ground in Edmonston, Maryland quickly becomes waterlogged. Here’s Brigitte Pooley and her mother Maggie.

“When the river gets flooded with rainwater, for example, if it continued raining like this, it literally comes up all over, and then all the debris that comes from upstream, municipalities upstream, as the water recedes it just leaves milk cartons and trash, tires everywhere.”

Adam Ortiz is the mayor of this low income, low-lying town of 1400. He says his town is a trap for stormwater runoff from all the paved surfaces in the area.

“At least 30 to 56 homes would be under water at least once a year because of flooding from parking lots, highways, shopping centers and streets.”

So every year, dozens of homes are flooded. That’s in part because 28% of the entire watershed in this region around Washington DC is paved over. But flooding isn’t the whole story.

“If a watershed is more than 10% paved you’re going to have impaired water quality.”

Jim Connolly is Executive Director of the Anacostia Watershed Society. He says stormwater smothers or poisons aquatic life, and causes erosion.

“It’s all the oil or grease that comes out of cars, the trash we throw in the streets, the pesticides we use in our lives. Stormwater is the base cause of all the problems in our urban rivers.”

So the town of Edmonston decided to do something about it. A new pumping station is keeping floods down, but the town wants to be a model for how to prevent stormwater runoff in the first place. So with federal Recovery Act money, the town is rebuilding its main street from top to bottom. Mayor Ortiz sidesteps a bulldozer to show off what’s now a construction site on the roadside.

“This is a bio-retention treebox, so instead of the water going directly into the drains and into the river, it will go directly into this bed.”

In that bed will go native trees grown in gravel and compost – to absorb and filter water. The street itself is going to be repaved with permeable concrete to let some water pass right through.

“The water’s going to filter naturally into the water table, so everything will be taken care of onsite as it was a few hundred years ago.”

85-90% of run off will be trapped by this system. But what about cost? Dominique Lueckenhoff directs the Office of State and Watershed Partnerships for this region at the Environmental Protection Agency.

“It is not more costly with regards to the refurbishing and additional greening of this street.”

But this wouldn’t have happened had this community not organized to fight for it. Allen Hance is with the Chesapeake Bay Trust. He says that to have a major impact, many more communities will have to follow Edmonston’s example.

“We want this to become a matter of course in how people build streets, and how they design streets.”

Edmonston will be putting all of its designs, and experiences online for other communities to use as a blueprint.

Last year, Hurricane Ike ripped through Texas and the Midwest. It was a
relatively weak Category 2 storm. But it spun off a lot of tornadoes and
caused 32 billion dollars in damage.

Researchers at the Georgia Institute of
Technology say they have a new model for predicting how many tornadoes a
hurricane will cause. Dr. Judith Curry says storm size – not intensity –
is the key.

“A lot of time people just think, oh it’s Category 5 or
it’s a Category 2, and they immediately calculate the risk to damage in
their head and the 5 is bad ande 2 isn’t so bad.”

But, Curry says, sometimes a 5 can be small and tight, and a 2,
especially one like Ike, can be big and produce a lot of tornadoes.

The study is published in this month’s Geophysical Research Letters.

Some scientists blame global warming for larger and more intense hurricanes.

hasn’t figured out how to protect
itself. Most of the conversation
focuses on rebuilding the city’s
levees. But some people in New
Orleans are starting to think beyond
levees. They call their strategy
resilience planning. And they think
New Orleans can become America’s
leader in it. Samara Freemark reports:

hit New Orleans. The city still
hasn’t figured out how to protect
itself. Most of the conversation
focuses on rebuilding the city’s
levees. But some people in New
Orleans are starting to think beyond
levees. They call their strategy
resilience planning. And they think
New Orleans can become America’s
leader in it. Samara Freemark reports:

When Pam Dashiell moved back to New Orleans after Hurricane Katrina, she couldn’t believe what people were saying about her neighborhood.

“People were saying, well, the 9th Ward should be a drainage ditch. There’s no way it can possibly come back.”

Dashiell is the co-director of the Lower 9th Ward Center for Sustainable Engagement and Development. And after the storm, she became one of the leaders demanding the city be built back exactly as it had been before. New houses put up wherever old ones had been knocked down. Social services restored to all neighborhoods. And most importantly, levees. Levees big enough and strong enough to protect the city from anything a hurricane could throw at it.

“That was the fundamental argument and discussion back then. That was the battle.”

But Dashiell’s thinking has changed over the past couple of years. The levees that were promised after Katrina still haven’t been completed. Dashiell says eventually she gave up on them and started looking for other solutions.

“You’ve got to move. You’ve got to go forward. At this point we are not protected. So we gotta act like that and deal accordingly.”

“Levees and stuff like that are great, but they’re not going to be the salvation of this area.”

That’s Marco Cocito-Manoc. He’s with the Greater New Orleans Foundation. They’re one of the groups involved in rebuilding the city.

“We can’t just lobby for bigger walls, higher walls. The truth is that New Orleans can never be sufficiently protected from flooding. So everyone has to adopt what in this area is a brand new mindset.”

Cocito-Manoc calls that new mindset “resilience planning”. That’s making small, local changes to help the city manage flood water, rather than trying to hold it back at all costs.

It’s a strategy that’s being implemented in the Lower 9th Ward by Pam Dashiell’s group and others. A lot of these groups have moved away from pushing for more levees. Instead, they’re building raised houses on higher ground, and making sure they’re properly weatherized. They’re perfecting evacuation plans, so when evacuations do happen, they’re quick and orderly. And they’re installing permeable surfaces and rain gardens to reduce surface water. These kinds of changes won’t prevent flooding, but they’ll limit the devastation that sometimes goes along with it.

Cocito-Manoc says measures like these could actually set an example for other cities that will face rising sea levels in the next century. Think New York, or Miami, or Boston.

“I know that it’s difficult to see New Orleans as leading in much. But I think this is really our opportunity to become a global center for learning how to cope with water, and use water as an asset rather than as something that threatens our existence.”

As for Pam Dashiell, her focus right now is on the Lower 9th Ward. I asked her how she imagined the future of her neighborhood.

“I would see rain gardens. Strong green infrastructure. I see a new sewer system. I see the lower 9th ward recognized as a community that helped lead the way to a more sustainable future. (Laughs) I got good dreams.”

but we’ve already seen a tropical depression off

The Weather Channel noted that tropical depression was farther North earlier than any potential hurricane in the 159 years of storm records.

You can’t help but wonder whether climate change is having an effect here.

Jeff Masters is a former hurricane hunter, now with Weather Underground.

He says that’s not what’s happening. He says this storm was getting stronger by following the the gulf stream.

“There just happened to be a little blip of warm water associated with the gulf stream that this storm took advantage of. It was a very small storm so it was very lucky. It was able to stay over the warmest part of the gulf stream.”

Masters says it’ll be decades before we’ll be able to tell if climate change is actually affecting hurricanes.

Forecasts this year call for a pretty average hurricane season.

Masters says an El Niño event could occur later. That’s important, since the number and intensity of Atlantic storms are usually reduced during an El Niño year.

People who tried to stay at home are running out of supplies and now heading for shelters. Rachel Harper and her three children are staying in a shelter in a church basement staffed by Red Cross volunteers from around Bowling Green, Kentucky.

“We’re doing okay. They’ve been watching movies, playing games. Just trying to be together as a family.”

Others are trying to stick it out at home. Mike Jarvis was stocking up at a Wal-Mart.

“I’ve got a wood heater and we’re cooking on the grill, so we’re doing okay.”

In the hardest hit areas, power crews say it will be two more weeks before they find all the downed lines.

The stimulus package includes money for automatic meter readers that could help find downed power lines faster.

Patrick Levine is with the National Rural Electric Cooperative Association. He says that technology could help.

“There is probably an opportunity to more quickly identify which consumers are without power.”

The ice storm revealed just one of the weaknesses in the grid that’ll have to be upgraded if we’re going to start using electricity to power our cars.

Matthias Guentert is president of Symrise. The company
makes flavorings for beverages and processed foods.

When Symrise was deciding where to open its new citrus
headquarters – Guentert says they considered Florida – but
then chose to open in Brazil instead. One reason: Florida’s
increasingly unpredictable weather.

“Weather has been affecting people in Florida and in the
south of the US in the last years. And when it comes to
making a decision like this, it does play into it.”

A recent study showed climate change was resulting in
stronger hurricanes, and some years, Florida, with all of its
orange groves, has been devastated by those storms.

James Elsner is a climatologist at Florida State University. He and his team have been studying wind speeds in hurricanes…


“Well, we found the strongest tropical cyclones, globally, are increasing in intensity.”


Elsner says this is exactly what computer models suggested should happen as the oceans warmed due to climate change. The theory goes that warmer water gives the storms more energy…


“There’s a clean connection with the theory that I think allows us some speculation that as the seas continue to warm, the strongest storms should get stronger.”


And that could mean more damage to coastal areas, put more people at risk, and cause more damage and oil spills at offshore drilling platforms.
