It comes down to aesthetics for a lot of these associations. They have rules about how tall your grass can be, when trash cans can be set out, and what color your house can be.

Sometimes these associations just don’t like solar panels, or they worry they’ll be sued by neighbors.

Raymond Walker is a lawyer for Standard Renewable Energy. It’s a fast growing solar installation company in Texas. He says these restrictive rules can cost jobs and money.

“It doesn’t seem at first blush like it ought to be a big problem, in fact, you know, it seems like it might be sort of a silly issue, but we lost about $500,00 in installation money in 2008 because of this, and we’re projecting that we’ll lose about two million dollars this year.”

There are some state laws that say homeowners’ associations can’t stop the construction of solar panels, and now some legislators want to see a federal law passed.

That can cut heating and cooling costs.

Researchers at Michigan State University think they’ve found another
benefit, too.

Brad Rowe says the tiny plants absorb carbon from the air. Rowe says the
plants are small, so this carbon sequestration effect is small, too. But
he says green roofs are still better than plain-jane roofs.

“You have all these roofs everywhere and basically, they’re doing nothing
– they’re essentially dead. So, putting plants on them is one way to
sequester carbon above ground, in the leaves and stems, the roots, and even
in the soil that’s on top of the roof.”

Rowe says if Congress ever puts a price on carbon emissions, green roof
owners might get credit for sequestering carbon – and that could cut a
green roof’s high price tag.

Two-thirds of American homes have asphalt shingle roofs. They last twelve to twenty years before they need to be replaced.

Since most of the material in asphalt shingles is the same stuff used in asphalt pavement, that’s where they’re going.

New businesses are popping up across the nation that take the shingles.

Chris Edwards is co-owner of Ideal Recycling in Southfield, Michigan. He says roofers can dump old shingles at his place cheaper than taking it to the landfill.

“And then they can also sell it to their customers that they are recycling and it’s green. So it does help the contractors quite a bit.”

Greening the Capital City’s Rooftops

Green roofs are increasing in popularity across the US, especially in cities, where
there’s not a lot of space for gardens. Sabri Ben Achour explores the trend in
Washington, DC, where the city government is promoting the practice for it’s
environmental benefits:

In Washington, you can see flowers and vegetables growing on top of homes,
businesses, even government buildings throughout the city. DC officials say
Washington has nearly 70,000 square feet of rooftop greenery. Only Chicago has
more.

One big fan of these so called green roofs is a popular small hotel, Tabard Inn, just a
few blocks from the White House.

“There’s about 10 varieties of sedum on this roof.”

Sarah Murphy is giving a tour. She’s a horticulturalist.

“This is a very pungent oregano here on the corner, it looks heavily used.”

The city of Washington pays building owners about one-fourth of the cost of
incorporating greenery on rooftops. One big reason? Rainwater runoff.

Sarah Loveland works for an environmental consulting non-profit called DC
Greenworks.

She says Washington has what’s called a combined sewer system. The sewer
system doesn’t just take in what’s flushed down the drain, but also all the rain
running off roofs and streets.

“If you imagine that our sewage treatment plant has a dam, and the sewage system
combines with the storm water system before the treatment plant.”

So, when there’s a heavy rain, that dam at the sewage treatment plant overflows.

“You have both raw sewage and runoff from the streets going directly into the river
untreated.”

Three billion gallons of it a year, at one point.

The EPA sued the District of Columbia.

The city had to spend $150 million to address the problem. Part of that money goes
to green roof grants.

The green roofs slow down rain water – give it some place to soak instead of just
running off straight down the gutter. The city says roofs in the city prevent a million
gallons of storm water runoff from entering the Potomac River.

The roofs also insulate buildings – especially during the summer. Some studies
show they reduce energy costs by 20-30%. And they reduce the heat island effect in
the city, since they don’t get blisteringly hot like traditional roofs.

Green Roofs even offer some habitat for creatures, like bees.

Sarah Loveland with Greenworks, the consultant agency, says rooftop gardens are
also increasingly popular for growing food.

“Veggies are really popular, herbs are really popular – this is a trend that’s taking off
in the restaurant industry. There’s a lot of buzz around it.”

Blueberries and herbs abound in the rooftop gardens of the Tabard Inn, where Paul
Pell is executive chef.

“Yeah, we go up and get whatever we want, so it’s fresh. We just climb out the
window when we need it. Chocolate basil goes with ice cream, nasturtiums go with
soups and salads.”

Washington has an advantage over some larger cities in its promotion of rooftop
gardens because federal law prohibits skyscrapers in the nation’s capital, so most
buildings don’t cast shadows over their neighbors.

As a result, most rooftops are sunny – all they need is greenery to soak up the rays.

Cracking Down on Bulb Disposal

Each one of these CFL bulbs contains a tiny amount of mercury.

It’s not a big a concern. If a bulb breaks in your home, you’re supposed to vent the room for 15 minutes before you clean it up.

But regulators are concerned about large volumes of bulbs.

The state of New York decided to crack down on CBS after the Late Show with Dave Letterman threw bulbs off a rooftop.

Letterman: “You have some incandescent light bulbs and you have some fluorescent light bulbs. How many do you think you have there?”

Assistant: “Uh, a couple of hundred.”

Letterman: “A couple hundred”

The little cloud of dust that rose as the bulbs broke caused people from around the country to call the New York Department of Environmental Conservation. And CBS reached a settlement with the state.

Most home owners don’t need to worry about state regulators knocking on their doors. It’s not illegal to put them in your trash in most states.

But officials encourage home owners to find a bulb take-back program like the ones listed on EPA’s website.

Tax Incentives Put Solar Within Reach

Buying a solar system for your home still is not as simple or inexpensive as say picking up a new water heater. But solar energy advocates argue that the systems are affordable and obtainable for just about everyone – right now. Joyce Kryszak checked out that claim:

Buying a solar system for your home still is not as simple or inexpensive as say picking up a new water heater. But solar energy advocates argue that the systems are affordable and obtainable for just about everyone – right now. Joyce Kryszak checked out that claim:

You might say that sunlight is a trade mark for Cannon Design. The Western New York based firm designs some of the most solar friendly buildings in the world. But only now is Cannon using the sun for its own building.

Eric Lindstrom is Vice President of the company. He says it’s what their environmentally savvy clients expect.

“You know there’s a huge P.R. factor here that we can bring our clients in and say, you know, this is what we’re recommending to you, but we’ve done it ourselves and it works. That we didn’t just read it in a magazine somewhere and say this is what you should be doing.”

Lindstrom takes us up on the roof of the company’s building to have a look at the new system.

Up here we find solar panels. 140 of them. They’re stretched out from edge to edge, soaking up the rays.

Lindstrom says they generate about 5% of the energy the building needs. But he says even at that small percentage the company will recoup the roughly $17,000 investment in about three years.

The system’s total price tag is actually about $170,000. But Cannon Design got corporate tax credits and incentives that covered roughly 90%. After the pay-back period, Linstrom says the company will actually pocket money.

Back in the building they can watch the savings add up on the inverter meters inside. That got Lindstrom thinking. He got a bid on a system for his home. He’s decided against it for now because the payback would take about eight years. You see, businesses get more tax breaks than homeowners.

But some people say the payback time can be less. And sometimes it just doesn’t’ matter to them.

Joan Bozer was at the American Solar Energy Society Conference held in Buffalo, New York. Bozer was showing off pictures of her home’s $30,000 solar system. It cost her half that after incentives. The payback will take a while—about eight years. But Bozer says that’s okay.

“Because it doesn’t make any difference to me if it’s five years or ten years what the payback period is. I want the solar panels, like people in their house they put on the roof they want, or they put on what they want and this is what we want – solar panels on the roof. That’s how we want to do it.”

But as green-minded as she is, Bozer admits that federal and state incentives gave her the final push.

While everybody can take advantage of recent federal tax credits, state incentives vary. Some are generous, and some offer homeowners nothing. Some local governments are offering low-interest loans on top of the federal and state incentives.

Neal Lurie is with the Solar Society. Lurie says incentives are creating demand and that’s driving down the cost of solar systems.
He says systems cost about 30% less than last year.

Lurie says with lower prices and tax incentives, some homeowners can have solar without much – or no – money out of pocket.

But how soon will solar catch on with the masses? Lurie predicts in less than six years.

“We’ll see solar technology a low-cost provider of electricity, even lower priced than fossil fuels without incentives. I think that when that happens we’re going to see it go from being something that people are looking at and starting to do to something that is truly common-place, much more than people may actually expect today.”

Others think solar will really take off in just three years. Solar installers are already gearing up. Some say they’ll double their workforce by the end of this year.

Economists looked at utility bills of homes in California on the hottest days
of the year.

Geoffrey Donovan is with the Forest Service Research Station.

He says, if you have shade trees on the south or west sides of your home,
those trees reduce your electricity use by five percent.

“So putting a tree somewhere it’s going to cast shadows at the warmest time
of the day. The other thing you want to think about is winter sunshine.
Particularly on the south side of a house you may want to put a deciduous
tree as opposed to an evergreen tree so in wintertime you’ll get some
sunshine through that.”

Donovan says how close you put those trees to your house matters too. For
the most energy savings, shade trees should be within 40 to 60 feet of your
home.

Renting Rooftops for Solar Power

Duke Energy plans to rent 425 rooftops from homeowners
and businesses in North Carolina to install and maintain
solar panels.

Dave Scanzoni is a spokesman for Duke Energy. He says
building a new nuclear or coal plant could take a decade.
But this solar project could contribute electricity to the grid in
just a couple of years.

“Instead of a big, main baseload power plant that we
traditionally think of, we have several hundred small, little
power plants. It’s distributed power plants, a different way to
distribute energy closer to the customer.”

If the project is approved by regulators, the money to pay for
it will come from ratepayers – an 8-cent hike on the average
utility bill.

Other utilities have rooftop solar projects in the works as
power companies begin to experiment to find ways to reduce
carbon emissions.

grass and flowers on their houses. Joyce
Kryszak talked with one builder in
Western New York who planted a green roof on
his garage to show his neighbors how it works:

About 90% of all residential roofs are made out of manufactured
asphalt.

But builder David Lanfear knows that nothing tops mother nature.
He makes roofs out of gardens.

Lanfear recently ‘installed’ one on his own garage roof, so his
neighbors could see the benefits. There are beautiful flowering
plants visible over the edge of the flat roof. Lanfear says they’ve got
the whole birds and bees thing going on.

“We’ve noticed a big increase in insects, butterflies, birds all
sorts of new birds that I haven’t ever seen. They’re up there
eating something. Bugs? But its kind of nice to sit on the deck
and watch this nature in the city thing,” said Lanfear.

But the living roof isn’t a novelty. Lanfear says the roofs are more
eco-friendly. He says a living roof provides a whole cascade of
environmental benefits.

“Especially in a downtown when you get a hard rainfall the water
washes off all at once. There’s nothing to absorb it. If you had
a roof like this it absorbs the water and let’s it off slowly. So, it
not only slows the runoff, it cools the water and it starts to filter
the water. It filters some of the atmospheric crud out.
Otherwise, you get super heated water rushing off into the storm
sewer, and then out into the river or the lake and effecting the
environment there,” said Lanfear.

Once his neighbors understood the concept, they stopped thinking
Lanfear was crazy. A few even offered to give him a hand planting
his roof.

First the roof was reinforced with used lumber. Next are the
waterproof barriers – a rubber membrane, a root barrier made out of
old billboards and some old carpeting. Finally, recycled, crushed
concrete is shoveled on to be used as soil for the plants to grow in.

It’s all sustainable. And the native plants require very little water or
maintenance.

Neighbor Deborah Bach loves to garden. So, she was happy to
pitch in. Bach says the concrete soil needs to be doctored to enrich
it. But they have a reuse idea for that too.

“My son works at Starbucks and they give out free grounds for
gardens. So, we’re going to try doing that to try to balance this
out. You know, using recycled materials and things that have
already been used,” said Bach.

Another neighbor stopped by to help. Alex Sowyrda is a high school
technology teacher who’s interested in the science of green roofs.
He plans to share what he learns with his students.

“I try to bring it into my curriculum at school and, hopefully, the
kids graduating high school now take this knowledge with them
and are able to make responsible choices in the way they build
and the way they design in the future,” said Sowyrda.

The living roof builder David Lanfear says it’s a concept that can grow
on anyone. Even people who grew up with more traditional roofs. He
says to start small – with a garage roof – or maybe even smaller.

“We all have little expanses of roof in front of windows. And in
the summer you might notice that when the window is open the
hot air blows in, a lot of that heat comes from that little bit of
roof. If we could just put sections one square yard of living roof
outside of our windows on the porch roof, that would make a
drastic difference in cooling our house – simple,” said Lanfear.

And pretty cheap. Lanfear says the cost of materials is about the
same as an asphalt roof. But he says there’s savings in the long run
because the green roof can last three times as long.

And he says it’s a whole lot nicer to look at.

Right next to Lake Erie, a large wind turbine spins hypnotically in the
breeze. Its three big propeller blades provide only around 6% of
the energy consumed at the museum where it’s located, the Great Lake
Science Center. So the big turbine is mainly for educational purposes.
The museum’s Executive Director, Linda Abraham Silver says turbine
catches the steady winds off the lake:


“We don’t want turbulence, that’s right. Steady wind is what produces
the best energy and saves the gears and instrumentation inside.”


The single wind turbine stands in a wide open space near Lake Erie, but here
on the streets of downtown Cleveland, the wind is blustery and
unpredictable. These conditions are hostile to traditional turbines.
So the conventional wisdom was wind power couldn’t flourish in urban
environments… that is, until now.


“I think the problem was the propeller, not the whole idea that wind
power was somehow unable to be captured in the city. Some people even tell
you there is no wind power in the city”


Bill Becker is an urban wind developer from Chicago. He’s abandoned the three-propeller design for a horizontal one.
And it kind of looks like a metal DNA double-helix strand. He says it’s
actually two turbine designs in one so the machine can function in low and high winds. The turbine, manufactured
by Aerotecture, is a lot smaller than traditional ones so it can be mounted on rooftops. Becker’s installed 16 on skyscrapers in
Boston and Chicago. They can generate enough electricity to power two homes annually in a typical breezy day.


Becker’s not the only inventor who thinks there are better alternatives
to expansive turbine wind farms sprouting up on ridges and bluffs
across the country. And in England, the three-blade concept isn’t dead
yet.


The company Quiet Revolution has a vertical turbine with blades curving
up and down it. It creates power in even the slightest breeze, but that
power isn’t any more than Becker’s model and it costs 4 times as much.


Instead of catching open wind, in California entrepreneurs are
capturing a very specific type of wind: breezes traveling up and over
building parapets. Those are walls that extend past the roof lines of
big box retailers and factories:


“There’s a potentially great wind resource on those buildings that’s
not being tapped into today.”


Spokesman Steve Gitlin says the company AeroVironment is tapping into
this wind with systems of 15 turbines each. These futuristic rotating
fans, each about six feet tall, line the parapets of flat-roofed
buildings:


“What we’ve done is figured out there’s a unique acceleration of wind over that edge of the building
so the turbine’s designed to actually extend above and angle slightly downward
over that acceleration zone.”


The AeroVironment system is the most expensive… six times as much as the Aerotecture double-helix
design and generates slightly more electricity. It does, however, operate in very low wind, five miles per hour or less.


Ken Silverstein says this range in cost and efficiency shows the urban wind industry is
still growing. He edits Energy Biz magazine, and
adds to make an impact on the market, these turbine costs must come
down. And the government could help jumpstart the industry:


“It needs to develop, it needs to reach economies of scale so that the
technology improves, so that the costs come down and so that wind becomes more widespread than it is today.”


But Silverstein says, urban wind designs like these offers the hope
that businesses and even homeowners could capture the energy of the wind
directly on their own.
