New Homes for Chimney Swifts

There’s one American bird that has an unusual habitat problem. Chimney Swifts have adapted in the past as humans encroached on their territory. But now changes in human behavior are presenting new problems for the birds. And some people are trying to help them adapt again. Stephanie Hemphill reports.

But now changes in human behavior are presenting new problems for the birds. And some people are trying to help them adapt again. Stephanie Hemphill reports.

In his dad’s window-and-door warehouse in the Minneapolis suburbs, Derek Meyer is supervising the boys in his scout troop as they build a wooden tower for Chimney Swifts.

They’re using rough plywood to build a narrow box twelve feet high with an opening about a foot square.

Derek is doing this project to earn the rank of Eagle Scout. In the process, he’s learned a few things about the lives of Chimney Swifts.

“They originally lived in hollow trees but when the settlers from Europe came over they started destroying the trees, so they decided to live in the chimneys, and then people started putting wire over their chimneys, so over the last 40 years they’ve lost half of their population.”

Not just wire, but rain caps and other devices to keep moisture and critters out of chimneys.

The new home these boys are building for Chimney Swifts is destined for the nature center next to a nearby school. The school district was planning to tear down an old brick chimney as part of a remodeling project. Rebecca Field found out about that, and she tried to stop it.

“I said, wait a minute, I’m sure there are Chimney Swifts in there and they’re really good birds because they eat about 2,000 insects a day, each of those birds. And their favorite insect is the mosquito.'”

Field is on the board of Audubon Minnesota, and she’d been watching the swifts hanging around the chimney in the evenings. Individually they look like fat cigars with wings, but when they get ready to swoop down into the chimney for the night, there are so many of them, they look like a funnel cloud.

“How they communicate I have no idea, how they put the brakes on when they dive into that chimney so quickly, it’s a mystery but it’s a fun thing to watch.”

In the end the school district decided to leave the chimney up.

So now, a few weeks later, and just in time for the Chimney Swifts to fly back up from the Amazon, the tower is standing on a concrete pad at the school’s nature center.

School naturalist Marleane Callaghan has already brought all her classes, grades three-through-five, to check it out.

“We’ve talked about the bird, what it looks like, the dimension of it, I’ve invited them to come back with their parents to watch in the school parking lot in the evening up at the high school where they’ve left the chimney, and then to walk on down, to be able to identify them.”

This project is part of an effort by Audubon groups all over the country to raise awareness of Chimney Swifts and their need for homes.

In Minnesota, project director Ron Windingstad wants to convince homeowners to make existing chimneys more welcoming. He says people can take the caps off their chimneys during the summer, or just raise them high enough so the birds can fly in from the sides.

Soon these school kids will be able to see the amazing acrobatics of the Chimney Swifts. Windingstad says they hardly ever stop flying, from morning til night. They’ll even sip water and take a bath in a nearby pond, without stopping.

“They’ll scoop down, lower their bill, and fly across it and drink in the water. They’ll use some of these shrubs around here to break off little twigs about the size of a wooden matchstick or toothpick actually, and use that to build their nests, and they do that while flying as well. They are marvelous creatures.”

This story starts at a forest preserve in Lake County, Illinois, north of Chicago.

Jill Stites is here to show off the forest preserve’s custom-built welcome center.

Stites: This building was built for people to come out and see what people could do in their own homes.

In other words, the idea was, we could do it, it didn’t break the bank entirely, here’s something you might want to try, that sort of thing?
Stites: yes, you can really do green building in a responsible way.

Stites shows me how the building collects rain water from the roof.
That keeps rain out of sewers.
That way, the local waste-water treatment plant doesn’t waste chemicals and electricity to purify rainwater.
After all, rainwater’s already clean and you can store it in cisterns, like this one.

Stites: It collects water off of the roof and goes directly in there. and there’s a spout on the bottom of the cistern that you can hook up a hose to and water your flowers with.

But Stites’ building wanted bigger bragging rights.
They wanted to prove people can collect rain water for more than just flowers.
You can use it for something more urgent: flushing your toilet.

Stites: you don’t need drinking water to flush your toilet. you’re saving the water from going to the storm sewers to be treated to come back as drinking water when that’s not necessary.

There was trouble, though.
The forest preserve district couldn’t get a permit to use rain water in the toilets.

It wanted a connection to city water, as a kind of backup.

But the state worried untreated rain water might somehow contaminate the city’s drinking water.

It took years to get special permission.

Stites: We’re bragging about it. It’s been in the paper about the possibility of it happening and we’re hoping by summer that it’s going to be a fact.

Well, the Lake County Forest Preserve District got its permit, but it won’t let the issue die.
It wants average homeowners to have an easier time, so do environmental groups.

Ellis: It’s a time-consuming process. If we’re going to have more individuals and business doing this, it’s just going to become a bureacratice mess if they have to get variances every time.

This is Josh Ellis.
He’s with the Metropolitan Planning Council in Chicago.
He wants rain collection for toilets to go mainstream in Illinois, but state law needs an update.

Ellis: It would just be a matter of course instead of a special process just to run your toilets a little bit differently.

He says engineers and plumbers have proven rain water collection can work for toilets, safely.

Ellis: We just need to upgrade the plumbing code and I think it will be smooth sailing from there.

Maybe smooth sailing … if you have the cash.
I ask an industry leader for specifics.
His name’s Joe Wheeler, and he’s with the American Rainwater Catchment Systems Association.
The U-S Environmental Protection Agency estimates, each year the average household spends just 200 dollars on water.
Wheeler says, for a rain water collection system …

Wheeler: You could do a really good job for about 4500 to 15,000 dollars. Every house is different. We’re not talking McDonald’s Big Macs here, we’re talking every one of them is a unique situation.

Wheeler says overseas, using rainwater for toilets is common and cheap.
Take Germany, for example.

Wheeler: Basically when you go into a home, you don’t know … you can’t tell the difference.

But Wheeler says German homes and businesses get pushed toward rain harvesting.

Wheeler: People would actually get a rebate on their waste water and that gave the whole market in Germany a critical mass.

It doesn’t work like that here, so in the U-S, rain harvesting for toilets is nowhere near critical mass.

Caribou, also known as reindeer, are declining all over the globe. The group International Fund for Animal Welfare says two subspecies of caribou are in especially bad shape.

Nathan Herschler is with the group. He says these caribou live in the Arctic. And climate change is making their lives miserable.

“Instead of soft snow that’s falling on the ground, we’re getting freezing rain. That’s encasing the land in ice and the caribou are literally starving to death.”

Herschler’s group wants the US government to put the caribou on the endangered species list. Even though the caribou live in Canada, he says the listing would help by banning the import of caribou or caribou meat into the US.

We’ve been using the market-based tool to reduce other pollution.

Frank O’Donnell is with the environmental group Clean Air Watch. He says ‘remember acid rain?’ The government ‘capped’ the pollutants causing acid rain. And then came the ‘trade’ part.

“Sources can either reduce their emissions further or purchase the right to pollute from other companies that reduce their emissions more than they need to.”

O’Donnell says that cap-and-trade was cheaper than anybody predicted, and it reduced acid rain. But it didn’t eliminate it.

“And the reason is that the cap-and-trade target was essentially a politically-driven target. It was not one based fully on science.”

In fact, the US EPA is now proposing cutting acid rain pollutants more.

O’Donnell thinks a cap-and-trade scheme for carbon emmissions could be far more susceptible to political maneuvering.

Wangari Maathai: Because 20% of the greenhouse gasses, especially carbon, comes from deforestation and forest degradation.

Lester Graham: You know, in the US, it seems the rainforests are so far away – it’s hard to imagine what I can do to have some affect on their future. What can someone like me to do save the rainforest?

Maathai: Even though we live very far from the Amazon, or from the Congo forests, or from the Southeast Asian blocks of forest, these three are the major lands of the planet. They control the climate from very far away. So, the planet is very small when you come to discuss these huge ecosystems.

Graham: But what is it I can do to change things?

Maathai: Well, one thing I think is very, very important – especially here, in North America – when legislators are discussing this issue at Capitol Hill, is to influence your legislator. Convince him or her that dealing with climate change is a very important issue and that it is very important to have legislation that will facilitate this. Because no matter how much we know and recognize the dangers, until our leaders give us legislation around which we can work, it just continues to be talking. And we need this legislation, so I hope citizens will call their leaders.

Graham: What, specifically, can the United States do to save rainforests around the world?

Maathai: Well, I think that one of the agreements that we are hoping will take place in Copenhagen – and America will be part of this – in fact, we hope that America will provide the leadership in Copenhagen – is to agree on a financial mechanism that will help countries that have huge forests – the Amazon, the Congo, the forests in Indonesia and Borneo and that region – that there will be money that will be made available so that these countries will be financially compensated so that they keep these forests standing. Now, if America, the United States of America, if she’s left out – the way she was left out in Kyoto – we can’t go very far. Because, believe me, America – her actions, her attitude – influences the thinking in the world. So I’m hoping that America will provide the leadership and will also contribute towards the financial mechanism that is needed to support forests.

Graham: In your leadership of Green Belt in your native country of Kenya, you’ve used the action of planting a tree as a political statement. In the US, we spend a lot of time talking about using less fossil fuels, but there’s not a lot of talk about planting trees. Are we missing part of the solution?

Maathai: I think it’s very important to encourage farmers, individual citizens to plant trees. And, I’m very happy to know that in some of your states, tree planting has been embraced as one of the solutions. It’s one of the activities that every one of us citizens can do and feel good about it, and teach kids to do it, because every tree will count. And when there are 7 billion of us, almost, in the whole world, so you can imagine, if every one of us planted a tree and made sure that tree survived – can you imagine the impact?

The Weather Channel noted that tropical depression was farther North earlier than any potential hurricane in the 159 years of storm records.

You can’t help but wonder whether climate change is having an effect here.

Jeff Masters is a former hurricane hunter, now with Weather Underground.

He says that’s not what’s happening. He says this storm was getting stronger by following the the gulf stream.

“There just happened to be a little blip of warm water associated with the gulf stream that this storm took advantage of. It was a very small storm so it was very lucky. It was able to stay over the warmest part of the gulf stream.”

Masters says it’ll be decades before we’ll be able to tell if climate change is actually affecting hurricanes.

Forecasts this year call for a pretty average hurricane season.

Masters says an El Niño event could occur later. That’s important, since the number and intensity of Atlantic storms are usually reduced during an El Niño year.

The National Resources Defense Council says beaches across the country were closed to
swimmers for more than 22,000 days last year.

Sometimes the beaches were closed when sewer plants would overflow.

Nancy Stoner is with the Natural Resources Defense Council.

She says most of the time beaches were closed after a big rainstorm

That’s because rain washes pollution into the water.

“I’m more cautious now after swimming after a heavy rainfall. And the other thing about
it is that the ocean beaches in general tend to be cleaner than beaches that are in bays
and sounds and other protected areas, so it makes me want to go to the ocean.”

Ocean waves tend to wash away the pollution a lot faster.

Beach closings along the Great Lakes were twice as high as the national average.

Construction Sites Mucking Up Rivers

Some home builders say the housing market
is tough enough. They don’t need environmental

some “green” builders say the housing industry
can improve the environment, do the right thing
for communities, and still make money. Julie Grant
reports:

Have you ever driven by a construction site and seen all that dirt? A lot of that dirt is washed off the site by
rainstorms and ends up in local creeks and rivers.

Russ Gibson is with Ohio Environmental Protection Agency.
He says that dirt kills aquatic bugs and fish.

The dirt covers up gravel bottom streams – that fills holes
where bugs want to live. If bugs can’t live it mucks up the
food chain. Gibson says fishermen know when this
happens.

“You’ll have some of the smaller fish and the bait fish, like
minnows and darters, will feed on the small bugs that live
there. If you don’t have bugs to feed the bait fish you don’t
have bait fish to feed the big fish.”

Beyond that, the silt from construction sites can also muddy
up where fish lay their eggs.

And enough construction dirt can fill a stream so much that it
can make flooding more of a problem.

So, how much dirt are we talking about?

The EPA estimates that 20 to 150 tons of soil per acre is lost
to storm water runoff from construction sites.

That means every time a new house is built, truckloads of
soil can wind up in local streams.

If a homebuilder pulled a truck up to a bridge and dumped a
load of dirt into a creek, people would scream. But because
construction site runoff is gradual and not as obvious,
builders get away with it.

Lance Schmidt is a builder. But he’s not your typical builder.
They used to call him a “tree-hugger builder.” These days
he’s seen as a trend setter.

Schmidt says nobody in the building industry is talking much
about construction silt.

“Believe me, stormwater’s not a fun issue to talk about. (laughs)”

But it’s one of the biggest pollution problems in creeks and
rivers.

Schmidt’s crew just dug a hole for the foundation of a small
house. He’s climbs up on one of four mounds of dirt. He
knows when it rains, some dirt can get washed away, and
end up in a nearby river. That’s why he puts up sediment
barriers. But most of the time no one checks to see if he
does.

“There aren’t any regulations as far as I know. I mean other
than if somebody was to complain.”

The Environmental Protection Agency in Ohio says it does
regulate construction sites. But, usually just the larger ones,
where there might be problems. The homebuilding industry
doesn’t really think it’s the problem.

Vince Squallice is director of the Ohio Homebuilders
Association.

“Construction and earth disturbing activities in construction is
not causing the siltation problem in Ohio.”

Squallice says farmers are mostly to blame for dirt runoff in
the rivers. It’s true that sediment runoff from farms is a huge
problem. But the EPA says sediment runoff rates from
construction sites are typically 10 to 20 times greater than
from farmland.

Squallice says builders already have to deal with too many
regulations such as setbacks from streams.

“Some of the regulations recommended to protect streams go
overboard in terms of environmental protection.”

Squallice says because of the housing bust, it’s a time to
help homebuilders, not enforce more environmental
regulations.

Builder Lance Schmidt says homebuilders need to look at it
a little differently. They can help solve a problem, keep
streams clean, and help cities with flooding problems.

“And that’s the avenue that I’ve decided to attack at. Rather
than attack the regulations, let’s sit back and find ways that
we can actually do this.”

Schmidt says there are lots of creative building ideas that
can reduce flooding, and improve the rivers for fish and other
wildlife. But in this competitive market, builders won’t do it
until everyone has to play by the same rules. And he
doesn’t expect that to happen without better enforcement by
regulators.

It’s a way to reduce the polluted runoff that flows
into lakes, rivers and the ocean. As Ann Dornfeld
reports, not everyone is thrilled with the idea:

We’re walking down a winding lane lined with maple trees, tall, dry grasses and
evergreens. Bright white snowberries dot the dark branches. It feels like a walk
in the country. But we’re actually admiring a big-city sewer system.

This little valley – a sort of shallow ditch – is called a “bioswale.” Its plants filter
out pollutants that run off the street. And special, thirsty soil helps the water
absorb into the earth. Sections of the street are narrowed to make room for the
bioswales, so some parking along the street is lost. But houses without
driveways get two parking spaces between the swales.

The bioswales have thick layers of native grasses, shrubs and other plants. It’s
kind of a wild, natural look. Debbie Anderson lives on a nearby street. As she
walks by the bioswale she says to her it just looks messy.

“We think it looked nice when it was first built, but it hasn’t continued to
look good, I don’t think. We moved out here because there was no
sidewalks and the streets were wide open and we like that. Lots of parking,
we can have lots of company. This way you can have, what, two people
that can come? That’s it! No. I don’t want it.”

That’s a pretty familiar argument to Bob Spencer. He’s with the City of Seattle’s
Public Utilities office.

“The big thing is the lack of parking. People really get into using these
street right-of-way shoulders as their personal parking spots.”

But not everybody thinks parking spots are more important than doing something
to reduce water pollution. Spencer says the neighbors on this street actually
competed with other blocks to get these bioswales. It’s free landscaping – and
the city even worked with each homeowner to choose plants that would blend
with their existing garden.

Spencer says the city’s traditional method of dealing with stormwater has washed
contaminants into a nearby creek.

“Well, in the surrounding streets around here, we have what’s called ‘gutter
and ditch’ drainage. And what happens is the water runs off the property
and the impervious streets and rooftops. And it enters a ditch and then
goes pell-mell screaming down to our local salmon-bearing creek, Piper’s
Creek.”

It’s not just Seattle’s creeks that are flooded with runoff. Untreated rainwater
flows straight into lakes and the ocean, polluting them. Cities across the country
are looking for ways to deal with toxic runoff like that.

Spencer says Seattle is pioneering
large-scale natural drainage. In other words, the rain is allowed to drain like it
does in the wilderness. The plant roots slow the water so it can absorb into the
earth. That helps prevent flooding. Pollutants like heavy metals, pesticides
and fertilizers are trapped in the soil, and some of them are broken down in these bioswales.

“So we’ve got a little bit more like a forested system in that we have a duff
layer that acts as a sponge.”

Spencer says the city hasn’t tested the water quality of the runoff that eventually
enters the creek. But he says the runoff has been slowed to a trickle.

“It infiltrates and holds and keeps here 99% of that runoff. So that’s a
pretty large flush of water that’s not entering the creek with this system.”

Officials in Seattle’s city government like the green look of the bioswales. And
they help the city meet federal pollution guidelines. City Council President
Richard Conlin says over the course of three bioswale projects, the city has been
able to lower the cost to about the same as conventional stormwater treatment.

Seattle’s newest bioswale system will be at the foot of Capitol Hill. That’s where
seemingly half of the city’s young people live, in blocks full of apartments,
nightclubs and parking lots.

“It’s actually the densest urban neighborhood west of Minneapolis and
north of San Francisco. So it has a lot of impervious surface.”

Stormwater from Capitol Hill rushes off the hard surfaces and down to a lake. So
the city is taking advantage of new development at the bottom of the hill. It’s
planning to filter the runoff through bioswales before it pollutes the lake.

“And once we’ve done that, I think we’re pretty much ready to say this is
the standard from now on.”

Conlin says the city will likely install bioswales in all new developments, and on
streets where the most runoff enters waterways.

He says cities around the country are contacting Seattle to find out how to install
bioswales of their own.

The Amazon and its tributaries make up the largest river system in the world.

(Documentary narrator: “In spite of the enormous scale of this tropical rainforest basin, scientific evidence increasingly has revealed how fragile this ecosystem is. And how what happens here will influence global climate dramatically, possible irreversibly, within the next 10 to 20 years.”)

This two-part program produced by Jean-Michel Cousteau, “Return to the Amazon”,
shows that trees are the key to creating rain in the region and keeping the river alive.

Fifty-percent of moisture for rain in the Amazon is released directly from the trees.
So fewer trees means less rain.

(chainsaw noise)

20% of the Amazon rainforest has already been cut down.

And scientists predict if 30 to 40% of the Amazon forest is cut, it will pass a tipping
point, becoming too dry to survive, and no longer absorbing climate changing carbon
dioxide.

Jose Alvarez Alonso is with the Peruvian Amazon Research Institute. In the
documentary he says illegal logging not only endangers the forest, and the climate, but exploits the
indigenous people: paying them a small bag of sugar to illegally cut down an entire
mahogany tree, and in the process destroying their way of life.

“I can tell you that the mahogany taken out of the Amazon now is stained with
blood.”

Most of the logging is, at least, controversial. Much of it’s corrupt. And, often, it’s illegal. But Brazil still
exports massive amounts of wood.

That’s because people in the U.S. and Europe keep buying the rainforest wood.

In the 25 years since Jean Michel Cousteau last visited the Amazon with his father
Jacques Cousteau, he says there have been some disturbing changes and he
wanted people to see what’s going on. We asked Jean Michel Cousteau what he
hopes people get from the programs.

Cousteau: “Well, I really hope that it will be more than people just having had a good time, discovering a place maybe they didn’t know about, or have heard about but didn’t focus on some of the issues, and some of the solutions, and meet some of the local people. And that beyond all of that, they will take action. I really hope that people will be aware enough to understand the connections that they have, how much we depend upon places like the Amazon for the quality of our lives, every one of us.”

Graham: People who watch programs like yours, they look at these things, and they have one question: ‘Well, what can I do?’ What can an individual do when looking at a big problem like this?

Cousteau: Well, what you can do, there’s a lot you can do. As an individual, by being aware. How can you protect what you don’t understand? So, what we’re offering the public is answers to perhaps some of the questions or to highlight some of the problems. That allows you, as an individual decision maker, to make some better decisions when it comes to the wood you’re going to buy, the next time you look at a piece of furniture, you have the right to ask the question: ‘Is that coming from the rainforest?’

The two-part TV series does outline many of the problems. But, it also offers some
hope as researchers, environmentalists and governments in the Amazon basin work
to solve some of those problems.
