Wind Potential & Taking Stock of State Land

Scientists are analyzing new data that’ll determine whether offshore wind farms are viable in Lake Michigan and the data is more detailed than any available from the Great Lakes so far.

A floating eight-ton research buoy is collecting the data. There are only three such vessels in the world and this is the first one launched in the United States.

The buoy has been anchored about 37 miles off shore for about two months now. Recently crews retrieved the first set of data cards – with information about wind conditions and any bats and birds that fly by. Scientists are now analyzing that data.

Arn Boezaart heads the Michigan Alternative and Renewable Energy Center that’s operating the buoy. "I think we are getting data at this point that will be very useful and will validate the fact that the wind conditions at mid-lake are very promising for potential future use as a commercially viable wind source," Boezaart says.

But right now there is no clear path to proposing an offshore wind farm in the Great Lakes inside the Michigan border.

Of all the land in Michigan, the state owns about 20 percent.  That’s about four million acres. And, some people think that’s too much. Some people think it’s not enough. Regardless, every few years, there’s a new call to take a look at how much land is owned by the state, and how it’s being used.

Governor Snyder signed a law recently that limits how much land the state can acquire while the state Department of Natural Resources conducts a study of what the state has and how it’s used.

“The state itself owns millions of acres of land, let alone cooperating with the private sector and there’s no cohesive strategy on how we manage our resources for both terrestrial things like – land-based things, but also aquatic. So one of the things I’d like to see in the special message is setting the framework of how we’re going to evolve over the next few years to have comprehensive strategy for how we’re going to manage land and aquatic resources in the state of Michigan," the Governor said recently.

The state’s been acquiring this property for more than 150 years. The state got a lot of this land in the 1880s and 90s as loggers turned to farming clear-cut acres –failed, and failed to pay their taxes. The state acquired more land from unpaid taxes during the Great Depression.

A lot of it now is state parks, forests and recreation areas. The state manages this land with a few purposes in mind like recreation and habitat preservation. And, some of the land is used for extracting natural resources like timber, gas drilling, and mining.

The state also bought a lot of this land from money raised by leasing drilling and mining rights.

Governor Snyder’s idea is, maybe, the state can strategically sell and acquire property to do things like create a Lake Huron to Lake Michigan trail system for bikers and hikers. They’d stop and camp or use hotels and restaurants along the way.

But those decisions have implications – especially to the real estate market.  And to local governments that might or might not derive some tax benefits based on what happens.

We can expect to hear more from Governor Snyder about how the state plans to manage the land it owns when he delivers a special message on the environment this fall.

There’s been a lot of talk in West Michigan lately about how wind power could boost the region’s economy. As Lindsey Smith reports, the area could be home to several potential wind projects.

About 60 people gather at an auditorium in Saugatuck – a tourist town on the Lake Michigan shore. Farmers, business owners, and residents want to learn more about the wind farms that could begin to pop up in the region both on and offshore. These are large scale wind farms with industrial turbines that would tower 300 to 400 feet tall.

Mike Obrien has worked for companies looking to build offshore in the Great Lakes. For years he’s been trying to convince governments, businesses and residents that Michigan’s manufacturing base is perfect for the wind power industry:

“We ought to own this. We ought to own it in the Great Lakes because we can ship this stuff by water much more effectively than we can by trucks and rails. So we ought to own that. And we ought to put people back to work. It’s not the only reason we should do wind, but it’s a hell of an important one.”

But there are still a lot of people like Michael Johnson who don’t feel that way. Johnson lives and owns businesses in Saugatuck:

“I don’t think anybody would argue with you that we need this renewable energy. The only problem is I don’t want it in my backyard.”

Ann Erhardt is with the West Michigan Environmental Action Council. She admits getting people to think regionally about energy has been a struggle:

“There’s those governmental borders and entities not wanting to work together. You know, ‘this is my pond and that’s your pond, keep your fish over there.’”

Erhardt says people and governments have to be more open to work together to bring wind farms to the region. Otherwise, she warns the jobs and economic investments won’t come.

Right now, the city of Holland is testing wind conditions at a potential site in Allegan County. Muskegon County has already tested land it owns and is now taking proposals for a wind farm there.

As for any offshore wind farms… those are likely a long way off because Michigan lawmakers still have to approve regulations for them.

For nearly two years, entrepreneur John Hantz has been working to turn a blighted swath of Detroit into what he calls “the world’s largest urban farm.”

But as Sarah Cwiek reports…the project’s been slow to get off the ground, which shows Detroit’s mixed feelings about the project…and the whole idea of city farming:

City officials have just approved a deal to let Hantz Farms buy 20 city lots—about five acres—adjacent to their headquarters.

The company plans to clean up the land and create some small orchards. There are some pretty big catches, though. For starters, they can’t sell anything they grow there.

Also, large-scale farming would require re-zoning for agriculture. That brings the Michigan Right to Farm Act into play.

That law is meant to protect farmers from people who complain about the sounds and smells of regular farming. But some people worry it would give Hantz Farms’ neighbors little recourse if there are problems.

Then there’s Mayor Dave Bing’s effort to create a master land use plan for Detroit. Until that’s finalized…the city is being tight-fisted about its vacant land.

And then, there’s fairly widespread skepticism about the idea of large-scale urban farming. Councilman Kwame Kenayatta is one of the skeptics.

“I understand that we got a lot of land. And some of that land can be used as greenspace, that’s true. But this whole idea of turning vacant Detroit into an urban farm is not necessarily one that I have bought into.”

Hantz Farms hails the land acquisition as “a milestone.” They also say it’s “just the beginning.”

Greenovation: Spray Foam Your Home

When people talk about making their home energy independent, they often talk about solar panels and wind turbines. But before all of that, a home has to be tight. That’s not as exciting, but necessary. Lester Graham is following Greenovation.tv’s Matt Grocoff as he tries to make his home the oldest net-zero-energy house in America.

That’s not as exciting, but necessary. Lester Graham is following Greenovation.tv’s Matt Grocoff as he tries to make his home the oldest net-zero-energy house in America:

The note on Matt’s door told me to come on in and head for the basement. Matt’s 110 year old home has what’s called around here a “Michigan basement.” Basically, cement floor, stone walls, low ceilings. Not glamorous.

Matt is spraying expanding foam insulation up in that area where the floor framing sits on the foundation. The sill plate… which is basically nothing more than one-and-a-half inches of wood between inside your home… and the great outdoors.

“There’s no insulation between your house, or your living part, and the foundation itself.”

Maybe you’ve been in the basement of an old house and sometimes you can actually see daylight through the sill plate in places. Those leaks need to be sealed. That could be done with caulk. Then the area needs to be insulated. That could be done with fiberglass insulation.

“What we decided to do is to do both at the same time, seal and insulate, is to use a do-it-yourself spray foam insulation kit from Tiger Foam. There’s plenty of professionals out there, and for most people, that’s what I’d recommend you do, go to the professional. If money is an issue or if you’re a really handy person, these spray foam kits are fantastic.”

The foam insulation kit costs about 300-dollars. It’s basically two tanks -each about the size of a propane tank you’d use for an outdoor grill. A hose from each tank is attached to a spray gun that mixes the chemicals. The chemicals mix as they come out and the make a sticky foam that expands into nooks and crannies and then hardens after several minutes.

“Way easier than I thought they were going to be, by the way. I was actually terrified. I went back and read the instructions three – four times. And when I started spraying, it wasn’t that bad.”

“You still ended up with a goof, though.”

“I did have a goof. There was a little bit of foam there, dripping, when I forgot to turn on one of the canisters, but what ya– c’mon Lester.”

Matt’s goof means he’s going to have to wipe up some of the mess and spray again. But it’s not a disaster.

If you’ve got a big job… maybe new construction or a remodel that takes it down to the studs… you might want to consider a professional.

John Cunningham owns Arbor Insulation in Ann Arbor, Michigan. He says, sure, if you’re up to it… do it yourself.

“You could assume that it’d be cheaper to do it yourself and the kits are a really good option, especially for people that have smaller projects or they’re looking to do the work in a very specific time frame or in a distant location for instance.”

But the professionals are recommended for those big jobs. And right now there are federal tax credits for spray foam insulation– 30-percent up to 15-hundred dollars. That credit is limited though.

“The tax credit is available for the material only, so the contractor should be separating out the material and the labor. Also, there are additional incentives from some utilities and more incentives coming down the pike.”

Some states and even municipalities are considering incentives.

One final note… to use the spray foam, Matt Grocoff is decked out in a white haz-mat suit, latex gloves, goggles and a respirator…

“You’ve got to take all the safety precautions. You’ve got to wear your goggles, your suit. And it also can be messy too. Any overspray that gets in your hair will stay in your hair.”

And as he zips up, I get the hint that Matt has to get back to work.

“I do. I’ve got 30 seconds before this nozzle sets up. So, Lester, thanks again.”

The Environmental Protection Agency puts on what it calls a “green power challenge” among colleges each year – who’s using more renewable power such as solar, wind, and geothermal.

This year, the Ivy League beat out the Big Ten to come in first.

The University of Pennsylvania was the top winner.

Blaine Collison directs EPA’s Green Power Partnership. He says colleges and universities can have a lot of influence with utility companies.

“If every school in America were to stand up tomorrow and say ‘we want to be 50% green powered by the end of next year’, the supply side of the market would say, ‘great, let’s talk about how to do that.’”

But in this competition, there’s a lot of room at the top. Only 54 schools were purchasing enough green power to qualify for the challenge.

Most of the power for your light switch comes from burning coal and natural gas. Mark Brush reports the government is trying to change that. There are state and federal programs that will pay you to put solar panels on your house:

John Wakeman was laid off from his factory job eight years ago. So, for him it was, “well… Now what?” He’d always been interested in solar panels and wind turbines. So he decided to go into business helping homeowners put these things up. It’s been eight years, business was slow at first, but he says these days, business for solar panels is picking up.

“There are a lot of people that have always just dreamed of it. You know, they thought it was really cool, they looked into it in the ‘70s. In the 70’s it cost, you know, ten times as much for the same energy. The costs have really come down.”

But it’s still really expensive for a lot of people. Wakeman says a typical solar job costs around sixteen thousand dollars these days.

But now – you can get help from the government.

There’s a federal tax credit that will pay for 30% of the cost of new solar panels on your house. So you spend sixteen grand – you get $4,800 off your next tax bill. And on top of that, there are a bunch of state and utility operated programs that will help pay for the up-front costs.

In fact, more than half the states in the country are forcing utilities to make more renewable power.

So more utilities are paying people to install things like solar panels, wind turbines, and geothermal heat pumps.

In many places, it costs less to install these things than it ever has.

Wakeman says these incentives have been good for his business.

“I can actually build a business somewhat on that. I can hire some people and get them trained. You know we can go out and sell some systems.”

But some say these subsidies are not a good idea:

“The sunlight may be free, but solar energy is extremely expensive.”

Robert Bryce analyzes the energy business for the Manhattan Institute. It’s a conservative think tank. Bryce says solar power is enjoying big subsidies from the government right now, but it’s not translating into a lot of power going onto the grid:

“Solar energy received 97 times as much in subsidies per megawatt hour produced as natural gas fired electricity; even though the gas-fired electric sector produced 900 times as much electricity as solar. So how much subsidy are we going to have to give them to make them competitive. And I think the answer is going to be… It’s going to have to be a whole, whole lot.”

Bryce agrees – there are some big environmental costs to traditional fossil fuel sources. Costs that are not always paid for. But in the end – he says renewable energy sources like solar just can’t compete with traditional fossil fuels.

But others say the subsidies for renewable power are boosting an industry that is trying to get a start.

Rhone Resch is the president of the Solar Energy Industries Association. He says the subsidies renewables are getting today just make the game fair:

“We’re starting to get the same kinds of support from the federal government that the fossil industry has enjoyed for the last 75 to 100 years. And when you do that, the cost of wind comes down, the cost of solar comes down, the cost of geothermal becomes more cost competitive.”

If you look at the numbers, traditional power sources have always gotten more money from the government. In 2007, the federal government gave out 6.7 billion dollars in subsidies to support electricity production. Most of it went to coal, natural gas, and nuclear.

Today, renewable energy sources, like solar, are getting a little more help. And supporters hope that help doesn’t disappear – like it has in the past – when the political winds change.

U.S. Interior Secretary Ken Salazar says he will make a decision by the end of April. What would be the nation’s first offshore wind farm is bigger than a simple “not in my backyard” issue. It has divided communities and even neighbors. Curt Nickisch met two people, who’ve come down on opposite sides – both for environmental reasons.

A decade-long fight over a proposed wind farm off the coast of Massachusetts could be over soon. It’s called Cape Wind. U.S. Interior Secretary Ken Salazar says he will make a decision by the end of April.

What would be the nation’s first offshore wind farm is bigger than a simple “not in my backyard” issue. It has divided communities and even neighbors. Curt Nickisch met two people, who’ve come down on opposite sides – both for environmental reasons.

At 63-years-old, Bill Eddy has old-man-and-the-sea white hair. He’s been sailing all his life, including the waters where the 130 wind turbines would go up more than five miles offshore. He knows the wind’s power. And he’s willing to give up part of the horizon he loves for clean energy.

“I have a firm, firm belief. We may have to for one generation be willing to sacrifice a very small portion of a coastal sea off the coast of Massachusetts. To launch this new future.”

Cape Wind would generate three-quarters of the electricity used by Cape Cod and the islands of Nantucket and Martha’s Vineyard. Bill says it’s time for residents here to share in the sacrifice for the energy that drives modern life.

“Consider for just a moment the sacrifice that’s already being made by the thousands of our fellow American citizens who live where their mountains are being removed for coal. Or what about the thousands of American men and women who are serving overseas to protect the places where the oil is that we import? To be honest with you, the 130 turbines of the wind farm, I’d prefer any one of them to one more marker in Arlington National Cemetery.”

“It’s not going to make any difference, this one wind farm.”

Martha Powers is just as passionate about Cape Wind, but she’s against it. She lives by the water, too.

“So this was a summer cottage, my Dad bought it in 1958.”

As a kid, Martha spent summers here. Now she’s a librarian with graying hair. She keeps binoculars by the back porch for birdwatching.

“This project would tear a big hole in that whole web of life there that could never be repaired. It would tear a hole that big under the ocean, all of the animals that live in the ocean beneath that water, and that fly above that water, it would be horrific. I can almost see it, like a bomb, to me, it feels.”

Mainly, Martha’s worried about the birds that will be killed by the spinning blades of the wind turbines. Her Christmas card this year was a photo of a chickadee perched on her finger.

“When you feel those little feet on your hand, trusting. It’s an amazing experience. So to kill them is just such a horrible thought. That’s the hardest thing for me to accept about this project.”

A few miles away, Cape Wind supporter Bill Eddy says it would be hard for him to accept the project not going forward.

“I know, I just know that, in a year or so, I’ll be able to go out to the wind farm. The wind in my sails and the winds in the blades of the turbine, that something very old and something very new is bringing about a most wondrous evolution.”

Whether that evolution starts off of Cape Cod will be up to someone in Washington. Interior Secretary Ken Salazar says the nation will move ahead with wind farms off the East Coast. But since people like Bill Eddy and Martha Powers can’t agree, Salazar will decide whether Nantucket Sound is the right place to start.

Governors across the nation want more electricity from renewable sources such as wind, solar and bio-mass. Lester Graham reports… they’re calling on Congress to make it happen.

The Governors’ Wind Energy Coalition is 29 governors –Republicans and Democrats who want Congress to establish a renewable energy standard. They’d like to see 10-percent of all electricity come from renewables by 2012. By 2025, they want 25-percent. And they want a new interstate electric transmission system built to get wind power from isolated areas to the cities that need the power.

Iowa Governor Chet Culver chairs the coalition.

“If Congress fails to pass a strong national goal on renewable energy and transmission upgrades, the continued uncertainty will cause the nation to potentially surrender wind manufacturing to other countries.”

And Governor Culver says with that wind manufacturing would go the potential jobs the U.S. needs.

Dustin Dwyer has a look at what needs to change before the U.S. can tap into its offshore wind potential.

One of the newest plans for offshore wind in the U.S. is in Michigan, a state that’s desperate for the kind of jobs that an offshore wind project could create.

But local landowners don’t want to have to look at the turbines – it’s the same problem Cape Wind confronted nine years ago. And the process for getting offshore wind projects approved remains murky.

Steve Warner is CEO of Scandia Wind, which is proposing the Michigan project. He says the response from state government so far has been confusing.

“In the absence of understanding the process and what it entails, people want to hesitate and we understand that.”

There is an effort underway in Michigan to clarify the permitting process for offshore wind. But as that effort drags in many states and at the federal level, developers are left waiting.

Researchers at the Lab estimated the total amount of wind power that could be generated in the United States at more than 10 times the total electricity we use today.

The figure comes to 37 million gigawatts of electricity per year.

That’s much higher than an estimate researchers put out in 1993.

Dennis Elliot is with the National Renewable Energy Laboratory. He says that’s largely due to turbine improvements.

“The turbines are much bigger. We’re looking at heights of 80 meters,
compared to the old technology had heights of about 50 meters above ground. The
higher you go up, the more energy is available in the wind. The wind speeds get
greater.”

Elliot says the biggest challenge now is building the infrastructure to tap that energy, and move it around the country.

The groups say they want the federal government to tell power companies that more power has to come from renewable energy. Most power companies in the country are basically regulated monopolies.

Denise Bode is the president of the American Wind Energy Association. She used to work as a public utility regulator. Bode says it’s up to the government to ask one question when they regulate these monopolies.

“What’s in the public interest? And, you know, often times as a state public utility commissioner I would make the determination as to what kind of power generation that we would authorize our utilities to do and what was in the public interest.”

Bode says it is in the public interest to get more power from cleaner, renewable sources.

Some big utilities oppose having one federal standard – and there are a lot reasons why they oppose it – but one of them is that states are already handling it. There are 30 states that have some kind of renewable targets in place.
