Wind Potential & Taking Stock of State Land

Scientists are analyzing new data that’ll determine whether offshore wind farms are viable in Lake Michigan and the data is more detailed than any available from the Great Lakes so far.

A floating eight-ton research buoy is collecting the data. There are only three such vessels in the world and this is the first one launched in the United States.

The buoy has been anchored about 37 miles off shore for about two months now. Recently crews retrieved the first set of data cards – with information about wind conditions and any bats and birds that fly by. Scientists are now analyzing that data.

Arn Boezaart heads the Michigan Alternative and Renewable Energy Center that’s operating the buoy. "I think we are getting data at this point that will be very useful and will validate the fact that the wind conditions at mid-lake are very promising for potential future use as a commercially viable wind source," Boezaart says.

But right now there is no clear path to proposing an offshore wind farm in the Great Lakes inside the Michigan border.

Of all the land in Michigan, the state owns about 20 percent.  That’s about four million acres. And, some people think that’s too much. Some people think it’s not enough. Regardless, every few years, there’s a new call to take a look at how much land is owned by the state, and how it’s being used.

Governor Snyder signed a law recently that limits how much land the state can acquire while the state Department of Natural Resources conducts a study of what the state has and how it’s used.

“The state itself owns millions of acres of land, let alone cooperating with the private sector and there’s no cohesive strategy on how we manage our resources for both terrestrial things like – land-based things, but also aquatic. So one of the things I’d like to see in the special message is setting the framework of how we’re going to evolve over the next few years to have comprehensive strategy for how we’re going to manage land and aquatic resources in the state of Michigan," the Governor said recently.

The state’s been acquiring this property for more than 150 years. The state got a lot of this land in the 1880s and 90s as loggers turned to farming clear-cut acres –failed, and failed to pay their taxes. The state acquired more land from unpaid taxes during the Great Depression.

A lot of it now is state parks, forests and recreation areas. The state manages this land with a few purposes in mind like recreation and habitat preservation. And, some of the land is used for extracting natural resources like timber, gas drilling, and mining.

The state also bought a lot of this land from money raised by leasing drilling and mining rights.

Governor Snyder’s idea is, maybe, the state can strategically sell and acquire property to do things like create a Lake Huron to Lake Michigan trail system for bikers and hikers. They’d stop and camp or use hotels and restaurants along the way.

But those decisions have implications – especially to the real estate market.  And to local governments that might or might not derive some tax benefits based on what happens.

We can expect to hear more from Governor Snyder about how the state plans to manage the land it owns when he delivers a special message on the environment this fall.

Blazing New Atv Trails in Parkland

Managers at state parks across the country are scrambling to figure out how to deal with a
rising demand for trails for All-Terrain Vehicles. Stephanie Hemphill reports park
managers are finding it’s not easy to satisfy both fans who have fun on four wheel drive
vehicles and people who want a quieter time in the park:

Managers at state parks across the country are scrambling to figure out how to deal with a
rising demand for trails for All-Terrain Vehicles. Stephanie Hemphill reports park
managers are finding it’s not easy to satisfy both fans who have fun on four wheel drive
vehicles and people who want a quieter time in the park:


As the name suggests, All-Terrain Vehicles are built to travel rough. ATVs power over
rocks and logs. Their go-anywhere knobby tires grip the land and take their riders just
about anywhere they want to go, and a lot of them want to go to public parks.


Whether it’s forests, dunes, bogs or a desert, riders say four-wheeling can be a fun way to
get out into nature. The vehicles are popular. Dealers are selling close to a million ATVs
every year, and sales are growing steadily. With that many people looking for a place to
play, states are scrambling to accommodate them.


In Minnesota, the state decided a long ATV trail might be a good way to attract tourism
dollars to a struggling rural area in the state.


Ron Sluka jumped at the idea. He’s the trail coordinator for a local ATV club. He’d been
wanting for years to build a trail in his area. Then he heard the state would pay for a
“destination” trail so well-built and attractive, people would come from all over to ride it.
Sluka thought it would be great news for his area.


He and county officials worked up a plan, but when it hit the local news, Sluka says a
few people raised a ruckus:


“The way it was presented to the people, eminent domain would take over in cases if
need be, and there were going to be up to 20 feet of your land taken for this trail. None
of the above is true, totally none of it is true, absolutely zero. But it’s too late: once
things are rolling, it’s rolling.”


Sluka says now, it’s hard to get a rational discussion of the issues. Beyond property rights
issues and worries about the ATVs being too loud, there are other concerns:


“The residents have kind of been left out of the loop.”


That’s Deb Pomroy. She lives near the proposed ATV trail.


Pomroy says most of her neighbors don’t mind the local ATV riders. It’s that idea of
drawing ATVs from all over the state that freaks them out, and Pomroy has her own reasons
for opposing a trail here, where the Cloquet River has its beginning: wood turtles.
Pomroy is a biologist. She says this area is a refuge for the turtles. They’re endangered in
most of their range, and listed as a threatened species in Minnesota.


Wood turtles bury their eggs in sandy soil. Pomroy says they would love to bury their
eggs in soil disturbed by ATVs, but the eggs wouldn’t survive:


“Even stepping on a nest, which is buried in soil, don’t know there are eggs there, is
enough to destroy the eggs.”


The trail is on hold for now, while county officials and ATV riders try to come up with
an alternative. Concern about damage to sensitive environmental areas is one of the chief
reasons many environmentalists don’t like the idea of letting ATVs into parks.


Jason Kiely is with Wildlands CPR, a national non-profit group that works to prevent off-
road vehicle damage on public land. He says fights over ATV trails are inevitable, as
long as public agencies don’t involve all park users in a comprehensive planning process.


“Primarily because off-road vehicles affect every other use of the forest so significantly.
So we advocate for doing comprehensive travel and recreation planning, not just trying to
carve off the ATV piece, but multi-stakeholder planning efforts that offer something to
everyone.”


Kiely says the US Forest Service and many state agencies have a lot of work to do, to
find the right balance between preserving nature and allowing ATV riders to have their
fun on public land

Steering Cars Out of National Parks

The money is for alternative transportation projects,
including trains, shuttle buses, and bicycle trails. Federal Transit Administrator James
Simpson says each year there are nearly 700 million visits to America’s national parks
and public lands:


“And by and large those visitors have only one way of getting in and around these
national treasures: by car.”


The shuttle buses and trains are expected to reduce car pollution as well as traffic
congestion. Simpson says they are trying to help more people visit the public lands while
preserving the natural habitat and wildlife.

“Lifestyle Centers” Smarter Shopping?

For decades now, people have done most of their shopping at sprawling, suburban malls that offer plenty of free parking and shelter from the weather. But now, people are heading back outside to shop, to places reminiscent of quaint downtowns. The Great Lakes Radio Consortium’s Erin Toner reports:

plenty of free parking and shelter from the weather. But now, people are heading back outside to
shop, to places reminiscent of quaint downtowns. The Great Lakes Radio Consortium’s Erin
Toner reports:


It’s a sunny day in March. But, as anyone who lives in the Midwest knows, a sunny day this early
in the Spring is rarely warm day. Today’s temperature’s in the 30s. But that’s apparently no reason to
stay indoors, when there’s shopping to be done.


The stores just opened at Eastwood Towne Center on the outskirts of Lansing, Michigan and the parking lot is
slowing filling up. Shiny minivans unload mothers, and babies and old ladies. They disappear into
Pottery Barn, Ann Taylor Loft and the Yankee Candle Company. They march from one store to
another to the sounds of soft-rock drifting out of speakers perched on lamp posts outside.


Eastwood Towne Center is one of a growing number of so-called “lifestyle centers.” There are
several in the Great Lakes Region – in Michigan, Ohio, Illinois and Pennsylvania. Lifestyle centers
are outdoor malls built to look like old-time downtowns. They have pseudo Main streets, that
weave through upscale stores with brick or stone-facades. Shoppers or their bored husbands can
take a rest on wrought-iron benches in neatly-manicured courtyards, or in cozy chairs at Starbucks.


Lifestyle centers also usually have popular chain restaurants and movie theaters.


Beverly Baten shops and works at Eastwood Towne Center. She says people are coming to
Eastwood to do what they used to do in city centers.


“They’re coming here to socialize. They’re coming to have lunch, to maybe see a movie, and
shopping is always a part of that experience because right here, at Eastwood Towne Center, we
have the stores that people want. And that’s so important. Whoever built this mall, did their
homework.”


Cincinnati-based Developer Jeffrey R. Anderson built Eastwood Towne Center. The company also
has lifestyle centers in Kentucky, Ohio and Illinois. And it’s opening four more in the next four
years.


The company’s Mark Fallon says shopping malls took most of the retail out of real downtowns a
long time ago. But he says now, people are looking at getting to the mall as a hassle. Fallon says
lifestyle centers offer the best of both worlds. He says they re-create the feeling of friendly
downtowns, and have the free parking and the good stores that malls offer.


“It’s really the closest thing to what was free-standing shops, that ended up next door to each other,
or in a neighborhood and you’re kind of recreating that feel, and getting back to a more pleasant
and convenient shopping environment that really, the mega-mall or the regional shopping mall that
you’re used to, the enclosed behemoth, that’s usually outside of town that you have to drive to
doesn’t provide these days.”


But that convenience sometimes comes at a cost. The developer covered old farm fields and a
small wetland to build the new shopping center. But it’s just across the street from older city
neighborhoods and infrastructure. Some criticize places like Eastwood for adding to urban sprawl.
But planning experts say many lifestyle centers actually fit into so-called “smart growth.”


Marya Morris is with the American Planning Association in Chicago. She says many developers
are locating lifestyle centers close to existing suburban development – and typically not in big
fields outside of town. Morris says incorporating new development into communities is what
“smart growth” is all about.


“It’s generally building in areas, in already-developed areas through redevelopment or
intensification of development, particularly in the suburbs right now. Many suburbs grew up
without any specific center or town square or downtown. And lifestyle centers, in many
communities, have helped create such a downtown, along with other things like new city halls, or
libraries, or new public greens.”


Developers say lifestyle centers are more attractive to retailers than real downtowns because they
can build exactly the store they want from the ground up. In older cities, retailers would have to
pay to retro-fit existing storefronts. And in real downtowns, there’s usually limited parking that
customers have to pay for. Lifestyle centers also often let retailers pack up and leave — no strings
attached — if business starts to slide.


But it seems pretty hard to imagine that a business would fail at Eastwood Towne Center, as the parade
of cars and shoppers grows this morning.

There are 20 new lifestyle centers set to open around the country over the next two years.

has identified shoreline development as one of the biggest threats to the health of the five Lakes.
Conservation groups have continually worked to slow the spread of shoreline development. And
now along a stretch of Lake Erie, they’ve scored a major success. The Great Lakes Radio
Consortium’s Ann Murray has more:


Tom Furhman and Cathy Pedler with the Lake Erie Region Conservancy have come to what’s
called the Coho site to celebrate.

(laughs) “Coho ho ho ho!”


This 540-acre tract was named after Coho salmon. It’s the largest undeveloped and unprotected
parcel of land left along Pennsylvania’s Lake Erie shoreline. There were plans to build a power
plant here. Those plans were abandoned and the conservation groups have been trying to get a
hold of it. It’s taken five long years to buy the land.


“We organized a group in ’98 to try to get the utility company to sell it and really there was no
interest to sell that parcel so we partnered with the Western Pennsylvania Conservancy and most
recently with the Conservation Fund to buy it. And when we thought about the best use we got a
hold of the state and said this could be a great state park.”


After finishing their Champaign, Furhman and Pedler hike down to the western front of the Coho
parcel. Here, the property’s 90-foot cliffs loom over the water’s edge for more than a mile. Pedler
says most of Pennsylvania’s 43-mile long Lake Erie shoreline is privately owned. And
development has contributed to erosion and damage to bluffs. She stands on the property’s
narrow rock strewn beach and admires the unfettered view.

“You can see just how magnificent this is with the water running over the slate and the high cliffs
and the bare magenta trees and an eagle. Yeah, I think we kind of want to keep that! Laughs.

“It is a very significant site.”


Charles Bier is a conservation biologist with the Western Pennsylvania Conservancy.


“It’s really that narrow band of land that’s sometimes less than a half a mile wide. That’s this very
unique interface between Lake Erie and the mainland of Pennsylvania.”


As part of a larger project, the Conservancy performed a natural history inventory of the Coho
property. The site has high bluffs, wetlands and old growth forests. Inland dunes formed 15,000
years ago when glacial movement made the lake elevation higher.


“All of these habitats come together for 11 species of plants that are considered to be very rare
and unusual.”


Back on site, Cathy Pedler points out that this parcel of land is also historically important. Pedler
and her husband, Dave, are archeologists. This afternoon, they trudge up a thickly wooded hill
above an access area to Elk Creek, one of the state’s best fishing spots.


“Oh, we’ll go this way.”


At the top of the hill, the trees give way to a large plowed field. The farmer who has leased this
land has unearthed fragments of stone tools and pottery. The Pedlers believe that an ancient
village was located here.


This is really a special property archeologically. It’s not just a site. We think it’s a pretty
significant complex of them.


Six archeological sites on the Coho property have already been inventoried. Some are at least
10,000 years old. The Pedlers think the best way to protect these historic locations and sensitive
natural areas will be to make the land a state park. In the next few months, the Conservancies
plan to transfer the parcel to the state of Pennsylvania.


But some local government officials have raised questions about making the lake front site public
land. They say the stretch of land could be developed and property taxes collected. If it’s put into
parkland, the local government loses that tax money. Gretchen Leslie is spokesperson for the
Pennsylvania Department of Conservation and Natural Resources. Leslie says despite the loss of
property taxes, she sees the acquisition of this parcel as a smart move for the region.


“We believe this property has economic value and that you can locate industrial developments or
business parks in many, many different locations throughout the region. But there are only a few
locations that have such special natural qualities to them that they will serve an important tourism
role. And this is one of them.

And the cliffs above Lake Erie are unique. Pennsylvania is a large state, but only a small piece of
the state sits on the Great Lake. And many think that the one-mile stretch of shoreline that Coho
covers is worth preserving.

State Tries to Stem Flow of Trash

pace of trash being shipped to its landfills. We have more from the Great Lakes Radio

A new report says one-quarter of the trash going to Michigan’s landfills comes from out-of-state.
Some of it is from neighboring Midwest states such as Illinois and Indiana, some it from as far
away as the east coast. Most of Michigan’s out-of-state waste comes from Canada.


Landfill space is abundant in Michigan and dumping costs are low. But there’s a movement afoot
to try and slow the pace of trash headed to Michigan landfills.

“We have sited so many landfills over the past decade or so that we have literally become the
dumping ground of North America.”


Legislation is pending to limit the types of waste that can be dumped in the state’s landfills, and
to make dumping more expensive.


Those efforts have been dealt a setback. A court has ruled transporting trash is a form of
interstate commerce that can only be regulated by the U.S. government.

Environmentalists hate the idea. But at least some government officials say a golf course is a way to make money and ease the burden on taxpayers. Throughout the Great Lakes region, financially strapped cities and counties are looking for ways
to generate revenue. One idea, converting publicly owned park land into golf courses.
Environmentalists hate the idea. But at least some government officials say a golf course is a way
to make money and ease the burden on taxpayers. Mary Stucky reports on a battle over whether
to turn part of a hardwood forest near Lake Superior into a golf course:

On a cold winter day, the air is still and quiet on Spirit Mountain, on the western side of Duluth,
Minnesota, a town on Lake Superior. There is a chalet and downhill ski area on one side of the
mountain, but for the most part, the forest is undeveloped.


“We’ll just walk up here a bit so you can see into the forest a bit more.”


Nancy Nelson is a local environmentalist who’s horrified at the thought of a golf course here.


“So, if the golf course were to be built that would all be clear cut and turned into turf grass.”


Spirit Mountain is owned by the city of Duluth. It has a unique mixture of ecosystems. There are
wetlands and small streams. Wildflowers cover the ground in the spring and there is old growth
forest including sugar maple, yellow birch and red oak. Outgoing Duluth Mayor Gary Doty
thinks the golf course is a good idea. The course would have taken 250 acres of the 2 thousand
acre forest.


“I saw this as a responsible activity with safeguards put in place to prevent problems with water
run-off and wetlands and trees and all those kinds of things.”


The Mayor says it would have been an environmentally responsible project. Environmentalist
Nancy Nelson disagrees.


“Once you clear cut an area it all starts over. It takes hundreds of years, at least, to get to the
stage that this forest is at. I just don’t think it’s a fair tradeoff to destroy something that’s taken
that long to develop just so we can build a golf course.”


But experts say building golf courses in natural areas is tempting for cash-strapped cities and
counties throughout the Great Lakes region. Brett Hulsey works with the Sierra Club to fight
plans for golf courses on government park land.


“Across the Great Lakes we see golf courses threatening our national parks, local parks, wetlands
and forests. They destroy habitat for wild animals, fish and wildlife. They increase
run off pollution and they also close off access to public areas.”


Hulsey says trees are cut down, lawn chemicals are used and to even walk through the area you
have to pay greens fees. The Sierra Club website keeps track of places where parkland is
threatened by golf course development.


But as for the course on Spirit Mountain, Mayor Doty says it’s been stopped, at least for now,
stopped by what Doty calls extreme environmentalists who blindly oppose development.


“I don’t think we should take every tree down and build parking lots and hotels and
condominiums every place in town. But I looked at what was good for the community. And
what was good for the community was to develop an environmentally sound golf course and it
still leaves a lot of wooded lands that people would be able to enjoy outside of using the golf
course.


But environmentalists say the world doesn’t need a another golf course. They say, there are too
many now. Since the Spirit Mountain course was first proposed 9 years ago, the popularity of
golf has waned, according to the Sierra Club’s Brett Hulsey, with the supply of golf courses now
outstripping demand.


“We’re seeing a lot of golf courses struggling. The bloom is definitely off the golf course rose
and local governments should take a real hard look at whether this is the best way for them to
raise local money.


And so some experts say that in the future, the battle over turning park land into golf courses
might be won by environmentalists by default.

Used Tires Dumped in Low-Income Neighborhoods

Some low-income suburbs of major metropolitan areas are dumping grounds for used tires. But who’s dumping the tires continues to stump the authorities. In one state, authorities hauled off more than 40,000 used tires last year… and more keep showing up. The Great Lakes Radio Consortium’s Jenny Lawton has this report:

who’s dumping the tires continues to stump the authorities. In one state, authorities hauled off
more than 40-thousand used tires last year… and more keep showing up. The Great Lakes Radio
Consortium’s Jenny Lawton has this report:


Today’s job is a small one — inspectors from the Illinois Environmental Protection Agency
have been called in to remove about 3-thousand tires buried in an overgrown junkyard in a remote
corner of Blue Island, a suburb south of Chicago.


The state is paying for this clean-up, because tires are more than a nuisance, they’re a public
health problem.


This unpenned junkyard is overgrown with weeds and swarming with mosquitoes.


State EPA tire inspector George Skrobuton swats a big one from his elbow as he directs his crew.


“You’ve got all these tires here right now. They’re mixed between mattresses, garbage, clothes,
trash, leaves… See what they do is they get these tires out of the trees, the bushes, and the trash –
and they put them in a nice big pile, and they load the piles into the truck – it’s easier that way.
So, I mean, we’ll do the best we can, we’ll try to get every tire off the ground, if possible. And
hopefully, it’ll stay this way.”


The head of a back-hoe pushes aside a heap of garbage and its jaws close on a pile of almost a
dozen tires. Water streams from the knot of rubber as its lifted and dumped into an open semi
truck.


Skrobuton and his team have been called in to remove thousands of tires across the state, piles left
by rogue transporters who are paid to take them away, but pocket their fee instead of taking them
to be processed legally.

Some speculate the dumpers come from as far as Indiana to dump semi-truck-loads of the tires
under the cover of darkness.


Because these tires are on public land, Skrobuton’s team is cleaning them up for free as part of the
state EPA’s tire removal program.


But Skrobuton says this is a problem that just won’t go away.

“We can’t keep cleaning up these tire sites – it costs a lot of money. Y’know especially out here in
the south suburbs, I mean, there are so many forest preserves, and nooks and crannies like this,
that they could dump tires forever. And we don’t know where they’re coming from and that’s a
problem. Y’know, and unlesss they catch them in the act, we’re stuck with this problem.”


Over the last two years, dumpers left over 35-thousand tires in suburban Dixmoor.


With a population of less than 4-thousand, this poor suburb doesn’t have the money to remove the
tires… or fund a police force to keep the dumpers at bay.


So dumpers left their loads in alleys, vacant lots, even behind a school for years.


Village trustee Jerry Smith says the town was helpless until the state EPA came in and removed
all 18-truck-loads of tires last month.


“It’s just horrible, y’know – you go out there one day and it’s clear. And then you come back the
next day, you got 10,000 tires facing you. Well, what are you going to do with them? You can’t
pay the money to dispose them because you don’t have the money to dispose of them. There’s
nothing in our budget we got in there to dispose of tires what’s been dumped. So it’s just a burden
on us.”


But the state EPA’s Todd Marvel says the town had to move the tires because they’re a health
hazard.


He says the mounds of used tires draw more dumpers. And when tires catch fire, they produce a
toxic smoke, and Marvel says spraying water on them just makes things worse.


“So when that tire burns and you put that water on it, you’ve got a pretty contaminated run-off
there, a very oily run-off. And any surface water that’s in the area can be immediately
contaminated if that oily sheen is not contained properly.”


And, of course, there are mosquitoes. Marvel says each tire off its rim can breed thousands of
them, so these dumps are a breeding ground for West Nile.


Because of health concerns in the past, the state started a program to help get rid of these tires.

junkyards, and into a useable industry.


People who purchase tires in Illinois pay a fee of $2.50 for each tire, new or used, which goes to
fund clean-ups and put back into the state’s used tire industry.


Most of the tires are shredded and mixed with coal to burn in power plants. Shredded tires can
also be used as the surface for everything from football fields to highways to playgrounds.


Marvel says the program has been so successful, Illinois’s demand for used tires actually exceeds
its generation rate.


“In fact, Illinois is a net importer of used tires. And the state of Illinois is constantly looking at
other markets and developing those markets to ensure that all of the used tires that we generate
and that all of the used tires that we clean-up through the dumps throughout the state have
someplace to go.”


But not all the tires end up where they’re supposed to go. Even though dumpers charge the fees
to process them properly, some of them steal the money and dump them in places such as
Dixmoor.


Dixmoor trustee Jerry Smith says once the tires show up in his town, they don’t have the money
to process them.


He says one company quoted him a price of $6 a tire. Multiply that by thousands.


So for now, he’s hoping the state EPA’s clean-up will last the town a long time.


Although the state EPA has offered Dixmoor support for added surveillance, Smith says a few
well-placed boulders and barricades seemed to do the trick.


Until last week, when 15 truck tires showed up in an alley.


Smith is cautiously optimistic this most recent find won’t multiply overnight.


“Let’s hope not. (laughs) I hope not. I really hope they don’t.”


But Dixmoor’s a small town and can’t afford a large enough police force to stop all the dumpers.


That means, chances are, abandoned tires will start showing up in back alleys and vacant lots
again soon.

Scientists have been able to harness energy from bacteria for several years. Now, some scientists
have developed a more efficient system, using bacteria that feed on sugar. The Great Lakes
Radio Consortium’s Rebecca Williams has more:


It’s called a microbial fuel cell, and it works like this: the bacteria in the fuel cell feed on sugar in
food or lawn waste. In the process, they transfer electrons to an electrode, starting a flow of
electricity.


This new fuel cell is more efficient than older models, bringing the technology one step closer to
everyday use.


Derek Lovley designed the fuel cell. His research is published in the journal Nature
Biotechnology. He says because the U.S. consumes so much energy, he doesn’t think his fuel
cells will be used on a large scale here. But he says, in the future, consumers might be able to use
them in their backyards.


“Say you had an electric lawnmower and you clipped your grass clippings and threw them into
this type of system, and used it to charge up the battery to run your lawnmower the next
weekend.”


Lovley says it’ll be a while before anyone can buy a microbial fuel cell. Right now, the fuel cell
produces just enough energy to power a calculator.

Land Rights Needed to Finish North Country Trail

For the last 23 years, the National Park Service and groups of volunteers have been trying to create a 46-hundred mile hiking trail. Once completed, the North Country National Scenic Trail would meander from New York to North Dakota. As the Great Lakes Radio Consortium’s Tamar Charney reports, organizers hope Congress will pass a bill that will make the trail easier to finish:

For the last 23 years, the National Park Service and groups of volunteers have been trying to
create a 4,600 mile hiking trail. Once completed, the North Country National Scenic Trail would
meander from New York to North Dakota. As the Great Lakes Radio Consortium’s Tamar
Charney reports, organizers hope Congress will pass a bill that will make the trail easier to finish:


The only way organizers can get land to build the trail on is if people donate it. The legislation
that created this project and a number of similar ones prevents the Park Service from buying land
for the trail, even if there is a willing seller.


Bob Papp is the Executive Director of the North Country Trail Association. He says a bill to let
the Park Service buy land for trails has passed the Senate, now they’re hoping it will pass in the
House.


“There are a number of trails that are involved and there’s a tremendously high percentage of
federal land ownership in western states and so there are a lot of private property rights groups
who see any effort to expand the federal governments ability to acquire land as a bad thing.”


Papp says in the meantime they’re finding ways of partnering with state governments and private
landowners to obtain the rights to continue work on the trail. So far, about 1,700 miles are ready
to be hiked.
