Studying Cancer Near Nuke Plants

For decades, the federal government has said it’s safe to live near nuclear power reactors and it points to a particular cancer study to back that up. Shawn Allee reports, lately, the government worries that study’s out of date and it wants scientists to take another look.

The federal agency that’s looking for an up-to-date cancer study is the Nuclear Regulatory Commission, or NRC.

It’s asked the National Academy of Sciences to do that study, but the Academy hasn’t made up its mind. The academy asked the NRC, the nuclear power industry, and the public to explain why a new study’s even needed.

It broadcast the hearing over the Internet.

“Our first speaker is Sarah Sauer, private citizen.”

Sarah Sauer is 16, but looks much younger.

“I am one of the statistics you’ll be studying. When I was seven years old, I was diagnosed with brain cancer. I hope in this study you will remember who you’re doing this for.”

“Thank you Sarah, let me invite your parents to say something if they’d like to.”

“I am Cynthia Sauer, Sarah’s mom. For my family and i this study is long overdue. nine years ago today, Sarah was diagnosed with a malignant brain tumor. The pain has been so shattering that we still cannot give it words.”

Cynthia Sauer tells the National Academy how her family once lived near the Dresden nuclear power station, about 50 miles Southwest of Chicago.

She’d learned that power plant leaked radioactive water years ago.

Cynthia Sauer can’t say for sure the plant caused Sarah’s cancer, but she wonders … because other kids were diagnosed with cancer, too.

“I began searching for answers to my questions regarding the leaks and the numbers of children diagnosed with cancer in our small town.”

Cynthia Sauer turned to the Nuclear Regulatory Commission.

The NRC tells people that living near nuclear power plants does not pose extra risk for cancer, and it points to a particular study, finished twenty years ago.

“The scientists in the ad hoc committee statement clearly stated the study was flawed and that further monitoring and investigation was needed.”

What are the flaws? For one, the old study concluded people living near nuclear power plants do not face extra risk of dying from cancer … but it didn’t answer whether they’re at risk of getting cancer.

It ignored cancer survivors or people who moved before dying of the disease.

Sauer tells the academy that … this is why we need a new cancer study – we just can’t be confident in the old one.

And that’s a problem because at least three million people live within ten miles of a nuclear power plant.

Some US Congressmen want the safety issue settled, and in fact, so does the nuclear power industry.

Ralph Anderson is with The Nuclear Energy Institute, a trade group.

He says other studies suggest power plants are safe … so the industry has nothing to worry about from a new study – unless the Academy misinterprets results:

“There have been studies where people simply collect the data and let the computer go to work to bend the data in a wide variety of ways. We have been the victim of a number studies that have done precisely that. So, you end up with weird age groups and things like that because the data’s carefully selected to prove the point. That’s what we’d like to see avoided.”

So the public, the government and industry want some kind of follow-up study on cancer rates near nuclear power plants.

But that might not be enough for The National Academy of Sciences to move forward.
Many scientists say we can’t begin good studies, because it’s hard to collect the necessary data.
In fact, one group that says that … is the same group that conducted the original cancer study twenty years ago.

Scientists are racing to find a way to fight-off a fungus that’s killing bats. More than a million bats have died so far. Scientists believe entire hibernating bat species could be wiped out within two decades. Laura Iiyama reports the cause might have come from overseas:

Biologist Scott Darling knew something was wrong in a recent winter when he got several calls at his Fish and Wildlife office in Vermont. People told him about hundreds of bats flying in the air and dying in the snow. During winter, the furry mammals should be hibernating.

He went to Aeolus cave. It’s where the bats in the area should be crowded together on the walls and ceiling.

“Aeolus cave became a morgue. Bats freezing to death in clusters just outside the cave entrance. Most of the bats flew out of the cave onto the landscape to certain death.”

Where 200 to 300 thousand bats had hibernated just four years ago, this year there are just a couple hundred.

The dead bats had white nose syndrome.

The white powdery fungus was first noticed on bats in New York State in 2006. It’s spread into Ontario, Canada and as far south as Tennessee.

The fungus is not directly killing the bats.

Thomas Kunz is a professor at Boston University. He suspects the fungus keeps waking-up the hibernating bats.

“It may be simply the irritation from the fungus that is causing, if you have athlete’s feet, it itches.”

Instead of hibernating, surviving on their fat reserves, the bats keep waking-up. They burn off the fat. They get too thin. And they die.

Word spread about the fungus.

Thomas Kunz says some scientists recalled seeing a white fungus on bats elsewhere:

“Bat biologists in Europe have observed and reported that there are bats that do have the fungus although it doesn’t seem to be killing them.”

Scientists think someone visited a cave in Europe. Spores from the fungus got on clothing or shoes. Then that person wore the same shoes or clothing in a cave in the U.S. The spores were picked-up by the bats.

The bats huddle together in hibernation, easily spreading the fungus.

Often 90 percent of the bats are killed-off after the first appearance of the fungus. And Kunz says that may have been what happened to bats in Europe because we don’t find as many bats in European caves as there have been in North American caves:

“Now it’s very possible that in historic times there were large numbers of hibernating bats in Europe and these are the leftovers, these were the survivors that may be resistant to the fungus.”

So the arrival of the fungus may mean US bat species will permanently drop in numbers, like the bats in Europe.

David Blehert (blee-hurt) of the US Geological Survey says if that’s the case, it will be a dramatic change in life in caves in America and Canada.

“Whereas we have hibernation caves with 100 thousand, 300 thousand and even commonly lower ten thousand but those are rather common sites where we’ve seen the fungus decimate up to 95 percent and greater to the animals in the cave. Many of the European hibernation sites have between one and thirty animals.”

There’s no treatment for white nose syndrome. And even if a cure is found, it will be a very long time –centuries– before the bats recover. Bats reproduce slowly. The females have only one pup, one baby bat, per year. And there are over a million bats dead so far.

The Obama administration has stressed openness and transparency in government. But Lester Graham reports, government employees, scientists and journalists say that transparency is not as clear as they’d like:

Federal government websites have started featuring plans for transparency. Go to the Environmental Protection Agency site and you’ll find the “Open Government Plan 1.0.” The Food and Drug Administration site has a “transparency tool.” You can click on the Department of Energy’s “open” icon. Nearly every federal agency has a similar openess and transparency plan.
But inside the agencies you’ll hear a different story.

James Hansen is a climate scientist in NASA’s Goddard Space Center. He was famously muzzled by the Bush administration because Hansen’s science on climate change did not match the Bush White House policy on climate change. But James Hansen says censoring science and controlling the message or restricting access is not unique to the Bush White House.

“It’s really both parties feel they control the offices of public affairs in the science agencies. And, they think that the news that comes out of the offices of public affairs should be supportive of the administration’s policies.”

It seems to be a carry-over from political campaigns. During the campaign, handlers work keep everyone “on message” to make there are no embarrasing statements. Then, they bring that same mentality with them when they’re rewarded with jobs in the government.

One career press officer who did not want to be identified told me about “exteme frustration” among his colleagues. Recently there’s been a quote “tightening of the screws” by political appointees overseeing the press officers. Instead of the press officers doing their job, helping journalists get in contact with the bureaucrats, and scientists within an agency… they’re inhibited, restricted by political appointees.

Journalists have been trying to work around the obstacles thrown up by the political appointees.

Christy George is a reporter and the President of The Society of Environmental Journalists. Full disclosure here– I am a member of the SEJ. She says the journalists have been fighting this battle against many presidential administrations.

“Politicians love to control their message.”

But with all the promises of transparency in government, some reporters thought things would change.

“When President Obama came in and pledged to greater transparency and open government, we thought that was going to be a good thing and dramatically different from the Bush administration. And it’s not dramatically different in certain agencies. It seems like things are just largely continuing on.”

Christy George is quick to note, the Environmental Protection Agency has addressed some of the journalists’ issues. But, there are still problems of getting access to key scientists and others who contribute to how laws are enforced.

“It becomes harder to get information out of government when people are trying to manage information.”

Darrell West is the vice president and director of Governance Studies at the think tank, the Brookings Institution. He says when political appointees work to control the message, it’s not helpful to anyone.
And West says some of this transparency that agencies are trumpeting is really a way to avoid the scrutiny of journalists and activists and present information directly to the public through the internet.

“There is a risk that the flow of information is going to be more restricted and people are going to be told only what the government wants them to hear.”

And if you’re only hearing what the government wants you to hear… there’s a significant risk you’re not going to hear all you need to know.

Francesca Grifo tracks the issue of scientific integrity for the Union of Concerned Scientists, an advocacy group.

She says the issue can be a matter of life and death.

Grifo has lots of examples.

“Basic things like the way the Clean Air Act is implemented, the way we look at drugs before we put them out for the public, all of these big, government processes that we don’t pay a lot of attention to, if we don’t have them be transparent, we end up with inappropriate influence on those decisions.”

Grifo says Obama has improved the situation at some agencies, but he should finish explicit, written policies on things like protecting scientists who become whistle-blowers.

That way the next president has high standards, too.

The White House Office of Science and Technology Policy did not return calls for comment.

Lester Graham: Doctor Hansen, in the book you say we should scrap the cap and trade system to reduce greenhouse gases, and instead go with a fee on fossil fuels and then give that money to the people directly to help them adapt to higher energy costs. How would that work?

Dr. James Hansen: The fee would be charged at the mine or the oil head or the port of entry for imported fossil fuels. It’d be collected from the fossil fuel companies and then they money should be distributed to the public on a uniform basis. You’d introduce this gradually so that people can change their habits, the technology that they use, the vehicles that they use, for example. So, you introduce it gradually, but by the time it’s reached a dollar of gallon on gasoline, at the rate of fossil fuel use last year, that would be generating $3,000 per legal resident of the country with to half a share to each child, up to two children per family. So a family with two or more children would be getting $9,000 a year in this dividend, which should be sent to them monthly just automatically, electronically, to their bank account or their debit card if they don’t have a bank account.

Lester: We’re talking about getting that through Washington D.C, where special interests drive the agenda often. I don’t want to accuse you of being naïve, but I believe many in Washington would.

Dr. Hansen: Yes, they do, however, there is a growing realization, environmental groups, like Friends of the Earth, which now recognize this is exactly what’s needed and they’re beginning to promote that. I think that’s why it’s a good thing that we’re kinda taking, probably taking, a year off dropping this cap and trade and give us a chance to discuss this because it’s what’s in the interest of the public as opposed to the lobbyists.

Lester: Since you first made congress aware of climate change as a pressing issue, the Clinton-Gore administration did nothing. President George W. Bush indicated he would deal with the emissions causing climate change, and then evidently Dick Cheney worked to kill that effort and Bush reversed his position. Now President Barak Obama has indicated we must do something, but legislation in Congress is stalled right now. What do you this is stopping this effort if this is such a serious threat?

Dr. Hansen: It is the role of money in Washington and other capitals around the world. Special interests have more influence on these policies than the public’s interest and that’s why, you know, we had hoped with the election of the new president things were really going to change, but I think he hasn’t really looked at this issue closely enough to really understand what’s in the people’s interest. And I hope that over the next year we can convince them that we need to move in a direction that is in the people’s interest rather than in the big businesses interest.

Dr. James Hansen: Well, the public is unaware of the situation, and that’s partly because of the way nature works. You know, weather is highly variable – 10 or 20 or 30 degree variations are common – while the global warming, so far, is about 1 degree Celsius, which is about 2 degrees Fahrenheit. So, people have a hard time seeing it. But the consequences are already becoming apparent, as we see with the melting sea ice in the arctic. The Northwest Passage is now actually open. Mountain glaciers melting around the world, sub-tropics expanding – which is affecting the Southwest United States and the Mediterranean region and Australia. And the problem is that those things are going to grow, and we’re going to pass tipping points, which will have disastrous consequences if we pass them. We don’t have to pass them though. And that’s why it’s appropriate for us to try to communicate the situation to the public, because the kinds of things that we need to do with our energy systems make sense anyway for different reasons.

Lester Graham: The evidence for climate change is growing – almost every week more studies are released, often indicating the future will be worse than first thought. What do you think we need to do to minimize the effects of climate change?

Dr. Hansen: Well, it’s very clear what we need to do. The carbon dioxide is increasing because of the burning of fossil fuels. If you look at how much carbon there is in oil, gas, and coal, you see that coal is, by far, the biggest reservoir. And then there’s the unconventional fossil fuels, like tar shale and tar sands. What we need to do is phase out the coal use and prohibit the use of these unconventional, dirty fossil fuels – and we could solve the problem. But to get there, there’s a very practical requirement, and that is that we begin to put a price on carbon emissions. The reason that people use fossil fuels as their main source of energy is that it’s the cheapest energy. And, as long as that’s the case, we’re going to keep using more and more. But the reason that they’re the cheapest is that we subsidize them – our government subsidizes them – and they don’t make them pay for the costs that they cause for society. The human health problems due to air pollution and water pollution, the mercury and the arsenic that comes from coal, and the costs of future climate change for our children and grandchildren – all of these are free for the fossil fuel companies. They don’t have to worry about those at all. The way we would solve that is to put a gradually rising price on carbon emissions. And there’s actually some good news in the newspaper, and that is that Senators Kerry, a Democrat, and Lindsey Graham, a Republican, announced that they’re not going to push cap-and-trade – which had been the big banks’ proposed solution to put a ‘cap’ on carbon emissions, and then they, you would (chuckles) – it was a complicated system where you could trade the rights to pollute. But the big winners would be the traders and the losers would be the public.

Citizen Scientists Help Uncle Sam

It’s the kind of cloudy, wet day that most people spend indoors. But the cold and wet doesn’t matter as much when you’re planning to spend your day at the bottom of a Puget Sound fjord.

About 75 miles from Seattle, these scuba divers are conducting volunteer surveys for REEF, an organization that monitors fish populations around the world. The data help researchers understand where fish live, and in what kind of numbers. It’s the kind of information governments need to understand how fishing and pollution are affecting waterways.

Back on the boat, surveyor Janna Nichols has just emerged from the 48-degree water. She pulls out her survey and goes down the list marking off what she’s just seen.

“Sunflower stars, definitely, many of those – saw a lot of those around. No sand dollars, no sea urchins. Ah! Ooh! Ah! Here’s an exciting one! I saw a giant nudibranch! A very small giant nudibranch. But those are very cool to see – a treat!”

Identifying fish can be tricky, because the same species can have different coloration depending on its age, gender, or even time of the year.

“Black-eyed gobies were everywhere. I would say under a hundred of them. And – they were mating! Because I don’t know if you noticed, they had black pelvic fins. And they kind of hover around and say “Hey, baby baby, look at me!”

As much fun as these “citizen scientists” have, professional scientists take the data these divers collect seriously. Last summer volunteer surveyor David Jennings went diving in Washington’s Olympic National Park Marine Sanctuary. He was excited to see the colorful tiger and china rockfish he’d heard were abundant at the park. But when he got there, he only saw a couple. So he looked at the past six years of REEF survey data to see how the rockfish populations had changed.

“One of the best sources was someone that wrote up a diving experience he had in 2002 where he saw dozens of tigers and many chinas. Whereas I in a week of diving saw two tigers and just three chinas. so it was a very big contrast to what people saw in the past.”

Jennings took the data to the Washington State Department of Fish and Wildlife. That’s the agency that decides fishing limits. Greg Bargmann is a department fisheries biologist who’s working on next year’s catch limits for rockfish. He says even though the REEF divers aren’t as highly-trained as the state biologists, the data they collect are more current and cover a wider area.

“The REEF survey shows a very dramatic decrease in abundance over the last five years. Our state surveys don’t show that, but we have a lot of imprecision in our surveys so we’re relying on the REEF surveys to look for changes in population.”

That’s because the state can’t afford to send its biologists out as often or to as many sites as the volunteers dive.

“We really appreciate the interest of our citizens to spend time going out there and using their own transportation costs and their own equipment to go out and collect data, and to listen to us and collect things that are not easy to do sometimes.”

You don’t have to dive to be a citizen scientist. In Ohio, citizens track everything from salamanders to spiders. In California, tighter budgets mean more poaching – and not enough game wardens. So states are training volunteers to do more work. And across the country, the Environmental Protection Agency relies on citizens to monitor water quality in lakes and streams.

Bargmann says while governments rely on citizen scientists more during budget crunches, he sees programs like these becoming increasingly important for keeping track of the health of the environment.

Take a federal renewable energy lab in Colorado.

Jeffrey Baker is a lab director there.

Baker says they’re learning to make ethanol out of plants other than corn. That project’s getting ten million dollars in stimulus money.

“The Recovery Act is allowing us to expand a project we already have, going to, in effect, double the capacity the nation has to do that research and development.”

Other Department of Energy labs got stimulus money for work on high-tech car batteries, smart energy grids, and radar to model global warming.

Some government scientists say right now could be the only time in their careers to make some some key environmental advances.

Project Kaisei has sent two ships to the area to study the problem. Doug Woodring is on the New Horizon. He talked with Lester Graham by satellite phone:

Lester Graham: You’re in the middle of the Pacific right now, looking for the Great Pacific Garbage patch. How much luck have you had in locating some of this plastic debris?

Doug Woodring: Unfortunately, too much luck. (laughs) It hasn’t been very difficult. In fact, I’m running into, ah, I can look out the window and see a big floating piece, right now, as we’re going by. But we’ve been, the last 5-6 days, we’ve been in it consistently. It’s not as many big pieces as the world might think, but it’s way many more small pieces than people know. And the reason is, with the UV dedrigation in the plastics, it get very brittle when it’s broken down by the sun, so after some time in the water, when the wave action, it’s very easy for everything to break down and sort of crack. So what we’re getting is what they call ‘confetti’, and it’s just literally in some places many, many pieces per square meter of this stuff. And we are really looking mostly at the surface, so it’s not known yet how deep this is either. So, there’s a lot of stuff out here.

Graham: Why’s this bad for the environment?

Woodring: When you get small pieces, you’ve got mistaken potential food source for animals. So, the marine life can be eating this. It is possible that it gets in the food chain. There are toxins, heavy metals, and persistent organic pollutants that attach themselves to plastics when they float. So, it’s not just a piece of plastic that a marine life eats, it’s a polluted piece of plastic. It’s also a little island, or a little flotation for species that can float around the ocean – and invasive species can go to different parts of the waters or land that wouldn’t have traveled that way otherwise. So, there’s a lot of implications that this science is only just now starting to help us figure out what’s going on.

Graham: Does anybody have any idea what we can do to reduce the impact of this huge garbage patch or to clean it up?

Woodring: Well, this is what we’re out here for. That’s the main part of our mission is to find solutions. And we can’t find solutions until we have some of the answers, and some of the data. So what we’re out here is with two vessels now, over a 30 day period, really looking for that data – water depth, leadings and temperatures and flows and salinity – to see how the plastics and the material, the debris might move around in the ocean. We will, later, be doing some analysis on the material, science of the plastics, to see if it’s recognizable by satellite. Because, obviously, without satellite imagery, it’s impossible to know exactly where the bigger masses are. You know, ‘how to clean it up,’ is going to be a very tricky thing, because the oceans are so big and these particles are not big. It’s all going to come back to what we’re doing on land, really, and the land policies for different ways to bring in better recycling and rebate programs to get a lot of the plastic that is out there today to be reused instead of simply thrown away, and so it doesn’t get into the rivers or the oceans in the first place.

The National Park Service has a slightly embarrassing problem. It manages some of the nation’s most
environmentally valuable land – but it doesn’t have a full account of plant and animal species that live in
the parks. One remedy is the BioBlitz. A BioBlitz is a kind of whirlwind count of all the species in a
specific place. The Park Service has been co-sponsoring BioBlitzes with National Geographic. We sent
Shawn Allee to their latest:

The National Park Service has a slightly embarrassing problem. It manages some of the nation’s most
environmentally valuable land – but it doesn’t have a full account of plant and animal species that live in
the parks. One remedy is the BioBlitz. A BioBlitz is a kind of whirlwind count of all the species in a
specific place. The Park Service has been co-sponsoring BioBlitzes with National Geographic. We sent
Shawn Allee to their latest:

The Indiana Dunes National Lakeshore is spread along Lake Michigan’s southern shoreline.

During this BioBlitz, scientists and volunteers fan out in teams to search the sand dunes, woods, and
grassland around here.

At first, the mood’s high, but then it rains kinda hard.

We’re supposed to be counting species for 24 hours, but at first, we can’t even get out of our cars.

“Hello? Yeah. We’re stuck in traffic, here. We came out here and I thought we were going
out in the wrong direction.”

I hitch a ride with Dr. Patrick Leacock. He’s a mycologist, a kind of mushroom expert.

I’m actually lucky to be on his BioBlitz team, because organizers from National Geographic and the National Park Service want people to count all the species
in the park.

And they mean everything – not just plants and animals that are a cinch to find.

Allee: “Are fungi something you feel that the average person doesn’t think about when it comes
to biodiversity?”

Leacock: “Yeah, there’s people, you tell them you study mushrooms, and they talk about their
athlete’s foot, or they think there’s only six different kinds or something like
that.”

Leacock says, in fact, the Indiana Dunes Lakeshore has at least 600 fungi species. He hopes the
BioBlitz team will add to that list.

Leacock: “Here we are.”

Allee: “I’m hunting mushrooms with three trained mycologists and there are six other volunteers on my team here. One of them is Zachary Benes – he’s just 9 years old. But, I gotta say, Dr. Leacock is pretty lucky
to have Zachary on the team – since he’s found the most mushrooms of anyone on the team.”

Benes: “Is it poisonous?”

Leacock: “Nope. A real mushroom.”

Tang: “Yeah.”

Allee: “Looks like you found another one, too. Where’d you find it?”

Benes: “Over there by the wood.”

Leacock: “This is collybia sub-sulphurea. Do you know what sulfur means?”

Benes: “No.”

Leacock: “It’s a kind of a yellow-orange color. So, this might be a new record for the dunes. So that’s a good one. Was it
just the one?”

Benes: “Yeah. Just the one.”

Leacock: “It’s in good shape.”

Along the trail, I chat with Yaya Tang. She’s one of the other mycologists on the team.

Tang says she’s glad to see BioBlitz volunteers search for elusive species of bats, bugs, and fungi.

“I feel like that’s an issue with biodiversity in general. Where people care about things that are cute or
that they see immediately. Like, there’s insects, too, that don’t get a lot of attention.”

Allee: “Dr. Leacock, we’re pretty much finished here. You got this container of many varieties
of fungi we’ve collected within an hour, would you have been able to get this many
yourself? If you had come out here on your own?”

Leacock: “No. The more people you have searching, that helps a lot. Different people will see
different things, too, I think. So we’ve 14 or 15 things right in my box. We have two that might be new
records for the dunes.”

The BioBlitz at The Indiana Dunes National Lakeshore lasts another 20 hours.

A few days later, Dr. Leacock writes me.

He tells me volunteers turned up at least one fungi specimen no one had ever seen in the Dunes park.

It’s a small success – enough that National Geographic, the Park Service, and other groups are
planning more BioBlitzes across the country.
