Costs of Building in Danger Zones

During the past 20 years, we’ve been building
homes closer to nature. Whether it’s near coastal areas
or in the wilderness, homebuyers want to live in more
natural settings. But… Lisa Ann Pinkerton reports
often that means putting people and property in the path
of floods or fire:

2007 was the second worst in history for wildfires in the U.S. Nine-million acres were
scorched and Southern California bore the brunt of it. Most of the property damage was
in San Diego where wildfires in wilderness areas spread to suburban neighborhoods. Half a
million people were evacuated and Shannon Denton was among them. She says her
neighborhood was cleared out at 4 in the morning.

“We were scared. ‘Cause we didn’t – luckily we had all our pictures organized, so we just took most of our pictures and our video stuff, grabbed our kids at the last minute and left within a half-hour. It was scary, very
scary.”

These days, Denton’s subdivision is busy. There are bulldozers demolishing the burned
out remains of old houses. And construction crews are building new ones on every single
street.

Denton’s thankful her house was spared. But she says even if it had burned down, she’d
take the risk of it happening again, because she likes living here.

“It’s pretty close to nature. There’s a lot of walking and hiking, a lot of mountains that you can take trails and different things.”

Despite the risk of fire, people like Denton don’t want to leave. Some of the 18-
thousand homes lost in San Diego last fall were built in places where wildfires had
burned only four years earlier.

That’s not unusual. The US Fire Administration says nearly 40% of new home
development across the country is in places where residential homes and wilderness meet,
and thus, are more prone to fire.

“They have a right to build that single family home.”

That’s Jeff Murphy of San Diego County’s Department of Planning.

“As a jurisdiction its our responsibility to have codes and ordinances that are
in place to make sure that there’s minimal structural damage as the result of wildfire and minimize
the risk of loss of life.”

Murphy says people are going to live where they want to, all government can do is
require smart development. And San Diego’s building codes are the most restrictive in
the California. They were reevaluated after the 2003 wildfires, when seven percent of the
homes were destroyed.

In the 2007 wildfires, Murphy says the new codes reduced that loss to one-percent.

“Even though we had a lot of structure loss during these fires, what these
numbers are showing us is that our codes are working.”

And Americans aren’t just building in areas at risk of fire. We build in flood zones, too.
FEMA estimates around 10 million people in the US are at risk of flooding. And
according to the United Nations, we saw the most floods of any country last year.

Roger Kennedy is a former director of the National Park Service. He says this kind of
“risky living” costs US taxpayers about two-billion dollars a year in firefighting and
rebuilding costs. The total in property damage hovers around 20 Billion.

Kennedy says people are choosing to build and live on land that’s in danger-prone areas
because they’re not responsible for the true costs. Insurance, guaranteed mortgages, and
federal disaster relief have reduced the personal financial risk.

“People wouldn’t settle in places from which they knew they would not be
rescued and where the taxpayers wouldn’t pick up- or the insurance company which is
essentially the same thing- wouldn’t pick up the tab.”

Kennedy says knowing about a home’s potential risk might reduce the material cost of
fires and floods. And, it might save lives.

But he says, people have to want to know their risks. And even then… they might choose
to ignore it. Because for many, the enjoyment their property brings far outweighs the
occasional “Act of Nature.”

encourage that growth and people who worry a new highway will fuel more
sprawl:


The Census Bureau says commutes to work are getting longer in the nation’s
biggest cities. Demographers say that’s because people are moving
out farther and farther from their jobs in search of more house for the
money or a quieter way of life. More people moving out to the fringes of the suburbs
means more pressure on two-lane roads and more congestion.


New highways are one of the tools local officials reach for when traffic
gets worse. People living in the fast-growing suburbs west of Chicago have
been debating a proposed new highway nicknamed the Prairie Parkway. The
four-lane beltway would connect these outer suburbs.


Jan Carlson is the Transportation Commissioner for Kane County, about 40
miles from downtown Chicago. He’s been looking forward to the beltway since
plans were unveiled five years ago:


“If you listen to the complaints, as I do, of people stuck in traffic and if
you consider the many economic advantages that moving that traffic brings to
us, it appears to me that the greater good is to move forward with the
project.”


Carlson says he knows new highways can rapidly speed up development in an
area, but he points to census data that show his county and others nearby
are already among the fastest-growing in the nation without a new highway:


“I am not one of those who subscribes to the theory that if you don’t build
it, they will not come.”


Jan Carlson says the new highway will make the local economy stronger,
bringing in much needed jobs to the suburbs, but many people are strongly opposed to the
beltway. Marvel Davis lives on a farm that’s been in her family for 170 years. Some of
her farmland lies within a corridor that the state has set aside for the proposed beltway.


“I tell people that’s the way sprawl happens. You think, well I’ve lost
that field to the farm, so the first guy that comes along and offers you
$50,000 an acre, your temptation is going to be pretty great, isn’t it?”


Davis says even though construction on the beltway isn’t expected to begin
until 2009, she’s seen a lot of new buildings spring up. She says it’s true
the area’s already growing, but she thinks the prospect of a new highway
might be encouraging more growth:


“So which comes first, the chicken or the egg? If word goes forth this
road’s going to happen and you come in with all kinds of developers, it’s
almost like a self-fulfilling prophecy.”


And urban planners agree it really is a chicken and egg relationship. It’s
hard to say which comes first. Highways speed up the pace of growth. And
growth causes a need for more highways.


Bill Klein is the director of research with the American Planning
Association. He says new highways do ease traffic congestion, but only for
a short time, before those highways get packed with people driving out to
their new homes in the suburbs.


“It’s very difficult to build your way out of sprawl. The more highways you
build, the more sprawl you get. Intellectually we’ve known this stuff for a
good long time but sometimes the political will to do anything about it is
the bigger problem.”


In the case of the Prairie Parkway, there is a political heavyweight in the
parkway’s corner. US House Speaker Dennis Hastert has been promoting the
concept of an outer beltway in his district since he went to Congress in the
late 1980’s. Just last year, Speaker Hastert earmarked 207 million dollars
for the beltway in the federal transportation bill.


Landowner Marvel Davis suspects the beltway might not go forward if it
weren’t for the Speaker’s support. She says if someone could show her the
beltway was in the country’s best interest, she’d support it.


“But if I’m going to lose my farm and my community to make a few people
multimillionaires then I’m not willing to do it.”


Marvel Davis says she knows she could make a lot of money if she sold her
land to developers, and she did actually sell more than 100 acres recently.
But she sold it to her county’s forest preserve for half of what she could
get from a developer.


Even though it’s years away, the promise of a new highway is sharply
dividing these communities. Whether or not they see growth as a good thing,
almost everyone agrees a new highway will speed up the pace of that growth.

sprawling suburbs. Lester Graham reports the problem is finding money to fund
programs that would preserve the rural character of an area:


The real value of land as farmland is a lot less than what a developer will pay for the land
to use it to build strip malls, big box retail stores, or subdivisions of wallboard mansions.
Farmers are tempted to sell when it means they’d make more money off the land selling it
to developers than they would farming for the rest of their lives, but many feel they’re forced into the situation. They don’t really want to give up life on
the farm. They just feel they’d be foolish to keep farming when they could make so much
money selling to a developer.


Some counties that want to preserve the rural character of their area are putting together a program
that helps farmers by paying them some of that difference between farmland value and
development value. It’s called the purchase of development rights.


Usually, local governments, sometimes state, pay farmers to waive that right to develop
the land forever. No one can build on it. The land has to be kept as open space.


There are lots of reasons state, county and city and township governments might want to
do that. Some politicians want to make sure their communities continue to be surrounded
by scenic green space. Some want to preserve the rural character of their community.
Some want to make sure they have a source for locally grown food.


Scott Everett is with the American Farmland Trust. He says it can come down to simple
economics. Some politicians like purchase of development rights for lower taxes:


“Because we won’t have to add public services. Cows don’t go to school. Chickens don’t
dial 9-1-1. Corn, wheat and soybeans need a lot less fire and police protection than
residential development.”


Everett says purchase of development rights is a long term plan and if a county sees its
farmland might be threatened in the future, it better get busy now:


“In an urban-influenced county, you know, there’s a county next door to a big
metropolitan area maybe like Chicago, one of the things that really ought to be happening
to counties that are next to that county is some planning needs to take place. It
takes a very long time for a purchase of development rights program to take ahold.”


We found a place that fits that description exactly. DeKalb County is on the fringes of
the Chicago metropolitan area. The counties between it and the city are seeing incredible
development pressures. Farmland is being gobbled up at a rate almost unparalleled in the
nation. DeKalb County is trying to draw a line that would stop urban sprawl and allow only
carefully planned growth.


Pat Vary is a DeKalb County board member. She’s watched as counties closer to
Chicago have gone from farmland to urban sprawl in almost no time. She doesn’t want that to happen to
DeKalb County and she says most of the towns don’t want that:


“Most of the municipalities have said, ‘We want to grow this far, but we want to keep
green space around us and we don’t want to go much further than that.’ There’s lots of
pressure from developers right now.”


Vary, who’s also a biologist, says as the population grows and farmland is lost, she sees a
moment in the future where land that produces food is going to be a lot more valuable
than it is today:


“I really think that in about thirty years, forty years from now, that an acre of farmland in
DeKalb County will be worth more than an acre of downtown Chicago. You can’t eat
buildings. You can’t eat pavement. People are going to need to eat. I really believe it’s
critical, it’s vital to do something fairly fast.”


But, as we heard earlier, it takes a while to get a purchase of development rights program
rolling. It has to be funded, usually from several levels of government, and then you
have to persuade farmers that dedicating their land to only growing crops is the right
thing to do.


Scott Everett with American Farmland Trust says successful purchase of
development rights start out slowly, but gain popularity after everyone sees how it works:


“It’s one of these programs where once one farmer does it, the other farmers next door
and the neighboring farmers really start taking a look at it and saying to themselves ‘You
know, if they’re going to make the commitment, I will, too.'”


But Everett warns, if your county is one of those urban-influenced counties, if a
purchase of development rights program isn’t put in place and funded soon, your
farmland will be gobbled up by gridlock, strip malls, and dotted with residential suburbs
that often cost the government more in infrastructure and additional services than the new
real estate taxes will ever pay for.

Many cities across the nation are looking to re-imagine themselves. They’re
trying to become more like dense, walkable cities like San Francisco or
Boston. But some people say that some cities weren’t originally designed to
be like that, and people don’t necessarily want them to be. The Great Lakes
Radio Consortium’s Nora Flaherty has this report:


Aside from the cicadas and crickets, it’s a quiet afternoon in Victoria
park. There’s no one out on the tree-lined street, or on the large houses’
beautifully groomed front lawns.


Jerry Herron is an American Studies professor at Wayne State University. He says that this gated community has everything that people associate with suburbia.


“An artificially wind-y street, some kind of neoclassical details on the houses, a cul de sac at each end, plenty of cars in the garages, basketball hoops, all of the things that people would associate with characterstic life in suburbia. Except it’s in the middle of one of the oldest downtown industrial parts of the city of Detroit.”


Herron says that most urban planners wouldn’t expect to see a suburban-style
cul de sac right in the middle of the city.


“I think because it doesn’t look like one of those pre-arranged ideas of the city, cities aren’t supposed to look like suburban McMansions houses. Well, it turns out that that’s where people want to live, and if you build it in the city, they’ll come and buy the houses and be happy.”


That kind of thinking runs counter to what many urban planning experts might say. In fact, the success of Victoria Park might seem to be an oddity in planning circles, because most planners believe that it’s a specifically urban lifestyle that attracts people to cities, one that involves chic apartments, condos and busy streets, not lawn care and attached garages.


But Jerry Herron says that more suburban-style development is in keeping
with this city’s history.


“One of the important things about Detroit is that seventy-five percent of the people who live here – I believe that’s an accurate figure – virtually since the beginning of the city’s history, have lived in private houses, so that there’s really a dedication to this idea of private property, that they have something good, it has to be mine, it has to belong to me, which makes it very difficult then to imagine as desirable living in something I don’t own, that I have to share with other people, that I may just be renting.”


Regardless of whether they choose to live in private houses or high rise buildings, people who choose to live in the city like being able to spend less time in their cars than they would if they lived in the suburbs.


And they like the cultural attractions and diversity of the cities. And even if it might seem suburban compared to life in other cities, life in this city is still very different from life in the suburbs. Olga Savich grew up in Troy, Michigan a north-west suburb of Detroit. She now lives in a high rise building near downtown.


“I moved to the city because I just needed to get out of the suburbs, I lived
there my whole life, there’s nothing there but the mall, I didn’t
necessarily want to structure my whole life around shopping. So I moved to
the city because it seemed like it was exciting, like a new start.”


Although Savich likes the more traditionally urban aspects of the city, she
also likes the fact that there’s big open spaces, including Belle Isle park,
right in the middle of it.


“I used to walk down on a Saturday afternoon with a book and just sit on the rocks by Shane Park and you can put your feet in the water, you know, it’s really pretty. Going to belle isle, it’s almost like having your own Metropark, you know, right in your own back yard, it’s like a five-minute bike ride.”


And while a lot of people see Detroit’s big, empty urban spaces and abandoned and decaying buildings as the city’s big problem, other people are attracted to exactly those things. Jerry Herron lives in the same building as Olga Savich.


“There’s a lot of room in the middle of a city that’s 300 years old, a lot of green space in the city. And I think that people that are attracted to that kind of revitalization and the presence of significant decay find this a really exhilarating and exciting place. That abandonment attracts people, the way ruins attract people. And people who like it think it’s really unusual and unique and only Detroit looks like that really.”


Like a lot of big cities with decaying centers, Detroit is working hard to bring people in. Experts are thinking hard about what kind of cities people are looking to move to. And Herron says that anyone who’s trying to make a city like Detroit appealing to outsiders would do well to work with what the city already has, rather than trying to make it like other cities with different histories.

That’s caused some city dwellers to connect to nature in unexpected ways. And just like in the lower 48 states, the same things happening in an area often thought of as the country’s last frontier. The Great Lakes Radio Consortium’s Aileo Weinmann is visiting Alaska this summer and brings us this audio essay:

They’ve pushed their city limits closer and closer to what used to be
natural areas. They’ve spread out to bump up against wildlife habitat.
That’s caused some city dwellers to connect to nature in unexpected ways.
The Great Lakes Radio Consortium’s Aileo Weinmann says, just like in the lower 48, that’s happening

in Alaska too.

I can see why Bill Sherwonit calls his backyard one of his favorite urban wild places.

Birds sing. Insects buzz around. They’re backed by a gurgling creek. In the foothills bordering

Alaska’s biggest city, the sounds mingle with fresh scents of grass and wildflowers. It awakens the

senses to the wildness of nature. This place feels closer to the nearby mountains than Alaska’s

urban center, Anchorage.


We sit in a grassy spot still damp with dew. Sherwonit is a freelance nature
writer who writes a monthly column for the local newspaper.


He’s dressed in a weathered, blue Iditarod sweatshirt. His strong posture
and gentle face make him seem younger than his salt-and-pepper whiskers
would indicate. Sherwonit beams as he explains why he thinks wildness is
essential to being human.


“It’s who we are. One of the great things about getting out, you know, wherever it is, the

so-called open spaces or natural spaces in Anchorage. You get out and you exercise your body and

you start to feel yourself in your body. You sweat a little bit. You know, you smack mosquitoes,

you feel your muscles. Our bodies our wild things.”


This wildlife refuge doesn’t get a lot of traffic because the paths to get
here are disappearing due to a housing boom on the bluffs above the
preserve.


The simple park sign says nothing of the refuge. But we walk down a short
grassy path. Its edges are bordered by alder-willow thickets and yellow and
indigo wildflowers. Soon, we’re standing on a spit of land overlooking sedge marsh and mud
flats.


Houses pack the wooded bluff tops. But where we’re standing, we can see a
narrow strip of forest that still forms an important wildlife corridor for
birds, moose, and even an occasional bear. It’s a gorgeous panoramic view of
the Refuge, the surrounding mountain ranges looming in the distance.


“Most of what we can see from here is very natural and much of it is
wild, and some of it is indeed wilderness. I don’t know if you’re feeling it
too, but there’s a change in the energy here; it just seems much calmer.”


A path leads us to the sedge marsh and mud flats below, where Sherwonit says
it’s safe to walk during low tide. That is, as long as you watch out for
low points where the mud is softer. It’s a good idea to check a tide table
before heading out.

This morning we don’t venture too far out onto the mud flats because the
tide is rising. It’s already high enough to begin lapping at our boots. Sherwonit says watching the
wild places close to home, and seeing their seasonal changes is the best way
for people to experience wilderness.


“You actually begin to develop a relationship with a place. I like to think
of the birds and the bears and the moose and even the trees and the
wildflowers and these other – like here, the sedges and other coastal plants;
really they’re our wild neighbors.”


The visit with Bill Sherwonit inspired me. I’ve returned to the Refuge many
times on my own. At low tide, I can wander farther onto the rippled silt
and mud. I’ve seen fresh moose tracks, and I’ve heard up close the
loud, prehistoric bugle of sandhill cranes near the sedge marsh. I try to
go at different times of day, find something new each time. But, even
though I’m close to the city and the encroaching suburbs, I never see
another human along this sliver of Alaska’s coast. So for now, it’s still
wild, even with the city nearby.

Conflicts Between People and Wildlife

Throughout the Midwest, it’s becoming more and more common
to see wild animals living in the city and the suburbs. The number of coyotes, deer and Canada geese is growing. And suburbs keep sprawling… but the animals there stay put, and adapt to the new surroundings. That can cause conflicts between the animals… and people. The Great Lakes Radio Consortium’s Ann-Elise Henzl reports:

Throughout the Midwest, it’s becoming more and more common
to see wild animals living in the city and the suburbs. The number of
coyotes, deer and Canada geese is growing. And suburbs keep sprawling…
but the animals there stay put, and adapt to the new surroundings. That
can cause conflicts between the animals… and people. The Great Lakes
Radio Consortium’s Ann-Elise Henzl reports:


It can get busy at wildlife rehabilitation centers. At this center, five thousand animals are treated and released each year. There’s a big variety, ranging from raccoons to sandhill cranes.

In spring and early summer, it’s very crowded in the nursery.


“We’ve got a young grackle in here, and he’s really on about the one-hour feeding stage learning the transition between us feeding him and feeding himself…”


Scott Diehl is the manager of the wildlife rehabilitation center at the Wisconsin humane society in Milwaukee. Dozens of young animals are being nursed back to health here in incubators and cages.


“Here’s little teenage gray squirrels in here playing around and goofing off and their play activity actually teaches them how to – it helps build their muscles, and teaches them how to climb…”


Many of the babies are here because their parents were run over by cars. That’s what happened to a female mallard who’s being examined by a wildlife rehabilitator, in the “triage” room.


“He’s just outstretching the wings, he’s feeling over the bones to see if he feels fractures and I can see from here that the left wing that he is examining looks like it has fractured metacarpals, so that’s the outer wing, kind of analogous to our fingers, we’ve got actually a little blood showing there. And so Mike is just going to flush that wound out with a little saline now he’s going to examine things, and quite frankly it doesn’t look like she’s using her legs well either.”


It turns out the duck has numerous broken bones and other serious health problems, so she’s euthanized. Mallards are often hit by cars in cities. That’s because they nest in grassy areas, then walk their babies to the water. That can mean crossing a number of streets.


Ricky Lein is the urban wildlife specialist for the Wisconsin Department of Natural Resources.
He says people and animals are always getting into some kind of conflict in urban areas.


“Recently I had a person come in who owned twenty acres in a suburban area and talked about how they enjoyed the coyotes as long as they stayed on their territory but the coyote had made the decision to come into their backyard and eat a family cat, and I tried in a very polite way to point out that was the coyote’s territory.”


Lein says urban sprawl also causes problems by creating places that attract some wild animals
like white-tailed deer. They like areas where the woods meet wide-open lawns. That describes many suburban neighborhoods.


As a result, there are now more deer across the Midwest then ever before,
and the population of Canada geese is exploding in the same area. Lein says the geese have found their version of “heaven.”


“A lot of urban parks, condo complexes, whatnot, where you have a pond or storm water run-off pond and they keep five to ten acres of grass mowed around it, and they’ve eliminated hunting… that is heaven to a Canada goose.”


But some communities are considering killing urban geese in order to reduce the population.
Other cities have hired sharpshooters to kill urban deer. So the Humane Society of the United States has created a program called “Wild Neighbors.” Maggie Brasted is the organization’s director for urban wildlife conflicts.


“One of our goals is to help people find solutions so that they can coexist with these wild neighbors, with the wildlife around them, ’cause you know sometimes there are real problems. There are real concerns. It’s not that every time someone is upset about wild animals around them that they should just be told, “Oh just live with it,” there are real issues so we want to be able to offer them real practical solutions other than killing the animals.”


Brasted says there’s a complex relationship between humans and wild animals in urban areas.


“It’s not real simple to just say that you know they were here first or they shouldn’t be here. Or why are they around people? They’re adapting to what we do, they’re adapting to the changes we make. They’re taking advantage of whatever habitat niche that they find.”


Brasted says the wild animals that live in the city and suburbs are there to stay. So people will either have to find ways to live with them or to control their population.

In nature… when it rains… the water slowly soaks into the ground and makes its way
through the soil and rock to eventually be stored as groundwater. Some of it makes its
way underground to be stored in aquifers. And some of it slowly seeps through the rock
for a while and then resurfaces as springs to feed streams during times when there’s not a
lot of rain. It’s a natural storage system and a lot of cities rely on that water.


But when we build buildings and houses and parking lots and roads, a lot of the land
where the rain used to soak into the ground is covered up. Instead the rainwater runs off
the hard surfaces and rushes to stormwater gutters and ditches and then overloads creeks
and rivers. Even where there are big expansive lawns in the suburbs… the rain doesn’t
penetrate the ground in the same way it does in the wild. The grass on lawns has shallow
roots and the surface below is compact… where naturally-occurring plants have deep
roots that help the water on its way into the earth.


Don Chen is the Executive Director of the organization Smart Growth America. His
group tries to persuade communities to avoid urban sprawl by building clustering houses
and business districts closer together and leave more natural open space.


“With denser development you have a much lower impact per household in terms of
polluted runoff.”


Chen says the rain washes across driveways and parking lots, washing engine oil, and
exhaust pollutants straight into streams and rivers instead of letting the water filter across
green space.


Besides washing pollutants into the lakes and streams… the sheer volume of water that
can’t soak into the ground and instead streams across concrete and asphalt and through
pipes can cause creeks to rise and rise quickly.


Andi Cooper is with Conservation Design Forum in Chicago. Her firm designs
landscapes to better handle water…


“Flooding is a big deal. It’s costly. That’s where we start talking about economics. We
spend billions and billions of dollars each year in flood damage control.”


Design firms such as Cooper’s are trying to get developers and city planners to think
about all that water that used to soak into the ground, filtering and being cleaned up a bit
by the natural processes.


Smart Growth America’s Don Chen says those natural processes are called infiltration….
and Smart Growth helps infiltration…


“And the primary way in which it does is to preserve open space to allow for natural
infiltration of water into the land so that there’s not as much pavement and hard surfaces
for water to bounce off of and then create polluted runoff.”


People such as Chen and Cooper are bumping up against a couple of centuries or more of
engineering tradition. Engineers and architects have almost always tried to get water
away from their creations as fast and as far as possible. Trying to slow down the water…
and giving it room to soak into the ground is a relatively new concept.


The U.S. Environmental Protection Agency is trying to get communities to give the idea
some consideration. Geoff Anderson is the Acting Chief of Staff for the EPA’s Office of
Policy, Economics and Innovation.


“Anything you can do to keep that water on site and have it act more like it does in its
natural setting, anything you can do to sort of keep that recharge mechanism working,
that’s helpful.”


The EPA does not require that kind of design. It leaves that to local governments and the
private sector. The Conservation Design Forum’s Andi Cooper says sometimes getting
companies to think about treating water as a resource instead of a nuisance is a hard
sell…


“You know, this is risky. People tell us this is risky. ‘I don’t want to do this; it’s not the
norm.’ It’s becoming less risky over time because there are more and more
demonstrations to point to and say ‘Look, this is great. It’s working.’ ”


But… corporate officials are hesitant. Why take a chance on something new? They fear
if something goes wrong the boss will be ticked off every time there’s a heavy rain.
Cooper says, though, it works… and… reminds them that investors like companies that
are not just economically savvy… but also have an environmental conscience.


“A lot of companies are game. They’re open. If we can present our case that yes, it
works; no, it’s not risky; it is the ethical thing to do; it is aesthetically pleasing; there are
studies out there that show you can retain your employees, you can increase their
productivity if you give them open spaces to walk with paths and make it an enjoyable
place to come to work everyday.”


So… doing the right thing for the environment… employees… and making investors
happy… make Wall Street risk takers willing to risk new engineering to help nature
handle some of the rain and get it back into the aquifers and springs that we all value.

Often planners don’t look past their own city borders when making decisions. Geoff Anderson
wants that to change. He’s the Acting Chief of Staff for the EPA’s Office of Policy, Economics
and Innovation. Anderson says city officials often look at land use planning one site at a time
instead of looking at how their decisions will affect the entire area…


“The two scales are very important and I think in many cases too much is paid to the site level
and not enough is given to the sort of broader regional or community context.”


Anderson says that’s especially important when planning for stormwater drainage. He says too
many communities think about getting the water to the nearest stream quickly without thinking
about how that rushing water might affect flooding downstream.

in droves all over the country. And the nasty vermin are relocating to some of the most
pristine neighborhoods. The Great Lakes Radio Consortium’s Joyce Kryszak explains what
caused the rat invasion and what’s being done to evict them:


Piercing blue autumn skies and billowing white clouds drift across the chimneys of this modest,
but perfectly manicured suburb. There aren’t even many leaves crunching under foot. Town workers
have already come and vacuumed them all away. But there’s a nasty little secret scurrying under
the porches and behind the garden sheds in this Western New York town. County Sanitation Chief
Peter Tripi takes us for a peek.


“Can you see the teeth marks here? That’s actually rat gnaw marks. And there’s the garbage bag.
And that’s what we found when we went to this property.”


Now, you might be thinking that we trudged through derelict grass and scattered debris to find
these rat clues. Nope. This is a gorgeous, manicured yard – with not a blade of grass out of
place. But Tripi says rats aren’t choosy.


“You would never think by looking side to side that there would be a rat problem in this yard.
Doesn’t matter what neighborhood you live in, or how much money you’ve got. There’s no difference.
They just like your food.”


And you’d be surprised where rats can find food. A garbage can left even briefly uncovered, a
neglected bird feeder, uhhh… dog feces… and even a compost pile.


“Absolutely. This is a rat condo. It’s a grass-clipping compost pile that basically housed rats
to go a hundred yard radius all the way around to the different houses.”


Tripi says rats had to get creative with their housing. A summer of extremely heavy rains drove
the out of the sewers and into some previously rat-free neighborhoods. And with the West Nile
virus killing off millions of birds, the rats have less competition for the food they’re finding
above ground. The consequence is a virtual rat infestation all the way from New York and Illinois
to Virginia, Michigan and L.A. In Kenmore, there have been four thousand rat complaints – nearly
double last year.

Of course, none of this is news to the garbage collectors. They see the problem up close and
personal. Twenty-year veteran Louie Tadaro says this past summer is the worst he’s ever seen.


“Across the street there’s an alleyway and there had to be like ten of them in there, And we
started chasing them with garbage cans trying to kill them, but we couldn’t. By the time we
got there they just split.”


The problem is, they don’t split for long. Vector Control Chief Tripi says now that the rats
have relocated from the sewers to upscale accommodations, they kind of like it.


“And what that means is that they want to live with us. They want to be near our garbage and
our bird feeders. The problem with that is that rats carry diseases.”


We all know about stuff like typhus and the bubonic plague. But there are emerging diseases,
such as a pet-killer called Leptospiroris. It’s killing dogs all across the country. Tripi
says they need to get rid of the rats before the disease starts spreading to humans. So, his
team is taking the rats on, one yard at a time.


Tripi and his Vector control team set rat traps, they fill bait boxes with poison, and – when
they have to – they issue citations to residents who don’t heed the town’s new “rat control rules.” Covered garbage cans only. Clear away all brush. Clean up scattered bird seed and dog feces. Slowly, the rules seem to be working.

Still Tripi says it’s mostly educational warfare. And he says now – heading into winter – is the
best time to nip the problem. If the rats get cozy, not only will they stay, they will multiply.
Fully nourished, one adult rat can breed up to sixty baby rats a year.


“The adult rat can live on a little bit of food, but he can’t procreate unless he has a lot of
food source. And they can’t live through the winter unless they’re warm and fattened up.”


So now is the time to – quite literally – put a lid on it. Keep those garbage cans covered, unless
you want some uninvited furry guests this winter, and many, many more come spring.

That’s exactly what you’ll find at the 300 acre Reinstein Nature preserve.
It meanders right through the heart of a bustling suburb. The preserve has been limited
to small groups led by a nature guide. But there’s a new plan to give unrestricted access.
Some environmentalists worry that would ruin the preserve. The Great Lakes Radio Consortium’s
Joyce Kryszak takes us to the woods – and to the debate:

At first Bob Reinstein doesn’t see the bird.


“I should’ve brought my field glasses.”


But then its giant wings spread wide, laboring to clear the water in this serene Monet-like setting.


“The lilies were a gift from two different environmental organizations…”


The man and the majestic heron both seem oblivious to the rush of cars and people just
beyond the edge of the woods. This is the Reinstein Nature Preserve. It’s framed on all sides
by a sprawling suburb of houses and shopping plazas in Western New York. Like his parents before
him, Bob Reinstein says he’s risked his life for nearly sixty years defending this scene; he guards it against trespassers – and sometimes trespassers with guns.


“Their lives were threatened several times, in fact, mine was also. I was unarmed at the time,
but he had pointed his shotgun at me and threatened to shoot. Realizing it was pointing at my face,
I stopped following him.”


But Reinstein never stopped trying to protect the nature preserve his father created half a century ago.
By the time he died in 1984, the elder Reinstein had dug nine ponds, planted thousands of trees,
rare ferns and flowers to compliment the ancient scene. The younger Reinstein says it’s like a
living museum.


“Where else can schoolchildren walk back through history a hundred and fifty years and see
samples of what existed then, that are still here today?”


Reinstein says his father bequeathed the preserve to the state to keep it from being trampled.
He stipulated that it must stay forever wild. People could visit, but only for educational
purposes. And only with a trained nature guide. That could all be changing. A proposal by the
State Department of Environmental Conservation would give the public unrestricted access.


Jane Wiercioch lives in the nearby suburb and loves visiting her backyard wilderness. But today
Weirchioch is handing out petitions here. She hopes to stop the DEC from opening the preserve. She
says it would leave the woods vulnerable.


“I know I came in here the other day for a walk around that lily loop with my great granddaughters
and, of course, they were chasing frogs. So, I’m with them, I’m yelling at them, ‘don’t do anything.’ But can you imagine having people just coming in here and doing what they want?”


State conservation officials say bringing in more people is the whole point. Meaghan Boice-Green
is a spokesperson for the New York State Department of Environmental Conservation. She says all
other department-run properties are open to the public. Boice-Green says unrestricted access would be good for both the public and for the agency.


“We’re not talking about property that hasn’t touched by the hand of man, and in order for us
to obtain the funding to do the habitat maintenance that’s going to be necessary to maintain
this manmade habitat, we have to provide some public access. We’re not going to be able to
access funds to support a property that the public isn’t allowed to access.”


But the state has never had any trouble finding money to maintain the preserve before.
And Boice-Green couldn’t offer specifics about any extra funding.


Terry Boyle has volunteered as a guide at the preserve for eight years. But he agrees the
preserve should be unrestricted. Boyle says visitors can’t have a truly natural experience
if someone’s watching their every move.


“A lot of those people who do want to come in, they want to take photographs, they want to sit
down and reflect for a little bit about what they’re looking at, and that kind of stuff. So,
they can’t go at their own leisurely pace with tour guides, because we have to push them through a little bit
faster.”


But the head of a local environmental group sees it differently. Larry Watson says if the
preserve is opened, there won’t be anything left to look at anyway. He believes the state is
just tired of policing the woods. But Watson says it was Dr. Reinstein’s wish that the
preserve be kept wild. And he should know. As a young boy sixty years ago, Watson spent many
long hours in the woods, helping Reinstein plant the saplings that now tower overhead.


“If they turn this into what they want to, it will be nothing more than a state park.
And we’d rather see it kept as an individual showpiece and a place New York state can be quite
proud of and show the rest of the country what can be done in the way of environmental
conservation.”


The New York State Department of Environmental Conservation says it hasn’t made a final
decision. It will consider the wishes of those who want access to the preserve to remain
restricted. But many people are also demanding it be opened. Ultimately, the state says
it will likely let people come to the preserve whenever they want – and trust them
to be good caretakers.
