Highway Debate Dividing Communities

As suburbs grow, politicians and city planners often promote new highways as a way to ease congestion and encourage more economic growth. Rebecca Williams reports on the struggle between local officials who want to encourage that growth and people who worry a new highway will fuel more sprawl:

a way to ease congestion and encourage more economic growth. Rebecca
Williams reports on the struggle between local officials who want to
encourage that growth and people who worry a new highway will fuel more
sprawl:


The Census Bureau says commutes to work are getting longer in the nation’s
biggest cities. Demographers say that’s because people are moving
out farther and farther from their jobs in search of more house for the
money or a quieter way of life. More people moving out to the fringes of the suburbs
means more pressure on two-lane roads and more congestion.


New highways are one of the tools local officials reach for when traffic
gets worse. People living in the fast-growing suburbs west of Chicago have
been debating a proposed new highway nicknamed the Prairie Parkway. The
four-lane beltway would connect these outer suburbs.


Jan Carlson is the Transportation Commissioner for Kane County, about 40
miles from downtown Chicago. He’s been looking forward to the beltway since
plans were unveiled five years ago:


“If you listen to the complaints, as I do, of people stuck in traffic and if
you consider the many economic advantages that moving that traffic brings to
us, it appears to me that the greater good is to move forward with the
project.”


Carlson says he knows new highways can rapidly speed up development in an
area, but he points to census data that show his county and others nearby
are already among the fastest-growing in the nation without a new highway:


“I am not one of those who subscribes to the theory that if you don’t build
it, they will not come.”


Jan Carlson says the new highway will make the local economy stronger,
bringing in much needed jobs to the suburbs, but many people are strongly opposed to the
beltway. Marvel Davis lives on a farm that’s been in her family for 170 years. Some of
her farmland lies within a corridor that the state has set aside for the proposed beltway.


“I tell people that’s the way sprawl happens. You think, well I’ve lost
that field to the farm, so the first guy that comes along and offers you
$50,000 an acre, your temptation is going to be pretty great, isn’t it?”


Davis says even though construction on the beltway isn’t expected to begin
until 2009, she’s seen a lot of new buildings spring up. She says it’s true
the area’s already growing, but she thinks the prospect of a new highway
might be encouraging more growth:


“So which comes first, the chicken or the egg? If word goes forth this
road’s going to happen and you come in with all kinds of developers, it’s
almost like a self-fulfilling prophecy.”


And urban planners agree it really is a chicken and egg relationship. It’s
hard to say which comes first. Highways speed up the pace of growth. And
growth causes a need for more highways.


Bill Klein is the director of research with the American Planning
Association. He says new highways do ease traffic congestion, but only for
a short time, before those highways get packed with people driving out to
their new homes in the suburbs.


“It’s very difficult to build your way out of sprawl. The more highways you
build, the more sprawl you get. Intellectually we’ve known this stuff for a
good long time but sometimes the political will to do anything about it is
the bigger problem.”


In the case of the Prairie Parkway, there is a political heavyweight in the
parkway’s corner. US House Speaker Dennis Hastert has been promoting the
concept of an outer beltway in his district since he went to Congress in the
late 1980’s. Just last year, Speaker Hastert earmarked 207 million dollars
for the beltway in the federal transportation bill.


Landowner Marvel Davis suspects the beltway might not go forward if it
weren’t for the Speaker’s support. She says if someone could show her the
beltway was in the country’s best interest, she’d support it.


“But if I’m going to lose my farm and my community to make a few people
multimillionaires then I’m not willing to do it.”


Marvel Davis says she knows she could make a lot of money if she sold her
land to developers, and she did actually sell more than 100 acres recently.
But she sold it to her county’s forest preserve for half of what she could
get from a developer.


Even though it’s years away, the promise of a new highway is sharply
dividing these communities. Whether or not they see growth as a good thing,
almost everyone agrees a new highway will speed up the pace of that growth.

Army Corps to Expand Mississippi Locks

The U.S. Army Corps of Engineers is moving ahead with
recommendations to expand locks on the Mississippi River despite
an earlier report that found the Corps’ calculations in making a similar

The Corps of Engineers proposes spending 8.3 billion dollars to expand navigation
locks for
heavier barge traffic and restore the ecosystem of the upper Mississippi River. The
National
Research Council was highly critical of an earlier plan, saying the Corps’
projections of greater
traffic on the river were flawed. In a statement, the Corps says this new plan
balances the need
for economic growth and environmental sustainability.


Environmentalists say it’s still wrong. Melissa Samet is with the group American
Rivers.


“The Corps has done a great disservice to the nation by recommending this project.
We have
other needs. It’s a significant amount of money. The recommendation is based on
unsound
science and unsound economics. And that’s just not the way a federal agency should
be working.
It’s certainly not serving the American people.”


Critics say they expect the Corps of Engineers to lobby Congress hard for funding
the expansion
of the locks and not as hard for the environmental restoration.

But back in cities, stores and restaurants shut down. Schools and churches also closed. Now, the Catholic church is encouraging people to work together to prevent more urban sprawl. Catholic clergy say they don’t want to close perfectly good churches and cathedrals only to build new ones farther and farther out into the suburbs. shut down. Schools and churches also closed. Now, the Catholic church is encouraging people to
work together to prevent more urban sprawl. Catholic clergy say they don’t want to close perfectly
good churches and cathedrals only to build new ones farther and farther out into the suburbs. The

Twenty-five years ago, Loraine Krajewski lost nearly everything. She lost her home and she lost
her church. Both were demolished when General Motors built a sprawling auto plant over
Poletown, a Polish-American neighborhood at the border of Detroit. Krajewski says it was the fight
of her life.


“I did things I never thought I would do. I picketed, I mean, in rain and snow. I wrote
letters, I mean, to Congressmen and to our council and everything. And I went to meetings
that would last until one, two o’clock in the morning at times, and I took time off from work
to go downtown to the council meetings.”


Krajewski was mad at the city of Detroit for letting it happen. And she was mad at the Catholic
Church in Detroit for not fighting the project. But not mad enough to leave the church. Krajewski
and others forced out of Poletown found a new parish in the city, called St. Josaphat.


Krajewski headed for the suburbs after Poletown disappeared. But she still returns to the city every
Sunday for Mass at St. Josaphat. It’s a 15-mile trip.


“We decided we are not going to let another Polish church go down the drain. And that’s
why I’ve been coming here. It’s just too bad that we don’t have a larger congregation.”


More parishioners would make Krajewski feel more sure that St. Josaphat would always be here,
that it was safe from closing down. But it’s not safe. Only a few dozen Catholics show up here
anymore for Mass on Sunday. And the church can hold 12-hundred people.


Father Mark Borkowski is the pastor at St. Josaphat. He says people like Krajewski, who are
coming from 10, 15 or 20 miles away, are the only ones keeping his church open. But just barely.


“If we were to live on Sunday collections alone, the parish would not be able to survive. So
with our monthly fundraising dinners, we can survive. But there’s a difference between
surviving and flourishing.”


People left the churches when they left the city for bigger plots of land and better schools. And the
Catholic Archdiocese of Detroit followed its people. Catholics built new churches in the suburbs.
But now, the Archdiocese is rethinking its role in urban sprawl.


Father Ken Kaucheck is on the Detroit Archdiocese urban sprawl committee. He says the church is
concerned about sprawl because it creates social and economic inequities between cities and
suburbs.


“It creates blight. It creates loss, it creates desolation and desecration. And it destroys not
only communities, but therefore, it destroys the lives of people.”


Kaucheck says the main tenet of the church’s anti-sprawl campaign is encouraging local
governments to work together on economic development. He says if communities are not trying to
one up each other to win new development projects, there would be less incentive for companies to
move farther into rural areas.


Kaucheck says the church wants its priests to talk about sprawl in their Sunday sermons. He calls it
“stirring the population” to affect social change.


“It’s government of the people, for the people and by the people. That’s what a democracy
is about. But somebody has to raise the question and you raise the question, faith-based,
through the scriptures. Is this what the gospel of Jesus Christ calls us to? No, it doesn’t call
us to sprawl, it calls us to solidarity in community, and to looking at how service of one
another sometimes means dying to myself, that means maybe I’m going to have to give
something up.”


It isn’t likely the church’s urban sprawl committee will be able do much to bring people back to
parishes in the city. Father Mark Borkowski at St. Josaphat prays about the problem to the
Madonna. Her picture is at the center of the church’s main altar.


“My personal reason for the novena is to say to the Blessed Virgin Mary, ‘I haven’t got a
clue as to what to do, so I’m turning the problem over to you. This is your shrine, if you
want to stay here Mary, do something to help us help you stay, and help us stay here. When
the problem is too big you have to turn it over to a higher power.'”


The Catholic Church now hopes to protect churches that could become the next victims of sprawl.
Those are in places that once served the early waves of Catholics leaving Detroit for the first
suburbs.

As businesses and governments struggle to find ways to revive the economy, Great Lakes
Radio Consortium commentator James Howard Kunstler says that it’s time to re-scale the
marketplace. And, ultimately, to re-think how we live and work:


Not long ago, The New York Times reported that car sales had fallen off 30 percent. The
paper commented that quote “strong auto sales this year have been a key contributor in
propping up consumer spending, which in turn has been the main impetus of economic
growth.”


Is that all our economy is about? Buying and selling cars? In a way, the answer is yes.
The U.S. economy is now based on the creation and maintenance of suburban sprawl and
all its furnishings and accessories.


What keeps the cycle going? The easiest credit the world has ever seen. Often to people
with poor records of repaying loans. What happens when the music stops, and the zero
percent “miracle loans” stop with it? What other economic activity is there in the United
States? We don’t make anything here anymore except movies, TV shows, and pop music,
and only a tiny percent of Americans can be in show biz.


We’ve outsourced the actual making of most mundane products to distant nations where
people work for peanuts. Everyday retail trade is conducted through so-called “efficient”
national chain stores. Behind this mask of efficiency, though, lies the wreckage of
America’s communities, and the complex, fine-grained networks of economic relations
that once supported them. In rural America, ruin and depression are rampant among
small farmers. Today, we subsist on Caesar salads which travel an average of 2,500
miles from field to table.


This a system primed for unwinding. We are fast becoming a nation reliant on everyone
but ourselves. More tragically, as it unwinds, we will be stuck with all the unsustainable
furnishings: the far-flung subdivisions of commodity housing; the redundant chain stores;
the countless miles of blacktop in need of continual repair; the gazillion cars that we can
no longer afford to replace. We’ll be stuck living in places that are not worth living in,
and not worth caring about, far from any food supplies, and with no networks of local
economic interdependency.


These are our prospects, and they can only be worsened by looming international military
mischief, Jihad, de-stabilized oil markets, and terrorism.


There’s really only one reasonable way out of this predicament: the re-scaling of
America. We face the enormous task of reconstructing local economic networks that add
up to real communities, which in turn add up to places worth caring about. It’s time to
re-size and downscale everything we do from farming to schooling to shopping. The
future is telling us very clearly that we have to start living locally, but we are not
listening, and we are not prepared.
