Stormwater runoff can be one
of the main ways that urban
areas create pollution. In
some cases it can dramatically
suffocate marine life. It
can also cause flooding. One
small town in Maryland is on
the receiving end of its region’s
runoff. As Sabri Ben-Achour reports,
it’s trying to set a national
example with its approach to
solving the problem:

Anytime it rains, the ground in Edmonston, Maryland quickly becomes waterlogged. Here’s Brigitte Pooley and her mother Maggie.

“When the river gets flooded with rainwater, for example, if it continued raining like this, it literally comes up all over, and then all the debris that comes from upstream, municipalities upstream, as the water recedes it just leaves milk cartons and trash, tires everywhere.”

Adam Ortiz is the mayor of this low income, low-lying town of 1400. He says his town is a trap for stormwater runoff from all the paved surfaces in the area.

“At least 30 to 56 homes would be under water at least once a year because of flooding from parking lots, highways, shopping centers and streets.”

So every year, dozens of homes are flooded. That’s in part because 28% of the entire watershed in this region around Washington DC is paved over. But flooding isn’t the whole story.

“If a watershed is more than 10% paved you’re going to have impaired water quality.”

Jim Connolly is Executive Director of the Anacostia Watershed Society. He says stormwater smothers or poisons aquatic life, and causes erosion.

“It’s all the oil or grease that comes out of cars, the trash we throw in the streets, the pesticides we use in our lives. Stormwater is the base cause of all the problems in our urban rivers.”

So the town of Edmonston decided to do something about it. A new pumping station is keeping floods down, but the town wants to be a model for how to prevent stormwater runoff in the first place. So with federal Recovery Act money, the town is rebuilding its main street from top to bottom. Mayor Ortiz sidesteps a bulldozer to show off what’s now a construction site on the roadside.

“This is a bio-retention treebox, so instead of the water going directly into the drains and into the river, it will go directly into this bed.”

In that bed will go native trees grown in gravel and compost – to absorb and filter water. The street itself is going to be repaved with permeable concrete to let some water pass right through.

“The water’s going to filter naturally into the water table, so everything will be taken care of onsite as it was a few hundred years ago.”

85-90% of run off will be trapped by this system. But what about cost? Dominique Lueckenhoff directs the Office of State and Watershed Partnerships for this region at the Environmental Protection Agency.

“It is not more costly with regards to the refurbishing and additional greening of this street.”

But this wouldn’t have happened had this community not organized to fight for it. Allen Hance is with the Chesapeake Bay Trust. He says that to have a major impact, many more communities will have to follow Edmonston’s example.

“We want this to become a matter of course in how people build streets, and how they design streets.”

Edmonston will be putting all of its designs, and experiences online for other communities to use as a blueprint.

Two-thirds of American homes have asphalt shingle roofs. They last twelve to twenty years before they need to be replaced.

Since most of the material in asphalt shingles is the same stuff used in asphalt pavement, that’s where they’re going.

New businesses are popping up across the nation that take the shingles.

Chris Edwards is co-owner of Ideal Recycling in Southfield, Michigan. He says roofers can dump old shingles at his place cheaper than taking it to the landfill.

“And then they can also sell it to their customers that they are recycling and it’s green. So it does help the contractors quite a bit.”

Rebecca Williams reports on a new study:

If you’ve ever noticed swarms of insects hovering over your car, there’s a
good chance they’re mistaking it for water.


Smooth, dark surfaces like cars and asphalt reflect polarized light. That’s
what bugs see – and that tricks insects such as dragonflies.


Bruce Robertson is an author of the study in the journal Frontiers in Ecology
and the Environment.


“Asphalt actually reflects polarized light more strongly than water and so it
looks more like water than water! And so these organisms are thinking
they’re finding a place to breed and hunt and lay eggs and mate when in fact
they’re finding a place that’s very dangerous.”


Robertson says these bugs swarm over buildings and roads in huge numbers,
and can die of exhaustion.


But he says it might be possible to stop tricking the bugs. Things like
adding white curtains to dark windows or adding a little bit of gravel to
asphalt to make the surfaces reflect less polarized light.

Cities use asphalt to reseal old roads. It oozes in and fills
the cracks, extending the life of the pavement.

But the price has gone up 200% in the last two years.

Paul Barnett is director of the Akron, Ohio Public Works
Bureau.

This year he plans to try a soybean-based sealant. Barnett
says now it costs about the same oil-based asphalt, but the
road runoff is better for the environment.

“So you have a soybean oil that’s biodegradable instead of a
petroleum product that’s going into the streams and creeks,
rivers.”

The cost of soybeans has also been increasing – for food,
for fuel, and now for things like pavement.

Barnett figures if soybean oil becomes popular, it will drive
the price higher, but for right now it’s a good alternative to
asphalt on some roadways.

We’re continuing our series on Ten Threats to the Great Lakes. The Great Lakes Radio
Consortium’s Lester Graham is our guide through the series. Today a look at a broad problem
with no simple solution:


One of the ten threats to the Great Lakes identified by experts across the region is nonpoint
source runoff. It’s a catchall category for pollution that’s not being spewed from one identifiable
source. The federal government’s finding that rain washing off concrete and asphalt in cities and
suburbs poses as big a threat to the Great Lakes as waste coming out of a factory pipe. Shawn
Allee has a look at the government’s effort to cut water pollution by remaking the urban
landscape:

Water from a rain gutter is pouring into a nearby storm sewer drain. That protects property from
water damage and flooding. But at the same time, they pose an environmental problem for the
Great Lakes.


Roofs, streets and parking lots are made of hard materials like concrete or asphalt. During
storms, rain rushes off these surfaces into storm drains.


The problem is this: the runoff isn’t pure.


Brian Bell’s a storm water expert with the Environmental Protection Agency. He says rain picks
up pollutants on all those roofs and streets, things such as:


“Antifreeze from cars, motor oil, brake fluid, copper from the brake pads, cigarette butts from
trash, household hazardous waste, pesticides that may be overapplied.”


And for most sewer systems, that’s not the worst of it.


“The problem with storm water is, once its mobilized and goes into a storm sewer system, that
system does not treat the waste, so all of those things go to the local waterway untreated.”


In this region, runoff flows into the Great Lakes, where it pollutes beaches, drinking water, and
wildlife habitat.


To fight this, the EPA’s trying something new. It wants to make hard, urban landscapes softer.
The idea’s to replace concrete and asphalt with more soil and plants. That way, water can sink
into the ground and stay out of storm drains.


But how do you do that?


Well, the EPA’s working with places like the Chicago Center for Green Technology to show people
how. The city hopes residents and developers will use what they see here in their own projects.

Grace Troccolo’s guiding a tour of the facility.


First stop?


“Our parking lot is slightly pitched, so all of our rainwater flows off into these vegetated bioswales,
which when I’m not with people in the business, I call ‘ditch with plants.'”

The plants aren’t typical bushes or flowers. They’re mostly tall, prairie grasses native to the
Midwest. Their roots help water seep deep into the ground. The Center has several bio-swales,
and they all keep runoff on site and in the ground.


Another stop on the tour is a 40-foot section of the building’s roof. It’s covered with a matt of
short, tangled creeping plants. Grace explains why they’re here.


“So here we are at our green roof. Again, getting back to our issue of storm water management,
the city would like to see more vegetated surfaces and of course, in the city like Chicago there are
a lot of roof surfaces and so this section of the roof is designed to hold all of the rainwater that
falls on it during a one-inch storm.”


Again, the roof’s vegetation retains water and keeps it out of storm drains. Because of these
technologies, the building is an urban runoff success story.


All told, the Center releases less than half as much water to storm drains as similar buildings do.


The EPA wants the average home or business owner to follow suit, but price might keep that from
happening. Green roofs, for example, are more expensive than conventional ones.


But some observers say the biggest obstacles in fighting urban runoff are political. Stephen
Bocking teaches environmental policy at Trent University. He says the public’s used to pointing
fingers at a handful of big, industrial polluters.


People just aren’t used to seeing every house and business as a source of pollution.


“It’s much more difficult to deal with the problem when you’re talking about millions of separate
sources. People can’t just say well, it’s the job of industry or the job of the government to deal with
it. It’s the job of everyone to deal with it in some way.”


In other words, we’re all to blame.


Every new building in a city, or home in a subdivision, creates more hard surfaces, such as new
driveways, new parking lots and new roofs.


“It’s pretty hard to deal with a form of development which is intrinsic to our way of life. It involves
thinking about how we live our lives and how design and build our cities.”


Bocking says the EPA’s plan might not be enough to make up for all the roads and other hard
surfaces we’re building. He says, to succeed, we’ll need to change how we develop land.


There’s not much political support to stop that kind of development right now, so for the time
being, hard surfaces will continue to win out.

Often, owners of such property won’t sell to make way for new development. The U.S. Supreme Court will soon rule on the legality of one tool cities use to force reluctant landowners to sell. The Great Lakes Radio Consortium’s Shawn Allee looks at one politician’s use of this legal power:

This big-city neighborhood is the kind of place where shoppers usually park their cars and walk around. Brick store fronts and restaurants are usually just a few feet from the sidewalk.


But there’s a corner that looks different, though. A lot different.


It’s home to three fast-food buildings. The first business is a popular donut shop. Next door, there’s a fried chicken drive-through. And the last building was once a burger joint, but today it’s home to a car title lender.


To hear the alderman, Patrick O’Connor, tell it, the strip looks like a piece of suburbia landed right in his big-city ward.


“There’s no symmetry, no walkability, it’s all car-related and it’s all basically parking lot. There’s more asphalt than there is building in those places.”


He says this corner on Chicago’s North Side is a bad use of space, and he’s hoping to attract new, more pedestrian-friendly businesses or buildings. But what’s to be done about it if these shops are already there and don’t want to sell? One of O’Connor’s options is to have the city force the owners to sell their properties and then redevelop the land.


The power to forcibly buy property is called eminent domain, and O’Connor says the city’s using it to speed redevelopment throughout Chicago. But O’Connor’s concerned time may run out on the use of this power.


Governments have long-used eminent domain for public use. For example, a city or state might condemn a whole neighborhood, buy out the homeowners, and level the buildings to make way for a road or airport.


But the U.S. Supreme Court, in a case called Kelo versus New London, is considering just how far government can go when using eminent domain to bolster private development.


O’Connor hopes the court sides with local governments.


“In our community there’s not too many open spaces. So what we look to do is to enhance what we have to try to utilize space to the maximum effectiveness. That’s really where the court case hinges, you know, Who’s to say one use is better than another?”


And that question – who decides the best use of a property – is the rallying cry of critics who say cities abuse eminent domain powers.


Sam Staley’s with the Reason Foundation, a libertarian think-tank. He says the Supreme Court case is really about fairness.


“Those people that know how to use the system and know the right people in city council really have the ability to compel a neighbor or another property to sell their property whether they want to or not.”


Staley and other property rights advocates are also convinced that cities don’t need eminent domain for economic development. Staley says local economies can improve without government interference.


“The private sector’s just gotten lazy. They no longer want to have to go through the market, so they don’t come up with creative ways of accommodating property rights of the people that own the pieces of land or building that they want to develop.”


Staley says, instead, developers find it easier to have cities use eminent domain.


But most urban planners and some environmentalists say a court decision against this use of eminent domain could threaten redevelopment of both cities and aging suburbs. John Echevarria is with Georgetown University’s Environmental Law and Policy Institute.


“If you don’t have the power of eminent domain, you can’t do effective downtown redevelopment. The inevitable result would be more shopping centers, more development on the outskirts of urban areas, and more sprawl.”


Alderman O’Connor says constituents will always push urban politicians to put scarce land to better use. He says that won’t change if the court strikes down the broadest eminent domain powers; cities will just have to resort to strong-arm tactics instead.


“The alternative is the city then has to become harsher on how they try to enforce laws. They have to try and run sting operations and go after businesses that are breaking the law and then try to close them down and live with empty places until the sellers get tired and they sell.”


The small business community finds this attitude outrageous. They say as long as they improve their businesses and people frequent them, the market should decide whether they stay or go.


On the other hand, urban planners say the market doesn’t always make best use of land. They say local governments need eminent domain powers to control development, and they’re looking to the court to protect those powers.

Crafting a House From Scrap Lumber

Four men are raising a timber frame house on an old farm
in central Michigan. Several feet up in the air, they’re piecing together
some beams, 12 feet long and 12 inches thick with some help from a small
crane.

“Cable it! Cable it! Cable it? Yes!”

The framing is like assembling giant Lincoln Log toys. Neighbor Nick
Van Frankenhuyzen is holding a rope attached to some beams.


“Look at that. Look at how far that is extended. We lifted one of
those beams yesterday by hand and they’re not light. Now this wall has to
come back. This has to pop out again to make that one fit and I don’t
know how that’s gonna happen.”


Facing these kinds of challenges is what people in the green building
movement seem to relish. Kelvin Potter owns this farm. He’s using materials
that most builders overlook.


Potter: “Yeah we saved all these timbers, developers were burning all these.
So. These were all going up in smoke. And some of these logs came off my
neighbor’s property. They had died and were standing. We dragged ’em over here. He planted them. He’s
standing right there.”


Van Frankenhuyzen: “Yeah we’re standing on them. And then Kelvin
said I sure could use them. Because they’re the right size. Go get ’em. So he did. And here they are. Can’t believe it. Much better than firewood.”


Kelvin Potter’s home is one example of a growing trend in green building.
The U.S. Green Building Council includes 4000 member organizations. It’s
created standards for protecting the environment. The standards include
reusing material when it’s possible, using solar and wind energy, renewable
resources, and non-traditional materials. Sometimes from surprising
places.

A city truck dumps wood chips onto a municipal lot. On other days it
dumps logs like sugar maple, oak and pine. The trees came from routine
maintenance of parks, cemeteries and streets.
Kelvin Potter is also here, checking for any fresh deliveries. While other
guys come here to cut the logs with chainsaws for firewood, Potter says he
makes better use of it as flooring or trim. Even saw mills don’t take advantage of this kind of wood. That’s because
trees cut down in backyards often mean trouble for the mills.


“Sawmills typically aren’t interested in this material because there is
hardware, nuts, bolts, nails, clothes lines, all sorts of different things
people have pounded into them by their houses. ”


Potter says sawmills use big machines with expensive blades that get
destroyed. So THEY throw the logs away. Potter instead keeps the logs and
throws away his blades. He uses cheap ones, making it worth the risk.
When it’s finished, Kelvin Potter will have an environmentally friendly
house, even if it doesn’t meet all the criteria to be certified as a “green
building.”


Maggie Fields works for the Michigan Department of Environmental Quality.
She says there are many ways to build green. Anything that helps the
environment is a big improvement on the status quo.


“Every material that we reuse is a material that doesn’t have to be cut
from the woods, if that’s where it’s coming from, or remanufactured. And that means that the pollution that’s associated with that material getting
to that use state isn’t having to be created. So, it doesn’t matter if they
get the green seal. If they’re taking steps along that that’s great.”

Kelvin Potter is climbing a ladder to the belfry of his new house. He
shows off his shiny steel roof, the kind now covering barns. He compares it
to asphalt shingles.


“It lasts 100 years versus 15, 20 years. We actually fill a lot of landfills with shingles. They don’t compress. They don’t decompose. Steel will
go right back into making more roofing or cars or what not. It’s a win-win
situation. It’s a lot cheaper all around and I can’t see why it’s not a lot
more popular.”


The point Potter and other green builders are trying to make is, good
building material isn’t just the stuff marketed at lumberyards. They say, “Look around. You might be surprised what you can use.”

Some planning experts are worried that the rapid development in cities and suburbs is
paving over too much land and keeping water from replenishing aquifers below ground.
The Great Lakes Radio Consortium’s Lester Graham reports:


In nature… when it rains… the water slowly soaks into the ground and makes its way
through the soil and rock to eventually be stored as groundwater. Some of it makes its
way underground to be stored in aquifers. And some of it slowly seeps through the rock
for a while and then resurfaces as springs to feed streams during times when there’s not a
lot of rain. It’s a natural storage system and a lot of cities rely on that water.


But when we build buildings and houses and parking lots and roads, a lot of the land
where the rain used to soak into the ground is covered up. Instead the rainwater runs off
the hard surfaces and rushes to stormwater gutters and ditches and then overloads creeks
and rivers. Even where there are big expansive lawns in the suburbs… the rain doesn’t
penetrate the ground in the same way it does in the wild. The grass on lawns has shallow
roots and the surface below is compact… where naturally-occurring plants have deep
roots that help the water on its way into the earth.


Don Chen is the Executive Director of the organization Smart Growth America. His
group tries to persuade communities to avoid urban sprawl by building clustering houses
and business districts closer together and leave more natural open space.


“With denser development you have a much lower impact per household in terms of
polluted runoff.”


Chen says the rain washes across driveways and parking lots, washing engine oil, and
exhaust pollutants straight into streams and rivers instead of letting the water filter across
green space.


Besides washing pollutants into the lakes and streams… the sheer volume of water that
can’t soak into the ground and instead streams across concrete and asphalt and through
pipes can cause creeks to rise and rise quickly.


Andi Cooper is with Conservation Design Forum in Chicago. Her firm designs
landscapes to better handle water…


“Flooding is a big deal. It’s costly. That’s where we start talking about economics. We
spend billions and billions of dollars each year in flood damage control.”


Design firms such as Cooper’s are trying to get developers and city planners to think
about all that water that used to soak into the ground, filtering and being cleaned up a bit
by the natural processes.


Smart Growth America’s Don Chen says those natural processes are called infiltration….
and Smart Growth helps infiltration…


“And the primary way in which it does is to preserve open space to allow for natural
infiltration of water into the land so that there’s not as much pavement and hard surfaces
for water to bounce off of and then create polluted runoff.”


People such as Chen and Cooper are bumping up against a couple of centuries or more of
engineering tradition. Engineers and architects have almost always tried to get water
away from their creations as fast and as far as possible. Trying to slow down the water…
and giving it room to soak into the ground is a relatively new concept.


The U.S. Environmental Protection Agency is trying to get communities to give the idea
some consideration. Geoff Anderson is the Acting Chief of Staff for the EPA’s Office of
Policy, Economics and Innovation.


“Anything you can do to keep that water on site and have it act more like it does in its
natural setting, anything you can do to sort of keep that recharge mechanism working,
that’s helpful.”


The EPA does not require that kind of design. It leaves that to local governments and the
private sector. The Conservation Design Forum’s Andi Cooper says sometimes getting
companies to think about treating water as a resource instead of a nuisance is a hard
sell…


“You know, this is risky. People tell us this is risky. ‘I don’t want to do this; it’s not the
norm.’ It’s becoming less risky over time because there are more and more
demonstrations to point to and say ‘Look, this is great. It’s working.’ ”


But… corporate officials are hesitant. Why take a chance on something new? They fear
if something goes wrong the boss will be ticked off every time there’s a heavy rain.
Cooper says, though, it works… and… reminds them that investors like companies that
are not just economically savvy… but also have an environmental conscience.


“A lot of companies are game. They’re open. If we can present our case that yes, it
works; no, it’s not risky; it is the ethical thing to do; it is aesthetically pleasing; there are
studies out there that show you can retain your employees, you can increase their
productivity if you give them open spaces to walk with paths and make it an enjoyable
place to come to work everyday.”


So… doing the right thing for the environment… employees… and making investors
happy… make Wall Street risk takers willing to risk new engineering to help nature
handle some of the rain and get it back into the aquifers and springs that we all value.

An Environmental Protection Agency official wants local governments to take a broader view when making land use plans for their communities. The Great Lakes Radio Consortium’s Lester Graham reports:

An Environmental Protection Agency official wants local governments to take a broader view
when making land use plans for their communities. The Great Lakes Radio Consortium’s Lester
Graham reports:


Often planners don’t look past their own city borders when making decisions. Geoff Anderson
wants that to change. He’s the Acting Chief of Staff for the EPA’s Office of Policy, Economics
and Innovation. Anderson says city officials often look at land use planning one site at a time
instead of looking at how their decisions will affect the entire area…


“The two scales are very important and I think in many cases too much is paid to the site level
and not enough is given to the sort of broader regional or community context.”


Anderson says that’s especially important when planning for stormwater drainage. He says too
many communities think about getting the water to the nearest stream quickly without thinking
about how that rushing water might affect flooding downstream.

Reducing Road Noise

Efforts to reduce road noise pollution are making progress in
Indiana. Last year, Purdue University opened the Institute for Safe,

Efforts to reduce noise pollution are making progress in Indiana.
Last year, Purdue University opened the Institute for Safe, Quiet, and
Durable Highways. The Great Lakes Radio Consortium’s David
Naylor reports:


In the past, measuring road noise meant measuring the sound of a
car’s mechanical systems, primarily engine and muffler noise. Now,
with the development of more efficient engines, researchers have
identified the tires and road surface as the newest problem.


So, Purdue researchers are looking for the quietest combination of
tire treads and pavement. They say the most promising surface so far is
one developed in Europe: a thick layer of asphalt, with pits one and a
half to two inches deep.
It reduces road noise by about 50% and does well in the
freeze-and-thaw cycle. But the major problem is keeping oil and dirt
out of the deep pits.
Lab director Bob Bernhard hopes a double layer of pavement will
help.


“One which has the properties that they think are optimal for acoustics, and then put a second

layer below it, which has bigger spacing. In that way, they can flush the dirt and the things that

are plugging, out of the top layer, where the acoustics are affected, in the bottom layer, and

then flush it out.”


Research on the porous pavement continues in Europe and the U.S.
There are no plans yet for commercial production.
