Using NAFTA to Restrict Canadian Oil Imports?

You might think about imported oil and Saudi Arabia or Venezuela come to mind. But, the single biggest source of imported oil to the U.S. comes from Canada. And half of that comes from a dirty form of oil called tar sands oil. Lester Graham reports environmentalists are trying to use NAFTA to get restrictions on tar sands oil:

Environmental groups say extracting tar sands oil causes a lot of water pollution. Matt Price is with Environmental Defence Canada:

“We keep on presenting the evidence to the government, and they just sort of keep on ignoring it which is why we filed this citizens’ complaint.”

They’ve filed the complaint under the North American Free Trade Agreement. The say oil companies in Canada are not complying with Canadian environmental laws and that might be a violation of the NAFTA treaty. So, his group and others are taking the fight to Canada’s trading partners.

They’re hoping the U-S and Mexico will step in.

Biomass Power’s Footprint (Part 2)

A guy named John Bos gives me a tour of an old lumber mill.

It’s in Western Massachussetts, in a town called Russell.
The mill’s almost in ruins.

“So you can see this … it looks like movie set out of a bad , bad-guy movie.”

“Definitely. Watch your footing there .. ”

This factory used to turn wood into lumber, charcoal and paper.

Bos’ brother and other investors want to give the place a new life … but wood will still play a key role.

“We are walking into the site of what will be Russell Biomass.”

The Russell biomass plant would be a power station that burns wood to generate electricity.

It’d burn through half a million tons of wood each year.

And if you think that’s a lot of trees going up in smoke, Bos says the plant will use mostly waste wood.

“Our wood will come from discarded pallets, stump removal from development. Road side trimming. Every year there’s road-side trimming to keep utility lines clear. There’s a lot of waste wood out there.”

This is controversial talk in Western Massachussetts.

Critics of biomass power don’t trust the idea that local supplies of “waste wood” will hold out since investors are planning five biomass power plants.

Chris Matera is one critic.
Matera shows me what he fears could happen if projects like Russell Biomass come through.

He takes me to forest that surrounds a long, thin reservoir.

The forest filters rainwater and keeps the reservoir clean and clear.
The reservoir happens to supply water to the Boston metro area.
Anyway, Matera shows me there’s logging here.

“We’re looking at big stumps and rutted out muddy areas on a steep slope that actually dr ain into the watershed eventually. It’s not gonna help the water quality. This is a place you’re not even allowed to cross-country ski to protect the watershed. A lot of places you’re not even allowed to hike.”

These trees were NOT cut for biomass power, but Matera fears new biomass plants will use up cheap waste wood …
Then, they’d resort to logging like this to keep producing electricity.
And the water quality in reservoirs, streams and rivers would suffer.

There’s been plenty of heat between biomass proponents and their critics.

One sticking point is whether Massachussetts should subsidize biomass power in the same way it does other renewable power sources, like wind and solar.

The state hired an outside consulting group called Manomet to help it decide.

“We’ve been asked by the state of Massachusetts to answer some basic fundamental questions about woody biomass energy.”

John Hagan is Manomet’s president.
Hagan’s supposed to answer whether there’s enough waste wood or any kind of wood to supply biomass plants planned for Massachussetts.

He says his group’s not entirely finished, but …

“I think if four, fifty megawatt plants went in, they’d almost certainly have to pull wood from beyond the boundaries of the State of Massachusetts.”

Hagan says this doesn’t necessarily mean forests in the state will suffer … his group’s not finished with its report, after all.

But he thinks it’s good Massaschussetts is questioning whether biomass deserves extra financial help.

Hagan says states are subsidizing biomass without thinking through all the effects … not just on local jobs … but also forests, and local air and water pollution.

Robert Vale is sorry. He didn’t set out to incriminate Fido. He and his wife Brenda Vale specialize in sustainable living at Victoria University in New Zealand. And they just wanted to see how much of the world’s resources it takes to do things like eat, work, play sports, and own pets.

“The thing that most surprised us, and was the most unexpected was the scale of the impact of pets – which was really, really high.”

Vale says a big dog, like a German Shepard, actually has a bigger ecological footprint than an SUV.

To measure the ecological paw-print of pets, the Vales looked at the ingredients in common brands of dried pet foods. Based on recommended portion sizes, they calculated that a medium sized dog would consume more than 3 ounces of dried meat a day. To get that much dried meat, the Vales found, it takes nearly a pound of fresh meat. Add that up each day, and they concluded a medium sized dog eats about 360 pounds of meat a year!

Robert Vale says raising that meat – beef, lamb and chicken – has an environmental impact.

“And we did the calculation based on a dog eating chicken, which is a fairly low footprint meat, rather than say beef, which is a fairly high footprint meat. So, we tried to bias it in favor of the dog. But it still came out really big. It was a big surprise, really.”

Vale says the dog takes more than 2 and a half times more energy and resources than building and driving an SUV 6000 miles a year.

These numbers aren’t just coming from the Vales.
The New Scientist Magazine asked the Stockholm Environment Institute in England to calculate a dog’s paw-print, and the findings were almost exactly the same.

But none of this really computes with dog-lover Meredith Mull. She doesn’t understand why Robert Vale would even look into this.

“He must not have a pet. He must not know what it’s like to be loved by an animal and take care of it and have it give you nothing but respect and loyalty and love. He must not know what it feels like.”

The Vales don’t have any pets. They used to have cats and other animals. But when they died, Robert Vale says they felt they shouldn’t replace them and use more of the world’s resources just to give themselves a little more comfort.

“We are increasingly pushing up to a question of limits. What can we have, what, everything. I think to some extent, that’s why it’s unpopular. We’ve all been brought up to believe that not only can we have more of everything, but it’s our right to have more of everything.”

But some people think the Vales are barking up the wrong tree.

Chetana Mirle works on global warming issues at the Humane Society of the United States. She says instead of blaming dogs, people should look at what they, themselves are eating – and how that contributes to environmental problems.

“So to me, I felt like, ‘are you kidding me?’ Um, we’re worried about our pets, and what our pets are eating instead of what we’re eating, and what our consumption is about – which has such a huge disproportionately large impact on climate change and the environment in general.”

It’s not that the researchers want people to blame dogs and cats instead of themselves. They say they just want people to understand that each choice we make – right down to whether we have pets – has an environmental impact.

When you fuel up at the pump, chances are you’re putting ethanol into your car. Nearly half of the gasoline in the U.S. is blended with ethanol. And that’s likely to increase as they build more refineries.

But the Government Accountability Office says these ethanol refineries should consider local water resources before they build. It can take a lot of water to make ethanol.

Anu Mittel follows water resource issues for the Government Accountability Office:

“Many of them are being built in areas where they are relying on groundwater aquifers for their water supply and that could have a devastating effect on the local community that is also relying on that same water source for all of its other needs.”

Refineries built in those areas often rely on irrigated corn to make ethanol. So it means drawing millions of gallons of water just to make the ethanol at the refinery.

And millions of gallons more to grown the corn.

The CIA Is Watching Climate Change

The CIA is still choosing staff for the climate change office.

A spokesperson for the agency, Marie Harf, declined to be recorded. In an email she stated, “Examining the impact that the effects of climate change can have on political and social stability overseas is certainly part of the Agency’s mandate.”

There’s concern that climate change will cause expanding deserts and rising sea levels. That could lead to huge population migrations in search of water and food, threatening world stability.


In a statement, U.S. Senator John Barrasso calls a CIA climate change office “misguided.” Barrasso, a Republican from Wyoming, asks whether CIA staff will be taken off monitoring terrorists to watching polar ice caps. The Senator says other agencies can monitor climate change and share data with the CIA.

Three students are getting ready to climb a TV tower on Moose
Mountain on the north shore of Lake Superior. They’ll put up three
anemometers – little cups that spin in the wind and measure how fast
it’s blowing.

As they deploy their climbing equipment, their professor, Mike
Mageau, keeps asking if they have enough safety gear. He seems a
little anxious.

“Two of them are mountain climbers. So they seem to think this will
be no big deal.” (laughs)

Mageau teaches at the University of Minnesota Duluth. He’s been
measuring the wind on the high ridge that runs along the Lake
Superior shoreline.

“If you look at the statewide wind maps, they don’t give us credit for
having any wind along the North Shore of Lake Superior. But Grand
Portage was interested in wind, and they did some monitoring and we
helped them. This was years ago.”

That’s the Grand Portage Band of Ojibway Indians. Mageau got a
grant to install monitoring equipment up and down Lake Superior
shoreline.

“And we found 15 to 20 mile-an-hour average wind speeds at the
sites.”

That’s about the same as the best wind sites in Iowa, where huge
wind farms spread across the landscape.

Mageau doesn’t advocate a big wind farm here. Instead, the idea is
to put up one windmill for each community along the shore. One big
turbine could supply roughly half the electricity each town uses.

He knows some people are nervous about this. The North Shore of
Lake Superior is beautiful, and no one wants to ruin the scenery. It’s
also an important route for migrating birds. There’s concern that
birds could fly into the spinning blades. A separate group of
researchers is studying the migration routes.

“Are they flying close to the lake, along the peaks, just inland or
lakeside of the peak, where are they flying? So hopefully when we
pick a wind site we’ll stay away from the birds.”

If a wind tower is ever built here, the power would go to the town of
Grand Marais Minnesota, 20 miles north. And it would fit in with other
projects local folks are working on, to become more energy self-
sufficient.

Buck Benson owns the local hardware store. He says he and his
friends, George and Lonnie, hatched the idea while they were fishing.

“We were grumbling about all this stuff, ‘what can we really do.’ And,
when we came back home, George kept prodding us, ‘you know what
we talked about,’ so we formed a little group. And I think we’ve done
good work since we started this organization.”

The group has been researching various ideas about how to produce
energy locally. One team is pursuing that windmill idea we heard
about. Another project is a little closer to being built: they want to
burn the wood chips from a local sawmill in a central heating system
for the town.

(sound of buzzing)

The chips would come from Hedstrom Lumber mill. Howard
Hedstrom says the mill sells bark chipped off the trees. But he has to
haul it miles away to sell it.

“By the time you pay the freight, there’s not much left. And if it could
be used locally, why not use it locally and save all that transportation
cost.”

The city of Grand Marais has applied for a federal grant to pay for half
the cost of the boiler.

Communities across the country are looking to use what they’ve got
around them, instead of importing energy from a big coal or nuclear
plant miles away.

It helps keep money close to home, and it could be better for the
earth.

Paper Demand Drops as Newspapers Close

It takes a whole lot of trees to make newspapers. According to the National Geographic’s documentary “Human Footprint”, it takes 191-million trees to make all of the U.S. newspapers each year. Well, you can cut that back– a lot. Martine Hamel is with the Pulp and Paper Products Council. She says daily newspapers closing or cutting back has meant a lot less demand for newsprint.

“We’re just getting worse and worse month after month. We just released the February figures earlier this week and demand in North America was down 33-percent for the month. So it’s really, absolutely huge.”

And more newspapers are on the brink. Newsprint usually contains a fair amount of recycled paper. With less demand, markets for recycled paper will suffer further.

homeowners are often forced to balance their interests in historical
integrity and aesthetics against their environmental principles:

Old windows and doors let in cold drafts and leak out warm air. So
homeowners are often forced to balance their interests in historical
integrity and aesthetics against their environmental principles:


My neighbor James Boyd Brent had me over to his house the other day.
He lives in a beautiful old farmhouse that’s about 130 years old. It’s got tall
ceilings. Rickety staircases. Original windows, floors and doors. But what
makes it cool also makes it cold. Really cold.


James recently had an energy audit done. Today he’s showing me all the
problems he needs to fix. He greets at the door me wearing a knit hat. And, even
though he’s lanky, he looks a bit padded.


“Well, I’ve got a vest, like a t-shirt, a shirt – a very thick shirt, actually –
then a sweater and another sweater. So that’s just four layers.”


That’s because it’s really cold inside. James is a Professor of Design at the University of Minnesota. He has a
taste for beautiful old things. But that puts him in a bind. Does he sacrifice
what he loves about his old home to improve his green cred? Or does he
simply live with the howling gales blowing down his hallways?


It’s a dilemma he confronts every winter. Preserving aesthetics versus
conserving energy. He says it’s not a strict either-or. And he’s willing to
install modern conveniences when it makes sense:


“I’m not interested in being faithful to some sort of bourgeois idea about what
history is.”


To prove it, he shows me the ultra-high-efficiency furnace and water
heater he recently installed in his basement. But I notice something else
down here:


Richard: “I see light coming through there.”


Brent: “Yeah. Exactly. That’s daylight. There’s not even a window. There’s
nothing. There’s just a hole.”


Upstairs, it’s bad enough. James’s house rarely tops 60 degrees. Down
here though, I can see my breath:


“Last year it froze down here. Rollicks’s cat water froze solid. I saw her
once sort of tapping it with her paw with a look of irritation.”


We leave the basement and its gaping hole for another day. Today’s chores start in the
kitchen:


“Okay, first of all, I’m working on this door here. Actually, as you can see, I’ve
sealed this all around in layers, actually. But I’ve just decided it’s not
enough. It’s still letting in great currents of cold air coming through. So I’m
going to actually seal the whole thing, right on the outside here. I’m just
sticking that down here a bit more strongly on the bottom. Because actually, that’s where
the cold air is coming through.”


The energy audit helped James figure out where he was losing the most
heat. Windows, doors, baseboards, walls and attic all were culprits:


“The basic thing is, that’s what came out of the energy audit. That all of
this sort of stuff that I’m doing now is basically, um, the sign of a complete
loser.”


Richard: “What do you mean?”


Brent: “Well, in the sense that it’s taking up all of my time and I might as well live
in a shack.”


James is not alone. Lots of people are in the same fix, loving their
beautiful home, hating that it’s as drafty as a barn.


I talked to Paul Morin about James’s frustration. Paul is a home energy
expert. He says the taping sheets of plastic over old doors and windows
should pay off:


“That really reduces the amount of air infiltration and also adds another
insulating layer. So that’s very effective.”


Paul says there’s lots more James can do, but taping up things is cheap and easy. Now, James is not looking forward to pulling down all the film next spring. But
he’s willing to keep doing it, because it’s the only way he can
balance his appreciation for the past and his commitment to the future:


“I mean, obviously I could heat this house just by cranking up the furnace and
not worrying. But it would cost literally thousands of dollars a quarter.
And also it’s just a complete waste of energy. I do have a sort of sense of
the connection between wasting money, and also wasting energy, wasting resources
and being wasteful.”


So, like a lot of people who love their old homes, James’ weekends will
be spent sealing up his house. It’s that or spend a lot of
money on expensive upgrades, or wasting money on heat that escapes
through the drafty windows and doors. And that big hole in the
basement.

Farmers Work to Conserve Water

Some experts say water will be the “oil” of the next generation. As it become
more scarce, prices are going to go up. For farmers, that’s serious business.
Kyle Norris recently spent time with several farmers who say they think
about water constantly:

more scarce, prices are going to go up. For farmers, that’s serious business.
Kyle Norris recently spent time with several farmers who say they think
about water constantly:


Anne Elder and Paul Bantle are farmers, and they’re pretty hard-core about
water. They keep a hollowed-out rock — it’s like a natural bowl — next to
the barn, and every morning they fill it with fresh water for the farm’s
smaller animals:


“And this amazing thing the cat comes and drinks, the chipmunks come and
drink, the birds come and drink and the bees all drink from the same stone.”


These folks consider water to be a valuable resource. They use it to grow a
variety of fruits and vegetables on their eleven and a half acres. The farm is
a biodynamic farm. Which means it’s organic, but it kind of goes a few steps
further. Anne Elder says biodynamic farming emphasizes healthy soil, and
how to make soil benefit the most from water:


“Healthy soil means it’s alive, it’s active, it’s not compressed but fluffy. It
will have a lot organic matter which will make it more sponge-like rather
than compacted hard tight soil. So when it does rain or when moisture does come,
fluffy soil can take that in and it can just drain through and the roots can
absorb it.”


They till an organic compost into the soil. It’s made of manure, vegetable
matter, hay, and straw. And as biodynamic farmers, they spread herbal teas
on their fields. They do this to feed the plants, and to fight-off problems like
fungus. Their farm is in southeastern Michigan and they get plenty of rain
storms. Paul Bantle says they try to take as much advantage from the rain as
possible:


“Rainwater is way better than any kind of water you’re going to pull from
earth. Irrigation water is cold when it comes from 65 feet down, it’s cold.
Whereas rainwater is warm, in the summer, obviously. And in the late spring
and early fall.”


The thing about cold water is that it shocks plants that have been sitting in
the warm sun all day. And that’s no good. When they need to water the
fields, they pump water from a 65-foot well.


Bantle says he thinks long and hard before using this water for irrigation. He
doesn’t want to dig down further to tap deeper aquifers, even if that means
that the crops will go through a hard time:


“It’s an issue. I mean it’s a huge problem. So definitely I try to be very
conservative about pulling water for irrigation.”


Basically, there are two main irrigation techniques typically used in farming. The first is
drip or trickle irrigation, and this is what Bantle and Elder use. It’s a slow,
easy method that takes time for the water to soak deep into the soil. It’s kind
of like a light, slow rain.


The other technique is overhead irrigation. Picture your garden hose on
spray, with overhead irrigation the water sprays all over. The downside is
that it wastes water because it evaporates and runs-off from the fields.


Lyndon Kelley is an irrigation educator with Michigan State University and
Perdue Extensions. He says drip irrigation is like a mini-van and overhead
irrigation is like a school bus:


“It’s sort of like are you going to take three or four kids to the baseball game
after school each day, well then you’re going to take the mini-van. But if
you’re going to take fifty kids to the baseball game after school every day
then you’re going to want a school bus.”


So, drip is typically used on smaller operations and overhead is usually
used on the larger ones. But Kelley says drip irrigation can be used on larger
farms. It depends on how the roots of the plant take-in water. Grape
vineyards, tomato plants, and some other vegetables respond well to drip
irrigation.


The farm that Anne Elder and Paul Bantle run is a relatively small operation.
They pay a lot of attention to their crops and they water them accordingly,
and all that effort takes a thought and labor:


“It’s almost like a holding-back mentality. How can I let these plants do
what they need to do, until which time the rains will come.”


Farmers are going to have to reevaluate the ways in which they use
water. Some scientists believe climate change will make some places much
drier, and a growing population is already putting heavier demands on the
existing water sources.

community activists have found a way to reverse that wasteful process. A demolition
method called “deconstruction” uses human power instead of the wrecking ball to
preserve and reuse everything from floor joists to the kitchen sink. Joyce Kryszak puts
on her hard hat and takes us to one deconstruction site:

This is not your typical demolition site. There are no wrecking balls or back hoes carting
away splinters of this once grand two-story home. Instead there are walls, lying
everywhere, and workers are taking them apart. A neat stack of harvested hemlock
beams grows on the vacant lot next door. There are cabinets, doors, books, furniture,
and dishes scattered all around them. There’s even a pile of dusty wine bottles retrieved
from the cellar. Deconstruction technician John Markle is covered in the dirt and grime
of the 100-year-old colonial. That’s because he’s taking this house apart with his
bare hands:


“Yeah, you won’t see a wrecking ball on our job site, but you will see a telescopic
forklift…And as you can see right there, we cut the house literally into big pieces,
and just take it apart, piece by piece.”


Markle does have some help. A crew of seven is busy carefully lifting off walls, pulling
apart beams and setting aside the spoils of their painstaking work. With a standard
demolition, about fifteen tons of usable building materials and supplies would have gone
to a landfill. Instead the materials are resold to builders, and at a discount to low-income
families so they can make repairs to their own homes. Dave Bennink is a deconstruction
consultant from Seattle. He’s spent the last fourteen years teaching communities this
sustainable method. And Bennink loves his job:


“We’re creating jobs, we’re keeping things out of landfill, we’re saving energy,
saving resources and we’re helping lower-income families…I mean, how could you not
like it every day.”


And he says the idea is slowly catching on. Bennick has clients in 21 states. Some of
them are private developers. Some are local governments. Right now, he’s working in
Buffalo, New York. He says when city officials learn they can deconstruct a house for
about the same cost as a demolition, in about the same time, the idea sells itself:


“I think they’re looking to make responsible choices, but they’re still looking to
make good decisions with the taxpayers’ money. So, when I can offer them both, I
think that’s more and more appealing.”


But sometimes a good idea needs a push. Michael Gainer is a former teacher and
community activist who needed little convincing. He sought out Bennink to help his city
get a deconstruction not-for profit business started.


Gainer is pretty young and strong, but he was still struggling to open the huge overhead door
that’s slipped off its tracks. This warehouse is where they keep all their salvage and then later sell it . And there’s plenty to choose from:


“We have a pretty big selection of doors, sinks, clawfoot tubs…”


And all of that from only a few months in the deconstruction business. The not-for profit
has already salvaged several houses on private contracts and has contracts with the city to
deconstruct about a dozen houses that were slated for demolition. And all with little to
no start-up money. Gainer says they’ve gotten a few grants, but so far they haven’t seen a
dime. They keep going with contracts and proceeds from sales. He pauses from telling
story to pull back a hair that’s strayed from his pony tail. His bandaged fingers leave a
smudge of dirt on his face. Gainer says the work isn’t easy, but he was eager to dig in:


“You know you gotta get out there and do it though. You gotta do the work. You
know, we talked about this for a year and I was about going bonkers, because I said,
I’m tired of talking about stuff. Let’s just go to work and get it done.”


Gainer is even more eager about the impact on the community. They’ve trained and hired
five, full time employees, a few part-timers, and are paying them all a living wage. They
get full medical coverage too, including the volunteers who pitch in. Gainer says it’s
possible because they’re not just throwing away resources:


“I was looking at wasteful expenditure of a hundred to two hundred million dollars
in a city to throw things in a landfill, and I’m like, this doesn’t make any sense. My
goal is to divert money from wasteful demolition and put young people to work,
improving their community.”


But Gainer says he’d really prefer not to take apart houses. His crew spruces up and
boards up abandoned houses that could still be saved. And he says if someone comes
along who has the vision to rehab it, they’ll help with that too.
