E-Waste Polluting Overseas

At your home, chances are your TV, computer and other electronic gear were made
overseas. That’s because it’s cheaper to make them there. And it’s cheaper to get rid of old
electronics overseas. Someday, your old cell phone or CD player might end up right back
where it started: in China. Ted Land visited a Chinese city where electronic waste, or e-waste, is shipped by the thousands of tons. Pollution from that waste is threatening the
health of people who live there:

overseas. That’s because it’s cheaper to make them there. And it’s cheaper to get rid of old
electronics overseas. Someday, your old cell phone or CD player might end up right back
where it started: in China. Ted Land visited a Chinese city where electronic waste , or e-
waste, is shipped by the thousands of tons. Pollution from that waste is threatening the
health of people who live there:


The city of Taizhou is in eastern China. It’s an industrial port city. A lot of the people
who travel here are here on business. Ships loaded with new products are often headed
for the United States. But it’s not just what leaves this city that makes business boom…
it’s also what’s coming in:


“I know it’s polluted here but it’s not a big deal. The most important thing is my
children, that’s the reason why I found work here.”


Liu Qinzhen works at this Taizhou scrap plant. It’s the final stop for some of the nearly
4,000 tons of scrap and e-waste that enters the port each day. Liu is one of hundreds of
workers who squat under an outdoor pavilion picking apart old circuit boards and wires.
She works 9 hours a day, 7 days a week, earning about 130 dollars a month.


The work is dangerous. She and the other workers are exposed to harmful chemicals
from e-waste such as lead and mercury. The 23-year-old moved here for this job because
she needed to support her two kids:


“I used to work in a shoe factory but then I had a baby and it’s not convenient to have a
baby there so I moved here even though the pay is the same. I come from the countryside.
You can’t earn money on a farm.”


The plant where she works is considered safer than scrapping these materials in the
countryside where families work in their front yards and in their homes. They melt
circuit boards and burn wires to extract bits of valuable copper and gold.


Environmental organizations have documented evidence that what’s left over after the
valuable metals are retrieved is dumped into local rivers and streams:


(Land:) “I noticed when we arrived they shut down the other door of that other shop?


“They are doing the same kind of e-waste, but they are afraid of being discovered by
others.”


Afraid, says Taizhou resident Chen Yijun because what they’re doing is illegal. Chinese
law forbids the import of e-waste, yet piles of foreign electronics litter the countryside
and pour into scrap plants daily.


Yijun is a teacher at Taizhou #1 High School, where students are concerned about what
the e-waste industry is doing to their environment. They’ve been testing the water in
local streams, looking for signs of harmful chemicals:


On this day they draw several gallons from a stream. The banks are littered with piles of
electrical cable. Chen Zhengyan has been working on the project for years:


“The frogs here are different from frogs in other places because sometimes they have
extra limbs. We are sure the pollution is from e-waste because in this area there is no
other industry.”


Chen and her colleagues say this pollution is harmful to people, too. They tell local
government officials such as Liang Xiaoyong that something has to be done to improve
the situation. But, Liang says there’s only so much the government can do to combat an
illegal industry that so many residents make their living off of. He says cutting off the
imports is difficult because sometimes e-waste is hidden in with other scrap. He doesn’t
deny the waste industry is a big business here:


This industry generates a lot of tax money for us in the form of tariffs. So, if this industry
doesn’t exist, the Taizhou harbor won’t survive.


Jim Puckett is coordinator of the Basel Action Network, a Seattle based group that
confronts toxic trade issues around the world. He says it’s not that the Chinese
government is unwilling to stop imports, it’s simply unable to stop them.


“They’ve banned the import, the problem is they can’t control that flow, it’s just coming at
them container load after container load through various ports and they can’t possibly check every
single one.”


American waste is literally fueling the fires burning electronics that dot the countryside in
China. And many of the original owners of this gear had taken it to be recycled, and
thought they’d done the right thing. But, often it ends up on a ship, headed for scrap
yards overseas.


About seven thousand miles away from Taizhou, practically the other side of the globe,
there’s a warehouse in Springfield, Illinois stacked with old electronic gear.


The Illinois State Department of Central Management Services, or CMS, disposes of old
state property, including old copy machines, computers, and monitors. In 2005, CMS
was contacted by the Basel Action Network with some disturbing information. The
group was finding State of Illinois computers dumped in developing countries around the
world. Curtis Howard is manager of CMS state and federal surplus property:


“It hit me pretty hard, the fact that, not realizing, you know I always look at it, these guys
were here, they come in, they bid on our property, you know I’m maximizing the return on
the state’s investment, I’m doing a good job, I never really thought about the tail end of
the dragon.”


Basel Action Network coordinator Jim Puckett says if the Chinese are unable to stop the
imports, then it’s up to the United States to control what they export:


Other countries have laws forbidding it, laws controlling it, but in the United States, we
don’t even have a law to control this export.


The U.S. is one of only a handful of countries that have not signed and ratified the Basel
Convention, an international treaty that bans hazardous waste exports. That means if
anything is going to be done to stop electronic waste from polluting countries overseas,
it’s going to be up to the States to take action.


It starts with buying electronics from companies that make products that are more easily
recycled, and ends with making sure old electronic gear is getting into the hands of
responsible recyclers who don’t simply ship the e-waste to scrap yards overseas.

The warmer weather brings gardens, barbeques, and often, solicitors to
your door. Many people dread opening the door for someone who’s asking
for money. But in a number of Canadian cities, volunteers are actually
giving something away: a compact fluorescent light bulb and a bit of
education, too. Karen Kelly has the story:

education, too. Karen Kelly has the story:


Bill Dawson is standing in this woman’s doorway holding up a
fluorescent light bulb. She looks a little unsure about it, but then he explains that even changing one light bulb can have an
impact:


“What can I do as an individual. Well, I could, just by my little bit,
can make a big difference. Because hopefully, once you start to use
this, it’s going to make you start to think, how can I save energy in
other ways.”


Dawson is a volunteer for Project Porchlight. They have a simple plan:
give one free compact fluorescent bulb to every household in Canada.
The bulb will last up to 8 times as long as a conventional bulb and use
a quarter of the electricity. And if every household changes one bulb,
it’s the equivalent of removing 66 thousand cars off the road.


It’s kind of hard to believe, but that potential is what motivated
Stuart Hickox to start Project Porchlight two years ago:


“I remember sitting there thinking, wow, that’s incredible. Somebody
should do a campaign about this. So I talked to a few friends. But the
big breakthrough for us was that we decided not to just do an awareness
campaign. We decided we’d bridge the gap between awareness and action
by raising money to give people their first bulb.”


So, with more than 250 volunteers and funding from HydroOttawa, the
local utility, the group delivered almost a quarter million light bulbs
in Ottawa last fall. They wore matching fluorescent green jackets and
hats. They drove rechargeable electric bikes with lime green saddlebags
packed with bulbs. And they answered lots of questions like, is the
mercury in these bulbs dangerous for people? The answer? No. But you
should throw them with out with other household hazardous waste.


Hickox’s theory was, if you can get someone to change a light bulb, you
might change their thinking as well:


“When you give them that bulb and that person makes that change, they
realize they can take action on climate change and they do. And it’s
the gateway. It leads to a sense of the individual that you can do
something, and that therefore they may participate and do other
things.”


It worked with Bill Dawson. Before he started volunteering with the
group, he says he felt helpless when he thought about global warming:


“I didn’t even think about what I could do as an individual. It was
just…I’d look at those smokestacks and I’d say, ehh, what’s the
point.”


Then Bill went to a Project Porchlight training session.
He came home with 120 lightbulbs and a radical plan for his own life.
He got rid of his luxury car, which he loved, and bought a Prius, an
energy efficient hybrid car.


Bill says his friends thought he was crazy. He’s 83, a successful
businessman and his car, an Audi A6, was part of his image.
But that’s changed:


“I’d think I’d much rather be an image of a green, someone concerned
about the environment, having 13 grandchildren and two great
grandchildren, it’s a pretty bleak future for those kids and…I don’t
know whether it’s too late or not, but we certainly have got to do
something.”


But now, Bill and people in every household in four Canadian cities are
doing something, thanks to Project Porchlight. And soon, everyone in
Canada will be changing their bulbs, because the Canadian government
has announced it is phasing out old-fashioned incandescent light bulbs
altogether over the next five years.

Hazardous waste is being trucked across the border from Mexico and Canada, but the US
government has no idea how much. The GLRC’s Lester Graham reports:


The U.S. Environmental Protection Agency used to try to keep track of how much toxic
waste was trucked across the borders, but three years ago abandoned its own program.


A report in the San Diego Union-Tribune found the work was turned over to a private
contractor, but it was behind the data by two years when that project folded in 2003. The
newspaper reports the EPA now relies on a much smaller program operated by a non-
profit organization. It’s compiling numbers from paper manifests the truckers turn in at
the border.


Definitions of hazardous waste differ in Mexico and Canada. And if companies try to
classify toxic material as less than hazardous, then they can pay less for disposal. The
EPA says it plans to standardize a hazardous waste manifest form later this year to better
determine what’s coming in and how much is coming in.

We’re continuing our series on Ten Threats to the Great Lakes. The Great Lakes Radio
Consortium’s Lester Graham is our guide through the series. Today a look at a broad problem
with no simple solution:


One of the ten threats to the Great Lakes identified by experts across the region is nonpoint
source runoff. It’s a catchall category for pollution that’s not being spewed from one identifiable
source. The federal government’s finding that rain washing off concrete and asphalt in cities and
suburbs poses as big a threat to the Great Lakes as waste coming out of a factory pipe. Shawn
Allee has a look at the government’s effort to cut water pollution by remaking the urban
landscape:

Water from a rain gutter is pouring into a nearby storm sewer drain. That protects property from
water damage and flooding. But at the same time, they pose an environmental problem for the
Great Lakes.


Roofs, streets and parking lots are made of hard materials like concrete or asphalt. During
storms, rain rushes off these surfaces into storm drains.


The problem is this: the runoff isn’t pure.


Brian Bell’s a storm water expert with the Environmental Protection Agency. He says rain picks
up pollutants on all those roofs and streets, things such as:


“Antifreeze from cars, motor oil, brake fluid, copper from the brake pads, cigarette butts from
trash, household hazardous waste, pesticides that may be overapplied.”


And for most sewer systems, that’s not the worst of it.


“The problem with storm water is, once its mobilized and goes into a storm sewer system, that
system does not treat the waste, so all of those things go to the local waterway untreated.”


In this region, runoff flows into the Great Lakes, where it pollutes beaches, drinking water, and
wildlife habitat.


To fight this, the EPA’s trying something new. It wants to make hard, urban landscapes softer.
The idea’s to replace concrete and asphalt with more soil and plants. That way, water can sink
into the ground and stay out of storm drains.


But how do you do that?


Well, the EPA’s working with places like the Chicago Center for Green Technology to show people
how. The city hopes residents and developers will use what they see here in their own projects.

First stop?


“Our parking lot is slightly pitched, so all of our rainwater flows off into these vegetated bioswales,
which when I’m not with people in the business, I call ‘ditch with plants.'”

The plants aren’t typical bushes or flowers. They’re mostly tall, prairie grasses native to the
Midwest. Their roots help water seep deep into the ground. The Center has several bio-swales,
and they all keep runoff on site and in the ground.


Another stop on the tour is a 40-foot section of the building’s roof. It’s covered with a matt of
short, tangled creeping plants. Grace explains why they’re here.


“So here we are at our green roof. Again, getting back to our issue of storm water management,
the city would like to see more vegetated surfaces and of course, in the city like Chicago there are
a lot of roof surfaces and so this section of the roof is designed to hold all of the rainwater that
falls on it during a one-inch storm.”


Again, the roof’s vegetation retains water and keeps it out of storm drains. Because of these
technologies, the building is an urban runoff success story.


All told, the Center releases less than half as much water to storm drains as similar buildings do.


The EPA wants the average home or business owner to follow suit, but price might keep that from
happening. Green roofs, for example, are more expensive than conventional ones.


But some observers say the biggest obstacles in fighting urban runoff are political. Stephen
Bocking teaches environmental policy at Trent University. He says the public’s used to pointing
fingers at a handful of big, industrial polluters.


People just aren’t used to seeing every house and business as a source of pollution.


“It’s much more difficult to deal with the problem when you’re talking about millions of separate
sources. People can’t just say well, it’s the job of industry or the job of the government to deal with
it. It’s the job of everyone to deal with it in some way.”


In other words, we’re all to blame.


Every new building in a city, or home in a subdivision, creates more hard surfaces, such as new
driveways, new parking lots and new roofs.


“It’s pretty hard to deal with a form of development which is intrinsic to our way of life. It involves
thinking about how we live our lives and how design and build our cities.”


Bocking says the EPA’s plan might not be enough to make up for all the roads and other hard
surfaces we’re building. He says, to succeed, we’ll need to change how we develop land.


There’s not much political support to stop that kind of development right now, so for the time
being, hard surfaces will continue to win out.

Tougher environmental laws and concern for students are prompting many schools to consider
new ways of teaching chemistry and other sciences. The Great Lakes Radio Consortium’s Tom
Rogers reports:


Teachers in Illinois are being introduced to what’s being called “green chemistry” – using much
smaller amounts of hazardous chemicals – or none at all – to conduct experiments for
demonstration.


Bill Nelson is a chemical process specialist with the University of Illinois. He says not only is
green chemistry safer for students, it won’t leave behind a legacy of chemicals needing disposal.
Nelson says there’s no reason to worry that students won’t get the full impact of working with
larger supplies of chemicals.


“Students will be taught a healthy respect for chemicals, but what we’re trying to do is limit the
chemicals that are used in the classroom laboratories to as minimal as possible so that down the
road we don’t face the difficulties oftentimes we face now with disposal.”


Nelson says one prime example is mercury – it was widely used in classrooms until it was linked
to a variety of illnesses. Now schools are trying to roundup old mercury supplies and dispose of
them properly.

protected wildlife. And smoke from factories fills the air. But the Canadian government has a
new weapon in the fight against polluters. The Great Lakes Radio Consortium’s Karen Kelly
reports on Canada’s growing team of environmental spies:


“We’re just coming up to this facility on the right-hand side here now.”


Brad May slows down and scans the area surrounding a squat concrete building. It’s owned by a

company that was once under suspicion for illegal dumping. We’ve come here so that May can give

a sense of what happens when he places a company under
surveillance.


“As you can see, its a fairly old factory in a fairly industrial area in the north of Toronto

that’s
involved in the recycling and reconditioning of containers used for paints and coatings and
lubricants and that sort of thing.”


May pulls into a nearby driveway obscured by weeds. As he sips a cup of coffee, he looks like a
typical investigator – right down to the khaki uniform. The guy in the back seat, however,

probably wouldn’t get a second look. He’s wearing jeans and
a plaid shirt. And he lets May do most of the talking. His name is Mark Pomeroy. And, not
surprisingly, he’s the spy. Out on surveillance, he doesn’t have much to say. But he does point

out an 18-wheeler that’s
parked a shipping container in front of the building.


“You’ll notice here you have a container and the container has various bunch of
numbers on it. That’s very good information. What shipping line did it arrive from, who’s hauling
it as far as the carrier is concerned and you can find out if the items they’re receiving would
indeed be something we’d be interested in looking at as far as a potential violation is

concerned.”


Pomeroy searches for trends in industries where there’s an incentive to pollute.

For instance, if the price of pork drops, he’ll watch for hog farmers looking for a cheap way to
dump their manure, or mechanics might be offering great deals on freon, a highly regulated

chemical that’s used in
old air conditioners. That could prompt a visit to some local garages in search of illegal

imports. A lot of times, Pomeroy teams up with customs officers, the police and

Environment Canada investigators.
He says his job is different than that of a typical officer. He tries to anticipate the next

wave of environmental crime.


“Whereas they might focus on one specific case, intelligence would look at that and say, you’re
dealing with this type of a problem, is that prevalent with these types of companies…which in turn would say, okay inspections, don’t just
focus on this particular company. Look at A,B,C,D companies also.”


Here in his office, Pomeroy locks the door before he settles into a comfortable chair.

There’s a bit of a James Bond feeling here.

Secrecy is highly valued.

There’s even white noise piped throughout the building, to reduce the chance of being overheard.

As he talks about whistleblowers and anonymous tips, it’s clear that Pomeroy loves his job.


“I like law enforcement. I find it kind of a stimulating challenge to see somebody who thinks
they’re so smart that they’re doing this and they’re getting away with it, and it’s very gratifying to
actually go after that type of a person, exposing them and if it’s a violation, prosecuting

them.”


Pomeroy is one of six environmental spies in Canada and part of the only environmental
intelligence unit in the world.

The unit was created in 1998 to improve enforcement of the new laws enacted under the
Canadian Environmental Protection Act.

It’s a big job, but for Pomeroy, the best part is when he’s working in the field.
He cultivates informants – looking for internal whistle blowers and unhappy competitors. And
he’ll trail suspicious cars and conduct drive-bys on companies to gather information. Pomeroy
says his main goal is to find the big fish operating in the shadows of an industry.


“The big thing for an intelligence officer is to look at the unknown community. Are there people out there
who have never come forward and gone through the process of registering with us or gone
through the licensing or noticing permits? It’s up to me to see if they are actually out there

and
are they circumventing our regulations.”


But Pomeroy has been hampered by the fact that he’s the only environmental spy in the province
of Ontario.

That’s soon to change. He’ll be joined by a second spy as Environment Canada doubles the size
of its intelligence unit.

That’s welcome news for environmentalists like Jerry DeMarco. He’s the managing lawyer with
the Sierra Legal Defense Fund. And his group argues that the Canadian government is not
enforcing its own environmental laws.

The group filed a complaint under the North American Free Trade Agreement. And an internal
government report backed up their claims.

DeMarco says the new officers are arriving at a crucial time.


“They need more resources for two distinct reasons. One is they haven’t had enough to enforce
the laws that do exist and also there’s been the passage of several new laws and regulations in

the
past few years that also require enforcement staff.”


For instance, Canada is adding new chemicals to its list of toxic substances. That’ll mean more
work for the investigators who track them.


Mark Pomeroy acknowledges it’s still a fledgling operation. And he’s spending much of his time
building trust – with industry sources, law enforcement, and even environmental groups,
but he’s confident that trust will translate into valuable information – which will make it

tougher
for companies that continue to break the law.

The National Strategy for Homeland Security is the White House plan to deal with threats of terrorism. Among a number of proposals, the Bush Administration wants to limit access to information about hazardous chemicals at company plants. Alys Campaigne is with the environmental group, the Natural Resources Defense Council. The NRDC notes that industry has long wanted to get rid of laws that required disclosing to the public what chemicals they might handle…


“We’re concerned that the Bush Administration is using the guise of Homeland Security to legislate very sweeping exemptions to corporations under public disclosure laws and to give them unprecedented immunity from laws that are on the books now.”


The NRDC says instead of letting companies keep secrets about chemicals at their sites, the government should conduct vulnerability assessments and work with companies to reduce the hazards at a site. For the Great Lakes Radio Consortium, this is Lester Graham.

A national organization representing the electronics industry says its members have agreed to consider increasing prices to cover the cost of recycling their products when they reach the end of their usefulness. However, several environmental groups pushing a Computer Take-Back Campaign say the agreement is not very specific — for instance it doesn’t go into how the program would actually work or how much electronic waste might be recovered. David Wood is the Program Director of the GrassRoots Recycling
Network.

“I’m not really sure that there is a deep commitment on the part of the electronics industry to really get to the end result.”

The environmental groups want the electronics manufacturers to include in their program a phase-out of hazardous materials such as mercury and lead that are used in many electronics products.

Universities to Tackle Hazardous Waste

22 colleges and universities around the country, including three in the Great Lakes region, will be sharing $22 million in grants to help address hazardous waste problems. The Great Lakes Radio Consortium’s Jonathan Ahl reports:

The U-S EPA is providing the funding for a variety of research projects. Some of the funding will go toward finding better ways to dispose of hazardous waste, both in groundwater and soil. Other projects will focus on ways to find more effective and efficient ways to remove hazardous waste from sediment and at mining sites.


Nearly a third of the total funding will go to outreach programs to help people in low-income communities. The money will be used to help them take an active role in cleaning up waste sites, and to prevent the addition of any more problem areas in their communities.


Purdue University will head up the grant projects in the Midwest. Michigan State University and Central State University in Ohio will also be involved.

Commentary – Epa Misses an Opportunity

Last month (April) the U.S. Environmental Protection Agency decided
against regulating ash and sludge from coal-burning power plants as a
toxic hazardous waste. Instead, the EPA will develop voluntary coal-ash
disposal standards. Great Lakes Radio Consortium commentator Suzanne
Elston says the move is a major setback in the war against global
warming:
