Part Ii: Stuck With Old Nuke Plants

The nuclear industry is eager to
build new nuclear power plants, but for
now they’re just far-off plans. The real
growth industry is in containers to hold
radioactive spent fuel. Dozens of closed
nuclear plants need somewhere to put spent
fuel waste, and these containers fit the
bill. Shawn Allee looks at why one town’s
bracing for their arrival:

fuel waste, and these containers fit the
bill. Shawn Allee looks at why one town’s
bracing for their arrival:

Illinois’ Zion nuclear power plant hasn’t produced electricity for eleven years.

It’s so close to Lake Michigan you can smell the beach. But other than that, the empty
parking lots and office space make the place seem dead.

The plant manager says that’s not the case.

“I think a lot of people have a vision of us playing cards or swinging our golf clubs
on the beach. I would say we’ve been extremely busy the entire time.”

Ron Schuster says he and other workers remove hazards from the station, like diesel fuel
and electrical equipment.

But one hazard is still here: the spent nuclear fuel.

And when the power plant is dismantled, that radioactive waste will be put in new
containers.

They’re concrete casks.

Schuster: “A cask is approximately fifteen feet tall. It looks like a small silo and
there is no radiation exposure on the outside of these things.”

Allee: “So from this office window, can we see where the casks might go?”

Schuster: “We’ve got four spots on this site that have been at least looked at. When
it comes time to actually put the fuel in dry-cask storage it will be a huge structure,
about as big as a football field.”

Schuster’s confident this will be a simple and safe solution.

Not everyone in Zion so convinced.

“This cask issue, just sitting on the site was never appealing to me.”

Rick Delisle co-owns two commercial buildings close to the power plant.

In other towns with spent-fuel casks, nuclear power plants sometimes get turned into non-
nuclear power plants or into parks.

But Delisle and the city of Zion are hoping to do more – maybe build new commercial
buildings or even homes.

Delisle says having concrete containers full of radioactive waste left on-site could make
their work harder.

“So, I hope the casks are relocated somewhere else. Having them next to a
population of about 23,000 people is probably not a great place for it to be.”

Other communities are in the same position – they’ll be left with spent fuel casks even if
their dead nuclear plants get torn down.

There’s a simple reason.

“We don’t really have a final resting spot for these casks at the moment.”

Dave Lochbaum is with the Union of Concerned Scientists, an advocacy group.

“The federal government is way behind schedule providing a repository for high-
level waste.”

Lochbaum says the government has one storage place in mind.

It’s inside Nevada’s Yucca Mountain, but that’s still just being studied.

Power companies can sometimes move spent fuel to other plants or facilities.

But Lochbaum says politically, that just won’t fly.

“There’s no revenue from electricity being generated, so it’s a hard sell to go to a
community and say we’d like to have you store spent fuel for decades into the
future. The easiest way out is to leave it where it is, because those communities have
already accepted that fate.”

Well, cities like Zion say they didn’t accept this exact fate.

They bought into nuclear power for jobs and property taxes – they didn’t count on
babysitting spent fuel waste.

But that’s likely to happen, because the government won’t take it. The power companies
won’t dare move it, and the towns can’t move themselves away.

A company called Raser Technologies just started up a new electric generating plant
using geothermal. No emissions, no pollution – just power.

Brent Cook is the CEO of Raser.

“This first phase of the plant that we just brought on-line will power approximately
nine-thousand homes in the city of Anaheim, California.”

Cook says this technology will work a lot of places out West where the earth’s crust
is a little thinner. You don’t have as far to drill down into the earth.

A National Renewable Energy Lab report estimates geothermal could meet about a
third of the nation’s electrical demand.

And, this new technology developed by UTC Power could work other places. For
example, it could convert waste heat from factories into electricity.

Voters in California are drawing

Right now, in most states, calves raised for veal, pregnant
pigs, and hens that lay eggs are caged so tight they can
barely move.

By 2015, Proposition 2 in California forces farms to make
sure the animals are given enough room to move around.

Michael Markarian is a vice president with the U.S. Humane
Society, which spent millions to get the issue approved.

“You cram these animals into cages barely larger than their
bodies. They’re practically immobilized their entire lives. I
mean, what could be more basic than giving an animal some
freedom of movement?”

Opponents of the issue say this will cost farmers and
consumers. We’ll see more imports from countries that don’t
have these kinds of laws.

corporate farms. That makes it difficult for smaller farms to survive.

So some small farmers are trying a different way of farming. Kinna Ohman reports that it can all start with a little ingenuity:

say that’s because the agricultural industry and government policy favor

corporate farms. That makes it difficult for smaller farms to survive.

So some small farmers are trying a different way of farming. Kinna Ohman reports that it can all start with a little ingenuity:

Steve and Karen Getz run a dairy farm in central Vermont.

They’re the type of people who think outside of the box. Not only do they let their cows
out on pasture (and that’s rare among dairy farmers) they also let their cows be part of the
decision making on the farm. They think their cows have some pretty good ideas.

It all started on a hot summer day a couple of years ago. The Getz’s noticed after the
morning milking, their cows didn’t want to go out to pasture. Instead, the cows stood at
the gate that led into a large indoor shelter they call a ‘pack’.

The Getz’s built this ‘pack’ for the winter – so their cows could get out of the harsh
winds. They didn’t know why their cows would want to use it in the summer, but Steve
Getz says they gave it a try.

“And what we did was to open the gate to see what would happen. And what we
found was they’d come in and sleep in the pack in the blazing hot heat. And it
started to cool down in the afternoon. They went back out and grazed all night
long.”

Steve Getz says there’s been no loss of milk production. And all this makes a lot of
sense. But he says they never read about this in any book or farm magazine.

So Steve and Karen Getz thought they’d see if their cows had any more good ideas.

And the cows did.

Karen Getz says they were told their cows needed to give birth in an area separated from
the herd. So they built a fence around a corner area of their indoor shelter. But soon they
saw their cows didn’t like this – they wanted to be with the herd. So Karen Getz says
they let that happen too.

“She can go off into a corner somewhere and calve and have enough space. And
then she feels comfortable because she can get up and eat with the herd, she can be
nursing the calf. But she’s not separated. That’s less stress for the cow. You know,
we let them choose.”

It’s this kind of creativity that could help small farming come back to rural communities.

That’s what Martha Pickard thinks. She’s a grazing specialist.

She says many farmers only know the industrial model used by large farms. So when
they see families like the Getz’s grazing their cows, saving lots of money on feed, and
letting the cows make decisions on their own, it gives them other options.

“It’s such a huge deal to change your style of management. It’s like you getting up
in the morning and having a different job. So it takes a certain personality type,
someone who’s willing to think outside of the box, someone who’s willing to have
their neighbors stop by and say, ‘why are you doing it that way?’ It’s tough because
they’re usually on their own.”

Martha Pickard wants those small farmers to realize they’re not alone. And to know
there are others who are also rejecting the industrial way of farming.

Darrell Emmick, who’s with the Natural Resources Conservation Service, says he’s seen
progress.

Even though there’s been a net loss of small dairy farms in his region,
Emmick’s also watched farms with alternative grass based systems survive. He says
that’s hopeful.

“Twenty-five years ago, we’d pretty much gotten away from this. But today,
farmers putting cows on pasture. Finally, we have that on the radar screen. And if
I have a success story to share, that’d be it.”

Those small family farmers have realized the conventional wisdom pushed by the
agricultural industry might hurt more than help them. And people like Pickard and
Emmick want to help those farmers to learn from each other. They hope it means more
farms will survive being taken-over by corporate farming.

Chicago Looks to Beijing for Green Olympics Lessons

The Olympics in Beijing are into its final week. The city has delivered blue skies and
taken other steps to make the games environmentally friendly. Meanwhile, the City of
Chicago is bidding to host a green Olympics in 2016. The bid committee members are at
the games to observe. Violet Law is in Beijing and has this report:

taken other steps to make the games environmentally friendly. Meanwhile, the City of
Chicago is bidding to host a green Olympics in 2016. The bid committee members are at
the games to observe. Violet Law is in Beijing and has this report:

As more Chinese are getting richer they are driving more. But most still catch the bus to
the Olympic venues, because there’s no parking for spectators. Officials have added
special bus routes to take people to the games – for free.

But this is not your typical diesel-burning bus. Beijing now boasts the world’s largest
fleet running on compressed natural gas. That means less pollution and CO2 emissions.

Doug Arnot is in Beijing. He oversees the planning of operations and sports venues for
Chicago’s bid for the 2016 Olympics. He says Chicago can do even better if it gets to
host the games.

“We believe that by 2016 all of our buses and all of our vehicles in the Olympic fleet will
be alternative energy or hybrid vehicles. That will have a huge impact on the
environmental imprint if you will of the Olympic Games.”

Beijing has had to tackle a host of environmental problems. Most people know about the
city’s massive efforts to clean the air. But it also opened five new subway lines just in
time for the Olympics. Its added wind power generators.

But hosting the Olympics might have made one problem worse.

Beijing already has a water shortage. For the Olympics, workers planted trees and
flowers and added thirsty landscaping all over the city. New parkland and an urban forest
form the bulk of the Olympic Green.

‘Friends of Nature’ is the country’s oldest grassroots environmental group. Zhang Boju is
the head of research. He’s torn over seeing all this greenery.

“We think this grassland and man-made forest is a very, very important part of greener
Beijing, but it also has some problems. Is this fit for Beijing, a city which has limited
water resource?”

Hosting the Olympics has spurred the government to open up new facilities to recycle
water.

Achim Steiner heads the United Nations Environmental Programme. Steiner says he’s
pleased to see that China has seized the opportunity. His agency will issue a report
assessing the environmental impact of the Beijing games by the end of this year.

“What the Olympic Games provided was an opportunity to showcase and create a
platform to demonstrate what is possible if you’re determined to address these issues. A
great deal has been done and shown in the last seven years. What we are looking for here
is what kind of long lasting improvement the Games have brought.”

Beijing will take advantage of all these improvements. All of the newly built venues will
stay. Some, including the iconic Bird’s Nest and Water Cube, will be converted into
commercial use. The wind power generators will produce enough energy for 100,000
families.

There are also small things that show how hosting the Olympics has made Beijing a
greener city. Doug Arnot of the Chicago bid committee is taking notice.

“Every event you go to sometimes it’s not the big idea that you see, but the smaller idea
that you see. One of the things I’ve noticed is the staff and volunteers and the way they
have addressed green issues. They’re very conscious of where the recycling waste
baskets are. That may seem to be a small issue. But when you have tens of thousands of
people at your venues on a daily basis, it is very important.”

And Chicago is hoping both the small things and the big changes in its environmental
approach will win it a chance to host a green Olympics in 2016.

Researchers say we might be building schools in the wrong places. We build them
near interstates full of polluting cars and trucks, and we build schools downwind of
factories. Kids might be getting a big dose of air pollution everyday they’re at school.

Researchers at the University of Michigan want to look at whether it’s actually
affecting kids. Paul Mohai is the lead researcher.

“School-aged children are particularly vulnerable because their bodies are growing.
They’re considered a vulnerable population and that’s all the more reason we should
be looking at the toxic burden that they may face, both in the schools that they go to
and where they live.”

Mohai and his colleagues will look at all the social and economic issues, and then air
pollution to see if it’s a factor in school kids’ health and academic performance.

High gas prices are changing what people
buy in car showrooms. Gas guzzlers just aren’t

selling as well anymore and it’s affecting US
manufacturers. Mark Brush reports:

GM announced it’s closing four of its truck and SUV plants. And Winnebago Industries
recently announced they’re closing their biggest RV manufacturing plant. High fuel
prices are helping to drive the closings.

For the last fifteen years, sales of SUVs and light trucks have beat the competition from
smaller cars. But that’s changed in the last couple of months. Now, smaller cars are
selling better.

Charles Territo is with the Alliance for Automobile Manufactures. He says the recent
hike in gas prices have hit a nerve.

“I think for years people have been trying figure out what that pressure point is. When
consumers will actually change their driving habits and change their behavior. I think
we’re finding now that we’ve probably reached that price.”

Federal researchers say that people are driving a lot less. The Federal Highway
Administration reports that the number of miles traveled for the month of March was one
the sharpest drops on record.

Turning the Rust Belt Green

The nation’s economy is in decline, and
the middle states that make up the Rust Belt have
been hit particularly hard with job losses. Some
Midwest states have turned to a new type of
manufacturing and the so-called green collar jobs
it creates. Marianne Holland reports:

the middle states that make up the Rust Belt have
been hit particularly hard with job losses. Some
Midwest states have turned to a new type of
manufacturing and the so-called green collar jobs
it creates. Marianne Holland reports:

Nationwide, just over half the states have passed some sort of laws or incentives geared at
getting green manufacturing jobs. In the nation’s rust belt,
Wisconsin, Minnesota, Illinois and Ohio already have green policy in place.

Ron Pernick is a co-founder of CleanEdge. That’s a national green manufacturing research
organization. Pernick says those jobs, are in one of the major growth sectors in American
manufacturing. They’re growing at a rate of about 30% each year. In Iowa, property tax abatements are given to green manufacturing. In Illinois, the state has passed laws requiring utilities to get a portion of their energy from wind or solar power. Pernick says public policy translates to more jobs.

“If you think about creating new industry, you can’t export development. You’ve got to
hire local people to put in the wind turbines, to install the solar farms, to put solar on top
of rooftops. And those jobs can never be exported.”

But other states have been slow to change policy to embrace green manufacturing. In Michigan, green energy legislation has been tied up in
the State Senate. An in states like Indiana, there are no laws or business incentives even on the table to attract the green
manufacturing industry.

Indiana State Representative Ryan Dvorak blames the big power companies for lobbying against incentives to create green jobs.

“I’m not sure why they have so much sway in the state with the different legislators but
they don’t want to give up any ground basically. Obviously they make their money by
generating and selling electricity, so any loss in market share, they’re motivated to
stop that legislation.”

The power companies say they’re just looking out for their customers.
Angeline Protegere is a spokesperson for Duke Energy. Protegere says renewable energy is
moving forward without state regulations. She says Duke understands that some day
regulations will come. But she says that will be at a high risk.

“We constantly have to balance our environmental responsibilities with our economic
responsibilities to our customers because they pay for the cost of pollution control
through their bills.”

And the power companies’ lobbyists persuade legislators it’s in the best interests of the people to block incentives for green jobs. Representative Dvorak thinks his colleagues are being misled.

Jesse Kharbanda is with the Hoosier Environmental Council. He says in his state and others that ignore the green jobs opportunity, workers are being left behind.

“We’re obviously in this situation where Indiana has historically had a formidable
manufacturing base and that base has been continuously eroded because of globalization.
We’re not in any time going to fundamentally change Indiana’s economy and so we have
to deal with the labor force as it is. We have a good, technically minded labor base, but
the question is: what sectors are we creating in the state to employ that technical labor
base. And one of them ought to be the green technology sector.”

Kharbanda says it’s a state’s public policy, tax breaks, and other incentives that will attract the
most green collar jobs. Without those incentives, unemployed factory workers in Rust Belt
states will have to hope for some kind of recovery in manufacturing, or take lower paying, service sector jobs.

The Comeback of the Cuyahoga

Four decades ago, one event changed how much
of the nation viewed environmental issues. The Cuyahoga River caught fire. Now a filmmaker is
releasing a documentary on the burning river and how it
became a catalyst for change. Julie Grant reports:

Four decades ago, one event changed how much
of the nation viewed environmental issues. The Cuyahoga River caught fire. Now a filmmaker is
releasing a documentary on the burning river and how it
became a catalyst for change. Julie Grant reports:

People viewed things much differently in the middle of the
20th century than they do today. Pollution was an obscure
term, and smokestacks were a sign of prosperity.

“And like a good sign in the heavens, is the smoke from
these mills. A sign of the forgings and castings and sheets
and wire products to come.”

That old film sets the scene for a documentary called The
Return of the Cuyahoga River
.

It wasn’t just smokestacks, but sewer pipes the spewed out
gunk.

As mills manufactured paints, varnishes and oils, the color of
the river changed daily.

In the documentary, longtime river-man Wayne Bratton says
it could turn orange, red, blue or green – depending on the
color paint mills were making.

“Fifty years ago, the river boiled like a cauldron. This was all
very black, high petroleum content. Anoxic. And just
constantly bubbling like a stew on a stove.”

And prime for catching fire. But, 1969 was not the first time
the Cuyahoga caught on fire, and it wasn’t the only river to
burn.

Jonathon Adler is a professor at Case Western Reserve Law
School in Cleveland. In the film, he says that, at that time,
It wasn’t even surprising for a river to catch fire.

“It wasn’t just in Cleveland where we had industrial river
fires. This occurred on the Rouge River in Michigan, the
Chicago river, the Schuykill river in Philadelphia. The
Baltimore harbor. All of these areas caught fire due to the
collection of industrial waste and debris that at the time
wasn’t being cleaned up.”

The film-maker who’s responsible for the documentary on
the Cuyahoga, Larry Hott, says at the time it barely made
the news. It wasn’t until six weeks later when Time
Magazine ran an article about the fire in its new “Environment”
section.

“This was just after the moon shot, the first landing, and it
was also just after Ted Kennedy’s incident at Chapaquitic.
And this turned out to be the best selling magazine in time
magazine’s history. So millions of people saw this story.
And then people started talking about it – ‘what do you
mean, a river caught on fire?’”

After the Time Magazine article, the Cuyahoga became the
poster child of the environmental movement. In the
documentary, Professor Jonathon Adler says people were
astonished.

“One consequence of the Cuyahoga fire was greater political
pressure for additional federal legislation. And one of the
things that led to was the Clean Water Act of 1972, when the
federal government really increased dramatically its role in
helping to maintain water quality.”

The Clean Water Act and other federal regulations stopped
factories from dumping waste directly into rivers.

Many of the nation’s rivers are still being cleaned up. The
Cuyahoga still has problems, but it’s much cleaner than it
was a few decades ago. The documentary producer, Larry
Hott, says he recently took a boat into the river and was
surprised by the beauty of the Cuyahoga.

“You can save a river. It’s a symbol of hope. It gives us
hope – that after everything has gone wrong, after the cities
have burned and the river has burned, it can come back, and
we can be hopeful about the environment.

Officials from local governments are lobbying Congress to put more money into wastewater treatment projects this year. Chuck Quirmbach reports:

President Bush’s proposed budget would cut money for keeping up and building new sewage treatment plants. The White House wants to reduce funds for a loan program that provides money for wastewater infrastructure for municipalities and factories and stormwater management.

Gary Becker chairs the Great Lakes — Saint Lawrence Cities Initiative. He says there’s a huge need for full funding of the program.

“As population expands, as cities grow, as municipalities grow you have a constant need to expand the plants. .. in addition to being able to upgrade the ones that were put in 30 years ago when the Clean Water Act was put together.”


Becker says he hopes Congress will reverse what the President has in mind. The Bush Administration has generally said it’s trying to shrink spending on everything – except for the military – as a way to reduce the federal budget deficit.
