itself. Most of the conversation
focuses on rebuilding the city’s
levees. But some people in New
Orleans are starting to think beyond
levees. They call their strategy
resilience planning. And they think
New Orleans can become America’s
leader in it. Samara Freemark reports:

focuses on rebuilding the city’s
levees. But some people in New
Orleans are starting to think beyond
levees. They call their strategy
resilience planning. And they think

leader in it. Samara Freemark reports:

When Pam Dashiell moved back to New Orleans after Hurricane Katrina, she couldn’t believe what people were saying about her neighborhood.

“People were saying, well, the 9th Ward should be a drainage ditch. There’s no way it can possibly come back.”

Dashiell is the co-director of the Lower 9th Ward Center for Sustainable Engagement and Development. And after the storm, she became one of the leaders demanding the city be built back exactly as it had been before. New houses put up wherever old ones had been knocked down. Social services restored to all neighborhoods. And most importantly, levees. Levees big enough and strong enough to protect the city from anything a hurricane could throw at it.

“That was the fundamental argument and discussion back then. That was the battle.”

But Dashiell’s thinking has changed over the past couple of years. The levees that were promised after Katrina still haven’t been completed. Dashiell says eventually she gave up on them and started looking for other solutions.

“You’ve got to move. You’ve got to go forward. At this point we are not protected. So we gotta act like that and deal accordingly.”

“Levees and stuff like that are great, but they’re not going to be the salvation of this area.”

That’s Marco Cocito-Manoc. He’s with the Greater New Orleans Foundation. They’re one of the groups involved in rebuilding the city.

“We can’t just lobby for bigger walls, higher walls. The truth is that New Orleans can never be sufficiently protected from flooding. So everyone has to adopt what in this area is a brand new mindset.”

Cocito-Manoc calls that new mindset “resilience planning”. That’s making small, local changes to help the city manage flood water, rather than trying to hold it back at all costs.

It’s a strategy that’s being implemented in the Lower 9th Ward by Pam Dashiell’s group and others. A lot of these groups have moved away from pushing for more levees. Instead, they’re building raised houses on higher ground, and making sure they’re properly weatherized. They’re perfecting evacuation plans, so when evacuations do happen, they’re quick and orderly. And they’re installing permeable surfaces and rain gardens to reduce surface water. These kinds of changes won’t prevent flooding, but they’ll limit the devastation that sometimes goes along with it.

Cocito-Manoc says measures like these could actually set an example for other cities that will face rising sea levels in the next century. Think New York, or Miami, or Boston.

“I know that it’s difficult to see New Orleans as leading in much. But I think this is really our opportunity to become a global center for learning how to cope with water, and use water as an asset rather than as something that threatens our existence.”

As for Pam Dashiell, her focus right now is on the Lower 9th Ward. I asked her how she imagined the future of her neighborhood.

“I would see rain gardens. Strong green infrastructure. I see a new sewer system. I see the lower 9th ward recognized as a community that helped lead the way to a more sustainable future. (Laughs) I got good dreams.”

Thinking Beyond Levees

Hurricane Katrina was one of the worst natural disasters in U.S. history. A big reason it was so bad is because the levees holding back the water crumbled.

There’s a big effort to build up the levee system, but the National Academy of Sciences says the city should not solely rely on levees to protect it.

Jeff Jacobs headed up the report for the National Academy.

“There is no levee system that can provide absolute protection. There’s always the danger of over-topping. And there’s always a possibility of levee failure. And that holds true for the best maintained and the best inspected levee systems in the world.”

The New Orleans area has a particular problem. The ground can sink over time. That’s not good for levees.

The Academy recommends that people relocate to safer areas. Or, if people are going to stay, that homes be elevated – so that the first floor of a home is higher than the floodwater.

a lot of problems for fishermen

Zone is projected to be huge –
maybe the largest ever. Samara Freemark explains:

Imagine for a moment you’re a shrimp fisherman. Every day you send out your fleet to the same waters you’ve fished for decades. And your boats pull in a lot of shrimp- thousands of pounds a day, millions a year. And then one day, a normal summer day, you send the boats out, and they come back empty.

“You go from about 5000 pounds to nothing. It’s dead. That’s why they call it the dead zone.”

That’s Dean Blanchard. He runs the largest shrimp company in America- Dean Blanchard Seafood. 


Blanchard started seeing the dead zone about five years ago, but it’s not a new phenomenon. For a long time, nutrient fertilizer from upstream has run into the Mississippi River and from there, into the Gulf. It fertilizes big algae blooms– and when the algae decays, it sucks oxygen out of the water, making it impossible for fish to live there.

What’s new is how much fertilizer there is now.

“It’s not natural.”

Nancy Rabalais is a marine biologist at LUMCON. That’s Louisiana’s center for marine research. She says that over the past several decades there’s been a surge in fertilizer use in the Corn Belt states. That eventually ends up in the Gulf.

“We’re having 300 times more than we did in the 1950s. And it’s just over loaded the system.”

Rabalais predicts this year’s dead zone will be almost three times as big as it was twenty years ago – more than 8000 square miles.

Of course, the bigger the zone, the further out shrimpers like Dean Blanchard have to send their boats. That means a lot of wasted time, fuel, and wages.

And the zones might mean even bigger problems. Don Scavia is a professor at the School of Natural Resources at the University of Michigan.

“There’s a half a billion dollar shrimp industry in the gulf. And the shrimp depend on that habitat. And what we’re concerned about is that if the dead zone continues or even grows, that fishery may collapse.”

Congress is taking some measures to address the problem. Conservation programs in the Farm Bill work to reduce how much fertilizer farmers use, and how they apply it.

But there’s something else in the Farm Bill too – a lot of subsidy programs. Those pay for ethanol production. Which means more corn. Which means a lot more fertilizer.

“And what is debated every 5 years is how much funding will go into those conservation programs, relative to funding going into subsidy programs. And, by far, the subsidies win.” (laughs)

Scavia says for every $1 spent on conservation programs in the Corn Belt, $500 go to subsidizing crops.


Shrimper Dean Blanchard says he’s not sure how long he can live with that balance, especially as he watches the dead zone grow.

“How big is this thing going to get? If we kill the oceans we have problems. We have serious problems.”

But Don Scavia is hopeful. He says we know exactly how to reduce nutrient runoff – in fact, the basic programs are already in place. It’s just a matter of Congress choosing the right funding priorities.

Project Kaisei has sent two ships to the area to study the problem. Doug Woodring is on the New Horizon. He talked with Lester Graham by satellite phone:

Lester Graham: You’re in the middle of the Pacific right now, looking for the Great Pacific Garbage patch. How much luck have you had in locating some of this plastic debris?

Doug Woodring: Unfortunately, too much luck. (laughs) It hasn’t been very difficult. In fact, I’m running into, ah, I can look out the window and see a big floating piece, right now, as we’re going by. But we’ve been, the last 5-6 days, we’ve been in it consistently. It’s not as many big pieces as the world might think, but it’s way many more small pieces than people know. And the reason is, with the UV dedrigation in the plastics, it get very brittle when it’s broken down by the sun, so after some time in the water, when the wave action, it’s very easy for everything to break down and sort of crack. So what we’re getting is what they call ‘confetti’, and it’s just literally in some places many, many pieces per square meter of this stuff. And we are really looking mostly at the surface, so it’s not known yet how deep this is either. So, there’s a lot of stuff out here.

Graham: Why’s this bad for the environment?

Woodring: When you get small pieces, you’ve got mistaken potential food source for animals. So, the marine life can be eating this. It is possible that it gets in the food chain. There are toxins, heavy metals, and persistent organic pollutants that attach themselves to plastics when they float. So, it’s not just a piece of plastic that a marine life eats, it’s a polluted piece of plastic. It’s also a little island, or a little flotation for species that can float around the ocean – and invasive species can go to different parts of the waters or land that wouldn’t have traveled that way otherwise. So, there’s a lot of implications that this science is only just now starting to help us figure out what’s going on.

Graham: Does anybody have any idea what we can do to reduce the impact of this huge garbage patch or to clean it up?

Woodring: Well, this is what we’re out here for. That’s the main part of our mission is to find solutions. And we can’t find solutions until we have some of the answers, and some of the data. So what we’re out here is with two vessels now, over a 30 day period, really looking for that data – water depth, leadings and temperatures and flows and salinity – to see how the plastics and the material, the debris might move around in the ocean. We will, later, be doing some analysis on the material, science of the plastics, to see if it’s recognizable by satellite. Because, obviously, without satellite imagery, it’s impossible to know exactly where the bigger masses are. You know, ‘how to clean it up,’ is going to be a very tricky thing, because the oceans are so big and these particles are not big. It’s all going to come back to what we’re doing on land, really, and the land policies for different ways to bring in better recycling and rebate programs to get a lot of the plastic that is out there today to be reused instead of simply thrown away, and so it doesn’t get into the rivers or the oceans in the first place.

Jim Gordon: Well, first of all, hopefully, in the next ten, fifteen, or twenty years we’ll be able to bring wind turbines further off-shore, and they’ll be commercially and technically viable. But, right now, if you look at the off-shore wind farms in Europe that are commercially and technically viable, those projects are being built in near-shore, shallow waters, lower wave regimes. So, it’s really what’s driving the selection of the Cape Wind site is that it has some of the best wind resources on the East Coast, it’s outside of the shipping channels, ferry lines, and air flight paths, it has a reasonable proximity to bring the transmission line to the shore, and it has shallow depths and a low wave height. And, with all of this, it’s 13 miles from Nantucket, 9 miles from Edgar Town on Martha’s Vineyard, and 6 miles from Hyannis. So, if one were to go to the nearest beach and look out on the horizon, it would have to be a very clear day for you to make out tiny specks on the horizon. People want this project built, because they recognize that our energy security, climate change, sustainable economic development, the clean energy jobs that go with a project like this are important. And, we have to live with trade-offs if we’re going to transition to a more sustainable energy future.

Lester Graham: I wonder what you think of the Kennedy’s, who have been so active on the environmental front, fighting your proposal.

Gordon: You know, I have a lot of respect for Senator Kennedy, and our hope is the more he reads about Cape Wind, and the more he looks at and his staff looks at the final environmental impact statement from the federal government that was extremely positive, as well as the Commonwealth of Massachusetts. I mean, I’m hoping that the more Senator Kennedy thinks about this project, and looks at how it’s going to address the urgent energy, environmental, and economic challenges facing Massachusetts and the region. You know, I’m hoping that he’ll come around and support the project.

Graham: How do you think what happens with your project will effect other off-shore proposals?

Gordon: I think that this project is going to set an important precedent. If a project like Cape Wind – which has run this exhaustive regulatory gauntlet, and has shown that the public is in favor of it, and that it’s passed muster – if this project is not approved, I think that it’s going to set a terrible precedent. I think that other developers that are looking at moving away from coal or some of the fossil fuels to tap our abundant off-shore wind resources, I think that they’ll have some real second thoughts about investing the enormous amount of time and resources that it takes to get one of these projects in the water.

Graham: Jim Gordon is the President of Cape Wind, the off-shore wind project proposed to be built there in Nantucket. Thanks for your time.

For nine years, Cape Wind has been working its way through the permitting process.

But some residents in the Massachusetts resort areas around Nantucket Sound have fought against it including Senator Edward Kennedy.

The 130 wind turbines would be miles off the coast, but some residents say it would ruin the view from their coastal houses.

Jim Gordon is the CEO of Cape Wind.

“If this project is not approved, I think it’s going to set a terrible precedent. I think that other developers, I think they’ll have some real second thoughts about investing the enormous amount of time and resources that it takes to get one of these projects in the water.”

Developers are considering offshore wind energy turbines along the mid-Atlantic coast, the Great Lakes and the Gulf Coast, close to the populated areas that need additional power.

Fort Myers beach is packed with tourists. I meet a guy named Justin who’s here in Florida from Cleveland. He’s already gotten close to wild dolphins.

“We were out here swimming and dolphins got within a foot of us. It was amazing. I’ve never seen that.”

In this case, he wasn’t doing anything wrong – because the dolphins came up to him. But swimming with wild dolphins can actually be considered harassment if you approach them or touch them.

That’s bad for the dolphins because it can change their behavior. It can disturb their feeding and resting behavior. And it can separate dolphins from their babies.

So it’s illegal to swim with or harass dolphins. You can get fined and even end up with some jail time. And that’s just the beginning of the dolphins’ problems.

Dolphin encounters are getting more common in Florida and Hawaii and a lot of other places. There’ve been more tourists and more boaters in the water… and more commercial operations that promise you’ll get a chance to feed or swim with dolphins.

As cool as it might be for us, it’s actually terrible for dolphins. When people feed them they can get addicted to human handouts.

That’s a cartoon dolphin in rehab with a bear, a raccoon and a seagull. All those other animals we’ve gotten into some bad habits with.

It’s a message put out by the Mote Marine Laboratory in Sarasota.

Randall Wells is the head of dolphin research at the lab. He’s spent almost four decades studying dolphins.

He says, in recent years, there’s been a dramatic increase in the number of dolphins getting into trouble with people. More people feeding them and getting too close to dolphins in their boats.

“And we’ve seen an increase in mortality from these kinds of interactions – from people luring animals in towards boats, in towards fishing gear. Dolphins have begun to take bait from lines getting tackle including hooks and lures in their bodies and killing them or seriously injuring them.”

He says, if you feed a dolphin, it’ll often start begging for food from people. And that dolphin will teach its babies or other dolphins to beg.

Sometimes they’ll even eat things that aren’t food. One dead dolphin had a plastic snake in its stomach.

If dolphins get closer to boats, they can get snared in fishing line. It can slice through their flippers. Once, Randall Wells rescued a dolphin that had a Speedo on its head. And because it couldn’t shake it off, the suit was cutting into the dolphin’s flesh.

Wells and his team have been doing a lot of outreach to stop people from getting too close to dolphins. And he says most of the time, it works.

“But there’s still a half percent of people that, by their own admission, insist on interacting with these animals – feeding them and approaching them in ways that are illegal, just because they can and they’ve never seen the negative consequences of doing that.”

If you want to go on one of those dolphin viewing tours, there are some ways to make sure the tour operator’s not adding to the problem.

Stacey Horstman helps run a program called Dolphin Smart. It certifies dolphin tours as responsible.

Right now there are only four businesses in Key West and one in Alabama that’ve gotten certified. But, she says, if you’re in a place without Dolphin Smart tours, you can still ask questions.

“Just to make sure that feeding is not being promoted in any way, that they’re promoting responsible viewing from a distance.”

That means staying at least 50 yards away from dolphins.

She says any ad that shows people swimming with dolphins or handing them fish is usually a sign of an irresponsible business. So those are ones to stay away from.

Dolphins might look cute and friendly, but Horstman says they are wild animals and they need their space.

A NASA study finds that Arctic ice is melting faster than expected. Mark Brush reports:


In the winter – Arctic ice builds up. But when the sun starts to shine on the pole – like it is now – some of that ice melts. But there’s a thicker ice sheet that can usually survive through the summer. On average it’s nine feet thick.


NASA recently published a new study on that thick ice in the in the Journal of Geophysical Research – Oceans. They measured the ice from 2004 to 2008. In that time – 42% of this thick ice melted.


Ron Kwok headed up the study for NASA. He says when you lose this thick ice – it changes things:


“There’s a lot of heat going into the ocean. Whereas if you had an ice cover, a lot of that radiation is reflected back into space.”


Kwok says a warmer ocean in the arctic speeds up melting. And warmer arctic waters can drive all kinds of big changes in climate patterns around the world.

For animals in most zoos and aquariums, the door from
freedom to captivity only swings one way. But at the
Monterey Bay Aquarium, sea otters from its exhibits teach
wild sea otter orphans how to survive in the ocean. Ann

Rosa has her baby in a headlock. That’s actually how
southern sea otters hold their young.

“The pup is essentially unconscious – it’s very much
asleep, and Rosa is holding it as a female would in the
wild: she’s got it sort of teed off to her side with a paw
around its neck.”

Andy Johnson is the director of the Monterey Bay
Aquarium’s Sea Otter Research and Conservation
program.

By the end of the19th century, sea otters had been hunted
to extinction in some parts of the Pacific.

Lilian Carswell is with the U.S. Fish and Wildlife Service.
She says these days, pollution and disease are sea otters’
biggest threats. And she says a lot of other species
depend on otters’ survival.

“Sea otters are important for a number of reasons. One is
that they’re a top predator in the nearshore marine
ecosystem and they play an important role in structuring
what that ecosystem looks like.”

Hungry sea otters keep sea urchin populations in check.
When urchins overpopulate an area, they can mow down
entire kelp forests that provide food and shelter for
hundreds of species.

So to help conserve the otter population, Andy Johnson
and his team at the Monterey Bay Aquarium pair orphaned
pups from the wild with the female exhibit otters. The goal
is for the surrogate mother to not only care for the pup, but
also to teach it all the skills it will need to be released back
into the wild at about six months old.

A volunteer has just tossed some food into the pool where
Rosa and the orphaned pup are swimming. Rosa grabs
the live crab as the pup watches.

“Rosa’s quite skilled with those, so she’ll pretty much take
that apart in a few minutes. We’ll have to watch the pup
and see if the pup approaches the crab without getting
pinched. I have to admit it’s quite amusing to see these
young animals confronting these crabs ’cause these crabs
are pretty formidable on their own.”

Rosa ends up breaking off a leg for her adopted pup, who
decides the shell is too much work. Before long, though,
the pup will learn some of the same impressive skills that
adult sea otters have – like how to use tools to open clams
and sea urchins.

Before the surrogate program began, workers and
volunteers used to hand-rear these pups. They’d even
take the pups swimming in Monterey Bay to acclimate
them to their future home.

But that made the released otters expect food from
boaters and other people they encountered in the bay.

Now that surrogate moms raise the otters, the goal is for
the pups to never see or hear a human. We’ve been
watching the sea otters interact from a TV monitor near
the pool. To get up close to the pup, I have to put on a
Darth Vader costume of sorts – starting with a huge black
nylon poncho.

Andy Johnson: “A very cheap welding mask.”

Rosa isn’t fooled. As I approach the pool, she shoots over
to see whether I have food.

Rosa was a rescued pup. She was hand-reared before the
surrogate program began. After she was released into
Monterey Bay, she had to be recaptured because she was
jumping on kayaks and divers.

“We found that with the sea otters, putting them with an
adult female in a fairly shallow pool for six months far
outweighs whatever we were doing trying to raise these
pups.”

Sea otter populations are recovering at a slow pace in
California. But this program is contributing to the
population.

Johnson says the apparent survival rate of the re-released
pups is now about as good as that of newly-weaned pups
in the wild. Some have even successfully raised their own

Native Americans Lose Land to Climate Change

Louisiana. A study out last month

of Connecticut. If the report’s
authors are right, that means a
lot of people in Louisiana are
going to have to relocate – become
climate refugees. Samara Freemark has the story of one of

Over the next century, rising sea levels will change coastlines all over the world. But the impact might be most dramatic in South Louisiana. A study out last month predicts the state will lose up to 5000 square miles in the next century – a chunk of land the size of Connecticut. If the report’s authors are right, that means a lot of people in Louisiana are going to have to relocate – become climate refugees. Samara Freemark has the story of one of the first communities to be displaced:

It was sometime in the mid-1970s that Albert Naquin first realized that Isle de Jean Charles was sinking. Naquin had grown up on the island. He’s the chief of a group of Choctaws who have lived there since the 19th century – and when he was a kid, it was a pretty good community: it had stores, a couple of churches, horse pastures and fields. But those are all gone now.

“Salt water kept coming in, faster and faster, and now it’s basically just beach.”

Isle de Jean Charles is sinking into the Gulf of Mexico.

The list of reasons why is long. There’s subsidence- that’s the natural phenomenon where delta regions kind of settle down on themselves. There are the dams that block the sediment that used to wash down and build the land back up. There are oil company canals that slice through the wetlands, hurricanes that tear up the island’s coastline, and, of course, there’s rising sea levels.

All together they explain why Isle de Jean Charles used to be about 4 miles across and now has shrunk to a quarter mile.

“Now, we see the disaster that is Isle de Jean.”

We’re in Naquin’s pickup truck, and he’s driving me out to the island.

“See this little house moved across the way, this house. These 1, 2, 3 are deserted.”

Naquin himself moved off the island awhile ago. But for years he was happy to support families who chose to stay. In fact, when the US government came to him in 2002 and offered to pay to help people move off the island, he resisted.

“So, I said, ‘what they gonna do, tell us they’re gonna move us there and then next thing send us a bill for the house?’ You know, so I said, ‘no, that’s just a modern day Trail of Tears. We’re not moving.’”

But lately Naquin has just gotten tired. Tired of evacuating people before storms, tired of helping them rebuild after, tired of watching the sea nibble away at the island.

And so he decided – enough. For the past year he’s been on a mission to convince the 25 families still living on the island to abandon it.

“They’re not going to save the island. It’s going to be gone. Either we move now or we move later, ‘cause we will move.”

But not everyone is ready to leave.

Naquin pulls over to talk to Dominique Dardar.

Dardar’s house was leveled by Hurricane Gustav last summer. He’s rebuilding it with pieces of other houses he’s found blowing around the island- bits of roof and siding. Dardar says he’s not moving.

“I ain’t never gonna move. I’m gonna stay over here. That’s my territory.”

Across the street Wenselas Billiot lives in a house raised 13 feet in the air.

Billiot is Naquin’s brother in law. He’s in his 80s and has lived on the island his whole life. I ask him what he’ll do if the island shrinks any more.

“That’s going to be rough. But, as long as I can stay, I’ll stay. I was born and raised on the island. As long as I can stay here I’m going to stay.”

Albert Naquin hasn’t given up. He thinks if he can get everyone to agree, the government will help the tribe get a big piece of land where they can all relocate as a group. He’s already thinking of names for the new town.

“We could say, Island Number Two, or Isle de Jean Charles New Beginning, or something like that. But I think we just name it Isle de Jean Charles 2. I think that has a good sound to it.”

In short, Naquin is trying to figure out how to keep the idea of Isle de Jean Charles alive, even when the island itself no longer exists.

It’s a challenge many Louisiana communities could soon face.
