Making Solar Power Mainstream

Solar energy is the ultimate clean power source, but it’s also expensive and that’s kept most people away. But regulators in one state are hoping to change that. The state’s Public Utilities Commission recently approved a 3-billion dollar fund to give homeowners and businesses hefty rebates if they install solar panels. It’s the first program of its kind and size in the nation. The Great Lakes Radio Consortium’s Tamara Keith reports:

Solar panel technology has been around for decades…but not many
people have panels on their roofs. Solar energy is the ultimate clean
power source, but it’s also expensive and that’s kept most people away.
But regulators in one state are hoping to change that. The state’s Public
Utilities Commission recently approved a 3-billion dollar fund to give
homeowners and businesses hefty rebates if they install solar panels. It’s
the first program of its kind and size in the nation. The Great Lakes
Radio Consortium’s Tamara Keith reports:


A little over a year ago, Chuck Wingo and his wife Pam moved into a
new house in an innovative housing development. Their house, like all
the others in the neighborhood, is equipped with bank solar panels, built
right into the roof like shingles.


“These are the 2 meters that are on the house. It’s simple. One uses for
our usage, what we use, and the other one is from the solar panels, what we
produce.”


Chuck says sometimes he walks to the side of his California house and
just watches the solar meter spin.


“We check it all the time, what’s even better is checking the bills. The
bills are great, we paid 16-dollars for our usage in August, the hottest
month in Sacramento. So, it’s kind of cool.”


The Wingo’s weren’t big environmentalists before moving into this
house, but Pam says when she heard about this development, something
clicked.


“The idea just sounded, if you’re going to move, do it right at least. Do
something pro-active about where you’re going to be living and spending
your money. It’s really good for everybody, for the country. We all
should be living like this so we’re not wasting out energy.”


And many more Californians will be living that way, if the California
Solar Initiative lives up to its promise. State energy regulators approved
the initiative, which will add a small fee to utility bills in order to create a
3-billion dollar fund. That fund is designed to make solar panels more
affordable.


It starts by offering rebates to consumers who buy them. Bernadette Del
Chiaro – a clean energy advocate with Environment California – says
once those panels get cheaper, the marketplace goes to work…


“The problem with solar power today is its cost. Most of us can’t afford
an extra 20-thousand dollars to equip our home with solar panels, and
what we’re doing in California is saying, we’re going to get the cost of
solar power down. By growing the market 30 fold in the next 10 years,
we’re going to be able to cut the cost of solar panels in half.”


Last year, Governor Arnold Schwarzenegger tried to get the California
legislature to approve something similar. That plan got bogged down in
state politics … so he took it to the Public Utilities Commission. While
the commission can raise the money, there are some parts of this
revamped solar program that have to be legislated.


Democratic State Senator Kevin Murray has worked with the Republican
Governor on solar power issues. He says he plans to introduce a new bill
that would require solar panels be included as an option on all new
homes built in the state.


“Rather than some specialized left-wing alternative kind of thing, we want it to
be in the mainstream, so that when you go in to buy a new home, you
pick your tile and you pick your carpet and you pick your solar system.
So, that would have to be done legislatively and the other thing that would
have to be done legislatively is raise the net metering cap so that if you’re
selling energy back to the grid, you can get compensated for it.”


The new program would also target businesses, even farms. Public
Utilities Commissioner Dian Grueneich says she hopes this doesn’t stop
with California.


“I’m very, very excited. This is the largest program in the country
and I’m hoping that other states will look at this program as well, so that
it’s not just something in California but helping other states.”


And if the solar power initiative is a success in California, backers say
it’s good news for consumers all over the country. Much like the hybrid
car, made cool by Hollywood celebrities… California leaders hope they
can make solar trendy and more affordable for everyone.

Winter Cyclists Woo New Recruits

There are some people so determined to fight pollution and traffic congestion that they bike instead. There are even some brave souls who bike year-round, come good weather or bad. The Great Lakes Radio Consortium’s Shawn Allee meets one woman who wants to join them:

There are some people so determined to fight pollution and traffic

For a lot of people, transportation’s more than just a way of getting from
point A to point B. They take it personally. They want to cut air
pollution, use less energy, or they want to save money on commuting.


For those kinds of reasons Julie Lenfest doesn’t own a car. For years, she
relied on buses, but she hated them. They ran late. They didn’t go
everywhere. She was fed up, so she tried biking.


“I hate to beat down on the buses, but I got really frustrated with the
buses and it made me want a car, and then having a bike made me not want a car
anymore … it took that whole frustration away.”


For a while, each ride was a kind of … personal triumph.


That was fine while she lived in California, but Julie’s routine hit a snag
after she moved to Chicago. She was used to mild, Californian winters,
not blustery, frigid Midwestern winters. Sometimes the cold here gets so
bad it brings tears to your eyes. No wonder Julie chickened out last
winter. She stayed off her bike and hopped the bus instead.


“I don’t know, just, ah, talked myself out of it, but we’ll see. Now, I need
adventure.”


Julie started thinking about winter biking weeks before there was any
snow. She needed advice. So, she came to a seminar on how to prep
herself and her bike for winter. She’s come to the right place.

If anyone’s capable of teaching Julie and the other folks here, Alex is.
He’s more than just a winter biker and expert repairman. He’s a bike
evangelist.


“I just can’t find any inherent bad in bikes. Plus, bikes are fun, you know.
What better reason to be interested in bikes than, bikes are a lot of fun?”


Alex starts the class with how to keep warm. The trick’s not to get too
warm, otherwise you get drenched in sweat. Layering’s good, but
there’re no hard and fast rules about which long underwear goes with
what rain gear. Alex says trial-and-error works best.


Then there’s safety. Alex suggests putting reflective tape on your bike as
well as your jacket.


“Motorists are not looking for cyclists in the winter, so you need to be
seen.”


The next lesson’s about street salt. Salt corrodes your bike and can make
it hard to peddle.


“After after you’ve gotten to your destination, do this:”

“Bounce your bike hard and knock off all the stuff that’s built up on your
bike.”


Alex says all this mechanical advice is important but misses the point.


“The biggest thing that holds people back from biking in the winter is not
any gear or special equipment. It’s having the will to do it or having the
courage to do it.”


And there’re plenty of things to be scared of. Everything from being seen
in geeky winter outfits to more serious stuff, such as frostbite, but Julie’s
encouraged and she peddles out of the seminar, with her resolve intact.

A month later, I meet Julie to see whether her determination was a match
for the weather. Today, she’s biked to an outdoor ice rink. Snow’s
heaped along the sidewalks and we can see our breath. While she laces
her skates, she tells me the good news first. Turns out, she hasn’t been
alone.


“There are other people winter biking, I thought I’d be the only person.”


These strangers offered useful tips on clothes and safe routes.


There have been problems, though. Early on, Julie was looking for
adventure, but she changed her tune after the season’s first major storm.


“There was snow and it was slippery and they hadn’t put salt down yet.
So I decided I would walk on the sidewalk because I didn’t trust my
brakes and I didn’t trust other people’s brakes.”


That day sapped the fun out of winter biking, but she realized something
else. She’s kind of over the thrill. She’ll keep biking, but more and more,
it’s just the way she gets around. She doesn’t have to prove anything to
her friends.


“They just don’t understand how you can live without having a car, and
I’m just tired of explaining it to them over and over. So, I just say I can be
there at this time and I don’t tell them how I’m getting there; it’s my
business.”


So, she doesn’t talk about it so much anymore. It’s good to cut down on traffic or
save energy, but winter biking’s not so easy. If she chooses to keep it at, it’ll
be because she enjoys it, not because someone’s convinced her she has to. That’s
to say, it’s personal, and, to her, important.

Lawmakers in three states (California, Michigan, North Carolina) are
considering measures to block communities from regulating the use of
genetically modified seeds. The Great Lakes Radio Consortium’s Sarah

More than a dozen states have already passed laws to prevent local
governments from banning the use of seeds that have been modified to
produce high-yield crops.


Peter Jenkins is with the Center for Food Safety. He says organic
farmers worry that pollen from genetically altered plants could drift into
their fields, and contaminate their crops.


“So, local control’s important to allow towns and counties to stake out
particular areas that should be set aside for organic or for GMO crops. In
some cases, you know, you could have zoning, or bans altogether.”


Supporters of the legislation say there are other ways to protect organic
crops from gene drift – including buffer zones and timed plantings. They
say it should be up to the federal government to regulate the use of
genetically modified seeds.

Trash Burning Can Threaten Human Health

For most of us, getting rid of the garbage is as simple as setting it at the curb. But not everyone can get garbage pick-up. So, instead, they burn their trash. The Great Lakes Radio Consortium’s Lester Graham reports… that choice could be affecting your health:

curb, but not everyone can get garbage pick-up. So, instead, they burn
their trash. The Great Lakes Radio Consortium’s Lester Graham
reports… that choice could be affecting your health:

It’s not been that long ago that people everywhere but in the largest cities
burned their trash in a barrel or pit in the backyard. That’s not as often
the case these days. Garbage trucks make their appointed rounds in
cities, small towns, and in some rural areas, but they don’t pick up
Everywhere, or if they do offer service, it’s much more expensive
because the pick-up is so far out in the country.


Roger Booth lives in a rural area in southwestern Illinois. He says
garbage pick-up is not an option for him.


“Well, we burn it and then bury the ashes and things. We don’t have a
good way to dispose of it any other method. The cost of having pick up
arranged is prohibitive.”


He burns his garbage in the backyard. Booth separates bottles and tin
cans from the rest of the garbage so that he doesn’t end up with broken
glass and rusty cans scattered around.


A lot of people don’t do that much. They burn everything in a barrel and
then dump the ashes and scrap in a gully… or just burn everything in a
gully or ditch. Booth says that’s the way most folks take care of the
garbage in the area. No one talks about the smoke or fumes put off by
the burning.


“I haven’t ever thought much about that. So, I don’t suppose that I have
any real concerns at this moment. I don’t think I’m doing anything
different than most people.”


And that’s what many people who burn their garbage say.


A survey conducted by the Zenith Research Group found that people in
areas of Wisconsin and Minnesota who didn’t have regular garbage
collection believe burning is a viable option to get rid of their household
and yard waste. Nearly 45-percent of them indicated it was
“convenient,” which the researchers interpreted to mean that even if
garbage pick-up were available, the residents might find more convenient
to keep burning their garbage.


While some cities and more densely populated areas have restricted
backyard burning… state governments in all but a handful of states in
New England and the state of California have been reluctant to put a lot
of restrictions on burning barrels.


But backyard burning can be more than just a stinky nuisance. Burning
garbage can bring together all the conditions necessary to produce
dioxin. Dioxin is a catch-all term that includes several toxic compounds.
The extent of their impact on human health is not completely know, but
they’re considered to be very dangerous to human health in the tiniest
amounts.


Since most of the backyard burning is done in rural areas, livestock are
exposed to dioxin and it gets into the meat and milk that we consume.


John Giesy is with the National Food Safety and Toxicology Center at
Michigan State University. He says as people burn garbage, the dioxins
are emitted in the fumes and smoke…


“So, when they fall out onto the ground or onto the grass, then animals
eat those plants and it becomes part of their diet, and ultimately it’s
accumulated into the animal and it’s stored as fat. Now, particularly with
dairy cattle, one of the concerns about being exposed to dioxins is that
then when they’re producing milk, milk has fat it in, it has butter fat in it,
and the dioxins go along with that.”


So, every time we drink milk, snack on cheese, or eat a hamburger, we
risk getting a small dose of dioxin. Beyond that, vegetables from a
farmer’s garden, if not properly washed, could be coated with dioxins,
and even a miniscule amount of dioxin is risky.


John Giesy says chemical manufacturing plants and other sources of
man-made dioxin have been cleaned up. Now, backyard burning is the
biggest source of dioxins produced by humans.


“So, now as we continue to strive to reduce the amount of dioxins in the
environment and in our food, this is one place where we can make an
impact.”


“That’s the concern. That’s the concern, is that it’s the largest remaining
source of produced dioxin.”


Dan Hopkins is with the Environmental Protection Agency. He says,
collectively, backyard burning produces 50 times the amount of dioxin as
all the large and medium sized incinerators across the nation combined.
That’s because the incinerators burn hot enough to destroy dioxins and
have pollution control devices to limit emissions. Backyard burning
doesn’t get nearly that hot and the smoke and fumes spread unchecked.


The EPA wants communities to take the problem of backyard burning
seriously. It wants state and local governments to do more to make
people aware that backyard burning is contaminating our food and
encourage them to find other ways to get rid of their garbage.


“(It) probably won’t be a one-size-fits-all solution, but by exchanging
successful efforts that other communities have had, we should be able to
help communities fashion approaches that have a high probability of
success.”


But public education efforts are expensive, and often they don’t reach the
people who most need to hear them. The EPA is not optimistic that it
will see everyone stop burning their garbage. It’s not even a goal. The
agency is just hoping enough people will find other ways to get rid of
their trash that the overall dioxin level in food is reduced.

We’re continuing our series on the Great Lakes. One of the Ten Threats
to the Great Lakes that experts identified was water withdrawals. Our
guide in this series, Lester Graham, says the next report looks at one of
the myths of water withdrawals.

Environmentalists and policy makers say a thirsty world could pose a
major threat to the Great Lakes. Water wars have been predicted in arid
parts of the globe, and some say the laws of supply and demand might
one-day lead to a raid on the region’s fresh water. Reporter Mark Brush takes a
closer look at one claim: that states in the southwest will one day come
after the Great Lakes water… and finds that it might just be H2O hype…


Taking water out of the Great Lakes is a hot button issue, and no one is
more aware of this than politicians looking for votes. In the 2004
campaign, President Bush used the issue to rally a crowd in Traverse
City, Michigan:


“My position is clear. We are never going to allow the diversion of
Great Lakes water.”

The issue taps into people’s emotions. People get outraged when they think
of someone taking water out of the Lakes – especially when they’ve seen lake
levels dropping over the years, and the region’s political leaders have listened
to those concerns. The states and provinces that surround the world’s largest fresh
water system are working on a compact that will prevent water diversions.


But where is the threat to Great Lakes water coming from? We
conducted an informal poll on the streets of Ann Arbor, and we asked
people: “who wants water from the Great Lakes?” Six out of the ten
people we talked to pointed to the west:

“Las Vegas, the Southwest.”


“Probably the dry states in the West. Arizona, Nevada.”


“I think the west should keep their damn hands off our water.”


But do the arid states in the West really pose a threat to Great Lakes
water? It turns out – this same question was asked more than twenty
years ago.


In the 1980s, the U.S. Army Corps of Engineers studied the possibility of
moving Lake Superior water to the Missouri River. It’s a distance of
about six hundred miles. Farmers in the High Plains states were hoping
to use this water to irrigate their crops.


Jonathan Bulkley is a professor of civil and environmental engineering at
the University of Michigan. Bulkley and his colleagues analyzed this
diversion plan, and he says the whole project would have been too
expensive:


“We found it would take seven 1000 megawatt power plants dedicated to
lifting the water, because water needs to be lifted to reach these distant
locations, and in addition there would have to be conveyance structures
built to transport the water, and our conclusion was the total cost would
far exceed the value of the water.”


In other words, Bulkley found that it would be cheaper for these states to
find other sources of water – or to find ways to conserve the water they
had left, and this was a diversion of only 600 miles. A diversion all the
way to the Southwest would mean piping the water almost twice that
distance.


“We are always looking for extra water – everyone in the Southwest is
looking for extra water.”


Bob Barrett is a spokesperson for the Central Arizona Project. It’s one of
the biggest water suppliers in the Southwest. The Project pulls water
from the Colorado River and delivers it to southern Arizona. Barrett
says he can’t imagine a situation where Great Lakes water is pumped for
more than a thousand miles to the Colorado River:


“Most people don’t realize it, but a gallon of water weighs about eight
pounds, and if you’re going to push that up and over the Rocky
Mountains you’re going to need a lot of power. (Laughs) So, it’s a good
idea, but I don’t see how anybody could pay for it.”


But some observers say even though it might not happen today – it could
happen in the future. They point to a fast-growing population and a fast-
dwindling fresh water supply in the southwest. They say that
combination could drive engineers and policy makers to devise a way to
get Great Lakes water.


But Barrett says for states like Arizona, California, and even Texas – it
would be cheaper for them to build desalinization plants… these plants
convert ocean water into drinking water:


“I mean why should Texas build for a canal and then have to maintain it
from the Great Lakes down to the state of Texas when they can go to the
Gulf Coast and build several desalinization plants, and then just pipe it
wherever they need it?”


So, a large-scale water diversion to the southwest seems unlikely.
Experts say water from the Great Lakes is much more likely to go to
cities and towns right on the edge of the basin, but as legislators move to
tighten restrictions on diversions – even these places will
have a hard time getting access to the water.

Phthalate Concerns Cause Company Makeovers

There are new concerns that products we use every day to keep us clean and make us beautiful may contain toxic chemicals. The targets are things like shampoos, deodorants, hair dyes and cosmetics. Some companies are taking these concerns seriously and giving themselves a makeover. The Great Lakes Radio Consortium’s Julie Halpert has this story:

There are new concerns that products we use every day to keep us clean and make us beautiful may contain toxic chemicals. The targets are things like shampoos, deodorants, hair dyes and cosmetics. Some companies are taking these concerns seriously and giving themselves a makeover. The Great Lakes Radio Consortium’s Julie Halpert has this story:

Teri Olle is playing dress-up with her two-year-old daughter, Natalie, in the family’s bathroom. Teri is applying lotions to her daughter’s chubby cheeks, while Natalie puts lipstick on her mother.


Little girls like Natalie have been playing dress-up for generations. But Natalie’s game is slightly different. She’s using nail polish, lipsticks and creams made without man-made chemicals.


That’s because her mother is an environmental activist who lobbies against toxic chemical use. With cosmetics, her biggest fear is a group of chemicals called phthalates. Phthalates increase the flexibility of plastic and keep nail polish from chipping.


“Phthalates are testosterone-suppressing synthetic hormones, essentially. And they’ve been linked with all sorts of developmental problems, including, most dramatically, a set of male genital defects that show themselves as birth defects in infant boys.”


Last month, scientists released the first study on male babies. They found a strong link between high levels of phthalates exposure in pregnant women and damage to their sons’ reproductive tract. Studies like this, and others on lab animals showing possible links to reproductive problems, prompted the European Union this past March to ban two types of phthalates from all products sold in Europe. The states of California, New York and Massachusetts are also considering similar plans.


Olle is five months pregnant with her second child. She doesn’t know if she’s carrying a boy, but she says chemicals in cosmetics could be risky for any fetus. So she’s not taking any chances.


“For me, as a person, if someone said to me, ‘You can either use this product that may cause a genital defect in your baby boy or not’, I would think most people would go, ‘Really, we probably shouldn’t be using these products.'”


And it’s not just phthalates that could be a problem. Environmentalists say that the ingredients in cosmetics haven’t been evaluated for health or safety effects. The Food and Drug Administration doesn’t do that kind of testing. And in 60 years, it’s banned only nine ingredients. So there are other chemicals, like coal tars used in hair dyes and formaldehyde used in nail polish, that might cause health problems as they’re absorbed by the skin into the bloodstream.


Because of these concerns, a group of environmentalists called the Campaign for Safe Cosmetics has convinced 136 natural cosmetics companies to sign a pledge to check for potentially toxic chemicals and eliminate them.


One of those companies is Avalon Organics. Over the past year, Avalon’s spent two and a half million dollars to reformulate their products and switch to more natural alternatives. Gil Pritchard is the company’s President and CEO. He says the jury’s out on whether these chemicals definitely cause harm. Even so, he didn’t hesitate to make the investment.


“It’s convincing enough for me and our company to exercise what we call a precautionary principle – to adopt it and say look, we may not have direct scientific evidence, but there’s enough evidence here to say whoa, I can feel the heat from the stove. I don’t need to put my finger on and burn myself to know that that’s one of the likely outcomes.”


But not all companies feel this way. Procter & Gamble, in Cincinnati, Ohio, has not signed the pledge. Nor have any other major cosmetic companies. Tim Long is a company spokesman. He says environmentalists are blowing this issue way out of proportion.


“The amounts of most of these ingredients that the activists have concerns about are, in fact, extremely small and at the doses used in our products, there’s no scientific evidence to support that they’re resulting in any harm to consumers.”


Long says Procter & Gamble complied with the EU directive and took the banned phthalates out of all of its products both in Europe and the U.S. But he says that wasn’t necessary, since phthalates, along with all other cosmetic ingredients, simply aren’t dangerous. He says his company wouldn’t be using them if they were. And the FDA says that these cosmetics are safe.


Environmentalists say that more research needs to be done to better understand the effect of chemicals used in cosmetics on the body. But Teri Olle says that with so many natural alternatives available, it makes sense to be careful.


“When I became pregnant, I definitely became more conscious of what I was putting on my body. I mean, if you’re supposed to avoid soft cheeses and cake batter, it certainly can’t be good for you to be spraying petrochemicals on your body. That definitely can’t be good for the baby.”


So when the baby’s born this September, instead of using products with man-made chemicals, Teri Olle will be spreading diaper rash ointment with beeswax and apricot oil on her newborn baby.

A growing number of city planners say free parking isn’t really free. It just shifts the cost to taxpayers and society at large. In the first of a two-part series, the Great Lakes Radio Consortium’s Shawn Allee has a report on this new view of the ongoing search for a parking space:

A growing number of city planners say free parking isn’t really free. It just shifts the cost to taxpayers and society at large. The Great Lakes Radio Consortium’s Shawn Allee has a report on this new view of the ongoing search for a parking space.


If you’ve ever played the board game Monopoly, you’ve probably crossed your fingers as you approached the spot called “free parking.” If your token lands there, it doesn’t cost you anything.
It’s free.


But a researcher says there’s really no such thing as “free parking,” at least not in the real world. UCLA Professor Donald Shoup has spent 20 years dispelling the myth that free parking is good for everyone.


In his latest book, titled The High Cost of Free Parking, Shoup tries to show that empty cars are taking the public and the environment for a costly ride.


“Bad parking policies are connected to a lot of other problems we have in society, but people haven’t been able to trace them to parking, and I think I’ve tried to do that.”


Take one of the biggest traffic issues facing large cities: meter cruising. That’s when drivers circle a block again and again, waiting for a curb-side meter.


“The average time it took to find a parking space was about three minutes. That doesn’t seem like too much for an individual to spending hunting for a free parking space, but it adds up if everybody else does it.”


Shoup says meter cruising wastes millions of gallons of gas every year. It also creates a lot of traffic congestion and pollution. Meter cruising’s common to downtowns, but even neighborhood shopping areas face the cruising problem.


Here’s an example. Devon Avenue is a bustling commercial strip on Chicago’s far North Side. There are lots of Indo-Pakistani restaurants, Muslim book stores and Jewish bakeries there. On a typical Saturday, the area’s so popular that only a handful of parking meters stay open for more than a few minutes. And it’s no wonder. Parking at the meter only costs 25 cents per hour.


The situation’s made worse by neighborhood parking permits. That’s a policy that keeps nearby residential streets off-limits to shoppers and restaurant-goers. Walking down the sidewalk, Grace is toting several shopping bags that heave with fresh fruit and Indian condiments.


“I went on the side streets and found a place about six blocks away without a need for a permit and took it and walked in. It’s one of the first really beautiful days of spring, so it wasn’t a hardship.”


If it hadn’t been such a nice day, Grace might have been circling the nearby blocks, wasting gas, trying to find a space at a parking meter.


Local shop owners say too many customers don’t like the parking situation. So the store owners complain to the local alderman, Bernard Stone. Seated in his office, Alderman Stone says no politician can afford to ignore demand for cheap parking. So he’s come up with a solution.


Stone: “If you look over your head, you’ll see a drawing of a new garage that’s gonna be built at Devon and Rockwell.”


Allee: “When’s that gonna be up?”


Stone: “Well, it should be started very shortly, I’ve been working at it for ten years.”


Developers for that project promised to create 200 low-rate parking spaces. It’s a deal they’ve struck in exchange for free city-owned land where they want to build. But the expert on parking, Donald Shoup says as politically appealing as that type of solution is, it doesn’t work. It really doesn’t keep cruising in check.


His suggestion?


Well, he takes a page from both the free-marketeers and grassroots activists. First, he says raise the price for metered parking. A lot. He says how much takes a little calculating.


“We could call this the Goldilocks principle of curb parking prices. The price is too high if too many spaces are vacant and too low if no spaces are vacant. If about fifteen percent are vacant, the price is just right.”


Traffic engineers say keeping fifteen percent of spots open stops meter cruising. To save money, people leave their parking spots sooner and everyone can find new spots faster. Next, make higher parking prices politically attractive to shop owners by letting the neighborhoods keep the meter money. Critics say that’s a hard sell because many times, people worry the money will go to city hall instead.


But Shoup says it works. He points to some California towns, where the money goes to repair streets and even hire security guards. Professor Shoup’s supporters say he might be too optimistic about the prospects for change in our impulse to hunt for the closest, most perfect parking space.


Shoup says he wants to be remembered as the first who showed, unless you’re just playing games, there’s no such thing as free parking.

reduce greenhouse gas emissions. The deal is expected to help Canada
meet its obligations under the Kyoto protocol. The Great Lakes Radio

Last year, Canadian officials threatened to adopt a strict California car
emission regulation. That standard calls for a 30 percent cut in emissions
by 2016.


But Canadian officials now say they have reached a voluntary agreement with
the automakers. They say car makers have said they will reduce greenhouse gas
emissions by 5.3 million tons by 2010. They say that’s about a 25 percent
decrease.


Mike Flynn is a transportation analyst at the University of Michigan. He
says Canada’s agreement could still have an impact on U.S. cars.


“It may be cheaper for the automakers in the long run to manufacture the same higher-standard vehicles and sell them in both the U.S. and Canada than to have a small run specifically tailored for Canada.”


Automakers continue to fight California’s emissions regulation in court.
They say the law exceeds the state’s power.

A Home for Unwanted Big Cats

house next door. But the number of big cats in homes has grown over the
years. The
Great Lakes Radio Consortium’s Christina Shockley reports on one woman who has turned her home into a sanctuary for big cats that need a place to live:

jungles… or the zoo. You probably don’t think about exotic cats living in the house next
door. But the number of big cats in homes has grown over the years. The Great Lakes
Radio Consortium’s Christina Shockley reports on one woman who’s turned her home
into a sanctuary for big cats that need a place to live:


“Hi, handsome… hi, handsome. He loves to be scratched. He has absolutely no teeth.
He had every single one of his teeth taken out and he was declawed by a movie producer
in California. So he’d be safe to sit next to stars. Isn’t that sad? You can scratch and
cuddle him. He can’t hurt you in any way.”

Charlie is a big black panther.

He lives at “Valley of the Kings Sanctuary and Retreat” in the little town of Sharon,
Wisconsin.

About fifty big cats live here, along with bears, wolf hybrids, goats, foxes, chickens,
domestic cats, geese, ducks… and pretty much anything else that needs a home.

Before they got here, some of the animals—like Charlie— were altered so they’d be less
of a threat to people.

Others were mistreated in circuses… or zoos simply couldn’t take them in. Nearly all of
them would have been killed if they hadn’t found a home here…

Valley of the Kings is a private non-profit run by Jill Carnegie and her husband Jim Tomasi.

They live in a modest farmhouse on the sanctuary grounds. But even that has been partly
turned over to the animals.

At least five domestic cats roam the main floor, and Charlie the panther lives in a room
that’s been modified into a cage.

Jill Carnegie says animals have always been important in her life. She says they fill a
void. Carnegie says in her big family, she didn’t always get the attention she felt she
deserved.

“I never felt loved, but I always felt it from the animals. Their love was unconditional.
They didn’t lie to you. They didn’t betray you. They didn’t stab you in the back. They
didn’t hurt you. They were always, always 180 percent there for me. Always.”

Then, when she was about four years old… Carnegie says she came to believe she had a
gift.

“I remember going out into our side yard, and sending a message to the squirrels to come
and they would all come. And I would have bread and treats for them. And they would
eat, and we would just be really happy.”

Carnegie believes everyone has the ability to communicate with animals, but most people
choose to ignore it. Carnegie says it has helped her understand the big cats in her care.

Out on the sanctuary grounds, it’s clear that every big cat has a personality, like Kia.

Block: “She has a thing about women. She doesn’t like them (laughs).”

Chris Block has been volunteering at the sanctuary for about eight years. He says some
of these animals come from people who wanted to keep them as pets.

“But she’s this way to basically most people. She’s very antisocial. (cougar hisses) She
was owned by a truck driver, a cross country truck driver who wanted to get a baby
cougar and wanted to take her in the cab with him.”

Block says average people who buy exotic animals as pets don’t know what they’re
getting into. The cats can attack unprovoked, need special food, and get a lot bigger than
they are when they’re young.

Jill Carnegie, the sanctuary owner, has allowed some big cats to roam free in her house,
including a spotted Asian leopard.

Carnegie would sometimes even let the leopard sleep in her bed at night.

But at least one expert says this is going too far.

Richard Farinato is the director of captive wildlife programs at the Humane Society of the
United States.

“Every time you come into direct contact or you allow someone to come into direct
contact situation, with a big cat, you’re just playing the numbers game. It’s only a matter
of time before someone’s going to get hurt. Badly.”

Carnegie says she knows the cats are dangerous. But she says her bond with the big cats
and her experience working with them sets her apart from the rest.

“Again it goes back to common sense. I’ve been doing this for 32 years. We’ve never
ever had an injury, ever. And again, we’ve only had a handful of cats that have been safe
in the house, that I would trust anybody with.”

Authorities and neighbors have had some concerns about the sanctuary. Jill Carnegie
says she’s not even thinking about giving it up.

But, partly because of the concerns, Carnegie wants to find a new location for Valley of
the Kings.

She says then she’d have more room to expand and take in additional animals that need
homes and care.

Eight states have already signed on to a law that was first passed in
California. That law calls for automakers to cut greenhouse gas emissions thirty
percent by 2016.


Now, officials in Canada say they may also adopt a similar law. That would
put almost a third of the North American car market under the California
rules. And analysts say it could force a change in how all cars are made.


Stéphane Dion is Canada’s Environment Minister. He says he’s still
working with automakers to get a voluntary reduction in emissions, but he
says time is running out.


“We’ve are talking with them since years, and now it’s time to conclude. And
we hope the conclusion will be an agreement. If it’s not an agreement,
California has shown that something else is possible.”


Automakers have filed a lawsuit in California to block the law. They say it uses
powers reserved for the federal government.
