Getting Chemicals Out of Drinking Water

Some chemicals are getting into drinking water, and it’s not so easy to get them out. The Environmental Protection Agency says it’s working on the problem. Lester Graham reports on the agency’s plans:

The Environmental Protection Agency is outlining a plan to reduce the amount of chemicals getting into drinking water. Lester Graham reports.

The EPA’s administrator, Lisa Jackson told members of the Association of Metropolitan Water Agencies about the new plan. She said it would work to improve technology to clean up water, get tougher with polluters, coordinate efforts with the states, and deal with contaminating chemicals in groups rather than individual chemicals.

James McDaniels is President of the water agencies group. He says that last idea might speed up the process of getting some contaminants out of water.

“Focusing too much on one contaminant and not looking at it holistically and not really seeing what the other ones are. We all have limited reso urces and as utility managers, looking at these things more holistically makes a lot of sense to us.”

Pesticides, pharmaceuticals, and other chemicals make cleaning up drinking water a real challenge for the water agencies.

In New York City, Sarah Lenigan is showing off her engagement ring. She got married this summer in California. Nowadays some people like her are starting to wonder where the stuff they buy comes from, including their wedding rings.

“You know the idea of the blood diamond, and not just the movie but, you do think about these things when you think about real jewelry. And this is the first time we’ve bought real jewelry, so it was a whole new ball game, I guess.”

It’s hard to say exactly where the gold in Sarah’s ring came from. Gold isn’t like other commodities – it’s almost impossible to track. But more and more, gold like Sarah’s is coming out of Ghana, in West Africa.

We’re driving over a dam on the Subri river in Ghana. The country used to be called the Gold Coast and today it’s the second largest producer of gold in Africa. Most of the gold comes out of a number of large surface mines. They’re all owned by companies from abroad.

At this dam, the American gold mining company, Newmont, stores water and waste from its gold mine.

Adusah Yakubu is with me. He’s a member of a local advocacy group. One side of the dam is green forest and clear water. But the other side looks like the surface of the moon.

“It looks like there’s cement in the river. It’s very hard, and it’s very gray. (What is that?) It’s a tailings dam.”

A tailings dam is where mining companies put waste from processing gold. After the precious metal is extracted, you get a mixture of sand and water. It also contains cyanide. Now, the chemical is poisonous, but it’s used all the time in gold mining. And miners work to control it.

But there are also accidents. Some of that waste overflowed this fall at Newmont’s mine, and killed fish downstream. The company says it was a minor event.

For the people who live around Newmont’s mine, the operations have really disrupted their lives. This river used to be the main source of drinking water and food for nearby villages. Kwame Kumah and his wife, Mary Yeboa live by the dam. They say they used to rely on the river for a lot of things.

“There are so many different things we got from the river. You could even get food from it, like fish, crab. But nowadays we can’t get anything from it.”

Now they can’t go near the water because of security guards. Newmont gave the community a well to make up for it. But the villagers say the dam has brought more mosquitoes, and with the mosquitos, disease. Although the company sold them discounted mosquito nets, Mary Yeboa says she gets sick much more than before.

“Right now, my body hurts all over. As I’m talking to you I have a headache, it really hurts. I don’t feel well at all.”

The gold mining company, Newmont declined to comment for this story.

The company sells its gold on the world market. Some people might buy it as investments, others for manufacturing. Or, it could end up as jewelry, like Sarah Lenigan’s engagement ring. That’s actually where most new gold goes, to jewelry.

Soon jewelry consumers, who care about their impact might be able to get some guidance. Certification systems such as the Responsible Jewelry Council are looking at gold, from the mine to the store.

Council CEO, Michael Rae says they are trying to clean up the jewelry business.

“It looks at environmental performance, social performance, labor standards, occupational health and safety, child labor issues and also in business ethics.”

The system won’t guarantee that gold or diamonds are from a specific mine, but it will reveal whether retailers and miners are making an effort to play fair.

Many jewelry and mining companies have signed on to the code. Newmont, the owner of the mine in Ghana we visited, is not a current member.

Two thirds of California’s rain and snow falls in the north. Two thirds of its population lives in the south. So who should get the water?

It took weeks of intense deal making and years of debate in the state capitol to find an answer. But the new law is not without its critics.

Peter Gleick is a water expert at the Pacific Institute. He says the measure fails to force users – especially farmers– to account for what they use.

” We will never ultimately, sustainably manage our water resources if we don’t know who is using how much water to do what. And we don’t, with any degree of accuracy. And that’s still not addressed in this bill.”

The deal calls for greater efficiency, especially in cities.

But nothing happens until voters agree to chip in for the plan, with an 11 billion dollar bond measure to pay for a new distribution system.

We use about 410-billion gallons of water a day in the U.S. But, water use per person is down. And, total water use for the nation is down about 5% from 1980 to 2005, the latest year covered by the report.

Susan Hutson is one of the authors of the Geological Survey report. She says there are a lot of factors affecting water use.

“Water conservation education, a public policy that supports that water conservation, and inovative technology, primarily in irrigation and the generation of thermo-electric power, the use of water for the cooling.”

There are still some problems. Some agricultural areas are using water faster than aquifers can be replenished. And, as we build more power plants -the biggest users of water – it will mean more demand in the future.

the South.” Atlanta, Georgia’s population
has exploded in the last two decades.
But with that growth has come environmental
problems, like where to get enough drinking
water. Georgia, Florida, and Alabama
have been fighting over who gets how
much water from rivers that flow through
the states. And, as Tanya Ott reports, a
decision in the federal lawsuit could effect
communities across the country:

water. Georgia, Florida, and Alabama
have been fighting over who gets how

Atlanta draws millions of gallons of drinking water each day from nearby Lake Lanier. But Alabama and Florida say it’s such a water hog, there might not be enough water sent on downstream to cool power plants or protect the seafood industry.

“I had no idea! (laughs) I didn’t really realize there was a problem.”

Atlanta-area resident Connie Brand says she knew the state was in a drought last year. She knew she was supposed to conserve water, and she did.

“Not taking such a long shower; not doing small loads of laundry.”

But only recently did she realize how big a problem this could be.

In July, federal Judge Paul Magnuson ruled that under the law Lake Lanier was intended only for things like navigation and flood control – not drinking water. He said if Florida, Georgia and Alabama don’t come to a water agreement by 2012, Atlanta has to stop taking drinking water from Lake Lanier.

“The action of a court could create a public health emergency that would probably rival the effects of Katrina.”

That’s Charles Krautler. He’s director of the Atlanta Regional Commission. He says in the past 25 years Atlanta’s population has more than doubled to 4 million residents and there’s no way to get water to people without Lake Lanier.

“How do you decide who doesn’t have water and who does? Our chairman likes to say, ‘FEMA doesn’t have enough trucks to bring in enough bottled water to deal with the shortfall that would exist.’”

It’s not just an issue for Atlanta. There are more than two dozen similar reservoirs around the country. They were built for navigation, flood control or hydropower. But communities are using them for drinking water. Congress might have to step in to basically retro-actively approve the drinking water use. Cindy Lowery is executive director of the Alabama Rivers Alliance.

“If it goes to Congress, which the court case says that it might have to, it could get even more political and more chaotic really.”

Several members of Congress have said they won’t act until Florida, Georgia and Alabama come to a deal. But Lowery says, so far, the negotiations have been dominated by government agencies and special interests like power companies. She wants a panel of neutral advisors and scientists to study the issue.

In the meantime, Atlanta residents like Connie Brand are left wondering what will happen.

“I’m from a family when they grew up they relied on cistern water, and when it rained you had water, and when it didn’t rain, you didn’t have water. So I’m familiar with having to ration and be careful about those kinds of things. But I don’t think my child or people of my generation, their children, have any concept of conservation of water or anything like that.”

Brand says she just might have to step up her own conservation efforts.

“What was it we had in college? If it’s yellow let it mellow, if it’s brown flush it down? (laughs) that’ll be our new motto! (laughs)”

BPA, Bisphenol-A, is used in a lot of plastic products including plastic dental fillings, carbon-less paper receipts and most canned food linings.

Researchers tested 249 pregnant women for their exposure to BPA and then followed-up after they gave birth.

Joe Braun is one of the researchers at the University of North Carolina-Chapel Hill. Braun says the mothers were given a lengthy questionnaire on the children’s behavior when they turned two.

“And what we found is that the exposure to BPA, or bisphenol-A, in pregnancy was associated with behaviors like aggression or hyperactivity. And this association was strongest in girls and we really didn’t even observe an association in boys.”

The study was published in the journal Environmental Health Perspectives.

Braun says they’ll continue to follow the children to see if the aggressive behavior is lasting.

Bob Denges is worried. His water is discolored. So he’s
called a water purification company to test it.

They’re running water in the basement utility sink. It’s kind
of orange-y looking. So, it’s an easy diagnosis: too much
iron.

“You can probably see in the toilet, upstairs just on the first
floor, that there’s some brownish, reddish discoloration
around the toilets.”

That’s not great. But at least you can tell when there’s iron
in the water. You cannot see or taste other water
contaminants such as weed killers like atrazine.

Tom Bruusema is the water filter expert at the National
Sanitation Foundation. They test and certify water filtration
devices. He says the first place you can check is your local
municipality – the folks that monitor water in your area.

“That would be the place to start. They are required, by
federal law, to measure a number of contaminants, produce
an annual report for their consumers.”

But recently an investigative report by the New York Times
revealed water contamination can spike in some places –
and local water officials might not even know about it.

That weed killer – atrazine – is applied on farm fields and, in a
lot of places, you also find a lot of atrazine in the water
during that time.

If you’re looking for it at the right time.

Sometimes it spikes for longer than a month. But some local
water officials only test for atrazine once a month, or only
once a year, and often it’s not during that peak application
season.

So people can’t really find out about atrazine levels for their
drinking water in those places.

Some water systems are spending lots of money to treat
drinking water to get atrazine levels down to what the federal
government considers safe levels.

But that might not be enough, according to some of the new
scientific evidence about atrazine.

Five studies published in peer-reviewed journals recently
have found evidence suggesting that small amounts of
atrazine in drinking water causes health problems. Even at
levels considered safe by federal standards, atrazine might
be associated with birth defects. Things like low birth
weights in newborns. Skull and facial malformations and
misshapen limbs.

Forty-three water systems in six states — Illinois, Indiana,
Iowa, Kansas, Mississippi and Ohio — recently sued
atrazine’s manufacturers. They want to force the company
Syngenta and its partner Growmark to pay for removing the
chemical from drinking water.

Steve Tillery is an attorney in the lawsuit.

“Some of them have gone to the expense to cleaning it
completely out of their water supplies, so that it doesn’t exist
at all. And they should, in our view, be entitled to
reimbursement of expenses for cleaning it completely out of
their water supplies.”

But, some water systems are not cleaning out atrazine
completely. And, as we mentioned, there are times when
some don’t know they exceed the federal safe drinking water
levels.

There is something pretty easy you can do if you’re worried
about your water.

Tom Bruusema of the National Sanitation Foundation says a
simple carbon filter can remove atrazine. Those are the
filters you can attach to the faucet or the pitchers you refill.

“So it’s a good investment. Certainly can help them if they
have those kinds of concerns, and particularly those living in
an area that’s known to have potential contaminants in the
water supply.”

But first people have to be aware of a possible problem.
And, too often, they are not.

Modern air travel can be a hassle. We take off our shoes, take off our belts, and get rid of our drinks. Announcements like this one are so common that you barely notice them:

“Morning, folks. Make sure you drink up those beverages prior to going through. That includes bottled water, sodas, juice, coffee.”

Okay, you might notice him. That’s Roger Nelson. He’s a TSA guy at the Portland International Airport.

For most of us, following Nelson’s instructions isn’t really a big deal. But while the impact on the passenger is small, the impact on the environment can be bigger than you’d think.

After the ban on carry-on beverages was put in place, many airports saw a big rise in their checkpoint waste. At Seattle’s Sea-Tac Airport, the weight of their trash went up 25%. In the Houston Airport system, checkpoint waste collection went up 70%. Even at an airport the size of Portland’s, they estimate up to a ton of liquid per day was ending up in the waste stream.

Stan Jones is the environmental compliance manager at the Port of Portland. He watches airport trash and recycling to see how good a job they’re doing:

“If we look in the recycling at the checkpoints, people have recycled bottles, but they’re full of beverages. And one thing we don’t want in our recycling is liquids, because the recycling centers don’t want a bunch of wet papers, which wrecks the quality of the recycling. At the same time, we’re seeing if we look in the garbage at the checkpoints, same thing, we got bottles half-full of water, bottles full of water.”

Jones oversees many programs that cut waste at the airport. So he looked into tackling this problem as well. And he found that this wasn’t just an environmental problem – it was costing the airport money. Up to $100 a day in extra dump fees. The tossed-out drinks were also costing money on the staffing side. Janitors struggled to get a handle on overflowing watery trashcans.

Jenny Taylor coordinates the facilities staff.

“One of the things we did was increase the frequency in which the cans were dumped, from every two hours to half an hour. So that was almost a full-time position. That ended up being roughly $100 buck a day, or between $30 and $40,000 a year.”

So with up to $100 a day for extra dumping, and $100 a day for extra staffing, the waste was costing the Airport about $75,000 a year.

So the Port launched a program last fall to tackle the problem. They set up stainless steel collection bins right outside the security checkpoints. Twice a day they’re wheeled off, measured, and drained into modified mop sinks, by janitors like Jason Weixel.

“And, almost 25, I’d say 24 gallons today.”

The liquids flow into the sewer system, instead of being hauled to a landfill, and the empty bottles can then be recycled.

But changing people’s recycling habits can be difficult, especially when they’re running for a flight. Many travelers still toss full bottles into the trash without even noticing the new drains.

But at the Portland International Airport, people like Roger Nelson are there to remind them.

“We do have pouring stations. Yes, the big PS, either left or right, just pour it into there. Once you do pour it, empty out, take the empty bottle with you, fill it up on the other side. Our water is cold, filtered and free. Did I get you on the free part, right?”

So far this little solution is working. The dump stations are diverting several thousand pounds of liquid from the trash every month. And the Port of Portland is working with other airports looking to set up similar systems.

A lot of studies have found prescription drugs people take end up in wastewater, and now researchers are also tracking illegal drugs that way.

Caleb Banta-Green is the lead author of the report in the journal Addiction.

He studied a one day snapshot of wastewater from 96 cities and towns in Oregon.

He says cocaine and ecstasy were much more likely to be used in larger urban areas. But they found meth everywhere, even after a crackdown to make it harder to get the ingredients to make it.

“That sort of appetite or interest for methamphetamine has been built up in those rural areas and it looks like that use is continuing and it’s also being found in urban areas.”

He says it’s not clear if trace amounts of these drugs might eventually end up in drinking water. But previous studies indicate other kinds of legal drugs can be detected in sources of drinking water.

NASA has technology light years ahead of what’s available to the rest of us. Advanced water recycling is
one of them. For years, astronauts have collected and recycled sweat and even water vapor. Shawn Allee

A press conference between NASA headquarters and the International Space Station got some attention
recently.

It was about making drinkable water from astronauts’ urine.

Headquarters: “The Expedition 19 crew inaugurating the use of the water recovery system to
produce recycled, purified water.”

NASA figures sending water into space wastes rocket fuel.

Why pay good money, if you can just reuse water that comes out of astronauts’ bodies?

Astronauts have recycled other fluid, but urine was kinda the final frontier.

Astronaut: “Everybody’s talked about recycling water in a closed-loop system, but nobody’s ever
done it before. So, we’re going to be drinking yesterday’s coffee frequently up here, and happy to do
it.”

Three astronauts hold up their drink pouches.

Astronaut: “And, here we go. Here’s to everybody who made this happen.”

Group: “Cheers.” (laughter)

Headquarters: “That’s looks really, really good from down here. Um…”

For all the jokes cracked in space, water’s a serious problem down here on Earth.

Is anyone recycling urine like they are on the space station? Depends on how you cut it.

NASA’s system is a closed loop: water out, urine in, water out.

Similar technology’s used during some natural disasters, and the country of Singapore gets close.
Singapore recycles sewage water but it’s sent to reservoirs where it’s diluted.

How far does America get with recycled water? Public service announcements hint at who’s furthest
along.

“Southern California is getting drier. Go to bewaterwise.com. Find out how your community is
dealing with mandatory conservation.”

For decades, California utilities have used recycled waste water to spruce up landscaping and golf courses –
but you’re not allowed to drink it.

Orange County goes a tad further. It replenishes an underground aquifer with recycled water. The utility
draws water out of that aquifer.

So, it’s a kind of water recycling – more like Singapore’s diluted variety than NASA’s fully-closed loop.

According to the federal Environmental Protection Agency – no city in America has astronaut-style water
recycling.

But, some water utility managers predict some city will.

“It’s a non-issue. From purely a perception standpoint, Oh my god you’re making
me drink toilet water. You know, get over it, because you’ve been doing it anyhow.”

That’s Frank Jaeger. He runs the water system in Parker, a Denver suburb.

He says most water systems are more like Singapore’s and Orange County’s than you might think.

“I was in New Orleans, and I had the chance to go through their treatment process. And, they
pointed out that ten years in a row they had won the drinking water award for turbidity, taste, odor –
and that water going down the Mississippi had been through 12 stomachs by the time it had gotten to
New Orleans. They mix it with a little more scotch than we do, but they drink it.”

Jaeger says, think of the advantages a full water recycling system would have.

Some cities would save energy since they’d pump water shorter distances. And you’d get a consistent
supply of water, since you can count on people bathing and flushing on a regular basis.

“It is silly, in this day and age, to be worried about these sorts of things – especially
here in the United States, where we have such good wonderful treatment
processes.”

There’s no federal regulation that specifically prohibits full toilet-to-tap water recycling.
So, Jaeger says, someday, some politically brave local government will move forward.

Just not his.
