Many cities in the Great Lakes watershed have aging sewage systems that
can’t cope with heavy rains. That can result in untreated sewage being
dumped into the Great Lakes.


Illinois Congressman Mark Kirk says Milwaukee dumps a billion gallons of
untreated sewage into Lake Michigan every year. But he says cities in Indiana
and Michigan have also dumped sewage into the Lake. Kirk has co-authored a bill
that would give all cities in a Great Lakes watershed twenty years to fix problems.
After that, they’d would face fines of 100 thousand dollars a day per incident.


“The dumping of raw fecal matter into the lake, the alarming rise in beach closings…
20 years from now, that should all be part of our past and not our future.”


In the meantime, the bill would also require cities to let the public know
when they dump sewage into the Great Lakes.

Federal guidelines say officials need to notify the public of sewage
overflows, but the rules are vague… and sometimes not followed.


Kevin Shafer is executive director of the Milwaukee Metropolitan
Sewage District. In a somewhat unusual move, it’s set up an online
map of area waterways that will highlight where, exactly, sewage is
dumped into the water.


Shafer says, in the past, specific information wasn’t so easy to get.


“We would notify the Public Health Department and then they would
notify everyone that there’d been an overflow. We never really
pinpointed the location, unless someone from the media or general public
called.”


Shafer says people should avoid areas where overflows have occurred
because of bacteria and viruses that could be in the water.


Meanwhile, some states in the Great Lakes region are working on
updating notification requirements about sewage overflows.

how sewage treatment plants clean water after heavy storms. The Great
Lakes Radio Consortium’s Shawn Allee reports:


When rainstorms overwhelm sewage treatment plants, cities sometimes
blend raw sewage with clean water that can contaminate local rivers and
lakes with bacteria. To stop this, the EPA’s proposing a compromise
with local governments. Cities may blend waste when there’s no
alternative, but they must improve their waste treatment systems.


Alexandra Dapolito Dunn represents an alliance of city treatment
facilities. She says local governments need this flexibility.


“There are going to be some communities around the country where, due
to the low income and the distressed nature of an urban population, they
may have a difficult time affording the most cutting edge technologies
available.”


It’s not clear how much money cities will save under the proposed
guidelines. Upgrades can cost millions of dollars, and right now,
treatment centers compete for limited federal assistance.

In April 2004, President George Bush created a task force to develop a
comprehensive Great Lakes restoration plan. The group recently
released its recommendations, but members already disagree about the
future of their proposal. The Great Lakes Radio Consortium’s Shawn
Allee reports:


Efforts to improve the Great Lakes face a major hurdle. Local, state and
federal programs overlap and sometimes duplicate one another. That
wastes a lot of time and money. President Bush wanted to change this. So, he
created a task force called the Great Lakes Regional Collaboration. For the
first time, cities, states, federal agencies, and Indian tribes would agree to
specific goals and how to reach them. By most accounts they succeeded.


Here’s Chicago Mayor Richard M. Daley.


“I can’t overstate what a major step forward this is for the Great Lakes.
For the first time, we’re all the same page with a common vision.”


The parties agreed to eight major goals. Among other things, they want
to restore wetlands along Great Lakes shorelines, they want to clean up
heavy metals that pollute lakebeds, and they want to keep sewage away
from public beaches. The cost for all this would stand at billions of
dollars, and that price tag caused a major rift.


Bush administration officials agreed to spend 300 million additional
dollars per year. That’s just a fraction of what states and environmental
groups hoped for.


Derek Stack is with Great Lakes United, an advocacy group. He says
states want to participate, but sometimes they can’t.


“I think a lot of the states simply don’t have the dollars necessary to pull
it off.”


Tribes, cities and states are being careful with their criticism. They want
to keep the door open for the administration to change its mind.


“To be fair to the federal administration, the states are saying we don’t
have federal money, and the feds are pointing out that we don’t exactly
have state money either, but the states have committed themselves to the
plan. So, now that they know what they’ve committed themselves to, the
budget building can begin. It’s hard to build a budget if you don’t have a
plan.”


Some critics are more strident, though. Illinois Congressman Rahm
Emmanuel says the administration needs this clear message. Federal
leadership requires federal money.


“There’s either action or inaction. This is the ninth report in five years,
and I hope it’s the last report. Now, there’s nothing that can’t be cured when
it comes to the Great Lakes that resources can’t take care of.”


Great Lakes advocates and state governments will be watching the next
few months closely.


Cameron Davis directs the Alliance for the Great Lakes. He says he’s
reserving judgment until the President releases a budget proposal.


“That budget will be released the first week of February, and if it has 300
million dollars in new funding, then we’ll know that the administration’s
serious. If it doesn’t we need to ask Congress to step in.”


Some legislators say that deadline might be too soon to judge the
ultimate success of the restoration plan.


Illinois Congressman Mark Kirk says other federal cleanup efforts came
after several reports and years of waiting. Congressman Kirk says the
prospects for the restoration plan are good. The Great Lakes region has
the strength of eight states standing behind it.


“When you look at the success of the Chesapeake Bay, and then the success
of protecting the Everglades, you see, once you come together with a
common vision, what a unified part of state delegation or in the case of
Florida, what an entire state delegation can do.”


On the other hand, it might be hard to keep eight state governments
focused on a common purpose.


There’s another wrinkle in the restoration plan as well. Canada lies on the other
side of the Great Lakes, and any comprehensive plan will require its
cooperation as well.

Ten Threats: Bacteria Hits the Beaches

If you swim or play on the beaches around the Great Lakes, you’ve
probably heard about ‘beach closings.’ At best, the situation is an inconvenience.
At worst, it’s a serious health risk for some people. That’s because the
beaches are closed due to dangerous levels of bacteria in the water.
Beach closures are not all that new, but Shawn Allee reports… the
science behind them could change dramatically in the next few years:

We’re continuing our series, Ten Threats to the Great Lakes. Our field guide through the series is Lester Graham. He says anyone who visits Great Lakes beach is familiar with one of the Ten Threats.


If you swim or play on the beaches around the Great Lakes, you’ve
probably heard about ‘beach closings.’ At best, the situation is an inconvenience.
At worst, it’s a serious health risk for some people. That’s because the
beaches are closed due to dangerous levels of bacteria in the water.
Beach closures are not all that new, but Shawn Allee reports… the
science behind them could change dramatically in the next few years:

During the summer, dogs and their owners usually play together in the
water along this Lake Michigan beach, but today, several dog owners
scowl from the sand while their dogs splash around.


“It’s e coli day … it’s a hardship.”


This beachgoer’s upset, and like she said, e coli’s to blame.


Park officials tested the water the previous day and found high levels of
the bacterium. Missing a little fun on the beach doesn’t sound like a big
deal, but there’s more at stake than recreation.


Cameron Davis is with the Alliance for the Great Lakes, a regional
advocacy group.


“Beaches are most peoples biggest, tightest connection to the Great
Lakes, so when beaches close, they really impact our quality of life in the
region.”


And ultimately, health is at stake too. For a long time, scientists tested
beach water for e coli because it’s associated with human feces. That is,
if e coli’s in the water, there’s a good chance sewage is there too, and
sewage can carry dangerous organisms – stuff that can cause hepatitis,
gastric diseases, and rashes.


Sewage can get into the Great Lakes after heavy rains. That’s because
some sewers and drains can’t keep up with the flow, and waste heads to
the lakes.


For a long time, scientists thought human feces was the only source of e
coli in Great Lakes water, but a puzzling phenomenon has them looking
for other causes, too. Experts say cities have been dumping less sewage
into the Great Lakes in recent years, but we’re seeing more e coli and
more beach closings.


Paul Bertram is a scientist with the U.S. Environmental Protection
Agency. He says, we’re closing more beaches because we’re testing
them more often.


“But I don’t think it’s because the Great Lakes are getting more polluted,
and more filled with pathogens, I think we’re just looking for it more.”


If we’re finding more e coli because we’re testing more often, we still
have a problem. We still need to know where the e coli’s coming from.
Bertram says there might be another culprit besides sewage.


“There is some evidence that it may in fact be coming from birds, flocks
of seagulls, things like that.”


But some researchers doubt sewage and bird droppings can account for
high e coli levels.

A few researchers are sorting vials of water in a lab at the Lake Michigan
Ecological Research Station in Indiana.


Richard Whitman leads this research team. He says, in the past,
scientists could predict beach closings by looking out for certain events.
For example, they would take note of sewer overflows after heavy rains.
Whitman says researchers can’t rely on those triggers anymore.


“A large number, maybe even a majority of closures remain unexplained.
Today, we have closures and there’s no rainfall, may not even be
gulls, and we don’t know why the bacteria levels are high.”


Whitman has a hunch that e coli can grow in the wild, and doesn’t
always need human feces to thrive.


“This is my theory. E coli was here before we were. It has an ecology of
its own that we need understand and recognize.”


The idea’s pretty controversial. It runs against the prevailing theory that
e coli only grows in waste from warm-blooded animals, such as human
beings and gulls, but the idea’s also a kind of political bombshell.


If he’s right, it would mean our tests for e coli aren’t very accurate – they
don’t tell us whether there’s sewage around. After all, if e coli is nearly
everywhere, how can we assume it’s a sign of sewage?


“As a pollution indicator, you don’t want it to multiply. If it’s got an
ecology of its own, multiplying on its own, doing its own thing, then it’s
not a very good indicator.”


Whitman wants us to try other kinds of tests to find sewage. One idea is
to look for caffeine in the water. Caffeine’s definitely in sewage but it’s
not found naturally in the Great Lakes, but until we change our water
tests, Whitman will continue his work. He says we still need to know
how much e coli’s in nature and how much is there because of us.


Environmentalists want the government to keep a close watch on the new
science. They say we can’t let questions about the relationship between
e coli and sewage stop our effort to keep sewage and other waste out of
the Great Lakes.

Point source pollution means just that. It’s pollution that comes from a
single point; usually out the end of a pipe. It’s easy to identify. Since

We’re on the banks of the Maumee River near Toledo, Ohio. Sandy Binh
brought us here to describe what she saw in the river several years ago when
she was out boating with some friends.


“When there was a heavy rain maybe five years or so ago this is where we saw
a sea of raw sewage in this whole area. It was like, I mean it was like chunks
everywhere. It was just disgusting.”


Binh reported it and found that the city couldn’t do anything about it. That’s
because Toledo’s sewage treatment plant is at the end of what’s called a combined
sewer system. These systems carry both storm water from city streets, and raw
sewage from homes and businesses. If too much water comes into the plant, a
switch is flipped, and the sewage goes straight into the river.

Steve Hallett manages engineering at the wastewater treatment plant for the
city of Toledo. He says a rainstorm can bring twice as much water as the
plant can handle.


“And when hydraulically you can only take about 200 million of it – where’s
the other 200 hundred million go?”


“Where does it go?”


“Uh, it’s by-passed. Limited treatment possibly and then it would be
by-passed to the Maumee River”


Toledo is not alone. More than seven hundred cities across the country have
combined sewer systems that often overflow, cities such as Milwaukee,
Detroit, Buffalo, Chicago, and Cleveland. Every year billions of gallons of
raw sewage are dumped into the Lakes from cities with these old combined systems.


The sewage can cause problems for the environment, but the biggest concern
is that people might get sick. Some of the bugs found in sewage can cause
liver problems, heart disease, and can even cause death.


Dr. Joan Rose is a microbiologist with Michigan State University. She’s
been studying sewage in water for more than 20 years. She says sewage
contains viruses and other nasty microorganisms that can hang around in the
environment.


“Up here in the Great Lakes region with the cool temperatures we have –
these organisms can survive for months, and also these organisms
accumulate.”


Rose says what’s unique about the microorganisms in sewage is that it only
takes a few of them to cause diseases in humans, and once contracted they
can be contagious.


The Ohio EPA sued the city of Toledo. It wanted the city to clean up its
act. After a long battle, the city and the state reached a settlement, and
officials agreed to spend more than 450 million dollars to try to do
something about the problem.

Back at the wastewater treatment plant we’re standing on the edge of a deep
pit. Down at the bottom sparks are flying as welders climb over towers of
green rebar. They’re building a new system that’s designed to treat water
quickly when there’s a heavy rainstorm. The water won’t be fully treated,
but the solids will be settled out and the water will be chlorinated before it’s
released into the river. It’s a compromise the city and the state EPA agreed
upon.


Steve Hallett says to fully treat every drop of water that comes to the
treatment plant in a big storm would require a project four times this size.


“You’d need massive amounts of storage to hold every drop here. You know, that’s
extremely costly and I think, uh, is deemed not feasible.”


Toledo’s project will mostly be paid for by a steady hike in water and sewer
rates over the next fifteen years. The increase was approved by voters
three years agom, and officials plan to go after federal grants and loans
to help defray the costs, but federal dollars are getting scarce. Big cuts
have been made to the federal low interest loan program many cities use to
finance these projects.


The demand for financing is likely to increase. The cost of upgrading the
nation’s combined sewer systems will cost hundreds of billions of dollars.
The question is, who will pay to stop one of the biggest sources of water
pollution left in the country?

In our series, Ten Threats to the Great Lakes, we’ve been looking
at environmental problems affecting the health of the lakes. The Great
Lakes Radio Consortium’s Lester Graham is guiding us through the
issues one-by-one:


The experts who identified the Ten Threats to the Great Lakes for us
say nonpoint source pollution is one of the worst threats. That’s
pollution that doesn’t come out of a pipe but instead is washed from

of fertilizer on their lawns every year. But the same compounds that make for a lush,
green lawn can make a stinky, slimy mess when they get washed into lakes and rivers.
Sarah Hulett looks at efforts to limit the amount of lawn chemicals that make their way
into the waterways:


When newspaper headlines decried the death of Lake Erie in the 1970’s, Americans got
familiar with a new enemy of the environment. Scientists named phosphorus the major
culprit in the lake’s decline. And the reaction went a long way toward cleaning up the
lake: billions of dollars went into upgrades for wastewater treatment plants to reduce
phosphorus from sewage. And phosphate detergents have been mostly phased out of use.


But now that regulators have gotten a handle on the phosphorus coming from the most
obvious sources, they’re left with a much more difficult task: reducing phosphorus from
countless smaller sources that together add up to a lot of pollution.


One of those sources is lawn fertilizer. And Glenn Short says it’s easy to see what
happens when that fertilizer gets washed into the lake where he lives.

“You have this, like, green slime floating all over the top of the lake water. Just pops up
everywhere and it can fill the entire lake surface – especially in the calmer bays. It can be
just miserable for swimming and things like that.”


Short sits on the board of the Lake Sherwood Association, in southeast Michigan. His
neighbors asked him to lobby the township to pass a ban on phosphorus fertilizer to
reduce the algae that takes over the lake in the summers. But he says at first, he was
reluctant to do it.


“I’m like any other homeowner. I don’t want government telling me what to do with my
own property. If I want a really nice lawn, I felt that I should be able to have one.”


But he started doing some research. And he found that enough phosphorus will
eventually kill a lake.


“Over a period of time, you get more and more organic material growing, you kill it off,
you just start filling up your lake. And eventually you have no lake anymore. You just
have a wetland. Well, I like my lake. I mean, I live on a lake. I like to use my lake.”


So Short drafted an ordinance to ban fertilizers containing phosphorus, and his township
board passed it. Several other local governments in the region have also enacted limits or
outright bans. And the state of Minnesota has statewide limits on phosphorus fertilizers.


It’s an approach the landscape industry calls unnecessary.


Gary Eichen is with Mike’s Tree Surgeons in southeast Michigan. It’s a company that’s
signed onto an initiative aimed at environmentally responsible lawn care.

The company uses zero-phosphorus fertilizer on almost all the lawns it treats. Back at the
office, Eichen says the problem isn’t the chemicals – it’s that most homeowners don’t
know how to use them.


“They purchase from a source that is not educated in what the products are. He goes
home and starts going through this giant label on the back, and most of it might as well
be Egyptian hieroglyphics. He has no idea. So he ends up over-applying or incorrectly
applying.”


Eichen says there would be far fewer problems with runoff if homeowners left fertilizing
to the professionals. And he says it’s tough for the experts to stay in business when
there’s a patchwork of local ordinances to regulate chemicals like phosphorus.


But that’s exactly what the Environmental Protection Agency is asking communities to
do. Brad Garmon of the Michigan Environmental Council says that kind of bottom-up
regulation presents some challenges.


“It’s very difficult to see what’s working and what’s not, and to chart success. And I
know that a lot of the state programs are re-evaluating right now to see if the approach
they’ve been using over the last five or ten years has been working.”


It’ll take at least another five to ten years for Glenn Short to see the results of his
community’s phosphorus ban. The lake he lives on is part of a river system that
eventually dumps into Lake Erie. But he says just like that Great Lake, it’ll be worth the
wait and the effort to see his small lake bounce back to health.

A new report says the number of beach closings in the U.S. increased last year compared to 2003. The report says the number of closings in the Great Lakes region jumped more than 60 percent. The Great Lakes Radio Consortium’s Michael Leland has more:

A new report says the number of beach closings in the U.S.

closings in the Great Lakes region jumped more than sixty percent.

The report by the Natural Resources Defense Council says the number of
closing or health advisory days last year was higher than ever in the
group’s fifteen years of record-keeping.


Throughout the region, there were about three thousand closing or health advisory days in 2004. They say that’s due in part to states monitoring more beaches more often, but also due to
increased sewage and stormwater runoff. Mike Shriberg heads the Michigan environmental group PIRGIM.


“Under the Clean Water Act, we should not be discharging raw or
partialy-treated sewage or, in fact, any polluted water into the U.S. What’s
happening now is we’re having a third-world solution to our sewage problems,
by allowing much raw or partially-treated sewage to flow freely into our
waters.”


The NRDC is calling for tougher enforcement of state and federal clean
water standards, and full federal funding of proposals to modernize sewage
systems along the Great Lakes and other waterways.

Environmental regulators in the 8-state Great Lakes region
are getting mixed grades for their systems to notify the general
public about potentially hazardous sewage spills. The Great Lakes
Radio Consortium’s Steve Carmody reports:


The Public Interest Research Group in Michigan reviewed each Great Lakes state’s system for reporting sewage spills, and graded its performance.


Study author Mike Shriberg says better public notification systems are needed, especially now, with many people planning boating holidays over the summer.


“Families heading to the beach this summer, families going out on their boats are actually being left in the dark about a major public health risk.”


Michigan topped the list, praised for its coordinated, quick public notification system, though also criticized for some reporting shortfalls.


At the bottom of the list, Ohio received a “D minus” for having no significant statewide system to report sewage spills.

adopt a controversial policy for sewage treatment plants. The Great
Lakes Radio Consortium’s Mark Brush reports:


The EPA was planning to sanction a practice known as sewage blending.


Sewage blending is used when treatment plants are hit with large volumes of
storm water. Partially treated sewage is blended with fully treated
sewage, and then released into nearby waterways.


Mike Shriberg is with the Public Interest Research Group. He says the
announcement is a positive step for clean water.


“What would’ve happened if this policy had passed is that sewage blending
would’ve become the end game. It would’ve been what wastewater treatment
plants do to treat sewage anytime that it rains. Now that option is gone.
So the plants that are doing it now have just been told that they need to
fully treat sewage in the future.”


The EPA said it dropped its proposal after receiving more than 98,000 public
comments. The announcement came shortly before Congress
was to vote on a bill to stop the sewage blending proposal.
