Great Lakes Restoration Plan Released

In the spring of 2004, President Bush created a task force to develop a comprehensive Great Lakes restoration plan. The group recently released its final recommendations. But members already disagree about the future of their proposal. The Great Lakes Radio Consortium’s Shawn Allee reports:

In April 2004, President George Bush created a task force to develop a
comprehensive Great Lakes restoration plan. The group recently
released its recommendations, but members already disagree about the
future of their proposal. The Great Lakes Radio Consortium’s Shawn
Allee reports:


Efforts to improve the Great Lakes face a major hurdle. Local, state and
federal programs overlap and sometimes duplicate one another. That
wastes a lot of time and money. President Bush wanted to change this. So, he
created a task force called the Great Lakes Regional Collaboration. For the
first time, cities, states, federal agencies, and Indian tribes would agree to
specific goals and how to reach them. By most accounts they succeeded.

“I can’t overstate what a major step forward this is for the Great Lakes.
For the first time, we’re all the same page with a common vision.”


The parties agreed to eight major goals. Among other things, they want
to restore wetlands along Great Lakes shorelines, they want to clean up
heavy metals that pollute lakebeds, and they want to keep sewage away
from public beaches. The cost for all this would stand at billions of
dollars, and that price tag caused a major rift.


Bush administration officials agreed to spend 300 million additional
dollars per year. That’s just a fraction of what states and environmental
groups hoped for.


Derek Stack is with Great Lakes United, an advocacy group. He says
states want to participate, but sometimes they can’t.


“I think a lot of the states simply don’t have the dollars necessary to pull
it off.”


Tribes, cities and states are being careful with their criticism. They want
to keep the door open for the administration to change its mind.


“To be fair to the federal administration, the states are saying we don’t
have federal money, and the feds are pointing out that we don’t exactly
have state money either, but the states have committed themselves to the
plan. So, now that they know what they’ve committed themselves to, the
budget building can begin. It’s hard to build a budget if you don’t have a
plan.”


Some critics are more strident, though. Illinois Congressman Rahm
Emmanuel says the administration needs this clear message. Federal
leadership requires federal money.


“There’s either action or inaction. This is the ninth report in five years,
and I hope it’s the last report. Now, there’s nothing that can’t be cured when
it comes to the Great Lakes that resources can’t take care of.”


Great Lakes advocates and state governments will be watching the next
few months closely.


Cameron Davis directs the Alliance for the Great Lakes. He says he’s
reserving judgment until the President releases a budget proposal.


“That budget will be released the first week of February, and if it has 300
million dollars in new funding, then we’ll know that the administration’s
serious. If it doesn’t we need to ask Congress to step in.”


Some legislators say that deadline might be too soon to judge the
ultimate success of the restoration plan.


Illinois Congressman Mark Kirk says other federal cleanup efforts came
after several reports and years of waiting. Congressman Kirk says the
prospects for the restoration plan are good. The Great Lakes region has
the strength of eight states standing behind it.


“When you look at the success of the Chesapeake Bay, and then the success
of protecting the Everglades, you see, once you come together with a
common vision, what a unified part of state delegation or in the case of
Florida, what an entire state delegation can do.”


On the other hand, it might be hard to keep eight state governments
focused on a common purpose.


There’s another wrinkle in the restoration plan as well. Canada lies on the other
side of the Great Lakes, and any comprehensive plan will require its
cooperation as well.

efforts to clean up parts of the Great Lakes. The money would go toward
cleaning up four severely polluted sites. There are 26 such polluted sites
located entirely within U.S. borders. The Great Lakes Radio Consortium’s

The 45 million dollars the Bush Administration is asking for in its 2005
budget proposal…more than quadruples the amount provided this year to
clean up contaminated sediments under the Great Lakes Legacy Act.


EPA Administrator Mike Leavitt traveled to Detroit to make the
announcement. He says the purpose of the increased funding is pretty
clear.


“Improving the quality of the water… and making certain the metals,
phosphates and any other pollutant that’s there now… can be taken out
before it becomes a bigger problem.”


The additional monies would be used to clean up four so-called “areas of
concern”… where pollution from PCBs and heavy metals are known to exist.


Some environmental groups… applaud the Bush Administration’s move… but say
more resources are still needed to address other issues… like invasive
species and vanishing wildlife habitats.


The Great Lakes Legacy Act was signed into law in 2002… but the program has
not previously been fully funded by Congress.

Trashing Cell Phones After New Fcc Rules

Commission rules go into effect. Millions of cell phone users can keep
their phone numbers if they switch companies. That means millions of old
cell phones could be left behind. The Great Lakes Radio Consortium’s
Rebecca Williams has more:


Researchers who study cell phone use expect the rules to encourage people to
get new phones. When they do, most of those old phones will
end up in landfills and incinerators. It’s a problem because cell phones
contain toxins and heavy metals that can be released into the environment.


The wireless industry and others have started cell phone collection programs
in response. Eric Most is with Inform, Incorporated, an independent research group.
He studied the collection programs.


“These programs are definitely one potential solution to addressing wireless
waste, but one of the issues is that the small fraction of discarded phones
that these programs are recovering are merely being shifted from the U.S. to
countries that are even less equipped to handle them responsibly in end of
life.”


Most says ideally, the industry should be responsible for the entire life
cycle of the phones. But he says right now, it’s still better to donate old
phones to a collection program than toss them in the trash.

Using Sewage Sludge on Crops

Some still do. About three million dry tons of treated sewage – called sludge – fertilize sod, pasture land and even food crops every year in the United States. Some still do. About three million dry tons of treated sewage – called sludge – fertilize sod,
pasture land and even food crops every year in the United States. The Great Lakes Radio
Consortium’s Amy Tardif looks at what the practice may be doing to the environment:


The U.S. Environmental Protection Agency says using treated human waste as fertilizer is the
most environmentally sound way to get rid of it. It used to get dumped in the oceans. The
pollution caused dead zones.


Now, using it on land is becoming controversial. As people move closer to rural areas, they
discover what’s happening. It smells. It might also cause damage. Tommy Drymon insists the
creek near his Florida home has changed because farmers near his house use sludge as fertilizer.


“This was the most beautiful place I’ve ever settled down to. And the creek just looks awful now.
It used to be clear and now it’s just black and mucky all the time.”


Drymon says not only has the color changed – there’s more icky residue on the shore. He rarely
sees otters, deer and other wildlife any more. He definitely stopped swimming in it. Drymon and
his neighbors think the human fertilizer nearby farmers use – known as sewage sludge – is to
blame.


Sludge is made at sewage treatment plants. The water people flush down their toilets gets pretty
clean with today’s methods. That means more of what’s leftover stays pretty dirty. It resembles a
thin pudding or a powder depending on how it’s treated. It can contain viruses, bacteria,
chemicals and cancer-causing heavy metals.


“Now this sewage sludge includes not just human waste, it includes Pine Sol if you clean your
toilet bowl with Pine Sol, or if you do oil painting and you flush the paints down the drain or if
you work in a chemistry lab….”


Eric Giroux is an attorney for Earthjustice. He’s handling a lawsuit for Tommy Drymon and his
neighbors. It claims sewage sludge dumped on farms there is wafting through the air making
them sick and running off into the creek.


There are federal, state and county rules meant to prevent runoff. There are buffer zones from
water bodies and rules to protect groundwater. But sludge is not always applied according to the
rules. And there are things missing from the rules – according to The Cornell Waste
Management Institute. They don’t deal with poisons such as flame retardants, the drugs we take
and toxic chemicals that harm fish and wildlife and inhibit plant growth.


But those who use sludge as fertilizer like it.


“It’s a product that has to have something done with it. And if it’s done properly there are no
problems.”


Dennis Carlton has used the free product on his cow pastures for ten years. He says the calves
raised on those pastures end up weighing more than others. Sludge saves him sixty to 160 dollars
an acre on expensive chemicals.


“It’s cost effective and it does a better job than the commercial fertilizer because it last longer
because of the slow release qualities.”


Sludge contains lots of nitrogen – which is food for plants. It’s organic. Plants absorb it very
slowly. And that’s good.


Since 1997, University of Florida Soil scientist Martin Adjei has compared typical commercial
fertilizer – ammonium nitrate – with sludge. He says his studies show the good stuff in sludge gets
into the plants very nicely, and he says plants don’t seem to absorb the heavy metals.


“We measured lead, barium, cadmium, nickel in the plant. They were all point zero, zero two or
something parts per million in the plant.”


That’s lower than the EPA says it has to be. Adjei says only trace amounts of metals sunk into the
groundwater. He doesn’t know yet whether the metals drift into the soil. But he found too much
of the nutrient phosphorous builds up in the soil when fertilized with sludge year after year. He
admits there are many more tests to be done.


This year the EPA responded to complaints about sludge. It plans to test it for 50 chemicals – far
more than ever before. Geff Grubbs is the EPA’s Director of Science and Technology.


“We’re focusing on a couple of things, one is beginning to ramp up some of the research
investments to strengthen our understanding of some of the processes and nature of the
contaminants that could be present in sludge and what risk they might or might not pose. And we
do have a number of things that are in the works both near and longer term that might lead to
changes in the underlying regulations about what can be in biosolids before they are applied to
land.”


And, the EPA and a few industry groups have created a best practices program for willing
utilities. They pledge to control the odor and dust as well as manage the nutrients in their sludge.
The utilities are then audited by impartial, independent, third parties. There are only 48
municipalities participating nationwide.

environmental reasons. But researchers say water managers should be
sure to take a close look when considering dam removal as an option
because, in some cases, it might be bad for the environment. The Great

This year, 45 dams are slated for removal across the country. Half of
those dams are in this region.


Emily Stanley is a river ecologist at the University of Wisconsin.
She’s been studying rivers after a dam has been removed and recently
published her findings in the journal “BioScience.” She
says in farm country, dams can help trap fertilizers that have been
over-applied on nearby fields.


“Small reservoirs can act like wetlands, and can be effective filters
for removing the nitrogen that has come in off of farm fields through
groundwater into the system, and can be actually some valuable points
of improving water quality.”


Stanley says, in many cases, sediments have been collecting behind the
dams for decades. When the dam is removed, the sediments are suddenly
released downstream and can lead to harmful algae blooms. In some
cases, the sediments can contain more dangerous substances, such heavy
metals and PCB’s. Stanley says communities should be sure to weigh the
environmental consequences before removing a dam.

Most states and cities use rock salt and Calcium Chloride to keep streets from becoming
slippery and dangerous, but several companies are marketing additives to salt that they
say are just as effective, but do not include many of the pollutants that come from salt.
Graig Phelps is with Natural Solutions, a company that makes one of the additives:


“There’s a definite move to limit the nutrients that are applied through snow and
ice control. Phosphorus, copper, zinc, irons, and your heavy metals, which also have a
tendency to accumulate.”


Phelps says in addition to reducing pollutants, the additives also cut down on wear and
tear of streets and trucks because the bio-based products are non-corrosive. While the
use of the corn-based de-icers is on the rise, many cities say they have to wait until the
price comes down before converting to the new products. For the Great Lakes Radio

With winter officially arriving, many towns and cities in the Great Lakes Region are preparing to fight the snow and ice that can make roads slippery and dangerous. That traditionally means spreading salt. But salt is damaging to the environment. So there is a growing movement toward using less corrosive and polluting means to make streets safe. The Great Lakes Radio Consortium’s Jonathan Ahl reports:


Rock salt and calcium chloride have been the workhorses of snow removal for many years. Together, they help lower the freezing temperature of snow and slush, making it easier for the snow to be plowed away or worn down by cars before it turns into ice. But along with the good has come a great deal of bad. Besides keeping our streets clear, both chemicals can also pollute nearby waterways. They release chlorides and heavy metals into the environment and their corrosiveness can damage roadways, causing cracking and even potholes. So governments have been trying to find alternatives that can help remove the snow, and do less damage. Among those alternatives are snow and ice melters made of corn by-products. Ari Adler is a spokesperson for the Michigan Department of Transportation. He says the department is in the second year of testing those alternatives:


“In Michigan, what we’re doing is we’re actually applying this material by itself, preferably before a snowstorm hits. So it sort of puts like a Teflon coating on and what it does is not allow the snow and ice to bond with the pavement. So its certainly easier to clear away just from people driving over it or if we send a plow, it’s going to clear up quicker than if we had to send a team of plows out after we get snow pack out there.”


Adler says the tests so far have been very encouraging, and his agency plans to increase the use of such products in the future. Manufacturers of corn and soybean based de-icers say there is a growing trend to look to these more natural products. Craig Phelps is with Natural Solutions, a company that makes a product called Ice Ban. It’s made from parts of a cornstalk that are not used for food. The result is a liquid that melts ice and snow even at very low temperatures. Phelps says the product can be used alone, or in combination with salt. He says when used in combination, the product reduces the amount of salt required to keep roads clear:


“The way to decrease the effective use of chlorides is to somehow increase their performance or increase their range of activity. Using a liquid in combination with a granular, dry salt can help. Most highway departments have found they use less salt, so that does decrease the amount of accumulated chlorides in the environment.”


Phelps says the biggest obstacle in getting cities and states to use corn based de icers is the added cost. But he says in addition to the environmental benefits, corn based de-icers will reduce wear and tear on streets, bridges, and cars because it does not have the corrosive effect of salt. Phelps says if those costs are taken into consideration, the corn based products are actually cheaper than salt. But not everyone believes that is true. Dave McKinney is the Operations Director for the City of Peoria, Illinois’ Public Works Department. He says using salt is not a major cause for street repairs in midwestern cities:


“The problem we are having with streets isn’t so much the salt as it is the wear and tear of the freeze-thaw. So yes, there are these benefits, but I don’t think it can offset the cost. Certainly not in my budget.”


McKinney says he has tested the corn-based products, and is satisfied that they work well. But he says Peoria will only use them if the price comes down. And there may be evidence that will happen. The market for corn and soybean based de-icing products has increased by a thousand percent over the past seven years, largely because producers are finding cheaper ways to make the products. And as demand continues to increase, manufacturers say the price will keep dropping. For the Great Lakes Radio Consortium, I’m Jonathan Ahl.

Obsolete Computers Piling Up

The growth of computer technology makes our lives easier in
many ways. But there’s one big drawback: as the technology improves,
you have to update your system frequently. Now some environmentalists
are becoming concerned about the pollution caused by discarded
computers. The Great Lakes Radio Consortium’s Wendy Nelson reports:

groups don’t want the money dribbled out in small doses. They argue the best thing to do would be

to spend all the cash on comprehensive clean-up projects at just a few sites. The idea is

controversial, as the Great Lakes Radio Consortium’ s Chuck Quirmbach reports:


The most polluted parts of the Great Lakes are known as Areas
of Concern. There are over 40 of these hot spots in harbors and
bays, or in rivers that dump into the lakes. At many sites, the
pollution has led health agencies to tell people to be careful
about eating certain types of fish.
But that hasn’t stopped some anglers from doing their thing.


“That was the best cast I’ve
seen today.”


Marl and his buddy Paul are standing underneath an elevated
freeway in Milwaukee. They’re casting their fishing lines into
Lake Michigan for brown trout, perch or whatever wants to bite.


Through Milwaukee’s estuary, that’s the harbor and nearby rivers, is a toxic hot spot, Marl says he

pays little attention to fish consumption warnings.


“Whatever I catch I eat, I eat it on whatever basis I feel like eating it. If I want to eat fish

every night for a week, I eat it… doesn’t seem to affect me in any way.”


But nearby in the Milwaukee harbor, researchers point to pollution that seems to make the casual

approach to fish consumption here quite risky.

This tugboat is pushing a barge that’s about to take a load of coal from a huge coal pile at the

water’s edge. The pile is uncovered and during heavy rains or snowmelt, there’s runoff from the

coal into the harbor. Great Lakes researcher Jeffrey Foran says that’s hardly the only pollutant in

the area.


“It’s a virtual alphabet soup of pollution and we can name a few. PCBs, PAHs, contaminants from

sewage runoff historically, metals, cadmium chromium.”


Foran heads the Great Lakes Water Institute at the University of Wisconsin – Milwaukee. He says

there’s actually been some improvement in the surface water quality over the last couple decades.

But Foran warns the sediment in the Milwaukee harbor by and large remains toxic muck, and those

toxins make their way into the food chain. Foran says Milwaukee’s problems aren’t unique.


“If you took the problems and simply dropped the name Milwaukee harbor, you could insert those

problems into probably the majority of areas of concern throughout the Great Lakes basin.”


Hundreds of millions of dollars have been spent on cleanup work at the various sites, but only one

project – at Waukegan, Illinois – is largely done. So environmental groups hope Congress during its

EPA budget deliberations this spring will approve the extra 50 million dollars in cleanup funds

President Clinton proposed. But Great Lakes United executive director Margaret Wooster says the

money should be targeted to just a few hot spots.


“And do the complete cleanup right. From soup to nuts kind of thing. That is the initial making

sure if there’s a polluter, polluter pays their fair share as has happened in many cases, to good

dredging techniques.”


Wooster also says there needs to be good places to dump the dredged material. Then should come

monitoring to make sure the water body doesn’t become fouled again, if there are more
success stories around the Great Lakes, environmentalists believe
lawmakers will then allocate additional money to finish work on
the other sites. But the Great Lakes community isn’t completely
sold on the targeting of funds. William Smith is a citizen
advisor to the Clinton river area of concern north of Detroit.
He wonders how fast news of complete clean-ups would spread.


“And when these one demonstration projects are done,
they’re distant. You hear about them the transfer of information
is long is coming. And sure it’s nice for some harbor to go after
this. But if you’re looking across the board on the Great Lakes
it would be much better used to go after problems in individual
Areas of Concern instead of 2 to 3 separate sites.”


Smith says
funneling just a million or two dollars to some of Michigan’s
smaller hot spots would move clean-up of those sites forward in a
big way. That’s because state officials would probably match the
federal funds. But whether the federal money is targeted to a
couple sites or divided evenly in all the areas, Smith does agree
with the large environmental groups on one thing. He says the
recreation and drinking water needs of Great Lakes citizens
should prompt Congress to approve the president’s plan.

Two energy companies are proposing a natural gas pipeline under
Lake Michigan. Peoples energy services corporation and coastal
corporation want to lay more than a hundred miles of pipe under the
