Emotions Run High Over Dam Removal Questions

There are close to two hundred hydroelectric dams in Michigan, and almost half of those stopped making power a long time ago. Many of these dams are getting old and they need attention. The communities that own these dams are faced with a decision: pay to fix them, or pay to take them down. As Mark Brush reports it’s a decision that often stirs people’s emotions.

The controversy around Argo Dam in Ann Arbor started when the State’s Dam Safety Program said there were problems were with the embankment next to the dam. The repair costs were estimated to be up to $300,000.

Laura Rubin is standing next to the dam on the Huron River. Rubin is the executive director of the Huron River Watershed Council, and she wants to take this dam out. She says taking the dam out would save the city money in the long run. She says it will also return the river to a more natural state, and would be better for fish and wildlife. Rubin says when she looks at the pond made by the dam, she doesn’t see good things.

“When I look at Argo Pond I see really a stinky, stagnant, non-oxygenated pond. It’s not really functioning. Other people look at it as, you know, this beautiful pond that they go down to. And it’s really, that’s just one of perspective, and sort of your background and your training.”

The people who like the dam accused Rubin and the Watershed Council of overhyping the problems with the dam, and with Argo Pond. The people most outspoken were the members of a local rowing club.

Rubin and others in favor of taking the dam out said the rowers could find better places to row on the Huron River, and the city could pay for the move.

Mike Taft is a coach for the Huron High School rowing team. He and many of the other rowers said the other places just wouldn’t work.

“You know my kids grew up here and this is where we spent our time. So, you can find what you want on various stretches of this river, and this is a one of a kind the way it is.”

Some environmentalists accused the rowers of digging their heels in – of not considering other options. Taft feels that accusation is unfair.

“I think this is not about the rowers. I think it’s about the Watershed Council pursuing their absolute aim here, which is to take out this dam.”

People with the Watershed Council say they do want the dam out, but they say they respect the rowers concerns.

The city of Ann Arbor put together a committee to help them with the decision. They held meetings and heard from some experts. They came to agreement on a lot of other issues about the river, but on the Argo Dam they just couldn’t agree.

Steve Yaffee is an expert on ways to manage environmental conflicts. He’s written extensively about the Spotted Owl case out west and he facilitated some of the Argo Dam meetings. He says in hindsight, he felt like the process could have been better informed. He thought it would have helped to have outside experts weigh in on the questions about science and about the alternatives for rowers.

“Because I think the rowing interests weren’t convinced that there were environmental benefits. And the environmentalists weren’t convinced that there weren’t options for the rowers. And if you’re not convinced of that, why work with that.”

Yaffee says for communities facing these big controversies it’s important for all the parties to first sit down and talk broadly about what they want for their community. He says it’s also important to have some creative thinkers at the table. People who can articulate a vision for the future and can come up with solutions.

For now, the city is planning to keep the dam. If it does, taxpayers will probably have to pay close to half a million dollars in repair and maintenance costs in the next several years, and for many cities with tight budgets money is often what ultimately drives their final decision of whether or not to keep a dam.

There’s been a lot of talk about climate change in Washington D.C. lately. Whether it’s a new law, or tighter regulations, the cost of burning dirty fossil fuels for energy is likely to go up. As Mark Brush reports that has some people taking a second look at old dams:

There are about 80,000 dams around the country. A lot of them were built a long time ago. And, as they get old, communities have to decide whether to spruce them up – or tear them down.

But some experts are saying these smaller, old dams might be worth keeping.

Ron Corso is with the United States Society on Dams.

“There’s enough sites out there to dramatically increase the amount of hydropower that exists today, and the FERC has more applications in front of it than it has in twenty years.”

The FERC is the Federal Energy Regulatory Commission. It’s the government agency that oversees dams.

Corso says communities are weighing the economic costs before repairing or retro-fitting an old dam.

And if the dam is small – say under 20 feet tall – Corso says it often is not worth the cost.

n 2007, biologists declared that quagga mussels had infested infested Lake Mead just outside
Las Vegas.

But years before that, park staff and volunteers like Wen Baldwin told folks how to avoid the
problem.

Baldwin says some people helped – most people told him to just drop it.

“Oh, it won’t happen to us. That’s the American theory – fire, cancer, whatever. Oh, it
won’t happen to me.”

But it did happen, and here’s how it went down.

Baldwin went to this conference out East where biologists explained how quaggas clog pipes at
water treatment centers and power plants.

“There was a presentation about them and I realized, hey, they could get in here and they
could cost me money, you money, everybody money. They could raise havoc as they have in
the Great Lakes.”

Baldwin got worried.

Quagga mussles hitchhike on boats, and Lake Mead is a boating hot spot.

Baldwin warned people – wash down your boat before you put it in the lake!

“I put on a lot of programs trying to get people on board. Just didn’t work that well.”

Now, quagga mussels are making a mess of Lake Mead – and Web Baldwin can show how.

Baldwin tests how well quagga stick to different material.

We’re on this dock one morning, and he pulls a rope out of the water.

The rope’s covered with shells that look like fingernail-sized clams.

Allee: “I reckon you have to be pretty careful with your hands, there.”

Baldwin: “Boy, they’ll cut you to ribbons. I go home looking like my hands went through a
meat grinder.”

At the end of the rope – he’s tied a skillet.

Baldwin: “They’ll stick to teflon.”

Allee: “They’ll stick to teflon. Your eggs won’t stick to teflon all that well, but quagga
mussels will.”

Baldwin: “They will. And anywhere they attach the glue they use will hasten the
deterioration of the surface they attach to.”

A quagga-coated teflon pan is a shocker – but what does a quagga invasion mean?

Well, for one, if you dock your boat at Lake Mead – you’ve gotta scrape it all the time.

Swimmers wear shoes to protect their feet from quagga-coated rocks.

And quagga are getting costly.

Zegers: “We’ve been monitoring water quality in the lake pretty extensively.”

Roefer: “These are the six locations we collect samples at.”

I’m with Ron Zegers and Peggy Roefer. They’re with the Southern Nevada Water System. It
provides water to Las Vegas and other cities.

They walk me through slides divers took near water intake pipes – deep in Lake Mead.

Roefer: “And this is where our intake is, on Saddle Island. This is actually the inside of the
rock structure you can see the quaggas on the inside of that. Quagga mussels were
approximately two inches thick.”

Zegers and Roefer say they’re trying plenty of things to keep quagga out of the water supply.

The first is the old stand-by: chlorine.

But too much chlorine can make people sick.

Zegers: “More of those disenfection byproducts form, which puts us closer to our
regulatory compliance issues, so we also have to be concerned about that also.”

Roefer: “You know we’re watching the alternative control strategies, the bio-bullets and
pseudo-flourence and those kinds of things.”

Allee: “Sounds like an arms race.”

Roefer: “Yeah, who can get there first. The annual for this is one to four million dollars.”

Allee: “One to four million dollars. You know, you could clean a lot of water if you didn’t
have to deal with these critters.”

Zegers: “That’s correct. Now it’s just an anticipated expenditure that certainly wasn’t
budgeted for when they first appeared, and now it’s just gonna be a way of life.”

And it could become a a way of life for more lakes if we don’t stop quaggas from spreading
around.

The usual tour of Hoover Dam starts at the visitor’s center – way at the top.

Robert Walsh works with the federal agency that runs Hoover.

He says, go ahead – look over the edge.

Allee: “OK. That’s creepy. Seriously, that’s creepy.”

Walsh: “It’s spooky. Are you afraid of heights?”

Allee: “No, they don’t bother me at all.”

The dam stretches down 700 feet, and it holds an enormous reservoir – Lake Mead.

This tour is awesome, but Walsh says there’s another tour, too.

It’s, um, NOT so awesome.

It’s all about the trouble the tiny quagga mussel is causing Hoover and other nearby dams.

To get that tour, Walsh takes me to Leonard Willet.

Allee: “Where are we right now?”

Willet: “It’s kind of a work station where all the quagga mussel control activities take place
for Hoover Dam.”

Allee: “It’s quagga mussel central for this area?”

Willet: “Exactly.”

Willet first heard quagga mussels were growing in the nearby Lake Mead reservoir in 2007.

He called an expert for advice.

“First thing out of her mouth was, ‘I’m sorry to hear that.’ I knew it was a lot more serious.
And I asked her what we’re in for.”

Willet learned quickly enough – quagga mussels attach to nearly anything underwater.

He shows me a sandal that was in water – and is smothered in them.

They’re like clams the size of your pinky fingernail.

“We went from zero to THAT in seven months.”

And that’s the problem.

Hoover Dam uses water from Lake Mead to spin generators.

The water moves around in pipes – and quagga mussels can attach to them – just like on that sandal.

Allee: “What does that mean in a real practical sense?”

Willet: “Our intake towers would close off. Once you start closing off, you can’t spin the
generators. That’s just kind of the big view of it.”

Zero power generation.

That’s the worst-case scenario. It hasn’t happened – but it’s a fight to prevent it.

“Now, we’re going to go down to the third floor, which is the generator floor.”

The generators are inside broad metal cylinders.

Big water pipes turn the generators. Smaller ones cool them off.

“Well, we circulate cold water from those pipes. If those start to plug up with mussels, then
you can’t keep a generator cool, if those … it shuts down due to overheating.”

Right now, it takes a lot of scraping to keep everything clear.

All this effort’s adding up – Willet says he’ll spend 2 million dollars soon on new equipment.

Even with that, Willet is still a bit jittery about some pipes outside, at the very bottom of the dam.

“The one that’s probably the scariest of all is, we have a fireline that runs around here.
Mussels love it. Then, your firelines, when they’re needed, are plugged with mussels. So
that’s another area you have to really be careful of, safety-wise.”

This didn’t have to happen.

Quagga mussels invaded eastern rivers and the Great Lakes first.

Experts figure the mussels hitched a ride West on someone’s fishing boat.

Apparently – someone didn’t clean their boat properly – and mussels dropped into Lake Mead.

Allee: “When they built this amazing structure during the Depression, do you think they had
any idea that something like this could ever happen?”

Willet: “I think there was a lot of disagreement among professionals that a little mussel the
size of your finger nail could impact a large hydro facility, but we’re quickly learning a bunch
of them can impact water and power delivery.”

Willet says if boaters aren’t careful – they’ll spread quagga mussels to the Pacific Northwest, where
there’re lots of dams and hydro power plants.

After all, if it can happen at mighty Hoover Dam – it could happen anywhere.

From a one-lane road way above the Yadkin River, the trees are so thick you can just see
the water. It looks so tranquil that the Narrows Dam is a bit of a shock when you turn the
bend.

Rose: “Whoa, this thing’s huge.”
Ellis: “Yeah.” (chuckles)

I’m with Gene Ellis, who’s the head of Alcoa Power Generating.

For nearly 100 years, the aluminum company has owned and operated four dams on one
of North Carolina’s largest rivers. Now Alcoa is trying to renew that hydropower license
for 50 more years. But the Governor of North Carolina wants Alcoa’s dams for herself –
or rather for the people of North Carolina.

The federal law that governs America’s rivers does allow for a takeover, but it’s never
been done. And Alcoa’s Gene Ellis says it’s something he’d expect of a dictator.

“Alcoa’s only experience with the socialization or the nationalization of a plant was
in Venezuela during the leadership of Hugo Chavez.”

Ellis says the takeover attempt violates Alcoa’s property rights. Trouble is that while
Alcoa owns the dams, the people of North Carolina own the river. Alcoa’s basically a
tenant.

And North Carolina Governor Bev Perdue says it’s time to end the lease.

“We need to be sure that the water sources that we are allowing to be controlled – if
you will – by a private industry, produces something for North Carolina.”

Something like jobs, says Perdue, which is why Alcoa built the dams in the first place.
They used to power an aluminum smelter that was the main employer in the region.

In 2002, Alcoa closed the smelter, but still makes millions off the dams. It sells the
hydropower wholesale. Alcoa continues to pay taxes – and still offers free swimming
and fishing on the lakes – but the Governor says that’s not enough to deserve 50 more
years of control on the river.

Officials from at least seven counties agree. As do many residents, like Roger Dick.

“The state needs to be in control. We do not need to be, as citizens, having to go ask
a global company for how we will use our water.”

Ironically, Alcoa’s biggest support comes from towns on the four lakes it manages.
Especially Badin – where you can see the huge, empty smelter from the steps of the
mayor’s office.

Rose: “Did you work there?”

Harrison “Yes. 30 some years. That was our only industry and we’ve lost our heart
when we lost Alcoa.”

And yet, Badin Mayor Jim Harrison says-

“I would rather trust who I know than who I don’t know. Does the state not run our
highways? Do you really think they have done the best with our highways that can
be done? So, I’m mean, if they do the same job with our dams, what’s that gonna
end up being?”

Not even Governor Perdue can answer that yet. Nor is it clear how the transfer would
work or what the state might have to pay for it. Those decisions are up to the Federal
Energy Regulatory Commission, which oversees thousands of hydropower licenses, but
has yet to take one over.

Talking to Mark Robinson – the commission’s director of energy projects – you can
practically hear him scratching his head through the phone line.

“We really can’t figure out what the idea was there. But I’m sure with the help of a
number of very smart lawyers we would all figure it out.”

Since Alcoa expected a decision on its license this summer, lawyers on both sides are
already working overtime.

People across the country are watching closely, because the outcome will set an
important precedent at a time when water is no longer the endless resource many once
thought.

As Sadie Babits reports wildlife managers are trying to get rid of the sea lions to protect the salmon:

The Columbia River in the Pacific Northwest historically has been a super highway for salmon. But dams, development, and pollution have taken their toll on salmon. The fish have declined to the point that several species are endangered. Now the salmon face another threat, sea lions. As Sadie Babits reports wildlife managers are trying to get rid of the sea lions to protect the salmon:

Bobby Begay steers his small boat up the Columbia River. He knows this river, and he
knows the salmon. His ties to the salmon go back generations.

As a member of the Yakima Tribe, he comes out here to tribal fishing sites to catch
salmon. It’s something Indians along the Columbia River have been doing for thousands
of years. He says the salmon are considered sacred food.

“It’s part of our livelihood. It’s part of our health and well being.”

They use the salmon to feed everyone from the tribal elders to the children. Tribal
fishermen tell stories of seeing so many salmon in the Columbia River that you could
walk across their backs. Those days are gone.

A series of dams on the river make it hard for fish to get from the Pacific Ocean to fresh
water and back again. The salmon have fallen victim to over-fishing, agricultural
pollution, and habitat destruction. Pacific salmon are now listed as endangered. And they
face yet another threat on the Columbia River – sea lions.

“Sea lions have probably always been in the Columbia but not to this extent and have
done damage to salmon populations like it has and all of it is due because of a man-made
structure, which is Bonneville Dam.”

Sea lion numbers have exploded along the Pacific Coast. And more than a thousand of
them travel up the Columbia River looking for food. Some of them have figured out that
if they gather at the base of Bonneville Dam, they can easily catch salmon that are trying
to pass by.

Biologists estimate that every year sea lions eat some 13,000 salmon. This year, the
federal government gave state wildlife agencies in Oregon, Washington and Idaho, the go
ahead to kill up to 85 sea lions.

Begay won’t really talk about whether he thinks this is right. He’s torn.

“Well, ah, sea lion is a spiritual animal not only to us but to coastal tribes and we respect
the animal as it is, but also the salmon is a scared food to us as Columbia River Indians.”

So Begay works to protect the salmon without killing the sea lions. He works for the
Columbia River Inter-Tribal Fish Commission.

That’s why he’s out here in this boat. He patrols the river most days using fireworks to
scare sea lions away from the salmon.

Crew: “There he is 1 o’clock, 50 yards.”

Begay’s crew shoots firecrackers over the sea lion.

“And hopefully we’ll get them into the main stem of the river and start hazing them down
stream.”

“The hazing really is not highly effective. The animals are really quick to learn.”

Robin Brown is a marine mammal researcher for the Oregon Department of Fish and
Wildlife.

Brown says they’ve euthanized seven sea lions this year. He says the decision to kill a sea
lion is made after everything else has failed.

“We have to have observed them killing salmon and steelhead, and they have to have
been exposed to all the non-lethal methods of harassment that you’ve observed here
today and shown that that isn’t detouring them from being here and feeding.”

The Humane Society opposes killing the sea lions. It’s asked the courts to put a stop to it.
While this legal battle plays out, Bobby Begay will keep hazing the sea lions until the end
of May.

That’s when the sea lions leave the dam and head back down the Columbia River to the
Pacific Coast to breed.

Bringing a Fish Back From the Brink

Achour explains:

I bet you can’t recognize this sound.

It is the sound of a female shad – it’s a type of fish – having its eggs squeezed out into a metal
bowl.

“In the bowl, it looks like applesauce.”
That’s biologist Catherine Lim. We are on a boat in the middle of the Potomac, 20 miles south of
Washington DC, harvesting and fertilizing shad eggs. Lim picks up a male shad and gives it a
squeeze.

“Yeah, he sprayed out there.”

She mixes the brew around and adds water.

“We’ll bag them up and send them to the fish hatchery.”

This is all part of an effort to restore the population of the American Shad. For millions of years,
the large silver-iridescent fish have swum in from the Atlantic and up the rivers of the East Coast
every spring to spawn. They return to the same place where their lives began, guided by a
unique geological odor that seeps from the earth and mountains that feed each river.

Once upon a time – only a century ago – these fish were so numerous they turned the water silver
and made rivers move.

At least that’s what Jim Cummins says, he’s a biologist.

“On the Susquehanna, there were so many of them they created a wave as they came up the
river, a standing wave.”

On the Potomac they fueled entire industries. According to newspaper reports, Washington DC
exported 4 million barrels of salted shad every year in the 1840’s.

“The wagons would come into Georgetown were so heavy that they crammed up the city – I think
it’s the first report of gridlock in Washington.”

The fish fed more than just commerce – they nourish everything from crabs to dolphins. Bald
Eagles actually evolved to time their egg laying early, so their chicks would hatch just as the Shad
and their relatives appeared in the river. And then came overfishing, dams, and pollution.

“In the 1960’s, there were times when the migratory fish came up to spawn in the area and met
that pollution, and hundreds of thousands of them died and made a stinking mess.”

The clean water act was passed in 1972, but by 1980, the fish were almost wiped out. A
moratorium on fishing at the time was too little too late. Water quality gradually improved as
waste water treatment plants were upgraded and aquatic grasses returned. But still, no Shad.

So Cummins began the Shad restoration project.

They had to use several nets – each hundreds of feet long – just to catch one fish. They got help
from fisheries and even elementary schools. Dams were fixed to let fish go around them. The
Shad population exploded.

At a boat house just outside of DC, anglers Steve Bocat and Louis Covax are enjoying success
that up until recently, few alive have seen here.

“It was great we had incredible fishing. I mean, between the two of us, we had, what, 50-60 fish
up to the boat?”

Another sign of success, a pair of Bald Eagles recently returned to the area following the fish –
the first in decades.

the story of neighbors who are debating what

We’ve built dams for good reasons – they can produce electricity and help
control floods. But a lot of the dams in the US are 50 or even a hundred years
old. In dam years, that’s really old.

“Right now we’re sittin’ on an earthen dam, which is Union Street dam.”

Sandra Sroonian lives in Traverse City, Michigan. It’s a touristy town on a
bright blue bay of Lake Michigan. The Boardman River flows into the Great
Lake and it cuts right through town. There are four old dams on the
Boardman.

The utility company that licensed those dams decided they weren’t profitable
anymore. So they gave up the licenses, and now the city and county are trying
to decide what the heck they’re gonna do with the dams.

Sroonian is an engineer who’s turned into a mediator of sorts. She’s helping
people here sort through all the options. Some of the dams could be made to
generate power again, or some of the dams could be taken out to restore the
river to a more natural state. The water would be faster and colder.

“So depending if you’re a fisherman or fisherperson you may feel it’s a benefit
to remove the dams to improve the fishing along the river.”

She says other people want a whitewater park to kayak on.

But the Boardman is a blue ribbon trout stream, it’s one of the best. Biologists
say it’d be even better without the dams.

And then, there are the people who say they have the most to lose if the dams
are taken out.

Jim and Joane McIntyre live on Boardman Pond.

“When we bought this house 14 years ago it never entered our minds that we
wouldn’t always be on this wonderful little piece of paradise.”

McIntyre says if the dams are taken out, their pond will be drained. They’ve
actually gotten a taste of that already. Because of safety concerns at one of the
dams the water level in the pond was lowered. The McIntyre’s dock is 25 feet
above the water. They can’t even get their boat out on the water.

“We would be having this interview floating around on our electric deck boat
with an adult beverage (laughs). But we’re not able to do that. So from that
standpoint we’ve lost some of the attractiveness of living on water – it’s
beautiful but we want to use it.”

The McIntyres say they want what’s best for the river. But they also want to
keep their waterfront property. And they say it’d make more sense to produce
electricity from the river.

And that’s what this debate is boiling down to: energy versus property rights
versus the environment versus the economy.

Mike Estes is the Mayor of Traverse City. He says boosting the local economy
matters most.

“We’re trying to increase tourism here. Traverse City is already a destination
spot for people to visit – they visit because of our golden sand beaches and the
bay. Adding the river to it is simply going to add to that mix.”

This dam debate has lasted more than three years – there’ve been lots of studies
and dozens of public meetings. Some people here joke they won’t be alive by
the time the whole thing gets resolved.

But a decision on this Michigan river is expected by the end of the year. Most
people think it’ll be a compromise – maybe keep some of the old dams, take
some out.

A lot of towns close to rivers all across the nation will be having these same
debates.

And you can bet that not everyone’s going to be happy.

Using Dams to Make Hydrogen

We’re standing beside an old dam next to a public area still known as Power Station Park.

“Back in the 1800s, where we’re standing now was a sawmill.”

Mayor Jamie Rogers is the mayor of Lake Placid, New York.

Two dams on this river create Mill Pond.

“As you look to your left, that was the old turbine house. It was one of two
turbines in the community that generated power for the village.”

After the massive hydro development in the late 1950s, Lake Placid’s hydro-electric turbines were
removed in favor of cheaper imported power.

Now the village is working on a project to again harness this local energy source. But this time it won’t
be for conventional electricity.

“We’d be generating power to start electrolyzing water to create hydrogen.”

Electricity from the dam would be used to extract hydrogen from the water. The hydrogen would then
be stored in high pressure tanks. The fuel could be used to operate vehicles without emitting any
greenhouse gases.

The researcher behind the Lake Placid proposal is Richard Greeley. He’s a former professor who’s
worked on other cutting edge energy projects.

“You use air from the atmosphere on one side and hydrogen on the other and they combine on the
electrode and it forms water and electricity.”

Greeley’s founded a company called Aqua Green Electric Energy. He hopes to develop local sources
for powering hydrogen fuel cells.

“This turbine set up I have could fit on any dam. Why you can renew it and generate electric power again from any number of dams, big, small,
little – any size. So, I’m thinking this whole feature can be duplicated once we show everyone that this thing works.”

The project is expected to cost $1.5 million dollars. The Village of Lake Placid won’t spend local tax money,
but plans to try to get state and federal dollars to pay for the project.

It’s expected to take at least 18 months to build. If it is built, it’s believed to be the first of its kind in the
country.

This project won’t be a money maker. The amount of hydrogen that could be produced would be at
most, about 25 kilograms a day – the equivelant of about 25 gallons of gasoline.

Eventually, local production facilities could spring up all over the country. Daniel Sperling is director
of the Institute of Transportation Studies at the University of California, Davis. He says as the sun sets
on the era of cheap oil, the nation and the world will have to start making other arrangements.

“It’s becoming increasingly urgent to reduce the amount of oil we use and to reduce the amount of
greenhouse uses. And in both cases hydrogen has great potential. Many people think that in 30 or 40
years it will be the dominant fuel source for vehicles, and for other uses as well.”

A 1998 survey by the U.S. Department of Energy found 212 untapped sites with significant hydro-
electric potential. That’s in the state of New York alone.

Lake Placid Mayor Jamie Rogers says all that unused power could eventually add up, cutting total
greenhouse emissions.

“If you look at small dams like this across the Northeast, across this state and probably across this
country, there’s a lot of potential to generate hydrogen fuel on sites from existing dams that are already in place.”

And he hopes his town is the first to show that it can be done.

Since the wolf returned to Yellowstone, the predator’s had wide-ranging and unexpected effects
on the ecosystem of the park. As Kinna Ohman reports, top predators such as wolves might be
more necessary than previously realized:

more necessary than previously realized:


Yellowstone National Park holds many wonders, but few things capture a visitor’s imagination
like the wolf:


“Whoa, I can see their eyes.”


Marlene Foard lets me peek through her scope and see members of the Slough Creek wolf pack
tearing into a recent kill. As we watch, we hear another group of wolves howling in the distance:


“Did you hear ’em? Yeah, did you hear that? Oh my God…”

Visitors are not the only ones fascinated by the wolves. Lately, scientists have been caught up in
the excitement too. Not just by the wolves, but how the wolves are changing Yellowstone.

It’s a cold yet sunny day in the park. I’ve met up with Doug Smith, the project leader of
the park’s wolf recovery program. But we’re not going to look for wolves today. We’re about to
see how wolves are changing the landscape:

“This is Blacktail Deer Creek that we’re walking up on. And it’s surrounded by willows.
And these willows about ten years ago were not growing as luxuriantly as they are right
now.”


This new willow growth happened after the wolves’ reintroduction to Yellowstone, and many
scientists are making a connection. Willow can be a food for elk especially in the winter, but
since the wolves have returned, elk would rather be on hillsides and open areas where they can
see wolves coming. And once they leave the river valleys behind, plants like the willow are
recovering.


The willow’s recovery is important because it helps other wildlife. Beaver eat willow and use it
for building dams. And ponds created by beavers are great habitat for endangered birds, like the
warbler. Doug Smith says the fact this could be caused by wolves caught everyone by surprise:


“Nobody thought of this. I was around at the beginning. There were many studies done
looking at what the impacts of wolves would be. And I can’t remember reading about this
at all.”


And it goes beyond the willow. Bill Ripple is a professor of Ecology at Oregon State University.
He came to Yellowstone in 1997 to study why aspen trees were declining. Ripple wasn’t thinking
wolves, but one day, when studying tree ring data, he saw the aspens’ problems began just when
the last wolves were killed off in Yellowstone. He was equally surprised:


“I didn’t see anything in the record. It wasn’t on my radar to see how wolves may be
affecting aspen trees. That was not even considered at all. And all of a sudden, it appears
that this one animal can have this profound effect on the entire ecosystem.”


And this got Ripple thinking about the top predators a little differently. He says these effects
might even extend to other animals:


“I think that this effect of predators would probably go well beyond just cougars or wolves.
You know everything from black bears to grizzly bears to lynx to wolverines. They may all
play important roles that we don’t even know about at this point.”


Not everyone thinks predators are needed for ecosystems to thrive. There are hunters who
consider wolves unnecessary and even competition for animals such as deer and elk, but Doug
Smith says it’s important to realize the contribution of wolves goes beyond what hunters can do.
Willow and aspen re-growth depends on wolves changing elk behavior. And this has to happen
year round:


“Human hunters, well known this fact, and I’m a hunter and I know this, prey behavior
changes during the hunting season, and before and after they go back to doing what they
want. Having a carnivore on the landscape changes prey behavior year round. A totally
different presence than human hunting.”


But there’s a caveat. Smith says there has to be a certain number of wolves on the landscape for
these changes to occur. And the number might be more than humans are willing to tolerate:


“You know, just having wolves on the landscape does not do it. And that’s a very, very
important point because some people are using wolves to argue that we’re going to get this
ecosystem restoration, this ecosystem recovery. But they need to be at a certain minimum
density. And that might be in some places at densities that are too high for humans to
socially tolerate.”


So, ultimately, ecological recovery could depend on humans, not the wolves. Human tolerance
needs to be high enough to allow top predators like the wolf to return to ecosystems, otherwise,
full recovery might never happen.
