Emotions Run High Over Dam Removal Questions

There are close to two hundred hydroelectric dams in Michigan, and almost half of those stopped making power a long time ago. Many of these dams are getting old and they need attention. The communities that own these dams are faced with a decision: pay to fix them, or pay to take them down. As Mark Brush reports it’s a decision that often stirs people’s emotions.

The controversy around Argo Dam in Ann Arbor started when the State’s Dam Safety Program said there were problems were with the embankment next to the dam. The repair costs were estimated to be up to $300,000.

Laura Rubin is standing next to the dam on the Huron River. Rubin is the executive director of the Huron River Watershed Council, and she wants to take this dam out. She says taking the dam out would save the city money in the long run. She says it will also return the river to a more natural state, and would be better for fish and wildlife. Rubin says when she looks at the pond made by the dam, she doesn’t see good things.

“When I look at Argo Pond I see really a stinky, stagnant, non-oxygenated pond. It’s not really functioning. Other people look at it as, you know, this beautiful pond that they go down to. And it’s really, that’s just one of perspective, and sort of your background and your training.”

The people who like the dam accused Rubin and the Watershed Council of overhyping the problems with the dam, and with Argo Pond. The people most outspoken were the members of a local rowing club.

Rubin and others in favor of taking the dam out said the rowers could find better places to row on the Huron River, and the city could pay for the move.

Mike Taft is a coach for the Huron High School rowing team. He and many of the other rowers said the other places just wouldn’t work.

“You know my kids grew up here and this is where we spent our time. So, you can find what you want on various stretches of this river, and this is a one of a kind the way it is.”

Some environmentalists accused the rowers of digging their heels in – of not considering other options. Taft feels that accusation is unfair.

“I think this is not about the rowers. I think it’s about the Watershed Council pursuing their absolute aim here, which is to take out this dam.”

People with the Watershed Council say they do want the dam out, but they say they respect the rowers concerns.

The city of Ann Arbor put together a committee to help them with the decision. They held meetings and heard from some experts. They came to agreement on a lot of other issues about the river, but on the Argo Dam they just couldn’t agree.

Steve Yaffee is an expert on ways to manage environmental conflicts. He’s written extensively about the Spotted Owl case out west and he facilitated some of the Argo Dam meetings. He says in hindsight, he felt like the process could have been better informed. He thought it would have helped to have outside experts weigh in on the questions about science and about the alternatives for rowers.

“Because I think the rowing interests weren’t convinced that there were environmental benefits. And the environmentalists weren’t convinced that there weren’t options for the rowers. And if you’re not convinced of that, why work with that.”

Yaffee says for communities facing these big controversies it’s important for all the parties to first sit down and talk broadly about what they want for their community. He says it’s also important to have some creative thinkers at the table. People who can articulate a vision for the future and can come up with solutions.

For now, the city is planning to keep the dam. If it does, taxpayers will probably have to pay close to half a million dollars in repair and maintenance costs in the next several years, and for many cities with tight budgets money is often what ultimately drives their final decision of whether or not to keep a dam.

dams. There are more than 75,000 major
dams in the US. But now, a lot of those dams
are getting old and they’re breaking down.
That means people who live near those dams have
some choices to make. Rebecca Williams has
the story of neighbors who are debating what
to do with their river:

We’ve built dams for good reasons – they can produce electricity and help
control floods. But a lot of the dams in the US are 50 or even a hundred years
old. In dam years, that’s really old.

“Right now we’re sittin’ on an earthen dam, which is Union Street dam.”

Sandra Sroonian lives in Traverse City, Michigan. It’s a touristy town on a
bright blue bay of Lake Michigan. The Boardman River flows into the Great
Lake and it cuts right through town. There are four old dams on the
Boardman.

The utility company that licensed those dams decided they weren’t profitable
anymore. So they gave up the licenses, and now the city and county are trying
to decide what the heck they’re gonna do with the dams.

Sroonian is an engineer who’s turned into a mediator of sorts. She’s helping
people here sort through all the options. Some of the dams could be made to
generate power again, or some of the dams could be taken out to restore the
river to a more natural state. The water would be faster and colder.

“So depending if you’re a fisherman or fisherperson you may feel it’s a benefit
to remove the dams to improve the fishing along the river.”

She says other people want a whitewater park to kayak on.

But the Boardman is a blue ribbon trout stream, it’s one of the best. Biologists
say it’d be even better without the dams.

And then, there are the people who say they have the most to lose if the dams
are taken out.

“When we bought this house 14 years ago it never entered our minds that we
wouldn’t always be on this wonderful little piece of paradise.”

McIntyre says if the dams are taken out, their pond will be drained. They’ve
actually gotten a taste of that already. Because of safety concerns at one of the
dams the water level in the pond was lowered. The McIntyre’s dock is 25 feet
above the water. They can’t even get their boat out on the water.

“We would be having this interview floating around on our electric deck boat
with an adult beverage (laughs). But we’re not able to do that. So from that
standpoint we’ve lost some of the attractiveness of living on water – it’s
beautiful but we want to use it.”

The McIntyres say they want what’s best for the river. But they also want to
keep their waterfront property. And they say it’d make more sense to produce
electricity from the river.

And that’s what this debate is boiling down to: energy versus property rights
versus the environment versus the economy.

Mike Estes is the Mayor of Traverse City. He says boosting the local economy
matters most.

“We’re trying to increase tourism here. Traverse City is already a destination
spot for people to visit – they visit because of our golden sand beaches and the
bay. Adding the river to it is simply going to add to that mix.”

This dam debate has lasted more than three years – there’ve been lots of studies
and dozens of public meetings. Some people here joke they won’t be alive by
the time the whole thing gets resolved.

But a decision on this Michigan river is expected by the end of the year. Most
people think it’ll be a compromise – maybe keep some of the old dams, take
some out.

A lot of towns close to rivers all across the nation will be having these same
debates.

And you can bet that not everyone’s going to be happy.

Using Dams to Make Hydrogen

We’re standing beside an old dam next to a public area still known as Power Station Park.

“Back in the 1800s, where we’re standing now was a sawmill.”

Mayor Jamie Rogers is the mayor of Lake Placid, New York.

“As you look to your left, that was the old turbine house. It was one of two
turbines in the community that generated power for the village.”

After the massive hydro development in the late 1950s, Lake Placid’s hydro-electric turbines were
removed in favor of cheaper imported power.

Now the village is working on a project to again harness this local energy source. But this time it won’t
be for conventional electricity.

“We’d be generating power to start electrolyzing water to create hydrogen.”

Electricity from the dam would be used to extract hydrogen from the water. The hydrogen would then
be stored in high pressure tanks. The fuel could be used to operate vehicles without emitting any
greenhouse gases.

The researcher behind the Lake Placid proposal is Richard Greeley. He’s a former professor who’s
worked on other cutting edge energy projects.

“You use air from the atmosphere on one side and hydrogen on the other and they combine on the
electrode and it forms water and electricity.”

Greeley’s founded a company called Aqua Green Electric Energy. He hopes to develop local sources
for powering hydrogen fuel cells.

“This turbine set up I have could fit on any dam. Why you can renew it and generate electric power again from any number of dams, big, small,
little – any size. So, I’m thinking this whole feature can be duplicated once we show everyone that this thing works.”

The project is expected to cost $1.5 million dollars. The Village of Lake Placid won’t spend local tax money,
but plans to try to get state and federal dollars to pay for the project.

It’s expected to take at least 18 months to build. If it is built, it’s believed to be the first of its kind in the
country.

This project won’t be a money maker. The amount of hydrogen that could be produced would be at
most, about 25 kilograms a day – the equivelant of about 25 gallons of gasoline.

Eventually, local production facilities could spring up all over the country. Daniel Sperling is director
of the Institute of Transportation Studies at the University of California, Davis. He says as the sun sets
on the era of cheap oil, the nation and the world will have to start making other arrangements.

“It’s becoming increasingly urgent to reduce the amount of oil we use and to reduce the amount of
greenhouse uses. And in both cases hydrogen has great potential. Many people think that in 30 or 40
years it will be the dominant fuel source for vehicles, and for other uses as well.”

A 1998 survey by the U.S. Department of Energy found 212 untapped sites with significant hydro-
electric potential. That’s in the state of New York alone.

Lake Placid Mayor Jamie Rogers says all that unused power could eventually add up, cutting total
greenhouse emissions.

“If you look at small dams like this across the Northeast, across this state and probably across this
country, there’s a lot of potential to generate hydrogen fuel on sites from existing dams that are already in place.”

And he hopes his town is the first to show that it can be done.

Species Act for 40 years. And the government banned
toxic compounds such as DDT that caused damage to the
eagles’ eggs. Bob Allen caught up with researchers
who are monitoring the health of the birds. They’re
finding the birds are still being exposed to toxic
chemicals:

eagles’ eggs. Bob Allen caught up with researchers
who are monitoring the health of the birds. They’re
finding the birds are still being exposed to toxic
chemicals:


We’re on a steep, heavily wooded hillside about a mile above a
barrier dam on the Muskegon River in Michigan. The land is part of a private
church camp. So, human intrusion on the site is low. And the
pond behind the dam provides plenty of food for eagles rearing
their young.


Once every five years researchers are permitted to come here and
take young birds from the nest.


“Usually we try to keep people about a quarter mile away from the
nest. And that way we don’t have human disturbance that
would cause them to fail.”


Bill Bowerman is a wildlife toxicologist from Clemson
University. He first became part of this eagle survey as a grad
student at Michigan State more than 20 years ago, about the time
researchers began taking blood and feather samples.


Wildlife veterinarian Jim Sikarskie says eagles sit atop
the aquatic food chain, so any contaminants in the ecosystem
eventually show up in them:


“The contaminants that are in the plasma from the blood and
from the feathers then help us evaluate the quality of the water in
the area around the nest. So we do birds from different watersheds
every 5 years as part of the water quality surveillance plan.”


The nest is a tangled mass of twigs in an aspen tree swaying in a
strong breeze about 60 feet off the ground. As the research team
approaches, the female lifts off and begins to circle and squawk
just above the tree-tops.


They lay out syringes and test tubes on the ground. Walter
Nessen gets ready to climb the tree. He’s worked with
Bowerman monitoring sea eagles in his native South Africa.


Walter buckles into his harness and straps a pair of climbing
spikes to his boots. He has the kind of wiry strength and agility
that makes for a good climber. He prefers not to use gloves to
handle the eaglets because he relies on a sense of feel between
his hands and their legs:


“Immature birds, nestlings, are quite delicate because their
feathers are not hard-pinned. In other words, there’s still
blood circulating inside the feathers as it’s growing. One has
to be careful not to bend them or break them because they
will not develop further. That’s the most important thing.
The other thing is you need to take care the birds have big
claws. It’s one of the first things developing on the birds so
they can attack you and claw you and scratch you and that
kind of thing.”


Walter wraps his climbing rope, really a polyester-covered steel
cable, around the trunk of the tree, locks it into his harness and up
he goes.


First he checks nestlings to be sure they’re old enough and in
good condition before lowering them down in a special padded
“eagle bag.”


With young eagles on the ground, everyone becomes hushed and
businesslike. Bowerman writes down the eaglet’s weight and
other measurements. They’re four to five pounds with some
down-like feathers still clinging to them. Most prominent are
their dark beaks and yellow-orange claws.


Sikarskie carefully drops a cloth hat over an eaglet’s head to keep
the bird calm. Then, he talks a young grad student through
taking her first blood sample from the underside of a delicate
wing.


The two nestlings are examined for parasites. Then, they’re leg
banded, tucked gently back in the bags and hoisted aloft. They’re
out of the nest for maybe fifteen minutes.


Places like this, far upriver from the Great Lakes, were refuges
for eagles back in the DDT era. Eagles survived here because
fish couldn’t pass above barrier dams on the rivers and carry their
toxic burden with them, and Bowerman says the difference is still
noticeable today:


“If you live along the Great Lakes you still have higher levels
of PCBs. You still find DDE, which is the egg shell thinning
compound that caused the eagle’s decline in the first place. If
you’re in an area like this which is upstream of the Great
Lakes, there’s much less level in these inland birds.”


Eagle research in Michigan extends back 47 years.
Bowerman calls it the oldest continuous wildlife survey in the
world. It’s a record that documents the recovery of a species in
trouble, but sometimes the information has a more immediate
impact.


Bowerman says some years ago, tests on baby eagle’s blood
from Michigan showed a spike of an unknown chemical. Lab
tests found it to be from a product called Scotch Guard, a stain
repellent for fabric produced by the 3M Company.


When told about it, 3M hired Bowerman’s professor, John Geise,
to find out how widespread the compound was:


“John’s lab went all across the world collecting tissues of
different wildlife species. And they found it world-wide. And
that’s why 3M took scotch guard off the market.”


Bowerman worries that monitoring efforts will slack off when
bald eagles are off the Endangered Species list, and that new
contaminants will be missed. But he can’t help being inspired
by the birds’ recovery:


“Does it make you any more alive to watch that beautiful
eagle soaring around? And it’s really neat to see how many
there are now. So this is just spectacular.”

Fifty years ago, the American eel accounted for half the biomass in Lake
Ontario. Now it’s almost gone. Scientists don’t exactly know why, but some
researchers say dams are partially to blame.


Kevin McGrath is a scientist with the New York Power Authority. He’s been
looking for ways to help the migrating eels get past a dam in Massena, New York.
The dam is jointly operated by the US and Canada. McGrath helped design a
new eel passage that opened this summer. He says the new passage is working
well:


“The thing that is really amazing us is how quickly they’re going through
the system. They’re moving through the entire system in about an hour and a
half and we’re just incredibly pleased that it’s working as well as it is.”


McGrath says he wouldn’t be surprised if the new passage – and an older
one on the Canadian side – combine to pass 30,000 eels this season.

Battle Over the Right to Grow Rice

between a Native American tribe and communities in the upper Midwest:

The Ojibwe tribe first came to the north woods of Michigan and Wisconsin hundreds of
years ago. They say their migration from the east coast was guided by prophets. Those
prophets told them to keep moving until they came to a place where food grows on the
water. Roger Labine is a spiritual leader with the tribe. He says that food was wild rice:


“This was a gift to us. This is something that is very, very sacred to us. This is very
important, just as our language. This is part of who we are.”


For hundreds of years, wild rice was a staple of the tribe’s diet, but starting in the 1930s,
private construction of hydroelectric dams pushed water levels in rice growing areas up.
High water killed most of the plants and took a toll on wildlife. Bob Evans is a biologist
with the U.S. Forest Service. He says fish, bird and insect populations dropped
dramatically:


“Black tern is a declining, threatened species that is known to use wild rice beds,
Trumpeter swans. They’re a big user of rice beds. Um, just a whole lot of plants and
animals. It’s really a whole ecosystem in itself.”


So in 1995, the tribe, the U.S. Forest Service and several other government agencies
demanded a change. A year later, the federal government ordered dam operators to drop
their maximum water levels by 9 inches. The dam owners appealed that decision, but in
2001 a federal court ruled against them.


That fall, the Ojibwe who live on Lac Vieux
Desert harvested nearly 16 acres of wild rice and this summer, the tribe is tending more than 55 acres.
But the resurgence of rice beds comes at a price. Lower lake levels have left docks in this
boating community high and dry, created muddy shorelines and made long-time residents
and summer boaters angry:


“I used to come here and dock all the time. We picnicked here. I had to walk in 50 feet,
because there wasn’t enough water to float a pontoon, and it’s that way all around the
lake.”


Ken Lacount is president of the Lac Vieux Desert homeowners association. He first
came here in the 1940s and doesn’t see why his cultural traditions should take a backseat
to those of the Ojibwe:


“My grandfather built one of the first resorts. I fished in Rice Bay my entire life. That
was his favorite place to take me.”


Lacount is bitter. He and his neighbors feel powerless to change the situation, since a
federal court has ruled for the Ojibwa. Defenders of that decision say water levels are
especially low because of a prolonged drought in region. When that ends, they predict
lake levels will rise, and homeowners on Lac Vieux Desert will be happier.

Such conflicts are nothing new. Ron Seeley is a reporter for the Wisconsin State Journal. He’s covered Native American issues for more than 20 years. Paddling through the rice beds, he recalls an earlier battle
over fishing rights. In the late 80s, a court ruled the Ojibwe were entitled by treaty to
spear fish each spring. Local fishermen worried the practice would destroy their industry:


“Sometimes thousands of people would show up at the landings on a spring night. Tribal
members from all over the upper Midwest would come to support the spearers and drum
and chant. The anti-Indian forces were arrested for using wrist rockets or real powerful
sling shots to shoot pellets at the tribal members while they were out spearing. It was a
violent time up here.”


As court after court upheld the rights of native spear fishermen, and as commercial
fishermen continue to prosper, hostilities subsided and now, as the Native Americans prepare for
their biggest rice harvest in more than 50 years, the Ojibwe hope that the controversy over water levels
will also die down. Tribal leader Roger Labine says wild rice is a symbol of the Ojibwe’s survival:


“This is an endangered species. It’s something that we’re fighting to save, just like the
eagle, just like the wolf. We were put here to care for Mother Earth and all the gifts that
the creator gave us.”


And having won the first battle to restore rice beds, Labine is hoping to secure even
greater protection for these wetlands by asking the federal government to declare the rice
beds historic.

John Casselman is a researcher with the Ontario Ministry of Natural Resources. He says
American Eels used to be to Lake Ontario and the St. Lawrence River what salmon is to the
Northwest.


“Inshore eels represented half of the total weight of fish inshore, so they were massively abundant
and the Onondaga of the Iroquois Confederacy actually had an eel clan.”


Today there’s only about one eel for every 10 acres in Lake Ontario. The eel spawns in the
Sargasso Sea and migrates into the Great Lakes. While commercial fishing, pollution, and dams
have contributed to the eel’s dramatic decline, Casselman says oceanic climate change may be a
culprit.


“And if we’re not concerned about it, or trying to do something about it, it is at our peril. Maybe
the loss of this eel resource is telling us something that’s a lot bigger and that I think we should be
paying a lot more attention to.”


Concerned scientists and the Great Lakes Fishery Commission have issued emergency
declarations urging the U.S. and Canada to take immediate action.

has been the near disappearance of islands that once provided habitat for fish, plants, and
birds. Some groups are trying to rebuild those islands. But the concept of a manmade
island is not universally accepted. The Great Lakes Radio Consortium’s Jonathan Ahl
reports:


Jim Baldwin is driving his small boat along an island in the Illinois River, the body of
water that connects the Great Lakes to the Mississippi River. He is an environmentalist
that has been watching this portion of the river for years, and likes what he sees. He’s retired now,
and spends most of his time either at his cabin on the riverfront just north of Peoria, Illinois
or working with environmental groups looking to preserve rivers and streams. These
islands are not natural. The Army Corps of Engineers made them ten years ago. Baldwin
says since then, it’s not uncommon for him to take his boat out and see fifty to a hundred
pelicans.


“Everybody tells me that until this island was built, they never even stopped here. Now
some of them stay year round.”


The Corps built the islands by dredging silt and sediment that had been clogging nearby
portions of the river. The theory is the manmade islands would provide a buffer from the
river flow, and create an area of deep water that could provide habitat for sport fish. It
would also provide a feeding area for migrating birds.


John Marlin is a researcher with the Illinois Department of Natural Resources. He says the
program has been a success.


“The islands stop the large waves that come across the lake and there is a calm area behind
the islands the waterfowl seem to appreciate. Also, the birds such as pelicans and alot of the wading birds are using
the islands as resting areas.”


Marlin says the islands are growing thick vegetation, and the soil dredged from the river
has proven to be free of any pollutants that are present in some river sediments.


But not all environmentalists sing the praises of manmade islands. Some believe these
new islands will suffer the same fate of the natural islands that are now gone.


Tom Edwards is the head of River Rescue, an environmental group focusing on rivers. He
says the man made islands are only a temporary fix:


“The islands are an illusion. All of the wonderful that they say are going to result from the islands are not going to result. We have 113 islands in the river right now, and it hasn’t
resulted from a single one of them. So let’s learn from what’s here right now. So they are
going to dig the water deeper around these islands and hope that’s going create deep water.
It will be very temporary. Deep water amounts to a silt trap.”


Edwards says it is just a matter of time until the sediment fills up the deep water areas created by the manmade islands. He says until there are significant changes in land-use policy that keep sediment from entering rivers, manmade islands will only be a quick fix.


But river activist Jim Baldwin says many states and local governments are starting to adopt
land use policies that will keep sediment out of the Midwest Rivers and streams. He also
says using dredged materials to create the islands will help alleviate the problem. He says most importantly, the manmade islands are getting the job done.


“It does two things. Number one is it provides the deep water that we need for fisheries.
The island itself will grow trees and habitats for all kinds of birds. It will do that. That’s what it’s all based on is those two things.”


While the debate over man made islands continues, the Army Corps of Engineers is proposing to build two more islands on the Illinois River in the coming years.

Endangered Mussel Rides to Renewal

Factories stamped out pearl buttons from the shells, sometimes wiping out 50,000 tons of mussels annually in the early part of the last century. In recent years, the biggest threat to local mussel species has come from the zebra mussel. That invasive species came to North America in the ballast water of ships and has since disrupted many local ecosystems. Today, there’s a new effort underway to bring back local species like the Higgin’s Eye Pearly Mussel, and it’s in an unlikely place. The Great Lakes Radio Consortium’s Todd Melby has this report:

Up and down the Mississippi River, people once collected tons of mussels for
the pearl button industry. Factories stamped out pearl buttons from the shells,
sometimes wiping out 50,000 tons of mussels annually in the early part of
the last century. In recent years, the biggest threat to local mussel species
has come from the zebra mussel. That invasive species came to North America in
the ballast water of ships and has since disrupted many local ecosystems. Today,
there’s a new effort underway to bring back local species like the Higgin’s
Eye Pearly Mussel. And it’s in an unlikely place. The Great Lakes Radio Consortium’s
Todd Melby has this report:


Urban areas like Minneapolis-Saint Paul might seem like an unusual
location to boost the population of an endangered species.


But it’s here, below a busy bridge that spans the Mississippi River, that
biologists are searching for a safe place for their project. Divers have
just come up from the bottom of the river with a few mussel specimens.


“Well, we’ve got Big Toe, Maple Leaf, Three Ridge. Good enough I think.”


That’s Mike Davis rattling off the names of mussel species. Davis is
a biologist with the Minnesota Department of Natural Resources. The fact that
some mussels live in this part of the river makes Davis think that this
might be a good spot for the Higgin’s Eye. The Higgin’s Eye, which has an olive-
colored shell, has been languishing on the Endangered Species List since
1976.


Just two decades ago, this part of the river suffered from sewage runoff. The river is cleaner now and some mussels have returned. But not the Higgin’s Eye. And that has Roger Gordon worried. He’s a biologist with the U.S. Fish and Wildlife Service.


“They function as the kidneys of the river, more or less. They siphon everything that
goes through the river. They are a very good indicator species if we have a problem in the environment. They are usually the first species to get hit hard and disappear.”


For the past decade or so, it’s been the zebra mussel that’s been hitting the Higgin’s Eye. But the zebra mussel hasn’t made it to this part of the river. That’s why biologists are on a small flotilla of boats on this morning with 800 large-mouth bass. The bass and the Higgin’s Eye have a strong connection. Attached to the gills of those bass are thousands of Higgin’s Eye larvae.


“Right now, we’re counting fish in the cage. We have a known number of fish, 25 in
this case, that we’re going to place in these cages. And hopefully over the next several weeks, they’ll drop off and we’ll have clams in the river.”


Melby: “You’re putting them in the bucket?”


“Right now we’re putting them in a bucket and placing them in the cage over the
side of the boat.”

The bass are put in cages so they don’t swim somewhere that’s not a good home for the Higgin’s Eye. In the wild, adult females mussels shoot embryos at unsuspecting fish swimming overhead.


“The larvae have a chemo-receptor in them. When they touch flesh, they actually shut. It’s a one-shot deal. If that fish clamps on a fin or an eyeball or a lip, it’s a no-go. He’s not going to develop. But if he’s lucky, and he just happens to be going through a gill arch of a fish and it’s the right fish, the right species of fish and the right size fish, it
will shut on that gill.”


But the Higgin’s Eye population is too low to leave to chance.

So Gordon and his colleagues bumped up the number of mussel larvae
per fish here at a federal fish hatchery in Genoa, Wisconsin. Instead of just a
few larvae per fish, the bass dropped into the Mississippi have several dozen
larvae attached to their gills.


That prep work took place inside the “Clam Shack,” which is really
just a metal pole barn that biologists built themselves.


“We didn’t have any money to do this. We scraped up and saved up at the end
of the year. We had seven or eight-thousand dollars. The hatchery guys just got together and built this little building.”


Since beginning their work two years ago, they’ve added approximately
12,000 mussel-rich fish to rivers in Wisconsin, Illinois, Iowa and Minnesota.


“We’re probably going to have to build another little building
like this. But we’ll scrape along and do what we can.”


Back on the river, Mike Davis of the Minnesota DNR calls the return
of the Higgin’s Eye historic. But with the zebra mussel closing in on native
mussel species like the Higgin’s Eye, he’s also a bit wistful.


“The former dead zone of the Mississippi may become
one of the last refuges for the Mississippi’s mussel species.”


In September, divers return to that same spot to check on the Higgin’s
Eye. They hope to find thousands of young clams nestled safely in their new

Dams Make Major Floods Worse?

The study by two Washington University professors found that wing dams, which jut out into the river, could cause big floods to rise even higher. A recent study concludes that some actions of the Army Corps of Engineers might be causing more, rather than less damage during major floods on rivers in the Midwest. The study by two Washington University professors found that wing dams which jut out into the river could cause big floods to rise even higher. The Great Lakes Radio Consortium’s Lester Graham takes a closer look at this study:

The Mississippi and the Missouri rivers are two of the major arteries for barge transportation in America. Millions of tons of grain, and raw materials are floated up and down the rivers each year. It’s the Army Corps of Engineers’ job to keep the rivers open to barge traffic. The Corps has been doing that job for the past 150 years. But since the 1930’s that effort has taken on immense proportions. Huge dams hold back the river, keeping the water high enough for the barges to travel up and down-stream. Big earthen dikes, called levees, wall in the rivers, keeping them from flooding farms and towns, but also keeping the water from reaching the natural flood plain. Robert Criss and Everett Shock studied flood levels and the effects of the Corps of Engineers projects. Criss says those dams and levees alone might be enough to disrupt the flow of the river and cause flood stages to be higher.

“But the other component is these structures called wing-dams which are jetties of rocks that project out perpendicularly into the channel. For high-flow conditions, these act something like scale in a pipe. They impede the flow, restricting the channel. That slows the velocity of the water down and that also makes the flood stages higher.”

The purpose of wing dams is to force the current to the middle of the river to scour out the navigation channel to keep it open for the barges. Researcher Everett Shock.

“So, they do the job they’re intended to do. It seems that there’s an unintended–perhaps unintended consequence of all these constructions along the river that shows up when we have a big flood and makes it to –on the basis of our study– makes these big floods worse.”

Criss and Shock say their study finds that since these flood control projects have been erected, there have been more big floods, such as the one in 1993 that flooded the Mississippi and some of its tributaries for most of the summer. Robert Criss.

“The fact is, before World War II, a flood stage of 38-feet is very rare and now it happens every five years.”

But not everyone agrees with the methodology used by the researchers. The
Corps of Engineers dismisses the researchers’ study, saying they used flawed data. Corps officials point to a study at the University of Missouri – Rolla. That study compared the 19th century method of measuring a river’s flow by timing how fast floats moved in the current to the methods used today. Dave Busse is a scientist with the Army Corps of Engineers. He says the original stream flow measurements –the ones Criss and Shock used— were inaccurate.

“The flows were over-estimated by 30-percent using this float measurements rather than the measurements than we use today.”

Criss and Shock are skeptical of new numbers that the Corps prefers. Saying it seems awfully convenient for the Corps because changing the numbers makes the historic floods look smaller and therefore makes the 1993 flood look unprecedented. Criss and Shock say based on the original records, there was as much water in past floods as in the 1993 flood but lower water levels. Criss and Shock say the difference between then and now is that the Corps’ big dams, levees, and wing dams constrict the river’s flow and make floods higher.

The Corps, however, has other criticisms of the Criss and Shock study. Dave Busse says the researchers ignored the role of the Corps’ reservoirs in the rivers’ watersheds. Busse says the reservoirs hold back water that would otherwise be part of a flood. And Busse says, another flaw is the researchers conclusions about wing dams. The Corps says the wing dams force water to deepen the channel and increases the flow of the river.

“So, what we have is the same –it’s a re-shaped river, but its carrying capacity is actually higher now. We can actually carry more water at the same stage. The river got deeper, therefore this conclusion that they’ve made is wrong.”

The Corps says there’s more to managing the river than the researchers have considered. Criss and Schock, meanwhile, say their study is not the first to be dismissed by the Corps of Engineers. They say other studies have found similar results, but the Corps dismissed them as well.

Environmentalists have been arguing for decades that levees and dams keep floodwaters from spreading out on their natural flood plains and cause higher flood levels. The Criss and Shock study adds to their arsenal of arguments to change the way the rivers are managed. But most environmentalists concede that we’ve become somewhat dependent on the Corps flood control projects. Chad Smith is with the environmental group,
American Rivers.

“In most ways both of these camps are right. The Corps is right that putting some of the structure in has helped to reduce the kind of annual flood events that always happen on a big river like this, but what they unfortunately have done is to exacerbate what happens when you have bigger floods and the wing dams and the levees and the dams themselves all are part of that.”

The Army Corps of Engineers says it’s reviewing its way of managing rivers in light of the 1993 flood. But they also note that while flood stages might be higher more often than they were in the 19th century, most of the time those floodwaters remain behind the floodwalls and levees, protecting the communities from high water, and the Corps says in the end, that’s the only fact that really matters.
