Atrazine is a herbicide widely used in the Midwest. The chemical makes its
way into waterways and kills plants and animals. It also makes water unsafe to
drink. Scientists at the University of Illinois have found a new way to
remove Atrazine from water supplies. They say a new chemical coating
applied to carbon fibers attracts the herbicide so well that it will make
the water safe to drink. Researcher Jim Economy says the new process is
also much cheaper:


“The original activated carbon fibers that we developed thirty years ago
cost a hundred dollars a pound. These should be, as you scale up, should
be down around several dollars a pound, if not less.”


Economy says the technology still needs to be tested on a large scale, but
he says he expects it to be in wide use in the next two years.

and lakes around the Great Lakes region. It can harm plants and aquatic wildlife in the
waterways. The sediment can also fill the channels and harbors, blocking ship traffic.
But a pilot program in one Great Lakes state is using the sediment in a new way. The
Great Lakes Radio Consortium’s Jonathan Ahl reports:


The Illinois River used to be an average of more than twenty feet deep. These days, the
river averages a depth of about two feet. The river stretches nearly from Chicago across
the state of Illinois and joins the Mississippi near St. Louis. The entire length of the
Illinois River is clogged with sediment that’s eroded mostly from farmland. Besides
blocking navigation, the sediment buries aquatic plants, destroying a food source for fish
and waterfowl.

A giant dredger is taking deep bites into the muck beneath the water’s surface that’s
clogging up the bottom of the river near Peoria. The bright orange clamshell bucket is
filling up barges that will take 100,000 tons of sediment to Chicago. There, it will be
used to cover up the remains of an old steel plant and create 17 acres of parkland.


Bob Foster is a project manager with the Chicago Park District. He says the steel mill
site is useless without the sediment from the Illinois River:


“What’s left there now is several foundations and forty feet of slag. It’s pretty hard to
plant trees in forty feet of slag. This project would not be happening unless we were
receiving this soil, this dredged material, because soil is our number one cost in park
development now.”


State and federal officials say this idea helps both the Illinois River by clearing out
sediment… and the city of Chicago by providing topsoil for a park. The program also has
the support of environmentalists, although they do sound a word of caution.


Marc Miller is an environmentalist who serves on the Illinois River Coordinating
Council, a group of public and private organizations trying to help the river. He supports
the dredging program, but says it would be better if the government, farmers and
developers would do more to stop soil erosion.


“That’s why the Illinois Coordinating Council has many irons in the fire in addressing
these issues. It’s going to take prevention in order to stop the kind of problems that have
been going on for decades.”


This kind of program won’t work everywhere. John Marlin is with the Illinois
Department of Natural Resources. He’s done a lot of studies on the possible uses for
dredged material. But, because some sediment is contaminated with pesticides or old
factory pollution, you have to test the muck and know where it’s going to be used.


“There are definitely places where the soil in the lakes and the Illinois River is too
polluted to use. But there are other places where it is clean, and one of our jobs is going
to be to find out where it is clean and safe to use and make judgments accordingly. There
will be a lot more questions as time goes on.”


But public officials behind this project are concentrating solely on the positives of the
project. Lieutenant Governor Pat Quinn told supporters at a rally on the banks of the
Illinois River that the dredging program will be the beginning of a much larger program
that will benefit several states.


“This is a model, we want to replicate it, we want to do it elsewhere. We are open for
business. If you need topsoil somewhere, we got it. (laughter) And by digging up the
sediment and making the river a little deeper, we can help our fish, our wildlife, our
waterfowl, we can help our boating, our recreation.”


To have any significant impact on the Illinois River, this kind of dredging program will
have to be expanded exponentially. This first project will remove 100,000 tons of
sediment. Each year more than 14 million tons of sediment is washed into the Illinois
River basin.

Fuel Cell Generator Gets Mixed Reviews

A Midwest company is producing a generator it says will revolutionize the way large electric consumers get power. consumers get power. While the company is hailing the generator as the next big thing, it is getting
mixed reviews from industry analysts and environmentalists. The Great Lakes Radio Consortium’s
Jonathan Ahl reports:

Engineer Steve Brown is showing off a generator that can be the primary power source for an entire
hospital, prison, factory complex, or any other multi building facility. It’s a 250-kilowatt fuel cell
generator that’s as big as a one-car garage. It’s currently running at Caterpillar’s Research Center
just outside of Peoria, Illinois. The generator works by extracting the hydrogen from natural gas
and converting it into electricity. Brown says the only emissions from the unit are heat, water, and
carbon dioxide. He says the unit can also use that heat for other purposes, making a generator that
is up to ninety percent efficient:


“That means ninety percent of the heat, the potential heat in the natural gas has been converted into
useful energy and only ten percent is exhausted to the atmosphere. That’s sexy. It is, compared to
the typical internal combustion engine is in the high teens. And all the rest goes to waste and just
heats up the atmosphere.”


Brown says this unit can eliminate large electric consumers’ need to be hooked up to the power
grid. Peoria, Illinois based Caterpillar and Danbury, Connecticut based Fuel Cell Energy
Incorporated are manufacturing the generators. They say there is a growing market for reliable
power. They also say the generators are better for the environment than coal or oil fired power
plants. John Leitman is the president of Fuel Cell Energy:


“The fuel cell here generates electricity just like a large battery, except with a fuel cell, you can keep
feeding it fuel and air and it will keep generating electricity, very cleanly.”


Leitman says the generator will also be easily convertible to a pure hydrogen power generation unit
if that technology becomes available. But some environmentalists are not as excited about the
generators potential. Chris Johnson is a spokesman for the Illinois Public Interest Research Group,
a public policy advocacy group that focuses on the environment. He says fuel cell power
generators are a step in the right direction. But he says since this generator uses natural gas instead
of pure hydrogen to create electricity, it’s not a long-term answer to the nation’s energy problems:


“In other words, we’re sort of losing energy. It’s becoming less efficient, and in that sense we are
also having more CO-2 emissions in the long run. Also with natural gas emitting heat and CO-2,
Carbon dioxide is a huge cause of global warming.”


Johnson does concede that fuel cells are better for the environment than coal- and oil-based power
plants. But he also says fuel cells will not reach their full potential until they run off more basic
forms of hydrogen. The generators are also meeting some skepticism from the power generation
industry.


“I think fuel cells are everyone’s Holy Grail of engine power.”


Mike Osenga is the publisher of Diesel Progress Magazine, an engine and power generation trade
publication. He says such generators show promise, but also have a lot to prove:


“There hasn’t been long term testing, a lot of the engineering still needs to be done, and it’s still a
technology that has to prove itself, but it certainly seems to have some potential compared to some
of the other technologies people are considering.”


Osenga says the other issue is money. Using such a generator costs at least three cents more per
kilowatt-hour than taking the power from the local utility company. But Caterpillar and Fuel Cell
Energy are hoping customers will think the cost is worth it to have a more reliable power source.
Rich Thompson is a group president at Caterpillar. He says in light of the major blackout this past
summer, the industry is moving toward what he calls distributed power generation.


“A term you are going to hear more and more frequently, because distributed generation is the key
answer and the rapid answer to strengthening our national grid. And that is going to happen
following the northeast blackout.”


Thompson also says Caterpillar is lobbying Congress to give the company tax subsidies that other
cleaner power providers receive. That could make the fuel cell generators almost even in cost with
traditional utility power.

A large wetland restoration project in the Midwest is expected to bring back a variety of native
plants and animals. But in addition to the environmental benefits, the project is helping out an
unexpected group – archeologists. The Great Lakes Radio Consortium’s Jonathan Ahl reports:


Alan Harn is standing on the top of a ridge overlooking a seven thousand-acre farm in Central
Illinois. Harn is the assistant curator of Archeology at the Dickson Mounds Museum in nearby
Lewistown. While he has surveyed just about all of the land in the region for archeological sites
over his forty-year career, he only recently was able to get into these bottomlands next to the
Illinois River:


“Even though I’ve walked over that land for most of my lifetime I was never forced to know it.
But we found 55 new archeological sites. And these sites have been found in areas that, had I not
been forced to look at them, I would have overlooked them.”


Harn says during his short window of opportunity to search the land, he found temporary
campsites of the Mississippian and Oneota Indians from about 900 to 1200 A-D. The discoveries
are part of a unique partnership between environmentalists and archeologists. The Nature
Conservancy purchased this land to convert it to a wetland. But before they bring back native
plants and animals to the region, they are letting archeologists survey the property. Larry Conrad
is director emeritus of the Western Illinois University Archeological Research Lab. He says
farming has done significant damage to many Native American sites in the Midwest:


“They were plowing a lot of the sites, particularly those in the bottoms, and this gradually
deteriorated the sites. And there was collecting by at least workmen. They used to bring axes
and spearheads off those sites without any documentation.”


Conrad says environmentalists may be the best hope archeologists have to protect important
pieces of land that have not yet been surveyed. He says conservation groups are one of the few
private property owners that do not abuse the land they own:


“Unfortunately, a lot of people view it as the property belongs to them and they can do whatever
they want, and if there are archeological resources, some people are irresponsible or destructive
toward the resources. We look forward to the Nature Conservancy as being an excellent steward
and they own a very large tract of land there now. So it’s a tract of land we don’t have to worry
about.”


Conrad says even after the survey of the land is over, any sites not found will be underneath water
and vegetation –not at risk of being plowed and damaged. The Nature Conservancy is happy
another group of people is benefiting from their plans to restore this piece of land. Doug Blodgett
is with the Nature Conservancy and is heading up the restoration effort. He says in this project,
the archeological element is a natural fit:


“The archeology is such an important issue here. It’s important to us because it fits right in with
our mission. It’s almost a part of our mission. It helps better explain and justify our mission.
The reason native Americans were here for twelve thousand years is because of the abundant
natural resources that were there in the flood plain. So it just enhances our story.”


But Blodgett says the Nature Conservancy’s mission is to create bio-diversity, and not protect
archeological sites. He says if digging for artifacts ever gets in the way of protecting plants and
animals, they will not hesitate to call off the archeologists. Alan Harn realizes that could be a
possibility. He says that’s why they will continue to survey this land while they have the chance
before the restoration begins:


“We have no idea what lies out there. I think that’s the fun thing about archeology is that every
time you answer a set of questions, it opens a door, and in that door is a room full of new
questions that you didn’t even know existed. We will be continuing the search for the record.”


Harn still has some time to continue his search. The Nature Conservancy is planning to begin its
restoration plan in earnest at the end of next year.

Archeologists are benefiting from a wetland restoration project in the Midwest. The Great Lakes

A conservation group is planning to convert a seven thousand-acre farm in Central Illinois into a
prairie wetland. But before the Nature Conservancy brings back native plants and animals, it’s
allowing archeologists to survey the land. So far the search has turned up fifty-five Native
American campsites dating back as far as 900 A.D. Larry Conrad is an archeology professor at
Western Illinois University.


“Perhaps the most important thing about surveying that bottom area is that if it hadn’t been
surveyed, then there would be this tract of several thousand acres that we’ll never have another
chance in our lifetime to looks at, and we wouldn’t know what was there. Now we do know.”


The Nature Conservancy is planning to start its prairie wetland restoration at the end of next year.
The archeologists say they will continue to survey the site until then.

This year, the U.S. Department of Agriculture is expanding the program to take on an additional two million acres, including 132,000 acres in Illinois. For almost 20 years, the Federal Government has paid farmers to convert some of their land to
natural habitat for plants and animals. The Conservation Reserve Program is designed to protect
the creeks and rivers that border farms. This year, the U.S. Department of Agriculture is
expanding the program to take on an additional 2 million acres, including 132,000 acres in
Illinois. The Great Lakes Radio Consortium’s Jonathan Ahl reports:


Ted Gilles farms about a thousand acres along the Spoon River in Central Illinois. But the land
closest to the river doesn’t look much like a farm at all. This land was once planted with rows of
corn and soybeans and contained an area for his cattle to graze. Now it has rolling hills with
trees, and an assortment of prairie grasses.


“This here is probably, it’s not in flower now, but this is what they call the grey-headed
coneflower, which is a yellow one. There’s some blooming up there if you see that yellow one
there.”


Gilles is proud to show off the 300 acres of his land that is in the Conservation Reserve
Program. Before it was converted to a natural prairie, the soil, herbicides, and fertilizer from
Gilles’ farm would flow nearly uninhibited into the Spoon River, down to the Illinois, and
eventually to the Mississippi River. Now this land acts as a buffer and a filter. Gilles says he sets
aside time every day to visit his natural preserve.


“Like yesterday morning, I probably saw twenty pheasants in this half a mile, out along the edges,
catching grasshoppers. It’s really nice. It makes you think it’s really worth for it for doing all
this.”


It’s situations like Gilles’ that led to the U.S. Department of Agriculture adding to the
Conservation Reserve Program this year. Paul Gutierrez is the Assistant Deputy Administrator
for Farm Programs at the USDA. He says the CRP is meeting the goals of finding a voluntary
way to get farmers to protect land that is at risk. Guiterrez says the biggest obstacle to getting
farmers to act in a more environmentally friendly manner is finances. He says that’s why CRP
works.


“They still have their mortgage payments out there. They still have operating costs, property
taxes, and if they can look at a way to look at these lands that may not be as well-suited for
farming, and a way to partner up and save the environment, then they are definitely going to look
to help the environment out while still being able to feed their families.”


Environmental groups are generally supportive of the program, but they caution it might not
always be the right way to help rivers and streams. Ken Midkiff is the Director of the Clean
Water Campaign for the Sierra Club. He says while the Sierra Club supports the CRP, they
would like to see something that lasts longer. Midkiff says the program’s biggest weakness is
that farmers only have to protect the land for ten years.


“There’s nothing that prevents a farmer from resigning. But basically the Conservation Reserve
Program is for a set period of time. These are marginal lands, lands that aren’t very productive
for typical corn and soybeans. So we would like to see those set aside for longer periods of time.”


Midkiff says in terms of protecting bodies of water, ten years is barely enough time to undo the
damage that can happen in just one or two years. He also worries that if crop prices go up,
farmers will be quick to pull up native prairie grasses and replant crops.

Ted Gilles says low crop prices did get him into the program, and may be why he stays. He is
also a fan of seeing more acres brought into the CRP.


“I think that’s great. I really think that’s the way it should be. I think we have an abundance of
grain and the prices is low. So why not helping everybody by doing it this way, you know?”


Gilles also says he has come to love this portion of his farm, and crop prices would have to be
very high for him to give up on his flowers and pheasants.

The Conservation Reserve Program is designed to protect rivers and streams by paying farmers to
create buffers between farm fields and the bodies of water. The U.S. Department of Agriculture
is adding two million acres to the project this year.

Fred Guttierez is with the USDA. He says the program works because it’s voluntary.


“We look at it as a way to partner up with the private land owners to take those marginal lands
out of production and to really benefit the environment by doing that.”


Environmental groups are generally supportive of the program, but say it doesn’t go far enough.
Farmers can convert conservation areas back to farming after ten years in the program.

A new report shows Ethanol is worse for the environment
than gasoline that doesn’t contain the corn-based fuel.

The study from the University of California at Berkley
concludes ethanol does more harm than good for the
environment when all factors are taken into account. The
report considers the amount of energy it takes to produce
the fuel, and the environmental cost of the soil and
water use needed to grow the corn to make the fuel.

The study also says ethanol does not produce less
pollution. The researchers say ethanol spills can
contaminate groundwater, and fertilizers and pesticides
used to grow the corn create additional strain on the
environment. The report’s author says when all factors
are included, ethanol is 65 percent less efficient to
produce and use than regular gasoline.


Ethanol advocates say the fuel reduces emissions and
is a safer additive than any other currently available.
They also say the production of ethanol is constantly

Diesel Maker Works Toward Cleaner Engines

The Environmental Protection Agency last year set new emissions standards for diesel truck engines. Most of those engines are manufactured in the Midwest by Indiana-based Cummins, Michigan-based Detroit Diesel, Pennsylvania-based Mack Truck, and Illinois-based Caterpillar. One of those companies is trying a different approach to meet the new standards. The Great Lakes Radio Consortium’s Jonathan Ahl reports:

standards for diesel truck engines. Most of those engines are
manufactured in the Midwest by Indiana-based Cummins,
Michigan-based Detroit Diesel, Pennsylvania-based Mack Truck,
and Illinois-based Caterpillar. One of those companies is
trying a different approach to meet the new standards. The
Great Lakes Radio Consortium’s Jonathan Ahl reports:


A truck engine the size of a
small couch is up on blocks at the
testing center of Caterpillar’s engine
research division just
outside of Peoria, Illinois. When it starts up,
you can feel
the vibrations.

While this engine for a typical 18-wheeler is
large and loud,
the engineers who designed it say what makes it
different is
very small. Tana Utley is an engineering
director for
Caterpillar.


“We actually talk about the amount of fuel
that an injector
injects in terms of cubic milliliters. We measure the
time in
milliseconds. And even the degree of accuracy that is required to
measure what we are doing is not unlike what you’d find if
were to go to the space program and look at some of the things
they do for NASA.”


Caterpillar is trying a different approach to reduce
pollution from the engines on vehicles like school busses, dump trucks,
and 18-wheelers. Other engine makers are using a process
called
cooled exhaust gas recirculation. That essentially
means
cooling off the exhaust from the engine that
includes
pollutants, and running it back through the engine
instead of
releasing it into the air. Cooling the exhaust makes it
easier for
filters to pick up pollutants, and reduces the amount of
outside
air required to run the engine. But Caterpillar says it has a
better system. They call it ACERT, or Advanced
Combustion
Emissions Reduction Technology. ACERT doesn’t bank
on one thing
to clean up engine emissions like its competitors.
Tana Utley
says it is a combination of dozens of improvements to
the way a
large diesel engine works. She says one
example is a second
turbine placed at the end of the
engine.


“When we put a series turbo on, what we
do is we take the
exhaust energy that would normally be wasted and go out to the
environment at that temperature, the
second turbine takes that
temperature and turns it into useful work. That useful
work is used to add energy to the intake air, which helps us to
reduce the
fuel consumption. It also provides plenty of cool, clean air to
the engine to give us clean combustion.”


Utley says improvements to the engines air intakes,
fuel
injection systems, and the electronics
that run the engine all
combine to make for cleaner exhaust. John Campbell is
Caterpillar’s director of On-Highway Engine Products. He says
the ACERT engine follow Cat’s mission of taking a comprehensive
approach to solving problems.


“Who invented ACERT? The answer is Caterpillar invented ACERT.
Because it took a series of people with all kinds of
different
backgrounds, working together, and if you will,
playing off of
each other. And ACERT development
was a true teamwork effort
among a broad-based skill of people to make it occur and
actually bring it to production.”

Campbell says because ACERT does not rely on one piece of
equipment or technology to comply with new standards, Cat
will
have an easier time of meeting the next round
of emission
standards in 2007. But not everyone
shares Caterpillar’s
confidence that ACERT will be the clear
leader in the engine
market. Mike Osenga is the publisher of
Diesel Progress, an engine trade magazine. He says Caterpillar’s
unique approach to the engine market goes beyond the technology.

“The interesting thing that Caterpillar did with
ACERT is they
said, not only does it, in their opinion, change
the game
technically, but they also intended to charge more for ACERT
equipped engines. Especially the truck engine
market is hugely
price competitive. So Caterpillar has said
they’re coming in
with a new technology and they intend to get more
money for it.
That is typically not a path taken in moving a technology
into to a market.”

Osenga says it is impossible to predict which technology will
prevail, or which engine manufacturer will have an easier time
meeting future emissions standards. He says the biggest
question mark is durability. Osenga says none of the engines
currently on the market have been tested for the hundreds of
thousands of miles trucking companies demand from their engines.

Two separate commissions are suggesting farm chemicals and
pollution in rivers are the biggest threat to ocean health. The
Great Lakes Radio Consortium’s Jonathan Ahl reports:

The privately funded Pew Oceans Commission and the U.S.
Government’s Commission on Ocean Policy are coming to the same
conclusion. They say issues such as agriculture runoff into
streams, rivers, and lakes are at the top of the list of threat
to ocean plant and animal life. Tom Kitsos is the director of
the U.S. Commission on Ocean Policy. He says the first step is to
change people’s approach to watershed management:


“I think this is a question of education
and public awareness of the watershed managers and watershed
councils that are prevalent in the Midwest, the farm associations
and individual farmers becoming aware that what they do on their
land affects our coasts and affects our oceans.”


The Commissions are recommending the government do more to stop
the kind of chemical usage that contributes to the problems in
oceans. Both reports will be sent to Congress for consideration.
