Going Car Free in a Car-Crazy Society

The cars we drive pump out a lot of pollution. The average car puts out about 10,000 pounds of carbon dioxide every year. So whenever we drive, we’re adding to the global warming problem. To cut down on that pollution, there are some people who are giving up their cars altogether. They’re joining a movement called the “World Carfree Network.” Rene Gutel reports on one of their members:

Kathryn Stewart doesn’t own a car. She’s never even had a driver’s license. She’s an editor at a publishing company and commutes mostly by bus and by bicycle.

And while you might think you know plenty of people like Stewart, especially in big cities such as New York or Chicago, consider this: Stewart lives in Phoenix – the land of freeways and strip malls and summers that top 115 degrees.

“Honestly it’s really difficult in Phoenix. It’s challenging but not impossible if you’re really committed to it. It takes a lot of advance planning.”

Stewart’s work is just a few miles away, but it takes her half an hour to get there.

She says one of the hardest parts of being carfree in Arizona are those broiling summer days. But she has a secret weapon – a heat-shielding umbrella that she daintily refers to as her parasol.

“My parasol is great. I don’t care how I look – it’s amazing.” (laughs)

But major cities in the US aren’t necessarily built for people who like to walk to work. This is especially true in the West.

Carol Johnson is a planner for the city of Phoenix. She says this is due, in part, to a theory that was popular in the 1960s, when everything was planned for the car.

“This is my opinion, maybe there were some efficiencies of scale in terms of infrastructure – if you only had to put one road in, even it was six lanes wide, that was more efficient.”

But a lot of cities now are trying to get people out of their cars. They want to cut pollution and ease traffic problems.

The mayor of New York, for example, proposed a fee on cars to get more people to take public transit. And San Francisco hosts “CarFree Days” where they promote walking, running, and bicycling.

Okay so this may all sound well and good, but what does being carfree mean for Kathryn Stewart’s social life? How does she meet people and have any fun in this city built for cars?

Turns out she manages. She and her boyfriend – Roger Williams – see each on weekends. They like to take bike rides.

“We going right or left, Roger? Take a left. After these cars.”

They live about 30 miles apart – not a long car trip, but by bike, the ride can take two and a half hours. Williams owns a car, but he figured out pretty early on in their relationship that a willingness to be carfree was a good way to impress her.

Williams: “The first real date that we did, I surprised her and she was asking me questions, oh what are we going to do? Where are we going to go? And I’m like, it’s a surprise but we’ll be able to walk the whole date.”
Gutel: “So you were like the carfree Casanova?”

Williams: (laughter) “I love it! I saw the opportunity and I seized the opportunity.”

Stewart and Williams also encourage each other to be healthy and have less of an impact on their environment by the foods they eat. But being carfree, that’s the main sacrifice.

“I really feel like I’m making a big dent, cause, you know, there’s a lot that people say you can do, make small changes, do this, do that, but when you don’t have a car, it’s automatically, like, a big change.”

Stewart says she realizes it’s big change most people would have a hard time with. But it’s a choice she’s dedicated to in order to do something about global warming.

Hybrid cars are all the rage nowadays.

But Mike Rhee reports another car could take the concept of green-friendly vehicles a step farther:

These new types of cars are called neighborhood electric vehicles, or N-E-V’s for short.

Now, to me, they look like souped-up golf carts.

But don’t say that to Matt Stewart.

“It gives them a bad name.”

Stewart is the senior automotive equipment analyst, kind of like the car expert, for the City of Chicago.

It owns four of these small electric vehicles.

And Stewart doesn’t like comparing them to golf carts because he says N-E-V’s are much more sophisticated.

“They can go faster than golf carts, I think golf carts are allowed to go up to just under 20 mph, these go between 20-25 is the top speed. They have safety glass windshields, they have mirrors, they have turn signals, brake lights, headlights, and then they have automotive certified safety belts.”

OK, so N-E-V’s are not golf carts–They’re road ready.

And fully electric.

The vehicles are charged with just a regular wall plug and can go up to 40 miles on a single charge.

And this year, Chicago’s approved these vehicles to drive around nearly everywhere in the city.

“Hi, Garrick.”

“How you doin’?”

Garrick Mueller is a truck driver for the city of Chicago.


We’re standing in this huge warehouse that’s filled with fire engines, garbage trucks, and of course, some N-E-V’s.

Mueller says he uses this little vehicle all the time to move around the warehouse.

We buckle in.

“We’re all set, you ready?”

“Yeah.”


“Alright.”

“This is wild.”

“Isn’t it? It’s pretty neat.”

“OK, so we’re about to go on a regular street.”

“Yeah, Elston Avenue, we’re going to make a right. People look at you, they’re like, what is that? See right there– the cops looking at us? They’re like, ‘What is that.’ It’s like when you see a new car on the street you’re like, ‘Wow, look at that.'”

“Now, the ordinance they passed would allow everyday people like you and me have one of these at home. What do you think about being able to drive this around your neighborhood?”

“You know, I like it. I would definitely drive one of these. I mean, the doors come off in the summer, if you had kids and stuff, you could go to the ice cream parlor, have them seat-belted in and go right to the ice cream, you know, it’s nice.”

“That’s actually the goal.”

That’s Eileen Joyce.

She’s assistant commissioner of Chicago’s vehicle fleet.

Right now, Joyce says the city’s testing out the N-E-V’s for its lighter travel needs.

Say a worker needs to drop off a box of pamphlets at a concert.Or a few employees need to drive downtown for a meeting.

Granted, those kinds of trips are the minority compared to most of the city’s work with large vehicles like garbage trucks and snow plows.

But Joyce says the city wants to show residents how useful these vehicles can be, and, if they catch on, she says it could make a big impact on reducing pollution here.

She imagines N-E-V’s parked in driveways and garages everywhere.

“Plug it in overnight, go and run errands, go to the grocery store, the library, Blockbuster, return something, and come back and plug it in without using any fuel or emitting any emissions into the air.”

Joyce says 39 states permit these smaller vehicles to be used in some form or other.

Some businesses have already started using N-E-V’s for things like food and pizza delivery.

So, you may not have seen one yet, but it probably won’t be long before you do.

Experts say there’s plenty of food around the world, but nearly a billion people go hungry because of poverty, politics and rising prices. One man is working to change that by teaching people how to grow healthy food, in any climate, anywhere. Erin Toner has more:

There’s one farm in the whole city of Milwaukee, and it’s
not much to look at.

In the front, there’s a small farm stand and some grungy old
greenhouses. Out back, you’ll find turkeys, chickens and
goats – and all over the place, big piles of compost are
steaming in the cool morning air.

Will Allen runs this inner-city, non-profit farm, called
Growing Power.

We walk into a greenhouse that’s heated by compost, and
Allen pulls back a long sheet of plastic.

“I just opened up a bed and you see this beautiful
spinach growing here, and it’s Wisconsin,” Allen says.

This 59-year-old is a big guy.

He’s 6-foot-7, and ripped from his days playing pro
basketball.

Allen started Growing Power 15 years ago.

It’s a measly two acres, but it’s incredibly productive.

The staff makes compost to heat the buildings, they use
raised plant beds to maximize space, and they grow greens
and raise fish using the same water.

The farm sells a ton of food to restaurants and grocery
stores. It also gives food to local pantries, and sells fruits
and vegetables to neighborhood families at reduced prices.

“We have minorities that are eating processed foods
and getting diabetes and people aren’t living very long
because of you know the negative effects of poor eating
and poor lifestyle and so forth. So we’ve got to change
that,” Allen says.

Allen travels all over the world showing people how to
make what he’s done in Milwaukee work in other places.

The farm’s also become a training ground for local school
kids, interns and backyard farmers.

Last fall, Allen won a half-million-dollar “genius” grant
from the John D. and Catherine T. MacArthur Foundation.

He also gets invited to conferences by former presidents.

So, he’s become a sort of urban farming celebrity.

But you wouldn’t know it.

Allen says he still gets his hands in the dirt every day in
Milwaukee, and he’s always looking for ways to help
people who live here.

Growing Power’s newest project is with Rockwell
Automation, an industrial parts company in Milwaukee.

Every day, 1000 employees eat in the company’s cafeteria,
and that produces a lot of food waste.

Growing Power’s started hauling it away for free.

We’ve arrived at the loading dock of Rockwell Automation
and there’s lots of stuff in here that actually looks like its
still pretty good. There’s a couple buckets full of celery and
onions and a big trash bag full of lettuce.

When we get back to the farm, co-director Jay Salinas
starts unloading the Rockwell scraps.

“Of course a large part of it is compost, but there’s
always something in here that we can feed to the
animals, especially the chickens,” Salinas says.

Growing Power founder Will Allen says his passion for
food comes from his parents.

They made a meager living as sharecroppers near
Washington D.C.

“We fed people – our family and extended family – and
we sold food. So what I’m doing today, when people say
so how do you feel about this McArthur thing you won,
or this Ford Foundation thing or whatever you got, it’s
really my parents. They should be the recipients of
those,” Allen says.

He says it’s really getting back to the way things used to
be, when people ate healthy food that was grown or raised
in their own community.

If you think century-old windows have to be rickety and leaky, Jack
Spicer would like you to come to his place.

He’s eager to show off windows on his Chicago two-flat, built in 1908.

“So, here’s an example of the way an old-fashioned wood window
looks from the outside a hundred years later. These windows are
longer-lasting and obviously better looking than any replacement window you
can find.”

It’s no surprise Spicer makes this pitch.
He’s with a group called Preservation Chicago, and he’s on a campaign
to save wood-frame windows from the onslaught of vinyl and aluminum-framed
replacements.

Spicer’s losing ground, even in his own neighborhood.

“This apartment building replaced their windows. The next building
replaced all their windows. If you look across the street at this huge
courtyard building, there’re about 48 units in there. Those windows were
fine, and those windows are now trashed. They went into a dumpster and are
now in a landfill somewhere.”

But if old wood-framed windows are so great, why do so many US homeowners
replace them?

“Somebody told them it would save them money if you put in brand-new
replacement windows. Everybody’s taught that – you read about it, you
see the ads. All the replacement window (companies) tell you, if you’re
American and you love your children, you’ll replace your windows. Well,
we’re getting over that now, I hope.”

Spicer insists replacing your windows is not an environmental slam dunk.

He says if old wood-frame windows are properly sealed and have storm
windows, they’ll hold heat almost as well as replacements.

I ask Spicer for numbers on this, and he sends me to Mike Jackson, with
Illinois’ Historic Preservation Agency.

“Several years ago, Vermont as a state did a study and they looked
at repairing windows, adding storm windows, replacing windows, and what it
really came down to was, how leaky are your windows? If they were
reasonably tight, there wasn’t a lot of savings to replacing your windows
at all.”

Jackson says a new furnace or insulation are better pay-offs, and
replacement windows often last just a few decades.

“We’re throwing away items that lasted for a hundred years with
simple technologies and replacing them with more complex things with
shorter life spans. In our line, the reason they call them replacement
windows is because you have to keep replacing them.”

Well, people in the replacement window industry don’t take kindly to
this.

One rep told me the short life span of replacement windows is overblown –
high quality ones last longer.
And he told me, if energy prices rise in the future, replacement windows
become more competitive.

So, is it worth replacing old, wooden windows?

“There’re many factors and that’s why it’s, in our opinion,
not so clear-cut.”

Christian Kohler studies window technology at the Lawrence-Berkeley
National Laboratory.

He says replacement windows are better on energy, but it could take decades
to get a good payback and by that time, you might need to replace them
again.

Anyway, Kohler says there’s an alternative.

If your wood windows are in good condition, you can add storm windows that
have what’s called a “low – E” coating.
The coating helps retain heat.

“It’s applied to glass and it’s virtually invisible. It
doesn’t have a color or anything.”

Kohler says if preservationists want to keep wood windows around on account
of their looks or long-term value, it still makes sense to crack down on
leaks and get good storm windows.

It doesn’t make sense to waste energy on account of beauty when you
don’t have to.

So with the government’s 787 billion dollar stimulus plan now approved, a lot of folks in state and local government are thinking about the federal dollars that’ll float their way soon. Some mayors are especially eyeing the 8.4 billion for public transit. Rene Gutel looks at who wants to spend what:

Mayors from coast to coast see the stimulus package as one big pot of gold. Phoenix mayor Phil Gordon knows exactly how he’d like transit money spent in his city.


“First and foremost, Light rail.”

It’s all about light rail. Phoenix is notorious for its car-culture, freeways and gridlock; Residents worry it’s turning into the next L.A., but a brand new twenty-mile light rail line launched in December.


Trouble is, it’s only one line. It goes from the suburb of Mesa and ends in downtown Phoenix.

Mayor Gordon wants to use federal stimulus money to add a three-mile extension. Gordon says it’s the ultimate shovel-ready project. All planned, just add 250-million dollars and it’s ready to go.


“We could sign a contract with America, with the federal government, that we will turn dirt by March 31st, and we’ll create 7,000 new jobs.”


Those new jobs will be around long enough at least to get the rail extension built. But getting a light rail line is not the same as keeping it running.

Look at San Francisco that has a well developed transit system. They have a different kind of wish list that centers on maintaining the system they already have.

Judson True is a spokesman for the San Francisco Municipal Transportation Agency.


“We want to repair light rail vehicles that have been damaged in collisions, we have some cable car kiosks that we’d like to replace, we have change machines we’d like to replace in our metro subway stations.”


And it keeps on going. The American Public Transportation Association has identified nearly 800 public transit projects nationwide ready-to-go within 90 days.

APTA says the projects will not only create hundreds of thousands of jobs, but reduce fuel consumption and decrease greenhouse gas emissions.

But San Francisco’s Judson True says, while he’s grateful for funding for capitol projects…


“Systems like ours in San Francisco also need help on the operating side, and you see that all over the country.”


People are calling it the transit paradox and it’s hit cities like Denver, St. Louis and New York City.

Because of the down economy, ridership is up. And yet most transit systems rely on local and state money to subsidize operations. But with the economy flagging, cities and states are struggling too – and transit companies are having to cut routes and raise fares.


“You have a catch 22, more riders and you have to make service cuts.”


That’s Aaron Golub, an assistant professor in the School of Planning at Arizona State University. Mass transit’s his specialty. He’s worried about transit systems getting gleaming new buses, and kiosks, and buildings but then not having the means to operate them.


“It would be quite ironic if, for example, Phoenix were able to afford a light rail extension while cutting back on light rail service at the same time. Or the worst case, opening a light rail extension and not being able to operate it at all.”


Golub points to studies that say you create more jobs by investing in current transit operations – not capitol projects.

But many mayors across the nation feel light rail and other mass transit is an investment in their future. They’re ready to take on those shovel ready projects now with the hope that it’ll kick start the economy now and by the time the routes are finished, we’ll be out of the recession.

So they burn their trash. And that causes

Robert Olsen lives out in the country. He used to burn his garbage. But not any more.

On this windy morning, Olsen has driven his pickup into town to dump his trash.


“I think this is probably a week’s worth for us.”


He grabs the blue plastic bin from the back of his pickup and dumps it into a green Dumpster.


“Not too difficult.”


Olsen runs the environmental office here in Lincoln County, Minnesota. It was his idea to set-up nine Dumpsters throughout this sparsely populated county. He did it because he knows that burning garbage pollutes.


“The issue is that when you burn garbage at home, in the country, the first people or persons who are going to experience any harmful effects from that garbage are going to be you.”


That’s because a lot of trash — including even plain old paper — contains chlorine that produce dioxins when burned at home. Plastic is even worse.


Mark Rust is a solid waste expert with the Minnesota Pollution Control Agency.


“If you’re using a burn barrel or fire pit or you’re burning garbage in any way on your own property, you’re creating a perfect factory for producing dioxins.”


Smoke from burn barrels and fire pits are now the leading source of dioxins in air pollution. Some studies have connected dioxins to cancer. Burning garbage is especially bad because there are no anti-pollution scrubbers on do-it-yourself burners.


“With a burn barrel, it’s all right there.”


Melby: “It all just goes right up into the air?”


“Into the air, into the soil. Ultimately, we’re going to be taking it in on the dinner table.”


Most states still allow people living in the country to burn their garbage. In Minnesota, only farmers and those without access to affordable garbage pickup can burn. A 2005 survey found that about half of the people living in rural Minnesota burn at least occasionally.


Which is why the state offered rural counties some start up money to get people to burn less.


Rural residents in Lincoln County, Minnesota have had access to drop-off sites for seven months now. When the program started, haulers took away about 8 tons of trash every month. Now it’s up to 15 tons.


Back at one of the county’s drop-off sites, Clarence Lietz is getting of his Buick and grabbing newspapers for the nearby recycling bin. What doesn’t get recycled, gets burned, he says.


“What garbage we have like small things for the yard we just burn right at home, you know. I’d say about a five-gallon pail full or something like that.”


Another elderly customer — she didn’t want her name used — says she burns junk mail and envelopes at home.


“Papers. That’s all you can burn. I don’t burn garbage.


Melby: “And why don’t ya?”


“It’s not right to burn garbage. It don’t burn any good anyway.”


Melby: “Why isn’t it right to burn it?”


“You know why, don’t cha?”

The group is called the Alliance for Water Efficiency. It’s made up of plumbing manufacturers, contractors, city water systems, and enviromental groups.

They want about ten billion dollars of the economic stimulus package to go to shovel-ready projects that conserve water.

Alliance board member Susan Stratton says the work could include everything from century-old city water pipes to replacing many older, water-wasting toilets in private homes.

“This requires the skills of a plumber and it requires retailers and wholesalers to deliver products. These are things we know how to do. There are people in the work environment who have these skills and can ramp up pretty quickly.”

Stratton says cutting water use would also save energy by reducing power use at water utilities.

Nyc to Turn Yellow Cabs Green?

When big cities think about putting more fuel efficient, less polluting cars on the road, the first color that comes to mind isn’t green — it’s yellow. There are so many cabs on city streets, they seem like a good place to start environmental initiatives:

When big cities think about putting more fuel efficient, less-polluting cars on the road, the first color that comes to mind isn’t green— it’s yellow. There are so many cabs on city streets, they seem like a good place to start environmental initiatives. In New York City, the mayor has a plan to replace conventional cabs with gas-electric hybrids. But not all taxi drivers are thrilled about the plan. Samara Freemark talked to some of them:

Ask a New York city cabbie what kind of car he drives, and chances are, this is what you’ll hear.

“Crown Vic.”

“Crown Vic.”

“Crown Vic.”

Cabbies love this car. It’s this big, solid, safe thing. It’s got a lot of leg room. It’s easy to repair.

But it burns a lot of gas. And that means a lot of pollution, especially when you realize that there are 13,000 cabs in New York City. All that pollution contributes to asthma, heart disease, and a mess of other health problems.

And that is why New York mayor Mike Bloomberg has it in for the Crown Victoria.

Bloomberg has a plan. He wants to use market incentives to encourage cab companies to buy hybrid.

“To turn NY City’s yellow cabs green.”

Cute slogan.

But Bloomberg isn’t messing around. Just ask the reporter who challenged the idea at a press conference.

“The taxi owners who oppose your plan say it’s deeply troubling that the city is…”

“I think it is more deeply troubling that they’re trying to kill our kids.”

Tough talk, right? But here’s how Bloomberg’s plan would actually work.

A lot of cabbies don’t own their own cars – they lease them from cab companies.

Bloomberg wants to lower the fee companies can charge drivers to take out Crown Victorias. So company owners would make less money on conventional cars.

And he wants to let cab companies charge drivers more to take out hybrids. Companies that chose those cars would make more money, giving them a reason to go green.

There’s something in it for the drivers, too. Although have to pay more to rent the hybrid cabs, they’d make up that money, and then some – a big chunk, actually – in gas savings. Bloomberg says hybrid cab drivers could save hundreds of dollars a year under his plan.

It sounded like a win-win-win situation: good for cabbies, good for cab companies, and good for the environment.

So I went out to the curb to ask some cabbies what they thought of the mayor’s idea.

“I wanted to ask you about hybrids.”

“Hybrid taxi? Yes.”

Sukhinder Singh hadn’t heard about Bloomberg’s plan, but he liked it.

“That’s not a bad idea. You’re not spending any extra money. 3, 4 dollars or 10 dollars extra, you know that later on when you go home you get it back because if you spend less on gas. It helps also for the pollution too. Lot of cabs around NYC, so all pollution.”

But a lot of cab drivers – especially veteran drivers – are not that enthusiastic. They are worried that hybrids aren’t safe. They are worried that hybrids are too small. They are worried about the time and money it takes to repair a hybrid. And most of all, cab drivers like Lal Singh are worried about giving up their Crown Victorias.

“Of course we wish not to pay more money for the gas. But I prefer to keep this poor Crown Victoria. This car makes us live. This Crown Victoria is a very big time strong car. These hybrids, they are not for taxi. They are very small, very unsafe, very unfit.”

So you get the idea – he doesn’t like hybrids.

And there’s one more problem with Bloomberg’s plan. It looked pretty good when it came out, when gas was 4 dollars a gallon. But prices now are about half that. That means cabbies don’t save that much money when they pick a hybrid. And so they have even less reason to give up their beloved Crown Vics.

neighborhoods prices are doubling,
and they’ll jump again and again
for years to come. Shawn Allee wondered what might happen to
businesses when parking gets pricier:

lately. Chicago’s going with one
of the biggest hikes. In most
neighborhoods prices are doubling,
and they’ll jump again and again
for years to come. Shawn Allee wondered what might happen to
businesses when parking gets pricier:

I’m in a neighborhood miles from Chicago’s glitzy downtown, but there’re still
plenty of shops, restaurants and furniture stores to attract shoppers up here.

One problem the neighborhood has is parking.

Until recently, it only cost 25 cents per hour to park here. As you can guess, the very
cheap price for parking has meant very few parking spots available for people who
are driving through.

Now, the neighborhood’s going through a change. It’s bumping up to 75 cents per
hour, and in a few years it will cost 2 dollars per hour.

So, I’m here to see what businesses think will happen to their bottom line once this
price increase for parking comes through.

I’m gonna start at this grocery store.

It’s called Pars Grocery – the sign here says it serves up Mediterranean food, teas,
and gifts.

The owner’s Cyrus Haghighi.

Haghighi: “So of course nobody would come and it would be too expensive for them
to spend too much money for the parking, and I don’t know why they’re doing this
– it makes everybody worried.

Well, that’s one owner who thinks the parking price increase is going to scare
shoppers away.

But I went around the neighborhood to get some other opinions, and I’m now at
another store – the Andersonville Galleria.

I have a clerk here.

His name is Rafe Pipin

Rafe what do you think of the parking price increase?

Pipin: “With the parking meter rates being a quarter an hour now, what happens a
lot of times is that store employees or managers take up the parking on the street
and stay there all day, whereas this may might provoke them to look for parking
further away. So they wouldn’t have to feed higher meter rates all day and open up
space for people visiting the neighborhood to do some shopping.”

Okay. We have two opinions.

One, higher prices will scare people away.

And, another that higher prices might free up space for more paying customers.

Who’s got it right?

Well, I put this to a kind of parking guru.

His name’s Donald Shoup, and he teaches at UCLA.

I’ve told Dr. Shoup about how tight parking is in this neighborhood and where prices are
headed.

“The higher prices that drive away some people will attract other people who are
willing to pay for the curb parking if they can easily find a space. Well, who do you
think will spend more in a store or leave a bigger tip in a restaurant? Somebody
who will come only park free or someone who’s willing to pay the market price for
parking if they can easily find a vacant space?”

Dr. Shoup says cities often make parking too cheap.

He says this discourages public transit.

Plus, it wastes gas because meters fill up fast, and shoppers keep driving around to find
the few empty ones.

Shoup says politicians just don’t want to increase fees.

In Chicago’s case, the city privatized parking meters, so the city made one tough decision
that will last 75 years.

Shoup says there’s a better way – set aside some of the parking money and spend it in
neighborhoods that generate it. Donald Shoup says some people still won’t like parking price increases.

But he says there’s plenty of fuss at first, but then people eventually chuck over the
additional money and forget the increase ever happened.

Downtowns Make Room for Artists

The City of Elgin Illinois has a housing crisis – not so much for average residents, but for
some artists.

It’s not that they’re homeless, it’s just, well, to understand. It helps to meet an Elgin
artist.

“Come on in.”

“Are you James?”

“Yeah.”

This is James Abajian.

“Don’t really mind the house, I’ve been working on a couple of projects.”

When I get in, I’m dumbstruck.

Wood sculptures cover Abajian’s floor, and his dining room has stacks of paper and
canvas, and right where most apartments would have a TV, Abajian’s got an unfinished
drawing.

“It’s like a wine glass or a martini glass, and it’s on different angles.”

“Is it a charcoal drawing?”

“Yeah, it’s charcoal.”

Abajian started art eight years ago.

He says he’d like to make a living with it and rent a fancy studio, but he’s just not there
yet.

So, he lives where he works.

“My apartment is nothing but paintings and frames.”

“I think the major space that doesn’t have charcoal or something on it is your
couch.”

“Couch. That’s about it. Yeah.”

It can take a while for artists like Abajian to hone their craft, so, they make do with space
not meant for working.

It’s enough for the city of Elgin to step in and try to help at least some artists find better
quarters. Oh, and, by the way, the city thinks the solution might solve a problem it has,
too.

Ed Schock is Elgin’s mayor.

I find him downtown, outside a two-story brick building.

“So, where are we, Mayor?”

“We are looking at the Elgin Community College downtown campus building.”

Schock is considering whether this building might work as an artist colony – a place
where Elgin artists could afford to live and work.

“There are an unusual number of artists here who would like to continue to do their
art, but economic reality’s set in, one of the biggest one’s is housing. Plus, just
having 45-50 residents downtown is a big plus. One of our strategic goals is to
increase the number who reside in the downtown.”

Inside, Schock and I meet staffers from a non-profit group that’s helping Elgin develop
artist housing.

They’re with ArtSpace of Minnesota.

ArtSpace wants to see the building first-hand – they need to make sure it’s the best fit for
Elgin and the artists.

Wendy Holmes says lots of cities want artists to make older parts of town more attractive.

Holmes says it works for cities – but it doesn’t always work for artists in the long run.

“Artists have traditionally been displaced from their spaces because artists make
areas interesting and hip and desirable to move into and other people tend to move
in behind them. And those people can afford to pay higher rent therefore the artists
are usually forced out because their rents will be too high for the artists themselves
to afford.”

ArtSpace does something about that – it uses federal low-income housing credits, so rents
stay affordable, and struggling artists stick around.

Another staffer, Heidi Kurtze asks about public transit, grocery stores, and how much
light these windows get.

“You need natural light into your living space, but for artists in particular, natural
light is a critical piece for them to do the work they do.”

Kurtz takes this as seriously as a family buying a house – after all, this could be some
artists’ home for decades.

It could take two years for ArtSpace to finish its Elgin project.

Artists like James Abajain will have to make due until then.
