A bill to make the food system safer is stalled in the Senate. Lester Graham reports… the bill’s supporters in the House say they hope for a Senate vote soon.

Representative Bart Stupak, a Democrat from Michigan, has investigated food contamination problems from peanut butter to spinach. The House has already passed a bill Stupak supported to keep track of food in case there is a contamination problem.

“Traceability from the time it’s planted in the field, harvested in the field, processed at the warehouse, shipped to the store that traceability is a big part of it.”

“There’s been a lot of concern about overlap of agency responsibility and gaps in responsibility. Will the legislation address that?”

“I think some of those gaps have been closed. Not all of them! But, I think some of them have been. I would still rather see us limit where food enters this country so you can have some control over it and by control I just mean inspection.”

Stupak says the Senate will likely take it up the food safety bill once the Senators finish with Wall Street financial overhaul legislation.

This is the fourth year in a row that beekeepers have see die-offs this high. The survey was done by the USDA and the Apiary Inspectors of America.

Dennis VanEngelsdorp was one of the researchers who conducted the survey. He says the rates of honeybee die-offs threaten the beekeeping business – and that’s important because honeybees pollinate about a third of the foods we eat:

“If we want to produce fruits and vegetables in this country, we need to have honeybees and we need a pollination force. And without those, we won’t be able to produce those in this country. So we’re not going to starve, but certainly the variety in our diet will change.”

Most of the beekeepers blamed the latest deaths on bad weather in the fall and winter. VanEngelsdorp says you can add to that habitat destruction that hurts the bees’ food supplies; invasive mites that spread disease – and the still unexplained problem of Colony Collapse Disorder.

The rule came about after the mad cow disease outbreak. It made some changes, but still allows putting chicken litter – that’s the straw, feathers, chicken manure and scattered food left after raising chickens in a building– into cattle feed.

David Kirby wrote a book entitled “Animal Factory.” He says the government buckled to the chicken industry because the industry didn’t have a place to go with all the chicken litter.

“There’s too much to spread on local farmland, so they very often put it into cattle feed. It contains urea which cows can convert into protein.”

Chickens are messy. They scatter their feed and it gets into the chicken litter that’s put in some cattle feed. Some chicken feed contains beef by-products. Kirby says cattle eating cattle by-product could risk another outbreak of mad cow disease. The FDA says there’s no measurable risk.

Shell Walks Away From Oil Shale

Extracting oil from oil shale takes a lot of water. Most of the oil shale in the U.S. is in areas where there’s not a lot of water. Conrad Wilson reports, one big oil company seems to be walking away from oil shale for that reason. But not everyone thinks that’s the case.

Extracting oil from oil shale takes a lot of water. Most of the oil shale in the U.S. is in areas where there’s not a lot of water. Conrad Wilson reports, one big oil company seems to be walking away from oil shale for that reason. But not everyone thinks that’s the case.

In the Western US, some energy companies are betting big on oil shale. That’s a process of basically heating up a shale rock into a liquid that’s eventually refined into oil. But the global recession and the threat of climate change might be giving those companies second thoughts. Add to that a increasingly limited water supply, and oil shale looks like a risky investment.

The process of creating oil shale is energy intensive and uses a lot of water. That’s a problem in the arid West. As the population grows, the value of water is increasing.

Royal Dutch Shell has the most invested in developing an oil shale technology that works. So earlier this year when the company announced it was pulling away from water rights, it sent shock waves through the industry.

“I read that decision as Shell’s acknowledgment that oil shale is a long way off and that this was a really controversial filing and that in a sense it’s not worth it.”

That’s Claire Bastable of the Western Energy Project. It’s an environmental group that keeps on eye on energy issues in the West. Shell had been pursuing water rights on the Yampa River, in the Northwest portion Colorado.

“Shell’s decision was a big deal. We’re talking about 15 billion gallons of water. … It would have basically taken the Yampa River, which is one of the the last free flowing rivers in the West and diverted a huge proportion of it to Shell for potential oil shale development.”

Bastable says the 15 billion gallons Shell was seeking is about three times the amount the city of Boulder, Colorado uses in a year.

But, Shell knows a lot of oil can be extracted from the oil shale. It’s estimated that there are 800 billion barrels of usable oil in the shale – in Wyoming, Colorado and Utah.

Dr. Jeremy Boak researches oil shale development at the Colorado School of Mines. He says Shell could be simply postponing extracting that oil. Boak believes oil shale has a future, but it’s still decades away.

“With all of the comments they’ve made about what the time scale for oil shale, Shell has been pretty comfortable that this is going to take time.”

Shell says that even though it’s no longer pursing water rights on the Yampa River right now, it’s in no way backing off its larger ambitions for oil shale.

The company wouldn’t provide someone to comment for this story, but in a statement the company said:

The “ultimate goal is to create a commercial oil shale recovery operation that is economically viable, environmentally responsible and socially sustainable.”

That statement adds timing depends on government regulation and the market. The company could be waiting to see what the government does about climate change and how that affects fossil fuel costs. Shell could also be waiting for oil prices go up before deciding whether oil shale worth the effort.

Eric Kuhn heads up water management for the Colorado River District. He monitors much of the state’s water West of the Continental Divide. Kuhn says there’s probably enough water for oil shale development right now, but it’s hard to say for how long.

“I don’t think they’re dropping the filing changes anything. I think those companies are dedicated to and still have a plan to develop the oil shale resource if they can find a technology that is economically productive or if they can produce the oil shale at a competitive price, I think they will do it.”

Environmentalists in the region hope they won’t. They say Shell’s decision not to pursue the water right now should be a signal to others… oil shale just might not be worth the effort.

The Skinny on High Fructose Corn Syrup

Food companies mostly sweeten things with table sugar, called sucrose, or they use high fructose corn syrup.
Dr. Bart Hoebel is at Princeton University.

A while back, his team fed rats regular food and let them drink watered-down sucrose to see if they’d put on fat.
They didn’t.

But, recently he let rats eat the same food, but drink a solution of high-fructose corn syrup.

“The ones with the high-fructose corn syrup became significantly fatter.

Corn sweetener companies dismiss the study since it involves rats, not people.”

Hoebel says rat studies point out where we should do human studies later.

“So we want to find out if the kind of sugar matters as the food producers are putting sugar in more and more things.”

More research on corn syrup is in the pipeline, including work on animals and people.

More than year ago peanut butter made in the southern U.S. sickened hundreds of people and killed as many as nine.
The outbreak set off a scramble to make food safer and the impacts are starting to be felt on the farm.
But it’s not clear how much the push for “food safety” will change anything.
Peter Payette reports.

The government is not requiring farms comply with its safety rules yet, but some grocery chains and food distributors are.

Chris Alpers runs two farms in northern Michigan that grow both cherries and apples.
He figures he’ll spend $7,000 getting them certified.
When asked if that will make his fruit any safer he pauses.

“That’s a hard one to answer. I don’t think we’ve had any issues in the past, nor would we if we continue the way we are currently doing things. But I guess the possibility is there that something could happen so certain things they are requiring us to do might make the fruit a little safer I suppose.”

In fact, nobody has ever heard of this region’s main crop making anyone sick.
It’s hard to imagine tart cherries being a little safer.
They grow well off the ground. They’re not picked by hand and are soaked in water on the way to be processed.
Nevertheless, growers along the coast of Lake Michigan will line up this summer to pay inspectors ninety-two dollars an hour to make sure they’re following a list of rules.

These include things like making sure workers only water drink in the orchard and that they wash their hands properly.
Nobody complains the rules are unreasonable.
But Dave Edmondson says they’re impractical.

“They want me to sign a piece of paper that this is going to happen every single day. I can’t guarantee that!”

Edmondson says he’s happy to run his farm according to the new rules but there are limits.

“It’s like the Indy 500 come harvest time. You have to focus on the movement of the fruit and taking care of it.”

There’s also concern in this region about what new rules might do to the growing number of small farms.
There’s a trend here of farmers growing food to sell locally rather than for processing or to ship cross-country.
There’s even a distributor that supplies area restaurants, schools and grocers with local food.
That company, Cherry Capital Foods, is not requiring its farms be certified.

The manager Evan Smith says he doesn’t want to see the local food movement killed with new costs and paperwork.
Smith says they visit farms they work with and he thinks small farms selling to neighbors are not the problem.

“That’s not to say it can’t be better but I’m not sure we’re going to see a significant change in the amount of food-borne illnesses or a decrease in those because quite frankly we’re not seeing that occur right now.”

Still the dangers of a tomato or spinach leaf making someone sick are real.

That’s why Don Coe says it will be better if everyone tries show their farms are clean and safe.
Coe owns a winery and is a Michigan agriculture commissioner.
He says one illness caused by a small farm selling locally would smear the movement.

“That’s my concern, is that we have to have an acceptable level of compliance with good food handling systems. We have to back it up with some kind of inspection service. It doesn’t have to be as rigid as foods going into the major food channels.”

The U.S. Congress might soon decide who needs to pass what sort of safety tests.
Under legislation now pending a farmer selling a few bags of spinach at a farmers market could be subject to the same standards as huge processing plant.

Tomato Blight Spreading

Walk around this outdoor farm market in Cleveland and just say the words ‘tomato blight’ – nearly anyone in earshot has a story to tell.

Susan Myers says her home garden has given over to what she thinks is late blight.

“But it’s pretty serious. I mean, it’s like wiping out everything. I have lots of tomatoes and all the leaves are dropping. I’ve never, ever had that before.”

It doesn’t look like the farmers here are having trouble with tomato blight. Most tables are piled high with bright reds and yellows.

Skip Conant has a beautiful display of heirloom tomatoes – but he’s not sure how many more weeks he’ll have fruit to offer.

Conant: “We definitely have tomato blight. It’s been a cool, wet spring, so, yeah. There’s a fair amount tomato blight.”

Grant: “What does it look like?”

Conant: “You’ll see a yellowing and curling on the leaves and then the stem will turn brown. The plant will become a very brown. Die from basically the inside out or the bottom up.”

It’s hard to tell yet if these Midwestern growers are starting to see the same blight that decimated the northeast tomatoes.

Bill Fry is a plant pathologist at Cornell University. He’s studied late blight for 35 years. Fry says it looks like irregular shaped black spots, and can appear on the leaves or the fruit. It can destroy an entire crop in just a few days.

This is the same blight responsible for the Irish potato famine in the mid-19 century. Growers have seen late blight since then. But Fry says, not at these epidemic proportions.

“The fact that it’s just everywhere is, I think, is the major difference from previous years.”

This wasn’t the first cool, wet spring on record. So, why has the blight so bad this year?

It’s kind of ironic. Fry and his colleagues have been studying the problem and think it’s probably because so many people are gardening. Millions more than just last year. And lots of those people bought tomato plants at stores like Home Depot, Kmart, Lowe’s and Wal-Mart.

“Infected plants were sold throughout the northeast in the box stores. They were transplanted to home gardens and from there the pathogen disbursed to other home gardens, to conventional and organic farms.”

Fry says you might not even notice at the supermarket. Commercial tomato growers spray lots of fungicide to keep away the blight. But organic tomatoes are getting harder to find.

But chefs and tomato lovers who’ve waited all season for those locally-grown heirloom – and especially organic – tomatoes aren’t finding what they want in markets in the northeast.

Back at the Cleveland market, chef and restaurant owner Karen Small has been waiting for tomato season – and it finally hit. She depends on this market for her produce and stops at just about every stand.

But as Small hears farmer after farmer describe what they think is late blight – she’s worried about the weeks to come.

“We’re accustomed to having tomatoes well into September, and maybe that’s not going to happen this year.”

Small plans to go home and rip out the tomato plants in her home garden – after hearing late blight described so many times, she’s pretty sure her tomatoes are infected.

Congress passed a bill that will put more money toward investigating the USDA’s organic program.

Some organic watchdog groups say the National Organics Program has been too loose with its rules.

Mark Kastel is with the Cornucopia Institute. He’s one of those critics.

“They have been accused by reputable independent auditors of having ignored the will of Congress in how they are managing the organic program – favoring large factory farms – favoring unscrutinized products being imported from China – all this competing with our family farmers here in the United States.”

Kastel says that’s not the way it’s supposed to work.

But he says the USDA organic label is still the gold standard. And most producers follow the law.

He and some leaders in Congress say an expanded review of the program will make sure that little green label keeps its credibility.

Shape-Shifting Fruits and Veggies

Vegetables can be really odd shapes.
But what if you could alter fruits
and vegetables into just about any
shape you wanted? Some avid gardeners
come up with strange looking hybrids,
but Julie Grant talked with a researcher
who’s taking the shape of produce to
a whole new level:

It’s time to start planting your garden this year. But maybe you’re tired of long, thin
carrots, huge watermelons, and round tomatoes. Julie Grant spoke with one researcher
who’s trying to give us some more options in the shape of fruits and veggies:

Ester van der Knaap steps gingerly around the greenhouse.

We’re at the Ohio State Agricultural Research and Development Center in Wooster.
The plants here are as tall as we are.

Van Der Knaap points out short, round tomatoes – and some odd-looking long, thin
ones.

“That’s one gene. One gene can make that difference.”

Van der Knaap’s team discovered that gene and isolated it. They call it the SUN gene.
And they’ve been able to clone it in tomatoes.

“You see this one is pretty round. It does not have the SUN gene. And that first one
makes a very elongated fruit, and it does have the SUN gene.”

Van der Knaap’s research could lead to square-shapes – something she thinks the
tomato industry might like. Square tomatoes fit better into packages. And, overall,
square tomatoes might be easier to work with than the common round tomatoes.

“They are mechanically harvested. So if you have a very round tomato, it would roll off
conveyor belts, it’s not very handy.”

So far money for her research has come from the National Science Foundation – not big
ag.

Van Der Knaap is quick to note – her tomatoes are not genetically modified.

You might remember the Calgene tomato which was made firmer by manipulating the
tomato genes with a gene from chickens. Van der Knapp’s just isolating the genes that affect the
shape of the tomatoes. Turning them on or off alters the shape.

Designer fruit shapes are gaining popularity. Check out any seed catalog, and there’s
a huge variety – some large and segmented, some pear-shaped, some oval, some
resembling chili peppers.

People have been cross-breeding tomatoes to make the shapes they want for a long
time. But this is not the same thing.

“It’s just funny, ‘cause my brother was working with some genetic things with tomatoes in
our attic.”

Dick Alford is a chef and professor of hospitality management at the University of Akron.

The difference between what his brother – and lots of other folks have been doing – and
what van der Knaap is doing is the difference between cross-breeding and locating a
specific gene that affects the shape of tomatoes.

The only other gene like this that’s been found so far was discovered by van der Knaap’s
advisor at Cornell University.

Chef Alford watches students as they cut yellow crookneck squash and carrots.

They’re trying to make uniform, symmetrical shapes out of curvy and pointed vegetables.
There’s a lot of waste. Chef Alford hates to see so much get thrown away. So he’s got
a request of Dr. van der Knaap.

“If we could get square carrots, it would be great. If you could get a nice long, a tomato
as long as a cucumber, where you could get 20 or 30 slices out of it, it would be great.”

In a country that loves hamburgers, Van der Knaap has heard that request before. But
the long, thin tomato hasn’t worked out just yet. She says there’s more genetics to be
studied.

Once we know all the genes responsible for making different shapes in tomatoes, Van
der Knaap says we’ll have a better idea of what controls the shape of other crops, such
peppers, cucumbers, and gourds.

And maybe then we’ll get those square carrots.

Government agencies admit they need to do a better job at keeping food safe. Kyle Norris has more:

When you discover people are getting sick from a food bourne illness like salmonella, you want to stop others from getting sick from it as fast as possible.

A report by the Centers for Disease Control and Prevention, the US Food & Drug Administration, and the Department of Agriculture finds the government is not getting any faster.

The report found the number of reported salmonella cases each year is about 15 people in 100,000. That has not gone down since 1996.

Lola Russell is a spokeswoman for the CDC.

“We are planning to increase the capacity of state health departments so that outbreaks can be better detected and investigated.”

Russell says the CDC will work to get more “boots on the ground” to detect an outbreak. The report also indicated the FDA is looking at the best options to prevent food borne illnesses in the first place.
