Weather Modification Making It Rain

We need a lot of water. We use it to grow food, wash our cars and even make electricity at hydro-dams. But in some areas there might not be enough water. The federal government estimates places in 36 states might experience drought conditions by 2013.

So, scientists and power companies are looking at manipulating the weather to create more water. And, as Christina Aanestad reports the practice, called weather modification, is more common than you might think:

“A mile and a half to go–we should see the cloud seeder.”

I’m traveling through the rugged terrain of Burney Falls, in northern California with Paul Moreno. He’s a spokesperson for Pacific Gas and Electric, one of the nation’s largest power companies and it wants to modify the weather in this remote area- it’s a process called cloud seeding.

“There it is……”

Energy companies, water districts and the federal government have conducted weather modification since the 1950’s. Today, it occurs in about a dozen states in the US-mostly the West and Midwest.

Moreno points to a large metal box.

“were’ looking at a cloud seeding generator that is off the ground about 12 feet on a steel platform and inside the cabinet is a tank that contains the silver iodide solution. The silver iodide solution is sprayed kind of atomized, like a perfume atomizer.”

This is how it works: the generator sprays heated silver iodide into the air-which then acts like a magnet, attaching to ice particles until snow forms. The purpose? More snow means more water and, more water means more power for Pacific Gas and Electric’s hydropower project.

At least… that’s the theory.

“It’s never been proven to actually work.”

Matt Ryan is a 25-year weather consultant.

“The idea that you can drug the sky into dropping more rain onto you is part of the problem in and of itself. Silver iodide which is the drug of choice throughout the cloud-seeding industry is a class-C toxic non-soluble inorganic chemical. When they say that it is Class C-You can’t flush this down the drain…it’s toxic.”

But not everyone thinks it’s a serious threat. Brant Foote heads the Research Applications Lab at the National Center for Atmospheric Research, in Colorado. He’s studied cloud seeding for decades.

“In general what we’ve shown is that health hazards of cloud seeding is negligible.”

But, Foote seems less certain about whether cloud seeding actually works.

“It’s been a tough nut to crack. There have been a lot of attempts to evaluate cloud seeding and more often than not with inclusive results, rather than with either negative or positive.”

Whether it works or not is beside the point to some. They just don’t like the idea. Mark Franco is headman for the Winnemum Wintu Tribe in Northern California. He doesn’t think people should be playing around with nature. He says instead of trying to artificially make precipitation, maybe we should be putting more effort into conserving water.

“One of the things people forget: when you’re running out of water, don’t use as much. Use water efficiently, people need take responsibility for the usage and waste of water.”

But, despite concerns about whether cloud seeding is a good idea… or whether it even works… some states support the science with millions of taxpayer dollars. And, utilities like Pacific Gas and Electric spend millions of ratepayer dollars on cloud seeding projects in the US.

This story starts at a forest preserve in Lake County, Illinois, north of Chicago.

Jill Stites is here to show off the forest preserve’s custom-built welcome center.

Stites: This building was built for people to come out and see what people could do in their own homes.

In other words, the idea was, we could do it, it didn’t break the bank entirely, here’s something you might want to try, that sort of thing?
Stites: yes, you can really do green building in a responsible way.

Stites shows me how the building collects rain water from the roof.
That keeps rain out of sewers.
That way, the local waste-water treatment plant doesn’t waste chemicals and electricity to purify rainwater.
After all, rainwater’s already clean and you can store it in cisterns, like this one.

Stites: It collects water off of the roof and goes directly in there. and there’s a spout on the bottom of the cistern that you can hook up a hose to and water your flowers with.

But Stites’ building wanted bigger bragging rights.
They wanted to prove people can collect rain water for more than just flowers.
You can use it for something more urgent: flushing your toilet.

Stites: you don’t need drinking water to flush your toilet. you’re saving the water from going to the storm sewers to be treated to come back as drinking water when that’s not necessary.

There was trouble, though.
The forest preserve district couldn’t get a permit to use rain water in the toilets.

It wanted a connection to city water, as a kind of backup.

But the state worried untreated rain water might somehow contaminate the city’s drinking water.

It took years to get special permission.

Stites: We’re bragging about it. It’s been in the paper about the possibility of it happening and we’re hoping by summer that it’s going to be a fact.

Well, the Lake County Forest Preserve District got its permit, but it won’t let the issue die.
It wants average homeowners to have an easier time, so do environmental groups.

Ellis: It’s a time-consuming process. If we’re going to have more individuals and business doing this, it’s just going to become a bureacratice mess if they have to get variances every time.

This is Josh Ellis.
He’s with the Metropolitan Planning Council in Chicago.
He wants rain collection for toilets to go mainstream in Illinois, but state law needs an update.

Ellis: It would just be a matter of course instead of a special process just to run your toilets a little bit differently.

He says engineers and plumbers have proven rain water collection can work for toilets, safely.

Ellis: We just need to upgrade the plumbing code and I think it will be smooth sailing from there.

Maybe smooth sailing … if you have the cash.
I ask an industry leader for specifics.
His name’s Joe Wheeler, and he’s with the American Rainwater Catchment Systems Association.
The U-S Environmental Protection Agency estimates, each year the average household spends just 200 dollars on water.
Wheeler says, for a rain water collection system …

Wheeler: You could do a really good job for about 4500 to 15,000 dollars. Every house is different. We’re not talking McDonald’s Big Macs here, we’re talking every one of them is a unique situation.

Wheeler says overseas, using rainwater for toilets is common and cheap.
Take Germany, for example.

Wheeler: Basically when you go into a home, you don’t know … you can’t tell the difference.

But Wheeler says German homes and businesses get pushed toward rain harvesting.

Wheeler: People would actually get a rebate on their waste water and that gave the whole market in Germany a critical mass.

It doesn’t work like that here, so in the U-S, rain harvesting for toilets is nowhere near critical mass.

The Obama administration has stressed openess and transparency in government. But Lester Graham reports, government employees, scientists and journalists say that transparency is not as clear as they’d like.

The Obama administration has stressed openness and transparency in government. But Lester Graham reports, government employees, scientists and journalists say that transparency is not as clear as they’d like:

Federal government websites have started featuring plans for transparency. Go to the Environmental Protection Agency site and you’ll find the “Open Government Plan 1.0.” The Food and Drug Administration site has a “transparency tool.” You can click on the Department of Energy’s “open” icon. Nearly every federal agency has a similar openess and transparency plan.
But inside the agencies you’ll hear a different story.

James Hansen is a climate scientist in NASA’s Goddard Space Center. He was famously muzzled by the Bush administration because Hansen’s science on climate change did not match the Bush White House policy on climate change. But James Hansen says censoring science and controlling the message or restricting access is not unique to the Bush White House.

“It’s really both parties feel they control the offices of public affairs in the science agencies. And, they think that the news that comes out of the offices of public affairs should be supportive of the administration’s policies.”

It seems to be a carry-over from political campaigns. During the campaign, handlers work keep everyone “on message” to make there are no embarrasing statements. Then, they bring that same mentality with them when they’re rewarded with jobs in the government.

One career press officer who did not want to be identified told me about “exteme frustration” among his colleagues. Recently there’s been a quote “tightening of the screws” by political appointees overseeing the press officers. Instead of the press officers doing their job, helping journalists get in contact with the bureaucrats, and scientists within an agency… they’re inhibited, restricted by political appointees.

Journalists have been trying to work around the obstacles thrown up by the political appointees.

Christy George is a reporter and the President of The Society of Environmental Journalists. Full disclosure here– I am a member of the SEJ. She says the journalists have been fighting this battle against many presidential administrations.

“Politicians love to control their message.”

But with all the promises of transparency in government, some reporters thought things would change.

“When President Obama came in and pledged to greater transparency and open government, we thought that was going to be a good thing and dramatically different from the Bush administration. And it’s not dramatically different in certain agencies. It seems like things are just largely continuing on.”

Christy George is quick to note, the Environmental Protection Agency has addressed some of the journalists’ issues. But, there are still problems of getting access to key scientists and others who contribute to how laws are enforced.

“It becomes harder to get information out of government when people are trying to manage information.”

Darrell West is the vice president and director of Governance Studies at the think tank, the Brookings Institution. He says when political appointees work to control the message, it’s not helpful to anyone.
And West says some of this transparency that agencies are trumpeting is really a way to avoid the scrutiny of journalists and activists and present information directly to the public through the internet.

“There is a risk that the flow of information is going to be more restricted and people are going to be told only what the government wants them to hear.”

And if you’re only hearing what the government wants you to hear… there’s a significant risk you’re not going to hear all you need to know.

You might call Lake Huron the forgotten Great Lake. There are no major cities on its shores. It doesn’t get the media attention the other four Great Lakes do. But its problems are just as bad or worse. Rebecca Williams reports a new documentary tells the story of Lake Huron’s struggle with dozens of alien invaders… and the biologists and fishermen who are trying to reclaim their lake:

You might call Lake Huron the forgotten Great Lake. There are no major cities on its shores. It doesn’t get the media attention the other four Great Lakes do. But its problems are just as bad or worse. Rebecca Williams reports a new documentary tells the story of Lake Huron’s struggle with dozens of alien invaders… and the biologists and fishermen who are trying to reclaim their lake:

The documentary Lake Invaders is a cautionary tale about opening the door to strangers. It tells how Lake Huron was opened up to alien invasive species. The film paints fish biologists as the heroes rushing in.

“Seems like it always has to wait until it’s at a disaster level before you know, we can start fixing it… we’re constantly putting out these biological fires, running from fire to fire, to try to keep them under control. We have to find another way to approach this.”

More than 180 non-native species have gotten into the Lakes… and some of them have turned everything upside down. Long, slithering, blood-sucking parasites called sea lamprey were the first to get in. They slipped through a canal that connects the Atlantic Ocean and the Great Lakes. Lamprey killed off most of the big predator fish in the Lakes.

Then… came the alewife. Since the lamprey had taken out the top predators… there was nothing to eat the invading alewives. In the film… biologist Jeff Schaeffer explains how the small fish took over the lakes.

“At that time over 90% of the fish biomass of Lake Michigan and Lake Huron was probably dominated by the exotic alewife. One of my colleagues refers to the Great Lakes at that time as alewife soup.”

Suddenly… there was a major stinking mess. Each spring, hundreds of millions of dead alewives washed up on shore and rotted. Not the best thing for tourism.

Filmmaker John Schmit says he was surprised to learn what happened to the lakes next.

“The funny thing about the Great Lakes is there’s Pacific salmon in them.”

Schmit says biologists brought in millions of salmon from the Northwest to control the alewives. The crazy thing is… it worked. In the film we see how a 4 billion dollar sport fishing industry was born. And the native fish of Lake Huron were pretty much forgotten about.

The salmon fishery boomed for decades. Until the alewives crashed in 2003.

Fisher Doug Niergarth says then… the salmon started starving.

“Two years ago we saw some monster salmon heads that were sitting on little dwarfed bodies. And it was the ugliest thing and rather nasty. Just skinny and withered away. It was the nastiest thing you ever done seen.”

The fishing industry started slipping away. Marinas just scraped by. Tackle shops and motels closed. People finally realized there was something wrong with the lakes.

John Schmit says he wanted to make this film to show how even the smallest invader could mess up everything… both the delicate balance of life in the lake and the people who fish it and depend on money from tourism.

“Lake Huron has been the most impacted by the newest invaders. My personal concern, my investment in the Great Lakes and making this documentary is for people to be aware of the kind of damage invasive species can do to these huge lake systems.”

He says his film Lake Invaders is an example of what invasive creatures can do… not just to Lake Huron… but any ecosystem.

Subsidizing Solar Power

Most of the power for your light switch comes from burning coal and natural gas. Mark Brush reports the government is trying to change that. There are state and federal programs that will pay you to put solar panels on your house:

John Wakeman was laid off from his factory job eight years ago. So, for him it was, “well… Now what?” He’d always been interested in solar panels and wind turbines. So he decided to go into business helping homeowners put these things up. It’s been eight years, business was slow at first, but he says these days, business for solar panels is picking up.

“There are a lot of people that have always just dreamed of it. You know, they thought it was really cool, they looked into it in the ‘70s. In the 70’s it cost, you know, ten times as much for the same energy. The costs have really come down.”

But it’s still really expensive for a lot of people. Wakeman says a typical solar job costs around sixteen thousand dollars these days.

But now – you can get help from the government.

There’s a federal tax credit that will pay for 30% of the cost of new solar panels on your house. So you spend sixteen grand – you get $4,800 off your next tax bill. And on top of that, there are a bunch of state and utility operated programs that will help pay for the up-front costs.

In fact, more than half the states in the country are forcing utilities to make more renewable power.

So more utilities are paying people to install things like solar panels, wind turbines, and geothermal heat pumps.

In many places, it costs less to install these things than it ever has.

Wakeman says these incentives have been good for his business.

“I can actually build a business somewhat on that. I can hire some people and get them trained. You know we can go out and sell some systems.”

But some say these subsidies are not a good idea:

“The sunlight may be free, but solar energy is extremely expensive.”

Robert Bryce analyzes the energy business for the Manhattan Institute. It’s a conservative think tank. Bryce says solar power is enjoying big subsidies from the government right now, but it’s not translating into a lot of power going onto the grid:

“Solar energy received 97 times as much in subsidies per megawatt hour produced as natural gas fired electricity; even though the gas-fired electric sector produced 900 times as much electricity as solar. So how much subsidy are we going to have to give them to make them competitive. And I think the answer is going to be… It’s going to have to be a whole, whole lot.”

Bryce agrees – there are some big environmental costs to traditional fossil fuel sources. Costs that are not always paid for. But in the end – he says renewable energy sources like solar just can’t compete with traditional fossil fuels.

But others say the subsidies for renewable power are boosting an industry that is trying to get a start.

Rhone Resch is the president of the Solar Energy Industries Association. He says the subsidies renewables are getting today just make the game fair:

“We’re starting to get the same kinds of support from the federal government that the fossil industry has enjoyed for the last 75 to 100 years. And when you do that, the cost of wind comes down, the cost of solar comes down, the cost of geothermal becomes more cost competitive.”

If you look at the numbers, traditional power sources have always gotten more money from the government. In 2007, the federal government gave out 6.7 billion dollars in subsidies to support electricity production. Most of it went to coal, natural gas, and nuclear.

Today, renewable energy sources, like solar, are getting a little more help. And supporters hope that help doesn’t disappear – like it has in the past – when the political winds change.

Business Co-Operatives Get Greener

Many people think the idea of business co-operatives is a leftover from the hippie generation. In a co-op, the workers own and manage the company. But there’s a new resurgence in the co-op model: there are new co-op bakeries, solar companies, and laundries. Julie Grant reports about these new employee-owned, often green-focused businesses.

Many people think the idea of business co-operatives is a leftover from the hippie generation. In a co-op, the workers own and manage the company. But there’s a new resurgence in the co-op model: there are new co-op bakeries, solar companies, and laundries. Julie Grant reports about these new employee-owned, often green-focused businesses.

The last few years have been tough in many inner city neighborhoods. Around the area known as University Circle in Cleveland some experts think the poverty rate is 40-percent. The streets are lined with boarded up, foreclosed homes, and the signs of poverty are everywhere: drugs, crime, and unemployment.

So, Mienyan Smith is glad to have a job. She’s 31-years old and has five kids.

She sorts laundry into large bins – blue blankets in one, white sheets in another. But this isn’t the same as any other job. Smith and the other eight workers are all about to become part owners.

“WE ALL HAVE A GOAL TO EVENTUALLY OWN THIS FACILITY. AND WE WANT IT TO ALSO EXPAND, SO WE WORK HARDER, TO LET THEM KNOW THAT ‘HEY, WE’RE IN IT FOR THE LONG HAUL.’”

Smith and the other workers will ‘buy in’ to the cooperative. Since none of them has the 3-thousand dollars upfront, they will each give 50-cents an hour from their paycheck.

Jim Anderson is with the Employee Ownership Center at Kent State University. He signed the papers for 6-million dollars in loans to start-up the Evergreen Cooperative Laundry.

In 3 years, he says the first 9 employees will be owners…

“THEY’RE GOING TO HAVE TO BE INVOLVED IN DECISIONS. THEY’RE GOING TO HAVE TO UNDERSTAND THE PURCHASING SIDE OF THE BUSINESS. SUPPLIES. WHAT THOSE COSTS ARE. THEY’RE GOING TO HAVE TO UNDERSTAND THE PAYROLL SIDE. THEY’RE GOING TO HAVE TO UNDERSTAND THE QUALITY ISSUES THAT CUSTOMERS HAVE.”

Even in the best of times this would be a challenging task. So, starting a worker-owned business during a recession might seem down right crazy. But Anderson says Evergreen is on track to succeed. Their workers really care about the success of the business.

Plus, the co-op has a market advantage. It’s made significant investments to be an environmentally friendly laundry. They bought washing machines with special energy efficient motors that save millions of gallons of water, and they purchased no-steam ironing presses that use less energy…

“WHERE, EVERYTHING ELSE BE EQUAL, WE’RE THE GREEN LAUNDRY. WE’RE GOING TO REDUCE YOUR CARBON FOOTPRINT MORE THAN ANYBODY ELSE WILL AND WE CAN SHOW WHY THAT IS. AND WE THINK, GIVEN THAT, WE’LL GET THE NOD FROM THE CUSTOMER.”

The co-op’s customers are mostly hospitals, nursing homes and hotels.

Gary Alperovitz says those types of businesses are rooted to the community – and that gives the Evergreen Cooperative a long term customer base.

Alperovitz is author of the book “America Beyond Capitalism.”

He says Americans are sick of overpaid CEOs and companies that abandon a community as soon as they find better tax breaks or cheaper labor…

“BUT COOPERATIVELY OWNED COMPANIES AND WORKER OWNED COMPANIES IN GENERAL, SINCE THE PEOPLE LIVE THERE, RARELY GET UP AND LEAVE TOWN AND GO TO THE SUN BELT. THEY ARE VERY GOOD FOR THE ECONOMY BECAUSE THEY ARE ANCHORED THERE.”

The Cleveland Model, as Alperovitz calls it, includes more than just the laundry. Evergreen has also opened a Co-op Solar Company, that employs a dozen inner city workers, and plans to hire up to 100 people. A Co-op greenhouse and a co-op newspaper are already in the works in Cleveland. Each intends to the be greenest company in its sector.

Alperovitz says the focus on green businesses is unique to Cleveland, but communities all over the U.S. are starting to look at the co-op business model:

“THERE’S A LOT OF SLOGANS, BUT THE UNEMPLOYMENT RATE DOESN’T CHANGE, THE LOCAL ECONOMY DECAYS, THE TAX BASE DECAYS, THE ENVIRONMENT DECAYS. AND THE QUESTION BECOMES ‘ARE WE GOING TO SOMETHING OURSELVES? OR ARE WE GOING TO ALLOW THE DECAY TO GO ON?’”

In Cleveland, they expect the group of Co-op businesses to employ up to a-thousand people in the next five years – all from the neighborhoods that need the help. The plan is to start stabilizing the inner city one street at a time…

Bottle Hunters Clash With Archaeologists

Archaeologists are not happy with bottle hunters. Bottle hunters spend their free time digging up outdoor privies – or, 19th century toilets. They’re looking for old glass bottles. But as Samara Freemark reports, they’re catching flak from the professionals.

If you ever went looking for buried treasure when you were a kid, maybe you can begin to understand just how crazy people can get about digging up bottles.

Take Jack Fortemeyer. When I met him, he was neck-deep in a hole in a backyard in Brooklyn. He was shoveling out a 19th century privy with his partner Scott Jordan. Not so bad for a 70 year old man.

“I told the kids you guys are going to have to do the digging while I sit up on the top in a wheelchair and you’re going to pass me the bottles and so forth. I’m getting to that point.”

Fortemeyer is a bottle digger – a person who digs up backyard privy pits looking for old bottles. The ones they find, they clean and keep. Or they sell them, or trade them with other collectors. Fortemeyer says he’s been hooked for decades.

“Found some bottles, had to find out about them, bought a book, and now I’m hopelessly addicted to it.”

Fortemeyer used to live in suburban Long Island. But he moved to Brooklyn because the buildings here are older. Older buildings mean privy pits – And privy pits… mean bottles.

“That’s why I moved to the neighborhood. To be closer to my pits. To be….I mean, that’s what it’s all about.”

“Jack, I see something….there’s a bottle there…”

So far today Fortemeyer and Jordan have dug up a nice collection of 19th century artifacts. Jordan spreads the pieces they like on a table.

“There’s a tiny piece of black pottery with floral design. a fragment of an 1840s teapot. A brass shirt button, little tiny stars going around the edge.”

He’s in the middle of describing them to me when I trip and step on a shard of pottery that’s been tossed on the ground.

“I think I….don’t worry about that. I think I just stepped on a plate and broke it.
Just more work for me. If we’re laying it on the ground, it’s not that important.”

What is it? Part of a white plate. So typical a lot of it doesn’t get kept.

And that moment right there is maybe the perfect example of why bottle diggers drive some professional archaeologists completely up the wall.

“It just makes us crazy. The bottle hunter, it’s all for them.”

That’s Joan Geisamar. She’s a member of the Professional Archaeologists of New York City – or the P-A-N-Y-C and yes, that acronym is pronounced ‘panic’.

“I have to confess the acronym came before the name, because we’re always in a panic about what’s going on.”

Geisamar says bottle diggers destroy the archaeological record. Professionals dig slowly. Painstakingly. They catalog every fragment, no matter how unglamorous. Diggers, she says, just barge in with shovels, looking for pretty things.

“They take what they want and throw everything else back in. It’s just a record that’s completely lost for personal gain and selfishness. Once it’s lost, it’s lost. And it’s
just morally wrong and professionally wrong.”

But Scott Jordan says in a place like New York, where there’s always development going on, it’s better to dig quickly – maybe even sloppily – then to not dig at all.

“There’s enough being destroyed left and right that we can’t even keep up with it
ourselves. There are so many sites, especially during the building boom in New
York where entire blocks are lost. If we’re there it’s gonna be thrown in a dump truck, put in a landfill. So those artifacts will just be lost.”

He pointed at the schoolyard next door. The playground had been slated for redevelopment. The diggers wanted to get in there. They offered to do presentations at the school, show the kids what they found. Everyone was interested. But jumping through all the official hoops took too long, and in the end, the yard was bulldozed and the site was lost.

But… it means a lot of car-deer accidents. It also means deer munching on tulips and shrubs. Some people consider them pests and want to get rid of the deer.

But instead of simply killing them, one city has decided to capture and sterilize a number of does.

Adam Allington reports, the results might point toward the future of urban wildlife management.

It’s a crisp night in Town and Country, Missouri…home to some 10,000 souls…and about 800 deer.

“There goes a deer over there, it’s just to the left of the tree, you can barely see it.”

Joel Porath is a wildlife regional supervisor for the Missouri Department of Conservation. Just like humans, whitetails he says, are right at home in the quiet cul du sacs of suburbia.

“They have all the food resources, they don’t have hunting and they don’t really have predators, so mainly vehicles are what kill them in communities like this.”

Lynn Wright sits on Town and Country’s board of aldermen. Despite the accidents she says most folks like seeing the deer around…kind of reminding them that they don’t live in the city.

“But when you start going from 2 or 3 and seeing 10 or 12 in the backyard you do start getting concerned about that.”

The car accidents were a problem, but Wright says people also complained about damaged trees and landscaping. Still, the town resisted the easiest solution—to just hire sharpshooters to come in and kill all the deer.

Instead, they explored alternative methods…this is sound from a department of conservation video…it shows four deer eating corn in a back yard…just then, a large dropnet is released…sending them into a flailing frenzy until technicians rush in with tranquilizer shots.

The deer are then brought to Steve Timm. Timm is a veterinarian with White Buffalo Incorporated. Its a company that specializes in sterilizing deer.

“We’ve got two does coming in. We’re going to sterilize them by removing ovaries.”

Timm operates out of a small eight by sixteen foot trailer… When the does arrive they’re hoisted on to an operating table and prepped for surgery.

“I’ve located the left ovary here, and so I’ll clamp it, bring it to the surface, use cautery to prevent any bleeding.”

The whole process takes about 20 minutes. The deer are then stapled up, fitted with reflective collars and released.

Timm says the theory is simple—fewer fauns mean less deer eating shrubs and running into cars.

“The early information suggests, that if there are some deer in the environment, especially our sterile does, the other deer have less tendency to move in.”

But not everyone backs the sterilization approach.

Joe Williamson is a retiree who loves to garden. Walking around his yard he points out flowering magnolias, yews, Japanese maples…basically, a kind of all-night deer buffet.

“This is a good example of antler rubs, this is called Staghorn Sumac. The bucks rub their antlers on here and they break them off, you see all these…its just wrecked.”

Williamson says sterilization does nothing to solve the immediate problem of too many deer. It’s also much more expensive. Town and Country paid White Buffalo 150-thousand dollars to sterilize 112 does, and kill another 100.

But, Joel Porath of the Department of Conservation says in the end, the best solution may involve sterilizing some deer…and killing others.

“Could you imagine if we stopped allowing deer hunting in the state? You know we kill around 300,000 dear each year and it doesn’t take very long for the population to jump back up. So, they do need to continue to do something in Town and Country down the road.”

By the end of spring Porath says the department should have enough information to see if sterilization makes sense for other suburban areas.

Shell Walks Away From Oil Shale

Extracting oil from oil shale takes a lot of water. Most of the oil shale in the U.S. is in areas where there’s not a lot of water. Conrad Wilson reports, one big oil company seems to be walking away from oil shale for that reason. But not everyone thinks that’s the case.

Extracting oil from oil shale takes a lot of water. Most of the oil shale in the U.S. is in areas where there’s not a lot of water. Conrad Wilson reports, one big oil company seems to be walking away from oil shale for that reason. But not everyone thinks that’s the case.

In the Western US, some energy companies are betting big on oil shale. That’s a process of basically heating up a shale rock into a liquid that’s eventually refined into oil. But the global recession and the threat of climate change might be giving those companies second thoughts. Add to that a increasingly limited water supply, and oil shale looks like a risky investment.

The process of creating oil shale is energy intensive and uses a lot of water. That’s a problem in the arid West. As the population grows, the value of water is increasing.

Royal Dutch Shell has the most invested in developing an oil shale technology that works. So earlier this year when the company announced it was pulling away from water rights, it sent shock waves through the industry.

“I read that decision as Shell’s acknowledgment that oil shale is a long way off and that this was a really controversial filing and that in a sense it’s not worth it.”

That’s Claire Bastable of the Western Energy Project. It’s an environmental group that keeps on eye on energy issues in the West. Shell had been pursuing water rights on the Yampa River, in the Northwest portion Colorado.

“Shell’s decision was a big deal. We’re talking about 15 billion gallons of water. … It would have basically taken the Yampa River, which is one of the the last free flowing rivers in the West and diverted a huge proportion of it to Shell for potential oil shale development.”

Bastable says the 15 billion gallons Shell was seeking is about three times the amount the city of Boulder, Colorado uses in a year.

But, Shell knows a lot of oil can be extracted from the oil shale. It’s estimated that there are 800 billion barrels of usable oil in the shale – in Wyoming, Colorado and Utah.

Dr. Jeremy Boak researches oil shale development at the Colorado School of Mines. He says Shell could be simply postponing extracting that oil. Boak believes oil shale has a future, but it’s still decades away.

“With all of the comments they’ve made about what the time scale for oil shale, Shell has been pretty comfortable that this is going to take time.”

Shell says that even though it’s no longer pursing water rights on the Yampa River right now, it’s in no way backing off its larger ambitions for oil shale.

The company wouldn’t provide someone to comment for this story, but in a statement the company said:

The “ultimate goal is to create a commercial oil shale recovery operation that is economically viable, environmentally responsible and socially sustainable.”

That statement adds timing depends on government regulation and the market. The company could be waiting to see what the government does about climate change and how that affects fossil fuel costs. Shell could also be waiting for oil prices go up before deciding whether oil shale worth the effort.

Eric Kuhn heads up water management for the Colorado River District. He monitors much of the state’s water West of the Continental Divide. Kuhn says there’s probably enough water for oil shale development right now, but it’s hard to say for how long.

“I don’t think they’re dropping the filing changes anything. I think those companies are dedicated to and still have a plan to develop the oil shale resource if they can find a technology that is economically productive or if they can produce the oil shale at a competitive price, I think they will do it.”

Environmentalists in the region hope they won’t. They say Shell’s decision not to pursue the water right now should be a signal to others… oil shale just might not be worth the effort.

Scientists say this ocean acidification is starting to cause big problems for marine life. And Ann Dornfeld reports that could affect your dinner plans.

Taylor Shellfish Farms has been growing oysters for more than a
century. And shucking them, one by one, by hand.

“An old profession. Y’know, they’ve tried for years to
find a way to mechanize it. There’s no way around it. Every oyster is
so unique in its size and shape.”

Bill Dewey is a spokesman for Taylor. The company is based in
Washington state. It’s one of the nation’s main producers of farmed
shellfish. Dewey says if you order oyster shooters in Chicago, or just
about anywhere else, there’s a good chance they came from Taylor.

But in the past couple of years, the company has had a hard time
producing juvenile oysters – called “seed.”

“Last year our oyster larvae production was off about 60
percent. This year it was off almost 80 percent. It’s a huge impact to
our company and to all the people that we sell seed to.”

Shellfish growers throughout the Pacific Northwest are having similar
problems with other kinds of oysters, and mussels, too. They suspect a
lot of it has to do with ocean acidification.

Richard Feely is a chemical oceanographer with the National Oceanic
and Atmospheric Administration. He says when the pH of seawater drops
too low, it can hurt marine life.

“What we know for sure is that those organisms that
produce calcium carbonate shells such as lobsters, and clams and
oysters, and coral skeletons, they generally tend to decrease their
rate of formation of their skeletons.”

Feely says it looks like acidified waters are affecting oysters
because their larvae build shells with a type of calcium carbonate,
called aragonite, which dissolves more easily in corrosive water.

The more acidic seawater also encourages the growth of a type of
bacterium that kills oyster larvae.

Feely says the changes in the ocean’s pH are becoming serious. He
recently co-published a study on the results of a 2006 research cruise
between Hawaii and Alaska. It was identical to a trip the researchers
took in 1991. They found that in just 15 years, the ocean had become
five to six percent more acidic as a result of man-made CO2.

“If you think about it, a change of 5% in 15 years is a
fairly dramatic change. and it’s certainly humbling to see that in my
lifetime I can actually measure these changes on a global scale. These
are very significant changes.”

A couple years ago, Feely gave a talk at a conference of shellfish
growers. He explained the impact ocean acidification could have on
their industry. Bill Dewey with Taylor Shellfish Farms was there.

“All these growers were walking around with all these
really long faces, just very depressed. I mean it was a very eye-opening presentation and something that’s definitely had growers
paying attention since, that this could be a very fundamental problem
that we’re going to be facing for a long time to come.”

Dewey calls shellfish growers the “canary in the coalmine” for ocean
acidification.

Scientists say if humans don’t slow our release of CO2 into the
atmosphere, shellfish may move from restaurant menus into history
books.
