Michigan Sen. Stabenow: Stop the Asian Carp

By now, you’ve probably heard all about the Asian Carp.

The invasive species is making its way up the Mississippi River and there’s concern that if the fish are able to get into the Great Lakes that they could drastically change the waters’ eco-system.

Michigan Democratic Senator Debbie Stabenow and Michigan Republican Congressman Dave Camp introduced the Stop the Asian Carp Act last year. The legislation required the Army Corps of Engineers to create a plan to permanently separate the Mississippi River and Lake Michigan.

Stopping the Carp

I spoke with Senator Stabenow this week and asked her where things stand with the Army Corps of Engineers’ plan. “The Army Corps of Engineers is working on a plan to give us specific recommendations on how to separate the waters… The problem is they say they won’t have this done until 2015. And, so, what we’re trying to do is push them to get this done much quicker,” Stabenow explains.

The Mississippi River: Not the only entry point for the Carp

A lot of attention has been paid to the Mississippi River as the main entry point where the Carp could get into the Great Lakes. But, Stabenow explains, “We also, now, are looking more broadly than just the Illinois River and the Mississippi River going into Lake Michigan. We’ve found that there have been some fish seen going across Indiana – in the Wabash River. At certain times, during the year, it connects to the Maumee River in Ohio and then actually goes into Lake Erie. And, so, this is a real challenge for us. There is, I believe, nineteen different tributaries and ways to get into the Great Lakes – that’s my biggest worry.”

Chicago shipping interests

Recently, we’ve been hearing more about the idea of permanently separating the waterways rather than a temporary solution. “I believe that we ought to be closing the [Chicago] locks until we get to a permanent solution. But, there is a lot of pushback from Illinois and Chicago,” Stabenow says. Those who work in commercial shipping in Chicago are against the idea of closing the locks. They say it would hurt their multi-million dollar business interests. “Personally, I’d say the other side’s interests are – not that we don’t respect them – but they’re small in terms of economic impact compared to what could happen having the fish go into the Great Lakes.

How to pay for it?

A question remains regarding closure of the waterways: who would pay for a permanent solution?  

“No one knows exactly how much it would cost to shut down the Chicago shipping canals and replace them with something else. But, the price-tag would be big, it could run into the billions of dollars, “Rick Pluta, Lansing Bureau Chief for the Michigan Public Radio Network explains.

Michigan Republican Congressman Dave Camp, Chairman of the powerful House Ways and Means Committee told Pluta, “I think there’s enough money certainly in the Great Lakes Restoration Fund that we could use to help with that problem.”

As Pluta explains, the Great Lakes Restoration Fund is used for, “Great Lakes cleanup, dredging and pollution prevention. Camp’s idea could divert funding from those purposes. But, environmentalist groups say restoring a physical separation of the two water systems, and eliminating the danger of non-native species back and forth between them, just might be worth it."

So, scientists and power companies are looking at manipulating the weather to create more water. And, as Christina Aanestad reports the practice, called weather modification, is more common than you might think.

“A mile and a half to go–we should see the cloud seeder.”

I’m traveling through the rugged terrain of Burney Falls, in northern California with Paul Moreno. He’s a spokesperson for Pacific Gas and Electric, one of the nation’s largest power companies and it wants to modify the weather in this remote area- it’s a process called cloud seeding.

“There it is……”

Energy companies, water districts and the federal government have conducted weather modification since the 1950’s. Today, it occurs in about a dozen states in the US-mostly the West and Midwest.

Moreno points to a large metal box.

“were’ looking at a cloud seeding generator that is off the ground about 12 feet on a steel platform and inside the cabinet is a tank that contains the silver iodide solution. The silver iodide solution is sprayed kind of atomized, like a perfume atomizer.”

This is how it works: the generator sprays heated silver iodide into the air-which then acts like a magnet, attaching to ice particles until snow forms. The purpose? More snow means more water and, more water means more power for Pacific Gas and Electric’s hydropower project.

At least… that’s the theory.

“It’s never been proven to actually work.”

Matt Ryan is a 25-year weather consultant.

“The idea that you can drug the sky into dropping more rain onto you is part of the problem in and of itself. Silver iodide which is the drug of choice throughout the cloud-seeding industry is a class-C toxic non-soluble inorganic chemical. When they say that it is Class C-You can’t flush this down the drain…it’s toxic.”

But not everyone thinks it’s a serious threat. Brant Foote heads the Research Applications Lab at the National Center for Atmospheric Research, in Colorado. He’s studied cloud seeding for decades.

“In general what we’ve shown is that health hazards of cloud seeding is negligible.”

But, Foote seems less certain about whether cloud seeding actually works.

“It’s been a tough nut to crack. There have been a lot of attempts to evaluate cloud seeding and more often than not with inclusive results, rather than with either negative or positive.”

Whether it works or not is beside the point to some. They just don’t like the idea. Mark Franco is headman for the Winnemum Wintu Tribe in Northern California. He doesn’t think people should be playing around with nature. He says instead of trying to artificially make precipitation, maybe we should be putting more effort into conserving water.

“One of the things people forget: when you’re running out of water, don’t use as much. Use water efficiently, people need take responsibility for the usage and waste of water.”

But, despite concerns about whether cloud seeding is a good idea… or whether it even works… some states support the science with millions of taxpayer dollars. And, utilities like Pacific Gas and Electric spend millions of ratepayer dollars on cloud seeding projects in the US.

In New York City, Sarah Lenigan is showing off her engagement ring. She got married this summer in California. Nowadays some people like her are starting to wonder where the stuff they buy comes from, including their wedding rings.

“You know the idea of the blood diamond, and not just the movie but, you do think about these things when you think about real jewelry. And this is the first time we’ve bought real jewelry, so it was a whole new ball game, I guess.”

It’s hard to say exactly where the gold in Sarah’s ring came from. Gold isn’t like other commodities – it’s almost impossible to track. But more and more, gold like Sarah’s is coming out of Ghana, in West Africa.

We’re driving over a dam on the Subri river in Ghana. The country used to be called the Gold Coast and today it’s the second largest producer of gold in Africa. Most of the gold comes out of a number of large surface mines. They’re all owned by companies from abroad.

At this dam, the American gold mining company, Newmont, stores water and waste from its gold mine.

Adusah Yakubu is with me. He’s a member of a local advocacy group. One side of the dam is green forest and clear water. But the other side looks like the surface of the moon.

“It looks like there’s cement in the river. It’s very hard, and it’s very gray. (What is that?) It’s a tailings dam.”

A tailings dam is where mining companies put waste from processing gold. After the precious metal is extracted, you get a mixture of sand and water. It also contains cyanide. Now, the chemical is poisonous, but it’s used all the time in gold mining. And miners work to control it.

But there are also accidents. Some of that waste overflowed this fall at Newmont’s mine, and killed fish downstream. The company says it was a minor event.

For the people who live around Newmont’s mine, the operations have really disrupted their lives. This river used to be the main source of drinking water and food for nearby villages. Kwame Kumah and his wife, Mary Yeboa live by the dam. They say they used to rely on the river for a lot of things.

“There are so many different things we got from the river. You could even get food from it, like fish, crab. But nowadays we can’t get anything from it.”

Now they can’t go near the water because of security guards. Newmont gave the community a well to make up for it. But the villagers say the dam has brought more mosquitoes, and with the mosquitos, disease. Although the company sold them discounted mosquito nets, Mary Yeboa says she gets sick much more than before.

“Right now, my body hurts all over. As I’m talking to you I have a headache, it really hurts. I don’t feel well at all.”

The gold mining company, Newmont declined to comment for this story.

The company sells its gold on the world market. Some people might buy it as investments, others for manufacturing. Or, it could end up as jewelry, like Sarah Lenigan’s engagement ring. That’s actually where most new gold goes, to jewelry.

Soon jewelry consumers, who care about their impact might be able to get some guidance. Certification systems such as the Responsible Jewelry Council are looking at gold, from the mine to the store.

Council CEO, Michael Rae says they are trying to clean up the jewelry business.

“It looks at environmental performance, social performance, labor standards, occupational health and safety, child labor issues and also in business ethics.”

The system won’t guarantee that gold or diamonds are from a specific mine, but it will reveal whether retailers and miners are making an effort to play fair.

Many jewelry and mining companies have signed on to the code. Newmont, the owner of the mine in Ghana we visited, is not a current member.

tributaries. An electric barrier has been built
in the canal to try to stop the fish from getting
into the Great Lakes. Lester Graham talked with
Jennifer Nalbone about the problem. She’s the
Director of Navigation and Invasive Species with
the environmental group Great Lakes United:

Jennifer Nalbone: They are just incredible eaters, and they get as big as 3 to 4 feet, 80 to100 pounds when mature. And they are just prolific. Some species, the females can produce over 1 million eggs in their lifetime. So the fear is, like they’ve done in the Mississippi River Basin, they’ll get so big, they’ll have no predators, they’ll eat so much food, and there’ll be so many that they’ll basically take over the ecosystem. In some areas, where they’ve invaded, upwards of 90% of the river’s biomass is carp.

Lester Graham: You’ve probably seen this fish on videos or something like that – they’re the ones that as a boat passes by, they’ll jump out of the river, and sometimes even hit the boaters.

Nalbone: I admit, the first time I saw a video of the jumping silver carp, I was so startled I laughed at it. But there’s nothing funny about 50, 60, 70 pounds of fish flying at you when you’re going 20 miles an hour. It could kill someone.

Graham: Now, there’s this electric barrier in place that actually shocks the water so the fish is discouraged from coming into the area. But now there’s concern that the fish has invaded a nearby river, the Des Planes River, that’s very close to this canal. So, why’s that a problem?

Nalbone: Our concern is with flooding. Just last year, we saw major floodwaters in the Des Planes River, where floodwaters connected the Des Planes and the Chicago Sanitary Ship Canal in streams of water several feet deep. And carp could be carried into the Chicago Sanitary Ship Canal in those floodwaters.

Graham: So, what are you proposing? How could we stop the fish from going any further?

Nalbone: Well, the long-term solution is hydrologic separation of the Mississippi River Basin and the Great Lakes Basin. Army Corps of Engineers has been authorized to study that problem, but that’s a multi-year project. Right now, what we’re concerned about are floodwaters this fall. We are pressing that the Army Corps of Engineers put in place sandbags or berms in the low points between the Des Planes and the Canal. And also fill in some of the culverts in the IMN Canal that connect to the Chicago Sanitary Ship Canal.

Graham: Now, I’ve watched this situation for years – long before the Asian Carp invaded the Mississippi River system – and I’m wondering, even if further millions of dollars are spent, to try to put up barricades or stop this fish, whether it’s simply inevitable that this fish will get into the Great Lakes.

Nalbone: Well, this is a battle against time right now. If we can block the future floodwaters from the Des Planes – which is probably our biggest hole in our defense right now – and plug the culverts in the IMN, we can buy ourselves some good time. But we won’t be out of the woods until we separate the Mississippi and the Great Lakes Basin. But we can’t let this invasion happen. It would be, perhaps, the greatest anticipated ecological tragedy of our time. So, I don’t think that inevitable is an option. We have to get it done.

A New Life for Old Phones

It’s pretty clear Americans like their cell phones. On average, we get a new one about every
eighteen months. And yet, we hold on to the old ones, too; the government estimates there’re
about one hundred million lying around in closets and drawers. Shawn Allee found people eager
to take your old phones – if only you’d recycle them:

I put an old phone in a recycling box a while ago.

I checked around and found it went to one of the nation’s largest phone refurbishers.
It’s a company called Recellular. And it’s based in an old auto parts plant in Dexter, Michigan.

“It’s a big open space with a lot of room to handle the 20,000 phones that come in every day.
You need a lot of benches, you need a lot of cubby holes.”

Vice President Mike Newman points to some incoming collection boxes.

“Every box is a mystery. You have no idea what’s in there until you open it up and start
sorting it out.”

Newman’s company is hunting for working phones to resell here or overseas. Before that, his
people sort and test every model of phone.

And workers like Myron Woods remove personal data.

“Contacts, the voice mails, the ringtones, text messages. Hit OK and the phone’s cleared
out. After that you make sure the phone calls out. You get a ringtone, you hear the
operator, and then you’re done.”

Newman: “In 2008 we processed almost 6 million phones and for 2009, we’re looking at
more than double-digit growth again.”

And of those six million phones, Mike Newman says he can sell about half of them. He’d do
better if people like me didn’t keep phones in drawers for so long.

“The longer you wait, the less value it has so, if you move down from that old phone, as
hard as it might be to part with it, it’s really important to recycle it as soon as possible – it
will do the most good.”

What about Newman’s other phones – the duds? He has a different company near Chicago
recycle them.

Allee: “And here they are … holy mackerel.”

I’m now at Simms Recycling Solutions. A conveyer belt is moving thousands of phones.

“There’s the end of the line for your cell phones.”

Mark Glavin is the VP of operations here. He says there’s gold, silver, and other metals in the
phones he gets from Recellular.

“The cell phones get shredded into somewhat uniform-sized pieces.”

Glavin sticks the pieces in an oven to burn off the plastic – and then grinds what’s left.

Glavin: “That’s what’s left of the cell phones.”

Allee: “It’s almost like the powder you use for a baby, except its black.”

Glavin: “Yes.”

Glavin says there’s gold and other metal in the powder – so metal companies will buy it.

He also has stubborn chunks of metal that won’t grind.

“Those get pulled off and then those go to the furnace room to be melted.”

Glavin: “This is appropriately named the furnace room, where all the melting goes on. It
gets nice and toasty in here in the winter time.”

Allee: “Wow, what are we seeing here?”

Glavin: “After the material has been melted, we’ll cast it into molds and into 30-40 pound
ingots.”

He’ll sell metal from these ingots along with that black powder.

Recellular and Glavin’s company recovers about 96 pounds of gold from its phones each year.

Plus, that gold’s worth more than a million dollars. And recycling saves energy, and prevents
pollution from gold mining.

Glavin says recycling is taking off, and he can always count on people wanting the latest and
greatest phones.

Glavin: “Pretty soon your cell phone will be a chip like, on an ear-ring and a watch, and
there’s nothing to it except for a very tiny electronic.”

Allee: “And people will still swap it for the next one.”

Glavin: “Without a doubt.”

There’s been a lot of talk during the Beijing Olympics about China’s

efforts to be more environmentally friendly. The host of the 2012 Summer

games hopes to do even better. Julie Grant reports that London is billing its

London already has great sporting venues, so it plans to use places like Wimbledon for the Olympics.

The city doesn’t want to build new facilities that will just sit there after the games are over. Taxpayers in Sydney, Australia, are still paying millions annually for underused facilities built for the 2000 Olympics.

London is building an Olympic Park, but has chosen an old industrial site in a neglected section of East London and hired local workers for the clean up.

90% of the demolition materials have been recycled or reused.

Also, the city doesn’t want the symbol of the games – the flame – to burn fossil fuels and add to the global warming problem. So Olympic officials are searching for a low carbon alternative.

Asian Carp were imported by fish farms in Mississippi and Arkansas to control algae.
But the fish escaped during floods. They swam out of the fish ponds, and into the Mississippi
river. And they’ve been moving north ever since.

Thad Cook is on a tributary of the Mississippi River in Illinois. This river is more than
400 miles upstream from where Asian Carp first escaped the fish farms.

Cook is looking
for two types of Asian Carp known as Silver and Bighead Carp. It turns out t’s not hard to find them. He dips an electrified pole into the water – and the fish jump right out of the
river and into the boat.

Cook is with the Illinois Natural History Survey. His group, along with several others,
has been making trips like this one for years. They’ve been keeping a close eye on where
the fish are going. He takes a guess at how big this fish is.

“No he’ll go… uh.. he’s probably…”

“Hold him out there Jimmy!”

“Yep, six, seven, eight, nine, ten pounds.” (Laughter)

His fish story could have gone a lot further. Some types of these Carp can get up to a
hundred pounds. There aren’t many fish that can compete with an appetite like that.

Biologists are finding that these carp are pushing native fish species aside as they spread
north through the Mississippi River system. And some fear it’s only a matter of time
before they swim their way into the Great Lakes.

David Jude is a fisheries biologist with the University of Michigan.

“I’m very concerned about what impact they would have in the Great Lakes because
they’re planktovores which means they filter zooplankton from the water column. And, they’re just huge fish. And so they have the potential for having
a tremendous impact on our ecosystems.”

He says the silver and bighead carps are filter feeders. They pass up eating smaller fish –
and head straight for the bottom of the food chain.

Jude says if Asian carp get in, it’ll make a bad situation worse. The Great Lakes are
already losing zooplankton from other invasive species. Asian Carp could
destroy a 4 billion dollar a year sport fishing industry.

And here is where the battle line is being drawn. The fish have been spotted thirty miles
downstream from this spot on the Chicago Ship and Sanitary Canal. A century ago,
engineers blasted through solid rock to connect the Great Lakes with the Mississippi
River system.

Chuck Shea is with the U.S. Army Corps of Engineers.

“Any type of fish that would want to move between Lake Michigan and the Mississippi
river basin – has to pass through the Chicago Sanitary and Ship Canal – there’s no other way to swim through. So, they have to come through this body of water we’re standing in front
of right now.”

Shea is in charge of the construction and maintenance of two electric fish barriers along this canal.
When this barrier is online, machines will pulse electricity into the water. The electric current shocks
the fish – making them swim away.

This barrier hasn’t been turned on yet. There have been delays due to funding shortages. And they’re still
doing safety testing with the Coast Guard.

Right now, the only thing that would keep the carp from getting into the Great Lakes is a temporary electric
barrier built six years ago.

The good news is that there still seems to be a little time. Biologists say, so far, Asian Carp haven’t moved any
closer than thirty miles from the barrier for the last couple of years.

The mayor of one major city has set “green” standards for all new buildings, using a mix of mandates and incentives. Last year, the first green police station opened in Chicago. It will use 20% less energy, and 30% less water than a typical police station. It’s built of recycled and locally available materials. But it looks pretty much like the other newer police stations you see around the city. Officer Jeffrey Bella who has worked here since it opened, says most people have no idea this is what’s known as a “high performance green building.”


“…and the fact that nobody talks about it and nobody notices it is pretty much a testament to how well it does work.”


This is the first police station in the country to earn a LEED Silver rating from the US green building council. LEED – that’s L-E–E-D- for Leadership in Energy and Environmental Design, is a rating system that awards points for features such as energy conservation, site usage, indoor air quality, light pollution reduction, even proximity to public transit. Levels range from basic certification to silver, gold and platinum.


Last spring, Chicago Mayor Richard Daley announced every new building built by the city, must meet basic LEED standards. Private developers aren’t required to meet LEED standards but they must meet the less stringent city Energy conservation code.


Even that has the development community concerned about higher costs. The Mayor had this to say at the Building and Design conference in February.


“Here in the city of Chicago we have to really educate architects, and engineers and I mean you talk about challenges, that alone – and contractors- because they look at money. Money is the source of their profession, like any other profession. How much money… developers, engineers, archiects, contractors, and subcontractors …so green technology to them means money, it doesn’t mean the technology that maybe you and I think about.”


Even the mayor wouldn’t dispute that most LEED certified construction costs more up front. Washington D.C. economist Greg Kats puts it at roughly 2 percent more. Kats ran a performance study of 40 LEED-certified buildings around the country and found higher initial costs were offset ten fold by a variety of benefits.


“And those benefits pay back very quickly in the form of lower energy costs, lower water costs lower operations and maintenance costs, better building operations. And frankly, people are more happy, they’re more productive, kids’ test scores go up, asthma and allergy problem, which is a real concern for a lot of parents like me, tend to go away in green builings.”


On February 14th, one of the city’ largest real estate firms, LR Developers broke ground on what will be the first LEED-certified luxury high rise in Chicago. LR’s Kerry Dixon says, they built green to differentiate themselves in the luxury condo market, and although they’re not required to be LEED certified, they knew it would please the Mayor. But Dixon says it hasn’t exactly been an important selling point.


“We’re not getting feedback from the marketing and sales staff that yeah, everbody’s interested in it.”


If most condo-buyers are not showing much interest in green buildings, more and more large corporations that want to project greener images are.


“We are one of the nation’s largest energy producers. We are by far the nation’s larger operator of nuclear power plants. Some love us for that, and some are skeptical because of that.”


John Rowe is the CEO and chairman of Exelon. The company is looking to consolidate 3 corporate offices into one location and Rowe was fascinated with the idea of building a new green headquarters.


“But it basically worked out so that it would probably be cheaper. And that if we worked on being green we could probably get just as much credit for using an existing building as a new one.”


That’s because the U.S. Green Building Council also certifies commercial interiors. When it’s finished in 2007 Rowe is confident Exelon’s new corporate headquarters will qualify for LEED’s silver rating. He’s hoping it even makes gold.


For now, the Daley administration has chosen to LEED by example – and hope the private sector follows.
