Ten Threats: Farmers Wasting Water?

In the Great Lakes region, farmers are one of the biggest users of water. They
pump water from underground aquifers or from lakes and streams to irrigate their
crops or water livestock. Agriculture has been criticized for its large withdrawals
of water. Farmers say they want to be recognized in a Great Lakes water use
agreement as efficient water users, but as Erin Toner reports… it’s unclear
whether that’s true:

The series, Ten Threats to the Great Lakes is now looking at the threat of water withdrawals from the Great Lakes. Our guide through the series is Lester Graham. He says a lot of businesses and homes use water from the basin, but one group says its use is especially efficient.


In the Great Lakes region, farmers are one of the biggest users of water. They
pump water from underground aquifers or from lakes and streams to irrigate their
crops or water livestock. Agriculture has been criticized for its large withdrawals
of water. Farmers say they want to be recognized in a Great Lakes water use
agreement as efficient water users, but as Erin Toner reports… it’s unclear
whether that’s true:


Scott Piggott is the sixth generation to grow up on his dad’s cattle farm in a small
town in central Michigan. He says not everything on the farm is perfect, but he
says he grew up knowing that you have to do things right to protect the
environment.


“If we don’t begin to stand up and say, look, this is what we’re doing to protect
the environment, I think more people will continue to say, hey, they’re not telling
us what they’re doing, they must be doing something wrong.”


Piggott also works for the Michigan Farm Bureau. He says his goal is to make
sure every farm in his state is doing everything it can to protect the environment,
including conserving water they use for irrigation.


But Piggott and the farm bureau oppose broad regulations for large water users,
such as farmers. That’s proposed in a draft of a Great Lakes regional water use
agreement. Piggott argues the agreement should treat farmers differently because
the water they use goes right back into the ground.


Piggott said in a Farm Bureau press release that, “95 percent of the water that
touches a farm field seeps into the soil providing aquifer recharge.”


Later, he qualified his statement.


“It is estimated that 95 percent of the water that touches an open, pervious space
seeps into the soils and a portion of that, which I would infer that, it does provide
aquifer recharge, but necessarily does all 95 percent of it go towards aquifer
recharge. I think that might be debated. The quote could probably be stronger in
a given direction, but I stand by it.”


Piggott says his information is based on Environmental Protection Agency
estimates. But is his 95 percent figure true?


Jon Bartholic is with Michigan State University. He’s done research on water
use on farms. He says of all the water that falls on a farm – that’s rainfall and
irrigation – about 70 percent of it evaporates.


“So the remaining part, 30, 40 percent depending where you are. It might be
almost 0 percent, if you’ve got clay soil and it’s all run off, is there to potentially
to go back and recharge the aquifer.”


Bartholic’s estimate is that 30 to 40 percent potentially flows back into the Great
Lakes basin and its aquifers – that’s nowhere near 95 percent. Bartholic says farmers
do consume water.


“Clearly, farmers are being very conscientious about their water use, but, yes, if
you use water for crops and have economic value, there is some consumptive
usage of that water.”


Other water experts in the region say the issue is complicated. A lot of factors
effect how much water used to irrigate crops actually gets back to the aquifer.
Although one expert says at best the 95-percent estimate is “theoretically
possible” if conditions were perfect.


Conditions are rarely perfect.


Mark Muller is director of the Environment and Agriculture Program with the
Institute of Agriculture and Trade Policy in Minneapolis. Muller says it’s
generally agreed that right now there’s plenty of groundwater in the Great Lakes
region, but he says there is still reason for concern. That’s because in other areas of the
country, aquifers thought to be plentiful have gone dry.


Muller says managing Great Lakes water resources is important for the close to
40-million people who rely on the basin for their drinking water. He says
managing that water correctly is also crucial to sustaining the region’s farming
industry.


“Industry and agriculture is going to look at the Great Lakes basin as a place
where they should set up shop. So, I think we should realize that we have a very
valuable resource that’s only going to become more valuable in future years.”


Muller adds that public opinion is very important to shaping the Great Lakes
regional water use agreement. He says any misleading information, from any of
the stakeholders, is just not helpful. That’s why the farm bureau’s claim that 95-
percent of the water used for irrigation recharges the aquifers is more important than
just an optimistic viewpoint. It’s seen by some as a public relations spin.

In our next report in the series Ten Threats to the Great Lakes we hear about how a native
fish has been hurt by an invasive species that swam into the lakes through a canal. Lester

One of the Ten Threats to the Great Lakes is the decline of many of the native species.
The lake trout has been in trouble from over-fishing and because of an invasive species
called, the sea lamprey. Ever since it invaded the Great Lakes, scientists have been trying
to keep the invasive sea lamprey under control.


Conservation agents use a pesticide to keep the lamprey numbers down, but it’s expensive,
and sometimes it kills other fish. Now, researchers have discovered a lamprey
pheromone. They think the chemical attractant could be a big help in their fight against
one of the most destructive invasive species in the Great Lakes. Stephanie Hemphill
has that story:


The sea lamprey came into the Great Lakes through canals more than a hundred years
ago. The slimy parasites attach themselves to big fish and feed on them until they die.
Each lamprey can kill 40 pounds of fish in its lifetime.


Between sea lampreys and over-fishing, the big native fish, the Lake Trout, was wiped out
in the lower Great Lakes. Only a few survived in small pockets in Lake Huron. Lake
Superior is the only place Lake Trout survive in healthy numbers.


There’s an aggressive 15-million dollar a year program to keep sea lamprey numbers
down. Part of the effort is using a chemical called TFM that kills the lamprey.
Wildlife managers spread the lampricide in streams in the spring. It kills some of the
young lamprey as they swim down into the lake.


University of Minnesota biologist Peter Sorensen says he and other scientists noticed that
TFM kills not just the juveniles, but the larvae that live in the streambed too. They also
realized, after a stream is treated, very few adult lamprey come back to the stream to
spawn, or lay new eggs.


“And this led to an observation decades ago, which was key, that adult lamprey must be
selective in how they pick streams. They only pick a few, and if you remove the larvae
they don’t seem to go in there.”


Scientists suspected the larvae might play a role in the spawning migration of adults.
That might mean the larvae are putting out a pheromone that tells the adults it’s a good
place to spawn. Just one larva attracts a lot of adult lamprey, indicating the pheromone
is very potent.


It was up to Jared Fine to determine what the chemical is. Fine is a PhD student working
with Peter Sorensen. For two years he sifted through the water in tanks holding lamprey
larvae.


“Separating the different chemical compounds, testing them biologically, seeing which
ones have activity, coming back to the active ones, further separating them, and just
repeating this until you get down to the one or two or three compounds that have the
activity.”


Fine narrowed it down to three compounds. He purified them and gave them to a colleague in the chemistry department, Thomas Hoye. Hoye created a synthetic version of the most potent pheromone. He says it should be possible to produce it on a large scale, and that means it could be used to treat the
Great Lakes. The question is, how much would he need?


“You know, would it be a tank car load, would it be a football field, would it be a dump
truck? It’s none of those. Would it be a barrel? No. Is it a bucket-full? No. In
fact it’s only about 500 grams, that’s just one pound, would treat all that water for a
month.”


And that’s all it would take, because the lamprey only spawn for a month, but the
treatment would have to happen once a year. Peter Sorensen says when lamprey
approach a stream to spawn, their clock is ticking. They have a powerful urge to lay
eggs, and once they’ve done that, they die.


“They are driven animals. Frankly they’re kind of on autopilot and pheromones are
what’s driving that autopilot to a very large extent, and now that we’ve got it, I think we
can really powerfully use that to our advantage.”


Sorensen says fisheries managers could use the pheromone to attract more lampreys to
streams outfitted with traps.


“You know the key here is the fact that this pheromone is natural, safe, and should be
very inexpensive to add.”


Fisheries managers hope the pheromone will help reduce the cost of controlling the
lamprey and add a new weapon to their arsenal.


The news on lamprey couldn’t have come at a better time for wildlife managers
around Lake Superior. After years of relatively constant numbers, the lamprey
population jumped dramatically this year. Scientists say lamprey may be finding new
spawning grounds in the mouths of streams, where lampricide is less effective. They’re
hoping they can use the pheromone to draw the lamprey to traps further upstream.

Seniors Find Niche in Environmental Work

Environmental work isn’t just for young professionals anymore. Retired engineers, former biology teachers, and others with time on their hands are working on environmental problems as volunteers. The Great Lakes Radio Consortium’s Jennifer Szweda Jordan reports on how senior citizens are keeping environmentally active:

75-year-old Ivan Pettit is officially retired from his job as an environmental regulator, but he

hasn’t stopped monitoring streams, promoting recycling, and solving a nagging safety issue in his

state.

On a sunny day in Oil Creek State Park in northeast Pennsylvania, he drops a stone down a corroded

pipe.


“Okay, go.”

Pettit is estimating the depth of this remnant of an old oil well. It’s one of thousands of

abandoned oil wells in this region. The wells date as far back as 1859. Pettit and a team of senior

volunteers regularly hunt for old wells. The seniors’ work improves water quality and safety for

hikers and hunters, and Pettit says it helps keeps him fit.


“It is work that I have always enjoyed doing as well as getting you outdoors and being able to

observe the things that’s going on around you, that is not a sedentary task whatsoever.”


Pettit belongs to the national Environmental Alliance for Senior Involvement. The group claims

members as young as fifty-five. Pennsylvania has the third highest number of residents older than

sixty among U.S. states. Its active Senior Environmental Corps is touted as a national model, and

has been honored by the United Nations Environmental Program.


But senior groups across the nation are working on environmental problems. In Cape Cod, they

monitor West Nile virus. Seniors clean hazardous waste sites in Indiana. Michigan volunteers

install solar water heaters on poor peoples’ homes.


It’s a fast growing program. In 1993, 26 older adults made up the Senior Environment Corps. A

decade later, over 100 thousand were involved in work across the country.


Ivan Pettit’s work looking for old oil wells is the kind of effort that makes a real difference.

Besides being a hazard for hikers and hunters, some of the old wells seep oil into the ground and

it gets into streams.


In less than two years, the seniors have found almost two hundred wells. Environmental Alliance for

Senior Involvement president Tom Benjamin compares that to two college interns who worked full-time

one summer, and found fewer than fifty.


“Most of these individuals that were volunteers know that community and know the area. They grew up

there, they hunted those woods, they know what a oil well looks like, so they have some instant

recognition.”

Every other week, from spring to fall, the well hunters line up horizontally, twenty feet apart,

and comb a section of forest. Some well holes are several feet across and twenty feet deep. Others

have narrow openings, but drop as deep as a thousand feet. Evelyn Kolojejchick and her husband John

lead Ivan Pettit and other volunteers in seeking out the wells and marking coordinates.


“Ok, longitude is?”


“Seventy-Nine.”


For both Evelyn and John Kolojejchick, well-hunting and other environmental projects are an

extension of teaching high school science for thirty years. Evelyn once aimed to spark interest in

many young minds. Now she feels she’s working on a smaller scale, but hopes to remain effective.


“I belong to Audubon, used to belong to a lot of other environmental organizations and it just

seemed like you needed… you needed to do something that was going to make a difference. I never

had any money to donate to all of these causes and you just you know, you want to do something that

an individual can do.”


Recently, the seniors saw results of well-hunting. They found sensitive species in a stream that

had once been polluted. Several oil wells nearby had been sealed with cement to keep acid mine

drainage out of the water.


“The first year we tested it for aquatic life, there was almost nothing there. And yesterday when

we were there, we had better diversity in that stream than we have in some of our streams that we

test all along that we know don’t have those kinds of problems. So they have made a significant

difference on that stream by plugging those wells. It’s remarkable.”


And it’s the kind of reward that these senior citizen volunteers had hoped for: making a difference

in their part of the world.

The document will determine how water from the Great Lakes will be used and who gets to use it. Controversy has already erupted over the possibility of one city’s bid for the water. The city is looking toward the completed Annex for guidance. The Great Lakes Radio Consortium’s Christina Shockley reports:

water from the Great Lakes will be used and who gets to use it. Controversy
has already erupted over the possibility of one city’s bid for the water.
The city is looking toward the completed Annex for guidance. The Great
Lakes Radio Consortium’s Christina Shockley reports:


Dan Duchniak says he’s an environmentalist.


“We have the low-flow showerheads in our house, we have the low-flow faucets, we have the high-efficiency washers and dryers, our kids know about those, you know, they think they’re fun.”


But Duchniak is in the middle of a bitter fight with other environmentalists and officials over his area’s largest natural resource: water from Lake Michigan. Duchniak is the water manager for the City of Waukesha, Wisconsin. It’s just west of Milwaukee. Waukesha is only about 20 miles from the Lake Michigan shore. Right now, Waukesha gets its water from wells that tap an aquifer deep within the ground. But Duchniak says the wells won’t sustain the long-term needs of the city.


“As the water levels drop, the water quality degrades, and what happens is we’ve seen an increase in different water quality parameters, one of those being radium.”


And radium is a health problem. In very high doses, radium can cause bone cancer. To solve its water problems, the City of Waukesha might ask for access to Lake Michigan water. But even though the community considers the lake part of its back yard, there’s a major problem. Even though it’s close, Waukesha sits outside the Great Lakes basin.


That means the area’s ditches and streams drain away from the lake. Rain water runoff and treated water from the sewer system flow toward the Mississippi River Basin. The governors and premiers might include a rule in the Annex 2001 that says communities sitting outside the Great Lakes basin must return treated water to the lake, if they use it.


Engineers who study water in the area say Waukesha could make the case that the city is already using Great Lakes water. That’s because the city’s wells tap into water beneath the surface that supply water to Lake Michigan. But environmentalists say that argument isn’t going to fly. Derek Sheer is with the environmental group “Clean Wisconsin.” He says Waukesha would be pumping a lot more water directly from the lake than the underground aquifer would replace.


“They’re not returning 13 million gallons of water back to the Great Lakes by any stretch of the imagination.”


But the city of Waukesha knows that if the finalized Annex 2001 looks anything like the early drafts, the city would have to return most of the water it uses back to the lake. Waukesha’s water manager, Dan Duchniak says that could be done in a combination of ways. The city could pump it back to the lake, pump it to a nearby stream that flows to the lake, or stop using the ground water completely and let it flow back to the lake.


People on both sides of the water issue seem to agree on one thing: because of the huge amount of water in the Great Lakes system, and its natural ebb and flow, the amount of water the City of Waukesha would take would not harm the Great Lakes’ ecosystem. Even if it’s not pumped back.


Art Brooks is a professor at the Center for Great Lakes Studies at the University of Wisconsin-Milwaukee.


“The amount of water they intend to withdraw would probably lower the level of Lake Michigan on the order of a millimeter or so, probably less that five millimeters per year.”


But it’s not just Waukesha that has environmentalists worried. Professor Brooks and environmentalist Derek Sheer say if Waukesha gains access to Great Lakes water, it could set a dangerous precedent. Sheer doesn’t want other states and countries to start withdrawing Great Lakes water.


“If Waukesha and Arizona and Georgia and all these other places start pumping large amounts of water out of the basin, we could see a dramatic lowering of the water in the lakes.”


The city of Waukesha says it needs the water and would abide by whatever the Annex 2001 agreement sets down. And Waukesha’s water manager, Dan Duchniak, says that includes what it determines about return flow. He says arguing about the issue right now is a waste of time, since the Annex isn’t done. Beyond that, Duchniak says Waukesha is part of the Great Lakes system, and is not about to suck the lakes dry.


“Lake Michigan is in our back yard. We can see Lake Michigan from here. We’re not that far away from it.”


The experts say Waukesha would only be the first in line to ask for Great Lakes water. With suburbs sprawling away from the big cities on the lakes more and more towns will be eyeing the Great Lakes when demand for water exceeds their underground supplies.


A draft of the Annex could be ready this year, but it will most likely go through a lengthy series of votes before it becomes law.

River Otters on the Rebound

There have been many wildlife success stories in the region. For instance, the numbers of white-tailed deer and Canada Geese have rebounded so strongly that many consider them pests. In the late 1980’s river otters were so rare in Ohio that wildlife officials imported 123 of the animals and released them along rivers and streams. Now, it’s estimated that Ohio has more than 4,000 river otters. Dave Scott helps track the Ohio numbers for the Natural Resources Department.


“River otters are a really neat success story. And like some other wildlife things, they’ve done better than anticipated.”


In fact, so much better that the otters in Ohio are now being blamed for eating up fish in stocked ponds and in farm lakes where fish are raised for sale. That’s why wildlife officials are now proposing a trapping season here next winter. Trappers value river otters for their fur and back the idea of a trapping season but animal protection activists oppose it. They say the foothold traps that are used are inhumane.

Epa Calculates Illnesses Caused by Sewage Overflows

Sewage overflows during heavy rains have long been implicated in illnesses in people. For the first time, the Environmental Protection Agency has come up with an estimate of just how many people are getting sick from swimming at contaminated beaches. The EPA estimates that somewhere between 3,500 and 5,500 beachgoers get sick
every year when untreated sewage is flushed into rivers, streams and lakes
by heavy rains. The EPA’s Ben Grumbles says the report is another reason
for cities to fix their aging sewage systems – despite the high cost.


“And it can literally add up to hundreds of millions, a couple of billion dollars, for
very large cities, to fix the problem for the long-term.”


Grumbles says many communities can avoid that bigger expense by investing
in new technologies to better manage existing systems – and keeping pipes
well-maintained and free of debris.


Environmental groups say they hope legislators are listening. Congress just reduced
the fund from which communities can get loans for sewer projects by 500 million dollars.

Steams that flow through forests tend to be wider and slower than those
that flow through meadows or urban areas. Scientists say that creates
an environment that can actually help clean up a polluted waterway.


Bernard Sweeney is the director of the Stroud Water Research Center in
Pennsylvania. He says their research points to a direct relationship
between woods and water.


“You put a forest along a small stream, it creates a more natural and
wider stream channel; that in turn provides more habitat, more
available ecosystem which in turn enables a stream to do more work for
us like processing nitrogen and organic matter.”


Sweeney says government programs that offer incentives to create
natural streamside buffers should do more to specifically encourage
reforestation. He says grass buffers don’t have the same cleansing
effect on waterways.

‘Non-Stick’ Chemical Discovered in Great Lakes

New research shows that chemicals used to repel food, stains, and water are sticking just about everywhere else in the environment. They were recently found in the Great Lakes. But as the Great Lakes Radio Consortium’s Sarah Hulett reports, their discovery was not a surprise:

New research shows that chemicals used to repel food, stains, and water are
sticking just about everywhere else in the environment. They were recently found
in the Great Lakes. But as the Great Lakes Radio Consortium’s Sarah Hulett
reports, their discovery was not a surprise:


The chemicals are called perfluoronated compounds. They’re used in products
like Teflon, Scotchgard, and Gore-Tex. They’ve been detected in animals from
Arctic polar bears to seals and birds in the Baltic.


Matt Simcik is a researcher at the University of Minnesota. His studies turned up
the chemicals in lake trout from all five Great Lakes. Simcik says a likely source
for the contaminants is wastewater treatment plants.


“Because these chemicals are used in everyday use – textiles and carpets and
things. And when you wash your clothes, or wash your carpet, that water gets
into the waste system, and eventually ends up in the lake.”


The effects of the chemicals on humans is the subject of intense debate – but at
high exposures they’ve been linked to problems including birth defects and
cancer .


One of the two known chemicals has been phased out of use. Federal regulators
are looking at the other to determine whether it should be restricted as well.

But most people are too busy enjoying themselves to bother thinking about the critters… let alone to get down on their hands and knees and look for them. Now a campaign is underway to get people to take a closer look at what’s living in their neighborhood parks. The effort is called a “BioBlitz.” It pairs volunteers with scientists. They go into natural areas and see how many different species they can identify. The idea is to show the important role city parks can play in preserving diverse wildlife. The Great Lakes Radio Consortium’s Patty Murray attended a BioBlitz and has this report:

Howe open a metal, shoe box-shaped trap… to see what comes out.


“Yeah, there he is, a masked shrew.” “Wow.”


Howe is a Professor of Applied Science at the University of Wisconsin,
Green Bay. He’s at Baird Creek Park… dumping the little, brown
masked shrew into a clear plastic display cage. It darts under a pile
of grass, probably wondering what the heck’s going on.

“He’s called a masked shrew. Sorex cinereus. It’s our smallest mammal in
Wisconsin. A very common species though most people never see them.”


The shrews are apparently rarely seen because they’re so small… not
even half the size of a toy rubber mouse you’d give your cat to play
with.


It’s obscure animals like this that the BioBlitz is all about.
Organizer Tammy Lee is with the group Great Lakes Forever. She wants
people to take time out from barbecuing… and think about the other
beings that share the park with them.


“And just to make them say, ‘Wow, I didn’t know that yellow billed
cuckoo exists here or that salamander.'”


Lee says BioBlitzes are deliberately staged in urban or suburban parks –
not wildlife sanctuaries -to drive home the point that wildlife doesn’t
always
stay within the boundaries of a preserve. It’s in our own backyards.


“Somewhere that they can walk to, something they can go to, not
necessarily to look for biodiversity, but they might come here to play a
baseball game or play on the playground.”


“Hey do you guys want to help me catch some bugs?”


Volunteer Joan Berkopec is corralling a young brother and sister team.
She
hands the kids cloth nets and leads them beyond the merry go
round and the slide to a patch of waist high wildflowers.


They make a few sweeps with the nets, then sit on the grass to see what
they
came up with.


“Oh Lydia! You have a bunch of stuff in here. You have a
grasshopper.”


“Oh… everything’s getting away!”


The nature hunters lose a few flying insects out of their nets, but in
a matter of minutes they’re able to grab five or ten other funny
looking bugs and put them in sample jars.


They’ll take the bugs back to the Park Shelter where professional
scientists
will identify them. By the end of the 12-hour BioBlitz in the park
they’ll
have identified 571 different species.


Professor Bob Howe, recovered from the excitement of the masked shrew
discovery, thinks this park harbors more than 800 different types of
wildlife depending on the season.


“Well, one species that we suspect is nesting there is Wilson’s fowler, which
is a species found in just a few places in the entire state. We’ve also found
a number of what’re called forest interior bird species like scarlet tanager and wood thrush.
That indicates this forest is intact and quite a good habitat for breeding
birds.”


Not bad for a city park.


Howe says it’s important to have a lot of different species living
together.
Without certain trees, some birds wouldn’t come around. Without the
birds… certain insects would proliferate… and so on. Also, Howe
says city parks filter out all sorts of pollutants such as fertilizers
before they get
into lakes and streams.


More BioBlitzes are going on in Wisconsin this summer. The events have
also
been held in places like Chicago and in New York’s Central Park.

A survey by the environmental group American Rivers shows
that more than 145 dams have been removed nationwide since 1999. Serena
McClain is a conservation associate for American Rivers. She says there are
two good reasons why these dams are coming down. First, there’s a growing
concern for the ecological health of rivers and streams. But there is also
an economic benefit to removing some dams.


“It’s an infrastructure that requires constant maintenance and improvement. And a lot of
these dams, too… they’ve outlived their purpose. When they were first built, a lot of them
powered old grist mills, but now they’re just sitting there, kind of rotting away.”


McClain says migratory species like salmon and trout are negatively impacted by dams,
and new evidence shows even fish that don’t travel as far benefit when the structures are
pulled down. About 65 percent of the dams scheduled for removal this year are located
in the eight Great Lakes states.
