On a gorgeous April morning, charter boat captain Richard
Greenough went fishing. He didn’t like what he found on his line:


“I went out this morning, I got one fish. Looked like it had been
sitting in front of a machine gun. It was skinny. It looked sick.
And that was a good one, because it’s alive.”


Lake Champlain’s freshwater salmon and trout are being wiped out by a
predator called the sea lamprey. The parasites are awful creatures – long and slimy
with circular suckers used to clamp onto the side of fish.


Back in the early 90s, New York and Vermont partnered with the US Fish
and Wildlife Service on an experimental project to kill lamprey, but
since 1998, the parasites have come roaring back. Speaking at a sea lamprey summit
in Burlington, Vermont, Captain Greenough says his customers regularly catch fish
that are half-eaten and scarred:


“It’s almost an embarrassment right now. Two years ago, I thought it
was bad with a 13-inch lake trout with three lampreys on it. Well, it’s
got so good we got a 12-inch with five on it last year.”


State biologists in Vermont and New York concede that the lamprey
response here simply isn’t working. Doug Stang is chief of fisheries
for New York’s Department of Environmental Conservation:


“You see in our current effort, even though substantial and
significant, just isn’t cutting it. We need to put forth more effort. Or
we need to pick up our toys so to speak and go home.”


Government biologists say abandoning an intensive lamprey program
would mean a complete crash of lake salmon and trout populations.
The fish are in danger of being wiped out by the lamprey. Biologists also say the parasites would likely begin feeding on other
species. One possible solution, Stang says, is turning the lamprey battle over
to the federal government, modeling the effort here after a much larger
lamprey program on the Great Lakes:


“This would provide us with a more centralized approach and this would provide us with a more a coordination for funding
and sea lamprey control efforts.”


The sea lamprey program on the Great Lakes isn’t a complete success.
The program is struggling with proposed funding cuts… and some
critics say the lamprey population in the Great Lakes is still too high.


Despite those concerns, Dale Burkett says the feds are ready to do more on Lake Champlain.
He heads sea lamprey control operations for the Great Lakes Fishery
Commission and works for the US Fish and Wildlife Service:


“The expansion in dollar amount would be somewhere around $310,000 more than is
currently being spent by the collective. I think the Fish and Wildlife
Service has indicated that they are willing, if tasked with that
responsibility, to step up to the plate.”


Federal scientists say that new investment would help to save a $250 million sport fishery.
Even so, the Federal takeover would be controversial. The main weapon
in this fight is a kind of poison called TFM that’s used to kill sea
lamprey larva in rivers.


On the Great Lakes, the use of TFM has a long track record, dating back
to the 1950s, but in New York and Vermont the practice is still
controversial. Joanne Calvi is with a group called the Poultney River
Committee. She says the toxins could affect other native species, including
several varieties of freshwater mussels that are considered endangered or threatened by state biologists:


“I’m opposed to chemical treatment with TFM to control native sea
lamprey in the Poultney River. I feel it should be prohibited.”


A new wrinkle here is the growing scientific consensus that the lamprey are a native species
and might not be invasive at all. Green groups say the parasite’s growing numbers reflect a larger problem with Lake Champlain’s eco-system.


Rose Paul is with the Vermont Chapter of the Nature Conservancy:


“We need to manage the lake’s species and habitats in a more holistic
way, that would help us identify root causes of problems.”


Scientists are experimenting with other methods of controlling lamprey including nest destruction, the release of
sterilized males, and trapping. But in the short term, government resdearchers say lampricide poison is
the only cost-efficient way to prevent the parasite from destroying Lake Champlain’s fishery.

There’s a sea lamprey sucking on Marc Gaden’s hand.


“You can see he’s really got my thumb now, I’ll try and pull him off my thumb – this is a suction cup (popping sound of lamprey being detached).”


Gaden is with the Great Lakes Fishery Commission. It’s a group that was created by the US and Canadian governments with one main purpose: to control the sea lamprey. Gaden isn’t in any actual danger when a lamprey’s hanging on him. They don’t feed on warm-blooded creatures. But fish are another story.


“The mouth is ringed with sharp teeth, row after row of these sharp teeth, and in the middle of the mouth there is a tongue that flicks out and it’s sharp as a razor. What that tongue does is files its way through the side of the fish’s scales and skin and then the sea lamprey has access to blood and body fluids of the fish and that’s what it does, it feeds on them.”


Sea lamprey get fat drinking fish blood and fluids. They leave bloody holes in the side of fish, wounds that often kill the fish. Each lamprey can kill 40 pounds of fish a year.


Lamprey got into the lakes through manmade canals that connected to the Atlantic Ocean. By the 1940’s, the exotic species had invaded every one of the Great Lakes. Marc Gaden says by the 1950’s, lampreys had killed off most of the big predator fish in the Lakes.


“There’s literature around that time period that talked about gaping bloody wounds that commercial fishermen were finding on their catch, the commercial catch was beginning to go down the tubes, also because of overfishing, but sea lamprey was a major cause of that decline.”


Paul Jensen’s family used to fish for the popular lake trout before the lamprey wiped them out. Jensen now fishes for whitefish. He’s one of a small pool of commercial fishers who still pull a living from the Lakes.


“Every port along southern Michigan had commercial fishermen. South Haven, St. Joseph, Ludington, Manistee… There aren’t any, they’re gone. And one of the main reasons they’re gone, I think can be traced back to sea lamprey.”


Jensen says most commercial fishers these days have to do more than catch fish. He also runs a marina and builds research boats. Jensen says commercial fishers either had to adapt to the changes the lampreys brought or get out of the business.


“The whole food chain has just been devastated and turned upside down by exotics, and it’s been kind of a mystery; we have no clue as to where it’s gonna go. We’re glad with what we’re getting but I don’t know if we have much control of where it’s going.”


The people who manage fisheries have been wrestling for control over the sea lamprey. Marc Gaden says the lamprey control program has reduced the parasites’ numbers by 90 percent over the past 50 years. But he says lampreys have recently rebounded above target levels in several areas of the Great Lakes.


“It goes to show you these are crafty beasts. Even though they’re primitive and haven’t evolved much since the time of the dinosaurs, they still will find ways in which to spread and find new stream habitats and we always have to try our best to stay one step ahead of them.”


Gaden says the fishery commission has been aggressively treating the areas where lamprey numbers are too high. The main method is a lampricide that kills lamprey when they spawn in streams. Researchers are also working on chemical attractants to lure lampreys into traps.


But all of this takes money. Since the 1950’s, the US and Canada have spent about $300 million to keep lampreys in check. Marc Gaden says that sounds like a lot of money, until you look at the value of the fishery. It’s valued at about 4 billion dollars a year.


“So the amount of money we spend, upwards of 20 million a year, to keep lampreys under control, is a tiny fraction of the value of that fishery. But nevertheless it’s a cost we’re going to have to endure in perpetuity because the lampreys are not going away.”


But the Bush Administration’s proposed budget cut some of the funding for lamprey control. The fishery commission is hopeful that Congress will restore the funding. Marc Gaden says if we want any sport fishing, any tribal fishing, any commercial fishing… lampreys have to be kept under control, and that takes steady funding from Congress.

Marc Gaden is with the Great Lakes Fishery Commission. The commission’s in charge of controlling the lampreys. He says in order to have healthy fish populations, lampreys have to be kept in check.


“It’s like a coiled spring, as long as you have your thumb on it, everything’s fine but the moment you take it away it’ll just spring out of control, bounce back right to where it was before.”

In the next decade, communities will be deciding whether to keep operating tens of thousands of hydroelectric dams on rivers across the country. This project is significant because it involves several dams being taken out of production along the same stretch of river. The GLRC’s Bob Allen reports:

The Army Corps of Engineers is tackling a dam removal project that
could affect how the Corps approaches future dam removals. In the next
decade, communities will be deciding whether to keep operating tens of
thousands of hydroelectric dams on rivers across the country. This
project is significant because it involves several dams being taken out of
production along the same stretch of river. The GLRC’s Bob Allen
reports:

The Boardman River is beautiful. It winds and turns and tumbles
through forested hillsides and passes along northern cedar swamps.
Sections of the upper river qualify as a blue ribbon trout stream, but a
series of dams along the lower half of the river changed some of the best
river water.


Steve Largent has worked on repairing damaged banks along the
Boardman for the last fifteen years. He says removing the dams will
restore faster flowing sections of the river, and clearing out the sand and
silt built up behind the dams will be good for trout and other critters.


“The sediment that is building up in the back of Brown Bridge pond
continues to move upstream as it fills in the upper end of the pond it’s
aggregrating upstream. It’s moving upstream further and further destroying
habitat further upstream.”


So a free running river will help wash away that sediment, but these days
it’s not just anglers who are interested in the Boardman River. Recently
river engineers have been drawn to the Boardman like trout to a fly
fisherman’s lure. They’re interested in landing the job of studying the
Boardman River and its dams. The million dollar study will look at
whether to keep or tear down three hydroelectric dams along a 17 mile stretch of river in northern Michigan just before it flows into Lake
Michigan.


Craig Fischenich is a research engineer with the Army Corps of
Engineers. He says the potential to remove three dams along the same
stretch of river is not something you’re going to find anywhere else.


“Whereas in many parts of the country they’re removing individual dams, they’re on systems that have other dams on them, and so this is an
opportunity here to actually try to restore an entire watershed.”


Fischenich says taking out the dams would mean improvements for
native fish. But there are risks too. If the dams go, invasive species
such as the parasitic sea lamprey could get upriver, and introduced
species such as steelhead and salmon could swim into the river and
compete with the native fish.


That prospect doesn’t exactly thrill John Wyrus, who lives on the
Boardman. He’d rather see some kind of obstacle down near the mouth
of the river to prevent introduced species from entering.


“So that these steelhead and salmon can’t get up the river. I would just
like to see it a brown trout and brook trout fishery.”


That’s the kind of scenario the study of the Boardman River would
consider.

Recently a lot of the engineers vying to do the study gathered at a
conference put together by the Corps of Engineers.


Gordon Ferguson works for ENSER Corporation. His company
is one of a dozen that submitted bids to land the study.


“This is a particularly interesting project because it involves a lot of
complex issues both from an engineering standpoint and also local
community issues. Property rights issues of homeowners along the
watershed.”


What they learn from the Boardman could be important to communities
near rivers across the nation.


Many of the tens of thousands of dams across the country are aging, and
in coming years, just like on the Boardman River, those with hydroelectric generating stations will need to be upgraded to keep their operating license.


The local utility says the dams on the Boardman don’t generate
enough power to make it worth fixing them. So they’re giving up the
licenses to generate electricity. Ownership of the dams reverts to the
local governments, and local officials are asking the Army Corps of
Engineers to pay for the study of the Boardman. The federal agency is
eager to be involved in this project.


The Boardman River study offers a chance for researchers to figure out
how to count less tangible values. Like how removing dams will affect
other wildlife such as eagles and osprey along the river.


Jock Coyngham is an ecologist for the Army Corps of Engineers.
Typically, he says, wildlife and recreation get discounted in this kind of
study because it’s easier to quantify things like hydropower, but it’s
important to figure out what value they have.


“If you make all your resource decisions as a state and as a country over
a long period of time pretty soon there won’t be any substantial fish
populations, any wild reproduction. Just because traditional cost-benefit
analysis tends to underestimate those ecosystem services and values, let
alone aesthetics.”


The Army Corps is waiting final approval for funding. Once given the
OK, the study of the Boardman River and its dams… could very well lay
the groundwork for other dam removals around the country.

In our next report in the series Ten Threats to the Great Lakes we hear about how a native
fish has been hurt by an invasive species that swam into the lakes through a canal. Lester
Graham is our guide through the series.


One of the Ten Threats to the Great Lakes is the decline of many of the native species.
The lake trout has been in trouble from over-fishing and because of an invasive species
called, the sea lamprey. Ever since it invaded the Great Lakes, scientists have been trying
to keep the invasive sea lamprey under control.


Conservation agents use a pesticide to keep the lamprey numbers down, but it’s expensive,
and sometimes it kills other fish. Now, researchers have discovered a lamprey
pheromone. They think the chemical attractant could be a big help in their fight against
one of the most destructive invasive species in the Great Lakes. Stephanie Hemphill
has that story:


The sea lamprey came into the Great Lakes through canals more than a hundred years
ago. The slimy parasites attach themselves to big fish and feed on them until they die.
Each lamprey can kill 40 pounds of fish in its lifetime.


Between sea lampreys and over-fishing, the big native fish, the Lake Trout, was wiped out
in the lower Great Lakes. Only a few survived in small pockets in Lake Huron. Lake
Superior is the only place Lake Trout survive in healthy numbers.


There’s an aggressive 15-million dollar a year program to keep sea lamprey numbers
down. Part of the effort is using a chemical called TFM that kills the lamprey.
Wildlife managers spread the lampricide in streams in the spring. It kills some of the
young lamprey as they swim down into the lake.


University of Minnesota biologist Peter Sorensen says he and other scientists noticed that
TFM kills not just the juveniles, but the larvae that live in the streambed too. They also
realized, after a stream is treated, very few adult lamprey come back to the stream to
spawn, or lay new eggs.


“And this led to an observation decades ago, which was key, that adult lamprey must be
selective in how they pick streams. They only pick a few, and if you remove the larvae
they don’t seem to go in there.”


Scientists suspected the larvae might play a role in the spawning migration of adults.
That might mean the larvae are putting out a pheromone that tells the adults it’s a good
place to spawn. Just one larva attracts a lot of adult lamprey, indicating the pheromone
is very potent.


It was up to Jared Fine to determine what the chemical is. Fine is a PhD student working
with Peter Sorensen. For two years he sifted through the water in tanks holding lamprey
larvae.


“Separating the different chemical compounds, testing them biologically, seeing which
ones have activity, coming back to the active ones, further separating them, and just
repeating this until you get down to the one or two or three compounds that have the
activity.”


Fine narrowed it down to three compounds. He purified them and gave them to a colleague in the chemistry department, Thomas Hoye. Hoye created a synthetic version of the most potent pheromone. He says it should be possible to produce it on a large scale, and that means it could be used to treat the
Great Lakes. The question is, how much would he need?


“You know, would it be a tank car load, would it be a football field, would it be a dump
truck? It’s none of those. Would it be a barrel? No. Is it a bucket-full? No. In
fact it’s only about 500 grams, that’s just one pound, would treat all that water for a
month.”


And that’s all it would take, because the lamprey only spawn for a month, but the
treatment would have to happen once a year. Peter Sorensen says when lamprey
approach a stream to spawn, their clock is ticking. They have a powerful urge to lay
eggs, and once they’ve done that, they die.


“They are driven animals. Frankly they’re kind of on autopilot and pheromones are
what’s driving that autopilot to a very large extent, and now that we’ve got it, I think we
can really powerfully use that to our advantage.”


Sorensen says fisheries managers could use the pheromone to attract more lampreys to
streams outfitted with traps.


“You know the key here is the fact that this pheromone is natural, safe, and should be
very inexpensive to add.”


Fisheries managers hope the pheromone will help reduce the cost of controlling the
lamprey and add a new weapon to their arsenal.


The news on lamprey couldn’t have come at a better time for wildlife managers
around Lake Superior. After years of relatively constant numbers, the lamprey
population jumped dramatically this year. Scientists say lamprey may be finding new
spawning grounds in the mouths of streams, where lampricide is less effective. They’re
hoping they can use the pheromone to draw the lamprey to traps further upstream.

We’re bringing you an extensive series on Ten Threats to the Great Lakes. The Great Lakes Radio Consortium’s Lester Graham is guiding us through the reports:

It’s 1825. Politicians have just ridden the first ship across the newly dug Erie Canal from Buffalo to New York.

“I’ve got an old mule, and her name is Sal. Fifteen miles on the Erie Canal…”


Chuck O’Neill is an invasive species expert with New York Sea Grant.


“At the canal’s formal opening, Governor DeWitt Clinton dumped a cask of Lake Erie water; he dumped that water into New York Harbor.”


Meanwhile, in Buffalo, a cask of Hudson River water was triumphantly poured into Lake Erie.


“In a movie, that would be the flashback with the impending doom-type music in the background.”

It was an engineering and economic milestone, but a danger lurked. For the first time since glaciers carved the landscape twelve thousand years ago, water from the Hudson and water from the Great Lakes mixed.

Enter the villain: the sea lamprey. It’s a slimy, snake-like parasite in the Atlantic Ocean. It sucks the blood of host fish.


Within a decade after the Erie Canal and its network of feeders opened, the sea lamprey uses the waterways to swim into Lake Ontario. By the 1920’s and 30’s, it squirms into the upper Lakes, bypassing Niagara Falls through the Welland Canal.


What happens next is among the most notorious examples of damage done by an invasive species in the Great Lakes. By the 1950’s, the sea lamprey devastates Lake trout populations in Lake Superior. Mark Gaden is with the Great Lakes Fishery Commission.


“They changed a way of life in the Great Lakes basin, the lampreys. They preyed directly on fish, they drove commercial fisheries out of business, the communities in the areas that were built around the fisheries were impacted severely.”


The sea lamprey wasn’t the only invader that used the canals. Canal barges carried stowaway plants and animals in their hulls and ballast. In the mid-1800’s, the European faucet snail clogged water intakes across the region. The European pea clam, purple loosestrife, marsh foxtail, flowering rush – all used the canal system to enter the Great Lakes.


Chuck O’Neill says the spread of invasive species also tells the tale of human transportation.


“If you look at a map, you can pretty much say there was some kind of a right-of-way – railroad, canal, stageline – that was in those areas just by the vegetation patterns.”


Almost one hundred invasive species came to the Great Lakes this way before 1960. O’Neill says every new arrival had a cascading effect.


“Each time you add in to an ecosystem another organism that can out-compete the native organisms that evolved there, you’re gradually making that ecosystem more and more artificial, less and less stable, much more likely to be invaded by the next invader that comes along.”

The next one in the Great Lakes just might be the Asian Carp. It’s swimming up the Illinois River, headed toward Lake Michigan. Cameron Davis directs the Alliance for the Great Lakes.


“If this thing gets in, it can cause catastrophic damage to the Great Lakes, ‘cause it eats thirty, forty percent of its body weight in plankton every day, and plankton are the base of the food chain in the Great Lakes.”


The U.S. Army Corps of Engineers has installed an electric barrier in the Chicago Sanitary and Ship Canal that might stop the carp. But as long as the canals around the region remain open for shipping and recreation, it’s likely more invaders may hitch a ride or simply swim into the Great Lakes.

Jim Barta is a charter boat captain just above Lake Erie on the Detroit River. He says over the last decade, zebra mussels and other foreign species have altered the habitat of the walleye he fishes for.


Water that once had a brownish hue is now clear. That’s because Zebra mussels have eaten the algae and plankton that used to cloud the water, and that means Barta’s boat is no longer invisible to the fish he aims to hook.


“You could catch the fish a little closer to the boat because they weren’t as spooked by the boat. They weren’t as afraid of what was taking place.”


So Barta had to rethink his tactics. He now casts his lines out further, and he’s changed lures to continue catching walleye.


But there are other problems the zebra mussel is causing. Eating all the plankton means it’s stealing food at the bottom of the food chain. And, that affects how many fish survive and how much the surviving fish are able to grow.


Anthony Ricciardi is trying to help Barta, and other people who rely on a stable Great Lakes ecosystem. He’s an “invasion biologist” at McGill University in Montreal.


Ricciardi looks for evidence that can predict the next non-native species that might make it’s way into the Great Lakes. He says species that have spread throughout waterways in Europe and Asia are prime candidates to become Great Lakes invaders.


“If the organism has shown itself to be invasive elsewhere, it has the ability to adapt to new habitats, to rapidly increase in small numbers, to dominate ecosystems, or to change them in certain ways that change the rules of exsistence for everything else, and thus can cause a disruption.”


Ricciardi says most aquatic invasive species are transported to North America in the ballast tanks of ocean freighters. Freighters use ballast water to help balance their loads. Some of the foreign species hitchhike in the ballast water or in the sediment in the bottom of the ballasts.


Ships coming from overseas release those foreign species unintentionally when they pump out ballast water in Great Lakes ports. Ricciardi says one of the potential invaders that might pose the next big threat to the Great Lakes is the “killer shrimp.” Like the Zebra Mussel, it’s a native of the Black Sea.


“And it’s earned the name killer shrimp because it attacks invertebrates, all kinds of invertebrates, including some that are bigger than it is. And it takes bites out of them and kills them, but doesn’t necessarily eat them. So, it’s not immediately satiated. It actually feeds in a buffet style: it’ll sample invertebrates, and so it can leave a lot of carcasses around it.”


Ballasts on cargo ships aren’t the only way foreign species can get into the Lakes. Right now, scientists are watching as a giant Asian Carp makes its way toward Lake Michigan. It’s a voracious eater and it grows to a hundred pounds or more.


This non-native fish was introduced into the Mississippi River, when flooding allowed the carp to escape from fish farms in the South. A manmade canal near Chicago connects the Mississippi River system to the Great Lakes.


If it gets past an electric barrier in the canal, it could invade. Many scientists believe it’s just a matter of time. Another invasive, the sea lamprey, also got into the Great Lakes through a manmade canal.


But, researchers don’t usually know when or where an invader will show up. David Reid is a researcher for the Great Lakes Environmental Research Laboratory in Ann Arbor. He says they can’t predict the effect an invader will have when it arrives in its new ecosystem.


“That’s the problem. We don’t know when the next zebra mussel’s going to come in. We don’t know when the next sea lamprey type of organism is going to come in. Generally, if you look at the invasion history of the Great Lakes, you’re seeing about one new organism being reported probably about once every eight months.”


Knowing what the next invader might be could help biologists, fisheries experts, and fishermen know what to do to limit its spread. Invasional biologists hope that their work will help develop the most effective measures to limit harm to the Great Lakes.

James and Timothy Monger grew up in what they call the “former small town of Brighton, Michigan.” While strip malls and fast-food joints sprung up around them, the brothers held on to a sense of respect for the natural world.


“We were taught when you drive down the road with your parents, and you see a bunch of cranes, you stop, and you look at them until they leave.”


“…And when you see a lilac bush in someone’s yard, you stop and cut off several and you drive away quickly.”


On their debut album with the five-man group, The Great Lakes Myth Society, James and Timothy turn their stolen moments of Great Lakes beauty into songs about the region’s culture, history and nature.

“When the cold stars work overtime to impress you, and the Northern Lights rise up from the coral, And your bed is on your back…”


But while many of James and Timothy’s songs for the Great Lakes Myth Society are full of awe for Great Lakes nature, the songs don’t include any overt environmental messages. James says that’s intentional.


“I’m not a big fan of musical political statements. I think it’s extremely narcissistic to me to use your music as a platform unless you’re out there doing something behind it.”


James and Timothy say they prefer a more subtle approach.


“It’s always good to come up from behind people and imply.”


“We whisper in their ears.”


“Yes we do.”


So he and his brother often use personal experiences to draw the environmental connections. Like this song James wrote about his college days at Central Michigan University. It’s called “Isabella County, 1992” On the surface, the song has nothing to do with the environment.


“And it’s an Indian summer, and the tap water’s brown sand ‘cause the lamprey are crammed ‘neath the Chippewa dam.”


But in a song that’s essentially about the drinking scene at a state university, James includes a line about how sea lamprey affect the tributaries that drain into the Great Lakes.


“I think I may be the only person who ever used a sea lamprey dramatically in a piece.”


“I think you’re right.”


James says he worked for the U.S. Fish and Wildlife Service for a summer cleaning fish traps at the Chippewa dam in central Michigan.


“We would just get up early, get some donuts, pull up the traps, pull out three hundred crawdads, count weird riverfish like chubs. I liked the horny head chub a lot. That was my – and the Texas hogsucker. You learn a lot about your state when you know all the names of the fish that come through.”


And if James is about the gritty, sometimes overlooked details of Great Lakes nature, Timothy is more about the beauty of the area. He’s more likely to write songs about the northern night sky.


“‘Neath a radio of stars, on every band unravel cars. In the distance, Old St. Ignace, beneath a radio of stars.”


“Across the Bridge” is Timothy’s love song to Michigan’s Upper Peninsula.


“We played a Chicago show directly after 9/11, like a couple days after. Like so many people, we were almost frightened going into a large city. I’d been writing about the U.P. and it kind of occurred to me that that was about the safest place, you know. Sort of in the event of a hurricane, you’d go to your cellar, I’d go to the U.P. in case anything bad was going down.”


Timothy says he just felt safer up north, where society and sprawl have yet to take over. He says it’s one of the few places he and his brother can still go to simply appreciate the Great Lakes – not to be advocates or fight for a cause, but to recognize and appreciate the nature that surrounds them. A place where the only intrusion from the civilized world is the music playing in their headphones.

Commercial Fishers Angling for Trout Fishing Rights

devastating pollution of the last century. But the very health of the fishery presents a
new set of challenges for people. Who gets to catch the fish? Most states favor sport
anglers, but some commercial fishing operations are asking for a bigger share. The Great
Lakes Radio Consortium’s Stephanie Hemphill reports:

Steve Dahl guides his aluminum boat to his gill net, anchored below the waves of Lake
Superior. He fishes out of Knife River, a small town just up the shore from Duluth
Minnesota. A few feet at a time, the net offers up its catch – slender silver herring
caught by the gills.


“The mesh actually has a little bit of flex to it. That’s why I can squeeze them out. One
that’s too big or fat, you have to back it out, so you don’t harm the flesh.”


The openings in the net are just right to catch herring. Too small for lake trout. Dahl
isn’t allowed to catch lake trout anyway. He says they mostly just bounce off the net.


When the net is empty, about 40 herring – each of them about a pound – are lying in a tub
at the bottom of the boat.


Dahl is working hard for these fish. It’s pretty cold, and the wind is gusting.

Dahl says sometimes the current is so strong, he can’t pull the net up out of the water.
Sometimes there are no fish in the net. In the
summer, they move around and they’re hard to find. And of course, he can’t fish when
the lake is frozen.


But he loves this life.


“I get to be outside all the time, my own boss. It’s great fun.”


Steve Dahl sells his catch to the restaurants and fish houses that dot the North Shore of
Lake Superior. He makes his living this way. He says he doesn’t make a lot of money,
but it’s a good life.


Dahl says the money would be better if he were allowed to fish for lake trout. He figures
he’d be able to make several thousand dollars more a year if he could catch even just a
few hundred lake trout.


“That’s all we’re asking for is to be able to supply the local restaurants through the peak
tourist season.”


Lake trout were almost wiped out by over-fishing and by the parasitic sea lamprey in the
1960’s and 70’s. The lamprey are under control now, and decades of stocking lake trout
have brought the population back up. People who fish for sport have been catching more
and more lake trout. Last year, they caught about 15,000 of the fish on the Minnesota
side of Lake Superior. But so far the state of Minnesota won’t allow commercial fishers
to go after them. Neither will Michigan, although Wisconsin and Ontario do.


Don Schreiner manages the Lake Superior fishery for Minnesota. He says restoring the
lake trout population is taking a long time. That’s why they don’t want to open it up to
commercial fishing just yet.


“Right now we’re pretty cautious, we’ve just started kinda pulling back on stocking and it
seems a little premature to start thinking about opening the door for commercial
fisheries.”


Next year, Minnesota plans to create a new ten-year plan for the fish in its Lake Superior
waters. Don Schreiner says during the planning process, everyone will be able to have
their say. But sport anglers far outnumber the two dozen or so commercial fishermen on
the North Shore. So they’ll need to find allies in their claim on the lake trout.


Paul Bergman is likely to speak up in favor of commercial fishing for lake trout. He
owns the Vanilla Bean Bakery & Café in Two Harbors, Minnesota. He buys herring from
Steve Dahl. He says half his customers order fish, and they love it when it’s locally
caught.


“People really do come up here for the native fish on the North Shore, so we’re getting so
many more repeat customers now from the cities. More and more are asking for the fish.”


Bergman puts a sign in the window when he has fresh herring, and he says it pulls people
in. He’d like to be able to do the same with lake trout.

The study will evaluate current conditions in the Great Lakes and determine what is
required to maintain the navigational routes at the existing size and capacity.


Tim Eder is the director of Water Resources for National Wildlife
Federation. He says any plans for Great Lakes navigation must address current problems
of invasive species and habitat destruction, not make them worse. Eder says only a
handful of ships come in from foreign ports on a daily basis…


“But each ship brings with it the risk of another invasive species and right now, our
fishery in the Great Lakes region is teetering on the brink of collapse because of zebra
mussels, because of sea lampreys, because of Asian carp that are knocking on the door
trying to get into the Great Lakes… most of which, not all, but most of which come in the
ballast tanks of ships from foreign ports.”


The public hearings are being held at various locations through July 14th.
