change in thinking. One example is
the Cape Wind project. Cape Wind
plans to build one-hundred-thirty
windmills in the water. It would
be the country’s first off-shore
wind farm, but not everybody likes
it. Mark Brush reports the fight
over this wind farm could clear
the path for others:

Say you want to make some money putting up windmills. You need a place with lots of wind, lots of open space, and lots of people who will want to buy your power.

It turns out, Nantucket Sound off the east coast is an ideal setting.

Jim Gordon first proposed the Cape Wind Project in 2001. The windmills would be as tall as 40 story buildings. And could power hundreds of thousands of homes and businesses.

“Look, it’s not a question of Cape Wind or nothing. It’s a question of Cape Wind or a new nuclear plant or a new coal plant, or a heavy oil fired power plant.”

And that’s where people on Cape Cod get their power now – a power plant that burns oil. Boats making deliveries to the power plant have spilled oil into the water.

Jim Gordon thought it was a no-brainer. Replace dirty power plants with clean renewable energy.

But his plan ran into a bunch of opposition from rich and powerful people.

Roger Whitcomb wrote a book on the Cape Wind Project. Whitcomb said at a recent lecture that a lot of the opposition came from names we’re all familiar with – the Kennedys, the duPonts, and the Mellons.

“Most of these people were summer people. And they basically just didn’t want to look at these wind turbines, or the way they thought would look, because many of them had actually never seen a wind farm or a wind turbine. But they didn’t like the idea of anything violating the visual integrity of their horizon.”

There’s also some opposition from fisherman, some Indian tribes, and some locals who live on the islands. But Whitcomb says the bulk of the money for the fight against the Cape Wind Project comes from the rich and powerful.

Right now, those groups are challenging environmental reviews and permits in the Massachusetts Supreme Court. All these legal challenges – all these permitting hoops – put a damper on big projects.

Roger Whitcomb says we used to be a people who thought big. But that’s changed.

“It’s very difficult to do anything in the United States anymore. We’re way behind everybody else. This isn’t a can-do country anymore. There’s been a huge change. This is not where things are done.”

Energy developers are watching how the Cape Wind Project plays out. It could clear the way for more big wind farms off the coasts of places such as New York, Maryland, and Michigan.

And despite all the legal and political barriers, it looks like the country is closer than ever to seeing its first ever offshore wind farm built.

There’s a lot of popular support for the project in the region.

Ken Salazar heads up the Department of Interior. He told us this past spring he expects projects like Cape Wind will go forward.

“You know I expect that it will happen during the first term of the Obama Administration. I think that there is huge potential for wind energy off the shores of especially the Atlantic because of the shallowness of those waters.”

Siting big wind farms is a new kind of battle in this country. In some cases – like the Cape Wind project – energy development is moving closer to the wealthy.

Ian Bowles is the Secretary of the Energy and Environmental Affairs Department for the State of Massachusetts:

“Many of the dirty fossil plants of a generation ago were sited in cities and many times in environmental justice areas where there’s lower income residents. And I think today, you’ve got in many ways you have more wealthy set of opponents of wind power that is going to relieve the people who live in cities of some of the clean air burdens from siting decisions made a generation ago.”

That means some wind farms can change the game. They move power plants from the backyards of the poor, and into the views of the rich and powerful.

The US Patent Office is working through 25,000 green tech patents for things like better solar panels.

The office wants to give preferential treatment to 3,000 green tech patent applications. That could save a year of waiting time for approval.

But not everyone thinks a Patent Office backlog is the problem.

Stuart Soffer is a patent analyst in Silicon Valley. He says green tech just takes time and money.

“It really takes an investment, infrastructure and R and D. We can make a little wind mill that will generate power in your back yard, but scaling that to power cities is a different problem.”

Soffer says sometimes, patent delays are companies’ fault, not the government’s. So, speeding things up at the Patent Office might not get green tech in the marketplace any faster.

Researchers looked at the sale prices of almost 7500 homes around the country over eleven years. The homes were as close as 800 feet to a turbine or as far as 10 miles away.

Ryan Wiser is a scientist at the Lawrence Berkeley National Laboratory. He’s an author of the report. He says being near a wind turbine did not have a widespread impact on property values.

“There may be still some sense that the aesthetics of a place has been impacted either positively or negatively and that may affect one’s impression of value, even if it doesn’t affect actual home sales prices.”

Wiser says they accounted for the housing bubble burst, and they still found that being close to a wind turbine did not affect how quickly a home sells.

When you fuel up at the pump, chances are you’re putting ethanol into your car. Nearly half of the gasoline in the U.S. is blended with ethanol. And that’s likely to increase as they build more refineries.

But the Government Accountability Office says these ethanol refineries should consider local water resources before they build. It can take a lot of water to make ethanol.

Anu Mittel follows water resource issues for the Government Accountability Office:

“Many of them are being built in areas where they are relying on groundwater aquifers for their water supply and that could have a devastating effect on the local community that is also relying on that same water source for all of its other needs.”

Refineries built in those areas often rely on irrigated corn to make ethanol. So it means drawing millions of gallons of water just to make the ethanol at the refinery.

And millions of gallons more to grown the corn.

The first thing oil giants like Exxon Mobil, BP and Chevron would
like us to know is that they’re not oil companies. They are energy
companies. So, they say, investing in biofuels, solar panels and
geothermal power really isn’t out of character… even if those things
only make up a fraction of their total business.

And I guess that’s how you end up with an electric car that says
“powered by Exxon Mobil” on its bumper.

Reiner: “So, you want to go take a look?”

Keith: “Yeah, sure.”

Vann Reiner is the CEO of the Maryland Science Center.
The center is running a pilot project, renting out a handful of
bright green battery powered cars to Baltimore residents and tourists.

Reiner: “Here’s the gas cap.”

Keith: “It’s an outlet.”
Reiner: “It’s an outlet, that’s right. And you see it’s 110 volt
15 amp – so household current.”

The cars use a battery that employs a special polymer film developed
by Exxon Chemical.

“So, you turn the key the way you normally would.”

Exxon Mobil said it couldn’t make anyone available to be
interviewed for this story.

Reiner: “Nice job on acceleration.”

Keith: “Thank you.”

So I asked the science center’s Reiner what I wanted to ask
the folks at Exxon Mobil. Why in the world is an oil company
promoting an electric car? Isn’t that like working to put themselves
out of business?

“I see it as a technology company who has made a lot of money
in oil, no getting around that. But what else can you do? And
this is a way to insure their future, in my opinion. But I’m just
delighted that they chose us.”

Exxon Mobil also recently announced a 600-million dollar investment
in algae as a future biofuel – and the company is making sure we all
know about it with with newspaper and television ads.

“And they absorb CO2. So they help solve the greenhouse problem as well.
We’re making a big commitment to finding out just how much algae can help
to meet the fuel demands of the world.”

Still, Exxon Mobil is planning for oil, gas and coal to continue dominating
the world’s energy supply for at least the next 30 years.

Alex Yelland is with Chevron, and he says that’s what his company is projecting, too.

“Renewables is currently around 10 percent of the energy mix, and, in the
coming decades, that’s not expected to change a huge amount but from its
current state it’s relative state, it will grow significantly.”

Over the next 2 years, Yelland says Chevron plans to spend 2-point-7
billion dollars on renewable energy and energy efficiency. But Yelland
insists that kind of investment in energy sources other than oil isn’t
counterintuitive.

“For us, it’s about building a sound business for the future and
understanding where global demand is going and how we can meet that.”

“I think it definitely is smart PR.”

Edward Wu is with Cora Capital Advisors in New York. His firm specializes
in alternative energy investing. He says these companies are worth hundreds
of billions of dollars and, by comparison, their green investments are fairly small.

“They’re not going to replace oil, but I think they’re hoping that
they’ll be somewhat economically viable and at the same time definitely
serve a PR purpose right now.”

But Wu says the sprinkling of investments isn’t just about having something
to talk about in their ads.

“They want to have some biofuels in the mix. They want to have some battery
companies in the mix. They’re essentially dipping their toe in the water to
essentially hedge their bets.”

Because no one will want to be an oil company if, or perhaps we should say when,
oil stops dominating the energy landscape.

Three students are getting ready to climb a TV tower on Moose
Mountain on the north shore of Lake Superior. They’ll put up three
anemometers – little cups that spin in the wind and measure how fast
it’s blowing.

As they deploy their climbing equipment, their professor, Mike
Mageau, keeps asking if they have enough safety gear. He seems a
little anxious.

“Two of them are mountain climbers. So they seem to think this will
be no big deal.” (laughs)

Mageau teaches at the University of Minnesota Duluth. He’s been
measuring the wind on the high ridge that runs along the Lake
Superior shoreline.

“If you look at the statewide wind maps, they don’t give us credit for
having any wind along the North Shore of Lake Superior. But Grand
Portage was interested in wind, and they did some monitoring and we
helped them. This was years ago.”

That’s the Grand Portage Band of Ojibway Indians. Mageau got a
grant to install monitoring equipment up and down Lake Superior
shoreline.

“And we found 15 to 20 mile-an-hour average wind speeds at the
sites.”

That’s about the same as the best wind sites in Iowa, where huge
wind farms spread across the landscape.

Mageau doesn’t advocate a big wind farm here. Instead, the idea is
to put up one windmill for each community along the shore. One big
turbine could supply roughly half the electricity each town uses.

He knows some people are nervous about this. The North Shore of
Lake Superior is beautiful, and no one wants to ruin the scenery. It’s
also an important route for migrating birds. There’s concern that
birds could fly into the spinning blades. A separate group of
researchers is studying the migration routes.

“Are they flying close to the lake, along the peaks, just inland or
lakeside of the peak, where are they flying? So hopefully when we
pick a wind site we’ll stay away from the birds.”

If a wind tower is ever built here, the power would go to the town of
Grand Marais Minnesota, 20 miles north. And it would fit in with other
projects local folks are working on, to become more energy self-
sufficient.

Buck Benson owns the local hardware store. He says he and his
friends, George and Lonnie, hatched the idea while they were fishing.

“We were grumbling about all this stuff, ‘what can we really do.’ And,
when we came back home, George kept prodding us, ‘you know what
we talked about,’ so we formed a little group. And I think we’ve done
good work since we started this organization.”

The group has been researching various ideas about how to produce
energy locally. One team is pursuing that windmill idea we heard
about. Another project is a little closer to being built: they want to
burn the wood chips from a local sawmill in a central heating system
for the town.

The chips would come from Hedstrom Lumber mill. Howard
Hedstrom says the mill sells bark chipped off the trees. But he has to
haul it miles away to sell it.

“By the time you pay the freight, there’s not much left. And if it could
be used locally, why not use it locally and save all that transportation
cost.”

The city of Grand Marais has applied for a federal grant to pay for half
the cost of the boiler.

Communities across the country are looking to use what they’ve got
around them, instead of importing energy from a big coal or nuclear
plant miles away.

It helps keep money close to home, and it could be better for the
earth.

The price of solar panels took a huge drop this year.

Experts say one of the main reasons solar is cheaper is because of Spain.

The country is a big buyer of solar panels, or what are called PV modules, largely because Spain offers generous incentives for people who buy them.

Galen Barbose is with a federal research lab in Berkley, California. He says, because of the economic crisis, Spain had to slash those incentives.

“And so demand in Spain dropped fairly significantly. And so what we’ve seen over the past year is a glut in the global supply of PV modules. And that has led to a fairly significant drop of the wholesale price of PV modules.”

The cost of solar still isn’t on par with conventional energy, but Barbose says things are headed in that direction.

Green Crime: Stealing Solar Panels

Solar panels are expensive and they’re increasingly in demand throughout the
world, so it sands to reason solar panels have become an attractive target for
criminals.

Recently, 30 panels were stolen from one of the “greenest” buildings in Colorado.
Ninety solar panels valued at $135,000 were swiped off a waste water treatment
plant outside San Francisco.

Monique Hannis is a spokesperson for the Solar Energy Industries Association.
She says, over the last year, solar theft has become a greater concern.

“It’s really just emerged as an issue we need to be watching, really, in the last
year. And the reason is, as solar becomes more prevalent and people
understand the value of the solar panels, it’s just like any other target for theft.”

Currently the group doesn’t track the crimes, but since more panels are
disappearing Hannis says they’ll likely start.

This type of “green crime” is nothing new in developing countries. Lori Stone is
international program manager for Solar Energy International. It’s a Colorado-
based nonprofit that trains students world-wide for careers in the solar industry.
Stone says in some cases the solar panels are gone just days after they’re
installed.

“If somebody really wants to steal solar panels, it’s pretty hard to keep them from
doing it. You know, there’s some new things that are coming out now with ways
to lock them and stuff, but they’re costly and so a lot of these developing country
systems, solar home systems, are pretty easy to take.”

In Kenya, last September, thieves unsuccessfully tried to swipe solar panels on
the house belonging to President Obama’s 86 year-old step-grandmother.

As the solar industry becomes more established, security is gearing up. It’s
becoming part of installing a solar array.

The Solar Industry’s Hannis says manufactures are making things harder for
thieves by adding tracking numbers as part of a recycling program.

“This same system could be used to at least track the location of panels, the
rightful owner of panels going forward, similar to a VIN number of a car.”

Hannis says consumers should be wary of purchasing panels from online sites
such as eBay or Craigslist because they could be buying stolen panels.

To ward off thefts, some go so far as to post night watchmen. Other larger arrays
are equipped with cameras and fences. But there’re also more affordable
options.

Bryce Campbell is president of Bryce Fastener Company, an Arizona based
business that specializes in a unique type of security bolt that acts like a key. The
bolts cost about two dollars per panel.

“The solar industry is starting to say, ‘Hey, what do we do?’ Ha ha. Are we going
to up security systems up here, cameras? Not really effective in places where
most of these solar arrays are laid out.”

Campbell says solar companies began contacting him about a year and a half
ago. Now he gets orders daily.

For Campbell, it makes sense considering people are parking thousands of
dollars on roof-tops and in fields.

Crude oil prices spiked a little because of Iran’s long-range missile testing and revelations of a secret nuclear facility.

But analysts think for the next several months we’ll actually see oil prices go down – maybe to around $30 a barrel, less than half of what it is now.

And that could hurt demand for fuels such as ethanol.

But the government has mandated the nation produce more ethanol.

Dan Flynn is an analyst with the trading firm, Alaron.

“Obviously the government definitely wants to push this through. However, the price of crude oil and gasoline, if that goes down, generally people look not to look for alternative sources of energy.”

One way to use more ethanol is to mix higher amounts with gasoline.

The government will soon decide whether to allow increasing the mix from the current 10% blend to as high as a 15% blend.

I’m just outside an ethanol plant in central Indiana and its pretty much like most ethanol
plants. There’re a lot of semi-trucks going by and they’re loaded with yellow corn kernels.


Most ethanol plants grind corn kernels for starch, they let that starch turn into sugar, then
they brew the sugary juice into ethanol. Now, this whole process would be easier and
cheaper if we could make ethanol directly from sugary plants instead of starchy grain
kernels like corn.


Pretty quick here, I’m gonna meet a guy who’s trying to make corn a plant that’s easy to
grow in the Midwest but produces sweet juice – not starchy corn kernels.

“If you walk over here, these are our sugar corn hybrids.”

I’m with Todd Krone. He’s a researcher with a company called Targeted Growth. He walks me
through a test plot of a plant nicknamed ‘Sugarcorn.’ He pulls off a ear of corn and pulls back the
leaves.

The ear is almost bare.

Allee: “There’re just a few stray kernels developing, very few.”

Krone: “Yep. A few got through.”

Krone says this plant avoids making corn kernels. Instead, it puts energy and sugar into the
stalk. He can prove it with a taste test – right here in field.

He snips a piece of stalk.

And pulls out a little press.

Krone: “You squeeze some of the juice to see how much sugar’s there. It’s up to you, if
you like, you could put on on your finger and taste. Is there sweetness?”

Allee: “Yeah, it’s definitely sweet. It’s definitely got a sweet tinge to it.”

Krone: “It might be a bit sweeter than pop might be.”

Krone says tests show Sugarcorn juice is as sweet as juice from sugar cane. He says this means
America could have a new plant that boosts ethanol production – but doesn’t compete with food,
and uses equipment farmers already have.

Krone: “For the farmer, not much changes until harvest when some logistics still need to
be worked out.”

Allee: “Obviously if you’re selling a lot of this corn, you’d be making a good deal of profit,
hopefully, what’s in it for the rest of us in terms of the success or failure of this, for drivers
and everybody else?”

Krone: “I would say, hopefully, it results in cheaper ethanol that can compete with cheap
oil. And then meeting that mandate to get more and more ethanol produced.”

Well, that’s the idea, but Targeted Growth would have to change more than just corn plants to
succeed. They’de have to change how at least some ethanol companies do business. And some
ethanol companies have some tough questions about it.

“How could you handle sugarcorn? How would you store it?”

This is Jeff Harts. He works at Central Indiana Ethanol. Harts says he likes the idea of using
sweet corn juice to make ethanol – it could be efficient. But he worries about getting enough to
run an expensive operation like his. He has no problem finding corn kernels.

“It’s a consistent flow of corn and we need that consistent flow to keep going. That’s why
we have storage, the farmers have storage. That’s why we have a local grain elevator
network to ship corn to us to keep that flow steady 12 months out of the year.”

Harts’ company might be a bit reluctant to change right away, but ethanol producers will have
find alternatives to the corn kernel. The government is capping how much ethanol can come
from corn starch.

As those requirements phase in, alternatives like Sugarcorn might look sweeter than they do
now.
