Indoor Shrimp Farming: A New Market?

Recently, shrimp surpassed tuna as the most-consumed seafood in the United States. Most of the shrimp Americans eat is produced in Southeast Asia, India, Mexico and Brazil. Russ Allen wants to change that. He’s opened one of the world’s few indoor shrimp farms in the Midwest. Allen says his operation meets an obvious market demand, is good for the environment, and presents a new economic opportunity for the country. The Great Lakes Radio Consortium’s Erin Toner reports:

United States. Most of the shrimp Americans eat is produced in
Southeast Asia, India, Mexico and Brazil. Russ Allen wants to change
that. He’s opened one of the world’s few indoor shrimp farms in the
Midwest. Allen says his operation meets an obvious market demand, is
good for the environment, and presents a new economic opportunity for
the country. The Great Lakes Radio Consortium’s Erin Toner reports:


In a big blue barn in Russ Allen’s backyard, there are thousands of
shrimp… beady-eyed, bacteria-munching, bottom-feeders.


Here, the life cycle of the shrimp starts in the breeding center, where
two big tanks of water mimic a place 150 feet deep off the shore of the
ocean where the water quality and temperature are stable. Allen says
it’s the perfect environment for shrimp to mate.


“Like in just about all animals the male chases the female, and they do a
little courtship dance, and then the male will deposit a spermatophore on
the female and when she spawns, the eggs pass through the
spermatophore, are fertilized and then go out into the water.”


A few months later, the shrimp end up in the production room where all
they do is eat, and sometimes, if they get excited or spooked, they jump
right out of their tanks.


“They don’t like light…”


“Oh (laughing)! Do you ever have them hit you as you’re standing
here?”


“Oh yeah, that’s why we have the nets up so they don’t jump.”


Russ Allen has been farming shrimp for three decades. He started in
Ecuador, and then went to Belize, where he started the country’s first
shrimp farms.


Allen and his wife moved back to Michigan in 1990, when he started
designing his indoor shrimp farm. It finally opened for business about a
year ago, and now, he’s selling all the shrimp he produces.

Allen says his indoor shrimp farm is one of the first of its kind in the
world. There’s no waste leaving his farm, so pollution’s not an issue,
and because there’s no water coming in or going out, there’s no danger
of introducing diseases into his system.


Allen says an indoor farm also moves shrimp farming away from fragile
coastal ecosystems. That’s where most of the industry has developed
around the world.


“In a place like the United States with all the development on the
coastline and land costs, you can’t really do it anywhere near the ocean
anyway. So, if you’re going to have a viable shrimp farming system in
the United States, you need to move it away from – you know – these coastal areas.”


But indoor farms haven’t always been a viable option, either.


In the 1980s, a handful of them opened in the U.S., including a big one in
Chicago. They all failed because the technology didn’t work quite right,
and because the cost of production made them unable to compete with
outdoor farms.


Bill More is a shrimp farming consultant and vice president of the
Aquaculture Certification Council. He says now, indoor shrimp farmers
have a better chance of making a go of it.


“Coming from third-world countries, there’s been a lot of issues with
illegal antibiotics being found in shrimp. There’s been environmental
and social issues that environmentalists have come down hard upon. It’s
sort of prompted the opportunity for a good indoor system where
you could manage those and you didn’t challenge the environment.”


But More says creating and maintaining a clean, organic indoor shrimp
farm is still very expensive, and it seems an even bigger problem now
that the price of shrimp is the lowest it’s been in a decade.


Shrimp farmer Russ Allen says he’s invested several million dollars in
his business. He’s the only guy in the game right now, which he
admits is good for business, but he doesn’t want it that way. He says
he’d like to see the industry grow in Michigan, and throughout the
country.


“In order to do that the government has got to be a partner in this, and
that has been the challenge… that when you don’t have an industry, you
don’t have lobbyists and nobody listens to you and you can’t get an
industry until they do listen to you. So, that’s been our real challenge
right now.”


Allen says he wants the government to offer tax breaks and other
financial assistance to the aquaculture industry like it does to other
sectors of the economy, but he says he can’t even get some local elected
officials to come and see his shrimp farm. He says with so many
companies moving jobs and factories overseas, he thinks government
leaders should be looking for ways to help new and perhaps
unconventional industries like his, grow.

say the amount of agricultural land is increasing worldwide… bringing
additional challenges to U.S. farmers. The Great Lakes Radio
Consortium’s Chuck Quirmbach reports:


Researchers have used satellite data and statistics from
government agencies to determine that more than one-third of the
earth’s land is used for agricultural activity.


Scientist Navin Ramankutty is at the University of Wisconsin-Madison.
He says urban sprawl may be gobbling up farmland in the Midwest,
but in places like South America, farms are replacing the rainforest.
Ramankutty says the change concerns U.S. soybean farmers.


“The U.S. still continues to be the largest soybean exporter in the world,
but Brazil’s catching up really fast. So, soybean farmers here in the
Midwest are concerned about whether/how their markets will change
in the future.”


But while the global growth in agriculture is feeding more people,
Ramankutty says there are downsides for the environment in terms of
more water pollution and loss of forests. So, he says his research
team is trying to weigh the tradeoffs, and make recommendations on
what might be the best locations for new farms.

over the last decade, but a new study warns that officials should be careful

Market-based incentives include pollution permits that companies can buy and
sell. Businesses like these approaches because they’re more flexible than
strict caps on emissions, and they cost less.


A recent study in the Natural Resources Journal reviewed the market-based
incentives that have been used to date.


Researcher Gloria Helfand says these approaches work best with global or
regional pollutants.


“If it goes up into the atmosphere, it will affect everywhere pretty much
the same. The classic example of this is climate change carbon dioxide
emissions. It doesn’t matter who produces carbon dioxide, everywhere in the
planet we’re going to feel the effects of it.”


Helfand says market-based incentives don’t work with pollutants that
concentrate around local communities, where it matters – which company
cleans up.

Lakes water to Asia. That plan was scrapped after a public outcry, and
officials realized they needed to update the standards on Great Lakes water
diversions. Now, the eight Great Lakes governors are expected to sign off on
the new water diversion standards. The Great Lakes Radio Consortium’s
Christina Shockley reports:


The so-called “Annex 2001” document has been years in the making. Its main goal
is to protect the Great Lakes from thirsty communities outside the Great Lakes basin.


Todd Ambs is a water expert. He’s working on the Annex on behalf of Wisconsin
Governor Jim Doyle.


“This is not just about diverting water out of the basin. It’s also about
how we manage consumptive use of water within the Great Lakes basin,
obviously the most significant fresh water resource in North America.”


Ambs says the document will require states to keep better track of where
water within the basin is going, and who’s using it.


Under the latest draft, some communities that sit outside the basin can
request Great Lakes water, but those communities would need to return used water back
to the basin, and any request would need approval from all eight Great Lakes governors.


The governors are expected to sign the document at a meeting in Milwaukee on
December 13th.

still need to be ok-ed by each state’s legislature, and Congress before going into

Tracking Water Withdrawals

Water use in the Great Lakes basin hasn’t changed much
in recent years, according to a new report. The Great Lakes Regional Water Use Database tracks how water is used throughout the basin. The Great Lakes Radio Consortium’s Erin Toner reports:

Water use in the Great Lakes basin hasn’t changed much in recent years, according to a
new report. The Great Lakes Regional Water Use Database tracks how water is used
throughout the basin. The Great Lakes Radio Consortium’s Erin Toner reports:


The database includes water use information from the eight Great Lakes states and two
Canadian provinces. It shows that total water withdrawals for the year 2002 were
about 43 billion gallons a day. That number does not include water used for
hydroelectric power. Most of that water is returned to the basin.


Thomas Crane is interim executive director of the Great Lakes Commission, which
compiled the database. He says over the past few years, Great Lakes water use has
remained fairly steady.


“The fact that water use is not increasing significantly over time, at least in terms of what
we’re seeing with the database, I think speaks to the fact that we’re probably seeing more water
conservation.”


The database outlines water use by state and by industry, including municipal water
systems, agricultural irrigation, manufacturing and mining.

turned into cropland – farmland. But before farmers could work the fields in the nation’s bread
basket, they first had to drain them. So thousands of miles of ditches and trenches were dug to
move water off the land. Losing millions of acres of wetlands meant losing nature’s water filter
for the lakes. Reporter Mark Brush reports… these days some farmers are restoring those wet
places:

We’ve been bringing you stories about Ten Threats to the Great Lakes. On today’s report, the
Great Lakes Radio Consortium’s Lester Graham introduces us to a story about how farmers are
getting involved in restoring some of the natural landscape:


One of the Ten Threats is the loss of wetlands. A lot of the wetlands of the Great Lakes were
turned into cropland – farmland. But before farmers could work the fields in the nation’s bread
basket, they first had to drain them. So thousands of miles of ditches and trenches were dug to
move water off the land. Losing millions of acres of wetlands meant losing nature’s water filter
for the lakes. Reporter Mark Brush reports… these days some farmers are restoring those wet
places:


We’re standing in the middle of a newly-harvested corn field in northwest Ohio. This area used
to be wet. It was part of the old Black Swamp – one of the biggest wetland areas in the country.
The Swamp stretched 120 miles across northwest Ohio and into Indiana. It filtered a lot of water
that eventually made its way into Lake Erie. And it provided habitat for all kinds of wildlife.


Today, the Black Swamp is gone… It was drained and turned into farmland.


“Is it o.k. to go?”


“Yeah, go.”

Lynn Davis and his crew are cutting a trench into the earth. The trench is about a half a mile
long and five feet deep. Workers trail behind the machine feeding black, plastic pipe into the
trench.


The underground pipe will drain excess water to a nearby ditch.


Davis says these drains help the farmer grow more crops. It’s a common practice that’s been
going on for more than a hundred years. Farmers can get their machines onto the field sooner,
which makes for a longer growing season. And crops grow better when their roots aren’t wet.


Years ago, wetlands were considered a bad thing – places that stood in the way of farmland
development – and places where diseases spread.


The federal government actually paid people to drain them. And by the end of the 20th century
more than 170,000 square miles of wetlands were drained.


Lynn Davis’s family has been in this business for close to a hundred years. Davis admits that his
family helped drain the Black Swamp. But he says much of what’s been done can be reversed:


“You know, there is no question that this was of course one of the largest natural wetlands in the
country. And what we’re doing here was responsible for eliminating that wetland. Now what
we’ve done is relatively simple to reverse. If for some reason it was decided that we don’t want to
farm and live in this area any more, why we can put it back to a swamp real quick.”


And some of that is happening today.


Instead of paying people to drain wetlands, the federal government pays people to restore them.

We’ve driven about fifty miles north to where Bill Daub lives. He was hired by the U.S. Fish and
Wildlife service to find suitable land for restoration. And he’s restored well over 500 wetland
areas in the fifteen years he’s been doing it.


Daub says nature bounces back. He says every time he’s broken an old drainage pipe, dormant
seeds of wetland plants stored in the soil popped open:


“What’s amazing with the wetlands is that you see all these cattails, and wetland plants growing
in here – that stuff was in a seed bank, even though they were growing corn here, there was a seed
bank of wetlands species, waiting for water.”


The federal government will pay a farmer to take marginal cropland out of production under the
Wetlands Reserve Program. And Daub says it’s worth the money:


“Every one of these wetlands is a purification system. The water that finally leaves this wetland
has been purified through the living organisms in the wetland.”

Janet Kaufman lives just down the road from Bill Daub, and eight years ago, she had a crew dig
up an old drainage pipe on her farm. These days, on the back end of her property there’s a pond
with a tall willow tree draping over the water:


“So this wasn’t here before?”


“Not at all, not at all! I mean it’s just shocking. And when the backhoe hit that it was like a
geyser, the water just poured out it just flew up in the air. They had to crunch it shut. I mean the
quantity of water that flows underground is unbelievable unless by chance you see it like that.”


Kaufman says a lot of her neighbors have been signing up to restore wetlands on their property.
The wetter areas aren’t that good for crops… and with the government offering money to let
nature take its course… it makes financial sense for the farmers.


But because a lot of the old Black Swamp area is good for farming, it’s not likely that we’ll see
huge swaths returned to wetlands.


But even the restoration of a fraction of the wetlands will help improve the health of the Great
Lakes.

In another report on the Ten Threats to the Great Lakes series, reporter Lester Graham looks at a
growing problem that has scientists baffled:


One of the Ten Threats to the Great Lakes is nonpoint source pollution. That’s pollution that

some shallow areas in the Great Lakes are afflicted by so-called dead zones every summer.


Dead zones are places where there’s little or no oxygen. A dead zone develops in Lake Erie
almost every summer. It was once thought that the problem was mostly solved. But, it’s become
worse in recent years.

The Environmental Protection Agency’s research ship, the Lake Guardian, is tied up at a dock at
the Port of Cleveland. Nathan Hawley and his crew are loading gear, getting ready for a five day
cruise to check some equipment that measures a dead zone along the central basin of Lake Erie.


“What I have out here is a series of bottom-resting moorings that are collecting time series data of
currents and water temperature and periodically we have to come out here and clean them off and
we take that opportunity to dump the data as well.”


Hawley is gathering the data for scientists at several universities and the National Oceanic and
Atmospheric Administration’s Great Lakes Environmental Research Lab. The information helps
them measure the behavior of the dead zone that occurs nearly every year in Lake Erie…


“What we’re trying to do this year is get a more comprehensive picture of how big this low-oxygen zone is and how it changes with time over the year.”


One of the scientists who’ll be pouring over the data is Brian Eadie. He’s a senior scientist with
NOAA’s Great Lakes Environmental Research Lab. He says Lake Erie’s dead zone is a place
where most life can’t survive…


“We’re talking about near the bottom where all or most of the oxygen has been consumed so
there’s nothing for animals to breathe down there, fish or smaller animals.”


Lester Graham: “So, those things that can swim out of the way, do and those that can’t…”


Brian Eadie: “Die.”


The dead zone has been around since at least the 1930’s. It got really bad when there was a huge
increase in the amount of nutrients entering the lake. Some of the nutrients came from sewage,
some from farm fertilizers and some from detergents. The nutrients, chiefly phosphorous, fed an
explosion in algae growth. The algae died, dropped to the bottom of the lake and rotted. That
process robbed the bottom of oxygen. Meanwhile, as spring and summer warmed the surface of
Lake Erie, a thermal barrier was created that trapped the oxygen-depleted water on the bottom.


After clean water laws were passed, sewage treatment plants were built, phosphorous was banned
from most detergents, and better methods to remove phosphorous from industrial applications
were put in place.


Phosphorous was reduced to a third of what it had been. But Brian Eadie says since then
something has changed.


“The concentration of nutrients in the central basin the last few years has actually been going up.
We don’t understand why that’s happening.”


Eadie says there are some theories. Wastewater from sewage plants might be meeting pollution
restrictions, but as cities and suburbs grow, there’s just a lot more of it getting discharged. More
volume means more phosphorous.


It could be that tributaries that are watersheds for farmland are seeing increased phosphorous. Or
it could be that the invasive species, zebra mussel, has dramatically altered the ecology of the
lakes. More nutrients might be getting trapped at the bottom, feeding bacteria that use up oxygen
instead of the nutrients getting taken up into the food chain.


Whatever is happening, environmentalists are hopeful that the scientists figure it out soon.


Andy Buchsbaum heads up the Great Lakes office of the National Wildlife Federation. He says
the dead zone in the bottom of the lake affects the entire lake’s productivity.


“If you’re removing the oxygen there, for whatever reason, for any period of time, you’ve
completely thrown that whole system out of balance. It’s all out of whack. It could mean
irreversible and devastating change to the entire ecosystem.”


And Buchsbaum says the central basin of Lake Erie is not the only place where we’re seeing this
low-oxygen problem…


“What makes the dead zone in Lake Erie even more alarming is that we’re seeing similar dead
zones appearing in Saginaw Bay which is on Lake Huron and Green Bay in Lake Michigan.
There, too, scientists don’t know what’s causing the problem. But, they’re already seeing
potentially catastrophic effects on aquatic life there.”


State and federal agencies and several universities are looking at the Lake Erie dead zone to try to
figure out what’s going on there. Once they do… then the battle likely will be getting
government to do what’s necessary to fix the problem.

in logging in National Forests shows no signs of slowing. The uptick in logging is also happening in the Great Lakes region. The National Forest Protection Alliance says the U.S. Forest Service needs to re-evaluate its mission. The Great Lakes Radio Consortium’s Tracy Samilton has this

A new report by a forest protection group says the increase in logging
in National Forests shows no signs of slowing. The uptick in logging
is also happening in the Upper Midwest/Great Lakes region. The
National Forest Protection Alliance says the U.S. Forest Service needs
to re-evaluate its mission. The Great Lakes Radio Consortium’s Tracy
Samilton has this report:


Logging companies are going after more acres in National Forests
because trees have regenerated after the large-scale clear-cutting of a
hundred years ago. But Jake Kreilick of the National Forest Protection
Alliance says the logging is a net loss for taxpayers, because the U.S.
Forest Service is heavily subsidizing it by building roads to get the
trees out. And Kreilick says it’s unnecessary – because lumber
companies have more domestic and global sources for wood than ever
before.


“The federal government does not need to be in the logging business any
more.”


But logging companies say with half the nation’s softwood in National
Forests, they do need the wood. They say the Forest Service is doing a
good job in managing the multiple users who rely on National Forests
for recreation, hunting and logging.

Warren Dick is a soil scientist at Ohio State University. He’s been
studying synthetic gypsum, which comes from coal-fired power plants that
use scrubbers to reduce sulfur dioxide emissions. While nobody wants sulfur
in the air we breathe, Dick says it is often needed by farmers for some of
their crops.


“Sulfur is one of five or six major plant nutrients that are required for good
plant growth, and our soils are becoming deficient in sulfur. We’re not
getting it out of the atmosphere as much anymore.”


Dick’s research shows crops do better using synthetic gypsum as a sulfur
fertilizer. Coal is burned to generate more than half of the electricity in
the U.S., but it results in approximately 120 million tons of waste
each year, and Dick says the tonnage is likely to increase as
additional clean air measures are imposed.

Forest Land on the Market

More than a million acres are up for sale in Michigan’s Upper Peninsula. Two large paper companies are selling vast tracts of land. The Great Lakes Radio Consortium’s Celeste Headlee reports, it’s a trend that’s occurring throughout the region. And residents are worried that will be split up and developed:


Escanaba Timber and International Paper have put more than one-point-one million acres of forestland in the Upper Peninsula on the market.


Paul DeLong is the chief forester for the state of Wisconsin. He says many timber companies across the nation are finding it’s more profitable to sell their land as real estate than maintain it for lumber. DeLong says environmentalists, state governments and timber companies are increasingly joining forces to preserve large tracts of forestland.


“So we’re seeing this convergence of interest from across the political spectrum, recognizing that maintaining larger blocks of forestland as working forests can be a real win-win from an ecological and economic and social standpoint.”


The Michigan Nature Conservancy plans to work closely with Governor Jennifer Granholm to create a conservation easement on the property when it’s sold.
