Trash Burning Can Threaten Human Health

For most of us, getting rid of the garbage is as simple as setting it at the curb. But not everyone can get garbage pick-up. So, instead, they burn their trash. The Great Lakes Radio Consortium’s Lester Graham reports… that choice could be affecting your health:

It’s not been that long ago that people everywhere but in the largest cities
burned their trash in a barrel or pit in the backyard. That’s not as often
the case these days. Garbage trucks make their appointed rounds in
cities, small towns, and in some rural areas, but they don’t pick up
Everywhere, or if they do offer service, it’s much more expensive
because the pick-up is so far out in the country.


Roger Booth lives in a rural area in southwestern Illinois. He says
garbage pick-up is not an option for him.


“Well, we burn it and then bury the ashes and things. We don’t have a
good way to dispose of it any other method. The cost of having pick up
arranged is prohibitive.”


He burns his garbage in the backyard. Booth separates bottles and tin
cans from the rest of the garbage so that he doesn’t end up with broken
glass and rusty cans scattered around.


A lot of people don’t do that much. They burn everything in a barrel and
then dump the ashes and scrap in a gully… or just burn everything in a
gully or ditch. Booth says that’s the way most folks take care of the
garbage in the area. No one talks about the smoke or fumes put off by
the burning.


“I haven’t ever thought much about that. So, I don’t suppose that I have
any real concerns at this moment. I don’t think I’m doing anything
different than most people.”


And that’s what many people who burn their garbage say.


A survey conducted by the Zenith Research Group found that people in
areas of Wisconsin and Minnesota who didn’t have regular garbage
collection believe burning is a viable option to get rid of their household
and yard waste. Nearly 45-percent of them indicated it was
“convenient,” which the researchers interpreted to mean that even if
garbage pick-up were available, the residents might find more convenient
to keep burning their garbage.


While some cities and more densely populated areas have restricted
backyard burning… state governments in all but a handful of states in
New England and the state of California have been reluctant to put a lot
of restrictions on burning barrels.


But backyard burning can be more than just a stinky nuisance. Burning
garbage can bring together all the conditions necessary to produce
dioxin. Dioxin is a catch-all term that includes several toxic compounds.
The extent of their impact on human health is not completely know, but
they’re considered to be very dangerous to human health in the tiniest
amounts.


Since most of the backyard burning is done in rural areas, livestock are
exposed to dioxin and it gets into the meat and milk that we consume.


John Giesy is with the National Food Safety and Toxicology Center at
Michigan State University. He says as people burn garbage, the dioxins
are emitted in the fumes and smoke…


“So, when they fall out onto the ground or onto the grass, then animals
eat those plants and it becomes part of their diet, and ultimately it’s
accumulated into the animal and it’s stored as fat. Now, particularly with
dairy cattle, one of the concerns about being exposed to dioxins is that
then when they’re producing milk, milk has fat it in, it has butter fat in it,
and the dioxins go along with that.”


So, every time we drink milk, snack on cheese, or eat a hamburger, we
risk getting a small dose of dioxin. Beyond that, vegetables from a
farmer’s garden, if not properly washed, could be coated with dioxins,
and even a miniscule amount of dioxin is risky.


John Giesy says chemical manufacturing plants and other sources of
man-made dioxin have been cleaned up. Now, backyard burning is the
biggest source of dioxins produced by humans.


“So, now as we continue to strive to reduce the amount of dioxins in the
environment and in our food, this is one place where we can make an
impact.”


“That’s the concern. That’s the concern, is that it’s the largest remaining
source of produced dioxin.”


Dan Hopkins is with the Environmental Protection Agency. He says,
collectively, backyard burning produces 50 times the amount of dioxin as
all the large and medium sized incinerators across the nation combined.
That’s because the incinerators burn hot enough to destroy dioxins and
have pollution control devices to limit emissions. Backyard burning
doesn’t get nearly that hot and the smoke and fumes spread unchecked.


The EPA wants communities to take the problem of backyard burning
seriously. It wants state and local governments to do more to make
people aware that backyard burning is contaminating our food and
encourage them to find other ways to get rid of their garbage.


“(It) probably won’t be a one-size-fits-all solution, but by exchanging
successful efforts that other communities have had, we should be able to
help communities fashion approaches that have a high probability of
success.”


But public education efforts are expensive, and often they don’t reach the
people who most need to hear them. The EPA is not optimistic that it
will see everyone stop burning their garbage. It’s not even a goal. The
agency is just hoping enough people will find other ways to get rid of
their trash that the overall dioxin level in food is reduced.

finds its way into the Great Lakes:


It’s called ‘Air Deposition.” Melissa Hulting is a scientist at U.S. Environmental
Protection Agency. We asked her just what that means:


“Air deposition simply is just when materials, in this case pollutants, are transferred from
the air to the water. So, pollutants in particles can fall into the water. Pollutants in rain
can fall into the water, or pollutants in a gas form can be absorbed into the water.”


So, it’s things like pesticides that evaporate from farm fields and end up in the rain over
the Great Lakes. PCBs in soil do the same. Dioxins from backyard burning end up in the
air, and then are carried to the lakes


One of the pollutants that causes a significant problem in the Great Lakes is mercury. It
gets in the water. Then it contaminates the fish. We eat the fish and mercury gets in us.
It can cause babies to be born with smaller heads. It can cause nervous system damage
and lower IQ in small children if women of childbearing age or children eat too much
fish.


One of the notable sources of mercury is from power plants that burn coal.

Railroad cars like this one empty their tons of coal at power plants all across the nation.
More than half of the electricity in the nation is produced at coal-burning power plants,
and with a 250-year supply, coal is going to be the primary fuel for a while.


One coal producing state is acknowledging that mercury is a problem. Doug Scott is the
Director of the Illinois Environmental Protection Agency. He says coal is important to
the energy mix, but we need to reduce pollutants such as mercury as much as possible.


“The policy of the state has been to try to work with the power plants to try to burn
Illinois coal as cleanly as you can. Now, that means a lot more equipment and a lot more
things that they have to do to be able to make that work, but we’re committed to trying to
do both those things.”


And, Scott says the federal government’s mercury reduction program does not go far
enough soon enough, but the electric utility industry disagrees.


Dan Riedinger is spokesman for the Edison Electric Institute, a power industry trade
organization. Riedinger says, really reducing mercury emissions at power plants just
won’t make that much difference.


“Power plants contribute relatively little to the deposition of mercury in any one area of
the country, including the Great Lakes, and no matter how much we reduce mercury
emissions from power plants in the Great Lakes Region, it’s really not going to have a
discernable impact in terms of improving the levels of mercury in the fish people want to eat.”


“Relatively little? Now, that flies in the face of everything I’ve read so far. Everything
I’ve read, indicates coal-fired power plants are a significant contributor to the mercury
issue in the Great Lakes and other places.”


“It’s really not quite that simple. Power plants are a significant source of mercury
emissions here in the United States, but most of the mercury that lands in the Great
Lakes, particularly in the western Great Lakes is going to come from sources outside of
the United States.”


Well, it’s not quite that simple either. The U.S. EPA’s Melissa Hulting agrees some of
the mercury in the Great Lakes comes from foreign sources, but recent studies show
some mercury settles out fairly close to the smokestacks. She says you can blame both
for the mercury in your fish.


“You blame the sources that are close by and you blame the sources that are far away.
The bottom line with mercury is that we’re all in this together and it’s going to take
everybody reducing their sources to take care of the problem.”


Taking care of the problem is going to take some money, and that will mean we’ll all pay in
higher utility bills. The Illinois EPA’s Doug Scott says it’ll be worth it if we can reduce
mercury exposure to people.


“We know what the issue is. It’s not a matter of us not understanding the connection
between mercury and what happens in fish, and then what happens in humans as a result
of that. We understand that. We know it, and we also know to a great degree what we
can do to try to correct the problem, and so, it’s a matter of just going out and doing it,
and so I’d like to think it’s something that can be done sooner rather than later.”


And since Great Lakes fish have elevated levels of mercury, sooner would be good.
It’ll take a while for the mercury already there to work its way out of the ecosystem and
return to more normal levels.

Epa Completes Toxic Sediment Cleanup

The Environmental Protection Agency says it has completed
toxic sediment cleanup at one of the most polluted sites along the Great
Lakes. There are 31 such sites in the U.S. known as “Areas of Concern.”
Officials say this site is one step closer to being cleaned up. The Great Lakes Radio Consortium’s Michael Leland reports:

The Environmental Protection Agency says it has completed toxic sediment

site is one step closer to being cleaned up. The Great Lakes Radio
Consortium’s Michael Leland reports:


The Black Lagoon along the Detroit River in Trenton, Michigan, got its name
because years of industrial contamination had discolored the water. Months of
dredging has changed that.


Dennis Schornack is the U.S. chairman of the International Joint Commission.
It monitors the water quality treaty between the U.S. and Canada.


“Over 115-thousand cubic yards of muck, heavily contaminated with
PCB’s, oil, grease, mercury and other toxic metals, have been removed from
the Detroit River, and disposed of and secured in a facility that will be operated
by the Detroit district of the United States Army Corps of Engineers.”


Three years ago, the Great Lakes Legacy Act authorized 270-million dollars
over five years to clean up the pollution hot-spots. It’s never been
fully funded, and is currently paying for cleanup work at only two other
sites along the Lakes.

Dumpster Divers Find Their Gold

A group of activists has found a way to live almost entirely off the stuff other people throw away. The Great Lakes Radio Consortium’s Amy Coombs finds, one person’s trash is another’s ethical lifestyle:

“Cheesy bread, it’s kind of nice heated up… Some people love this crap.”


Jean C. has been dumpster diving for eight years and no longer considers it a chore.


“Dumpster diving can be a spiritual endeavor if you happen to believe it’s a sin to throw away food.”


C. is an activist. She’s also an accountant and is by no means homeless. She says she dumpster dives for food, clothing, office supplies, and building materials because she can’t bring herself to support wasteful manufacturers.


“The point of the dumpster diving lifestyle is to reclaim the waste of consumerist society.”


After dumpster diving in four major metropolitan areas, C. says you would be amazed by how much perfectly good stuff society throws away. If you do your homework, she says you can find almost anything you want.


“We’ve found organic cherries and chocolate and organic tofu, organic tofu burgers, chocolate soymilk, once we even found a whole case of white wine.”


Probably not too surprisingly, health officials say the lifestyle raises some sanitation concerns. Jerry LeMoine is a Food Inspector at the Santa Cruz County, California Health Department. He says even if dumpster-divers go for high-quality organic foods, taking food from a dumpster is risky.


“Potentially any type of bacteria could grow in a dumpster. Flies can get into dumpsters, rats, other types rodents, disease vectors, so it’s just unknown as to what the conditions are there and conditions might change at any moment in a dumpster.”


Dumpster divers say they’re aware of the risks, but Jean C. says she exercises great discretion. She says wading knee deep through other people’s trash is no worse than grocery shopping, as long as you know what to look for.


“We never eat unsanitary or dirty food. We only take meats if they’re frozen or vacuum sealed. Once we found a whole dumpster full of smoked salmon that was not going to go bad for years – and that was good. Everybody ate it.”


Lee Turner,a long-time dumpster diver, says people throw things away because Americans are wasteful. Turner has spent the past thirty years troubleshooting ways to build gadgets from others’ trash. He’s even built a back woods cabin entirely from salvaged materials.

“Welcome to my home… This is the kitchen, spice rack, this is the food cabinet, got running water, there’s a rain barrel, see…”

Turner built his shack illegally in a public forest, but he says he’s always been careful not to hurt the surrounding environment. He considers dumpster-diving to be part of a larger love for Nature.


Turner says using material that’s headed for the landfill makes a lot more sense than buying wood and encouraging the lumber and timber industry to cut down more trees.


“Most of the materials are found materials. Some of the wood came out of dumpsters.”


Turner and C. have turned dumpster-diving into an organized effort. They target the highest quality products, they stake out factory dumpsters to learn when mislabeled items are routinely tossed, and look for store employees willing to leak information about the next scheduled inventory reduction. It’s a conspiracy to salvage.


“What happens in a dumpster-diving collective is that you need to get a small group of quiet people, hopefully, and have them take a large amount of food back to a central location, where you’re going to wash it and process it and redistribute it, so that everyone gets what they need.”


It’s impossible to know how many students, activists, and old nature lovers scour garbage cans, but dumpster-diving is becoming an increasingly popular sport. And despite the social inhibitions and threat of food contamination, activists such as Turner and C. say they won’t abandon their search for edible, usable and fixable refuse any time soon.

selected a plot of land to be the home of its newest uranium processing plant.
Since the end of the Cold War, the now-closed nuclear processing plant has
been undergoing the long and arduous task of returning to its natural wetland
state. The Great Lakes Radio Consortium’s Tana Weingartner reports on the search for salamanders at the site, and why
their presence is so important:

Government workers are slogging around in man-made wetlands looking for salamanders. Back in the 1950’s, the United States government selected a plot of land to be the home of its newest uranium processing plant. Since the end of the Cold War, the now-closed nuclear processing plant has been undergoing the long and arduous task of returning to its natural wetland state. The Great Lakes Radio Consortium’s Tana Weingartner reports on the search for salamanders at the site, and why their presence is so important:


It’s a cold, windy day in late March as specialists from the Ohio Environmental Protection Agency head out to check their traps at the Fernald Nuclear Plant. The 1050-acre facility sits in a rural area just 18 miles north of Cincinnati. Although the EPA is in charge of cleaning up the uranium contamination here, today they’re on a different mission. Today they’re hunting salamanders.


“Salamanders basically are a sign of an established wetland usually, and in this case would show that we put a wetland in a location where salamanders need additional breeding habitat.”


In other words, Schneider says the presence of salamanders indicates the first level of success for these manmade wetlands. The wetland project is one of several ways the EPA is ensuring Fernald is properly restored to its natural state.


“Well, we’re looking forward to the day when we get the site cleaned up, and it can be like a land lab, and people can bring kids out here and do environmental education on the importance of wetlands, and it’s going to make a great contrast with what used to be here and the environmental contamination with the environmental benefit the facility is providing down the road.”


Today, the site is 70 percent certified clean, and officials expect to finish the cleanup by June 2006. Creating healthy wetlands full of insects, amphibians and salamanders is one of the first steps to success.


“So the method here is to set ten traps equidistant, hopefully, around the perimeter of the wetland. And they’re passive traps, whereby animals that are moving over the course of the 24 hours or so that the traps have been in, will bump into the traps and it’s a funnel that directs them into the center part of the trap, and they’re held in there until we release them.”

Schneider and his team laugh and joke as they pull the traps up by brightly colored ribbons. Train horns and construction noises mix with bird calls – one a reminder of what has been, the other a sign of what’s to come.


“That’s probably a one-year-old bullfrog there and then these big guys are dragonfly larvae and these other guys are back swimmers. Mayfly larvae and dragonfly larvae are both good indicators of high water quality.”


The third pond, or vernal pool, turns up 46 tadpoles and a tiny peeper frog, but no salamanders.

So it’s back in the truck and on down the dirt road to where several more wetland pools sit just across from the on-site waste dump. That dump will be Fernald’s lasting reminder of its former use. These pools are younger and less established, but they do offer hope. Last year, adult salamanders were found in the one closest to a clump of trees.


Each spring, as the snow melts away and temperatures rise, salamanders venture out in the first 50-degree rain to begin their search for a mate. Schneider had hoped warm temperatures in late February and early March prompted “The Big Night,” as it’s known.


“So, no salamanders today?”


“No salamanders today. I think we learned a little bit about the difference between wetlands that are three years old. We saw a lot more diversity in the macroinvertebrates, the insect population, than we have down here.”


Perhaps the salamanders haven’t come yet, or maybe they have already come and gone, leaving behind the still un-hatched eggs. Either way, the team will check back again in April and a third time in late May or June.


“And we have high hopes, high hopes, high apple pie in the sky hopes. That’s the kind.”

Federal plans to reduce exposure to lead and copper in drinking water could mean more

The U.S. EPA says a lead contamination problem in the District of Columbia will prompt several
changes to federal rules on lead and copper in the nation’s drinking water supply. David Denig-
Chakroff is on a committee of the American Water Works Association that looks at lead
contamination. He says one of the biggest changes might be more monitoring of water when
local suppliers change water sources or the treatment process.


“They really need to go back and make sure that’s not changing the corrosivity of the water and
potentially increasing lead or copper corrosion.”


More corrosion from the pipes can lead to more lead and copper coming out of the tap. Lead can
build up in the brain, kidneys and red blood cells. The greatest risk is to young children and
pregnant women. The EPA says its formal proposals for updating the lead and copper rule will
be ready next year.

Dupont Pledges to Cut Back on Controversial Chemical

The makers of the non-stick coating Teflon say they’re going to reduce the amount of a
chemical that’s causing health concerns. The chemical is used in the manufacturing
process. The Great Lakes Radio Consortium’s Fred Kight reports:


The DuPont Company says the output of the chemical known as C8 will be cut by 90
percent by the end of next year. The chemical giant had agreed to the action in a deal
with the U.S. Environmental Protection Agency, which is studying whether C8 poses
health risks to humans.


DuPont continues to argue that C8 is not harmful.


Just a few weeks ago, a judge okayed the settlement of a class action lawsuit in which the
company consented to pay at least 107 million dollars to resolve contamination claims by
residents living near one of its plants in West Virginia.


A local water district official welcomes the C8 cut but says he wishes they had done it 20
years ago. And an official with the organization Environmental Working Group
complains the plan did not go far enough and would not eliminate exposure
to the chemical.

For years, a big chemical company has been negotiating
with government officials on cleaning up an area contaminated
with dioxin. Environmentalists say Dow Chemical has used its
power and influence to drag out the talks. The chemical company
has agreed to plan for some kind of clean-up… but it’s still
not clear how far that clean-up will go. The Great Lakes Radio
Consortium’s Rick Pluta reports:


Dow Chemical is a huge employer in Michigan, it employs almost 60 thousand people, not including outside suppliers. In a state that has lost a lot of manufacturing jobs, a big company like Dow is important. The state of Michigan has been negotiating with Dow for nearly a decade over cleaning up dioxin downstream from the company’s big plant in the central part of the state. Just recently Dow and the state struck a deal on the next phase of coming up with a clean-up plan. But it’s not clear how long it will take to design the plan and it’s not clear exactly how far the plan will go to clean up the contamination.


The people who live in the floodplain of the Titabawassee River, downstream from the Dow Chemical plant in Midland, Michigan, say they’ve waited long enough for a cleanup plan. Almost a decade has passed since dioxin was first discovered in the river sediment.

At Immerman Park in the town of Freeland, downriver from Dow, signs dot the riverbank. They warn parents to keep their children from playing here, because there’s dioxin in the soil.

An earlier agreement with the state led Dow to put handwashing stations up here for children to clean up after playing in the dirt. Mary Whitney lives nearby. She says the sinks and faucets in the hand-washing stations are too high and too complicated for children to use, and they’re located too far from the banks of the river. She doesn’t think the kids are getting the dioxin contamination off their hands let alone off their shoes and clothes. She says it’s typical of how the dioxin question’s being handled in Michigan.


“It’s like, well, let’s do a little bit to show we’re doing something, but let’s not maybe address the whole issue. We’ll do just a little but to keep the peace and to keep everybody from not getting so much up in arms. But I think, they’re trying to do, Dow is, trying to do some things to help. But it’s just putting a little Band-Aid on the whole issue. It’s not fixing the main problem.”


For decades one of the by-products of the chemicals Dow produced was dioxin. It’s believed dioxin has been in the soil around Midland since the early 20th century. The fact that dioxin contaminated the sediment along the river downstream was only discovered within the last decade.


Studies have linked dioxin to health problems, including cancer and damage to the nervous system. The state says dioxin has spread to the environment round the Titabawassee River to the point that it issued warnings to hunters to limit how much wild game they eat from the area. That’s because the state says deer, squirrels and other game might be contaminated with dioxin.


Dow and its supporters say the risks posed by dioxin are being overstated. Dow officials say there’s no evidence that the dioxin levels in the Titabawassee floodplain pose a threat to the public health. Dow researcher Jim Collins says the company has six decades of research on employees who’ve been exposed to high levels of dioxin, and the worst health effect is a mild form of chloracne in some of the company’s employees.


Chloracne is the skin condition that disfigured Ukraine’s president, Victor Yushchenko, after he was poisoned by a large dose of dioxin.


“We’ve studied heart disease, diabetes, immunologic effects, reproductive effects, and cancer. And other than some increased risk of chloracne in these workers, we find no health effects that have been related to dioxin exposures.”


Backers of the company say critics should be careful about calling for penalizing Dow. Janee Valesquez is the the local economic development group “Midland Tomorrow.” She says Dow’s impact on the local economy amounts to almost a billion dollars a year.


“So Dow is absolutely… an anchor for mid-Michigan.”


Businesses and workers don’t want to damage relations with the chemical giant. Jim Ballard is an economist at Michigan State University. He says there is some risk that Dow could abandon Michigan. Texas is the new home of the chemical industry, he says, because energy’s cheap and it doesn’t burden industry with a lot of environmental regulations.


“I think Dow might consider leaving if they felt the business regulatory climate in Michigan was excessively onerous. On the hand, it would be very costly for them to leave. They’ve got a large investment in infrastructure and human capital in the Midland area, and to reverse would be a decision that I’m sure they would not take lightly.”


But critics of how the dioxing clean-up has been handled think the economic concerns should not be more important than the health risks to people who live nearby – people such as Mary Whitney. She and others filed a lawsuit seeking a lifetime of medical tests paid for by Dow. That case is before the state Supreme Court. Whitney says she’s afraid a cleanup plan will get bogged down in talks, or delayed by studies.


“We want them to clean it up. Take responsibility for what they’ve done and clean it up and make it safe for all of us. Now I’m not sure what all that would entail. Surely maybe dredging the river to make it deeper. Shoring up the shores, so it doesn’t flood any longer. And fill in the yards with clean soil. And that’s going to be a big thing to do.”


Many critics of the state’s handling of the dioxin clean-up believe anything less than an extensive clean-up is putting business and jobs ahead of the health of the people in Midland and downstream along the Titabawassee River.

In a rare event, a Michigan hunter has been diagnosed with bovine tuberculosis. Health officials are using the case to call for greater vigilance among hunters and farmers who could be exposed to the disease. The Great Lakes Radio Consortium’s Tracy Samilton reports:


The northern part of Michigan’s Lower Peninsula has been under quarantine since bovine TB was found in wild deer in 1994. It was later found in some of the area’s cow herds. The strain of bovine TB in Michigan is unique to that state, and this is only the second time it has been found in a human. The hunter caught the disease when he cut his hand while dressing an infected deer. T.J. Bucholz is a spokesman for the Michigan Department of Community Health. He says humans are vulnerable to bovine TB, but this case is unusual.


“This does occur, most often in people that consume unpasteurized milk, people can also be infected when you’re in close contact with live animals. This particular hunter’s direct contamination through a wound, so it’s a fairly rare occurrence.”


Other states in the Great Lakes are currently considered bovine TB-free. The disease was found in 1991 in captive elk herds in Wisconsin, but those herds have since been destroyed.

Researchers believe they have found a way to reduce arsenic levels in drinking water. They say, for people to drink water from wells or aquifers, the solution starts at the source. The Great Lakes Radio Consortium’s Jeff Bossert explains:


Chronic exposure to arsenic in drinking water has been linked to a variety of health concerns, including hypertension, cardiovascular disease, and cancer.


Researchers from the University of Illinois collected groundwater samples from 21 wells. They found that the wells with almost no arsenic in the water also contained high levels of sulphate-reducing bacteria, which convert the arsenic into a solid, where it drops out of the water. Dr. Craig Bethke led the study.


“What we’re saying is that if there’s sulfate in the water, then there’s probably sulfate-reducing bacteria active in the subsurface, and that means that a simple field test, which is very inexpensive and very rapid to protect sulfate, could identify safe water sources.”


Bethke says places where aresenic levels are high, sulphate salts, such as gypsum and calcium sulphate, can be injected underground to reduce arsenic levels.


Researchers say this information could prove to be invaluable in places where aresenic contamination is a major problem, including parts of the U.S., Australia, and Mongolia. The researchers’ findings were published in the journal Geology.
