But critics say federal agencies aren’t doing a good job of testing genetically modified food for safety. They’re backing the right of local governments to regulate genetically engineered crops themselves. The Great Lakes Radio Consortium’s Sarah Hulett reports:

The nation’s agricultural seed companies are fighting local restrictions on
their genetically engineered products. They say it’s the federal
government’s job to regulate food safety, but critics say federal agencies
aren’t doing a good job of testing genetically modified food for safety.
They’re backing the right of local governments to regulate genetically
engineered crops themselves. The Great Lakes Radio Consortium’s
Sarah Hulett reports:


Genetically engineered crops are created when genes from other plants,
animals or bacteria are used to alter their DNA.


Critics call them “Franken-foods,” and two years ago, three California
counties banned farmers from growing genetically altered crops. That
alarmed the agribusiness industry, and now it’s fighting to keep that from
happening elsewhere.


So far, the industry successfully lobbied 14 states to pass laws preventing
their local governments from putting restrictions on engineered crops.
Four other states are considering similar measures.


Jim Byrum is with the Michigan Agri-Business Association.


“Frankly, it’s pretty frustrating for us to look at some of the rumors that
are floating around about what happens with new technology. It’s
reduced pesticide use; it’s reduced producer expense in production. It’s
done all sorts of things.”


Genetically engineered seeds are created in the laboratories of big seed
companies like Monsanto and DuPont. The modified plants can produce
higher-yield crops that make their own insecticides, or tolerate crop-
killing problems such as drought or viruses.


Proponents of the technology say genetically altered crops have the
potential to feed the world more efficiently, and they say it’s better for
the environment. That’s because the crops can be grown with fewer
polluting pesticides, but critics say not enough is known yet about
engineered crops’ long-term ecological impact, or on the health of
people who eat them.

Michelle Lutz is among the skeptics. She and her husband run an 80-
acre organic farm north of Detroit. She’s watching about a dozen head of
the beef cattle she’s raising. They’re feeding on cobs of organic corn
grown several yards away.


“I’m surrounded by conventional farmers. The farmers right over here to
my east – they’re good people, and I don’t think they would intentionally
do anything to jeopardize me, but they are growing genetically modified
corn.”


Lutz worries that pollen from genetically modified corn from those
nearby fields could make its way to her corn plants – and contaminate
her crop by cross-breeding with it. Lutz says people buy produce from
her farm because they trust that it’s free from pesticides, because it’s
locally grown, and because it has not been genetically altered. She says
she shares her customers’ concerns about the safety of engineered foods.


Lutz says letting local governments create zones that don’t allow
genetically engineered crops would protect organic crops from
contamination.


But Jim Byrum of the Michigan Agri-Business Association says no
township or county should be allowed to stop farmers from growing
genetically modified crops. He says every engineered seed variety that’s
on the market is extensively tested by federal agencies.


“Frankly, that evaluation system exists at the federal level. There’s
nothing like that at the state level, and there’s certainly nothing like that
at the local level. We want to have decisions on new technology, new
seed, based on science as opposed to emotion.”


Critics say the federal government’s evaluation of genetically modified
crops is not much more than a rubber stamp. The FDA does not approve
the safety of these crops. That’s just wrong.


Doug Gurian-Sherman is a former advisor on food biotechnology for the
Food and Drug Administration.


“It’s a very cursory process. At the end of it, FDA says we recognize that
you, the company, has assured us that this crop is safe, and remind you
that it’s your responsibility to make sure that’s the case, and the data is
massaged – highly massaged – by the company. They decide what tests
to do, they decide how to do the tests. It’s not a rigorous process.”


Gurian-Sherman says local governments obviously don’t have the
resources to do their own safety testing of engineered foods, but he says
state lawmakers should not allow the future of food to be dictated by
powerful seed companies. He says local governments should be able to
protect their growers and food buyers from the inadequacies of federal
oversight.

Dupont Agrees to Gradually Eliminate C-8

DuPont has agreed to take part in a new program aimed at eliminating
the use of a potentially toxic chemical. The chemical is known as C-8,
and it’s used to make Teflon and other nonstick and stain-resistant
products. The voluntary program was proposed by the EPA. The Great
Lakes Radio Consortium’s Fred Kight has the story:


The EPA wants DuPont and seven other chemical companies to
completely eliminate C-8 in the next nine years.


The effort is drawing praise from environmentalists. Timothy Kropp is a
senior scientist with the Environmental Working Group. He says finding
a substitute for C-8 can decrease pollution and damage to human health…


“This chemical is ubiquitous in people’s blood, and it’s persistent and
everywhere throughout the environment. It is such a wide ranging
chemical with so many concerns that it’s high time that someone took
care of this.”


One EPA official says this is a great opportunity for the industry to get
ahead of the curve and demonstrate leadership in protecting the
environment.

now, the company will pay 16-point five million dollars to settle the complaint. The EPA says
it’s the largest administrative penalty it’s ever won. The Great Lakes Radio Consortium’s Fred
Kight has the story:


Teflon is made using C-8, and the EPA alleged that for more than 20 years, DuPont withheld
information about the chemical’s health effects. The government also said DuPont didn’t tell what
it knew about the pollution of water supplies near one of its plants.


Tim Kropp is with the Environmental Working Group in Washington, D.C. He says what’s really
needed is for DuPont to quit making a product that’s been labeled a likely human carcinogen.


“DuPont has a pattern of supression and cover-up. They do not want to give public health
officials the information they need to answer these questions, and to solve these problems.”


DuPont says its interpretation of reporting requirements is different than the EPA’s and the
settlement closes the matter without any admission of wrongdoing.

products says it stands to lose millions of dollars if regulations are placed on the
chemical. And a stockholders’ group is pressing for even more financial disclosure about
the chemical known as C-8. The Great Lakes Radio Consortium’s Fred Kight reports:


DuPont reported total revenue of 28 billion dollars in 2004. A group of shareholders
wanted to know how much of that 28 billion is at stake if C-8 were to be regulated. The
answer – about one billion.


Sanford Lewis is a spokesman for DuPont Shareholders for Fair Value. He says DuPont
should be even more forthcoming about the possible impact of controls on C-8.


“There is enough environmental and scientific evidence mounting, that the company really
ought to come forward and tell us can it get rid of these chemicals in its products and
preserve this amount of value.”


Currently, C-8 is unregulated, but that could change since some tests have shown the
compound can cause cancer in humans. A DuPont spokesman says C-8 has no
replacement and the benefits to consumers outweigh potential environmental costs.

The non-stick substance Teflon is made at a DuPont plant near the Ohio-West Virginia border. The groundwater around this area has been contaminated by a chemical used to make Teflon. The chemical is known as C8. Now, 60,000 residents will be tested to find out whether the chemical is harmful to human health. It could end up being the largest public health screening to occur in the United States. The Great Lakes Radio Consortium’s Fred Kight reports:

The testing is just getting underway on people who have been drinking water contaminated by C8.
It’s being done as part of the settlement of a class-action lawsuit against the company.


Residents of nearby water districts accuse the company of witholding information about the health threats posed by C8. Project coordinator Art Maher says medical histories, personal information and blood samples will be collected from the test subjects, who will be paid for their participation.


“That information then will be fed into a database that ultimately will be passed on to the next step of the settlement agreement, which would be the science panel who would interpret the data.”


If the experts determine there is a link between C8 and any disease, DuPont will be required to spend as much as 235 million dollars on a medical monitoring program for additional testing.

chemical that’s causing health concerns. The chemical is used in the manufacturing

The DuPont Company says the output of the chemical known as C8 will be cut by 90
percent by the end of next year. The chemical giant had agreed to the action in a deal
with the U.S. Environmental Protection Agency, which is studying whether C8 poses
health risks to humans.


DuPont continues to argue that C8 is not harmful.


Just a few weeks ago, a judge okayed the settlement of a class action lawsuit in which the
company consented to pay at least 107 million dollars to resolve contamination claims by
residents living near one of its plants in West Virginia.


A local water district official welcomes the C8 cut but says he wishes they had done it 20
years ago. And an official with the organization Environmental Working Group
complains the plan did not go far enough and would not eliminate exposure
to the chemical.

recently settled water contamination lawsuit. The Great Lakes Radio Consortium’s Fred Kight

The DuPont company was sued in a class action lawsuit filed on behalf of 80-thousand residents
whose drinking water contains trace amounts of a chemical known as C8. The chemical is used
to make Teflon… and manufactured at a plant near Parkersburg, West Virginia.


DuPont officials say C8 does not pose any health risk but Joe Kiger isn’t so sure. Kiger was the
lead plaintiff in the case. He says the most important part of the settlement is an independent
medical study that will be done to determine if C8 can make people sick…


“I’m concerned about my health as well as my familiy’s health, my wife’s and the people in the
community because this is a major thing.”


DuPont will have to pay 107 million dollars for the study, new treatment equipment for local
water utilities and legal fees and expenses for the residents who sued. It could have to pay
another 235 million for environmental clean up and health monitoring if C8 is found to be toxic.

The EPA has launched the most extensive study yet to determine whether the
chemical C8 and similar families of chemicals cause reproductive and
developmental damage to women and girls. The 3-M company, which used to
manufacture C-8, has studied the effects of the chemical on lab rats. The
findings: rats exposed to the chemical lost weight. They experienced delayed
sexual maturation and their offspring commonly died prematurely.


DuPont company
scientist Robert Rikard, though, says the company has used C8 for more than
50-years. He says concerns about the chemical are unfounded. That’s even
though C8 belongs to a family of chemicals that some companies have stopped
manufacturing because of health concerns. 3-M stopped making its Scotchguard stain repellent
after finding one of the chemical compounds sticks around in the environment. It’s also
been found in the bloodstreams of people worldwide. The EPA doesn’t have guidelines in
place to regulate C8. And it could be months before there the agency finishes
its extensive study of the chemical compound.

Ice-Breakers Finish Up Duty

Cargo ships are moving on the Great Lakes, but Coast Guard icebreakers are still on duty on the north side of the Lakes. The Coast Guard’s massive icebreaker, the “Mackinaw,” smashed ice from its home in Michigan all the way across Lake Superior to Duluth. And the Coast Guard cutter “Sundew” has been chipping away at the ice in Duluth for weeks. The Great Lakes Radio Consortium’s Chris Julin has this report:

Cargo ships are moving on the Great Lakes, but Coast Guard icebreakers are still on duty on the
north side of the Lakes. The Coast Guard’s massive icebreaker, the “Mackinaw,” smashed ice
from its home in Michigan all the way across Lake Superior to Duluth. And the Coast Guard
cutter “Sundew” has been chipping away at the ice in Duluth for weeks. The Great Lakes Radio
Consortium’s Chris Julin has this report:


There’s a whiff of spring in the air in lots of places, but parts of Lake Superior are still covered
with ice. Cargo ships are leaving their berths where they spent the winter. But when the first
ships got ready to go, the ice on the Duluth Harbor was still two feet thick. That’s thick enough to
keep a ship locked in place.


The Coast Guard cutter Sundew carved a path through the ice so ships could leave.

As the Sundew churns away, slabs of ice tip on edge under the bow. Each slab looks like the
floor of a single-car garage turned on edge. The Sundew will cut a swath several miles long, and
then come back along the same path. With each pass, the shipping lane gets a little bit wider.


Bev Havlik is the commanding officer on the Sundew.


“We’re taking out just little shaved bits of it at a time to make the ice chunks smaller. It’s like
sawing a log, just shaving off a bit of it at a time.”


“The Sundew wasn’t built as an icebreaker. It’s usual duty is tending buoys. The ship places, and
maintains about 200 navigational buoys on Lake Superior. But a couple decades ago, the Sundew
got some extra steel added to its hull, and a new, bigger engine. Since then, it’s done double duty
as an icebreaker.”


Commander Bev Havlik says the Sundew slices through thin ice like a butter knife. But in
thicker ice, like this stuff, the hull actually rides up on top of the ice and pushes down through it.
That’s why there are three mini-van-sized chunks of concrete on the ship’s deck. Each one weighs
12,000 pounds.
“It helps us bite into it with the bow, instead of riding up too high.” It keeps the weight down
forward more.”


A little bit like putting sandbags in the back of your pickup in the wintertime?


“It’s a similar sort of principle, right. It gives you the bite you need.”


Icebreaking is serious business. It gets ship traffic moving weeks before the ice melts. But
beyond that, Bev Havlik says it’s really fun.


“This is awesome. It’s the only job that I’d ever had where they pay us to come out and break
something.”


The Sundew is 180 feet long. That’s about the length of 10 canoes lined up end to end. It has
about 50 crew members. One of the junior crew members is usually at the wheel. The real
“driver” is an officer who’s standing 20 feet away, out on the deck through an open door. The
officer adjusts the ship’s speed, and calls out a steady stream of steering commands to the
“helmsman” — that’s the guy at the wheel.

“Right five-degrees rudder … steady as she goes, aye.”


Ensign Jason Frank is about to take his turn driving the Sundew. He wears a big rabbit fur hat
when he’s out on the deck driving the ship.


“We actually have face masks and goggles for when it really gets cold. It gets so cold out here
sometimes it feels like your eyes are going to freeze out, or something.”

Jason Frank is halfway through his two-year stint on the Sundew. Then he’ll be stationed
somewhere else, and the Sundew will be removed from service. The ship was built in Duluth in
1944, and it’s retiring next year. Jason Frank wanted to work on the Sundew because aren’t many
ships like this still in service. On newer vessels, the officer driving the ship stands inside. And
here’s something right out of the movies – the Sundew has a big, brass steering wheel.


“Whereas with the new ships, most the new ships have just a little joystick. It’s very similar to
like a joystick you’d have maybe when you’re playing a computer game or something. All you
have to do is turn that joystick and the computer tells the rudder what to do. We’re actually
maneuvering the throttles, we’re actually driving. With the new ship, basically it has an
autopilot.”


The ice is melting in the Duluth Harbor, but it still clumps together on windy days and makes
trouble for ships. The Coast Guard cutter Sundew will stay on ice-breaking duty until the
weather warms up, and a good southwest wind pushes the rest of the ice out of the harbor into
Lake Superior.
