For the past decade, the federal government has provided help in assessing and cleaning these properties. It has proved to be one of the most popular environmental programs. It’s giving hope to small towns that need help in remaking their landscapes. The Great Lakes Radio Consortium’s Shawn Allee reports:

risks becoming a brownfield. That’s a site that contains potentially
hazardous materials. For the past decade, the federal government has provided help in assessing and
cleaning these properties. It has proved to be one of the most popular environmental programs. It’s
giving hope to small towns that need help in remaking their landscapes. The Great Lakes Radio Consortium’s Shawn Allee reports:


When a Rust Belt city loses another factory, the townspeople don’t suffer
just from the loss of jobs. They’re often stuck with crumbling buildings or even polluted land. Not to mention, the local economy isn’t strong enough to fix them up.


It’s a dilemma familiar to East Moline, a small Illinois town that sits
along the banks of the Mississippi River. Since the early 80s, the town’s lost thousands of jobs in the farm machinery
industry. Rich Keehner is the City of East Moline’s assistant administrator. He says
there is a plan for the industrial riverfront.


“Right now there’s a movement to relocate or pull industrial uses from the
river. And then of course turn that riverfront property into bike paths or some
recreational activities to improve our quality of life. And that’s exactly
what we’re doing here.”


It’s a simple idea: move industry away from the river and work with
developers to make it an attractive place to play or even live. But it’s just not that easy. Keehner says developers won’t build on these sites until it’s clear what kind
of pollution, if any, might be there.


Testing the area’s soil and water can get expensive, so sites can remain
empty for years. Meanwhile, developers look for greener pastures. Really, they can just build on farmland instead.


During the past decade, the U.S. EPA’s paid for pollution testing at hundreds
of sites. The agency also funds some cleanup and other costs. East Moline’s used several grants to develop eighty acres of riverfront donated
by the John Deere Company.


With the Mississippi riverbank at his back, Keehner points out some new
houses developed on the site.


“It’s got some great amenitities, located next to the bike path. You
can just wake up any time night or day and look out at the river. And your
neighbors are very limited; it’s very peaceful.”


The district also boasts a small light house, a lot of park space, and some
wetlands areas. Keehner says brownfields grants funded about six percent of the project’s
total cost. That doesn’t sound like much, but the money’s played a key role. He says private money couldn’t be secured until there was progress on the
environmental front.


A lot of environmentalists and civic groups applaud the program even though
a lot of credit goes to someone they often criticize. Namely, President
George Bush. His critics admit the brownfields program is one of the brighter spots of
his environmental policy.


In 2002, President Bush signed legislation that expanded the program’s
funding and breadth. Alan Front is the vice president of the Trust for Public Land, a
conservation group.


“The administration, ever since signing that bill, has budgeted about 200
million dollars a year to make this program really vibrant and so not only
have they created the wallet, but they’ve filled it in a way that really
benefits communities around the country.”


Front says the expansion’s brought a tighter focus on the environmental
needs of smaller towns. Apart from the grants, there’s another reason for the program’s popularity. The EPA trains city administrators to use federal brownfield money to
leverage private dollars.


Charles Bartsch has been teaching such courses for ten years.
He says, to compete with larger cities, smaller towns need to show they
understand their local economies.


“I suggest to towns what they should do first of all is to decide what their
competitive economic niche is.”


That means, developing around a community asset, like East Moline’s tried
with its attractive riverfront. Bartsch says, for all the progress small town administrators have made, they’re still pretty isolated. He says they need to cast a wide social net, so
they can find the best advice.


“The key thing is less knowing how to do it yourself, but more knowing who to
reliably call to walk through ideas and walk through options.”


The brownfields program does have its critics. They say it’s tilted in favor
of land development over open space and they worry about how much oversight
there is of environmental testing.


Back at the East Moline site, it’s easy to see why small towns are
participating. Residents there now have more access to the river, bike paths, parks, and,
for some people, new homes. East Moline, and a lot of other small towns like it, are seeking even more brownfields money.


They’ve got a lot of other sites that want a chance at a new life.

Some companies are taking these concerns seriously and giving themselves a makeover. The Great Lakes Radio Consortium’s Julie Halpert has this story:

Teri Olle is playing dress-up with her two-year-old daughter, Natalie, in the family’s bathroom. Teri is applying lotions to her daughter’s chubby cheeks, while Natalie puts lipstick on her mother.


Little girls like Natalie have been playing dress-up for generations. But Natalie’s game is slightly different. She’s using nail polish, lipsticks and creams made without man-made chemicals.


That’s because her mother is an environmental activist who lobbies against toxic chemical use. With cosmetics, her biggest fear is a group of chemicals called phthalates. Phthalates increase the flexibility of plastic and keep nail polish from chipping.


“Phthalates are testosterone-suppressing synthetic hormones, essentially. And they’ve been linked with all sorts of developmental problems, including, most dramatically, a set of male genital defects that show themselves as birth defects in infant boys.”


Last month, scientists released the first study on male babies. They found a strong link between high levels of phthalates exposure in pregnant women and damage to their sons’ reproductive tract. Studies like this, and others on lab animals showing possible links to reproductive problems, prompted the European Union this past March to ban two types of phthalates from all products sold in Europe. The states of California, New York and Massachusetts are also considering similar plans.


Olle is five months pregnant with her second child. She doesn’t know if she’s carrying a boy, but she says chemicals in cosmetics could be risky for any fetus. So she’s not taking any chances.


“For me, as a person, if someone said to me, ‘You can either use this product that may cause a genital defect in your baby boy or not’, I would think most people would go, ‘Really, we probably shouldn’t be using these products.'”


And it’s not just phthalates that could be a problem. Environmentalists say that the ingredients in cosmetics haven’t been evaluated for health or safety effects. The Food and Drug Administration doesn’t do that kind of testing. And in 60 years, it’s banned only nine ingredients. So there are other chemicals, like coal tars used in hair dyes and formaldehyde used in nail polish, that might cause health problems as they’re absorbed by the skin into the bloodstream.


Because of these concerns, a group of environmentalists called the Campaign for Safe Cosmetics has convinced 136 natural cosmetics companies to sign a pledge to check for potentially toxic chemicals and eliminate them.


One of those companies is Avalon Organics. Over the past year, Avalon’s spent two and a half million dollars to reformulate their products and switch to more natural alternatives. Gil Pritchard is the company’s President and CEO. He says the jury’s out on whether these chemicals definitely cause harm. Even so, he didn’t hesitate to make the investment.


“It’s convincing enough for me and our company to exercise what we call a precautionary principle – to adopt it and say look, we may not have direct scientific evidence, but there’s enough evidence here to say whoa, I can feel the heat from the stove. I don’t need to put my finger on and burn myself to know that that’s one of the likely outcomes.”


But not all companies feel this way. Procter & Gamble, in Cincinnati, Ohio, has not signed the pledge. Nor have any other major cosmetic companies. Tim Long is a company spokesman. He says environmentalists are blowing this issue way out of proportion.


“The amounts of most of these ingredients that the activists have concerns about are, in fact, extremely small and at the doses used in our products, there’s no scientific evidence to support that they’re resulting in any harm to consumers.”


Long says Procter & Gamble complied with the EU directive and took the banned phthalates out of all of its products both in Europe and the U.S. But he says that wasn’t necessary, since phthalates, along with all other cosmetic ingredients, simply aren’t dangerous. He says his company wouldn’t be using them if they were. And the FDA says that these cosmetics are safe.


Environmentalists say that more research needs to be done to better understand the effect of chemicals used in cosmetics on the body. But Teri Olle says that with so many natural alternatives available, it makes sense to be careful.


“When I became pregnant, I definitely became more conscious of what I was putting on my body. I mean, if you’re supposed to avoid soft cheeses and cake batter, it certainly can’t be good for you to be spraying petrochemicals on your body. That definitely can’t be good for the baby.”


So when the baby’s born this September, instead of using products with man-made chemicals, Teri Olle will be spreading diaper rash ointment with beeswax and apricot oil on her newborn baby.

Epa to Lift Termite Pesticide Ban?

The pesticide Dursban is sprayed on the ground during construction to protect new
homes from
termites. Four years ago, the EPA and Dow had agreed to phase out that use of the
pesticide by
the end of this year. Exposure to children was considered risky. Now, the EPA is
reportedly
considering lifting the ban. Jay Feldman heads up the environmental group Beyond
Pesticides.
Feldman says this would be like testing the safety of Dursban on humans without their
knowledge…


“They really should stop production, then stop use, do all the studies they want to
do with full
public disclosure and then revisit the issue. Not retain the use, allow people
unknowingly to be
exposed and then obviously put children at serious risk.”


In a report in The Washington Post, a Dow spokesperson indicated using new EPA
computer modeling, Dursban now “falls within an acceptable range” of federal
guidelines.

Major Dock Corrosion Stumps Officials

Corrosion is eating away at the steel walls that hold one of the Great Lakes’ busiest harbors together. The corrosion is unlike anything known to be happening in any other Great Lakes port. But other port officials are being encouraged to take a closer look at their own underwater steel. The Great Lakes Radio Consortium’s Bob Kelleher reports:

Corrosion is eating away at the steel walls that hold
one of the Great Lakes’ busy harbors together. The
corrosion is unlike anything known to be happening in
any other Great Lakes port. But other port officials
are being encouraged to take a closer look at their own
underwater steel. The Great Lakes Radio Consortium’s
Bob Kelleher reports:


Some kind of corrosion is eating away at the Duluth
Seaway port’s docks. The docks are those long
earth-filled metal rectangles where ships from around
the world tie up to load and unload. Those docks are
lined with sheets of steel, and the steel is rusting
away. Jim Sharrow is the Duluth
Seaway Port Authorities Facilities Manager.


“It’s corroding quickly – much faster than people expect
in fresh water. And our main concern is that we’ll lose
the integrity and the strength of the dock long before
expected, and have to do steel replacement at $1,500 or
more per lineal foot, much earlier than ever would have
been expected.”


Corrosion should be a slow process in Duluth’s cold
fresh water. But, Sharrow says, there’s evidence it’s
been happening remarkably quickly for about thirty years.


“What we seem to see here is corrosion that started in
the mid 1970s. We have steel that’s 100 years olds
that’s about as similarly corroded to steel that is 25
to 30 years old.”


It’s a big problem. There’s about thirteen miles of
steel walls lining docks in the harbor that serves
Duluth, Minnesota and Superior, Wisconsin. There’s half
again as many feet of wooden docks, held together with
steel pins. There’s corrosion on the legs of highway
bridges and the giant
steel ore docks that ship millions of tons of taconite
– a type of iron shipped to steel mills in Gary,
Indiana and Cleveland, Ohio.


“We characterize this as a 100-million dollar problem in
the harbor. It’s a huge problem, and what is so odd
about this is that we only see it happening in the
navigational area of the Duluth-Superior Harbor.”


The harbor links the St Louis River with Lake Superior.
Go a few miles up the river and there’s little corrosion
. So it doesn’t seem like the problem’s there. But, back
in the harbor, at the current rate of corrosion, Sharrow
says, the steel will fail quickly.


“I figure that in about 10 years at the current rate,
we will have to start replacing steel.”


“Particularly marginal operators could decide rather
than repair their docks it would be better for them to
go out of business, and we’re hoping that that isn’t
the case here.”


While the cause is a mystery, there’s no shortage of
theories. It could have something to do with stray
electrical voltage; water acidity; or the kinds of
steel manufactured in recent years. Chad Scott
discovered the corrosion in the late 1990’s. He’s an
engineer and a diver. Scott suspects
a micro-biological connection. He says there might be
something growing in small round pits that form on the
steel.


“We cleaned up the water. That’s the main thing –
that’s one of the main changes that’s happened since
the 70s, is we’ve cleaned up our water. We’ve cleaned
up our harbor, which is a good thing. But, when we
cleaned things up we also induced more dissolved oxygen
and more sunlight can penetrate the water, which tends
to usually promote more growth – more marine
microbiology growth.”


A team of experts met in Duluth in September to share
ideas. They came from the U.S. Navy, The Army Corp of
Engineers, and Ohio State University. And they agreed
there’s something odd going on – possibly related to
microbes or water chemistry. They also recommend that
other Great Lakes ports take a closer look at their
underwater steel. Scott says they at least helped
narrow the focus.


“We have a large laundry list right now. We want to
narrow that down and try to decide what is the real
cause of this corrosion. And these experts, hopefully,
will be able to get us going on the right direction,
so we can start doing testing that will identify the
problem.”


With the experts recommendations in hand, port
officials are now planning a formal study. If they
do figure out the cause, then they’ve got to figure
out how to prevent it. They’re in a race with
something, and right now they don’t even know with
what.

Two companies – Scotts and Monsanto – want the government’s approval to commercialize a type of
creeping bentgrass. The grass would mainly be planted on lawns and golf courses because it’s
resistant to Roundup, a popular weed killer. But critics of the bio-engineered grass say it
needs more testing. For one thing, they say, genes from the grass can spread and strengthen
non-native plants.


Joe Mendelson is with the International Center for Technology Assessment.


“The end result is you’re going to create a grass that is invasive, that will take over natural
areas like our grasslands and or forest areas, and we won’t be able to control it. That’s going
to have a very negative impact on a number of sensitive ecosystems.”


The U.S. Forest Service has also weighed in, saying the grass has the potential to have a
negative effect on all of the country’s grasslands and natural forests. Scotts has said the
bio-engineered grass poses no threat to natural areas.

Scientists have developed a new material that will remove a common pollutant
from water supplies. The Great Lakes Radio Consortium’s Jonathan Ahl

Atrazine is a herbicide widely used in the Midwest. The chemical makes its
way into waterways and kills plants and animals. It also makes water unsafe to
drink. Scientists at the University of Illinois have found a new way to
remove Atrazine from water supplies. They say a new chemical coating
applied to carbon fibers attracts the herbicide so well that it will make
the water safe to drink. Researcher Jim Economy says the new process is
also much cheaper:


“The original activated carbon fibers that we developed thirty years ago
cost a hundred dollars a pound. These should be, as you scale up, should
be down around several dollars a pound, if not less.”


Economy says the technology still needs to be tested on a large scale, but
he says he expects it to be in wide use in the next two years.

A new proposal to remove the bird from the Endangered Species list is expected soon. But that means removing a powerful safety net that can affect future research, monitoring and habitat protection. The Great Lakes Radio Consortium’s Sally Eisele reports:

With more than 7600 breeding pairs in the continental United States alone, the
American Bald Eagle has made a remarkable comeback. A new proposal to remove the
bird from the Endangered Species list is expected soon. But that means removing a
powerful safety net that can affect future research, monitoring and habitat protection.
The Great Lakes Radio Consortium’s Sally Eisele reports:


In the history of the Endangered Species Act, only a dozen or so of the more than 1200
plants and animals listed as threatened or endangered have actually recovered. The eagle
may be the latest to join that little group.


(Young birder: “I see a big birdie…”)


This is a pretty unlikely spot for an eagle — a manmade wetland by a landfill in a busy
airport flight path on the outskirts of Detroit. But state wildlife biologist Joe Robison
shows this young visitor the bulky nest across the marsh where two adult birds are
teaching their gangly fledglings to fly.


“Something just landed in the tree out there. Oh. That’s the other juvenile. This is the
first time I’ve seen them flying this year. They look like they’re flying good though.”


These birds are among more than 400 pairs in Michigan monitored by state and federal
wildlife officials. The eagles are banded, the nests are watched and when a bird dies it
ends up in the freezer of wildlife pathologist Tom Cooley.

“Lots and lots of ’em. You can see that one was a road kill along I-75…”


Right now, Cooley’s freezer is brim full of dead birds stacked like frozen Thanksgiving
turkeys in plastic bags. Road kill has become the leading cause of death among eagles
he examines, but Cooley says they still investigate suspicious looking deaths for the
heavy metals and pesticides—like DDT—which once caused the eagles’ demise.


“Birds that kind of send up a red flag to us are adult birds that are in poor condition and
you don’t see a reason why they could be in poor condition. Those are the ones that we
especially look at for pesticide analysis because there are still the organochlorines out
there. The DDTs are still picked up by eagles or still contained in eagles. Those
pesticides can cause real problems for them and actually kill them.”


Cooley sends tissue samples to another state lab for analysis. But the testing is
expensive. And with the eagle on the way to recovery, it’s not as urgent. Right now, he
says all the samples he sends are being archived—shelved basically. That means the
testing won’t be done until the money is available.


“I never like archiving anything if I can help it. You’re probably not missing anything
but that kind of data is always nice to have if you can get it right away and look at it right
away.”


The question is, if it’s hard to get funding for monitoring and testing now—while the bird
is still on the Endangered Species List—what happens when it’s taken off the list? The
reality, say state and federal wildlife experts, is that budget priorities change as a species
recovers. Ray Rustem heads Michigan’s non-game wildlife program.


“There’s not enough money for every species. So you try to take a species to a level
where you feel comfortable with and you take money and apply it to another species to
try to recover.”


The federal Endangered Species Act requires the Fish and Wildlife Service to monitor
what it terms a delisted species for five years. After that, responsibility largely shifts to
the states. That concerns groups like the National Wildlife Federation. Attorney John
Kostyak questions whether states can really afford to protect fragile species and their
habitat over the long term.


“That’s going to be an issue with any delisting. A tough question that we’re going to
always be asking is: all right assume you go forward with delisting—how are you going
to be sure the species doesn’t turn right around and go back toward extinction again?”


With some species, that means habitat management. With others, like the recovering
gray wolf, it means public education—teaching people not to kill them. With the eagle, it
means ensuring that the birds are not threatened by the pesticides, heavy metals and
newer chemicals that contaminate the fish the eagles eat. Because of the bird’s
importance as an indicator species, Fish and Wildlife biologists are hopeful banding and
testing programs will continue after delisting. But it will likely mean finding new ways
to pay for them.

A new report says the nation’s beaches were closed a record number
of times last year because of high bacteria levels in the water. The

The Natural Resources Defense Council releases a beach report every
year. It’s based on data from the previous summer. The NRDC says,
last season, there were more than 18,000 closings or advisories –
that’s more than any summer in the past 14 years.


Nancy Stoner is with the NRDC. She says health officials are doing a
better job of testing beaches and that has lead to more beach closings.
Stoner says it’s good that more beaches are being tested… but she
says most communities are failing to control pollution sources.


“We know where the problem comes from and that’s contaminated
storm water and sewage. One of the big problems this year is that the
Clean Water State Revolving Fund has been slashed in the White
House budget. And Congress has not restored that funding.”


Stoner calls the funding critical for cities to repair aging sewer and
storm water systems. The NRDC is calling on Congress to restore the
cuts to the fund in the fall.

A new report finds the average person carries pesticide residue in their body that exceeds
government-approved levels. The Great Lakes Radio Consortium’s Karen Kelly reports:


The Pesticide Action Network analyzed blood and urine samples of more than 9,000
people. The samples were collected by the U.S. Centers for Disease Control.


According to the report, every sample contained pesticide residue. The highest
concentrations were found in adult women, children and Mexican Americans, who were
more likely to work in agriculture.


Angelica Barrera is with the Pesticide Action Network. She says the current testing of
these products isn’t enough, and they’re calling on Congress to impose tougher
regulations.


“To put the burden of proof on the chemical manufacturers, that before they put anything
on the market, they need to prove that that pesticide is in fact safe for public use.”


The most commonly found pesticide residue was from chlorpyrifos, an chemical used in
agriculture. A spokesperson for Dow Chemical, which makes the pesticide, said their
products are safe if used properly.

Last year there were more than 4,000 reported cases of West Nile virus
in the United States. The virus hit some Great Lakes states especially
hard. In Ohio, in Cuyahoga County – which surrounds Cleveland – 211 cases
were confirmed and 14 people died. The County’s health district decided to
do a sero-survey, taking blood samples from about 1200 residents to
find out just how many people actually got West Nile virus without noticing
any symptoms. Assistant Administrator Terry Allen says the results were
surprising.


“We found that between four and about six and a half-percent of
residents were exposed to West Nile virus. That equates to perhaps 50 to
80,000 people in Cuyahoga County that were exposed last year.”


Allen concedes that one way of looking at those figures is to see that the
number of deaths in the infected population was extremely low. But Allen is
concerned that a new outbreak of West Nile could infect thousands of people
who weren’t exposed last year and could cause even more deaths. So he says
the county has decided to take all possible precautions – including spraying
a pesticide on adult mosquitoes in areas where human cases are reported.


“You have to put this in context. Most counties in Ohio do not
spray for mosquito control.”


That’s Barry Zucker, president of the Ohio Coalition Against the Misuse of
Pesticides. He’s one of many county residents who oppose spraying.


“What the doctors tell us and what the medical studies tell us
is that there are real and potential health consequences from pesticides –
everything from upper respiratory diseases to possible neurological damage
to possible increase in breast cancer. The bottom line is that the pesticide
spraying for adult mosquitoes does not work.”


Others have come to the same conclusion. Bill Tomko is president of the
village council of the Cleveland suburb of Chagrin Falls.

“Our concerns relative to the county board of health was they
didn’t really have any data that indicated that the spraying would do any
good. And we became quite concerned that it was being done to have the
appearance of action in order to quell the emotional response of, you
know, ‘Do something, protect me.'”


Tomko say his community is one of many in the region that have decided not
to spray.


“My first reaction is just to extrapolate from the medical
profession when you’re looking at spraying versus not spraying, first do no
harm. The better way to do it is to apply individual protection
measures and to go after the breeding of the mosquitoes themselves, which is
what we adopted to do in Chagrin Falls by adopting a larvacide program.”


Tomko says his community will pepper catch basins and areas of standing
water with a chemical briquette that kills only mosquito larvae. Combined
with a reduction of breeding sites like removing old tires, continued
surveillance, and a public information campaign about the need for personal
protection, Tomko hopes to keep residents safe from infection by West Nile
virus. Last year, no one in Chagrin Falls got sick.


But Cuyahoga County Health Director Tim Horgan says, with the high infection rate seen
last year in urban areas, he just can’t take that risk. So in addition to larvacide,
surveillance, and all the rest, he says the county will use pesticide sprays
if conditions warrant. Health Director Horgan warns that even residents on
the county’s no-spray list could see pesticide spraying in their
neighborhoods this summer.


“With the problems we had last year, we might have areas where’s
there’s a number of houses on an individual street where people would rather not be
sprayed. And then we might have a case or two of human disease right in that area. If
that happens to us this year, we’re going to notify people on the list, let them
know we’re going to be there. But I think we’re going to try to go in and
make sure that area gets sprayed and that’s very consistent with the
recommendations of the CDC.”


But even the head of the Centers for Disease Control admits there’s not
enough good scientific evidence to be sure spraying works. So while some
health districts such as Cuyahoga County and the city of Cleveland plan to
spray, Chagrin Falls and many other communities do not. What all health
officials do agree on is that avoiding getting bitten is the best way to
keep West Nile at bay.
