four hundred species and their critical habitat. The Great Lakes Radio Consortium’s Dan
Karpenchuk reports:


Among the species to be protected are the grizzly bear, sage grouse, swift fox, whooping crane,
the humpback whale and the American pine marten, just to name a few.


Canada’s environment minister says the country’s first ever national endangered species law
fulfils the international commitments Canada made under the Biodiversity Convention.


The law provides for assessing which species are at risk and calls for an action plan to save those
species which are found to be most at risk.


Some environmental groups have welcomed the law as a positive first step, and a signal that
Ottawa has finally accepted some of the responsibility for protecting species and their habitats.


But others are critical. Peter Tabuns is with Greenpeace Canada:


“It’s in the end just a public relations gesture. It will not have any substantial effect on species at
risk in Canada. It won’t fulfill Canada’s obligations under the convention on biodiversity. It is
really a lost opportunity.”


Tabuns says he’s also upset that it will be the federal cabinet ministers, not scientists, that decide
whether an animal will be placed on a protected list.

Biologists are trying to prevent invasive species such as the Asian carp from traveling between
the Great Lakes and the Mississippi river basin. The latest plan proposed by some scientists is to
remove all the oxygen from a section of the Chicago river. The Great Lakes Radio Consortium’s

Scientists say killing part of the river would create a barrier no fish could swim through and live.
Removing the oxygen is against the Clean Water Act, but biologists think it might be worth it.


Jerry Rasmussen is a river biologist with the U.S. Fish and Wildlife Service. He says the
potential economic and ecological disaster from the invasive species justifies creating this dead
zone.


“The real problem has been reluctance of everyone, including myself, to take a measure like this
because of the implications of it and the precedents it sets, but the concern is significant enough
with these Asian Carp that a significant problem may require significant measures to stop it.”


Rasmussen says killing a section of the river buys engineers time to work on a long-term solution
to the invasives problem, such as building a second electric barrier. He says the river would be
shut down for a minimum of two years and then re-oxygenated so that living things could return.

Environmental Protection Agency to stop the use of the preservatives because they contain toxic
chemicals. The Great Lakes Radio Consortium’s Lester Graham reports:


The EPA acknowledges that some of the wood preservatives such as penta and creosote contain
chemicals that can cause cancer. But, the agency has long maintained that it cannot just ban the
wood preservatives used to treat lumber, utility poles and railroad ties. That’s because it says
there are no viable alternatives. Jay Feldman is with the environmental group “Beyond
Pesticides” which is one of the organizations suing the EPA. Feldman says the EPA position used to be true,
but not anymore:


“The alternatives are on line; they’re ready to go. It’s unnecessary for us to continue to dump
over a billion pounds of these wood preservatives into the environment on an annual basis.”


Feldman argues that recycled rubber, steel and plastic materials are available at about the same
cost. And he adds many power, telephone and cable lines can be put underground rather than on
creosote-treated utility poles. The Treated Wood Council indicates that its products are safe, but the industry is
beginning to offer different preservatives without the cancer-causing chemicals because of the
concerns.

Some of the clubs say birds are still suffering the effects of the West Nile Virus and need extra
food this winter to make sure they are healthy in the Spring. But not all scientists agree with that
claim. Barbara Frase is a biology professor at Bradley University in Peoria, Illinois. She says
there are only a few circumstances where birds need the extra food humans provide:


“In the winter, if there is a really long cold spell, then the birds are probably helped. The extra
food will help see them through that cold snap. Otherwise, it probably doesn’t add to their
survival ability.”


Frase says studies show birds that frequent bird feeders still get eighty percent of their food from
the wild. She says it is still a nice thing to help birds, but says the West Nile Virus is really not a
reason to put out an extra feeder this winter.

It’s estimated that millions of fish and tens of thousands of birds have died because of a Type-E
botulism outbreak. Ward Stone is the wildlife pathologist for the New York State Department of
Environmental Conservation. He says he has crews patrolling the shores of Lakes Erie and
Ontario picking up the carcasses of seagulls, cormorants, and diving ducks who’ve eaten fish with
botulism.


“Because if an eagle comes in and then feeds on one of these carcasses containing this poison,
they in turn become poisoned. So, we think we are saving thousands of birds and mammals as
well like raccoons and skunks and coyotes and even dogs that would feed on carcasses on the
beach.”


Stone believes the botulism outbreak is due to an upset in nature caused by zebra mussels, quagga
mussels, and round goby fish. All three are invasive species believed to have been transported
from foreign ports to the Great Lakes in the ballast water of cargo ships.

The Challenge of Managing Fragmented Forests

In the Great Lakes states, many of the original forests were cut down. They were cleared for homesteading, farming, and for the wood that fueled the age of steam. But over the past several decades, some of the forests have been growing back. Many of the new forests are confined to small patches or woodlots surrounded by farm fields. These woodlots are small havens for animals. But some foresters, biologists, and environmental groups are concerned that those forests are simply too small and too fragmented. The Great Lakes Radio Consortium’s Cristina Rumbaitis-del Rio prepared this report:

small patches or woodlots surrounded by farm fields. These woodlots are small havens for many
animals. But some foresters, biologists, and environmental groups are concerned that those
forests are simply too small and too fragmented. The Great Lakes Radio Consortium’s Cristina

“This little woodlot is large enough to house one pair of downy woodpeckers and one pair of
white breasted nuthatches.”


Thomas Grubb is a Biology Professor at Ohio State University. Instead of lecturing to a classroom
today, he’s strolling through a small, private woodlot next to a cornfield in central Ohio. This is
one of the study sites where he looks at how forest fragmentation affects woodland bird species.


He says just as in many areas of the Midwest, Ohio’s forests are highly fragmented because
instead of having the forest concentrated in one big area, the forests are carved up into small
patches, scattered throughout a largely agricultural landscape. While 90% of Ohio was covered
with forest before European settlement, now less than a third of the state is considered forested.
And according to Grubb, this part of Ohio has even less forest.


“This plot is about 3% forested and that’s not much forest. This landscape is probably as little
forested as any you’re likely to find.”


Grubb and his students are working with woodlot owners to see if the size of a woodlot affects
the number of birds living there and their survival. He says bird survival is better in larger
woodlots than in smaller ones.


“One of the things we think is happening in these small woodlots, these permanent resident birds
that are there all winter- they can’t get out of the wind, and so they have tremendously high
metabolic rates trying to stay warm.”


Smaller woodlots may be colder than larger ones because there’s fewer trees to block the wind.
Smaller woodlots also have less food for birds, and in the winter birds may starve trying to get
enough food to stay warm.

Forestry officials, scientists, and environmental groups agree forest fragmentation is one of the
most serious problems facing Ohio’s forests. Fragmentation is a problem for a number of reasons
beyond the fact that it represents a loss of forest habitat. According to Ohio State University
Ecologist, Ralph Boerner, the smaller a forest patch is, the fewer number of species that can live
there.


“The smaller a forest patch, the less diverse it is. And you particularly lose species that need
large areas in which to gather food.”


Boerner says smaller patches may also have a harder time recovering from disturbances – like an
insect outbreak or a tornado.


“We also believe there is a link between how diverse an ecosystem is and how stable it is in the face of disturbnace, so when you lose diversity there’s the potential to lose stability, lose the ability to bounce back
from disturbance.”


Breaking up the forest into patches also isolates animal and bird species that can’t or won’t cross
agricultural fields to get from one forest patch to another, and that means less genetic diversity
because they can’t mate with animals outside of their forest patch. So some woodlots are just too
small for certain species to survive.


Fragmentation also makes managing forest land more difficult. Most of Ohio’s forested land is
privately owned. Ohio Division of Forestry official, Tom Berger, says this makes managing
almost an impossible task.


Well, you’ll have 10 people and they’ll have 10 different views on how to manage it or what’s
valuable to them and they all have that right.”


Division of Forestry officials can give landowners advice, but they can’t tell a landowner what
their priorities should be. Berger says this often means neighboring patches of forest are managed
for completely different interests. Berger wishes he had more tools at his disposal to get land
owners to manage their land collectively.


“I wish we could put together some programs or some incentives, monies available through the
state or federal government that would really encourage landowners to work together to form
blocks or units that would be managed in the same way.”


Managing isn’t the only challenge. Berger says keeping the land at least partially forested is
becoming a problem as people choose to build homes in woodlots, particularly in areas near
cities.


“Not only is the woods scattered that we have fragmented, but a lot of them continue to
disappear too, especially in the urbanized areas in Columbus and around the state.”


Ohio State University Biologist, Thomas Grubb, says there are may reasons for protecting
woodlots, but his favorite reason is because it’s a pocket of nature in a sea of developed land.


“This is worth preserving just because it’s like it is and we ought to just leave it alone. This enriches our lives.”


The average woodlot size in Ohio is 20 acres, and it changes hands frequently – every seven years on average. The small size and the quick turnover make it nearly impossible for the state to
encourage owners to establish any kind of useful management practices. That means there’s little
to be done to help keep the forests from further deterioration.

The small flock of whooping cranes being reintroduced in the eastern U.S. may have a safer time
at their winter home in Florida this year. The Great Lakes Radio Consortium’s Chuck Quirmbach

Last year, bobcats killed two of the migrating whooping cranes that were staying at the
Chassahowitzka wildlife refuge in Florida.


The cranes like to roost in a certain amount of water, but when the tide level inside their pen
wasn’t right, the birds went to an unprotected area and the bobcats attacked. This year, refuge
managers have taken steps to help the 20 or so cranes roost inside their pens.


Whooping crane Eastern partnership spokesperson, Heather Ray, says many tons of oyster shells
have been dumped into a protected area where the tide flows in and out.


“As the tide goes out, the birds can, you know, move down on this oyster bed and still be in water
and as it comes in move up on it and still be in water, so they will hear predators approaching.”


It took about 300 helicopter loads to build the oyster reef. The whooping cranes will stay in
Florida until February or March, then are expected to head back toward Wisconsin.

has been the near disappearance of islands that once provided habitat for fish, plants, and
birds. Some groups are trying to rebuild those islands. But the concept of a manmade
island is not universally accepted. The Great Lakes Radio Consortium’s Jonathan Ahl
reports:


Jim Baldwin is driving his small boat along an island in the Illinois River, the body of
water that connects the Great Lakes to the Mississippi River. He is an environmentalist
that has been watching this portion of the river for years, and likes what he sees. He’s retired now,
and spends most of his time either at his cabin on the riverfront just north of Peoria, Illinois
or working with environmental groups looking to preserve rivers and streams. These
islands are not natural. The Army Corps of Engineers made them ten years ago. Baldwin
says since then, it’s not uncommon for him to take his boat out and see fifty to a hundred
pelicans.


“Everybody tells me that until this island was built, they never even stopped here. Now
some of them stay year round.”


The Corps built the islands by dredging silt and sediment that had been clogging nearby
portions of the river. The theory is the manmade islands would provide a buffer from the
river flow, and create an area of deep water that could provide habitat for sport fish. It
would also provide a feeding area for migrating birds.


John Marlin is a researcher with the Illinois Department of Natural Resources. He says the
program has been a success.


“The islands stop the large waves that come across the lake and there is a calm area behind
the islands the waterfowl seem to appreciate. Also, the birds such as pelicans and alot of the wading birds are using
the islands as resting areas.”


Marlin says the islands are growing thick vegetation, and the soil dredged from the river
has proven to be free of any pollutants that are present in some river sediments.


But not all environmentalists sing the praises of manmade islands. Some believe these
new islands will suffer the same fate of the natural islands that are now gone.


Tom Edwards is the head of River Rescue, an environmental group focusing on rivers. He
says the man made islands are only a temporary fix:


“The islands are an illusion. All of the wonderful that they say are going to result from the islands are not going to result. We have 113 islands in the river right now, and it hasn’t
resulted from a single one of them. So let’s learn from what’s here right now. So they are
going to dig the water deeper around these islands and hope that’s going create deep water.
It will be very temporary. Deep water amounts to a silt trap.”


Edwards says it is just a matter of time until the sediment fills up the deep water areas created by the manmade islands. He says until there are significant changes in land-use policy that keep sediment from entering rivers, manmade islands will only be a quick fix.


But river activist Jim Baldwin says many states and local governments are starting to adopt
land use policies that will keep sediment out of the Midwest Rivers and streams. He also
says using dredged materials to create the islands will help alleviate the problem. He says most importantly, the manmade islands are getting the job done.


“It does two things. Number one is it provides the deep water that we need for fisheries.
The island itself will grow trees and habitats for all kinds of birds. It will do that. That’s what it’s all based on is those two things.”


While the debate over man made islands continues, the Army Corps of Engineers is proposing to build two more islands on the Illinois River in the coming years.

Public Outcry Absent From Invasives Problem

  • Government, industry, and activists work to inform people about individual threats of non-native invasive species. However, there is no comprehensive approach to reducing biological contamination of the Great Lakes region.

One of the biggest environmental problems facing the Great Lakes is the introduction of foreign plants and animals. Invasive species such as the zebra mussel are causing havoc to the lakes. Local, state, and federal governments know about the problems. But there’s not been much public pressure on the governments to do much about them. The Great Lakes Radio Consortium’s Lester Graham reports:

One of the biggest environmental problems facing the Great Lakes is the introduction of
foreign plants and animals. Invasive species such as the zebra mussel are causing havoc
to the lakes. Local, state, and federal governments know about the problems. But there’s
not been much public pressure on the governments to do much about them. The Great
Lakes Radio Consortium’s Lester Graham reports:


Here’s a factoid for you. In the United States alone in the 1980’s and ’90’s, it’s estimated
that it cost more than two-billion dollars to keep zebra mussels from clogging up water
intake pipes. Two-billion! Guess who paid for that? You did – in higher bills.


Zebra mussels are an invasive species. That is, they are native to a foreign place and they
were transported here – like many invasives – by a ship. Zebra mussels were sucked up in
ballast water in a foreign port and then pumped out in a Great Lakes port. The zebra
mussels have spread all over the Great Lakes, in huge numbers. They attach to
everything, including intake pipes. They’ve crowded out native mussels. And zebra
mussels eat the microscopic plant life at the bottom of the food chain, making fish more
scarce and causing fish prices to go up.


And that’s just the beginning. There’s been something like 160 invasive species such as
foreign fish, aquatic nuisances, plants, and insects brought into the Great Lakes region
one way or another and each one has caused problems. Dutch elm disease kills trees. A
fish called round goby eats the eggs of native sport fish. Invasive mites are killing off
honey bees.


“People aren’t outraged about it. And they’re not outraged about it because, I think, we in
the public interest community and the government side haven’t done what it takes to
clearly communicate why this is a problem to people.”


Cameron Davis is with the Lake Michigan Federation, an environmental group that
works to get policies changed in the Great Lakes basin. Davis says most of the time
people just don’t understand that because the government is not doing enough to stop
invasive species from entering the country, it ends up costing them and takes a toll on the
natural environment.


“When zebra mussels, for example, get into drinking water intakes, municipalities have to
pay to keep those things out of there. That means higher rates for you and me. For other
people, fishing is impacted. Invasive species getting into the lakes can mean competition
for those native species like yellow perch because of round gobies, because of zebra
mussels and other invasive species getting into the Great Lakes.”


The government agencies which work on these kinds of problems know about them and
some things have been done to try to prevent new invasive species from being introduced
or control them once they’re here.


Tom Skinner is a regional administrator for the U.S. Environmental Protection Agency
and also heads up the EPA’s Great Lakes National Program Office. Skinner says there
are several obstacles to stopping the invasions.


“One is identifying all the possibilities out there. Two is identifying how they get into the
lakes. Three is coming up with a technical solution to deal with the invasive nature of the
species. And four is getting the resources to make sure that you put the technical
solutions into place.”


And there’s another problem – government agencies, much like people, tend to deal with
one problem at a time. For example, sea lampreys entered the Great Lakes after a canal
was opened. They decimated lake trout populations. Government agencies attacked that
problem. Asian carp are threatening to spread from the Mississippi River system into the
Great Lakes through a canal. Government agencies are putting up barriers. One problem
equals one fix.


Tom Skinner’s counterpart in Canada, John Mills with Environment Canada, says
governments are beginning to realize that stopping the spread of invasive species cannot
just be fixed one problem at a time.


“It isn’t a simple problem of just focusing in on ballast water. It’s a much broader
problem. You can get organisms coming in on wood or other commodities that will take
up residence in the basin and create havoc.”


So, there are lots of ways for invasive species to enter the Great Lakes region. But the
Lake Michigan Federation’s Cameron Davis says no one seems to be looking at the
overall problem.


“We’ve got a number of different gateways to get into the Great Lakes, but we have all
kinds of different departments looking at A) individual gateways, or B) looking at
individual species. Nobody’s really there to pull it all together. We have a big
institutional problem that way.”


And there’s no one movement among environmental groups or consumer groups to
pressure the governments to step back and look at the policies that allow shipping and
trade to continue to easily transport invasive species into the Great Lakes region.


The EPA’s Tom Skinner says government agencies are working on it.


“We’re going to continue to work with the Coast Guard, with the Corps of Engineers,
with our friends to the north in Canada and try and come up with a comprehensive
solution to these various invasive problems. But, it’s easy to say; it takes a great deal of
work and effort to do that.”


And government agencies are not getting any real kind of public pressure to do it because
the public doesn’t realize the price it’s paying for invasive species.

Birders Flock to Hawk Mountain

Each fall, thousands of hawks, eagles, and other birds of prey fly hundreds of miles in search of warmer climates. And between August and December, nearly 70-thousand people will climb to the top of a bird sanctuary called Hawk Mountain to get a closer look at those birds. The Great Lakes Radio Consortium’s Brad Linder reports:

Each fall, about thousands of hawks, eagles, and other birds of prey fly hundreds of miles
in search of warmer climates. And between August and December, nearly 70-thousand
people will climb to the top of a bird sanctuary called Hawk Mountain to get a closer
look at those birds. The Great Lakes Radio Consortium’s Brad Linder reports:


“Those of you haven’t found the osprey, it’s over there at owl’s head, naked eye here to
the right.”


On a clear day, the view from atop Hawk Mountain stretches for more than fifty miles.
But on this particularly hazy Saturday afternoon, bird-watchers are pushing their
binoculars and telescopes to the limits.


“Well, we’re making them out there, they’re coming in. It’s like you just gotta wait ’til
they get a little closer than what they typically do. They’ve been popping out of clouds
and haze all day for us.”


Doug Wood is a volunteer at Hawk Mountain in Eastern Pennsylvania. This afternoon,
he’s the official bird counter.


“We’re basically taking a lot of field information. Wind, weather, temperature, cloud
cover, wind direction. And then we’re basically monitoring the birds’ species, age, sex,
and recording it every hour.


“Look! An Osprey! And then fade to scene change.”


Researchers at Hawk Mountain have been keeping records of osprey and other migratory
raptors for more than seventy years, making it the oldest monitoring station in the world.


In the early twentieth century, hunters would shoot thousands of birds from the
mountainside each year. Today, people travel from all over the world to shoot birds with
their cameras.


Matt Wong came all the way from New Zealand to study at the sanctuary.


“Hawk Mountain is internationally renowned as a hawk watch site. And also a place
where big research actually happens. Now, not many of the locals around Pennsylvania
actually realize this, but it’s actually huge on the international scene. It’s world
recognized, and that’s one of the reasons why I came here.”


In Wong’s country, there are only two species of raptors. In America, he’s had a chance
to study dozens of varieties.


But even with so many different species populating North America, many people still
think of them as strangers or sometimes even as monsters.


“I still get, amazingly to me, a lot of people that think that these birds are out to get us.”


Volunteer Bob Owens has spent the last 20 years doing education programs at Hawk
Mountain.


“If you intrude into their territory when they have young in the nest, or something like
that, yeah, they’re probably going to chase you. As far as them killing babies and taking
them from baby carriages, this is all old wives tales. This just does not happen.”


Owens runs a small farm for a living, where he says hawks and barn owls help keep
rodents under control. But in a larger sense, Owens says there’s a lot people can learn
from these birds.


“Any three and a half pound bird that can apply four hundred pounds of pressure with its
talons is built to do what they’re doing. They are at the top of the food chain. And that’s
the other big thing that it shows us. It just opens up a door here as to all the reasons the
birds are either dropping or rising in population. What are we doing?”


Owens says in the seventy years researchers at Hawk Mountain have been counting birds,
they’ve seen populations rise and fall. Hawks and eagles are hardy birds. But even the
most successful predators can fall victim to environmental change.


Keith Bildstein is the sanctuary’s director of conservation programs. He says raptors are
like sensitive tools, telling researchers when something’s wrong with an ecosystem.


“Birds of prey are excellent biological indicators. In the middle of the last century they
told us that we were having a problem with our misuse of organochlorine pesticides,
specifically DDT. Today, they’re leading us in explorations of the spread of West Nile
Virus.”


Bildstein says because raptors are at the top of the food chain, when their numbers fall
it’s a pretty good sign that their food source is dwindling, their habitat could be
disappearing, or air quality might be suffering.


But for most of Hawk Mountain’s visitors, the birds are more than barometers of a
healthy ecosystem. According to birder Judy Higgs, they’re beautiful creatures,
especially when viewed from a great height.


“These birds are just majestic. And the other thing is that they go so far. You know,
some of these birds are going to South America!”


Higgs first climbed the mountain in 1970, when she was a student at nearby Kutztown
University. Before moving out of state, Higgs used to come to Hawk Mountain daily…
she stills visits on weekends whenever she can.


“I used to do work in the morning, come here in the afternoon, go home, and finish my
work at night so I could be here.”


By day’s end, Higgs and her fellow birdwatchers count more than 600 raptors. During
the fall season, as many as 70-thousand predatory birds, from vultures to falcons might
pass by on their way to distant points.
