Big Plans for Big Livestock Farm

Corporations are taking a new approach to farming. They’re combining ethanol production with feeding animals. The corporations need land, water, and a willing community. They turn to economically depressed rural communities and promise jobs. But some researchers think these rural communities could end up with more problems than benefits. Kinna Ohman reports:

Bion Environmental Technologies is just like a lot of big businesses trying to capitalize on the ethanol trend.

Over the past year, people from Bion have been working with local officials in St. Lawrence County, a rural area of northern New York. Bion plans to build their first project there. It’ll be a huge indoor feedlot for eighty four thousand beef cattle and a large corn ethanol plant.

They have everything accounted for – they’ll ship cattle and corn in from the Midwest. They’ll use distiller’s grain from the ethanol plant to help feed the cattle. And they’ll even use manure from the cattle to power the ethanol plant.

Jeff Kappell is a manager with Bion. He says this kind of scale and integration is the future of agriculture. And he thinks it’ll be great for the community,

“Establishing a brand and establishing the ability, the knowledge in a consumer marketplace that there is value associated with activity in St. Lawrence County is a tide that can rise all boats. So we see this as symbiotic.”

But not everyone agrees. They wonder how much water the project will need. And they wonder about pollution from all those cattle.

Shane Rogers knows a lot about pollution from factory farms. He’s a professor of environmental engineering at Clarkson University in St. Lawrence County. He tests for certain pollutants in the water and soil around factory farms. Rogers often finds antibiotic resistant E-Coli and other pathogens. He says that type of discharge can happen every day – even at the best run facilities.

”And these are from operations with good practices. Or what we would call good practice because they’re following nutrient management plans. Because they’re treating their manures the way they’re supposed to be before applying them to land. Because they’re collecting and doing things the way they’re supposed to be. But they still can contribute pathogens to the environment and those pathogens still affect us.”

Rogers says factory farms don’t need to remove these pollutants. But people at Bion say their system will remove a lot of them.

James Morris is one of their engineers. He says they’re motivated to keep environmental impacts low,

“A facility of this sort wants to have the minimum possible environmental liability. Because that lowers the risk and raises the probability of profits. And we’re in the business to make money.

But researchers are still unconvinced. And some think there are better ways to provide meat and dairy products for the country.

Doug Gurian-Sherman’s with the Union of Concerned Scientists. He’s the lead author of a new report critical of large factory farms. He says small and medium sized farms can provide what people need without the risks to those in rural communities.

“When you spread these animals out, and you have smaller operations you have benefits to rural communities in terms of not as many problems with the pathogens, or the odors or the nutrient problems. What we’re talking about are sophisticated, smart alternatives that work with nature rather than against it.”

But Bion insists their large integrated project will work. And they expect to receive millions in taxpayer subsidies to help make it work. It’s unclear what the costs will be to the community. In the meantime, the trend continues. Bion plans to build at least five more of these projects throughout the country.

Turning the Rust Belt Green

Midwest states have turned to a new type of

it creates. Marianne Holland reports:

Nationwide, just over half the states have passed some sort of laws or incentives geared at
getting green manufacturing jobs. In the nation’s rust belt,
Wisconsin, Minnesota, Illinois and Ohio already have green policy in place.

Ron Pernick is a co-founder of CleanEdge. That’s a national green manufacturing research
organization. Pernick says those jobs, are in one of the major growth sectors in American
manufacturing. They’re growing at a rate of about 30% each year. In Iowa, property tax abatements are given to green manufacturing. In Illinois, the state has passed laws requiring utilities to get a portion of their energy from wind or solar power. Pernick says public policy translates to more jobs.

“If you think about creating new industry, you can’t export development. You’ve got to
hire local people to put in the wind turbines, to install the solar farms, to put solar on top
of rooftops. And those jobs can never be exported.”

But other states have been slow to change policy to embrace green manufacturing. In Michigan, green energy legislation has been tied up in
the State Senate. An in states like Indiana, there are no laws or business incentives even on the table to attract the green
manufacturing industry.

Indiana State Representative Ryan Dvorak blames the big power companies for lobbying against incentives to create green jobs.

“I’m not sure why they have so much sway in the state with the different legislators but
they don’t want to give up any ground basically. Obviously they make their money by
generating and selling electricity, so any loss in market share, they’re motivated to
stop that legislation.”

The power companies say they’re just looking out for their customers.
Angeline Protegere is a spokesperson for Duke Energy. Protegere says renewable energy is
moving forward without state regulations. She says Duke understands that some day
regulations will come. But she says that will be at a high risk.

“We constantly have to balance our environmental responsibilities with our economic
responsibilities to our customers because they pay for the cost of pollution control
through their bills.”

And the power companies’ lobbyists persuade legislators it’s in the best interests of the people to block incentives for green jobs. Representative Dvorak thinks his colleagues are being misled.

Jesse Kharbanda is with the Hoosier Environmental Council. He says in his state and others that ignore the green jobs opportunity, workers are being left behind.

“We’re obviously in this situation where Indiana has historically had a formidable
manufacturing base and that base has been continuously eroded because of globalization.
We’re not in any time going to fundamentally change Indiana’s economy and so we have
to deal with the labor force as it is. We have a good, technically minded labor base, but
the question is: what sectors are we creating in the state to employ that technical labor
base. And one of them ought to be the green technology sector.”

Kharbanda says it’s a state’s public policy, tax breaks, and other incentives that will attract the
most green collar jobs. Without those incentives, unemployed factory workers in Rust Belt
states will have to hope for some kind of recovery in manufacturing, or take lower paying, service sector jobs.

So, Stacy Witthoff is teaching people about healthy snacks.

“We have some 100 calorie packs. We have fresh fruit like bananas, peaches, pears,
apples, any kind of canned fruit is good too.”

Witthoff is a dietician with the Michigan Healthy Community – basically it’s a group that
does health education for University of Michigan employees.

The people at this expo are learning about how to eat healthier, and the idea is that they’ll
share this info with their co-workers.

Witthoff stands in front of a little booth and she’s all friendly. She snags people as they
walk by.

She’s just caught Jason Maynard. He’s a nursing administrator. And he goes to a lot of
meetings where there are a lot of snacks.

“So at meetings it’s probably donuts or bagels, cookies.”

But he thinks people would go for fresh fruit like raspberries or strawberries, if they were
offered.

Stacy Witthoff is promoting a guide that helps people make better food choices.

It’s called the Great Plate. It’s a picture of a plate that’s divided into different sections.

“Basically you take a 10-inch plate and half of it should be non-starchy vegetables, a
quarter of it lean protein, and a quarter of it starchy vegetable or whole grains. So it’s just
an easier way to eat healthy without having to think about portions.”

Ok let’s recap.

Divide your plate in-half and fill that half with non-starchy veggies – carrots, broccoli,
cauliflower, green beans, asparagus and peppers. And aim for a variety of colors.

Then divide the other half of the plate into quarters. Fill one-quarter with grains &
starchy veggies – that’s things like brown rice and whole-wheat pastas and whole-wheat
bread. And starchy veggies are things like potatoes, corn, peas, and squash.

Then the last quarter of the plate should have meats and proteins. Things like grilled
or baked chicken, fish, turkey, lean cuts of meat. And non-meat options like tofu, beans,
and eggs.

And the Great Plate says go for way smaller serving sizes.

The Great Plate encourages people to eat what they call “whole
foods.” That means eat the food in its raw form and not it’s processed equivalent. So
like eat the apple – as opposed to apple juice. Or as opposed to the apple-flavored gummi
worms, if you were someone like me.

Steve Aldana helps companies start employee healthcare programs. He says that
culturally we eat pretty bad stuff. And that we’re way stressed-out.

And all that can affect an employer’s pocketbook, for real.

“So 2 things: poor behaviors are leading to onset of chronic diseases. And those chronic
diseases are costing an inordinate amount in health care. And it’s that cost alone that’s
driving most companies to start to look very, very intently at worksite wellness
programs.”

Businesses are starting to see healthy employees as a smart investment. Companies like
Johnson & Johnson, IBM, and Dow Chemical have all taken note.

They hope programs like this one will help shave-off millions of dollars from their
employee health care costs.

And these programs can also help save money in the long run – by boosting employee
morale and leading to fewer employee absences.

A study shows that the number of biotechnology jobs continues to
increase across the nation. The GLRC’s Chuck Quirmbach

The study classifies certain jobs in agriculture, pharmaceuticals,
medical labs and medical equipment as biotech employment. The
report says collectively those areas added about 16,000 jobs
across the U.S between 2001 and 2004.


Walt Plosila of the Battelle Memorial Institute authored the study
for a biotech industry group. He says it’s no wonder that many
states are competing for biotech companies.


“These are overall very profitable enterprises… some of the best
well paying jobs in the country and in the last four years, these
jobs have had an average inflation adjusted increase of wages of
over six percent compared to the country which is less than one
and a half percent.”


But some people remain opposed to what biotech is doing in areas
such as genetically modified crops and stem cells research.

For years, federal and state governments have cut funding for wildlife protection. That’s led to complaints from biologists who say they don’t have enough money to adequately do their jobs, but it’s also led to a new movement. The Great Lakes Radio Consortium’s Celeste Headlee reports on how citizens are starting to take over duties once performed by trained scientists:

For years, federal and state governments have cut funding for wildlife
protection. That’s led to complaints from biologists who say they don’t
have enough money to adequately do their jobs, but it’s also led to a new
movement. The Great Lakes Radio Consortium’s Celeste Headlee
reports on how citizens are starting to take over duties once performed by
trained scientists:


Ray Rustem says wildlife biologists these days are often chained to their
desks.


“Years ago, when I first started with the Department of Natural
Resources, wildlife habitat biologists spent quite a bit of time in the field
actually doing fieldwork. With the types of things that are going on now,
they’ve become much more in getting the planning done and we’ve had
to shift some of that fieldwork done to the technician level. Frankly,
yeah, we could always use additional people out there.”


Rustem is with the Wildlife Division of the Michigan Department of
Natural Resources. He says state funding has fallen steadily for years,
and one way he’s made up the difference is by involving Michigan
citizens. Rustem says the DNR uses dozens of volunteers for its frog and
toad survey in the early part of the summer.


“This is our tenth year and we’ve got at least 120 people who’ve been
doing this all ten years. That’s a tremendous amount of data that’s being
provided for us on information about species and where they’re located.”


Many groups are now using so-called citizen scientists to collect data.
Sally Petrella is a biologist who works with the non-profit organization
the Friends of the Detroit River.


“We’ve cut out so much of the funding for regular science that there’s a
real lack, and citizen scientists can cover far more areas than
professionals can, at a much lower cost.”


Petrella is standing beside the murky, reed-choked waters of the Rouge
River Watershed. It’s home to six species of frogs and toads. Every
summer, Friends of the Detroit River enlists the help of 700 people to
listen for the creatures as they call to each other from the marshy
grasses.


Petrella is standing beside one of her more loyal volunteers… Al Sadler.
Sadler admits that part of the appeal is the walk along the banks of the
river… but he also believes that public participation in wildlife
protection has become an absolute necessity.


“I think that it’s required if we plan on keeping any wildlife areas
around. I think that if citizens don’t get involved, I think that people
won’t know what they’re going to miss, and before we know it, there
won’t be much wild places left.”


Sadler is a fairly typical citizen scientist. He has a day job as an engineer
and volunteers in his spare time, but there are also people with advanced
degrees in biology and wildlife management who are called citizen
scientists simply because they don’t work for the government.


Dennis Fijakowski is one of those people. He’s the executive director of
the Michigan Wildlife Conservancy.


“We can’t count on the government to do everything for us. We have to
be a part of the solution.”


Fijakowski says ordinary people have made important contributions to
wildlife conservation. He says the lynx was considered extinct in
Michigan until a trapper caught one, and a rare Great Gray Owl was
discovered on a national wildlife refuge last spring by a photographer.


“You look back at the conservation history of our state and it was citizen
led. All of the important, the milestone decisions, legislation… it was
citizen led.”


John Kostyack with the National Wildlife Federation says involving
citizen scientists is great, but…


“They’re not really a substitute for having staff in the wildlife agencies…
state and federal and tribal. Because they are the ones who are going to
take this initial data, which is going to be very rough from volunteers,
and then use it to decide upon where to take the research next.”


And there have been cases in which citizen scientists have clashed with
state and federal governments. They are consistently at odds with government
officials over issues related to global warming and the Michigan Wildlife
Conservancy is locked in a bitter battle with state biologists over whether
the state is home to a viable cougar population.


The Conservancy’s Dennis Fijakowski acknowledges that the union
between government biologists and citizen scientists may not always be
an easy one, but he says the involvement of residents in the protection of
their state’s wildlife can only be a good thing.


“Because all anyone of us wants is that we pass on a wild legacy to our
children and grandchildren… and we’re not going to if we don’t get our
acts together.”


Many organizations offer citizens the opportunity to get involved in data
collection, including the U.S. Fish and Wildlife Service.

A new report from the federal government says many of us are
spending a lot of money at or near national wildlife refuges. The
Great Lakes Radio Consortium’s Chuck Quirmbach reports:


The Interior Department says 37 million people visited National
Wildlife Refuges last year, triggering 1.4 billion dollars
in economic activity. The Department says the spending created almost
25,000 private sector jobs. Larry Wargowsky manages one of the
refuges. He says it’s mainly tourist dollars, not local spending,
that’s fueling the growth.


“That’s very critical… local money doesn’t cycle as much as new money
coming in from visitors into the local economy. It multiplies and
helps everything from the retailers to the motels.”


Wargowsky says unlike some of the national parks, the wildlife refuges
are by and large not in danger of being loved to death. Travel industry
officials say the new report shows eco-tourism is big business.


The Sierra Club says the study provides more reasons not to drill for
oil in the Arctic National Wildlife Refuge.

expanding retail development on farmland. But a different
fight’s going on right now, too. It’s a fight between two
long-time rivals – heavy industry and open space. It’s also
about jobs and preservation. The Great Lakes Radio Consortium’s
Shawn Allee has this report:

The town of Riverdale’s a kind of industrial crossroads. It’s near a Great Lakes port, heavy trucks lumber through its streets, and in some areas, rail crossings are as common as stop signs. At one time, this village just south of Chicago was known for more than just moving industrial goods – thosands of workers used to make things here, especially steel.

Today, there are only a few hundred steel jobs left in Riverdale. Most are at one plant that sits near a stretch of Cook County Forest Preserve, a place called Whistler Woods. The remaining steel mill wants to expand. It wants to swap twenty one acres of Whistler Woods for thirty one acres of its own wooded land. Supporters hope the move will bring jobs to the town.


Jim Bush grew up in the area and is with the region’s chamber of commerce. He supports the deal, saying the area is fighting for its economic future.


“So you can see, it’s pretty hard to keep your schools up to standards and all your city services when you’re faced with a declining tax base.”


Bush says this is urgent. The Riverdale plant was recently bought out by Mittal Steel, the world’s largest steel company. Bush says to keep the mill attractive to the new owners, the county needs to make the company happy now.


“Mittal USA has plants all around the world. If they don’t do this expansion here, they’re talking about taking it to Ohio. We can’t let other states take business away from Illinois without doing something.”


Besides, he says, critics of the land swap should just do the math.


“Thirty-one acres for twenty-one acres. Sounds like a no-brainer to the business community.”


But not everyone’s buying into that calculation. To understand why, I meet with Benjamin Cox. He’s with Friends of the Forest Preserves, an advocacy group. Cox and I are traveling along the bike path leading to the field the company wants to acquire.


“As you’re walking along here, you can hear many, many birds. We just saw some deer. There are wonderful native plants here.”


Cox says the forest preserve district could use an extra ten acres, but the company’s offering land that’s half a mile away and across a river. Cox says that land won’t help these woods. He also doesn’t have much faith in the company’s new owners.


“The part of this that nobody’s talked about yet is that they have not committed to actually bring these jobs here or do this project.”


The company confirms this, saying it can’t make promises about jobs even if it could expand the plant. Cox adds the proposal flies in the face of Forest Preserves history. During the past ninety years, it’s only sold or traded land a handful of times and the last time it did, it go burned. A few years ago, it let go of two acres so Rosemont, a Chicago suburb, could build a casino parking lot. The parking lot got built, but the casino project never got started.


Now Cox fears if this deal goes through, it’ll be open season on Forest Preserve land.


“As soon as you start nibbling away at the corners, a little acre here, a little acre there, twenty acres here. All of a sudden, it’s ‘You did it for them, you should do it for me.'”


The plan’s supporters say they don’t want to sell off the preserves, they just want a little flexibility.


Cook County Commissioner Deborah Sims represents Riverdale and surrounding communities. She says opponents are typically from more affluent parts of the county, places that have an easy time attracting new businesses. There, she says,


“All you have to do is build a few houses and everybody will come. We don’t have that luxury. So, any economic development we have, we can’t afford to lose.”


So the land swap seems a small price to pay for a little economic security.


A tall chain-link fence separates the woods from the Riverdale steel plant. Despite the division, both parcels of land have something in common – their boosters are motivated by fear.


The area’s steel industry is, in many ways, a diminishing, precious resource. The Cook County Forest Preserve District also faces a crossroads, but a more political one. It holds tens of thousands of acres of open land, but it’s not clear whether it can always fend off demands made by a land-hungry economy.

The Bush Administration’s spending plan for next fiscal year calls for
raising 8 million dollars through a new toll system on the Seaway. The
shipping industry says the move could hurt businesses and cost jobs. But
Seaway Administrator Albert Jacquez says he doesn’t expect tolls to affect
traffic levels. He says there used to be a toll, but it was eliminated in
1987.


“If you look at five years before we stopped collecting tolls and five years
after, you’ll see very little change in the level of cargo that moves
through the system, and so I wouldn’t expect a great impact.”


Jacquez says the state of the economy in North America has a much larger
effect on cargo than any other factor.


Great Lakes shippers say the plan is unfair because it would force them to
pay twice for using the Seaway – once for an existing harbor maintenance
tax, and again for a transit toll.

Nuclear power plants need enriched uranium to produce power. Today, there’s only one uranium enrichment facility operating in the U.S. Now, there’s a proposal to build a new one in southern Ohio. And as the Great Lakes Radio Consortium’s Fred Kight reports, there’s debate over how safe the proposed plant will be:

Today, there’s only one uranium enrichment facility operating in the
U.S. Now, there’s a proposal to build a new one in southern Ohio.
And as the Great Lakes Radio Consortium’s Fred Kight reports, there’s
debate over how safe the proposed plant will be:


The one-point-five billion dollar project is planned by USEC, Incorporated, the world’s largest producer of enriched uranium. Company officials say it would generate 500 jobs and be built at the site of an old, off-line uranium enrichment plant. Charles Wiltshire is still employed there and he’s all for building the new facility.


“I would like to see future job opportunities for my children and grandchildren who will be finishing college about the time the centrifuge plant is due to go online.”


But environmentalists and concerned citizens are worried about the radioactive waste. They’re also fearful of water pollution and health hazards for plant workers. The State of Ohio has promised more than 100 million dollars in financial incentives and is confident that the new plant will not put anyone in danger. The Nuclear Regulatory Commission is reviewing the company’s application and is supposed to make a decision by early 2007.

Sales of gasoline-electric hybrids amounted to less than one-percent of all
the vehicles sold in the U.S. last year. But researchers at the University
of Michigan’s Transportation Research Institute say hybrids, and vehicles
made with advanced diesel powertrains, could make up eleven percent of total
sales by 2009.


If that happens, the Institute projects it could cost the
U.S. about 200-thousand jobs. Pat Hammett directed the study. He says that
figure includes both actual jobs lost and new jobs not created.


“A lot of the hybrid components, for example, actually are new componentry
inside a vehicle. So, it isn’t necessarily that you are losing jobs in some
of that area, it could just be an example of not getting the growth.”


Hammett says auto-producing states like Michigan, Ohio and Indiana would be
affected more than others. The report says states could reduce jobs lost to
new technologies by offering tax credits to encourage production in the
United States.
