Environmental Protection Agency’s own staff scientists and the
independent Clean Air Scientific Advisory Committee both found the
EPA needed to issue more restrictive rules regarding fine particulate
matter, that’s soot emitted from sources such as diesel trucks and coal-
burning power plants.


After reviewing 2000 studies linking particulate matter to asthma, heart
attacks, and early death for people with heart and lung disease, the
scientists concluded that standards set by the Clinton administration in
1997 did not go far enough to help reduce health risks. Despite that, the
Bush EPA appointees basically plan to keep restrictions where they are.


The power plant industry indicates further restrictions would be a
financial burden to it, and provide only marginal public health benefits.


Environmentalists say the Bush administration’s proposed rules ignore
mountains of medical research showing this kind of air pollution causes
serious health problems.

problems. A new study suggests your diet can worsen air pollution’s
effects on you. The Great Lakes Radio Consortium’s Michael Leland
has more:


Every time you inhale, you’re breathing in tiny particles from dust, soot
and smoke. They can increase both the plaque buildup in your arteries,
and the risk of a heart attack or stroke.


Now, a study led by Dr. Lung Chi Chen at New York University’s
School of Medicine says a high fat diet combined with bad air led to a
faster buildup of plaque in the arteries of mice. He says that’s because
air pollution affects lipids – fats – in the blood. It changes their
characteristics, or oxidizes them, which leads to more plaque on artery
walls.


“If the mice are fed with high-fat, then the level of the oxidized
lipid will be higher, because they have more lipid in their blood.”


Dr. Chen says arteries of mice on a high-fat diet and breathing dirty air
were 42-percent blocked. Mice breathing clean air had arteries that were
26-percent blocked.


He hopes the study not only encourages people to eat better, but also
persuades the government to toughen air quality standards.

series is Lester Graham. In this report he explains one of the threats is air pollution that
finds its way into the Great Lakes:


It’s called ‘Air Deposition.” Melissa Hulting is a scientist at U.S. Environmental
Protection Agency. We asked her just what that means:


“Air deposition simply is just when materials, in this case pollutants, are transferred from
the air to the water. So, pollutants in particles can fall into the water. Pollutants in rain
can fall into the water, or pollutants in a gas form can be absorbed into the water.”


So, it’s things like pesticides that evaporate from farm fields and end up in the rain over
the Great Lakes. PCBs in soil do the same. Dioxins from backyard burning end up in the
air, and then are carried to the lakes


One of the pollutants that causes a significant problem in the Great Lakes is mercury. It
gets in the water. Then it contaminates the fish. We eat the fish and mercury gets in us.
It can cause babies to be born with smaller heads. It can cause nervous system damage
and lower IQ in small children if women of childbearing age or children eat too much
fish.


One of the notable sources of mercury is from power plants that burn coal.

Railroad cars like this one empty their tons of coal at power plants all across the nation.
More than half of the electricity in the nation is produced at coal-burning power plants,
and with a 250-year supply, coal is going to be the primary fuel for a while.


One coal producing state is acknowledging that mercury is a problem. Doug Scott is the
Director of the Illinois Environmental Protection Agency. He says coal is important to
the energy mix, but we need to reduce pollutants such as mercury as much as possible.


“The policy of the state has been to try to work with the power plants to try to burn
Illinois coal as cleanly as you can. Now, that means a lot more equipment and a lot more
things that they have to do to be able to make that work, but we’re committed to trying to
do both those things.”


And, Scott says the federal government’s mercury reduction program does not go far
enough soon enough, but the electric utility industry disagrees.


Dan Riedinger is spokesman for the Edison Electric Institute, a power industry trade
organization. Riedinger says, really reducing mercury emissions at power plants just
won’t make that much difference.


“Power plants contribute relatively little to the deposition of mercury in any one area of
the country, including the Great Lakes, and no matter how much we reduce mercury
emissions from power plants in the Great Lakes Region, it’s really not going to have a
discernable impact in terms of improving the levels of mercury in the fish people want to eat.”


“Relatively little? Now, that flies in the face of everything I’ve read so far. Everything
I’ve read, indicates coal-fired power plants are a significant contributor to the mercury
issue in the Great Lakes and other places.”


“It’s really not quite that simple. Power plants are a significant source of mercury
emissions here in the United States, but most of the mercury that lands in the Great
Lakes, particularly in the western Great Lakes is going to come from sources outside of
the United States.”


Well, it’s not quite that simple either. The U.S. EPA’s Melissa Hulting agrees some of
the mercury in the Great Lakes comes from foreign sources, but recent studies show
some mercury settles out fairly close to the smokestacks. She says you can blame both
for the mercury in your fish.


“You blame the sources that are close by and you blame the sources that are far away.
The bottom line with mercury is that we’re all in this together and it’s going to take
everybody reducing their sources to take care of the problem.”


Taking care of the problem is going to take some money, and that will mean we’ll all pay in
higher utility bills. The Illinois EPA’s Doug Scott says it’ll be worth it if we can reduce
mercury exposure to people.


“We know what the issue is. It’s not a matter of us not understanding the connection
between mercury and what happens in fish, and then what happens in humans as a result
of that. We understand that. We know it, and we also know to a great degree what we
can do to try to correct the problem, and so, it’s a matter of just going out and doing it,
and so I’d like to think it’s something that can be done sooner rather than later.”


And since Great Lakes fish have elevated levels of mercury, sooner would be good.
It’ll take a while for the mercury already there to work its way out of the ecosystem and
return to more normal levels.

The new energy legislation signed by the President includes an item that supporters claim will ease spikes in gasoline prices. The Great Lakes Radio Consortium’s Chuck Quirmbach reports:


Critics claim the system of using special gasoline blends to reduce air
pollution has led to sizable price hikes when production problems reduce
supplies of the so-called boutique fuels.


The energy legislation would allow the temporary lifting of cleaner fuel mandates during supply disruptions. The EPA would also limit the number of boutique fuels and look for ways to
make the blends more widely available.


Wisconsin Republican House Member Paul Ryan says the new plan will bring stability.


“So we can standardize our gasoline blends, maintain our clean air standards, but stabilize the supply of gasoline.”


Ryan admits it may take several years for motorists to see any savings. Democrats worried about air pollution and oil companies concerned about additional regulations have traditionally blocked changes in the fuel supply system, but with gas prices around two fifty a gallon, the federal
government is taking action.

A multinational mining company is planning to mine for nickel near the shore of Lake Superior. But some mining experts and the community don’t want the mine to be built. They say there’s no way to make sure the mine won’t damage the environment. The Great Lakes Radio Consortium’s Chris McCarus reports.


The price of nickel has tripled in recent years. It’s needed for electronic produces such as computers. It’s used to produce cars. And nickel is even used in air pollution control equipment. If it’s approved, this would be North America’s only active nickel mine.


Kennecott Minerals Corporation says it’ll mean 120 jobs for local workers over a 10-year period. The state of Michigan has been lagging behind the rest of the nation in job recovery and in the northern reaches of the state good jobs are really hard to find.


The mine will cost 100 million dollars to set up. But the value of the nickel ore in the ground is somewhere between one and three billion dollars. So the company could make hundreds of millions in profit.


Scientists and activists say that this nickel mine could be even worse than the iron and copper mines of the past.


That’s because it would require mining through sulfide minerals. When they mix with water and oxygen, they can become sulfuric acid, just like battery acid. The industry calls the problem acid mine drainage. It can kill fish and wildlife and pollute water.


Michelle Halle is a lawyer for the National
Wildlife Federation and a local resident. She’s got one question.


“I’m always interested in the answer to the question about whether he believes that a mine can exist with 100% perfect track record.”


It’s a rhetorical question. She’s confident that the company won’t be able to meet the newer, stricter standards for getting a permit to mine.


“No human error, no design flaws, no natural disasters that are going to cause an impact… I don’t think that any company can say yes to that honestly.”


The mining company says there’s always some risk. John Cherry works for Kennecott Minerals Corporation. Cherry insists the company’s design is the best, and the safest. Although he says it’s impossible to guarantee against accidents at the mine.


“We can get in a crash on the way home today too. You design it with a safety factor built into your design. You have a very robust design. That’s your first step. You make your system as structurally competent as you can. Make it as bulletproof as you can.”


Cherry says the next steps are to install a monitoring system to detect the smallest problems. And if there are any problems, the mine will have a contingency plan with the right materials and properly trained people on hand.


State law requires the company to pay all of its accident insurance up front. They can’t just pay in installments. That way, the company will pay to clean up any mess, not the state or the community. Minnesota has a similar law. And In Wisconsin, People Against Mining got the state to establish a moratorium on sulfide mining


David Chambers used to work as a geologist for a mining company. And now he works for the Center for Science in Public Participation. He says, at the nickel mine planned in Michigan, groundwater contamination is possible and would be dangerous.


“Probably the most likely event is an accidental release from the mine. All mines have problems. It’s likely that somebody won’t turn a valve the right way or a big storm comes and there’s an overflow.”


Chambers says a mine collapse would be the most destructive. But, he says, even for the accidents that will not devastate the environment, the company and the community should plan, because they will happen.

On the road leading into the wilderness area where the mine would operate, local road crews are doing routine maintenance. Right now, most people who use the road are hikers, kayakers and fishermen. The pristine waters of Lake Superior and surrounding lakes and streams attract them here.


Kristy Mills is a store owner. She thinks a sulfide mine would only mean heavier traffic of trucks carrying away nickel ore. She says it wouldn’t bring in the tourist dollars the area needs.


“We don’t like to see that kind of growth. I think it’s a poor way of investing into our future. You know, we need to encourage tourism and visitation, not mining and hauling ore around in big trucks. It’s gonna be interesting.”


Many local residents and environmental activists feel the area should have learned lessons from the region’s past mining heritage. The precious ore is removed. People somewhere else get rich. And the legacy of pollution is all that remains when the mines are closed. So now, they’re hoping if it comes, this mine will be different.

Nine cities in the Great Lakes region are teaming up to fight global warming. The Great Lakes Radio Consortium’s Rebecca Williams has more:


The cities are banding together for two years to come up with ways to cut down on greenhouse gases and air pollution. Each city is aiming to have local projects in place by the end of the second year.


For example, Chicago’s looking at more energy-efficient streetlights, Toronto wants to use more renewable energy, and Duluth intends to upgrade its steam plant. The project’s organized by the International Council for Local Environmental Initiatives.


Susan Ode is the group’s spokesperson. She says local officials are starting to notice effects of climate change: things like shifts in growing seasons and more unpredictable weather.


“It’s really one thing to understand the damage and the danger, but there has to be an action element or people get paralyzed, and that’s why cities are so important in this: they are taking action.”


Ode says cities across the country have recently stepped up their efforts to cut down on greenhouse gases in response to the U.S. not signing onto the Kyoto Protocol.

get parents to do a better job of limiting their children’s exposure to asthma triggers. The Great
Lakes Radio Consortium’s Lester Graham reports:


The TV campaign is directed at people who have asthma, but who are not taking even the most
simple steps to avoid asthma triggers such as secondhand smoke, dust mites, and ground level
ozone. One of the ads depicts a tiny goldfish out of the water… flopping…


CHILD: “When I have an asthma attack, I feel scared. Sometimes my parents have to take me to
the hospital. I feel like a fish with no water. ANNOUNCER: You know how to react to their
asthma attacks. Here’s how to prevent them.”


The EPA is offering educational materials in how to avoid the triggers. But parents can’t avoid
all the asthma triggers. An EPA spokesperson conceded there are other factors… such as air
pollution from diesel vehicles and coal-burning power plants. The EPA says it’s making progress
on those problems.

A new kind of cleaner, coal-fired power plant will soon be
built somewhere in the Midwest. American Electric Power, the nation’s
largest producer of electricity, says the new plant will be more efficient
and pollute less than traditional coal plants. But critics say if utilities
were doing more to promote energy efficiency, they wouldn’t need to build
new power plants that burn fossil fuels. The Great Lakes Radio Consortium’s
Erin Toner reports:


Coal-fired power plants are blamed for contributing to air pollution and global warming and aggravating health problems such as asthma. In the 1970s, Congress passed the Clean Air Act to reduce air pollution. But since many coal plants were built before the Clean Air Act, they’ve been exempt from pollution control updates.


So there are a lot of older, dirtier power plants out there. At the same time, demand for electricity is increasing. To meet demand, many utilities, including Ohio-based American Electric Power, are looking at building new plants, or adding on to their old ones. American Electric Power spokesperson Melissa McHenry says the company needs a new plant that will last at least 30 years.


“As we looked forward, you’re looking at increasingly stringent air quality regulations, so we wanted to ensure we would have a plant that would have improved environmental performance.”


And McHenry says the cleanest, and most efficient coal-burning process, is something practically brand-new to the industry. It’s called Integrated Gasification Combined-Cycle, or IGCC. It converts coal to gas, and then removes pollutants from the gas before it’s burned. The process results in almost zero emissions of sulfur dioxide, which causes acid rain, nitrogen oxides, which cause smog, and mercury, which is toxic to people and animals. There’s also much less carbon dioxide pollution, which is believed to contribute to global warming. And gasification is said to be twice as efficient as traditional coal plants.


There are a couple of IGCC plants in the US, but they’re small – only about a quarter of the size of a traditional coal plant. American Electric Power’s IGCC plant would be the biggest one to date – a full-size plant that would serve the power needs of more than a million homes in the Midwest. American Electric Power Spokesperson Melissa McHenry says this plant be only the first of its kind.


“We’re stepping up to build the first one and we think there will be more as we need additional generation capacity. And we think other utilities, you know, obviously other utilities have announced plans to look at this since we have announced ours. The U.S. has significant reserves of coal available, and we think it’s very important that we are able to use this domestic fuel source in a more environmentally responsible way going forward.”


Most environmentalists agree that IGCC is a much improved way to make power. But they say it’s not the best way, since it still depends on a non-renewable energy source – coal. Environmental groups say relying on coal is not a long-term solution to growing energy needs. Although, the coal industry says there is at least a 200-year supply. Marty Kushler is with the American Council for an Energy-Efficient Economy. He says utilities should consider ways to reduce the need to build new power plants.


“There are a number of other resource options available that can be achieved at a lower cost than building and fueling and operating a new power plant, such as energy efficiency. Energy efficiency can save electricity at a cost that is less than half the cost of building, fueling and operating a new power plant.”


But getting people to use less power isn’t that easy. Kushler says more states should implement power bill surcharges to fund programs to encourage the public to use more energy efficient appliances and cut electricity use.


But even with those kinds of programs, almost everyone agrees coal will be a part of the American energy mix for some time. And people in the energy industry say gasification is the future of coal power.


Jim Childress is with the Gasification Technologies Council. He says the only drawbacks right now are money. IGCC is about 20 percent more expensive than traditional coal power production. And he says there are a lot of bugs to work out in engineering one of these plants.


“The base technology is set. The question mark is based upon marrying that technology with about three, four, five major components and getting the darn thing to run right.”


Childress says the tough part is getting technology that’s working now on a small scale to work in a full-size coal plant.


American Electric Power says its Integrated Gasification Combined-Cycle plant will cost 2 billion dollars, and should be online by 2010. The company is expected to announce a site for the new plant by summer.

Williams finds herself in that dilemma:

As part of the series, “Your Choice; Your Planet,” the Great Lakes Radio Consortium’s Rebecca Williams finds herself in that dilemma:

This is my ‘89 Toyota Camry. It has 188,000 miles on it. Pieces of
plastic trim fly off on the highway, and I have to climb in from the
backseat when my door gets frozen in the winter. But I got it for free, I get good gas mileage, and my insurance is cheap. But now, it’s leaking oil – lots of oil. I knew it was bad when I started
pouring in a quart of oil every other week.


I thought I’d better take it in to the shop.

My mechanic, Walt Hayes, didn’t exactly have good news for me.


“You know, you’re probably leaking about 80% of that, just from experience, I’d say
you’re burning 20% and leaking 80%.”


Walt says the rear main seal is leaking, and the oil’s just dripping
straight to the ground. Walt tells me the seal costs 25 dollars, but he’d
have to take the transmission out to get to the seal. That means I’d be
paying him 650 dollars.


650 bucks to fix an oil leak, when no one would steal my car’s radio. There’s no way. Obviously, it’s cheaper to spend two dollars on each quart of oil, than to fix the seal.


“Right – what else is going to break, you know? You might fix the rear main
seal, and your transmission might go out next week or something. Your car,
because of its age, is on the edge all the time. So to invest in a 25 dollar seal, spending a lot of money for labor, almost doesn’t make sense on an
older car.”


That’s my mechanic telling me not to fix my car. In fact, he says he’s seen
plenty of people driving even older Toyotas, and he says my engine will
probably hold out a while longer. But now I can’t stop thinking about the
quarts of oil I’m slowly dripping all over town.


I need someone to tell me: is my one leaky car really all that bad? Ralph
Reznick works with the Michigan Department of Environmental Quality. He
spends his time trying to get polluters to change their behavior.


“That’s a lot for an old car. If you were the only car in the parking lot,
that wouldn’t be very much. But the fact is, there’s a lot of cars just
like yours that are doing the same thing.”


Reznick says the oil and antifreeze and other things that leak from and fall
off cars like mine add up.


“The accumulative impact of your car and other cars, by hitting the
pavement, and washing off the pavement into the waterways, is a very large
impact. It’s one of the largest sources of pollution we’re dealing with
today.”


Reznick says even just a quart of oil can pollute thousands of gallons of
water. And he says toxins in oil can build up in sediment at the bottom of
rivers and lakes. That can be bad news for aquatic animals and plants.
There’s no question – he wants me to fix the leak.


But I am NOT pouring 650 bucks into this car when the only thing it has going
for it is that it’s saving me money. So I can either keep driving it, and
feel pretty guilty, or I can scrap it and get a new car.


But it does take a lot of steel and plastic and aluminum to make a new car.
Maybe I’m doing something right for the environment by driving a car that’s
already got that stuff invested in it.


I went to the Center for Sustainable Systems at the University of Michigan
and talked to Greg Keoleian. He’s done studies on how many years it makes
sense to keep a car. He says if you look at personal costs, and the energy
that goes into a making a midsize car, it makes sense to hang onto it for a
long time… like 16 years.


No problem there – I finally did something right!


Well, sort of.


“In your case, from an emissions point of view, you should definitely
replace your vehicle. It turns out that a small fraction of vehicles are
really contributing to a lot of the local air pollution. Older vehicles
tend to be more polluting, and you would definitely benefit the environment
by retiring your vehicle.”


Keoleian says if I get a newer car, it won’t be leaking oil, and it won’t
putting out nearly as much nitrogen oxide and other chemicals that lead to
smog. Oh yeah, he also says I really need to start looking today.


And so doing the right thing for the environment is going to cost me money.
There’s no way around that. The more I think about my rusty old car, the
more I notice all the OTHER old heaps on the road. Maybe all of you are a
bit like me, hoping to make it through just one more winter without car
payments.

The Ohio project is getting millions of dollars of help from the state and federal governments. But some people doubt the project will accomplish all it promises. It’s rare when a factory and a mega-farm can help reduce pollution. But a project planned in the Midwest promises just that. The project would produce a fuel additive that is thought to reduces air pollution, provide a market for farm goods, create scores of jobs – all while not harming the environment. The Ohio project is getting millions of dollars of help from the state and federal governments. But some people doubt the project will accomplish all it promises. Tamara Keith reports:


The project is called Harrison Ethanol. It will include an ethanol factory, using millions of bushels of corn to produce the gasoline additive. At the same location, thousands of dairy and beef cattle will live in fully enclosed barns. And then there’s the small power plant, which will be fueled by manure produced by the cattle. Wendel Dreve is the project’s director.


“I think the nicest way of describing our project is it’s a vertically-integrated, agriculturally-based industrial development.”


Dreve began working on the project nearly 4 years ago. He’s retired from the oil and gas industry and built a home in eastern Ohio farm country. His neighbors approached him about starting up a corn-powered ethanol factory – something that has not existed in Ohio in a decade.


“I told them that I didn’t think we could build a ethanol plant in Ohio because there are no state subsidies, so we had to figure out a way to raise the revenue streams internally and the only way we could figure out to do that was to employ animals.”


The 12-thousand cattle housed on site, will eat the main byproduct of ethanol production, a corn mush called distillers grains. The cattle will generate money too, from sales of milk and meat. But the cattle will create manure… lots of manure… about 50 million gallons of it a year. Dreve has a solution for that, too: a power-generating anaerobic digester.


“It eliminates nearly all of the odor, it processes all of the wastes from the entire facility. So it’s like an industrial waste treatment plant on site.”


60 times a day, manure will be flushed out of the animal barns and into the digester. A large, cement structure, where the manure is broken down by microbes.


“And at the other end, you get water and methane and carbon dioxide and some solids.”


The methane will run power generators, creating “green energy,” which can be sold at a premium. The carbon dioxide from the manure will be sold to make carbonated sodas. This would be the first anaerobic digester powered by cattle manure in Ohio, and one of only a handful nationwide. Dreve says his digester will be much better for the environment than open-air manure lagoons, the cheaper method most commonly used by farmers.


But not everyone agrees. Bill Weida is an economist and director of the Grace Factory Farm Project which opposes large concentrated animal farms. Weida says most anaerobic digesters are paid for with some kind of government assistance. Harrison Ethanol is no exception. The project received a 500-thousand-dollar grant from the U.S. Department of Agriculture to help pay for the digester.


“No one in their right mind who is looking for an economic investment would build a digester. The only reason you’d build one is if you had some sort of a government subsidy that would help pay for it.”


Harrison Ethanol also is receiving seventy-million dollars in financing assistance from the state of Ohio. In fact, the company indicates it got some very good legal and accounting help, to find the perfect location for the project to take advantage of state and federal tax credits. Add to that federal ethanol subsidies and federal subsidies for corn production, and Harrison Ethanol is getting plenty of help from taxpayers.


Ken Cook is executive director of the Environmental Working Group. He says ethanol might reduce air pollution and reliance on foreign oil, but it is not economically viable without those huge taxpayer subsidies.


“The worry is that what we’re really doing is bailing out failed agriculture policy with heavily subsidized energy policy. We’re going into the corn industry with another set of subsidies to basically turn corn, that would have been exported at a loss, into corn that is used to make fuel at a loss to taxpayers.”


That’s not how state officials see it. Bill Teets is a spokesman for the Department of Development which has been working to bring several ethanol plants to Ohio.


“We think that this is a great project because you help farmers, you create manufacturing, you have something that helps benefit the environment and it seems to be a good type of project that we can really benefit from.”


And if everything goes as planned, Wendel Dreve will build 2 more ethanol and cattle operations in Ohio. He’s already secured tax dollars from state and federal sources for those plants.
