Some of the large state asylums for the mentally ill built in the late 1800s were designed with the idea that natural beauty has a healing effect. And architects designed the buildings to be majestic… not just institutional looking. In the decades since the asylums closed, their stately grounds remain valuable. But many of the fine buildings either have been torn down or are facing demolition. Some are being partially renovated for new uses. The GLRC’s Bob Allen reports on one of the very few in the country that’s being fully restored:

architects designed the buildings to be majestic… not just institutional
looking. In the decades since the asylums closed, their stately grounds
remain valuable. But many of the fine buildings either have been torn
down or are facing demolition. Some are being partially renovated for
new uses. The GLRC’s Bob Allen reports on one of the very few in the
country that’s being fully restored:


Gently winding roads guide you through views of century-old trees and
rolling lawns that make up the surroundings of this old asylum. Open
meadows are remnants of the farm where residents raised all their own
food. The physical labor and park-like setting contributed to their
therapy.


Ray Minervini loves the surroundings… but he says the buildings
themselves added a healing dimension.


“If you stand on the front lawn of this building you don’t have to be a
student of architecture to appreciate that it’s a thing of beauty. I mean the
proportions of the building, the size of the windows, the pitch of the roof,
the height of the spires. It’s the way that we used to construct buildings. We
don’t do that anymore.”


The four story brick and stone structures soar above the trees. Developer
Ray Minervini says they were built to last 500 years or more.
He thinks they deserve to be preserved as much as the natural
environment does.


“The brick you’re looking at here were laid 121 years ago. The stone
foundations, you can see about 4 and a half feet of limestone, they
actually laid stone into the ground as opposed to concrete.
Those stone walls are 2 and a half feet thick.”


But across the country many of these large state mental hospitals have
fallen into ruin and are being demolished.


Kate Allen is graduate student in the architecture program at Columbia
University in New York City. She studies asylums designed according
to the plan of psychiatrist Thomas Kirkbride. He adapted principles of
care from the Quakers. They include plenty of light and fresh air in a
clean idyllic setting.


Allen has found records for 64 asylums built in the Kirkbride style.
Twenty of them have been torn down. Of those remaining she considers
a dozen under threat right now, and she thinks the Minervini Group in
Michigan offers the only existing model for renovating an entire site.


“Not only are they preserving the smaller structures and the Kirkbride
core, but through the historic easement, the landscape it can’t be
encroached on with development. It gives you that feeling that it was a
community once.”


But the Northern Michigan Asylum barely escaped destruction. After the
hospital closed it sat vacant for nearly a quarter century. Gaping holes in
the roof caused a lot of water damage. An outside developer wanted to
demolish and build new, but a hometown group stepped in and blocked
the wrecking ball. Then along came Ray Minervini with his vision for a
mix of new uses in the historic buildings.


Raymond Minervini is Ray’s son and business partner. He works on
marketing the project, and he says the people who believe in the vision
and are willing to invest in it are making it happen.


“And in a way they’re co-developers too because they’re stepping
forward with their capital to purchase space or lease space to establish a
business or create a home. That’s what makes the preservation possible.
Otherwise this is just a building waiting to fall down.”


The Minervini Group has been working on the redevelopment for nearly
six years. It’s a huge enterprise.


The core of the old state hospital and surrounding buildings represent a
million square feet for redevelopment, and Ray Minervini says that
translates into a 200 to 300 million dollar project… but it’s going
forward without a lot of fanfare.


“We’re doing it in phases, one section at a time, so it doesn’t appear so
big. We are under the radar screen, but collectively when you look at the
whole site and realize what that equates to it’s the largest rehab project
for sure in the Midwest.”


The Minervini Group has completed the first segment of what they call
The Village at Grand Traverse Commons. Already built and fully
occupied are business and condo spaces plus a restaurant and art gallery.
Ray Minervini says there’s still a long way to go, but with lights on and
people in the building there’s a growing sense the place is coming back
to life.

guidelines for reducing mercury emissions from power plants don’t go far
enough fast enough. The GLRC’s Rebecca Williams reports:


Mercury is a neurotoxin that can cause brain damage in fetuses and small
children. More than 20 states are planning to cut mercury emissions beyond the
federal guidelines.


Zoe Lipman is with the National Wildlife Federation. She says many
states are taking action because they feel the federal rule is not protecting
public health.


“Originally you saw movement in the eastern states and now you’re
seeing movement in many of the heavy coal burning states – PA, MI,
even Indiana is still considering stronger than federal rules, IL – we’re
really seeing change in the core fossil fuel burning part of the country.”


Lipman says mercury reduction technology for power plants has become
cheaper in recent years, but utility companies say they’re still concerned
about the expense and meeting the states’ shorter time frames.

Marketing a By-Product of Ethanol

As ethanol production increases, the distillers are looking for ways to make money on some of the by-products of the process. distillers are looking for ways to make money on some of the by-
products of the process. The GLRC’s Lester Graham reports on
how the ethanol distillers might market what’s left over after
turning corn into ethanol:

New ethanol plants are being built every year. 97 plants are in
operation today and the Renewable Fuels Association indicates 34 new or
expanded plants are under construction. The ethanol refinery
industry is gearing up for the expansion that the government wants.


Ethanol plants are basically giant corn alcohol stills. They produce
huge batches of – well – moonshine, but like moonshiner stills,
there’s a corn mash left over. It’s called distillers grain, and with
all the new plants coming online, there’s going to be a lot more of the
by-product in the future. Distillers grain can be used as livestock feed.
So, the agricultural industry is trying to get more cattle farmers and
others to buy it.


Tracy Jones is a farmer in northern Illinois. He says the agriculture
industry and the ethanol plants that want to get rid of the distillers
grain cheaply, have been encouraging farmers to expand their
livestock operations.


“And I know some producers that are maybe expanding. It’s a
good deal, but it’s not that good of a deal, and there’s a lot of other
issues that go into the cattle feeding business besides just getting
cheap feed.”


Jones has been feeding wet distillers grain from Wisconsin to his
cattle for about a year. Jones says the distillers grain makes sense
as long as the price doesn’t get too high.


“We need to buy it cheaply. We’re basically using it as a corn
replacer. So, when we have cheap corn, you still need to buy the
by-products cheaply also.”


Jones says his cattle are gaining weight at about five-cents a pound
cheaper using distillers grain as part of the mix of feed. Part of the
reason is the price is lower, but distillers grain has another
advantage… it’s higher in protein than plain corn. It’s got about the
same protein content as soybean meal.


That makes Jason Anderson think this stuff might be good to
export overseas as a food for people. Anderson is the Economic
Development Director for the city of Rochelle, Illinois. An ethanol
plant is being built in his city. With a couple of major railways and
a cargo container transfer station in his town, exporting dried distillers
grain would be easy. Because of the nation’s trade deficit, about
half the cargo containers go back to their original country empty.
Anderson says the by-product could be dried to a sort of high-
protein corn meal and shipped.


“Dried distillers grain could be put into intermodal containers,
which are sealed containers, put on a train and sent to the west
coast. They could also be shipped over the Pacific Ocean to starving
countries on the other side of the world.”


Corn tofu, anyone?


Exporting dried distillers grain as human food overseas hasn’t been
discussed much, but shipping it to cattle feedlots in Texas and
other cattle country has been discussed. Agriculture experts think
the ethanol plants located in the corn-belt won’t find enough
livestock in the immediate area to buy the product.


“At this point, where the livestock are and where the plants are
there’ll be a lot of them that has to be shipped.”


Jim Hilker is an agriculture marketing expert at Michigan State
University. He says he’s not sure the ethanol plants will make
much money on distillers grain, especially if they have to ship it to
cattle feedlots out west. That’s because they’ll have to dry the
product… and that adds to the cost.


“The first ones, I think, are making some money before we get
saturated on this, and I think if we put a system for handling it and
stuff in place, they’ll probably. But, if they can more than cover
the cost – remember, otherwise there’s disposal fees too. So, a
break-even here is a pretty good deal.”


So if the distillers just recover the drying and shipping costs, it
would be better than paying to dump the distillers grain in a
landfill.


But farmer Tracy Jones says he thinks the ethanol manufacturers
have already figured out the by-product will be abundant… and
they’re still counting on making some money on it.


“When they do their financials for their ethanol plant, they don’t
plan on giving this product away. So, they need to get something
for it.”


Jones says he’s noticed the ethanol producers don’t call distillers
grain a by-product of the process. They call it a co-product. He
thinks that’s a little marketing ploy that indicates the ethanol
plants definitely plan to demand a good price for the livestock feed,
regardless of the glut on the market.

School Districts Encouraging Urban Sprawl?

Each year, Americans build a staggering one and a half million new homes. A lot of environmentalists say too many of these houses are big, single family homes on spacious lots. They say that wastes farmland and natural areas. But suburban planners say they’re forced to build that way by local governments, such as school districts. The GLRC’s Shawn Allee has more:

Each year, Americans build a staggering one and a half million new
homes. A lot of environmentalists say too many of these houses are big,
single family homes on spacious lots. They say that wastes farmland and
natural areas, but suburban planners say they’re forced to build that way
by local governments, such as school districts. The GLRC’s Shawn
Allee has more:


Jamie Bigelow makes a living building houses in suburbia. He takes a
dim view of his profession. For Bigelow, most suburbs don’t let
neighbors be… well, good neighbors. After all, homes are too far apart
for people to really meet one another and everyone has to drive far for
work or to just go shopping. According to Bigelow, families are looking
for something better.


“We believe there’s a growing market for people who want to be
interconnected and live in interconnected neighborhoods and housing,
primarily in the suburbs, no longer supplies that.”


So, about ten years ago, Bigelow and his father tried building one of these
interconnected neighborhoods in a Chicago suburb. They wanted shops
and parks nearby. They also wanted to close some streets to cars, so kids
could play safely near home, but one detail nearly derailed the project.


Under the plan, houses would sit close together on small lots. The local
zoning board hated this idea. According to Bigelow, they said small houses
would break the local school district’s budget.


“They want large houses on large lots, because for the school district,
that will give them a lot of taxes with not as many kids because there’s
not as many houses.”


The planners wanted Bigelow to build bigger, pricier houses. Bigelow and his
family fought that and eventually won. They did build that compact suburban
neighborhood, but victories like that are rare. Often, the area’s local
governments try to protect schools’ tax revenue by promoting large homes and lawns.


“They’re actually behaving, or reacting, very rationally.”


That’s MarySue Barrett of the Metropolitan Planning Council, a
Chicago-based planning and advocacy group. She says growth
sometimes overwhelms schools, and it can catch taxpayers and parents
off guard.


“They don’t have the revenue from their local property tax to pay for
hiring new teachers, so their class sizes become thirty-two, thirty-three.
And that family who said, Wait a minute, I came out here for good schools, now
I’m going to an overcrowded school? It’s the last thing I thought was
going to happen.”


From the schools’ perspective, larger lot sizes solve this problem. Big
lots mean fewer kids per acre. Larger houses bring in more property
taxes. That means higher taxes cover costs for the few kids who do
move in.


Barrett says the trend’s strongest in states like Illinois, where schools rely
heavily on property taxes. She says in the short term, the strategy keeps
schools flush, but it also pushes the suburban frontier outward, into rural
areas. That wastes land and hurts our quality of life.

The day’s over for this high school in Northern Illinois. A throng of
teens heads toward a line of thirty yellow school buses. Some of them
spend up to three hours per day riding between school and home.


Inside, Superintendent Charles McCormick explains what’s behind the
long rides. He says the district’s large size is partly to blame, but there’s
another reason. The area’s subdivisions are spread among corn fields,
far from existing towns and from each other.


“Well, the land use pattern itself disperses the students, so when you look
at what bus routing means, the position of one student can add ten to
fifteen minutes to a route.”


McCormick says local governments in his school district encouraged big
homes and lots, but even his schools can barely keep up with the costs of
educating new students. He says suburban planners just can’t risk
bringing in smaller homes and more kids.


“Well, if you were to run a business the way growth affects school districts,
you’d be broke because you cannot keep up with rapid growth that produces
for every student, a deficit.”


That’s because even high property taxes don’t fully pay for each
student’s education.


Land use experts say reliance on property taxes for education puts
suburbs in a tight spot. Some want to try allowing smaller homes or
even apartments, but school funding’s a stumbling block.


Like other reformers, MarySue Barrett has been pushing for an
alternative. She wants state government to kick in a bigger share of
education dollars. The idea’s to have enough funding for each kid, regardless
of how large or expensive their home is.


“And if we have a different way of paying for our schools that’s less
dependent on the property tax, we’ll begin to move away from this
problem that’s put a choke hold on so many communities.”


It will be an uphill fight, because states are reluctant to change their tax
structures, but Barrett says it’s the worth the political cost. She says, if
we want alternatives to suburban sprawl and its traffic congestion, we
need new ways to pay for education.

Teachers Rap for Energy Conservation

All of German Valley Elementary School’s 100 students are gathered in the
gymnasium to learn about saving the world…


“You guys are the ones who are going to have to worry about this stuff down
the road as you become adults and go out into the world. We always want to
plan, don’t we fifth grade.”


“Yes.”


These kids are about to get a lesson in saving the planet. Although German
Valley Elementary is surrounded by farmland, the students are going to be
treated to a rap concert as part of that lesson. Their teachers are the rap stars,
trying to drive the message home…

The unusual school assembly is the kick-off event in a program called PEAK,
which stands for Preserving Energy for All Kids. It’s funded by a legal
settlement against one of the biggest power companies in Illinois: ComEd.
An audit found ComEd under funded its infrastructure. As part of a court
settlement, money was set aside to encourage energy conservation.


David Kolata is Executive Director of the Citizen’s Utility Board. The
consumer advocacy group is one of the agencies charged by the courts with
dispersing the 16 million dollar ComEd settlement.


“The mandate is simply to use that money to reduce our energy usage as
much as we can. We’ve taken the approach that there are multiple programs
out there that makes sense and we’re trying to see…basically pilot programs
to see what works and what doesn’t.”


So, German Valley Elementary is a testing ground. The school was
recommended by State Representative Jim Sacia. Sacia says educational
programs such as PEAK are crucial as younger generations face growing
questions about energy shortages in the future.


“I think it’s just so important that they learn at a young age the importance of
conserving energy and to consider alternative energy sources so that they can
make the world a far more energy-efficient place in years to come.”


The PEAK program includes more than school assemblies and teachers
mimicking rappers. The bulk of the lessons take place in the classroom…

Teachers at schools participating in the PEAK program use teaching
materials generated by a California-based organization. One of the first
lessons is about the difference between standard light bulbs and compact
fluorescent light bulbs. Those bulbs use about one-third of the energy of a
standard incandescent light bulb, and can last up to ten years.


Students are given an assignment: to go home and count all of the light bulbs
in their house. Then they’ll figure out how much money their parents could
save by switching to compact fluorescents.


The PEAK program is in its beginning stages at German Valley Elementary,
but the message of energy conservation seemed to be hitting home with fifth
grader Brian Kraft:


“Because if we’re older and we don’t have any energy there will be nothing
to do and see.”


“How do you want to save energy yourself?”


“Turn lights off, play outside more than play inside.”


Playing outside means less TV watching and video game playing… and that
saves energy too.


Fifth grade science teacher Robert Nelson says the initial phase of the PEAK
program has generated positive feedback from children and their parents.


The school intends to sell compact fluorescent bulbs as a fundraiser later in
the school year.

Democratic Governor Rod Blagojevich says he first became aware of the
dangers of mercury when his pregnant wife began limiting how much
fish she ate.


Coal-burning plants emit Mercury into the atmosphere. It eventually
ends up in the water supply, contaminating fish.


Blagojevich says current federal standards are inadequate. He wants
plants to contain 90 percent of the mercury pollution they create within 6
years.


“What we’re doing here today is protecting Lake Michigan. Our Lake.
Not just the lake of the city of Chicago, not just the lake of those of us
who live in Illinois, but the Lake that our whole country has come to rely
on and it’s critical for us to protect our natural resources, our lakes and
our rivers and our streams.”


Blagojevich says his proposed standards are among the toughest in the
nation. Critics say the extra financial burden could cause businesses to
move to neighboring states, but Blagojevich says he hopes other Great
Lakes states adopt similar measures.

For most of us, getting rid of the garbage is as simple as setting it at the curb. But not everyone can get garbage pick-up. So, instead, they burn their trash. The Great Lakes Radio Consortium’s Lester Graham reports… that choice could be affecting your health:

curb, but not everyone can get garbage pick-up. So, instead, they burn
their trash. The Great Lakes Radio Consortium’s Lester Graham
reports… that choice could be affecting your health:

It’s not been that long ago that people everywhere but in the largest cities
burned their trash in a barrel or pit in the backyard. That’s not as often
the case these days. Garbage trucks make their appointed rounds in
cities, small towns, and in some rural areas, but they don’t pick up
Everywhere, or if they do offer service, it’s much more expensive
because the pick-up is so far out in the country.


Roger Booth lives in a rural area in southwestern Illinois. He says
garbage pick-up is not an option for him.


“Well, we burn it and then bury the ashes and things. We don’t have a
good way to dispose of it any other method. The cost of having pick up
arranged is prohibitive.”


He burns his garbage in the backyard. Booth separates bottles and tin
cans from the rest of the garbage so that he doesn’t end up with broken
glass and rusty cans scattered around.


A lot of people don’t do that much. They burn everything in a barrel and
then dump the ashes and scrap in a gully… or just burn everything in a
gully or ditch. Booth says that’s the way most folks take care of the
garbage in the area. No one talks about the smoke or fumes put off by
the burning.


“I haven’t ever thought much about that. So, I don’t suppose that I have
any real concerns at this moment. I don’t think I’m doing anything
different than most people.”


And that’s what many people who burn their garbage say.


A survey conducted by the Zenith Research Group found that people in
areas of Wisconsin and Minnesota who didn’t have regular garbage
collection believe burning is a viable option to get rid of their household
and yard waste. Nearly 45-percent of them indicated it was
“convenient,” which the researchers interpreted to mean that even if
garbage pick-up were available, the residents might find more convenient
to keep burning their garbage.


While some cities and more densely populated areas have restricted
backyard burning… state governments in all but a handful of states in
New England and the state of California have been reluctant to put a lot
of restrictions on burning barrels.


But backyard burning can be more than just a stinky nuisance. Burning
garbage can bring together all the conditions necessary to produce
dioxin. Dioxin is a catch-all term that includes several toxic compounds.
The extent of their impact on human health is not completely know, but
they’re considered to be very dangerous to human health in the tiniest
amounts.


Since most of the backyard burning is done in rural areas, livestock are
exposed to dioxin and it gets into the meat and milk that we consume.


John Giesy is with the National Food Safety and Toxicology Center at
Michigan State University. He says as people burn garbage, the dioxins
are emitted in the fumes and smoke…


“So, when they fall out onto the ground or onto the grass, then animals
eat those plants and it becomes part of their diet, and ultimately it’s
accumulated into the animal and it’s stored as fat. Now, particularly with
dairy cattle, one of the concerns about being exposed to dioxins is that
then when they’re producing milk, milk has fat it in, it has butter fat in it,
and the dioxins go along with that.”


So, every time we drink milk, snack on cheese, or eat a hamburger, we
risk getting a small dose of dioxin. Beyond that, vegetables from a
farmer’s garden, if not properly washed, could be coated with dioxins,
and even a miniscule amount of dioxin is risky.


John Giesy says chemical manufacturing plants and other sources of
man-made dioxin have been cleaned up. Now, backyard burning is the
biggest source of dioxins produced by humans.


“So, now as we continue to strive to reduce the amount of dioxins in the
environment and in our food, this is one place where we can make an
impact.”


“That’s the concern. That’s the concern, is that it’s the largest remaining
source of produced dioxin.”


Dan Hopkins is with the Environmental Protection Agency. He says,
collectively, backyard burning produces 50 times the amount of dioxin as
all the large and medium sized incinerators across the nation combined.
That’s because the incinerators burn hot enough to destroy dioxins and
have pollution control devices to limit emissions. Backyard burning
doesn’t get nearly that hot and the smoke and fumes spread unchecked.


The EPA wants communities to take the problem of backyard burning
seriously. It wants state and local governments to do more to make
people aware that backyard burning is contaminating our food and
encourage them to find other ways to get rid of their garbage.


“(It) probably won’t be a one-size-fits-all solution, but by exchanging
successful efforts that other communities have had, we should be able to
help communities fashion approaches that have a high probability of
success.”


But public education efforts are expensive, and often they don’t reach the
people who most need to hear them. The EPA is not optimistic that it
will see everyone stop burning their garbage. It’s not even a goal. The
agency is just hoping enough people will find other ways to get rid of
their trash that the overall dioxin level in food is reduced.

Progress on Lead Rules?

Home rehab contractors sometimes dislodge old lead-based paint. The debris and dust
threaten kids. So, Congress asked the Environmental Protection Agency to regulate rehab
work. That was in 1992, but there are still no rules.


Recently, though, Illinois Senator Barack Obama challenged the EPA. He said he’d
block a key EPA staff appointment until the agency proposed regulations. Now, the
EPA’s promised a draft by year’s end, and that’s welcome news to children’s advocates, but some of them like Anita Weinberg of
Lead-Safe Illinois are wary.


“We want to make sure that they are substantive and that they’re going to have an impact.
So it’s great to have regs being drafted, but we don’t yet know what the content is going to be.”


It’s unclear whether Congress will approve any lead paint rules at all. They might
hesitate, because new regulations could increase home repair costs.

Several Midwest universities will be part of a controversial effort to
improve the recycling of nuclear waste. The Great Lakes Radio Consortium’s
Chuck Quirmbach reports:


Spent nuclear fuel is piling up at many commercial nuclear power plants around the nation.
Scientists know how to re-process and re-use the fuel. but that’s currently not done
in the U.S. nuclear industry.


Michael Corradini is an Engineering Physics Professor at the University of Wisconsin-Madison.
He says the re-use of nuclear waste can be improved… and he contends this is the moment to do
it.


“And with the need for energy… particularly electrical energy… this is a way to more efficiently
deal with our spent fuel.”


Wisconsin and other Big Ten universities with nuclear engineering programs will team up with
the University of Chicago for a recycling project at the Argonne National Lab in Illinois. But an
anti-nuclear group contends that trying to recycle more nuclear waste makes it more likely some
spent fuel will be made into bombs. The university scientists say safeguards will be taken to
prevent that from happening.

Keeping Out Cwd-Infected Carcasses

Wildlife officials are working to stop the spread of Chronic Wasting Disease. The disease is contagious among deer and elk and attacks the brains of infected animals. Officials are trying to keep deer and elk hunters from driving carcasses across state lines. The Great Lakes Radio Consortium’s Brian Bull reports:

The disease is contagious among deer and elk and attacks the brains of infected
animals. Officials are trying to keep deer and elk hunters from driving carcasses

So far chronic wasting disease, or CWD, has been found in wild deer in Wisconsin,
Illinois, and New York. Thomas Courchaine hopes to keep it that way.
He’s with the Michigan Department of Natural Resources. He says hunters
returning from neighboring states often bring in whole deer carcasses for meat
processing or taxidermy. Courchaine says by law people can only bring in de-boned meat, antlers
or hides:


“We ran into a problem last year, a lot of Wisconsin folks bringing deer up to be processed into
Michigan. And this is a Michigan law, it’s in our digest, but if a person hunts in Wisconsin there’s
not a good way for him to realize it’s against the law unless he takes the time and effort to call
people in Michigan.”


Courchaine says violators could pay up to 500 dollars and spend up to 90 days in jail. CWD has
not yet been found to be contagious to humans, but officials warn against eating infected meat.
