Billions of fish are raised in hatcheries and released into lakes and
rivers.


But a new study in the journal Science says there could be
problems with that. The researchers found a type of salmon bred in
captivity quickly adapted to their less stressful life in the hatchery.
So they weren’t prepared for a cutthroat life in the wild.


Michael Blouin is an author of the study. He says the babies of
captive-bred fish have trouble finding food and aren’t very good at
escaping predators.


“If you have large numbers of hatchery fish mixing with wild
populations, the fear is they’ll be passing those genes to the wild
population and thereby dragging down the fitness of the wild
population.”


Blouin says this has not been proven outside of the laboratory yet, but he says the lab results raise some concerns about the widespread
use of captive fish to boost wild fish populations.

Feds Say No to Private Developers

For most of the last century, the federal
government has engaged in a practice known as “land
swapping.” That’s where the federal government sells
or trades land with private property owners. In recent
years, land swapping has become increasingly controversial
as developers build neighborhoods on previously undeveloped
public land. But one federal agency has put an end to the
practice. Some conservationists hope this recent development
represents a new era for the protection of federally-owned
land. Matt Shafer Powell reports:

For most of the last century, the federal
government has engaged in a practice known as “land
swapping.” That’s where the federal government sells
or trades land with private property owners. In recent
years, land swapping has become increasingly controversial
as developers build neighborhoods on previously undeveloped
public land. But one federal agency has put an end to the
practice. Some conservationists hope this recent development
represents a new era for the protection of federally-owned
land. Matt Shafer Powell reports:


In the 1930s and 40s the federal government used eminent domain, or the threat of it, to
seize land all over the country. It bought up the land to build dams to make electricity.
One of the biggest projects took place in the Southeastern US. That’s where the federal
government created the Tennessee Valley Authority and flooded much of the Tennessee
River Valley. What was once deep gullies and hillsides became lakes and reservoirs
surrounded by forests. The TVA still owns about 300,000 acres of undeveloped land
throughout the region. For most of the last seventy years, the public has used this land
for recreation and conservation. Billy Minser is a wildlife biologist. He says the public
is very protective of that land:


“It provides outstanding public resource for recreation and beauty, it gives people a place to
rekindle the human spirit, a place to relax, hunt, fish, camp, bird watch or maybe to sit
home and think about how pretty the lakes are.”


In 2003, the TVA angered conservationists like Minser when it traded some of that land
to a residential developer, who built an upscale subdivision on it, and it happened again
last year with another swatch of pristine lakeshore property. Minser claims those deals
betrayed the public, but they also betrayed those families who lost their land to the
government years ago:


“If the government takes your house and bulldozes it down because it’s not enough value
and then sells it to me so I can build another house on it in the same place. Is that right?
That’s wrong. That is absolutely wrong and the public’s done with it.”


Land exchanges are nothing new. Federal agencies like the US Forest Service and the
Bureau of Land Management have been swapping land with private property owners and
state and local governments for decades. The practice is often used to fill in holes in
national forests or get rid of land that the government can’t use. Glenn Collins is with the
Public Lands Foundation. In some cases, he says the feds end up with more and better
land, but that means a lot of previously untouched land ends up in the hands of
developers:


“The federal lands that are placed into private ownership invariably go into development.
Either the land, the large blocks are subdivided into smaller blocks on paper, there may
be roads, improvements, it’ll be put up for sale.”


Over the years, the public has become increasingly wary of these land swaps. In the
Tennessee Valley, public outcry about the deals eventually forced a change in the TVA’s
philosophy. The agency’s Board of Directors recently voted to approve a new policy that
bans the sale or trade of TVA land to private residential developers:


“All those in favor of the committee’s policy on land, say aye.”


“Aye.”


“Opposed?”


“No.”
That one dissenting vote came from board member Bill Baxter, demonstrating the fact
that not everyone is wild about the ban. In explaining his “no” vote, Baxter echoed the
sentiments of economic development officials who worry that an all-out ban on
residential development will compromise their chances of attracting people and money to
the region. Baxter used the example of rural communities that would normally have a
hard time attracting industry:


“Perhaps their best hope for doing some economic development and increasing the tax
base so they can improve the schools for their kids and their roads and their health care is
to have some high-end residential development. It’s a beautiful part of the country and
we’re fortunate that a lot of people want to retire here.”


In the end, Baxter’s claims that residential development is economic development failed
to resonate with either the public or his colleagues on the board. After the vote at the
TVA’s board meeting, Michael Butler of the Tennessee Wildlife Federation called the
new policy a “monumental accomplishment.”


“I think it’s also part of a sound quality-of-life and tax policy into the future to look at
how we use conservation lands to really develop a sustainable way to have a growing
economy, which has got to be part of the equation, and to have a place where these
people can go enjoy themselves that isn’t in front of a television set all the time.”


The fact that the government used eminent domain to acquire a lot of the TVA’s land
means the people in the region are passionately vigilant about what happens to it, but the
public’s passion for land isn’t exclusive to the Tennessee Valley. And so the decisions
made here could have a long-term effect on the way the government approaches future
land exchanges throughout the country.

Cement plants emit mercury from both the coal they burn and from processing limestone, an ingredient of cement. But the EPA has never regulated the mercury emissions. The agency said it would be too costly for the industry. Cement manufacturers say they plan to voluntarily reduce mercury emissions over time.


But Michael Wall of the Natural Resources Defense Council says the EPA needs to exert control over the plants now.


“It would be as if we took a segment of the coal-fired power plant industry and just said ’emit mercury freely, we’re not going to do anything about it.’ That makes really bad policy and it’s really bad for our public health.”


An EPA spokesman says the agency is taking a second look at the issue, in light of stack tests showing some plants may have been grossly underestimating their mercury emissions.

The U.S. Departments of Defense and Homeland Security have ordered a
study on whether spinning wind turbine blades disturb local radar
systems. They’re concerned it might be more difficult to use radar to
spot planes.


Renewable energy advocate Michael Vickerman acknowledges the
turbines might cause some radar clutter, but he says that can be reduced
with special filters on the radar and changes in the tracking systems
protocol. He says more study of the issue is just causing financial
headaches.


“There’s the lost revenues for host landowners, lost revenues for host
communities, lost opportunities for construction jobs, this has a very
serious impact.”


But some people who don’t like the idea of wind farms being built next
door to them say the government does have real national security
concerns.

The European government is considering legislation that would require
companies to provide detailed information on the chemical make-up of
all products. Not just new products, but existing products too.


Michael Wilson is a researcher at the Center for Occupational and
Environmental Health at the University of California Berkeley. He says
the new rules will prompt American companies to make healthier
products.


“Producers are not going to want to introduce a chemical into the EU that
could potentially fail to pass the authorization process. And so, already
they’re starting to think about alternatives to carcinogenic chemicals, for
example.”


The American Chemistry Council says the approach in the U.S, which
encourages voluntary actions on the part of industry, works fine.

neurotoxin that can cause brain damage in fetuses and small children.

Pennsylvania officials say the EPA’s current mercury standards threaten
public health. That’s why they announced a plan this week to reduce
mercury pollution by 90 percent within the next decade.


Michael Fiorentino is an environmental lawyer and a member of a
committee that will review the plan.


“Pennsylvania has some very significant coal fired power plants and the
mercury emissions are also significant so it’s the perfect opportunity for
the state to step in and do more than what the federal government was
willing to do.”


Industry representatives in Pennsylvania say the new standards will put
the state’s power plants at a competitive disadvantage. They support the
less stringent federal guidelines.


With three dozen coal burning plants, Pennsylvania is one of the largest
mercury polluters in the country.

their public school science curricula, but at least one state is specifically
looking at keeping creationism away from the classroom. The Great
Lakes Radio Consortium’s Chuck Quirmbach reports:


When biochemist Michael Cox hears about attempts to bring the
religious-based idea called, intelligent design, into the k-12 classrooms,
he worries about an atmosphere less conducive to research. Cox says he
also worries about today’s students.


“If you are confusing students about what science is and what constitutes
science in grade school and high school, those students are less likely to
become scientists… and if they choose to become scientists they’re gonna
have a great deal of difficulty with science college programs.”


Cox is a professor at the University of Wisconsin-Madison. He supports
a bill in the Wisconsin Legislature that would clarify what could be
taught in public school science classes. The measure would require that
material be testable as a scientific hypothesis and be consistent with
definitions of science developed by the National Academy of Sciences, but
critics say the bill is an attempt to block the teaching of creationism.

comes news of another kind of ark – one designed to help save the
world’s plants. The Great Lakes Radio Consortium’s Sandy Hausman
has that story:

You might say Pati Vitt is looking for the right stock to fill the ark.
She’s dressed in jeans and a t-shirt, her long brown hair in braids, a field
notebook in hand, and a pencil tied to her pants. For nine months of each
year, she wanders along railroad tracks, through old cemeteries and
nature preserves, filling shopping bags with the seeds of prairie plants.


Vitt is a conservation scientist with the Chicago Botanic Garden. She has
studied these plants since she was a child. She knows their Latin names.
She dreams about them at night. She even knows the intimate details of
their reproductive lives:


“One does it having teeny little flowers and taking small little bees, and
another one does it by having huge flowers and lots of nectar and they
have really big bees or maybe a moth that pollinates them.”


And, she says, prairie plants are hearty. Native to the Upper Midwest,
they can handle icy winters and long, hot droughts, but they can’t fight
plows or bulldozers. Farmers and developers have destroyed almost all
the land where prairie plants once grew. Today, one-tenth of one percent
of the original prairie remains.


“That means that what we’re looking at right here is one-tenth of one
percent of the population that this plant once enjoyed. I’m sorry. Even
though there’s a lot in this prairie, this plant should be endangered,
because there are so few acres of its habitat left and everyday we’re
coming and we’re taking more and more of it. The prairie habitat is more
endangered than tropical rainforest.”


That worries Vitt, not only because she thinks the prairie plants are
beautiful, but because they may have value to people. For example, she
says about half of our modern medicines came – originally – from plants
or the fungus found in the soil beneath them.

“If you think about penicillin… penicillin came from mold. We might be
standing on a treasure trove of antibiotics, which we need, but if we let
the plants go, we let the soil fungi go, we let the potential antibiotics go.”

So Vitt is collecting prairie seeds from about 1,500 plants and shipping
them to the English countryside.

Just south of London, the British government has built what it hopes will
be the largest seed bank in the world devoted to wild plants. The
building looks like a series of greenhouses made from concrete, stone,
glass and steel. In the basement, fire and bombproof vaults hold billions of
seeds from 24,000 species:


“That’s the exciting bit. We thought big.”


Michael Way is a scientist at the Millennium Seed Bank. He says it’s
needed now because a lot of wild plants are in danger of
disappearing because of global warming and the pace of human
development. Way believes a third of the world’s plant species could be
gone by 2050.


“You hope that the worst is not going to happen. Of course, from time to
time the worst does happen. If a plant population is destroyed, if a
decision is taken to build houses or factories or roads on a particular area
which was home to some quite special plants, seed banking is one tool
you can use to protect that genetic diversity that might be unique to that
site.”


Each day, seeds arrive from Africa, Australia, Europe, the Middle East
and the Americas. They sit in colorful plastic crates — waiting to be
cleaned, dried and frozen. Way says these seeds could survive for a
century or more.


“Seeds are tough – small but tough, and the whole point of seeds is to be
dormant and allow themselves to be transported around, so unless we do
something really stupid, they will remain viable.”


Back in the U.S., Pati Vitt says seed banks like the one near London
could mean the survival of humanity, since people can’t live without
plants.


“I think fundamentally we all understand that we are a part of nature, but
in our daily lives we get so cut off from it that we forget.”


She sees the Earth as a garden, and she wants people to act like
gardeners. Setting up seed banks is an important first step.


“We will have the tools that we need to bring things back if necessary.”

The United States Coast Guard is trying to find something missing on the Great Lakes this
winter. They’re looking for ice. The Great Lakes Radio Consortium’s Mike Simonson reports:


There’s no significant ice on the Great Lakes. Coast Guard Petty Officer Michael Damren at
Sault Saint Marie, Michigan says the little ice that’s out there is thin.


“But other than that, sir, It’s been really, really warm here this winter. The whole place should be
covered in ice right now, but there’s hardly any out here at all.”


Perhaps even more unusual is that fishing boats have been operating on Lake Superior’s south
shore. Eric Johnson has been fishing for 50 years, but he says casting out nets in mid-January
doesn’t happen very often.


“Well, just occasionally. I think we fished up to about this time in about ’83. Normally we quit about
the middle of December.”


The weather is turning a little colder. The Coast Guard is concerned about people going out on
thin ice. An old Coast Guard saying is that ‘the only safe ice is in a glass of scotch.’

have children. That’s because some fish contain elevated levels of
mercury. Mercury is a toxic contaminant that can cause neurological
damage. Julie Halpert filed this report about the harms mercury can
cause:

We’re continuing our series ‘Ten Threats to the Great Lakes.’ One of the
threats identified by experts was air pollution that in turn pollutes the
lakes. The Great Lakes Radio Consortium’s Lester Graham is our guide
in this series. He says the next report looks at one pollutant that
eventually affects people.


There’s no disputing that fish is healthful food, but too much of certain
kinds of fish can be dangerous, especially if you’re a woman planning to
have children. That’s because some fish contain elevated levels of
mercury. Mercury is a toxic contaminant that can cause neurological
damage. Julie Halpert filed this report about the harms mercury can
cause:


Three years ago, when she was 18, Ayla Brown was healthy, but
suddenly, she started getting sick all the time. She was always tired, she
became anemic and had sore throats. Her tonsils had deteriorated so
much that they had to be removed. Her doctor couldn’t figure out why,
so he decided to test her for heavy metals poisoning.


The result? Ayla’s mercury levels were off the charts. They were five
times higher than the normal level. Her entire family was tested and
their levels also were above normal.


“The only conclusion we could come to is that in the past year or so since
we had moved to Ann Arbor, we had started eating a lot of fish and a lot
of fish that we now know is very known to be high in mercury, such as
swordfish and tuna and stuff like that.”


The Browns ate several meals of fish every week. Some of it was
ocean fish. Some of it was Great Lakes fish. After the diagnosis, they
cut fish out of their diet altogether. Within a year, the mercury levels
returned to normal.


“You are trying so hard to eat healthy and my family always was very
health conscious and so it’s so frustrating when you’ve done something
that you thought was good for you and realize that it was completely the
wrong thing.”


Fish are generally considered part of a healthy diet, but not all fish are
entirely safe. That’s because of mercury. Mercury exists naturally in the
environment at low levels, but higher amounts are getting into the food
chain.


Coal-burning power plants emit mercury, which eventually settles into
the Great Lakes. Then, aquatic microorganisms convert the substance
into methyl mercury, which is more toxic.


Those microorganisms form the base of the food chain. Small fish eat
microorganisms. Then, larger fish eat the smaller ones. As that happens,
the mercury concentrations escalate, making big large mouth fish like
trout, salmon and some walleye especially contaminated.


When people eat the fish, the mercury is passed on to them. Women of
childbearing age and their fetuses are most at risk.


Michael Carvan is with the University of Wisconsin-Milwaukee’s Great
Lakes Water Institute. He says the exposure isn’t just from the fish that
women eat while they’re pregnant. A woman can pass her entire lifetime
load of mercury to her baby. He says that 15% of all women of
childbearing age have high enough levels so that their fetuses will
contain mercury of one part per million or higher.


“Even at really low levels, around one part per million, you’re talking
about some subtle coordination difficulties, you’re talking about
problems with memory and problems with neuro-processing and IQ
deficits.”


Because of these concerns, the Environmental Protection Agency and
the Food and Drug Administration issued an advisory for women of
childbearing age and children, suggesting they eat fish and shellfish only
twice a week.


But one expert is concerned by all this talk about how mercury harms
people. John Dellinger was on a task force, which provided guidance on
fish consumption advisories. Dellinger studied people who lived on
Lake Superior who he thought would eat a lot of fish, but he found
something else.


“We basically discovered that from an epidemiologic point of view, these
populations have other things that are adversely affecting their health,
that in fact will probably overshadow anything we’re going to see from
the contaminants in their fish.”


Dellinger said the people were so concerned about contaminants in
fish, that they started relying on store-bought, processed food instead.
Those foods were higher in fat and sugar and contained other, less
healthful, ingredients. So, obesity and diabetes caused health problems,
not mercury poisoning, and Dellinger says that ended up being a worse
situation.


He says the key is to choose wisely, avoiding fish such as swordfish,
tuna steaks and the larger predator Great Lakes fish that are high in
mercury. That’s the only measure you can take right now, but that doesn’t
solve the problem. The real challenge will be to get rid of the mercury
that ends up contaminating the fish.
