premature deaths each year. Now, environmental watchdog groups worry that recent changes to
Clean Air Act regulations will allow these aging power plants to continue to pollute. The Great
Lakes Radio Consortium’s Annie MacDowell reports:


Most of the coal-burning power plants in the Midwest are more than 25 years old.


Under EPA regulations, called New Source Review, these grandfathered power plants would
have to install modern pollution controls if they undergo any major upgrades.


Recently, the EPA relaxed standards on New Source Review regulations.


The EPA says the changes will cut through a lot of red tape and will provide flexibility for power
plants to improve and modernize their operations.


But environmentalists say the Bush Administration is catering to big business.


Howard, Lerner is Executive Director of the Environmental Law and Policy Center. He says the
changes to New Source Review regulations will let old power plants stay dirty.


“This is a break that’s being given by the Bush Administration for the coal industry, for the
utilities, the oil refineries and it comes down to a classic case of what’s good here for some of the
highly-polluting power plants is bad for the public when it comes to clean air and good health.”


Meanwhile, a group of Northeastern states that say they receive air pollution from Midwest
power plants plans to file suit challenging the changes.

The Challenge of Managing Fragmented Forests

In the Great Lakes states, many of the original forests were cut down. They were cleared for homesteading, farming, and for the wood that fueled the age of steam. But over the past several decades, some of the forests have been growing back. Many of the new forests are confined to small patches or woodlots surrounded by farm fields. These woodlots are small havens for animals. But some foresters, biologists, and environmental groups are concerned that those forests are simply too small and too fragmented. The Great Lakes Radio Consortium’s Cristina Rumbaitis-del Rio prepared this report:

decades, some of the forests have been growing back. Many of the new forests are confined to
small patches or woodlots surrounded by farm fields. These woodlots are small havens for many
animals. But some foresters, biologists, and environmental groups are concerned that those
forests are simply too small and too fragmented. The Great Lakes Radio Consortium’s Cristina
Rumbaitis(rum-bite-us)-del rio (del-rhee-o) prepared this report:

“This little woodlot is large enough to house one pair of downy woodpeckers and one pair of
white breasted nuthatches.”


Thomas Grubb is a Biology Professor at Ohio State University. Instead of lecturing to a classroom
today, he’s strolling through a small, private woodlot next to a cornfield in central Ohio. This is
one of the study sites where he looks at how forest fragmentation affects woodland bird species.


He says just as in many areas of the Midwest, Ohio’s forests are highly fragmented because
instead of having the forest concentrated in one big area, the forests are carved up into small
patches, scattered throughout a largely agricultural landscape. While 90% of Ohio was covered
with forest before European settlement, now less than a third of the state is considered forested.
And according to Grubb, this part of Ohio has even less forest.


“This plot is about 3% forested and that’s not much forest. This landscape is probably as little
forested as any you’re likely to find.”


Grubb and his students are working with woodlot owners to see if the size of a woodlot affects
the number of birds living there and their survival. He says bird survival is better in larger
woodlots than in smaller ones.


“One of the things we think is happening in these small woodlots, these permanent resident birds
that are there all winter- they can’t get out of the wind, and so they have tremendously high
metabolic rates trying to stay warm.”


Smaller woodlots may be colder than larger ones because there’s fewer trees to block the wind.
Smaller woodlots also have less food for birds, and in the winter birds may starve trying to get
enough food to stay warm.

Forestry officials, scientists, and environmental groups agree forest fragmentation is one of the
most serious problems facing Ohio’s forests. Fragmentation is a problem for a number of reasons
beyond the fact that it represents a loss of forest habitat. According to Ohio State University
Ecologist, Ralph Boerner, the smaller a forest patch is, the fewer number of species that can live
there.


“The smaller a forest patch, the less diverse it is. And you particularly lose species that need
large areas in which to gather food.”


Boerner says smaller patches may also have a harder time recovering from disturbances – like an
insect outbreak or a tornado.


“We also believe there is a link between how diverse an ecosystem is and how stable it is in the face of disturbnace, so when you lose diversity there’s the potential to lose stability, lose the ability to bounce back
from disturbance.”


Breaking up the forest into patches also isolates animal and bird species that can’t or won’t cross
agricultural fields to get from one forest patch to another, and that means less genetic diversity
because they can’t mate with animals outside of their forest patch. So some woodlots are just too
small for certain species to survive.


Fragmentation also makes managing forest land more difficult. Most of Ohio’s forested land is
privately owned. Ohio Division of Forestry official, Tom Berger, says this makes managing
almost an impossible task.


Well, you’ll have 10 people and they’ll have 10 different views on how to manage it or what’s
valuable to them and they all have that right.”


Division of Forestry officials can give landowners advice, but they can’t tell a landowner what
their priorities should be. Berger says this often means neighboring patches of forest are managed
for completely different interests. Berger wishes he had more tools at his disposal to get land
owners to manage their land collectively.


“I wish we could put together some programs or some incentives, monies available through the
state or federal government that would really encourage landowners to work together to form
blocks or units that would be managed in the same way.”


Managing isn’t the only challenge. Berger says keeping the land at least partially forested is
becoming a problem as people choose to build homes in woodlots, particularly in areas near
cities.


“Not only is the woods scattered that we have fragmented, but a lot of them continue to
disappear too, especially in the urbanized areas in Columbus and around the state.”


Ohio State University Biologist, Thomas Grubb, says there are may reasons for protecting
woodlots, but his favorite reason is because it’s a pocket of nature in a sea of developed land.


“This is worth preserving just because it’s like it is and we ought to just leave it alone. This enriches our lives.”


The average woodlot size in Ohio is 20 acres, and it changes hands frequently – every seven years on average. The small size and the quick turnover make it nearly impossible for the state to
encourage owners to establish any kind of useful management practices. That means there’s little
to be done to help keep the forests from further deterioration.

island is not universally accepted. The Great Lakes Radio Consortium’s Jonathan Ahl

Jim Baldwin is driving his small boat along an island in the Illinois River, the body of
water that connects the Great Lakes to the Mississippi River. He is an environmentalist
that has been watching this portion of the river for years, and likes what he sees. He’s retired now,
and spends most of his time either at his cabin on the riverfront just north of Peoria, Illinois
or working with environmental groups looking to preserve rivers and streams. These
islands are not natural. The Army Corps of Engineers made them ten years ago. Baldwin
says since then, it’s not uncommon for him to take his boat out and see fifty to a hundred
pelicans.


“Everybody tells me that until this island was built, they never even stopped here. Now
some of them stay year round.”


The Corps built the islands by dredging silt and sediment that had been clogging nearby
portions of the river. The theory is the manmade islands would provide a buffer from the
river flow, and create an area of deep water that could provide habitat for sport fish. It
would also provide a feeding area for migrating birds.


John Marlin is a researcher with the Illinois Department of Natural Resources. He says the
program has been a success.


“The islands stop the large waves that come across the lake and there is a calm area behind
the islands the waterfowl seem to appreciate. Also, the birds such as pelicans and alot of the wading birds are using
the islands as resting areas.”


Marlin says the islands are growing thick vegetation, and the soil dredged from the river
has proven to be free of any pollutants that are present in some river sediments.


But not all environmentalists sing the praises of manmade islands. Some believe these
new islands will suffer the same fate of the natural islands that are now gone.


Tom Edwards is the head of River Rescue, an environmental group focusing on rivers. He
says the man made islands are only a temporary fix:


“The islands are an illusion. All of the wonderful that they say are going to result from the islands are not going to result. We have 113 islands in the river right now, and it hasn’t
resulted from a single one of them. So let’s learn from what’s here right now. So they are
going to dig the water deeper around these islands and hope that’s going create deep water.
It will be very temporary. Deep water amounts to a silt trap.”


Edwards says it is just a matter of time until the sediment fills up the deep water areas created by the manmade islands. He says until there are significant changes in land-use policy that keep sediment from entering rivers, manmade islands will only be a quick fix.


But river activist Jim Baldwin says many states and local governments are starting to adopt
land use policies that will keep sediment out of the Midwest Rivers and streams. He also
says using dredged materials to create the islands will help alleviate the problem. He says most importantly, the manmade islands are getting the job done.


“It does two things. Number one is it provides the deep water that we need for fisheries.
The island itself will grow trees and habitats for all kinds of birds. It will do that. That’s what it’s all based on is those two things.”


While the debate over man made islands continues, the Army Corps of Engineers is proposing to build two more islands on the Illinois River in the coming years.

Public Outcry Absent From Invasives Problem

  • Government, industry, and activists work to inform people about individual threats of non-native invasive species. However, there is no comprehensive approach to reducing biological contamination of the Great Lakes region.

One of the biggest environmental problems facing the Great Lakes is the introduction of foreign plants and animals. Invasive species such as the zebra mussel are causing havoc to the lakes. Local, state, and federal governments know about the problems. But there’s not been much public pressure on the governments to do much about them. The Great Lakes Radio Consortium’s Lester Graham reports:

One of the biggest environmental problems facing the Great Lakes is the introduction of
foreign plants and animals. Invasive species such as the zebra mussel are causing havoc
to the lakes. Local, state, and federal governments know about the problems. But there’s
not been much public pressure on the governments to do much about them. The Great
Lakes Radio Consortium’s Lester Graham reports:


Here’s a factoid for you. In the United States alone in the 1980’s and ’90’s, it’s estimated
that it cost more than two-billion dollars to keep zebra mussels from clogging up water
intake pipes. Two-billion! Guess who paid for that? You did – in higher bills.


Zebra mussels are an invasive species. That is, they are native to a foreign place and they
were transported here – like many invasives – by a ship. Zebra mussels were sucked up in
ballast water in a foreign port and then pumped out in a Great Lakes port. The zebra
mussels have spread all over the Great Lakes, in huge numbers. They attach to
everything, including intake pipes. They’ve crowded out native mussels. And zebra
mussels eat the microscopic plant life at the bottom of the food chain, making fish more
scarce and causing fish prices to go up.


And that’s just the beginning. There’s been something like 160 invasive species such as
foreign fish, aquatic nuisances, plants, and insects brought into the Great Lakes region
one way or another and each one has caused problems. Dutch elm disease kills trees. A
fish called round goby eats the eggs of native sport fish. Invasive mites are killing off
honey bees.


“People aren’t outraged about it. And they’re not outraged about it because, I think, we in
the public interest community and the government side haven’t done what it takes to
clearly communicate why this is a problem to people.”


Cameron Davis is with the Lake Michigan Federation, an environmental group that
works to get policies changed in the Great Lakes basin. Davis says most of the time
people just don’t understand that because the government is not doing enough to stop
invasive species from entering the country, it ends up costing them and takes a toll on the
natural environment.


“When zebra mussels, for example, get into drinking water intakes, municipalities have to
pay to keep those things out of there. That means higher rates for you and me. For other
people, fishing is impacted. Invasive species getting into the lakes can mean competition
for those native species like yellow perch because of round gobies, because of zebra
mussels and other invasive species getting into the Great Lakes.”


The government agencies which work on these kinds of problems know about them and
some things have been done to try to prevent new invasive species from being introduced
or control them once they’re here.


Tom Skinner is a regional administrator for the U.S. Environmental Protection Agency
and also heads up the EPA’s Great Lakes National Program Office. Skinner says there
are several obstacles to stopping the invasions.


“One is identifying all the possibilities out there. Two is identifying how they get into the
lakes. Three is coming up with a technical solution to deal with the invasive nature of the
species. And four is getting the resources to make sure that you put the technical
solutions into place.”


And there’s another problem – government agencies, much like people, tend to deal with
one problem at a time. For example, sea lampreys entered the Great Lakes after a canal
was opened. They decimated lake trout populations. Government agencies attacked that
problem. Asian carp are threatening to spread from the Mississippi River system into the
Great Lakes through a canal. Government agencies are putting up barriers. One problem
equals one fix.


Tom Skinner’s counterpart in Canada, John Mills with Environment Canada, says
governments are beginning to realize that stopping the spread of invasive species cannot
just be fixed one problem at a time.


“It isn’t a simple problem of just focusing in on ballast water. It’s a much broader
problem. You can get organisms coming in on wood or other commodities that will take
up residence in the basin and create havoc.”


So, there are lots of ways for invasive species to enter the Great Lakes region. But the
Lake Michigan Federation’s Cameron Davis says no one seems to be looking at the
overall problem.


“We’ve got a number of different gateways to get into the Great Lakes, but we have all
kinds of different departments looking at A) individual gateways, or B) looking at
individual species. Nobody’s really there to pull it all together. We have a big
institutional problem that way.”


And there’s no one movement among environmental groups or consumer groups to
pressure the governments to step back and look at the policies that allow shipping and
trade to continue to easily transport invasive species into the Great Lakes region.


The EPA’s Tom Skinner says government agencies are working on it.


“We’re going to continue to work with the Coast Guard, with the Corps of Engineers,
with our friends to the north in Canada and try and come up with a comprehensive
solution to these various invasive problems. But, it’s easy to say; it takes a great deal of
work and effort to do that.”


And government agencies are not getting any real kind of public pressure to do it because
the public doesn’t realize the price it’s paying for invasive species.

A Good Turn for Terns

The common tern is a bird best known for its graceful flight and dramatic dives. Over the past 50 years, its best nesting habitat in the Great Lakes has been taken over by more aggressive birds, like gulls, cormorants, and osprey. Today, common terns are a threatened species in New York and Minnesota, and monitored carefully in other states. A couple years ago, a biologist and some volunteers used gravel and navigational buoys on the St. Lawrence River to create artificial nesting habitats for the terns. The Great Lakes Radio Consortium’s David Sommerstein reports on the experiment’s progress:

the St. Lawrence River to create artificial nesting habitats for the terns. The Great Lakes
Radio Consortium’s David Sommerstein reports on the experiment’s progress:


The St. Lawrence isn’t just a river – it’s a seaway – an aquatic interstate for ocean freighters rumbling into the Great Lakes. So it’s not strange.


I’m in a boat floating just upstream from one of the river’s highway signs, a seaway
navigation marker.


We’re not talking about a plastic buoy – it’s a fixed concrete column rising 8 feet above the
water. Its platform is big enough that you can walk around on it. On top, a tall steel tower holds a red light and signs that serve as channel markers for the seaway traffic. But for the conservationists I’m tagging along with, this is bird habitat. We sit in silence and listen to the call of the Common Tern.

Dozens of small white birds with pointy wings and black caps swoop above our heads.
They soar, suspended, then suddenly dive into the water. Their orange beaks snap at
minnows just below the surface, then they shoot back up into the air.


(more squawks)


This particular colony was formerly the largest and most productive Common Tern
colony on the entire lower Great Lakes.


Biologist Lee Harper is known as “the tern guy” in this part of the Great Lakes. He’s
tagged thousands of them and recorded them as far away as Brazil. He documented the
common tern’s dramatic decline over the past twenty years. Gull and osprey populations
exploded, displacing the more sensitive terns from their nesting sites. But today Harper
peers through binoculars and grins.


“The terns we’re seeing here today represent the first nests on this site in almost ten
years.”


Terns don’t need much to nest, just a dry, isolated spot near water. Harper noticed the
refugee terns were retreating to navigation markers like this one. They’d lay eggs on its
concrete platform. The problem was the eggs would roll around and the birds would abandon
them. So Harper enlisted volunteers to lug 5 tons of gravel out here. They spread it on the
platform so the terns would lay their eggs on top of the gravel and the eggs wouldn’t roll.
Suzie Wood was among them.


“The first time I saw it, it was a piece of concrete and I frankly thought that Lee was a
little bit cracked when I heard about it.”


That was two summers ago. Today’s the first day the volunteers have returned. They’re
going to count nests and eggs to see how the gravel is working.

We inch the boat up to the marker and huddle under the canvas top in case the birds dive-
bomb our approach. Then we tie up to an iron ladder that leads up to the concrete
platform. One by one, we climb the ladder and peer over the platform’s rim.


“Wow, this is a beautiful nest right here.”


Lee Harper is right behind and he’s beaming.


“After ten years of no terns here, this is really a wonderful sound!”


Almost invisible amongst the gravel and weeds are clusters of brown spotted eggs. We
walk on tip toe, look before every step, careful not to crush a nest. Harper works quickly
to minimize the disturbance. He calls out the number of eggs he sees. A volunteer takes
notes on a clipboard.

Harper was here two weeks ago and counted 18 nests. Today there are 40 common tern
nests. Volunteer David Duff is impressed.


“It was just such a simple thing to do. I mean, a hundred twenty dollars worth of gravel
and a two or three hours and half a dozen people helping with five gallon buckets of gravel
and I think we have a victory, at least a preliminary victory.”


The gravel nests are starting to catch on. The St. Lawrence Seaway Development
Corporation is spreading gravel on navigation markers all along the Seaway. Groups in
Michigan are planning similar restoration efforts, using dredging spoils from the St. Mary’s
River. They’re man-made solutions, but ones that just might restore the Common Tern
population to health in the Great Lakes.

More Disease With Climate Change?

A recent report looked at the potential health effects of climate change on people in the Niagara region. The report predicts increased exposure to malaria, dengue fever and yellow fever in coming years. The report was released by the environmental group Pollution Probe, and was done in partnership with the health and environment departments of the Canadian government. The Great Lakes Radio Consortium’s Dan Karpenchuk reports:

A recent report says people in the Niagara region expect increased exposure to malaria, dengue fever and yellow fever in coming years because of climate change. The warning is contained in a new report by the environmental group, Pollution Probe. The report was done in partnership with the health and environment departments of the Canadian government. The Great Lakes Radio Consortium’s Dan Karpenchuk reports from Toronto:


The report says the diseases are projected to spread because climate change favors the northward movement of disease carrying birds, insects and rodents. Quentin Chiotti of Pollution Probe says the sudden spread of the West Nile Virus is an example of what to expect.


“Now though, there’s some uncertainty about predicting just when that will happen, without a
doubt the conditions are going to be ripe for these kinds of disease outbreaks.”


Chiotti says there are already twenty confirmed cases of the West Nile Virus in Canada, compared
to none last year. And more than three thousand in the U.S.


Chiotti also says the number of excessive heat days could double to thirty each summer by the
year 2030. He says that could lead to more deaths – as many as four hundred people each
summer in the region.


Pollution Probe says the predictions show the need to tackle greenhouse gas emissions as soon as
possible.

An environmental group is taking issue with a Bush Administration proposal to change
the Clean Water Act. The Great Lakes Radio Consortium’s Jonathan Ahl reports:


The Bush Administration is considering removing non-navigable rivers,
adjacent wetlands, and headwaters from the protections of the Clean Water Act. Ed
Hopkins is a senior lobbyist for the Sierra Club. He says that change would create major
problems for the waters still covered by the act:


“If you allow the headwaters rivers to be polluted or to be filled in for development of
one kind or another it is certainly going to have an effect on the downstream areas.
Those downstream rivers are going
to get dirtier.”


Hopkins says the Clean Water Act will become nearly useless if this change goes though.
The Bush Administration has announced its intent to seek the change, but has not
formalized the proposal or started the process to change the Clean Water Act.

Superfund Sites Without Funds

The Inspector General of the U.S. Environmental Protection Agency says the EPA didn’t fund clean up for seven toxic waste sites this fiscal year. As the Great Lakes Radio Consortium’s Annie Macdowell reports, two of the seven sites are here in the Midwest:

A tax on chemical and oil companies expired in 1995.
The tax was used to fund clean ups at some of the country’s most polluted sites.
Now most of the funding comes from tax payers.
Clean-up on two Midwest sites was pushed back – the Jennison Wright Corporation in Illinois and Continental Steel in Indiana.
Hazardous chemicals are seeping into the ground water at these two sites.
Bill Muno, the Regional Superfund Director at the EPA, says to clean up more sites each year, Congress would have to increase Superfund appropriations.


“There isn’t enough money in that annual appropriation to cover all the work that needs to be done each year.”


Muno says the EPA Inspector General’s report shows there were more sites in line for funding that were delayed under the Bush Administration.
But he adds that tests show the sites are not an immediate threat to public health.

The government of Canadian Prime Minister Jean Chretien recently outlined a new long-term political agenda. It includes a proposal for major changes to transportation that would affect traffic bottlenecks at crossing points like the Ambassador Bridge. The Bridge is the biggest trading corridor between Canada and the U.S. The Great Lakes Radio Consortium’s Dan Karpenchuk reports:

The government of Canadian Prime Minister Jean Chretien recently outlined a new long-
term political agenda. It includes a proposal for major changes to transportation that
would affect traffic bottlenecks at crossing points like the Ambassador Bridge. The
Bridge is the biggest trading corridor between Canada and the U.S. The Great Lakes
Radio Consortium’s Dan Karpenchuk reports:


Prime Minister Jean Chretien calls it part of his Kyoto plan, which is intended to reduce
traffic congestion on the main highway link along the north shore of Lake Ontario all the
way to the U.S. border for almost 24 hours a day that highway looks more like a moving
warehouse as goods travel by truck north and south of the border.


But the emissions from thousands of trucks each day are creating smog from Toronto to
Buffalo to Detroit.


Chretien’s plan is to shift more truck traffic to rail and water.


Ken Ogilvie of the environmental organization, Pollution Probe, says it’s a positive step
but it needs more government incentives similar to those in the U.S.


“What the United States is ahead of us on and should and could do a lot more is on the
policy side of tying some of this funding to make sure there is improved rail and transit
systems.”


Ogilvie says further study would be needed to determine whether the plan would simply
shift environmental problems to the Great Lakes and to rail infrastructure on both sides of
the border.

Canada’s environment. The Great Lakes Radio Consortium’s Karen Kelly reports:


Environmentalists say Canada’s oil industry is booming. Natural gas production
increased by 70% over the past decade. And oil production went up by 50%.
Canada is now the single largest supplier of fossil fuels to the United States. John
Bennett of the Sierra Club of Canada says that increase in fuel production and
consumption is harmful for both humans and wildlife.


“What we get is air pollution, 16 thousand premature deaths every year. We also have
huge loss of habitat and biodiversity.”


Environmentalists are especially concerned about a proposed pipeline through the
Canadian arctic. They’re also fighting to maintain a moratorium on drilling off the coast
of British Columbia.
