Green Auto Plants Going Main-Stream?

A new assembly plant from one of Detroit’s Big Three car companies is getting attention for its “green” qualities. Big Three automakers may not rank at the top of most environmentalists’ list for companies of the year. But some say the new auto plant is a sign that environmentally-sensitive manufacturing has finally gone main-stream. It’s not just because building green plants is the right thing to do. Really, it comes down to a different kind of green. The GLRC’s Dustin Dwyer has the story:

for its “green” qualities. Big Three automakers may not rank at the top of most
environmentalists’ list for companies of the year. But some say the new auto plant is a
sign that environmentally-sensitive manufacturing has finally gone main-stream. It’s not
just because building green plants is the right thing to do. Really, it comes down to a
different kind of green. The GLRC’s Dustin Dwyer has the story:


The first thing you notice about the smell of General Motors’ newest plant is how much
you don’t notice it. The plant smells like nothing at all. Not paint, grease or even that
new car smell. GM says it specifically selected materials for its new Lansing Delta Township
Plant in Michigan to limit indoor air pollution. And there’s a lot more to not notice about the plant.
Like how much space it doesn’t use.


On a tour with reporters, GM Environmental Engineer Bridget Bernal points out that less
than half of the plant’s 1,100-acre lot has been developed. The rest is left green, including
75 acres for habitat preservation:


“And basically in that 75 acres, we have a couple of pretty large wetlands, along with
some smaller wetlands. We have a rather large wood lot. And we’ve got a significant area
that’s being developed as native prairie.”


GM says it only planted native species on the site. And it planned ditches and culverts to
help filter water as it drains into other areas. A quarter of the materials used to build the
facility was recycled. The plant uses 45 percent less total energy than a traditional plant.
And, on the day GM gave reporter tours, it rained. Even that gets used. The water is
collected in cisterns, and used for flushing. GM says the plant saves a total of more than 4
million gallons of water per year.


Put together, all these elements were enough to win GM a LEED Gold Certification from
the U.S. Green Building Council.


Kimberly Hoskin is director of the council’s new construction program. She says she’d
been traveling a lot for work when one of her colleagues asked if she’d be willing to take
a trip to an event Lansing, Michigan.


“And I said, ‘Well, who’s it for? And she said, well, General Motors.’ General Motors, a
factory, is getting a LEED Gold Certification? Yes, I’ll go. Of course I’ll go. This is really
exciting.”


GM is not the first auto company to use green elements in an auto plant design. Ford’s
Rouge Plant in Dearborn, Michigan was built earlier this decade with a 10-acre “living”
roof that helped manage storm water runoff.


But Hoskin says, out of about 560 buildings in the nation that have been certified by the
Green Building Council, only five are manufacturing facilities, and GM says the Lansing
facility is the first auto assembly plant to get Gold, the agency’s top rating.


But for GM, the green elements of the Lansing Delta Assembly Plant aren’t just about the
environment. They’re about cold, hard cash. The lower energy use alone will save GM a
million dollars a year. That gives people like Hoskin comfort that the plant isn’t just a
public relations move by GM and it increases the chances that we’ll see more green plants
in the future.


Sean McAlinden is Chief Economist with the Center for Automotive Research:


“As we slowly replace our old big 3 plants, many of which are very elderly, they’re all
going to look like this. They’re all going to be green plants. In fact, some of them will
keep getting greener.”


That’s good news for places where there’s a lot of auto manufacturing, but many people
are not ready to absolve GM of all of its environmental sins.


David Friedman is with the Union of Concerned Scientists. He says a green plant is nice,
but the real problem is still the product:


“Over eight times the impact on the environment when it comes to global warming is
once that vehicle leaves that plant. That’s the biggest step that we need automakers to
take and to improve the fuel economy of all of their cars and trucks.”


GM, and other automakers, say they are working to make cars cleaner. High gas prices
may force even more changes as sales of big pickups and SUVs drop off. Ultimately, car
makers’ profits could depend on building cleaner cars, just as keeping manufacturing
costs down will depend on having cleaner plants.


That could change the way auto companies think about environmental improvements
because going green will be about more than just doing the right thing, or protecting the
brand image. It will be about protecting the bottom line. What’s sustainable for the
environment will also be sustainable for the business, and both will show a lot more
green.

Leaders from Detroit’s Big Three automakers say they’ll double the number of vehicles
that run on renewable fuels by 2010. The GLRC’s Dustin Dwyer has more:


General Motors, Ford and the Chrysler group have lagged behind their foreign rivals in
producing fuel-saving hybrid technology. But they’ve been out front when it comes to
producing cars and trucks that can run on ethanol-based E85.


Now, the heads of the three companies say they’ll have 10 million E85 capable vehicles
on the road by the end of the decade. And they’re asking Congress to help gas stations
pay for installing more E85 pumps.


Sue Cischke is Ford’s Vice President of Environmental and Safety Engineering. She says
E85 cuts down on the use of fossil fuels:


“And there really is a net benefit from a CO2 standpoint from ethanol produced by corn.”


Some critics argue that if you include the energy needed to grow and refine the corn,
ethanol doesn’t provide much of an environmental benefit.

that sell E-85 ethanol fuel. The GLRC’s Erin Toner reports:


Congressman Mike Rogers of Michigan says the federal government should subsidize new
ethanol pumps at gas stations. Ethanol is made from corn or other kinds of plants. Rogers says it
would cost 20 million dollars to double the number of gas stations selling E-85; a blend of 85
percent ethanol and 15 percent gasoline:


“Our big three – General Motors, Ford and Chrysler – are building total almost a
million E-85 cars, so they’ve done their part. Now we need to do our part and get these
gas stations out across America selling E-85 gas.”


Rogers says the government should also boost subsidies for ethanol research to improve the
production process. He says if that happens, within five years, ethanol fuel could cost drivers
one dollar a gallon. But critics say taxpayers would be footing the actual cost of making ethanol.

development of ethanol. Some states – especially those in the corn belt –
are getting into the act too. The GLRC’s Karen Kasler reports:


Now that gasoline is near or above three dollars a gallon, ethanol seems
to be everywhere. The Renewable Fuels Association says more than a
third of the gasoline in the U.S is blended with ethanol, an alcohol based
fuel made with the sugar found in corn and other grains. A 10 percent
ethanol/gasoline blend can be used in every vehicle on the road, but
many politicians and consumers are very interested in the 85 percent
ethanol blend – E-85 – as an alternative fuel for cars and trucks. But
getting E-85 to drivers who have cars which can use it isn’t that easy.


Tadd Nicholson with the Ohio Corn Growers Association, says part of
the problem is the big oil companies have banned E-85 pumps under the
canopies at branded stations.


“Oil companies don’t own ethanol production. They own oil refining,
and so that’s their profit center and that’s where they get their fuel and so
they have a lot of control over that. They don’t own ethanol. I don’t
know why. They should, but they aren’t in the ethanol ownership
business yet. I say ‘yet’.”


The governors of Wisconsin and Minnesota have asked the big oil
companies to change their E-85 policy, and some states have been
encouraging independent gasoline dealers to put in E-85 pumps for a few
years.


But others, such as Ohio, have been lagging behind in the trend. Only
recently has Ohio launched a new energy action plan that sounds
ambitious, when it comes to providing access to ethanol to drivers.


LeeAnn Mizer is with the Ohio Department of Agriculture.


“The goal is to triple the amount of E-85 pumps available to Ohio
consumers by the end of 2006.”


That sounds like a lot – but it’s not, says Dwayne Seikman heads up the
Ohio Corn Growers Association.


“Tripling’s a nice start. There’s six… that would go to 18. But with over
150,000 vehicles in the state of Ohio, that’s not enough to cover the
effort.”


Since corn is Ohio’s top crop… it would seem to make sense. But unlike
other states in the corn belt, there are no ethanol plants in operation in
Ohio, though there are at least three under construction, and ethanol
supporters say the state is way behind its neighbors when it comes to
getting ethanol pumps at service stations.


Sam Spofforth is executive director of Clean Fuels Ohio.


“I’ll be honest, we’d like to see a lot more and we think a lot more is
certainly very possible. Indiana, they’re up to about 25 to 30 stations.
Illinois has over a hundred. Minnesota has almost 200 at this point.
Even places like Arizona are putting in E-85. They don’t make any corn
in Arizona. We think Ohio can do a lot more.”


Some critical studies have found that ethanol has a high energy cost with
low benefits – ethanol supporters say that’s been debunked. Whether
ethanol makes economic or ecological sense or not is still not certain.
But one thing is certain – cars using ethanol blends need to fill up more
than those using regular unleaded gasoline.


Robert White with the National Ethanol Vehicle Coalition says that’s
offset because typically ethanol-blended fuels cost less than regular
unleaded gas.


“Well, no doubt the fuel economy is the only negative with E-85, and we
tell folks that is where the price differential hopefully is there to make
E-85 use a wash.”


Part of the reason the price is lower is because the ethanol industry is
heavily subsidized by the government. Those lower costs would quickly
disappear if the subsidies were removed. Because ethanol is cleaner
burning, many support further development and use of the renewable
fuel.


General Motors is increasing the number of vehicles it produces that can
burn ethanol. Ford already produces E-85 burning cars and trucks.
However, many believe for ethanol production to be truly efficient,
farmers will have to start growing crops such as switch grass for ethanol
because corn requires too much fossil fuel based fertilizer and other
inputs to make it a permanent solution.

The government banned lead in gasoline. It banned lead shot in shotgun shells. There are efforts to get rid of lead sinkers in fishing tackle. And now, environmentalists are trying to ban lead weights used to balance wheels. And some companies and fleet operators seem willing to comply. The Great Lakes Radio Consortium’s Julie Halpert has the story about the move to a less hazardous alternative:

environment. Lead can cause developmental damage to children and cause other health problems. The
government banned lead in gasoline. It banned lead shot in shotgun shells. There are efforts to get rid of lead
sinkers in fishing tackle. And now, environmentalists are trying to ban lead weights used to balance wheels.
And some companies and fleet operators seem willing to comply. The Great Lakes Radio Consortium’s Julie
Halpert has the story about the move to a less hazardous alternative:


When you buy a new car or get your tires replaced, manufacturers use lead weights, which clip onto the wheel
rim to make sure it’s evenly balanced. They use lead, because it’s heavy, dense. So a small amount by
volume is used.


Still, a few ounces of lead can be used on each wheel. And nearly every car and truck on the road has lead
weights. They’re the second largest use of lead in cars, next to lead acid batteries.


As long as the weights stay on the tires, they’re not a huge problem. But environmentalists are worried that
they come off too often. Many fall off when a car hits a pothole or collides with a curb. Then they’re run
over, ground down and get into the environment.


Each year, roughly 30-million pounds of lead are used to make wheel weights. A recent study estimates that
more than 300 tons of lead fall off vehicles each year in the Midwest alone. Jeff Gearhart is with the Ecology
Center which conducted that study.


“Many people don’t realize there’s a lot of lead in vehicles for this particular use and this is actually a fairly
small percentage of that lead actually falls off. But when you look at it as quantity, it’s pretty significant.”


The weights don’t just pose a problem on the road. Gearhart says there’s also danger when they’re not
properly recycled when new tires are put on and the weights are replaced. Another problem is when a car is
scrapped and then later when the parts are melted down, the lead can be released into the environment.

“Lead wheel weights are not managed very well as vehicles are scrapped and the difficulty in correcting the
management of these at the end of a life in a salvage yard or in a vehicle crusher or a shredder is very
challenging.”


He says the solution is to make sure lead is not used in the first place. Concerned about lead’s potential
health effects, Europe has already decided to ban lead wheel weights starting next year. And Gearhart is
pushing manufacturers who design for the U.S. market to do the same. He says substitute materials, such as
zinc, iron and tin, are readily available and work just as well as lead.


And with funding from the Environmental Protection Agency, the Ecology Center is making lead-free weights
available to those who service vehicle fleets.

At the city of Ann Arbor, Michigan’s garage, a technician is banging zinc weights onto wheels. Tom
Gibbons helps manage this fleet of 400 city vehicles. Ann Arbor is the first city to switch to lead-free
weights.


“We realize lead is a problem in the environment and in the city, we’re really concerned about the
environment. We’re committed to doing as much as we can to protect it, so if we can take lead out of the
system, why not do it.”


Gibbons says the substitutes work just as well as lead weights. He says once the Ecology Center’s free
supply of weights runs out, the city will began buying non-lead weights, even though they’ll cost slightly
more.


But not everyone agrees with the idea of using other materials for wheel weights. Daimler/Chrysler doesn’t
plan to switch to lead-free weights for its U.S. models. The company is concerned the substitutes are costlier
and more difficult to install on wheels.


Other automakers are looking at eliminating the use of lead weights. Terry Cullum is with General Motors.
He agrees they’re currently an issue, but says the Ecology Center’s estimate of the number of weights that fall
off cars seems high to him. And, he says there’s no imminent danger to the public.

“I think if you look at this from a risk-based situation, we don’t view lead being used in wheel weights
applications as a risk, well, as a large risk, let’s put it that way.”


Even so, General Motors is considering moving to lead free weights. Cullum says that everywhere the
automaker uses lead is a concern. And since the company will have to stop using lead weights on the cars and
trucks it sell in Europe, he says it might be easier just to take them out of all GM vehicles. Still, Cullum says
the substitutes present a big engineering challenge: because they’re not as dense. It takes bigger pieces of
metal to make the same weight. So, they take up more space on the wheel than lead weights.


“It becomes an issue, in terms of where do you put it on the wheel, how do you do it in such a way that it
doesn’t actually interfere with the actual operation of the wheel or the brake systems. That is an issue that is
going through research and engineering right now.”


But Cullum’s optimistic that the issue can be addressed. And other auto makers, such as Honda, are forging
ahead with lead-free weights on at least one of their model.


Still there’s resistance from U.S. tire retailers. The Tire Industry Association says the weights don’t fall off
wheels. And the tire retailers say the lead weights are properly recycled. The group has no plans to stop
using lead weights if they’re not legally required to.


Jeff Gearhart with the Ecology Center says that denial of the problem is a big mistake. He says if
manufacturers and tire retailers cooperated, they could get a substantial amount of lead out of the
environment within a few years.


“There is the potential to make a really significant impact here. We’re talking hundreds of tons of lead
released into the U.S. to the environment that can be eliminated. So we think this is a high priority project,
not just for us, but we think it will be for states and for EPA to look at how to facilitate this transition to
cleaner wheel balancing.”

The Environmental Protection Agency is starting to look at the issue. It plans to conduct a study within the
next year to get a better understanding of the problem and see how lead weights are handled. Then, they’ll
issue guidelines for consumers and tire recyclers late next year. That means the public will be more aware of
the use of lead wheel weights and the potential for toxic exposure. Usually, that means public pressure for
change, whether some automakers and tire retailers like it or not.

General Motors and Dow Chemical have opened a test facility designed to make fuel cells more
viable. Fuel cells use hydrogen to create electricity, with the only waste products being water and
heat. The Great Lakes Radio Consortium’s Bill Poorman reports:


The test site is located at Dow Chemical’s facility in Freeport, Texas. The fuel cell station will
use hydrogen that’s a by-product from the plant’s processes. The electricity that’s generated will,
in turn, be used by the plant. Julie Beamer heads GM’s efforts to make fuel cells commercially
viable. She says, over time, the facility will generate a megawatt of electricity.


“To put that into perspective, a megawatt is really the equivalent of powering about 700 average
size U.S. homes.”


Beamer says GM will learn valuable lessons from the site that will help it create fuel cell cars by
the next decade. The technology is seen as a way to cut greenhouse gas emissions. But a recent
report out last week from the National Academy of Sciences says it will take decades before fuel
cells are widespread in automobiles.

Church Takes a Stand Against Sprawl

When people left inner cities, many things followed. Newer, better schools were built in the suburbs. And strip malls and shopping centers sprang up. But back in cities, stores and restaurants shut down. Schools and churches also closed. Now, the Catholic church is encouraging people to work together to prevent more urban sprawl. Catholic clergy say they don’t want to close perfectly good churches and cathedrals only to build new ones farther and farther out into the suburbs. The Great Lakes Radio Consortium’s Erin Toner reports:

When people left inner cities, many things followed. Newer, better schools were built in the

shut down. Schools and churches also closed. Now, the Catholic church is encouraging people to
work together to prevent more urban sprawl. Catholic clergy say they don’t want to close perfectly
good churches and cathedrals only to build new ones farther and farther out into the suburbs. The
Great Lakes Radio Consortium’s Erin Toner reports:


Twenty-five years ago, Loraine Krajewski lost nearly everything. She lost her home and she lost
her church. Both were demolished when General Motors built a sprawling auto plant over
Poletown, a Polish-American neighborhood at the border of Detroit. Krajewski says it was the fight
of her life.


“I did things I never thought I would do. I picketed, I mean, in rain and snow. I wrote
letters, I mean, to Congressmen and to our council and everything. And I went to meetings
that would last until one, two o’clock in the morning at times, and I took time off from work
to go downtown to the council meetings.”


Krajewski was mad at the city of Detroit for letting it happen. And she was mad at the Catholic
Church in Detroit for not fighting the project. But not mad enough to leave the church. Krajewski
and others forced out of Poletown found a new parish in the city, called St. Josaphat.


Krajewski headed for the suburbs after Poletown disappeared. But she still returns to the city every
Sunday for Mass at St. Josaphat. It’s a 15-mile trip.


“We decided we are not going to let another Polish church go down the drain. And that’s
why I’ve been coming here. It’s just too bad that we don’t have a larger congregation.”


More parishioners would make Krajewski feel more sure that St. Josaphat would always be here,
that it was safe from closing down. But it’s not safe. Only a few dozen Catholics show up here
anymore for Mass on Sunday. And the church can hold 12-hundred people.


Father Mark Borkowski is the pastor at St. Josaphat. He says people like Krajewski, who are
coming from 10, 15 or 20 miles away, are the only ones keeping his church open. But just barely.


“If we were to live on Sunday collections alone, the parish would not be able to survive. So
with our monthly fundraising dinners, we can survive. But there’s a difference between
surviving and flourishing.”


People left the churches when they left the city for bigger plots of land and better schools. And the
Catholic Archdiocese of Detroit followed its people. Catholics built new churches in the suburbs.
But now, the Archdiocese is rethinking its role in urban sprawl.


Father Ken Kaucheck is on the Detroit Archdiocese urban sprawl committee. He says the church is
concerned about sprawl because it creates social and economic inequities between cities and
suburbs.


“It creates blight. It creates loss, it creates desolation and desecration. And it destroys not
only communities, but therefore, it destroys the lives of people.”


Kaucheck says the main tenet of the church’s anti-sprawl campaign is encouraging local
governments to work together on economic development. He says if communities are not trying to
one up each other to win new development projects, there would be less incentive for companies to
move farther into rural areas.


Kaucheck says the church wants its priests to talk about sprawl in their Sunday sermons. He calls it
“stirring the population” to affect social change.


“It’s government of the people, for the people and by the people. That’s what a democracy
is about. But somebody has to raise the question and you raise the question, faith-based,
through the scriptures. Is this what the gospel of Jesus Christ calls us to? No, it doesn’t call
us to sprawl, it calls us to solidarity in community, and to looking at how service of one
another sometimes means dying to myself, that means maybe I’m going to have to give
something up.”


It isn’t likely the church’s urban sprawl committee will be able do much to bring people back to
parishes in the city. Father Mark Borkowski at St. Josaphat prays about the problem to the
Madonna. Her picture is at the center of the church’s main altar.


“My personal reason for the novena is to say to the Blessed Virgin Mary, ‘I haven’t got a
clue as to what to do, so I’m turning the problem over to you. This is your shrine, if you
want to stay here Mary, do something to help us help you stay, and help us stay here. When
the problem is too big you have to turn it over to a higher power.'”


The Catholic Church now hopes to protect churches that could become the next victims of sprawl.
Those are in places that once served the early waves of Catholics leaving Detroit for the first
suburbs.

Together Ford, General Motors, Daimler-Chrysler, Honda, Toyota and Nissan sell nine out of
every ten vehicles in the U.S. An environmental watchdog group, the Union of Concerned
Scientists, found, as in the past, that Honda is the least polluting auto-maker, followed by the
other two Japanese companies. But, Jason Mark, the author of the report, says there’s been a shift
among the U.S. companies.


“The big news is that Ford has now surpassed General Motors as the greenest of the Big Three
car companies on the strength of voluntary commitments that they have made to improve the
environmental performance of their products.”


Federal regulations allow trucks, such as SUVs, to pollute more than cars, but Ford has taken
steps to reduce truck smog-forming emissions on its own.

An interfaith coalition of religious leaders is calling for automakers to produce more fuel efficient vehicles. The Great Lakes Radio Consortium’s Jerome Vaughn has more:


For the Christian part of this coalition, the question is, ‘What Would Jesus Drive?’ The group says the nation’s automakers aren’t doing enough to make cars that pollute less and use less gas. The coalition which includes representatives from a variety of Christian and Jewish organizations says automakers have a moral responsibility to be good stewards of the planet. But Rabbi David Saperstien says that just isn’t happening.


“Virtually all the cars the American auto industry is manufacturing are contributing to poisoning the air, warming the planet, punishing the poor, weakening American security by dependence on foreign oil, jeopardizing the future of our children, just plain violating that covenant with our creator.”


Ford and General Motors say they want to show the coalition how they are making progress on more environmentally-friendly cars.

The world’s largest automaker is doing something it’s never done before. General Motors is
recruiting people who live near its assembly plants to help the company find ways to pollute less.
But as the Great Lakes Radio Consortium’s Erin Toner reports, some environmentalists say GM’s
efforts are missing the point.


The city of Lansing, Michigan is the car Capital of North America, producing nearly a
half-a-million Pontiacs, Oldsmobiles, Chevrolets and Cadillacs every year. Later this year,
General Motors adds another car to its Lansing lineup – a brand-new Chevy roadster. But it
almost didn’t happen.


Environmentalists threatened legal action to block production because they weren’t satisfied with
the factory’s air pollution controls.


Steve Tomaszewski is General Motors’ Lansing environmental manager.


“People were concerned, everyone was concerned. There was a breakdown of communications,
on all parties.”


The disagreement was over air pollution from one of GM’s plants. Those emissions were due to
nearly double under a new state air quality permit.


Some Lansing residents and two state environmental groups threatened to appeal that new permit
if GM didn’t agree to use better pollution controls. The two sides made their cases in the local
papers and eventually struck a deal.

“We’ve come a long way, a long way, from where we started in the process. You know, we sit
down and we know more about people’s families other than just concentrating, on you know, the
industrial odor issues, which is great.”


General Motors agreed to join a new Air Quality Task Force. It’s made up of GM engineers,
environmental officials and people who live near the plants. GM also brought in an odor expert to
train the group to sniff out emissions from the plants’ paint shops. This “odor patrol” then files
reports to a new Web site.


Marci Alling is part of the group.


“They kind of calibrated our noses, that’s about the best way to describe it to kind of get us all
where we are more or less reporting the same levels of odor.”


Alling and her husband have lived near GM factories for 10 years. Often, whether they spend
time in their backyard depends on which way the wind blows. In certain weather conditions,
typically on hot, sticky days, a paint-like smell from the plants drifts through their neighborhood.
They’ve wondered whether the odors are making them sick.


State officials say the odors might be annoying, but recent studies found people who live near the
plants are not at a greater risk of cancer or other illnesses.


GM’s Steve Tomaszewski says the odor patrol will help the automaker better monitor emissions.


“We know we can’t be completely odor free. We strive to do our best. But this information, what
we’ll do is be able to go back and it’s more real time. You’re able to link it to the day and the time,
and we’re able to go back into the process to see what’s happening.”


But environmental groups say General Motors should be doing more to reduce pollution in the
first place, instead of tracking emissions after they become a problem.


James Clift of the Michigan Environmental Council says technology is available to make the
painting process cleaner. But he claims GM isn’t using it.


“If what you need is pollution control equipment and it’s not there, the odors may continue. We
might know better what they are, but if the permit doesn’t require them, it doesn’t matter. Now,
the department always has the ability to bring what they call an odor violation against General
Motors. In my mind, they’ve received lots of complaints over the years, but the DEQ has never
acted and actually issued a violation on odors.”


But the Michigan Department of Environmental Quality says it has issued odor violations against
General Motors. GM was ordered to raise its smokestacks in Lansing a couple of years ago
because of a violation. And GM says it recently spent 4-million-dollars on new painting
technology that greatly cuts down on pollution.


Now, General Motors is counting on its neighbors and their noses to help the company improve
air quality near its factories. GM says the project could lead to better pollution controls at plants
throughout the country, including more than 40 in the Great Lakes region.
