E-85: The Loneliest Pump

have told you about “flex fuel” cars. These

I’m in my car across the street from a gas station. It’s raining right now. Keeping my
distance.

I’ve been watching a pump that dispenses that E85 blend – it’s the stuff with 85% ethanol.

Anyway, this is a very lonely gas pump. I’ve been here for something like an hour and
half and no one’s filled up on E85.

So, I’m gonna head in and talk to a manager to see whether this is normal.

Allee: “What’s your name sir?”

McLemen: “Greg McLemen.”

Allee: “How often do you see people fill up on E85?”

McLemen: “It depends on the location. Mostly people just don’t know what it is. They
see a little pump over there that says E85. A lot of vehicles take it, and they don’t even
know it.”

McLemen pulls out a flier that shows which vehicles can use E85.

He says lots of these models pull in, but often pass up his E85 pump.

McLemen: “You can see most of them are General Motors.”

Allee: “A lot of General Motors – Tahoe, Avalanche, Uplanders.”

McLemen: “We always recommend they go online or check the owner’s manual.”

But there’s something most Flex-Fuel owners manuals don’t tell you.

Nationwide, only about 1% of stations have an E85 pump.

E85 is supposed to cut gasoline use.

So it begs the questions: If there’s not much E85 around, why can so many Flex Fuel cars
use it?

“Currently, auto companies receive a fuel economy credit for producing a flex-fuel
vehicle.”

Environmentalist Roland Hwang tracks car policy for the Natural Resources Defense
Council.

He says the Flex Fuel incentives infuriate him – because they’ve made us waste gasoline,
not save it.

“Just very roughly speaking, like a twenty per mile gallon car might be treated like a
forty mile per gallon, almost like a hybrid-level of efficiency, under these fuel economy
credits. Thereby allowing the auto companies actually to build a less-efficient vehicle
fleet than they would have had to build.”

You don’t have to take Hwang’s word for it – energy analysts in the government agree the
incentives have wasted gasoline.

But some of these analysts say there is a bright side to the Flex Fuel vehicle incentives.

One is Paul Leiby of the Oak Ridge National Laboratory.

Leiby: “The important side of effect Flexible Fuel incentives is that we actually can begin
to achieve energy security with the enhanced capability to use alternative fuels even if
we’re not yet using them.”

Allee: “You mean the flex fuel vehicle program wastes some gas, but having flex fuel
vehicles around is like an insurance policy, for an oil shock or something?”

Leiby: “That’s exactly right. If we have to do something very fast, within one to three
years, we already have some vehicles on the road, that can quickly switch to ethanol.”

Leiby says Congress really believed this “insurance policy” idea, so it let Flex Fuel
vehicle incentives for automakers go on for more than a decade – even while we were
just spinning our wheels when it came to actually saving gas.

But now, the game could be changing.

Congress is phasing out Flex Fuel credits for the car makers.

And, there’s talk about making all cars flex fuel.

It’s a move Detroit doesn’t want to make. Because then they’ll have to actually have to
meet the government’s requirements of a more fuel efficient fleet.

I’m at a car lot in my home town. I’m not actually in the car market, but I am
curious what these E85 compatible Flex Fuel vehicles look like. I don’t own one
myself.

Anyway, I’m here with Edgar Moreno. He sells cars on this lot. He’s gonna show
me one of these vehicles here.

Allee: “Edgar, what can you show me?”

Moreno: “The Chevy Impala.”

Allee: “I actually don’t see anything that would tell me it’s a Flex-fuel vehicle.”

Moreno: “Usually it says on the gas cap whether you can use E85 or not.”

Allee: “It’s bright yellow. It says E85. In fact it says E85-slash-gasoline. What does
that mean?”

Moreno: “You can fill it with either, or.”

Allee: “How many stations are there available where I could fill this Impala up with
E85?”

Moreno: “I think there’s one in the area, but you have to drive quite a bit to get
there.”

Allee: “So, it’s one of those situations where, if I take this Impala off the lot, I could
still use it at a regular gas station, but I might have to search around for an E85
station?”

Moreno: “Yes, you do. Yep.”

Congress and both presidential candidates are considering making every car a Flex
Fuel Vehicle.

Detroit has spent a lot of money promoting E85 vehicles, and you might think they’d
be in favor of this.

Well, I called Ford Motor Company about this and found out that’s not the case.

“You could mandate every vehicle on the road to be a flex fuel vehicle. It would be a
great cost to our industry.”

Curt Magleby is Ford’s point-man on ethanol regulations.

He says if Congress gets its way there’d be more Flex Fuel Vehicles, but not necessarily
more E85 pumps.

“So you can mandate the vehicle side, but unless there’s a real focus on distribution,
it’s wasted money – we’d be putting dollars on the hoods of our vehicles for no
reason.”

So, Ford and the other car makers could make less profit on Flex Fuel Vehicles if there’s
a mandate.

At one time, they got government incentives to build Flex Fuel Vehicles, but those will
phase out.

So there’d be no benefit for the automakers.

And there’s another twist in the E-85 story.

The fuel industry is pushing to distribute ethanol in a way that might not require flex fuel
cars at all.

This is a little technical, but most gas already has 10% ethanol in it.

The fuel industry wants to sell 20% or even 30% ethanol blends because it saves oil
companies money. The government subsidized ethanol is cheaper than refining oil for
gasoline.

Ford and other car-makers are fighting this.

Magleby says burning E-20 or E-30 blends would be a disaster for existing cars.

“Ethanol is corrosive and it burns hotter, so you have to have a different fuel tank.
You have to have stainless steel fuel lines. You have to have hardened valves in your
engine.”

Car companies say burning 20% or 30% ethanol blends could hurt existing cars.

Scientists are checking whether that’s the case.

In the meantime, Congress is deciding exactly how it will promote ethanol.

It could mandate all cars be E85 Flex Fuel vehicles or it could promote lower-level
ethanol blends in gasoline.

Either way, over the next few years, we’re going to see big changes in our cars or our gas
pumps.

their fuels. E-85 is 85 percent ethanol and 15 percent gasoline. But, as Lester
Graham reports, storing and pumping E-85 fuel is a major concern because, so far,
no equipment has been certified as safe to handle it:

With thousands of flex-fuel vehicles hitting the road, gas stations are adding E-85 to
their fuels. E-85 is 85 percent ethanol and 15 percent gasoline. But, as Lester
Graham reports, storing and pumping E-85 fuel is a major concern because, so far,
no equipment has been certified as safe to handle it:


The Department of Energy’s Handbook for Handling, Storing, and Dispensing E-85
warns, “certain materials commonly used with gasoline are totally incompatible with
alcohols.” Other government guidelines give detailed instructions about storing E-85
in underground storage tanks and the pumps people use to fill their vehicles. But,
with more and more filling stations adding E-85 pumps, not everyone is following the
instructions and warnings.


Brad Hoffman is with the nation’s largest underground storage tank service
company, Tanknology. The company inspects gas station distribution systems:


“I think they pretty much just took for granted that their tank could store whatever
fuel they put into it and they didn’t really check the compatibility of the tank and the
other piping and dispensing equipment. They didn’t really confirm that it was
compatible with the E-85 that was being delivered.”


And some of the fiberglass underground storage tanks are not compatible. Ethanol
can soften the polymers in certain tanks. That can make them weaker and might
cause them to leak. There’s also concern that leak detection equipment might also
be damaged by ethanol. So if a tank is leaking, it might go undetected. And it’s not
just the tanks. There are questions about compatibility with the pumps filling flex-fuel
vehicles.


The ethanol industry says there have been no major problems with tanks or pumps
so far. Matt Hartwig is with the Renewable Fuels Association:


“Most gas station operators will use tanks that are appropriate. They will clean the
tanks. They would do the proper maintenance and the proper preparation required
to install E-85 infrastructure. Because of the nature of ethanol, you do need a
dedicated tank and pump system to dispense the fuel. I don’t think consumers and
the American driver have anything to fear.”


But fuel tank and gas pump inspectors are not as sure. Brad Hoffman with
Tanknology says government guidelines give checklists of recommendations on how
to prepare tanks and pumping systems:


“Being realistic, I think there’s a chance that some marketers may, you know, for
whatever reason, may not thoroughly check each of those items. And there could be
some problems, either with the tanks or the dispensing systems.”


Problems that could cause leaks.


Underwriters Laboratories is the safety testing organization that certifies the safety of equipment storing and pumping fuels. John Drengenberg is with
UL. He says it was only last year that a manufacturer asked for requirements for equipment handling E-85. Drengenberg says old gasoline equipment might not
be safe to pump E-85:


“The alcohol is different in that it’s much more corrosive. We know for a fact that
alcohol will attack soft metals, in particular aluminum and copper, things of that type,
and even plastics. So, therefore, what worked for gasoline dispensers, may not work
for ethanol dispensers.”


Drengenberg says gaskets, seals, and o-rings in the pump, hose or handle could
deteriorate and mean leaking fuel at the pump:


“With this type of fuel, ethanol, we’re mostly worried about fire hazards. If there is a
leak – let’s say for some reason ethanol attacked a gasket or a seal on a dispenser,
you could have a fuel leak – the fuel leak could be very dangerous in that any spark
could set it off. You could have a fire or possibly an explosion. So, that is the
concern that we have, certainly. And that is why we’re developing requirements for
these ethanol dispensers.”


UL expects to issue requirements for equipment by the end of the year. In the
meantime, whether the tanks and pumps offering E-85 at your gas station are safe is
up to the judgment of the local fire chief, fire marshal, or other local official.

Gas prices shot above $3 a gallon, concerns about global warming surged, and instability continued to plague areas of the world where oil is produced. We’ll be taking a look at some of the technologies that could help the US kick its fossil fuel habit. We’re starting with an alternative fuel that’s been sprouting up in gas stations across the region. Dustin Dwyer has this look at the promise, and the limitations of ethanol:


This summer, Misty Childs found a way to do something positive about the fossil fuel problem. She says that she and her husband realized their Chevy Silverado pickup could run on E-85, a blend of 85 percent corn-based ethanol and 15 percent gasoline.


E85 burns cleaner than gas alone, so it’s good for the environment. And the ethanol is made from corn grown in the US. As she tops off her tank at a gas station, Childs says that makes a difference.


“It means a lot that we’re doing something for our country here, and not having to rely on others.”


Detroit’s Big Three automakers have been making a big push for E-85 in the last year. E-85-capable vehicles get the automakers a credit on federal fuel economy standards. So, even if drivers put regular gas in the vehicles instead of E-85, Detroit still gets a credit for doing better. And this summer, as more buyers became aware of the problem with fossil fuels, E-85 was just about the only alternative Detroit had to offer.


But ethanol as it’s currently made has limits. Jason Hill is a researcher at the University of Minnesota. He recently published a study on the long term outlook for corn-based ethanol.


“What we found is if you convert every corn kernel we produce in this nation to ethanol, we would be able to offset only about 12 percent of our national gasoline usage. So that’s not that large.”


That’s every corn kernel, including what we currently use for food. Which brings up another problem with ethanol: if E85 jumps in popularity, will that mean less corn for animal feed and grocery stores?


Maybe. Corn originally became popular because it was already being grown around much of the country, with help from federal subsidies. And ethanol processors, such as Archer Daniels Midland, also got tax breaks for making corn-based fuel.


But there’s another option for ethanol. Inside a lab at Michigan State University, researchers are working on the next generation of the fuel. This is what’s called cellulosic ethanol. Instead of using grains like corn kernels, cellulosic ethanol is made from the starches in plant cell walls. It can be made from pretty much anything that stands up straight – wood, prairie grasses and corn stalks.


That offers the possibility to increase the ethanol output for every acre of land devoted to the crops, and those crops don’t require fossil fuel-based fertilizer. They also don’t require planting every year by gas or diesel burning tractors the way corn does.


Professor Bruce Dale heads research into cellulosic ethanol at MSU. He says the current problem with cellulosic ethanol is finding a cheap way to break down the stiff materials. His lab uses ammonia to do the trick.


“The idea is to make cheap sugar. And the plant cell walls potentially could give you the cheapest sugar on the planet, if we could figure out how to get at that sugar easily. That’s what our ammonia process does in combination with the enzymes.”


It turns out that, much like a teenager eating pop-rocks, cars and trucks get a whole lot of energy from fuels based on sugar. Dale says most woody plants have plenty of sugar, but it’s really hard to get that sugar out.


Dale says some cellulosic ethanol could be on the market in the next few years, and the fuel could eventually sell for about 60 cents a gallon.


Right now, ethanol is still hard to find at the pumps. And one study says, even with major investment over the next decade, cellulosic ethanol might only equal half of our current oil useage by 2050.


That’s still a lot. But to really eliminate the need for gas, many experts say it’ll take more than just one technology.

A More Efficient Way to Make Ethanol?

in mind, many Americans have begun to think about biofuels from domestic crops. Biofuels such as corn ethanol and soy diesel are the most popular right now. But researchers are looking into plants that don’t require the fertilizers and pesticides those crops need. The GLRC’s Richard Annal reports on one crop that could make ethanol much more efficiently:

Biofuels such as corn ethanol and soy diesel are the most popular right now, but researchers are looking into plants that don’t require the fertilizers and pesticides those crops need. The GLRC’s Richard Annal reports on one crop that could make ethanol much more efficiently:

Researcher Timothy Volk is showing me some liquid that is on its way to becoming biofuel.


“So what comes out of this is a brown liquid.”


This murky brownish substance contains sugars that have been extracted from wood chips. Separating sugars from organic materials is an essential part in the production of the biofuel ethanol, and a new method being developed at the School might revolutionize that process. This lab is at the School of Environmental Science and Forestry in Syracuse, part of the State University of New York system. Everybody just calls the school ESF. What makes the process at ESF different is the use of water instead of harsh chemicals as a means of extracting sugar and the use of wood from a type of willow as stock material.


The extracted sugars are then fermented and used to produce ethanol. Mix 85 percent ethanol with 15 percent gasoline and you’ve got E-85. Several models of cars can burn E-85. It burns cleaner than petroleum based products, and reduces the dependence on foreign oils.


ESF’s Timothy Volk says this method differs from others being used, creates several by- products, and leaves very little waste material.


“What’s left over still looks like a wood chip. That could go to the paper industry, and you could still make paper out of it, or you could use that wood chip to produce renewable heat and power. One of the beauties of this is that from a ton of hard wood chips from the forest or willow or where ever it comes from you’re making multiple products and there’s not a lot left.”


For stock material ESF researchers are experimenting with the use of the willow shrub tree. This plant is native and grows to over ten feet tall. The researchers say willow beats corn hands down. You have to burn fuel to plant corn every year. Corn requires fossil fuel-based fertilizers, and you only use the corn kernels rather than the whole plant to produce ethanol.


Jim Nokas is one of the lead researchers on the project. He sees the willow shrub as much more commercially viable than corn-based production.


“The best calculations we have for every unit of energy put into this process you get anywhere from 11 to 15 units of energy out. Compared to the best data available for corn, for every unit of energy put in, one would obtain 1.67 units of energy out.”


In other words, producing ethanol from willow is about ten times more efficient than using corn.


Tom Linberg is a commissioner with the New York State Department of Agriculture. Linberg says he’s excited by the prospect of wood-based ethanol production, and sees growing a low maintenance crop like willow as a way for farmers to earn extra cash.


“I think it’s something that could provide an option for a lot of farmers or land owners to use vacant land. Try and get some income off of it whereas they might otherwise not be getting income off the land. It’s a fairly low impact crop. You know, you plant it once and you don’t really need to do anything else with it, and this is something they could have on the side. Brings in some extra income and, again, helps keep that land productive.”


Willow can be harvested 6 to 7 times before replanting is necessary. It has a year long growing and harvesting season, and provides high yields. With about 2 million acres of dormant farmland in New York alone that could be dedicated to willow production, Volk believes growing willow for ethanol would have a positive effect on the local economy that buying foreign oil cannot offer.


“The real benefit here then is we build them here and it’s locally produced material, so you buy it from the land owners, or the farmers that are producing willow, the people that own wood lots. You buy all that material locally from the local community. You produce the ethanol and hopefully then we are using it locally in the community, and instead of sending energy dollars out of the state we cycle them around the local community and get lots of benefits associated with them.”


The researchers say the willow-to-ethanol process will be ready for commercial application within two years, and if it proves commercially viable the timing couldn’t be better. With ethanol plants being built across the nation, the wood method could become an efficient alternative to corn-based production in many states.

Congressman Mike Rogers of Michigan says the federal government should subsidize new
ethanol pumps at gas stations. Ethanol is made from corn or other kinds of plants. Rogers says it
would cost 20 million dollars to double the number of gas stations selling E-85; a blend of 85
percent ethanol and 15 percent gasoline:


“Our big three – General Motors, Ford and Chrysler – are building total almost a
million E-85 cars, so they’ve done their part. Now we need to do our part and get these
gas stations out across America selling E-85 gas.”


Rogers says the government should also boost subsidies for ethanol research to improve the
production process. He says if that happens, within five years, ethanol fuel could cost drivers
one dollar a gallon. But critics say taxpayers would be footing the actual cost of making ethanol.

The federal government is focusing new attention on research and
development of ethanol. Some states – especially those in the corn belt –
are getting into the act too. The GLRC’s Karen Kasler reports:


Now that gasoline is near or above three dollars a gallon, ethanol seems
to be everywhere. The Renewable Fuels Association says more than a
third of the gasoline in the U.S is blended with ethanol, an alcohol based
fuel made with the sugar found in corn and other grains. A 10 percent
ethanol/gasoline blend can be used in every vehicle on the road, but
many politicians and consumers are very interested in the 85 percent
ethanol blend – E-85 – as an alternative fuel for cars and trucks. But
getting E-85 to drivers who have cars which can use it isn’t that easy.


Tadd Nicholson with the Ohio Corn Growers Association, says part of
the problem is the big oil companies have banned E-85 pumps under the
canopies at branded stations.


“Oil companies don’t own ethanol production. They own oil refining,
and so that’s their profit center and that’s where they get their fuel and so
they have a lot of control over that. They don’t own ethanol. I don’t
know why. They should, but they aren’t in the ethanol ownership
business yet. I say ‘yet’.”


The governors of Wisconsin and Minnesota have asked the big oil
companies to change their E-85 policy, and some states have been
encouraging independent gasoline dealers to put in E-85 pumps for a few
years.


But others, such as Ohio, have been lagging behind in the trend. Only
recently has Ohio launched a new energy action plan that sounds
ambitious, when it comes to providing access to ethanol to drivers.


LeeAnn Mizer is with the Ohio Department of Agriculture.


“The goal is to triple the amount of E-85 pumps available to Ohio
consumers by the end of 2006.”


That sounds like a lot – but it’s not, says Dwayne Seikman heads up the
Ohio Corn Growers Association.


“Tripling’s a nice start. There’s six… that would go to 18. But with over
150,000 vehicles in the state of Ohio, that’s not enough to cover the
effort.”


Since corn is Ohio’s top crop… it would seem to make sense. But unlike
other states in the corn belt, there are no ethanol plants in operation in
Ohio, though there are at least three under construction, and ethanol
supporters say the state is way behind its neighbors when it comes to
getting ethanol pumps at service stations.


Sam Spofforth is executive director of Clean Fuels Ohio.


“I’ll be honest, we’d like to see a lot more and we think a lot more is
certainly very possible. Indiana, they’re up to about 25 to 30 stations.
Illinois has over a hundred. Minnesota has almost 200 at this point.
Even places like Arizona are putting in E-85. They don’t make any corn
in Arizona. We think Ohio can do a lot more.”


Some critical studies have found that ethanol has a high energy cost with
low benefits – ethanol supporters say that’s been debunked. Whether
ethanol makes economic or ecological sense or not is still not certain.
But one thing is certain – cars using ethanol blends need to fill up more
than those using regular unleaded gasoline.


Robert White with the National Ethanol Vehicle Coalition says that’s
offset because typically ethanol-blended fuels cost less than regular
unleaded gas.


“Well, no doubt the fuel economy is the only negative with E-85, and we
tell folks that is where the price differential hopefully is there to make
E-85 use a wash.”


Part of the reason the price is lower is because the ethanol industry is
heavily subsidized by the government. Those lower costs would quickly
disappear if the subsidies were removed. Because ethanol is cleaner
burning, many support further development and use of the renewable
fuel.


General Motors is increasing the number of vehicles it produces that can
burn ethanol. Ford already produces E-85 burning cars and trucks.
However, many believe for ethanol production to be truly efficient,
farmers will have to start growing crops such as switch grass for ethanol
because corn requires too much fossil fuel based fertilizer and other
inputs to make it a permanent solution.

Some governors want a high-ethanol blend of gasoline called E-85 to be
more easily available to customers. That’s touched off a dispute with the
oil industry. The GLRC’s Chuck Quirmbach reports:


E-85 is 85 percent ethanol made from corn and 15 percent gasoline.
Because of tax subsidies, its pump price is much lower than gas, but only
certain vehicles can burn the fuel. The number of gas stations that offer
E-85 is small.


Some politicians from corn-growing states want more E-85 pumps – right
next to where traditional gasoline is available, but petroleum industry
spokesperson Erin Roth contends some consumers might put E-85 in the
wrong type of vehicle. He also says many stations can’t add another
underground storage tank.


“Or they’re gonna have to get rid of say mid-grade or premium and put in
E-85 and there’s just not the demand for it right now.”


But if gasoline continues to sell for around three dollars a gallon, ethanol
producers and their political allies say the public will push for more
alternatives.
