The president of Genahol, Inc., says his facilities can make fuel out of nearly any plant
material. A lot of paper, leaves, and grass clippings wind up in landfills. But Donald
Bogner patented a new kind of process. It converts green waste to sugar, distills the
sugar into alcohol and transforms the alcohol into ethanol. Ethanol is usually made from
corn or other grains. Bogner says Genahol reuses other people’s trash.


“Genahol actually receives payment for its materials. Rather than going out and having
to pay a dollar fifty to two fifty a bushel for corn or something, we actually get paid on a
tonnage basis. So it can be very, very profitable.”


No Genahol facility has yet been built. Bogner and the Solid Waste Authority of Central
Ohio are negotiating one of the first deals in the nation for a trash-to-ethanol plant.

Natural Gas Shortage Causes Controversy

In a letter to U.S. Senators, Energy Secretary Spencer Abraham indicated natural gas
must be conserved this summer by switching to coal or other fuel sources. Abraham also
suggested to boost supplies, the government should allow more drilling for natural gas on
federal lands. Some environmentalists see this as opportunistic. Patricio Silva is an
attorney with the Natural Resources Defense Council.


“We think that it’s reprehensible that the White House and some of their industry
supporters are using this opportunity to help subsidize the industry by giving away
billions of taxpayer dollars so that companies can drill and develop more of our protected
public lands.”


The shortage of natural gas is due to reduced storage capacity, hurricanes in the Gulf of
Mexico which stopped natural gas production, and low prices which curtailed
exploration. Inventories are down by 29-percent and prices are rising quickly.

New Federal Rules to Tighten Port Security

With 50 nations using the St. Lawrence Seaway,
sending
hundreds of ships, dropping off and picking up
goods, Great Lakes ports have a lot
to make secure.
The Marine Transportation
Security Act makes sure all ports big and small assess risks and come up
with a plan to make things safe from terrorism.


Duluth-Superior Port Security Official Captain Ray Skelton has been working
with Washington on these new regulations. He doesn’t expect any surprises.


“The final regs, if they came out that we have to have armed guards
at piles of limestone, I’d go back to Washington and start a fight. But if
everything stays reasonable, we’ll just go ahead and comply.”


Tighter security may mean some guards, surveillance cameras, fences and alarms.
Skelton says these things are costing ports money without much financial
help from those making up the new rules. Skelton won’t say how much
Duluth-Superior has spent, but he says so far they’ve had to foot the bill.
Ports will have one year to comply with the Marine Transportation Security
Act.

For years, environmentalists have warned of the dangers associated with the overuse of
pesticides and herbicides, claiming that those chemicals are poisoning the land and
waters.


Now Toronto’s city council has passed a bylaw aimed at reducing pesticide use.


Katrina Miller of the Toronto Environmental Alliance says it’s an amazing win.


“We have a bylaw that’s going to protect children, it’s going to protect the environment.
We saw a city council that has decided to listen to the citizens of Toronto and the doctors
and nurses instead of falling under pressure from the industry lobby.”


The debate leading up to the vote was bitter and emotionally charged. One
representative of a lawn care company was ejected.


Lorne Hepworth is a spokesman for the pesticide manufacturers. He says the ones to
suffer from the new bylaw will be homeowners.


“At the end of the day what this amounts to is a deterioration in their property values,
you know, score one for bugs and dandelions and zero for the property owner.”


Under the bylaw anyone wanting to use pesticides will have to make a case to an advisory
board. It will be made up of representatives from the city, environmental groups and
lawn care companies.


The new bylaw will not be enforced until 2006.

Task Force Says Close Loopholes

Smokestack industries, such as coal-fired power plants and foundries, are using huge loopholes to continue to pollute at higher levels 25 years after Congress passed laws to reduce emissions. A government task force is recommending Congress and the Environmental Protection Agency make some major changes in the law to stop the polluters. The Great Lakes Radio Consortium’s Lester Graham reports:

emissions. A government task force is recommending Congress and the Environmental
Protection Agency make some major changes in the law to stop the polluters. The Great Lakes

Congress and the EPA asked for the independent study by the National Academy of Public
Administration. The panel looked at loopholes in the Clean Air Act that exempted older
industrial plants from compliance until they were altered or updated, allowing only routine
maintenance. Much of the industry has taken full advantage of that loophole, defining “routine
maintenance” very broadly. The EPA says 80% of those older plants are under
investigation. Donald Kettl chaired the task force.


“When you’ve got a problem that’s been out there for 25 years and has really remained largely
unaddressed, it’s time for a fundamental, back-to-basics kind of look at the problem and the
creation of a new strategy to try to do what needs to be done much more efficiently, much more
effectively, and to do it in a way that produces much cleaner air.”


The task force recommends Congress close the loopholes completely and that the EPA get
tougher with the enforcement of the law.

The study was conducted by the Commission for Environmental Cooperation, which was set up under the North American Free Trade Agreement. But as the Great Lakes Radio Consortium’s Dan Karpenchuk reports, one trend being noted is that smaller industries across the continent are becoming the big polluters:

A recent study on pollution in North America shows a drop in environmental pollution between
1995 and 2000. The study was conducted by the Commission for Environmental Cooperation,
which was set up under the North American Free Trade Agreement. But as the Great Lakes
Radio Consortium’s Dan Karpenchuk reports, one trend being noted is that smaller industries
across the continent are becoming the big polluters:


Officials for the Commission say it’s a good news-bad news picture of what’s going on across the
continent. The environmental watchdog says the biggest polluters such as electrical generating
plants and steel factories are releasing fewer hazardous chemicals. But smaller industries, who
have tended to pollute less are showing a significant increase in their emissions.


Victor Shantora is with the Commission.


“The smaller polluters, probably about 15,000 such facilities across North America, are actually
tracking upwards. And we think that that’s problematic.”


The study shows a seven-percent decline in the amount of toxins released by big industries from
1998 to 2000, while the smaller polluters showed a 32-percent increase over the same period.


Environmental groups like the Sierra Club say negative publicity has shamed the big polluters
into cutting down on emissions. They say that hasn’t worked against the small polluters. So it’s
up to governments to force them to make the reductions.

If you want to find the largest producers of dangerous chemicals in all of North America, look no
further than the Great Lakes Region. Officials from the Commission for Environmental
Cooperation say coal-fired power plants, steel mills, and waste treatment facilities put the region
high on the list.


Victor Shantora is director of the agency:


“The ranking is Texas number 1, Ohio number 2, the province of Ontario is number 3, and
Pennsylvania is number 4. They represent over about 25% of total releases in North America.”


Among the toxic chemicals cited are hydrochloric acid, sulfuric acid, and mercury. But the report
isn’t all bad news. It indicates while some of the toxic chemicals wind up as pollution in the air,
water, and soil, a growing amount of it is simply being transported for proper disposal in
landfills or for recycling.

Environmentalists are sounding the alarm that water tables are being threatened in some areas. And they’re calling on policymakers to rein in the farms and industries that are putting the biggest drain on those resources. The Great Lakes Radio Consortium’s Sarah Hulett has this report:

In the Great Lakes/Midwest region, the idea of not having enough water is ridiculous to most
people. But that’s beginning to change. Environmentalists are sounding the alarm that water tables
are being threatened in some areas. And they’re calling on policy makers to rein in the farms and
industries that are putting the biggest drain on those resources. The Great Lakes Radio
Consortium’s Sarah Hulett has this report:


In a region that holds the world’s largest freshwater supply, worries about water scarcity are
beginning to creep into dinnertable discussions. Here in rural central Michigan, about 200
households have complained that their wells have dropped or gone dry during the summer months.


“Most kids are looking forward to summer vacation, getting out of school. My kids dread
summer.”


Susan Rodriguez is the mother of six children. She says her well first went dry about three years
ago. That was shortly after two large-scale farms began watering their crops with high-capacity
irrigation wells. Those farms together can use as much water as 11,000 households. Since then,
the summers have been dry, and difficult – because there’s no water in the house. Rodriguez says
they do what they can to get by. They don’t have the money to put in a new well. So during the
irrigation season, she and the kids go to a cemetery. It’s about a half-mile from their house, and it
has a hand pump. The family fills five-gallon buckets to bring home so they can flush the toilet…


“We buy bottled water for drinking, we buy paper plates and paper cups so I don’t have to wash
dishes. We go to neighbors for showering, for bathing. We eat out a lot because you can’t really
cook without water. It gets real expensive.”


Rodriguez and several other families began lobbying their state lawmakers for relief. And this could
be the year that they get some. Legislation introduced by Michigan lawmakers takes two
approaches. One would set up a means for people to take their grievances to state officials. The
other would require industries and farms with high-capacity wells to apply for a state permit if they
want to operate in areas where there are groundwater disputes.


Business groups are reacting with skepticism to any plan that would impose limits on water use.
Mike Johnston is with the Michigan Manufacturers Association.


“Our first position would be there’s no regulation needed at all. Having said that, we recognize the
political will is going in a different direction.”


And that different direction is being led by environmentalists. Noah Hall is the water resource
program manager for the National Wildlife Federation.


“Right now, the state of Michigan has basically no protections in place for our groundwater and
aquifers. Nothing that protects well owners, or protects the rivers and streams that depends on
underground aquifers. Other states in the Great Lakes region do have some protections in place.
And so Michigan is pretty far behind the curve right now on this.”


None of the regulations being considered in the Michigan Legislature would be as strong as what’s
already on the books in Wisconsin and Minnesota. But the Manufacturers Association’s Mike
Johnston says Michigan’s deep glacial cavities hold an ample supply of water. He says any
regulation should be very narrowly crafted.


“Michigan has vast groundwater supplies. There are a few areas of the state, very specific and
limited areas where they have certain geologies that cause challenges for groundwater. That’s just
not true across the state.”


Susan Rodriguez doesn’t care how it gets resolved. She just wants to make sure she and her family
have water once the irrigation pumps start back up in the summer.


“My oldest son, he hears a lot and he watches the television, and he was having nightmares that
people were coming in and taking him and his sister away. Taking them out of their home, because
we didn’t have water. That was really hard.”

In the few months left until the growing season, when irrigation starts up again, Susan Rodriguez is
storing water. Her friends at work bring her milk jugs and orange juice containers that she fills from
her well while she still has water.

Suv Hybrids on the Horizon

The world’s largest automaker says it will offer hybrid engines on pickup trucks beginning this fall. The new type of engine is a combination of gasoline and electric motors. General Motors says it will expand its hybrid offerings to several types of vehicles during the next four years. Other automakers are also adding hybrids to their product lines. But as the Great Lakes Radio Consortium’s Michael Leland reports, GM says it will need help making the hybrid program a success:

automakers are also adding hybrids to their product lines. But as the Great Lakes Radio Consortium’s
Michael Leland reports, GM says it will need help making the hybrid program a success:

General Motors says it believes there is a strong market for hybrid vehicles, if those vehicles are
the larger models popular with most consumers. At the North American International Auto Show
in Detroit, GM C.E.O., Rick Wagoner said that’s why his company is putting the engines in
pickup trucks, SUVs and midsize cars.


“We play in the whole market. We sell the biggest trucks, we sell the smallest cars, we are going
to offer the full range of technologies, and you know what? The customer is going to buy what
they want to buy. What we are trying to do is, very importantly, offer products that people want
to buy.”

There are several types of hybrid engines, but most are a combination of a traditional gasoline,
internal combustion engine, and a small electric motor. The result is higher gas mileage and
lower emissions. Existing hybrid cars get as much as 68 miles to the gallon.


Later this year, GM will offer hybrid engines in its Chevy Silverado and GMC Sierra pickup
trucks. During the next few years, the company will offer them in other SUVs and midsize cars.


GM is not alone in planning larger hybrid vehicles. In a few months, Ford begins selling a hybrid
version of its Escape SUV, and within a couple of years, Toyota will offer a hybrid Lexus SUV.


David Friedman is with the Union of Concerned Scientists, an advocacy group that promotes a
cleaner environment. He says this is a good trend.


“This allows consumers to own their SUV, own their minivan, own their pickup truck and able to
afford paying gas every month.”


But while hybrids can save their owners money at the gas pump, they also cost more than
traditional gasoline-powered vehicles – as much as four-thousand dollars more. GM’s Rick
Wagoner says that’s why the federal government needs to help promote the new technology.


“Whether that is in the mandatory use of hybrid vehicles in government fleets or extensive
consumer tax credits to encourage retail sales. In our view, both of these will be required and
maybe more.”


People who buy hybrid-engine cars now can qualify for a two-thousand dollar tax deduction. The
Union of Concerned Scientists and automakers say a tax credit would be better. They say a credit
would save car owners more money in the long run.


Analyst David Cole at the Center for Automotive Research says incentives could help persuade
more people to give hybrid technology a try.


“I think today that the consumer is extremely confused by all of the technology that’s out there.
Ultimately what really counts is whether it is going to deliver value at an affordable price, and that
question has not been answered yet.”


GM says it considers hybrid engine vehicles a way to help reduce emissions. The vehicles can
also help reduce U.S. dependence on imported oil now, while carmakers develop hydrogen-based
fuel cell engines. That technology is still considered a long way off for most drivers. David
Friedman of the Union of Concerned Scientists looks forward to a day when several types of
engines are available.


“When a consumer walks into a showroom, they should be able to choose conventional vehicles,
hybrid vehicles, fuel cell vehicles, and then the market will really shake out a lot of good options
for consumers who want to save money on fuel.”


Only about 40-thousand hybrid vehicles were sold last year. But, General Motors says it hopes to
sell as many as a million by 2007 if the demand is there. The automaker believes the way to
create that demand is through tax incentives.

Truckloads of hazardous waste cross the border with the U.S. every day, logging companies work near protected wildlife, and smoke from factories fills the air; but the Canadian government has a new weapon in the fight against polluters. The Great Lakes Radio Consortium’s Karen Kelly reports on Canada’s growing team of environmental spies:

Keeping track of polluters in a country as large as Canada poses a serious challenge. Truckloads
of hazardous waste cross the border with the U.S. every day. Logging companies work near
protected wildlife. And smoke from factories fills the air. But the Canadian government has a
new weapon in the fight against polluters. The Great Lakes Radio Consortium’s Karen Kelly
reports on Canada’s growing team of environmental spies:


“We’re just coming up to this facility on the right-hand side here now.”


Brad May slows down and scans the area surrounding a squat concrete building. It’s owned by a

company that was once under suspicion for illegal dumping. We’ve come here so that May can give

a sense of what happens when he places a company under
surveillance.


“As you can see, its a fairly old factory in a fairly industrial area in the north of Toronto

that’s
involved in the recycling and reconditioning of containers used for paints and coatings and
lubricants and that sort of thing.”


May pulls into a nearby driveway obscured by weeds. As he sips a cup of coffee, he looks like a
typical investigator – right down to the khaki uniform. The guy in the back seat, however,

probably wouldn’t get a second look. He’s wearing jeans and
a plaid shirt. And he lets May do most of the talking. His name is Mark Pomeroy. And, not
surprisingly, he’s the spy. Out on surveillance, he doesn’t have much to say. But he does point

out an 18-wheeler that’s
parked a shipping container in front of the building.


“You’ll notice here you have a container and the container has various bunch of
numbers on it. That’s very good information. What shipping line did it arrive from, who’s hauling
it as far as the carrier is concerned and you can find out if the items they’re receiving would
indeed be something we’d be interested in looking at as far as a potential violation is

concerned.”


Pomeroy searches for trends in industries where there’s an incentive to pollute.

For instance, if the price of pork drops, he’ll watch for hog farmers looking for a cheap way to
dump their manure, or mechanics might be offering great deals on freon, a highly regulated

chemical that’s used in
old air conditioners. That could prompt a visit to some local garages in search of illegal

imports. A lot of times, Pomeroy teams up with customs officers, the police and

Environment Canada investigators.
He says his job is different than that of a typical officer. He tries to anticipate the next

wave of environmental crime.


“Whereas they might focus on one specific case, intelligence would look at that and say, you’re
dealing with this type of a problem, is that prevalent with these types of companies…which in turn would say, okay inspections, don’t just
focus on this particular company. Look at A,B,C,D companies also.”


Here in his office, Pomeroy locks the door before he settles into a comfortable chair.

There’s a bit of a James Bond feeling here.

Secrecy is highly valued.

There’s even white noise piped throughout the building, to reduce the chance of being overheard.

As he talks about whistleblowers and anonymous tips, it’s clear that Pomeroy loves his job.


“I like law enforcement. I find it kind of a stimulating challenge to see somebody who thinks
they’re so smart that they’re doing this and they’re getting away with it, and it’s very gratifying to
actually go after that type of a person, exposing them and if it’s a violation, prosecuting

them.”


Pomeroy is one of six environmental spies in Canada and part of the only environmental
intelligence unit in the world.

The unit was created in 1998 to improve enforcement of the new laws enacted under the
Canadian Environmental Protection Act.

It’s a big job, but for Pomeroy, the best part is when he’s working in the field.
He cultivates informants – looking for internal whistle blowers and unhappy competitors. And
he’ll trail suspicious cars and conduct drive-bys on companies to gather information. Pomeroy
says his main goal is to find the big fish operating in the shadows of an industry.


“The big thing for an intelligence officer is to look at the unknown community. Are there people out there
who have never come forward and gone through the process of registering with us or gone
through the licensing or noticing permits? It’s up to me to see if they are actually out there

and
are they circumventing our regulations.”


But Pomeroy has been hampered by the fact that he’s the only environmental spy in the province
of Ontario.

That’s soon to change. He’ll be joined by a second spy as Environment Canada doubles the size
of its intelligence unit.

That’s welcome news for environmentalists like Jerry DeMarco. He’s the managing lawyer with
the Sierra Legal Defense Fund. And his group argues that the Canadian government is not
enforcing its own environmental laws.

The group filed a complaint under the North American Free Trade Agreement. And an internal
government report backed up their claims.

DeMarco says the new officers are arriving at a crucial time.


“They need more resources for two distinct reasons. One is they haven’t had enough to enforce
the laws that do exist and also there’s been the passage of several new laws and regulations in

the
past few years that also require enforcement staff.”


For instance, Canada is adding new chemicals to its list of toxic substances. That’ll mean more
work for the investigators who track them.


Mark Pomeroy acknowledges it’s still a fledgling operation. And he’s spending much of his time
building trust – with industry sources, law enforcement, and even environmental groups,
but he’s confident that trust will translate into valuable information – which will make it

tougher
for companies that continue to break the law.
